Current Situation and Future Development of Intellectual Property Protection in China

This paper explores the current state of intellectual property protection in China and its future development trends, aiming to analyze the legal framework, policy implementation, and judicial practices in this field to reveal the challenges and opportunities faced. Through literature review and case analysis, the study systematically examines the impact of technological innovation on intellectual property protection, comparative international experiences, and future development trends. Key findings include: the continuous improvement of legal regulations, but the growing influence of technological changes on intellectual property protection, such as the new challenges and demands brought by emerging technologies like artificial intelligence and blockchain; at the same time, international cooperation plays a crucial role in enhancing the level of intellectual property protection. The study suggests future policy recommendations including further optimization of the legal framework, strengthening the coordination between technological innovation and intellectual property protection, and promoting international intellectual property cooperation to address complex challenges in the global context. This paper provides valuable insights and strategic measures for advancing the development of China's intellectual property protection system and implementing the country's innovation-driven development strategy.

The construction of innovative blocks and innovative cities under high-quality development in the new era

Under the new pattern of high-quality development stage, this paper closely combines the national innovation-driven development strategy and the new trend of international innovation center city construction, aiming to promote the construction and development of China's innovative blocks and innovative cities. Through in-depth comparison and analysis of the practice of innovative urban construction at home and abroad, combined with the shortcomings and shortcomings of the current innovative city construction, this paper proposes a synergistic development of urban renewal and innovative blocks. Research on the Institutional Mechanism of Promoting Beijing-Tianjin-Hebei Collaborative Innovation

Beijing-Tianjin-Hebei collaborative innovation is an advanced stage of Beijing-Tianjin-Hebei collaborative development, and is an important manifestation and core force of regional collaborative development in the new era. Under the new situation, with the deepening of the national innovation-driven development strategy, promoting the formation of a collaborative innovation community and building a collaborative innovation mechanism have become the key initiatives to promote the high-quality collaborative development of Beijing-TianjinHebei in the new era. This paper firstly discusses the status quo, development significance and problems of Beijing-Tianjin-Hebei collaborative innovation, clarifies the top-level logical structure of Beijing-Tianjin-Hebei collaborative innovation mechanism, so as to further clarify the goal, structure and operation mechanism of constructing Beijing-Tianjin-Hebei collaborative innovation community,and puts forward the corresponding policy suggestions to optimize the development path of promoting Beijing-Tianjin-Hebei collaborative innovation, so as to provide a reference for further enhancing the level of collaborative innovation in Beijing-Tianjin-Hebei and pushing the development of collaborative innovation to a higher level. Research on Strategies for Improving Enterprise Innovation Performance in the Context of Digital Transformation

Under the innovation-driven development strategy, the improvement of enterprise innovation performance is an important way for enterprises to benefit, digital transformation provides a new path for enterprises to improve their innovation performance, and how to utilize the results of digital transformation to improve their innovation performance is an important issue for enterprises. This paper takes digital transformation as the background, introduces absorptive capacity theory, and establishes a model of the impact of digital transformation on enterprise innovation performance with absorptive capacity as the mediator. Finally, combined with the model, it proposes effective strategies for the improvement of enterprise innovation performance from the three aspects of digital transformation, absorptive capacity, and internal and external factors of enterprises.

ESG performance and corporate technology innovation: Evidence from China

With the concept of sustainable development and innovation-driven development strategy proposed in China, as well as the promotion of the concept of ESG, which takes into account both economic and social benefits, it is of great theoretical and practical significance to study how ESG empowers both internal management and external investors, and ultimately enhances corporate technological innovation (CTI). This paper takes Chinese A-share listed companies from 2010 to 2021 as the research object, and tries to study the impact of ESG performance on CTI and its mechanism based on the perspective of innovation process. It is found that: (1) ESG performance can effectively promote the intensity of R&D investment, innovation output and quality of enterprises, and this conclusion still holds after a series of robustness tests. (2) The innovation incentive effect of ESG performance is more obvious in enterprises in traditional industries, manufacturing industries and heavy pollution industries; (3) ESG performance mainly affects CTI through alleviating enterprise financing constraints, improving enterprise market expectations and gathering high-end research talents. The above findings have important implications for optimizing corporate ESG disclosure mechanisms and promoting CTI through process optimization.

Mystery of special government subsidies: How does digital transformation promote enterprise innovation and development?

The digital transformation of enterprises has become an important driving force in promoting the high-quality development of China's economy and in-depth implementation of an innovation-driven development strategy. To this end, this study uses the panel data of China's A-share listed enterprises from 2010 to 2019 to explore the relationship among enterprise digital transformation, government subsidies, and innovation. Results indicated that digital transformation can significantly stimulate enterprise innovation. The impact mechanism test shows that the digital transformation of enterprises can increase their R&D expenditure and alleviate their financing constraints, thereby jointly promoting enterprise innovation in terms of innovation resources and financing resources. Furthermore, heterogeneity analysis indicates that digital transformation has a greater incentive effect on private enterprises, non-technology enterprises, service industries, and growth stage enterprises. By introducing special financial subsidies for digital transformation, special financial subsidies for digital transformation are shown to have a positive impact on the sensitivity of digital transformation and enterprise innovation. This effect is also played out through innovation spending and corporate finance, and the role of long-term financing is greater than that of short-term financing. Therefore, the role of digital transformation in promoting enterprise innovation must be actively played to achieve a high-quality development of the regional economy.

CEO POWER, CEO PAY STICKINESS AND R&D INVESTMENT

An innovation-driven development strategy is essential for achieving high-quality national economic development. As an important manager in the core position of the top management, I play a key role in improving the efficiency of innovation investment decision-making. Based on data from A-share listed companies in China from 2008 to 2021, this paper employs fixed effects multiple regression analysis to examine the impact of CEO power on R&D investment and its mechanisms. The results show that CEO power can promote R&D investment indirectly; that is, CEO power promotes higher CEO pay stickiness first and then produces higher R&D investment. The results of this study can provide references for enterprises to reasonably set up CEO power, improve governance systems, optimize CEO compensation incentive mechanisms, and stimulate CEO R&D innovation activities.

How does digital transformation affect corporate resilience: a moderation perspective study

ABSTRACT In the context of the accelerated development of the digital economy and the implementation of the innovation-driven development strategy, does digital transformation inevitably improve corporate resilience? Based on measuring the moderation of corporate digital transformation, this paper examines the dynamic relationship between digital transformation and corporate resilience using the theory of new structural economics and double machine learning methods. The results show that the more moderate the digital transformation, the higher the level of corporate resilience. Agency costs, financing constraints, and irrational decision-making bias constitute important influencing mechanisms. Further analysis reveals that the resilience-enhancing effect of moderate digital transformation is more pronounced among corporations with high levels of corporate governance, low levels of information asymmetry, more diverse executive backgrounds and in manufacturing corporates. The relevant findings of this paper provide guidance and decision-making references for promoting the high-quality development of corporates.

Digital economy and urban innovation level: A quasi-natural experiment from the strategy of “Digital China”

The digital economy is an essential engine of the innovation-driven development strategy and plays a valuable role in promoting the high-quality development of the regional economy. Based on the panel data of 286 cities in mainland China with the help of the digital economy strategic plans issued by local governments as a quasi-natural experiment, we use the multi-temporal double-difference (DID) method to examine the impact of the digital economy on the urban innovation level. Findings show that the digital economy can significantly improve the urban innovation level. After a series of robustness tests, such as parallel trend test, updating sample and period, and repeated placebo test, the innovation-driving effect generated by the development of the digital economy remains significant. Results of the mechanism analysis indicate that the digital economy enhances the level of innovation through upgrading industrial structures. In addition, we find through the heterogeneity test that the digital economy has a stronger effect on improving the quality of innovation. Meanwhile, the innovation output in the Middle Eastern region is more significantly affected by the “Digital China” strategy than the Western region. Therefore, we should accelerate the implementation of the local digital economy development strategy to realize the high-quality development of the regional economy.

“Cooperation” or “competition”: Digital finance enables green technology innovation—a new assessment from dynamic spatial spillover perspectives

Green technology innovation is crucial in promoting the establishment of a green economic system. Digital finance is vital in supporting green technology innovation by combining finance and technology to extend the boundaries of financial services. This study constructs a theoretical framework by extending the Solow growth model and introduces a dynamic spatial Durbin model to investigate how China's green technology innovation is impacted by digital finance performance. Our results show that digital finance positively affects green technology innovation in local cities and hinders environmental technology improvement in nearby cities, resulting in unfavorable externalities. The mechanism check shows that digital finance motivates green technology innovation by expanding the scale of consumption, promoting industrial upgrading, and strengthening government support. The positive effects of digital finance on environmental technology improvement are prominent in regions with higher levels of digital finance, particularly in China's eastern and central regions. The degree of digitization and the depth of usage have notable positive impacts on green technology progress. Our findings provide important decision-making references on sustainable growth and have some significance for eliminating the digital development gap between regions and promoting innovation-driven development strategy.

Research on the impact of industrial innovation determinants in China

ABSTRACT China's industries have been positioned at lower and mid-range of the global industrial chain. On the basis of the latest China Economic Census, the effects of external technology acquisition and internal research and development (R&D) efforts on the innovation performance of Chinese industrial enterprises are examined. The results demonstrate that the levels of R&D intensity, patent output and innovation capability of Chinese industrial enterprises are still very low. Independent R&D has become the most vital source of technological innovation. External technology acquisition significantly inhibits the impact of internal R&D on patent production. In addition, the critical role of independent R&D in the innovation performance of Chinese industrial enterprises is confirmed. This study is of theoretical value and practical significance for promoting the industrial innovation advantages, accelerating the implementation of the innovation-driven development strategy and upgrading industrial structure.

Local Inter-Governmental Cooperation in Regional Innovation in China: Historical Evolution and Logic of Change

Under the innovation-driven development strategy, inter-governmental cooperation in regional innovation has proliferated, but the historical change logic of local government participation in innovation cooperation has not been explained yet. Based on the theoretical paradigm of historical institutionalism, this paper attempts to construct a "structure-history-action" analytical framework for local government participation in innovation cooperation. Can stakeholders’ attention to innovation promote corporate innovation?

Purpose Given the significance of innovation in enabling firms to maintain a long-term competitive edge and secure excess profits, this paper aims to investigate whether and how stakeholders’ attention to innovation (SATI) influences corporate innovation. Design/methodology/approach This paper introduces a novel variable, SATI, which is achieved by segmenting stakeholders’ attention into two categories: attention to innovation and attention to other facets, using textual analysis methods. Subsequently, this paper empirically examines the influence of SATI on corporate innovation. Findings This paper finds that SATI positively affects corporate innovation input, and the result remains true after addressing possible endogeneity issues using instrumental variable regression. Furthermore, the positive effect of SATI on corporate innovation is stronger in firms facing greater financing constraints, thus verifying the financing constraints hypothesis. The positive effect is also stronger in firms with lower risk-taking levels, thus confirming the innovation failure tolerance hypothesis. Further analysis suggests that SATI increases both corporate innovation output and efficiency, thus ruling out the catering hypothesis. Originality/value This paper highlights the importance of SATI in driving corporate innovation. It enriches the literature on the repercussions of stakeholders’ attention and determinants of corporate innovation. In addition, it provides practical suggestions for further implementing China’s national innovation-driven development strategy.

Innovation-Driven Development Strategy of Preschool Education in the Internet+ Era

With the development of information technology and the internet, preschool education needs more innovative thinking and methods to promote its development. However, current preschool education faces many problems, such as limited resources, uneven educational quality, and difficulty in achieving personalized education, which seriously affect children's physical and mental health and social adaptability. Therefore, this paper selects preschool education innovation in the “internet plus” era as the research object. This paper will use literature review and empirical research methods to analyze problems and explain the theoretical basis; put forward teaching, management, service innovation; and at the same time promote educational system reform, optimize resource allocation, strengthen teacher construction, improve teaching quality and other pre-school education innovation strategies in the “internet plus” era. The research results can provide reference and inspiration for innovation in preschool education.

The Ramifications of China’s Maritime Equipment Industry Policies for the EU

ABSTRACT This article utilizes strategic trade theory (STT) to assess China’s build-up of its maritime equipment (ME) industry. It does so by analyzing how maritime equipment has been addressed in Five-Year-Plans (FYPs) on the development of the maritime economy since 2013. Thus, it illustrates the importance of constructing integrated demonstration development zones and building-up technological capacities for the ME industry’s development. It also details the Chinese government’s objective to develop national champions in the ME industry, which corresponds with the broader context of China’s Innovation-Driven Development Strategy (IDDS) since 2016. Though trade data illustrates China has not yet taken over the EU’s current leadership position in the ME value chain, it does signal that dependence on the EU has been inversed for several categories of the ME industry. EU policymakers need to reflect on the possible ramifications of China’s approach for both the EU’s economic and security domains in deciding on if, how, and to what degree the EU and its member states should address China’s ME build-up.

Digital finance and corporate breakthrough innovation: Evidence from China.

This paper empirically investigates the impact of digital finance on the breakthrough innovation of enterprises with a sample of A-share listed companies in Shanghai and Shenzhen from 2011 to 2022. It is found that digital finance can promote corporate breakthrough innovation, and presents certain structural heterogeneity characteristics. The mechanism test shows that digital finance has the dual attributes of a financing platform and a social platform, which can promote breakthrough innovation by alleviating corporate financing constraints and expanding corporate social networks. Heterogeneity analysis reveals that the role of digital finance in promoting breakthrough innovation is characterized by regional heterogeneity, with digital finance playing a greater role in promoting breakthrough innovation in provinces with a low level of development of the banking sector, provinces with a high level of development of the capital market sector, and the central region. In addition, the degree of firms' external financing dependence and the degree of product market competition can strengthen the positive effect of digital finance on firms' breakthrough innovation. This paper enriches the related research on the impact of digital finance on enterprise innovation, and provides theoretical basis and policy insights on how digital finance can better assist the innovation-driven development strategy.

Effectiveness Evaluation of Employment and Entrepreneurship Education Models in Colleges and Universities Based on Multiple Fuzzy Evaluation System

Abstract Employment and entrepreneurship education in colleges and universities is an urgent need for the national implementation of the innovation-driven development strategy and the promotion of economic quality and efficiency. In this paper, the entropy weight method is used to get the original index matrix for the evaluation of the effect of the employment and entrepreneurship education model in colleges and universities, and then the data are normalized to derive the weight value of the employment and entrepreneurship education model in colleges and universities. The fuzzy evaluation of the M college employment and entrepreneurship education model is derived by using multivariate fuzzy comprehensive evaluation according to the weight value. Lastly, the fuzzy evaluation of three colleges and universities in H is done using the fuzzy comprehensive evaluation model based on entropy weight and multivariate data. The experimental results show that B2 employment and entrepreneurship hard environment, B4 financial guarantee, and B9 student achievement evaluation of M colleges are all poor. After evaluating three colleges and universities in place H, it was found that the fuzzy evaluation results of students and experts in each index were consistent. The students of the 3 colleges and universities in place H were rated by employers in the areas of adventurous spirit, willpower, and crisis management at a score of 0.5-0.6 QC, which needs to be improved. Overall employers’ satisfaction with the entrepreneurial ability of students in these 3 colleges and universities is 0.69, 0.698, and 0.709, respectively, and the employment and entrepreneurship education model of colleges and universities in place H is effective.

The positive effects of the higher education expansion policy on urban innovation in China

<abstract> <p>Higher education not only enhances people's well-being, but also plays an important role in the in-depth implementation of the innovation-driven development strategy. In this paper, we use Chinese urban data for 1995–2020, utilizing the higher education expansion policy implemented in China in 1999 as an external shock. Using Double/Debiased Machine Learning (DML), we examine the impact of the aforementioned policy on urban innovation and its mechanisms. The results show that: (1) The higher education expansion policy significantly promotes urban innovation; (2) the policy promotes human capital expansion and strengthens government financial support, thereby significantly fostering urban innovation; (3) the impact of the policy varies across cities with different geographic locations, population densities and levels of marketization. Therefore, the findings of this paper provide empirical evidence that higher education expansion policy stimulates urban innovation. It also offers useful insights for China's transition from "Made in China" to "Created in China" during its high-quality development phase.</p> </abstract>

Analysis of School-Enterprise Cooperation Talent Cultivation Mode and Its Problems in Agricultural Colleges and Universities Involving Agriculture in the Era of Melting Media

Abstract School-enterprise cooperation and innovation is an essential support for the implementation of an innovation-driven development strategy. This study examines the stages of school-enterprise cooperation and innovation, underpinned by integrated media, through the lens of deep coupling theory. It categorizes the process into pre-, mid-, and post-stages. The pre-stage involves analyzing university agricultural programs to develop a credit network database identifying optimal school-enterprise pairings. The mid-stage focuses on enhancing knowledge exchange mechanisms to tightly integrate participating entities. The post-stage assesses the impact of these integrations, revealing a coordination degree of 0.416 among agricultural majors, suggesting that effective interaction mechanisms are yet to be established, occasionally leading to mutual constraints. This research informs strategies to foster robust school-enterprise collaborations in agricultural education.

RESEARCH ON THE REALIZATION MECHANISM OF THE KEY CORE TECHNOLOGY CAPABILITIES OF SPECIALIZED AND SPECIAL NEW ENTERPRISES

As China is currently facing technology bottlenecks, the transformation and development of key technologies are imminent. As a typical organization of breakthroughs in key core technologies and an important carrier of the national innovation-driven development strategy, how to achieve breakthroughs in key core technologies and the study of its intrinsic mechanism have become indispensable links. Our investigation and study revealed that the internal development mechanism of breakthroughs in the key core technologies of specialized and special new enterprises is often limited by the depth and breadth of policies, the weakness of the overall industrial chain, and backward enterprise management models. Based on the above problems, mechanism exploration from the macro, meso, and micro perspectives will help enrich the theoretical system of key core technologies and provide new development perspectives for the transformation and upgrading of specialized and new enterprises in this new situation.
