Leveraging SWOT Analysis in IS/IT Strategy for Enhancing Hospital Quality

The research conducted at the Datu Sanggul Hospital in Rantau focuses on developing a strategic plan for enhancing the quality of healthcare services through Information System (IS) and Information Technology (IT) implementation. The study aims to address the challenges faced by the hospital in optimizing its Management Information System and Medical Record (SIM & RM) unit. By utilizing the Ward & Peppard framework, the research progresses through stages including problem formulation, data collection, and strategy formulation. Through interviews, focus group discussions, and data analysis, the current business strategies and IT infrastructure are evaluated. External factors such as PEST analysis and Five Forces analysis are also considered to understand the hospital's position in the industry. The findings from these analyses serve as inputs for the SWOT analysis, which helps in identifying the hospital's current standing and areas for improvement. The study further delves into developing IS business strategies and IT roadmap planning based on critical success factors and business needs. By aligning IS/IT strategies with business goals, the research aims to provide recommendations for enhancing the hospital's information system infrastructure and management practices.

Empowering Societal Digital Transformation at the Local Level

Digital transformation has revolutionised the way businesses operate through the utilisation of technology. Digital tools enable citizens to access government services quickly and at their own convenience, whilst also facilitating more efficient and effective administrative processes. While many national governments have embraced digital tools, the same cannot be said for local governments, particularly in developing nations as they have not yet taken advantage of the benefits of digitalisation. Whereas some experiences of digital transformation have a top-down approach, this paper shares the experience of a collaborative and participatory process of design and development of a Digital Strategy for Pemba Town Council, in rural Zambia. The aim was to enhance service delivery to its citizens by harnessing the potential of digital tools for a five-year period (2022-2026). Pemba Council faced challenges due to a lack of basic Information and Communication Technology (ICT) infrastructure and ICT-enabled systems. Guided by Andrew’s (1971) model of strategy formulation and implementation, and employing an action research methodology, the study engaged the local community and the council through focused group discussions and key informant interviews to understand their challenges, explore solutions to improve service delivery, and finally to develop a digital strategy for the council, the first of its kind. The study noted that while digitalisation for the council could be hampered by challenges such as the digital divide, digital literacy, infrastructure challenges, lack of human resources, among others, both the council and community stakeholders displayed enthusiasm for the process. The study underscores the crucial role citizens play in shaping local decisions, and therefore the need for their engagement in such processes that affect how they engage with local authorities. The paper also presents a guide on how to engage citizens and government officials to develop a participatory digital strategy that is adapted to local needs, infrastructure and context. The study not only contributes to scholarship on digitalisation and its potential to improve service delivery, but is also useful for local governments operating in similar contexts as Pemba Town Council and seeking digitalisation.

IDENTIFICATION OF INDICATORS FOR THE IMPLEMENTATION OF A TRACEABILITY SYSTEM FOR SHARK AND RAY PRODUCTS AMONG INTERMEDIARIES IN PAHANG, MALAYSIA

Traceability system implementation has been suggested to improve data collection in shark and ray product supply chains, thereby supporting their sustainable utilisation and trade. By providing sufficient supply chain information, this system can help to prevent illegal, unreported and unregulated (IUU) fishing and the extinction of these important species. This study aimed to identify the indicators for implementing a traceability system for shark and ray products among intermediaries in Pahang. The study employed a descriptive analysis utilising a reliability test, Exploratory Factor Analysis, and frequency analysis. Individual interviews were conducted using semi-structured questionnaires. The study identified 21 indicators categorised from four dimensions: Shark and ray resources, regulatory compliance and collaboration effort, commitment and skills, and information technology infrastructure. The government is recommended to enforce mandatory registration of intermediaries, require species-specific reporting, invest in management and financial support, increase awareness and training, improve current information system infrastructure, and maintain good collaboration with all stakeholders. Future studies should include consumers and the community to raise awareness about shark and ray products and promote their sustainable utilisation and trade.

Factors Influencing the Effectiveness of Information System Governance in Higher Education Institutions (HEIs) through a Partial Least Squares Structural Equation Modeling (PLS-SEM) Approach

This research aims to investigate the factors that influence the effectiveness of Information Systems (IS) Governance in Higher Education Institutions (IPT) using the Partial Least Squares Structural Equation Modeling (PLS-SEM) approach. The background of this research reflects the importance of IS in supporting operations, management and decision making in a higher education environment that is increasingly complex and dependent on technology.The PLS-SEM method analyzes the relationship between key variables that influence the effectiveness of IS governance at IPT. It is a powerful multivariate statistical approach that allows factor analysis and regression in a single framework, allowing researchers to holistically understand how factors relate to each other. The results of this research will likely provide valuable insight for decision-makers at IPT in improving IS management and utilization. Practical implications include the development of more effective policies, better management strategies, and improved IS infrastructure. In addition, this research is also expected to provide an essential contribution to academic literature in understanding the factors that influence the effectiveness of IS governance in the higher education context. By better understanding the factors that influence the effectiveness of IS governance, IPT can increase its competitiveness, improve the quality of educational services, and support the achievement of its strategic goals. This research is expected to significantly contribute to understanding how IS governance can be implemented and managed more effectively in higher education environments through the PLS-SEM approach.

Artificial Intelligence and Information System Resilience to Cope With Supply Chain Disruption

Artificial Intelligence (AI) as a technology has the potential to interpret and evaluate alternatives where multidimensional data are involved in dynamic situations such as supply chain disruption. This article aims to explore the role of resilient information systems in minimizing the risk magnitude in disruption situations in supply chain operations. The article is conducted in the qualitative mode through a semistructured interview schedule for professionals of supply chains. A thematic analysis has been used to create emerging categories. The findings of this article present critical gaps in current information systems and demonstrate how AI-oriented systems can facilitate the ecosystem of disrupted supply chains to save costs and drive efficiency on multiple parameters. The article also proposes a conceptual framework where organizational values and architectural components can be viewed jointly for quick and adequate business decisions in complex and uncertain disruptions. The framework presents the relationships among AI, information systems, and supply chain disruption. Installing appropriate AI-based data acquisition, processing, and self-training capabilities along with information system infrastructure can help organizations lessen the impact of supply chain disruption while aligning the transportation network and ensuring geographically suitable supply chains and cybersecurity. Finally, the implications for theory and practice with the limitations and scope for future research are described.

Determining the General Infrastructure of Lane Density Detection and Information Systems from Design to Operation: An Example System Design

Dünya’da ve Türkiye’de trafiğe çıkan araç sayısı gün geçtikçe artmaktadır. Bu durum doğal olarak trafikte oluşan araç yoğunluğunun giderek artmasına ve yolculuklarda önemli gecikmelere sebebiyet verebilmektedir. Birçok insanın günlük hayatını etkileyen bu sorun, özellikle nüfus yoğunluğunun fazla olduğu şehirlerde kendini daha net göstermektedir. Şehiriçi trafikte oluşan yoğunluğun çeşitli sebeplerinin olmasının yanı sıra, trafikte araç sürücülerinin şerit seçim ve kullanım tercihleri de oluşan yoğunluk üzerinde önemli olumsuz bir etkiye sahip olabilmektedir. Sürücülerin yollarda en sol şerit daha hızlı hareket eder düşüncesi ile o şeridi daha çok kullanma arzusu içerisinde olması, tek bir şeritte yığılma oluşmasına neden olabilmektedir. Çalışmada, akıllı ulaşım sistemleri yardımıyla çok şeritli şehiriçi yollarda şerit kullanım yoğunluklarının tespitinin yapılmasını amaçlayan yenilikçi bir akıllı sistem öneri tasarımı sunulmuştur. Önerilen sistem üzerinde etkili olan faktörlerin belirlenmesi amacıyla SWOT analizi yapılmıştır. SWOT analizi ile belirlenen faktörler, beş kişilik bir uzman ekibin değerlendirmeleri ile analitik hiyerarşi prosesi (AHP) yöntemi kullanılarak ağırlıklandırılmıştır. Uygulanan A’WOT analizinden elde edilen sonuçlara göre sistemin en güçlü yönünün önerilen bu sistemden arzulanan doğru şerit kullanımı ile trafikte tıkanıklığın azaltılması olduğu görülmüştür. Önerilen sistemin çıkış noktası olan bu faktörün ön plana çıkması, çalışmanın temel amacını desteklemiş ve bu tür yenilikçi sistemlere ihtiyaç olduğunu net şekilde ortaya koymuştur.

OP40 An Initiative To Identify The Long-Term Effects Of COVID-19: Turkish Ministry Of Health (MoH) COVID-19 Follow-Up Centers

IntroductionDuring COVID-19 pandemic Follow-up Centers were established by Turkish Ministry of Health (MoH) to detect possible complications in recovered COVID-19 patients at an early stage and make necessary interventions on time. It was aimed to reveal the short, medium and long-term effects of the disease by monitoring regularly. The Follow-up Center algorithms were designed by 10 clinicians of different branches with the support from United Nations Development Programme (UNDP). The follow-ups were made for one year in two pilot centers by using the health information systems infrastructure. In the dissemination process, Follow-Up centers were established initially in 24 and subsequently in 81 provinces.MethodsIn this study, the establishment, dissemination, operation and patient follow-up process of the COVID-19 Follow-up Centers were examined. The one-year (between 1 December 2021 and 1 December 2022) data obtained were analyzed. The patient follow-up;•was made at 0, 1, 3, 6 and 12 months for the first year,•planned to be made twice in the second year and the following years if needed.In the first year, people who received 3 follow-ups by using the forms and scales in the integrated information system modules were assumed to be followed up regularly.ResultsAmong the one-year data obtained from the COVID-19 follow-up centers, the total number of follow-ups, the distribution of follow-ups by date, gender and age groups and symptoms according to time were examined. In the first year; 11,288 people were included in the follow-ups and 18,328 follow-ups were made; 2,462 people were followed-up regularly. The followed up people consisted of 51.8% women; 48.3% of them were men. The incidence of symptoms decreased from 1,198 people in the first follow-up and to 180 people in the third follow-up.ConclusionsThe establishment of Follow-up Centers is considered to be an important initiative to generate systematic data on the long-term effects of COVID-19. It was concluded that conducting studies using two-year data obtained from the follow-up centers, especially for complications, would be beneficial for management of the COVID-19 pandemic and in preparation for similar pandemics.

Sistem Informasi Sarana dan Prasarana Sekolah Berbasis Website di MTs Darul Ikhlas Sangatta Selatan

MTs Darul Ikhlash is one of the educational institutions in South Sangatta which is equipped with various school facilities and infrastructure. Some of the data management processes for facilities and infrastructure at MTs Darul Ikhlash still run manually and some are in the form of files, but there is no system that accommodates the facilities and infrastructure processes as a whole. So it is difficult for the deputy head of facilities and infrastructure to find out and search for data held by the school, as well as control the inventory of facilities and infrastructure, especially those in condition that can be replaced for further improvement. The aim of this research is to design and build a website-based information system for facilities and infrastructure that is used to simplify the process of collecting data on facilities and infrastructure at MTs Darul Ikhlash so that management becomes more effective and efficient. This information system planning was created using the waterfall method. This research has produced a web-based Facilities and Infrastructure Information System for Data Collection and Loans at MTs Darul Ikhlash, which will make it easier for the school to recapitulate facility and infrastructure inventory data more quickly and accurately.

A crowdsourced co-modality transportation system integrating passenger and freight

Co-modality transportation aims to integrate passenger and freight flows into a single system by sharing public transport between passengers and freight. This paper proposes a crowdsourced co-modality transportation system (CCTS) for enhancing the practical implementation of co-modality transportation in urban areas. Firstly, empirical investigations are conducted, including semi-structured interviews with industry practitioners and online surveys with passengers, to collect system design considerations. Secondly, an overview of the crowdsourced co-modality management platform (CCMP) is presented by highlighting three key components: co-modality services, information infrastructure, and decision support system. Thirdly, we formulate the parcel assignment problem in the CCTS and examine the factors that influence the performance of the CCTS. The empirical investigations suggest that crowdsourced passengers care about the potential risks and the degree of operation difficulty in crowdsourced activities but do not care about privacy issues. In addition, the experimental studies show that crowdsourced co-modality is more feasible and promising if more passengers are willing to provide crowdsourcing services.

Zero Trust: The Magic Bullet or Devil’s Advocate?

The concept of Zero trust was first introduced in mid 1990’s, and has gradually attracted increasing attention. This approach to building organizations’ information system infrastructures has been developed as response to increasing interaction and interconnection of information systems. Along with organizational boundaries have become less clear with the new business models where a business process exceeds the organizational boundaries, also the boundaries of information systems are no longer clear. In this interconnected world the purely perimeter-based security model defining zones of trusted entities inside the perimeter and the untrusted external world outside the perimeter no longer serves the needs of new business models. And the combination of complex technology and sophisticated attack methods it is no longer possible to be sure that all system components and actors inside the perimeter can be trusted. The Zero trust approach brings the sophisticated controls from the perimeter to the entire system. The core idea can be expressed with the four words “never trust, always verify”. No system component is by default trusted , and one-time verification is not sufficient – access to a resource must be verified at each connection attempt. Mutual authentication of the communicating parties is in the core of the approach. But does the zero trust approach have unwanted side-effects? The complexity of the system increases when new control layers are built, and system complexity can increase the possibility of configuration errors. Can there be other side-effects as well? The need for trust does not disappear even when the systems are built on the zero trust principles. When studying the zero trust approach the author started thinking what would happen in human interaction and organizational co-operation if they are based on or partly apply the zero trust approach. And the scenarios were quite gloomy. But is this only a nightmare or already at least partly present in our reality? This article describes the zero trust approach and its applicability to technical environments. The second part present scenarios of the impacts which application of zero trust principles could have – or maybe already has - in human communication and organizational relationships.

Strengths, weaknesses, opportunities, and threats for the nation's public health information systems infrastructure: synthesis of discussions from the 2022 ACMI Symposium.

The annual American College of Medical Informatics (ACMI) symposium focused discussion on the national public health information systems (PHIS) infrastructure to support public health goals. The objective of this article is to present the strengths, weaknesses, threats, and opportunities (SWOT) identified by public health and informatics leaders in attendance. The Symposium provided a venue for experts in biomedical informatics and public health to brainstorm, identify, and discuss top PHIS challenges. Two conceptual frameworks, SWOT and the Informatics Stack, guided discussion and were used to organize factors and themes identified through a qualitative approach. A total of 57 unique factors related to the current PHIS were identified, including 9 strengths, 22 weaknesses, 14 opportunities, and 14 threats, which were consolidated into 22 themes according to the Stack. Most themes (68%) clustered at the top of the Stack. Three overarching opportunities were especially prominent: (1) addressing the needs for sustainable funding, (2) leveraging existing infrastructure and processes for information exchange and system development that meets public health goals, and (3) preparing the public health workforce to benefit from available resources. The PHIS is unarguably overdue for a strategically designed, technology-enabled, information infrastructure for delivering day-to-day essential public health services and to respond effectively to public health emergencies. Most of the themes identified concerned context, people, and processes rather than technical elements. We recommend that public health leadership consider the possible actions and leverage informatics expertise as we collectively prepare for the future.

A model of decoy system based on dynamic attributes for cybercrime investigation

The object of research are decoys with dynamic attributes. This paper discusses the impact of decoys involving blockchain technologies on the state of information security of the organization and the process of researching cybercrime. This is important because most cybercrimes are detected after the attacker gains access to sensitive data. Through systematic analysis of the literature focused on assessing the capabilities of decoy and blockchain technologies, this work identifies the main advantages of decoys that utilize blockchain technology. To assess the effectiveness of attacker detection and cybercrime analysis, controlled experiments were conducted using a blockchain-based decoy system that we developed aimed at determining network performance. As part of the study reported here, a technique is proposed to detect cybercrime using decoys based on blockchain technology. This technique is based on the fact that the attributes of the system change dynamically. Such a technique has made it possible to obtain a system model that solves the task of detecting decoys by intruders. In addition, the developed scheme reduces the load in contrast to the conventional fixed solution. The results indicate that the response time of services is significantly reduced in the environment of decoys with dynamic attributes. For example, Nginx's response time in a static host is twice as high as dynamic, and an Apache dynamic server can still respond to an intruder's attack even if a static server fails. Therefore, the results reported in the article give grounds to assert the possibility of using the solution in the infrastructure of information systems at the public and private levels

Big data-Industry 4.0 readiness factors for sustainable supply chain management: Towards circularity

Big data-Industry 4.0 interaction is expected to revolutionize the existing supply chains in recent years. While increased operational efficiency and enhanced decision-making are the primary advantages studied widely, the sustainable aspects of digital supply chain in the circular economy era have received limited attention. The previous literature rarely explores the industry readiness for a digital supply chain. Thus, the present study objectives to explore Big data-Industry 4.0 readiness factors for sustainable supply chain management. A detailed literature analysis was performed to identify a total of seventeen readiness factors for sustainable supply chain management. A team of six experts were consulted to perform the pairwise comparison for the identified potential readiness factors. This study adopts a fuzzy best-worst method to prioritize the readiness factors according to their degree of influence. The results from the study reflect that “readiness towards information system infrastructure”, “Internet stability for developing I4.0 infrastructure”, and “circular process and awareness” are the most significant readiness factors. The potential recommendation of this study includes the increased attention from sustainable supply chain stakeholders on developing infrastructure, including knowledge building exercise and training process focused on circular economy process. The findings from the study will assist sustainable supply chain stakeholders to frame strategies and action plans during the digitalization of supply chains.

A Systematic Literature Review on Urban Resilience Enabled with Asset and Disaster Risk Management Approaches and GIS-Based Decision Support Tools

Urban Resilience (UR) enables cities and communities to optimally withstand disruptions and recover to their pre-disruption state. There is an increasing number of interdisciplinary studies focusing on conceptual frameworks and/or tools seeking to enable more efficient decision-making processes that lead to higher levels of UR. This paper presents a systematic review of 68 Scopus-indexed journal papers published between 2011 and 2022 that focus on UR. The papers covered in this study fit three categories: literature reviews, conceptual models, and analytical models. The results of the review show that the major areas of discussion in UR publications include climate change, disaster risk assessment and management, Geographic Information Systems (GIS), urban and transportation infrastructure, decision making and disaster management, community and disaster resilience, and green infrastructure and sustainable development. The main research gaps identified include: a lack of a common resilience definition and multidisciplinary analysis, a need for a unified scalable and adoptable UR model, margin for an increased application of GIS-based multidimensional tools, stochastic analysis of virtual cities, and scenario simulations to support decision making processes. The systematic literature review undertaken in this paper suggests that these identified gaps can be addressed with the aid of asset and disaster risk management methods combined with GIS-based decision-making tools towards significantly improving UR.

Perancangan Sistem Informasi Inventaris Sarana dan Prasarana Sekolah Berbasis Web

School is a teaching and learning institution. The problem observed in schools, in general, is that there is still no centrally managed web-based system, one of which is the loss of facility and infrastructure inventory data that is still maintained using Microsoft Excel, or the absence of a unique system to summarize it. Inventory data of facilities and infrastructure in the database or online. If information is needed, the school should look up each one in the office files. As a result of these problems, an application is needed in the form of a site information system and web-based infrastructure, every year the amount of data owned by schools increases and it is difficult to manage it. The manual summary is used to assist service schools in processing data such as information on the inventory of facilities and infrastructure. This research aims to develop an information system capable of managing real estate and infrastructure information in a web-based database system so that the system can connect to the Internet quickly and accurately. The author uses XAMPP as a local hosting server, which includes Apache as an HTTP server, MySQL as a database, Sublime Text 3 as a sentence editor for HTML and PHP scripts, and PHP as a programming language, and uses a browser to view output from web pages, and creates a database with SQL Yog.

Role of Emerging Technologies in Accounting Information Systems for Achieving Strategic Flexibility through Decision-Making Performance: An Exploratory Study Based on North American and South American Firms

Nowadays, accounting departments highly rely on accounting information systems to make decisions based on current, updated, and contemporary data. And, most accounting practices can be enhanced by emerging technologies coupled with accounting information systems. Therefore, contemporary accounting information systems (AIS) coupled with emerging technologies is the highest priority in organizations to make decisions that can contribute to strategic flexibility and performance of the organizations. The objective of the study is to identify the role of information systems infrastructure integration (ISII) on strategic flexibility and innovation (SFI) through the mediated role of information systems (IS)-enabled strategic enterprise management (IS-SEM) practices and decision-making performance (DMP). The study is based on contemporary literature in the field of emerging technologies in accounting information systems particularly business intelligence and analytics (BI &A). Resource-based view had been applied to create novel constructs to test the research framework and hypothesis. The research framework and hypothesis are tested based on 388 organizations from Brazil and USA. The results reflect that information systems infrastructure integration impacts strategic flexibility and innovations in organizations. Further, there is no difference observed between North American and South American organizations. The results of the research suggest that accounting information systems (AIS) practitioners and researchers should look beyond emerging technologies investments and shift their attention to how information systems infrastructure integration (ISII) and information systems-enabled strategic enterprise management (IS-SEM) practices can leverage decision-making performance (DMP) and impact on strategic flexibility and innovation.

Using an imitation of an information system to gain practical skills in order to counteract an external intruder

the article considers the problem of training new specialists in the field of information security. Several existing examples of training specialists to obtain primary skills of possible methods and vectors of attacks to which the systems used can be subjected are given. Due to the specific formats of these solutions, the architecture of the stand was proposed, which is an imitation of a hypothetical information system infrastructure, in order to train employees to counter an external intruder.

Examination of the factors affecting the preference of open education and e-learning with the structural equation model

The aim of this study is to investigate the factors that affect the preference of e-learning systems used as a basic or supportive tool in both open education and formal education. The data set used in this study was obtained from a questionnaire applied to randomly selected university students who took courses with the e-learning system. The questionnaire was applied to 561 people and descriptive statistics were calculated based on the obtained data. For modeling and analyzing the relationships of the factors that directly and indirectly affect the preference of e-learning systems, Structural Equation Modeling was established. As a result of the analysis, the variables that directly or indirectly affect the preferability of the e-learning systems were determined. In addition to the positive effect of the information system infrastructure on other variables in the model, the mediation effect of the learning management system on the information system infrastructure and preferability was revealed.
