Addressing health disparities through IT: A review of initiatives and outcomes

This paper provides a comprehensive review of information technology (IT) initiatives to address health disparities and evaluate their outcomes. Health disparities, defined as unequal health outcomes and access to healthcare across different population groups, are a persistent challenge globally. IT, including telehealth, electronic health records (EHRs), mobile health (mHealth) applications, and data analytics, presents innovative opportunities to mitigate these disparities. The review discusses the successes and challenges of these IT initiatives, highlighting their potential to enhance healthcare access, improve the quality of care, and promote health equity. Telehealth has been instrumental in bridging the gap for remote and underserved populations, while EHRs have improved care coordination. mHealth applications offer personalized health interventions, and data analytics is crucial in identifying and addressing health disparities. However, the effectiveness of these IT solutions is hindered by barriers such as the digital divide, lack of digital literacy, and privacy concerns. The paper calls for continued investment in accessible and equitable IT initiatives. It emphasizes the need for a multidisciplinary approach involving policymakers, healthcare providers, and IT professionals to implement effective solutions. Through this review, the paper aims to contribute to understanding how IT can be leveraged to combat health disparities, offering insights for future research and policy development.

Cloud-Based Accounting Information Systems and Financial Reporting Quality of Listed Information and Communication Technology Firms in Nigeria

The confluence of cloud-based Accounting Information Systems (AIS) adoption and financial reporting quality within Nigeria's Information and Communication Technology (ICT) sector is explored in this study. Given the dynamic landscape of the ICT industry characterized by technological advancements, evolving market dynamics, and regulatory shifts, ICT firms are increasingly turning to cloud-based AIS to streamline their accounting processes and adapt to changing business requirements. The population of the study consists of all eight (8) Information and Communication Technology (ICT) enterprises that are listed on the Nigerian Exchange Group as of 31st December 2022. As a result, this study delves into the impact of Cloud-Based AIS adoption on the Financial Reporting Quality of Listed ICT Firms in Nigeria over a decade-long period from 2013 to 2022. Utilizing a Panel Regression Technique (Random Effect Model), the study identifies a significant overall effect of Cloud-Based AIS on the Financial Reporting Quality of Listed ICT Firms in Nigeria. Moreover, it highlights the significant influence of Cloud Security Investment on financial reporting quality among ICT firms in Nigeria, while Cloud Expenditure Growth is found to have no statistically significant effect. The study emphasizes the need for strategic resource allocation and exploration of cost optimization opportunities, given that cloud expenditure growth may not directly impact financial reporting quality. However, the study recommends for prioritizing cloud security investments to safeguard financial data integrity, mitigate cybersecurity risks, and enhance trust in financial reporting practices, thereby bolstering investor confidence.

Pemanfaatan ICT Dan Fintech: Pentingkah Bagi Pelaku UMKM

In line with the development of information technology, Micro, Small, and Medium Enterprises (MSMEs) must adapt and adopt technology to increase efficiency and expand market reach to improve MSMEs' performance. Therefore, this study aims to examine the role of Information Communication Technology (ICT) and financial technology (fintech) on the performance of MSMEs. Data was collected through questionnaires to MSMEs respondents in Pati Regency. This study uses multiple linear regression to test the proposed hypothesis. The results of this study show that Information Communication Technology (ICT) and Financial technology (fintech) have a significant positive effect on the performance of MSMEs.

Problems and solutions in adopting information and communication technology in micro and small enterprises

Micro and small enterprises (MSEs) are predominant worldwide and responsible for the greater employability of citizens, income generation, and production. However, they face resource constraints and rely on information and communication technology to remain competitive, which often causes many problems during or after the adoption process. Knowing the problems that affect micro and small enterprises and the solutions adopted may help other companies face the same issues. In this work, based on a systematic literature review (SLR), we identified and analyzed the problems that occurred during or after the implementation of information and communication technologies in micro and small enterprises and what actions were taken to solve them. We sought to understand the behavior of problems and solutions in the last 21 years and the factors that influenced them. We performed an SLR using the snowballing technique, retrieving 12,936 articles in eight iterations, and selecting and analyzing 105 papers. As a result, we identified 129 problems, divided into 12 categories, and 48 solutions. Such an analysis is advantageous for academia, governments, and business managers, as it allows one to understand problems in advance and formulate more efficient policies, plans, and projects for these enterprises.

Analysis of The Influence of Enterprise Resources Planning Adoption and Information Technology Applications on Quality of Accounting Report

This study aims to ascertain how user skills, information technology utilization, and enterprise resource planning (ERP) adoption affect accounting report quality. Causal study methodology is employed in this work. The method for gathering data was a questionnaire. The study's respondents are employees who have used accounting information systems. Convenience sampling, or non-probability sampling, was used to choose the sample for this study. Multiple linear regressions are employed in this study. According to the research findings, the use of enterprise resource planning, information technology, and user knowledge together had a favorable and significant effect on the quality of accounting information. The quality of accounting information can be enhanced by ERP adoption when backed by top management commitment and support, ease of system integration, system capacity to meet needs, vendor training, and solutions that satisfy needs. The quality of accounting information is positively impacted by IT, which is supported by a solid infrastructure, including functionally matched computers, computer networks, internet access, effective accounting procedures, software-assisted data processing, information system output, and infrastructure upkeep. Furthermore, the quality of accounting information can be enhanced by solid user knowledge, reinforced by education, training, and user experience. When managing accounting information systems, businesses must consider these criteria to guarantee that the data generated is reliable, accurate, timely, comprehensive, and verifiable. Thus, companies can make better decisions based on accurate and relevant information.

The Use of Technological Bricks in Agile: Conclusions Based on Analysis of the Literature and on Empirical Research

Objective: The main objective of the study was to assess the level of Agile implementation in organisations in Poland and to determine the most commonly used Agile methods. The intention of this paper is to present the results of empirical research on technological tools supporting agile organisations in Poland and consider which digital competencies may favour their use. Research Design & Methods: This paper presents a review of the literature and the results of empirical research on the use of information technology in enterprises which follow Agile practices and approaches. Empirical research is based on an interview questionnaire, which contained questions about the level of Agile implementation in the organisation, Agile implementation and support areas, support factors, barriers to implementation, and implementation results. Findings: The paper presents the main IT tools used in agile enterprises and the results of research conducted in this field. The study shows that in 2019 companies mainly used the Agile approach for the creation of innovative services and (or) products. Research also indicates that, when it comes to Agile Good Practices, respondents most often use Scrum and Kanban. Practices such as DevOps, TDD, or SAFe were much less frequently used by the companies surveyed. Implications / Recommendations: The results of the research provide valuable information on three issues: implementation of the Agile approach in Polish enterprises, assessment of the use of technological bricks in Polish enterprises, and an analysis of good practices in Polish enterprises. The research also indicates directions for further research. Among others, it is recommended to repeat the research on the level of agility of the organisation in Poland, primarily to check whether the level of implementation has changed and whether the implementation has taken place in other key areas of the company. Contribution: Literature review and economic practice indicate that there is increasing popularity of the use of information technologies, not only in agile organisations but in general, requiring employees and managers to improve their digital competencies. This paper addresses the need to evaluate the current state of Agile implementation in the organisation and examines the use of technological bricks in Agile in both theoretical and empirical ways.

Empowering Indigenous Communities: Land Alienation in Tripura and Restoration through ICT Initiatives

This paper explores the issues of land alienation faced by indigenous communities in Tripura and the transformative role of Information and Communication Technology (ICT) initiatives in addressing this challenge. The indigenous populations in Tripura have long struggled with losing their ancestral lands, resulting in social and economic disparities. However, ICT initiatives have emerged as powerful tools for documenting land rights, enhancing community empowerment, and bridging the information gap. Through a comprehensive analysis of various ICT projects, this study examines the success and challenges of using technology to protect and restore land rights. The research sheds light on the potential of ICT solutions to empower indigenous communities, strengthen their land tenure security, and foster sustainable development in Tripura.

This study examines how a firm’s DSP affects firm performance. Drawing on the competitive dynamics perspective and contingency view, we demonstrate that DSP influences competitive actions through dual pathways. First, DSP enables firms to take competitive actions that are more appropriate given the level of environmental uncertainty (captured by industry dynamism). In particular, our findings suggest that a proactive DSP enables relatively more innovation-oriented actions in dynamic industries while enabling relatively more operations-oriented actions in less dynamic industries. Second, DSP plays a facilitating role in firms’ execution of competitive actions such that a firm’s value from its proactive DSP is enhanced when there is a fit between the type of the firm’s competitive actions and its level of environmental uncertainty. Specifically, we find that firms with a more proactive DSP achieve superior firm performance from innovation-oriented actions in dynamic industries and from operations-oriented actions in less dynamic industries. Taken together, our findings suggest that a proactive DSP not only allows firms to take appropriate competitive actions that fit their environmental conditions but also contributes to firms’ performance by facilitating the execution of these appropriate actions, thus enhancing their efficacy. Sustainable IT practices in Nigerian banking: Environmental perspectives review

This review paper aims to critically analyze sustainable information technology (IT) practices in the Nigerian banking sector, focusing on environmental perspectives. The primary objective is to identify and evaluate the extent to which Nigerian banks have integrated sustainable IT practices and the impact of these practices on environmental sustainability. The methodology involves a comprehensive review of existing literature, including academic journals, industry reports, and case studies, to gather insights into the current state of sustainable IT in Nigerian banking. Key findings reveal that while some Nigerian banks have begun to adopt green IT initiatives, such as paperless operations, energy-efficient data centers, and electronic banking services, the overall adoption rate is relatively low compared to global standards. The study identifies barriers to adoption, including lack of awareness, limited regulatory frameworks, and inadequate infrastructure. Despite these challenges, the paper highlights the potential benefits of sustainable IT practices, such as reduced carbon footprint, operational cost savings, and enhanced corporate reputation. The paper concludes that for Nigerian banks to fully embrace sustainable IT practices, there needs to be a concerted effort involving policy formulation, awareness campaigns, and investment in green technologies. It recommends that stakeholders, including government, regulatory bodies, and the banks themselves, collaborate to create an enabling environment for sustainable IT. This review contributes to the understanding of sustainable IT in the Nigerian banking sector and provides a foundation for future research and policy development in this area.

Industrial Control Systems Security Validation Based on MITRE Adversarial Tactics, Techniques, and Common Knowledge Framework

Industrial Control Systems (ICSs) have become the cornerstone of critical sectors like energy, transportation, and manufacturing. However, the burgeoning interconnectivity of ICSs has also introduced heightened risks from cyber threats. The urgency for robust ICS security validation has never been more pronounced. This paper provides an in-depth exploration of using the MITRE ATT&CK (Adversarial Tactics, Techniques, and Common Knowledge) framework to validate ICS security. Although originally conceived for enterprise Information Technology (IT), the MITRE ATT&CK framework’s adaptability makes it uniquely suited to address ICS-specific security challenges, offering a methodological approach to identifying vulnerabilities and bolstering defence mechanisms. By zeroing in on two pivotal attack scenarios within ICSs and harnessing a suite of security tools, this research identifies potential weak points and proposes solutions to rectify them. Delving into Indicators of Compromise (IOCs), investigating suitable tools, and capturing indicators, this study serves as a critical resource for organisations aiming to fortify their ICS security. Through this lens, we offer tangible recommendations and insights, pushing the envelope in the domain of ICS security validation.

Cross-entropy method for multiple attribute decision making under the triangular fuzzy neutrosophic sets

Cloud computing is emerging as an advanced stage of enterprise information technology in a highly competitive society, and is now in a phase of rapid development. Enterprises using cloud computing can reduce the cost of building infrastructure and reap huge benefits. Due to the convenience of cloud computing, more and more enterprises are inclined to use cloud services to build their business systems. However, there are many different cloud service providers in the market, and enterprises need scientific decision-making tools to determine which cloud service provider to choose. The cloud service provider selection is viewed as the multi-attribute decision-making (MADM). In this paper, the cross-entropy method under triangular fuzzy neutrosophic sets (TFNSs) is built based on the traditional cross-entropy method. Firstly, the TFNSs is introduced. Then, combine the traditional fuzzy cross-entropy method with TFNSs information, the triangular fuzzy neutrosophic number cross-entropy (TFNN-CE) method is established for MADM under TFNSs. Finally, a numerical example for cloud service provider selection has been given and some comparisons is used to illustrate advantages of cross-entropy method with TFNSs.

How enterprise information systems strategies-enabled strategy-making influences organizational agility: mediated role of IT-enabled dynamic capabilities in two BRICS countries study

Purpose The study aims to investigate how enterprise information systems strategies-enabled strategy-making (ISS-SM) influences organizational agility (OA) via the mediated role of IT-enabled dynamic capabilities (ITDC) under environmental dynamism (ED). The study also investigates natural country moderation associated with the business context of the countries where the respondents are located might influence these relationships.Design/methodology/approach The study aims to investigate how enterprise ISS-SM influences OA via the mediated role of ITDC under ED. The study also investigates natural country moderation associated with the business context of the countries where the respondents are located that might influence these relationships.Findings The results demonstrate that ISS-SM influences ITDC to gain OA independent of the ED level. Indian and Brazilian firms show no different effects in the relationship of the research model. However, post hoc analysis revealed that strong ISS-SM on OA is fully mediated by ITDC under higher ED with a substantial coefficient of determination, more prominent for Indian firms characterized by young-age and middle-size firms, agribusiness and government sectors.Research limitations/implications The fundamental to enabling practice and praxis of the strategy-as-practice approach to OA gains mediated through ITDC in different business context conditions.Originality/value The research contributes to extending the literature on the enterprise information systems strategy and information technologies capabilities.

Organizational Factors and Knowledge Sharing Behavior: Mediating Model of Knowledge Sharing Intention

This research investigates the mechanism of how organizational factors (including organizational climate, formalization, and centralization) impact knowledge-sharing behavior by considering knowledge-sharing intention as a mediator. After conducting online surveys and offline interviews, we utilized a quantities method with the PLS-SEM tool to examine the potential findings. This study’s respondents were employees selected randomly from information technology enterprises in Vietnam; the final data set included 529 responses. The findings demonstrate that the organizational climate has a favorable link with knowledge-sharing behavior, whereas the remaining organizational factors, namely formalization and centralization, have a negative influence. Besides, this study found that knowledge-sharing intention plays a mediating role in these relationships. This research also provides some theoretical and practical implications, limitations as well as future research directions for further studies.

Research on the Data Education Ecosystem based on the Theory of Ecotones

This paper discusses the similarities between the digital education ecosystem and natural ecological ecotones, emphasizing fundamental characteristics of the digital education ecosystem such as its boundaryless and ever-changing nature, as well as its intersection with digital and educational ecosystems. It also elaborates on the similarities between the digital education ecosystem and the educational ecosystem, comparing their species exchange rates and diversity. The digital education ecosystem not only demonstrates a higher species exchange rate but also exhibits greater species diversity. Furthermore, the development of the digital education ecosystem relies on the joint participation of information technology enterprises and the education sector, alongside global governmental emphasis on educational informatization. Lastly, employing the theory of ecotones, the paper analyzes and explains some current issues in educational informatization, such as why certain teachers and students lack deep involvement in educational informatization.

Factors affecting efficient discharge of judicial functions: Insights from Indian courts

The mandate of any judicial system is to pronounce quality judgements in a timely, impartial and transparent manner. The Indian judiciary is currently facing a mammoth backlog of cases leading to delayed delivery of justice. The present work develops a framework identify and prioritize factors that influence judicial performance and applies it to the case of Indian courts. The study determines twenty factors that affect an efficient delivery of judicial functions. We classify these factors into five broad categories, namely, organizational, judge-related, case-related, procedural and exogenous. We rank the categories and factors within each category using fuzzy best-worst method. Findings indicate that organizational and procedural categories are most significant, thereby, having maximum potential to improve judicial efficiency. Complexity associated with judicial procedures is the highest ranked factor, followed by lack of information technology initiatives, high complexity of cases, low judicial staff and procedural ambiguities. We recommend policy interventions based on key insights derived from the results. Focused changes in acts and codes for simplification of judicial processes are essential to enhance judicial efficiency. Judges and staff can play a more active role by adopting practices to improve case procedures. Various challenges associated with technological reforms need to be addressed for their successful implementation. Separate procedures can be outlined for complex cases and judges can prioritize these cases to reduce unnecessary delay. Courts can also recruit judicial staff in line with the requirements followed by their optimal allocations.

A Global Survey of Standardization and Industry Practices of Automotive Cybersecurity Validation and Verification Testing Processes and Tools

<div>The United Nation Economic Commission for Europe (UNECE) Regulation 155—Cybersecurity and Cybersecurity Management System (UN R155) mandates the development of cybersecurity management systems (CSMS) as part of a vehicle’s lifecycle. An inherent component of the CSMS is cybersecurity risk management and assessment. Validation and verification testing is a key activity for measuring the effectiveness of risk management, and it is mandated by UN R155 for type approval. Due to the focus of R155 and its suggested implementation guideline, ISO/SAE 21434:2021—Road Vehicle Cybersecurity Engineering, mainly centering on the alignment of cybersecurity risk management to the vehicle development lifecycle, there is a gap in knowledge of proscribed activities for validation and verification testing. This research provides guidance on automotive cybersecurity testing and verification by providing an overview of the state-of-the-art in relevant automotive standards, outlining their transposition into national regulation and the currently used processes and tools in the automotive industry. Through engagement with state-of-the-art literature and workshops and surveys with industry groups, our study found that national regulatory authorities are moving to enshrine UN R155 as part of their vehicle regulations, with differences of implementation based on regulatory culture and pre-existing approaches to vehicle regulation. Validation and verification testing is developing aligned to UN R155 and ISO21434:2021; however, the testing approaches currently used within industry utilize elements of traditional enterprise information technology methods for penetration testing and toolsets. Electrical/electronic (E/E) components such as embedded control units (ECUs) are considered the primary testing target; however, connected and autonomous vehicle technologies are increasingly attracting more focus for testing.</div>
