Investigating the effects of ICT infrastructure on Malaysia’s economic growth: Insights from the Solow growth model

ABSTRACT Using annual data from 1970 to 2020, this study examines the effects of economic leadership, information and communication technology (ICT) infrastructure, and financial development on long-term economic growth in Malaysia. To accomplish this, we employ the Kapetanios multiple breaks unit root test and the Saikkonen-Lütkepohl (SL) test for cointegration with breaks. We add to the body of knowledge on this topic by exploring the direct and indirect (moderating) effects of economic leadership and financial development on the ICT-growth nexus. We discover that poor leadership impedes economic advancement in Malaysia and that the expansion of the financial sector tends to enhance the growth-improving effects of ICT. Moreover, the effects of both financial and ICT developments on growth are contingent upon Malaysia’s economic leadership. As such, Malaysia should encourage competent economic leadership, financial development, and a comprehensive ICT infrastructure network to boost its long-term economic growth.

Can information construction promote the digital transformation of enterprises? Evidence from the 'Pilot Zone for the Integration of Informatization and Industrialization’

The convergence of the digital economy and the physical economy is a global trend, with enterprises undergoing digital transformation not only for more online orders but also for smarter ways to produce. While existing literature has focused on reasons for digital transformation within enterprises, it has often overlooked the impact of external information technology infrastructure on business digital transformation. This study uses data from Chinese A-share listed enterprises from 2003 to 2021 and employs text-mining techniques to create firm-level variables related to digital transformation. The ‘Pilot Zone for the Integration of Informatization and Industrialization’ policy serves as an indicator of information technology development. By utilizing the difference-in-differences method, the study examines the influence of information technology development on corporate digital transformation. The results indicate that information technology development significantly aids corporate digital transformation by reducing operational risks and boosting innovation capabilities. These findings provide valuable micro-level evidence on how information technology infrastructure supports corporate digital transformation, offering fresh insights into the mechanisms driving this process.

Study on One-Stop Student Community Education Management and Services in Higher Education Institutions

In the contemporary era of rapid advancements in information technology, the domain of higher education administration and services is also experiencing a new wave of transformation. Particularly concerning the management and provision of services to student communities, the limitations of traditional fragmented and departmentalized models are gradually becoming apparent. Against this backdrop, the emergence of a "one-stop" model for student community education management and services seeks to integrate a comprehensive range of support, encompassing academic guidance, psychological counseling, lifestyle amenities, and career planning, through a unified service platform. This model not only optimizes resource allocation and enhances service efficiency but, more importantly, significantly augments students' sense of attainment and satisfaction. Nevertheless, to realize this objective, universities must delve deeply into exploration and innovation across multiple dimensions, including administrative structures, information technology infrastructure, human resources, and student feedback.

Technology Infrastructure and Business Performance of Commercial Banks in Kenya

The general objective of the study was to examine the role of technology infrastructureon business performance of Commercial Banks in Kenya. The philosophy that guided the research is positivism philosophy. The study adopted correlational research design. The target population was commercial Banks in Kenya register by the Central Bank of Kenya. The population consisted of all 42 commercial banks in Kenya. Respondents’ population comprised of five top managers from each bank translating to 210 top managers. Slovin’s formula was used to calculate the sample size. Purposive sampling technique was used to select 138 top managers of the 42 commercial Banks in Kenya. This study used a self-administered, closed and open-ended questionnaire to obtain primary data. A pilot study was conducted to test the validity and reliability of the data collection instrument. Quantitative data was collected and analyzed in this study by calculating the response rate with descriptive statistics such as mean, standard deviation, median and proportions using the Statistical Package for Social Sciences (SPSS) version 24). Regression analysis and correlation analysis was used to carry out inferential data analysis to determine the direction and strength of the relationship between the independent and the dependent variables. In order to test the influence of information technology capability on business performance of Commercial Banks in Kenya, the study employed a hierarchical regression analysis with moderation. The study results were presented through use of tables and figures. The study concludes that technology infrastructure has a positive and significant effect on business performance of Commercial Banks in Kenya. The study revealed that hardware/Software, network and database influence business performance of Commercial Banks in Kenya. This implies that improvement in information technology infrastructure (hardware/Software, network and database) would lead to improvement in business performance of Commercial Banks in Kenya. The study recommends that the management of commercial banks in Kenya should ensure they had adequate and up to date hardware/Software to enable their employees improve their productivity.

Toward a Sustainable Development of E-Commerce in EU: The Role of Education, Internet Infrastructure, Income, and Economic Freedom on E-Commerce Growth

The emergence of e-commerce reshaped the traditional trade models, also playing a significant role in meeting the UN sustainable development goals. According to the UN, sustained growth and social development must include resilient infrastructure, foster innovation, allow for better access to information and communications technology, and universal and affordable internet infrastructure. This study explores a multidimensional analysis of e-commerce development in the EU generated by the following factors: education, internet infrastructure, income, and economic freedom. We use an ARDL econometric model and Eurostat data. Additionally, we analyze the time responsiveness of e-commerce growth to changes in these factors. In the long run, our findings identify a stable and positive relationship between e-commerce and all these factors. However, in the short run, our results illustrate significant dynamics between two variables and e-commerce. Specifically, the level of internet access and the percentage of individuals who use the internet daily exhibit a positive short-run impact on e-commerce sales, with the system absorbing shocks within a short period. This research advocates for targeted policies that support innovation, fair competition, and consumer protection in the digital economy. This research provides valuable guidance for policymakers and stakeholders in improving the institutional framework to promote a sustainable development of e-commerce in the EU.

Local Wisdom and Government’s Role in Strengthening the Sustainable Competitive Advantage of Creative Industries

The competitive advantage of the Creative Industry is an important strategy to succeed in a highly competitive global business market. The Indonesian creative industry is a strategic industry characterised by Small and Medium Enterprises (SMEs). However, these enterprises face challenges, such as low entrepreneurial orientation, low digital literation to access the global market, limited capital, lack of digital payment methods, and a focus on conventional marketing activities rather than implementing Entrepreneurial Marketing (EM). The previous research proposed that Entrepreneurial Orientation (EO) and Entrepreneurial Marketing (EM) could increase competitive advantage due to the moderating role of local wisdom culture and the government’s role. Therefore, this research aims to analyse the moderating role of local wisdom culture and the government’s role in the effect of EO and EM on sustainable competitive advantage development. The quantitative research design employed a self-administered survey distributed to 400 top and middle managers within the superior and priority subsectors of the creative industry. The survey targeted four provinces in Indonesia known for their high contributions to the Gross Domestic Product (GDP > 9%), based on the ‘Purposive Sampling’ method. The results of the SEM analysis, based on 330 usable data points, show that Local Wisdom and Government’s Role significantly mediate the relationship between Sustainable Competitive Advantage and Sustainable Business Performance. The research results imply that it is necessary to empower the government's role in providing information technology infrastructure to facilitate the creative industry’s access to the global marketplace and encourage the use of digital payment methods for the rapid development of sustainable competitive advantage. Theoretical contributions extend to Dynamic Capability Theory by integrating Resources Advantage Theory and Resources Base View Theory, including the moderating role of Local Wisdom and Government’s Role, and examining the relationship of EO and EM with sustainable competitive advantage.

What Should Healthcare Systems Consider When Modernizing Call Centers? Early Considerations From the Veterans Health Administration.

Growing numbers of hospitals and payers are using call centers to answer patients' clinical and administrative questions, schedule appointments, address billing issues, and offer supplementary care during public health emergencies and national disasters. In 2020, the Veterans Health Administration (VA) implemented VA Health Connect, an enterprise-wide initiative to modernize call centers. VA Health Connect is designed to improve the care experience with the convenience, flexibility, and simplicity of a single toll-free number connected to a range of 24/7 virtual services. The services are organized into four areas: administrative guidance for scheduling and general inquiries; pharmacy support for medication matters; clinical triage for evaluation of symptoms and recommended care; and virtual visits with providers for urgent and episodic care. Through a qualitative evaluation of VA Health Connect, we sought to identify the factors that affected the development of this program and to compile considerations to support the implementation of other enterprise-wide initiatives. The evaluation team interviewed 29 clinical and administrative leads from across the VA. These leads were responsible for the modernization of their local service networks. PhD-level qualitative methodologists conducted the interviews, asking participants to reflect on barriers and facilitators to modernization and implementation. The team employed a rapid qualitative analytic approach commonly used in healthcare research to distill robust results. A review of the early implementation of VA Health Connect found: (1) deadlines proved challenging but provided momentum for the initiative; (2) a balance between standardized processes and local adaptations facilitated implementation; (3) attention to staffing, hiring, and training of call center staff before implementation expedited workflows; (4) establishing national and local leadership commitment to the innovation from the onset increased team cohesion and efficacy; and (5) anticipating information technology infrastructure needs prevented delays to modernization and implementation. Our findings suggest that healthcare systems would benefit from anticipating likely obstacles (e.g., delays in software implementations and negotiations with unions), thus providing ample time to secure leadership buy-in and identify local champions, communicating early and often, and supporting flexible implementation to meet local needs. VA leadership can use this evaluation to refine implementation, and it could also have important implications for regulators, federal health exchanges, insurers, and other healthcare systems when determining resource levels for call centers.

The Information Technology (IT) Infrastructure of the Multicenter Archipelago of Ovarian Cancer Research Biobank: A Potential Blueprint for Other Biobanks.

Objective: Biobanks play a crucial role in fundamental and translational research by storing valuable biomaterials and data for future analyses. However, the design of their information technology (IT) infrastructures is often customized to specific requirements, thereby lacking the ability to be used for biobanks comprising other (types of) diseases. This results in substantial costs, time, and efforts for each new biobank project. The Dutch multicenter Archipelago of Ovarian Cancer Research (AOCR) biobank has developed an innovative, reusable IT infrastructure capable of adaptation to various biobanks, thereby enabling cost-effective and efficient implementation and management of biobank IT systems. Methods and Results: The AOCR IT infrastructure incorporates preexisting biobank software, mainly managed by Health-RI. The web-based registration tool Ldot is used for secure storage and pseudonymization of patient data. Clinicopathological data are retrieved from the Netherlands Cancer Registry and the Dutch nationwide pathology databank (Palga), both established repositories, reducing administrative workload and ensuring high data quality. Metadata of collected biomaterials are stored in the OpenSpecimen system. For digital pathology research, a hematoxylin and eosin-stained slide from each patient's tumor is digitized and uploaded to Slide Score. Furthermore, adhering to the Findable, Accessible, Interoperable, and Reusable (FAIR) principles, genomic data derived from the AOCR samples are stored in cBioPortal. Conclusion: The IT infrastructure of the AOCR biobank represents a new standard for biobanks, offering flexibility to handle diverse diseases and types of biomaterials. This infrastructure bypasses the need for disease-specific, custom-built software, thereby being cost- and time-effective while ensuring data quality and legislative compliance. The adaptability of this infrastructure highlights its potential to serve as a blueprint for the development of IT infrastructures in both new and existing biobanks.

Advancing the understanding of successful technology implementation factors within state DOTs: a maturity model perspective

In an effort to improve the security, dependability, and quality of infrastructure systems, the implementation of complex transportation construction and maintenance projects is essential. Building upon a previous study that identified six crucial factors for effectively implementing new and emerging technologies in the State Department of Transportations (DOTs), this research aims to comprehensively explore six critical factors using a maturity model perspective. DOTs have shown increasing interest in adopting emerging and wireless technologies, as evident in various Federal Highway Administration Every Day Counts initiative. This study employs a mixed-methods approach, using survey responses from DOT personnel to evaluate the relative significance of technology implementation factors and subfactors. The six factors for successful technology implementation explored in this study are Organization Structure, Information Technology Infrastructure, Data Security, Information Workflow, Personnel Training, and Stakeholder Engagement. The study also evaluates the relative importance of People, Process, and Technology for each of these six factors. The paper focuses on providing detailed insights into the different criteria of each technology implementation factor and subfactor to guide agencies in successful technology deployment. Understanding these factors is critical to deploying emerging technologies successfully, which, in turn, leads to much-needed efficiency and productivity in highway construction and asset management. The findings of this study can help DOTs prioritize their technology investments and ultimately contribute to the development of a more advanced and sustainable transportation infrastructure system.

Digital finance: a developing country perspective with special focus on gender and regional disparity

PurposeEven if digital financial services have a positive impact on financial inclusion, it creates a digital as well as gender divide within and across countries, creating regional disparity even within developing nations. Though pandemic has initiated digitalization of various services, there has been scanty research on whether digital transfer of income can improve digital financial inclusion in post-pandemic era, especially in developing countries. The purpose of the current study is to explain the regional disparity within developing countries from three regions East Asia Pacific, South Asia and Sub-Saharan Africa, using latest World Findex data, 2021.Design/methodology/approachThe author takes an instrumental variable approach to run bivariate probit model to find the factors that motivate the users to make digital payments.FindingsThe study observes that electronic transfer of wages, government transfers and remittances can motivate individuals to make use of digital mode of transactions and mobile. The practice of formal saving and borrowings are the prerequisites. However, this mechanism holds good for East Asia Pacific and not for South Asia and Sub-Saharan Africa, which are poor in information and communication technology infrastructure. Women are lagging behind men, but digital transfer of wages motivate them to make digital transaction.Practical implicationsDigitalization of all government services and provision of affordable mobile network and internet services are necessary for regions like South Asia and Sub-Saharan Africa. In East Asia Pacific region, data protection, data governance and better regulatory framework are required. Higher female labor force participation with digital transfer of wages and empowerment with smartphones are key to reducing the Gender gap.Originality/valueThe current study corrects for the possible endogeneity issue, which the extant literature has not paid attention to, and provides region-specific and gender-specific policy recommendations for an improved digital inclusion.

The moderating role of information technology infrastructure in the relationship between fintech adoption and organizational competitiveness

The rapid advancement and adoption of fintech have significantly influenced the banking sector worldwide. This study aims to investigate the moderating effect of information technology infrastructure on the link between fintech adoption and organizational competitiveness in Jordanian commercial banks. The study chose a quantitative research methodology to conduct this study, based on a survey of 12 Jordanian commercial banks, chose a quantitative research methodology. The study distributed a structured questionnaire, which was filled out by managerial-level employees at the banks. From the 400 questionnaires distributed to the respondents, 215 returned valid responses, allowing further analysis. The study carried out the data analysis using Partial Least Squares Structural Equation Modeling (PLS-SEM). The results suggested that the adoption of fintech had a significant, positive direct impact on organizational competitiveness (H1: β = 0.409, t = 5.204, p = 0.001). Additionally, the study identified that IT infrastructure significantly moderates the relationships between fintech adoption and organizational competitiveness (H2: β = 0.257, t = 4.102, p = 0.000). This means, indeed, that fintech adoption independently augments the competitiveness of Jordanian commercial banks. Moreover, a solid presence in IT infrastructure further strengthens the positive effect. Such insights are highly valuable for bank managers and policymakers looking to improve organizational performance while incorporating strategic IT investments in the fintech domain.

Analysis of Benefit Considerations for Guarantee Company Upgrading to Tier 4 Colocation Data Center in Indonesia

This research is motivated by the need for the guarantee company to improve the management of the availability of information technology services to all company stakeholders in the guarantee company data centre migration project. The guarantee company is currently collaborating with data centre colocation service providers to support information technology infrastructure needs as a location for placing hyper-converged infrastructure servers. One of the objectives of this study is to provide recommendations to company management regarding improvements related to operational efficiency, increased scalability and capacity, reliability, increased availability, increased security factors, compliance with regulations, and the ability to increase data recovery in the event of a disaster by evaluating and maintained for enterprise data centre migration plans. This research focuses on how the benefits of data centre migration are currently at the highest level, which will be explained in this paper, where the author will provide a systematic and measurable visualisation regarding facts and relationships in carrying out the stages of activity, starting with data collection, analysis, and making suggestions in improving colocation data services in the area of the country of Indonesia.

Health care managers' perspectives on workforce licensing practice in Ethiopia: A qualitative study.

Professional licensing bodies are valuable sources for tracking the health workforce, as many skilled health-care providers require formal training, registration, and licensure. Regulatory activities in Ethiopia were not effectively implemented due to poor follow-up and gaps in skilled human resources, budget, and information technology infrastructure. The aim of this study was to explore and describe the lived experiences and challenges faced by health care managers in health professionals' licensure practices in Ethiopia. A cross-sectional study design with a phenomenological approach was employed between March 26 and April 30, 2021, to collect qualitative data. We conducted in-depth interviews with a total of 32 purposively selected health system managers. An interview guide was prepared in English, translated into Amharic, and then pretested. Audio recorded data was transcribed verbatim, translated, and analysed manually by themes and sub-themes. A member check was done to check the credibility of the result. The data revealed four major themes: awareness of licensing practices, enforcement of licensing practices, systems for assuring the quality of licensing practices, and challenges to licensing practices. Lack of awareness among managers about health workforce licensing was reported, especially at lower-level employers. Regulators were clear on the requirements to issue a licence to the health workforce if they are competent in the licensing exam, while human resource managers do not emphasise whether the employees have a licence or not during employment. As a result of this, non-licenced health workers were employed. Health care managers mentioned that they did not know any monitoring tools to solve the issue of working without a licence. Fraudulent academic credentials, shortage of resources (human resources, finance, equipment, and supplies), and weak follow-up and coordination systems were identified as main practice challenges. This study reported a suboptimal health professionals' licensing practice in Ethiopia, which is against the laws and proclamations of the country that state to employ all health workers only with professional licenses. Challenges for health professionals' licensing practice were identified as fraudulent academic credentials, a shortage of resources (HR, finance, equipment, and supplies), and a weak follow-up and coordination system. Further awareness of licensing practices should be created, especially for lower-level employers. Regulators shall establish a reliable digital system to consistently assure the quality of licensing practices. Health care managers must implement mechanisms to regularly monitor the licensing status of their employees and ensure that government requirements are met. Collaboration and regular communication between regulators and employers can improve quality practices.

Spatial Patterns of Drone Adoption: Insights from Communities in Southern California

Most US cities have seen a rapid proliferation of Civilian drones in the past decade. This study applies spatial regression models to identify the potential spatial clustering of drone adoption and the effects of socioeconomic, Information and communication technology (ICT) infrastructure, and land use characteristics, with a focus on the association between drone adoption and high-speed broadband coverage (which provides access to information and infrastructure for drone technology). Drone adoption exhibited a significant spatial clustering pattern, indicating spatial interaction in innovation adoption. The age, income, occupation, and land use characteristics significantly explained the drone adoption rate, while populations of color and communities with lower broadband coverage had lower drone adoption rates, indicating racial and ethnic disparities in innovation technology adoption. The underlying digital divide amplifies such disparities and requires the development of policy interventions to reduce inequality.

Impact of corruption control, free information flow, and ICT infrastructure on China's outward foreign direct investment

ABSTRACT This study examines the interplay between corruption control, Information and Communication Technology (ICT) infrastructure, and free information flow, assessing their collective influence on China's Outward Foreign Direct Investment (OFDI). Based on unbalanced panel data on China's OFDI flows to 182 countries from 2005 to 2020, we find that improved corruption control measures and advanced ICT infrastructure in host countries significantly increase China's OFDI. Furthermore, a more robust information flow, facilitated by e-participation and a free press in the host country, enhances the positive influence of corruption control measures on attracting China's OFDI. Importantly, the beneficial effect of corruption control on China's OFDI is amplified when the host country has well-developed ICT infrastructure that supports e-participation. By elucidating the complex interplay between institutions, ICT, and international business activities, this study contributes novel insights into the understanding of ICT's role in socioeconomic development, particularly in the context of foreign investment.

Improving Spacecraft Reliability Through Digital Transformation

This paper demonstrates the reliability engineering benefit achievable by spacecraft digital transformation. The space industry has evolved in the past decade to increasingly incorporate new computing practices into the sector’s ground service and backoffice operations, hailed as a “digital transformation” of their information technology (IT) infrastructure. Parallel sectors that heavily engage control systems, such as utilities and manufacturing, have not only embraced an IT digital transformation but also incorporated new computing architectures, chipsets, and data processing techniques into their operational technology (OT) systems. The space sector has lagged to adopt such digital technologies for their OT, such as spacecraft, and has not realized many of the associated benefits. Through a reliability engineering analysis of small satellites and a comparative case study of a digitally transformed solar sail, we demonstrate the reliability impacts of digital transformation for spacecraft.

This is a quantitative study. Data analysis in this research employs multiple regression with a fixed-effect model. The study utilizes panel data of longitudinal type, consisting of data on Base Transceiver Stations (BTS), Villages/Subdistricts Served by Internet, Automatic Teller Machines (ATMs), ATM/debit cards and credit cards, and non-cash financial transaction volume based on cards across 33 provinces in Indonesia as cross-sectional data, spanning a period of three (3) years from 2019 to 2021 as time-series data. Secondary data for this research were obtained from the Bank of Indonesia, the Central Bureau of Statistics, and the Financial Services Authority. The research findings conclude that Base Transceiver Stations (BTS), Villages/Subdistricts Served by Internet, Automatic Teller Machines (ATMs), ATM/debit cards, and credit cards simultaneously had a significant influence on the volume of card-based non-cash financial transactions as shown by the F-test results. While partially as shown by the result of the t-test. Within this landscape, performance emerges as a pivotal metric, driving the flow of savings into these digitally enabled funds, indicative of investors' confidence and expectations in the realm of data-driven decision-making. The core objective of this paper is to construct a robust mutual fund performance evaluation model utilizing the Statistical Package for the Social Sciences (SPSS), a sophisticated software platform renowned for its advanced analytics and predictive modeling capabilities in the information technology domain. The work focused specifically on equity mutual funds, this study meticulously examines top-rated funds within the large-cap category, drawing insights from a comprehensive validation period spanning the last fifteen years from April 2007 to March 2021. Through the systematic evaluation of various performance metrics within the context of information technology-driven analysis, this model aims to deliver actionable insights and strategic foresight, benefiting researchers, society, and financial analysts alike, while catalyzing innovation and driving positive impacts in the intersection of technology and finance.

Comparing "Meaningful Use" of Health Information Technology in Pennsylvania: Electronic Prescription Rates of Metropolitan and Rural Counties.

The Health Information Technology for Economic and Clinical Health Act incentivized the adoption of electronic health records (EHRs). Health systems looked to leverage technology to assist in serving populations in health professional shortage areas. Qualitative research points to EHR usability as a source of health inequities in rural settings, making the challenges of EHR usage a subject of interest. Pennsylvania offers a model for investigating rural health infrastructure with it having the third largest rural population in the United States. This study analyzed the adoption of Electronic Prescribing in the 67 Pennsylvania (PA) counties. Physician adoption and usage data for PA and the United States were compared using a t-test to establish a basis for comparison. PA counties were categorized using the United States Department of Agriculture (USDA)'s Rural-Urban Commuting Areas (RUCAs) system. Surescript use percentages were plotted against the RUCA scores of each PA county to create a polynomial regression model. PA office-based physicians, on average, utilize e-prescription tools at the same rate as the national average with 59% of practices utilizing Surescripts as of 2013. There was no significant correlation between Surescript usage and the rural/urban classification of counties in Pennsylvania (R-squared value of 0.06). Pennsylvania was able to adopt health information technology (HIT) infrastructure at the same rate as the national average. Rural and metropolitan definitions do not correlate to meaningful use of HIT, thus usability of HIT cannot be tied to health outcomes. Future studies looking at specific forms of HIT and their ability to decrease the burden of administrative work for clinicians.
