Cargo cult agile: Use of information technology by senior executives for decision making activities

Cargo cult agile is a metaphorical notion for senior executives (SEs’) who have latest and costly information tools at workplace but their use for decision making is very limited. The study initiated to measure the use of information technology (IT) by senior executives for decision making activities. For this very purpose, territory of Islamabad, Pakistan were chosen for survey. Target population were top ranked officers or executives from the public organizations. Access to these executives were a big challenge, so the snowball sampling was the only technique which were employed in this study. A semi structured interview technique was used for data collection. This semi structured interview was divided into four portions. In first portion, simple and direct questions were asked about the routine tasks performed by senior executives while using their personal computers or laptops. Second portion consisted of questions related to hardware knowledge while the third portion have the questions about use of web, emails or blogs. The fourth and utmost important portion of this semi structured interview consisted of questions related to decision making activities. All responses were recorded on piece of papers in hard form and later transformed into percentages. It was found that most of the senior executives use their personal computers or laptops for drafting or for instant communication using internet. The real essence or tasks of these executives are impugned in decision making activities as per the title or resources they availed. But unfortunately, they have been stuck in minion jobs of IT which can be easily performed by their subordinates. The study highlighted and identified the cult of this modern era and urged the senior executives to effectively utilize the IT for decision making activities.

Development of the information technology for decision making support when managing refrigeration units

We have studied patterns in the decision-making process related to the managerial influence on the part of the operator of a refrigerating unit as a multifactor energy system with internal and external disturbances. An object such as a refrigeration unit cannot be fully formalized and described using the methods of conventional modeling as it has the properties of partial self-regulation and self-adjustment. Therefore, based on the application of the generalized model of a refrigeration unit, we have improved a decision support system that makes it possible to take into consideration the non-formalized information by means of a neuro-fuzzy component. The information technology has been developed to support decision making when managing different types of refrigeration units. Its implementation would make it possible to reduce the time required for equipment to enter the necessary operation mode and to stabilize a temperature regime at objects. That allows a decrease in the working time ratio of refrigeration equipment and reduces the influence of the human factor, which improves safety of the energy unit operation. Effectiveness of the technology has been experimentally investigated at a single-stage vapor-compression industrial ammonia refrigeration machine, at a single-stage vapor-compression freon refrigeration machine of central air conditioner and at a water- ammonia absorption-diffusion assembly of a household freezer the type of island freezer. The number of disturbing factors and the factors of influence varies in a wide range. The datasets intended to train a neuro-fuzzy system were built based on the results of experiments at actual equipment. The proposed information technology could be used to construct computer simulators to enhance the competence and qualification of industrial-production personnel without training at the facilities of increased danger.

IT Governance of Dutch Municipalities and Digital Information Management

ABSTRACTDigitalization of information management has changed the archives sector in a short period of time and has significant implications for information processes within governmental organizations. In this article, the governance of such organizations is looked at from a business information technology (IT) alignment driven perspective, based on a case study conducted within two Dutch municipalities. The study shows that mature IT governance can have positive effects on digital document information management, because it leads to “desirable behavior in the use of IT.” Comparing the two municipalities, several findings become apparent. These concern effective management of input, for example through successful cooperation, and effective management of output of IT, for example by providing the needed digital services to citizens. Findings also are presented regarding the conjoint development of strategies by business and IT, mainly concerning the involvement of IT in decision making. Finally, findings surface concerning the positioning of decision-making authority, and whether that is clear to the personnel.

The impact of information technology in decision making process of companies in Kosovo

Before the decision makers set much higher requirements in the decision-making than ever before due to the environment of decision-makers subject to change under the influence of progress and development of new technologies, networking individual or organization inside and the outside environment, and modern means of communication enabling continuous inflow, flow and sharing of data and information. In these modern conditions the process of collecting, analyzing, selecting data and information to make informed decisions in the context of possible restrictions and the available options, and ultimately making decisions as the basis for future business or behavior, is not simplified. The use of new technologies in the decision-making process provided numerous opportunities to facilitate decisions selection. However, the decision maker should still be able to differentiate which knowledge should be used to serve in decision making, and which models, methods, tools, systems, and procedures to be used in certain situations, with the purpose of successful decision selection. In this paper, we will examine the decision making process during the business process of the companies in Kosovo.

The MS connection in IS

The growth in information technology will amost certainly continue in the 1990s. Rapid advances on many fronts will assure a wider penetration of computers and information systems globally. One area which has seriously lagged behind these developments is management's use of information technology for decision making. One of the key elements of decision support systems, the 'model base', has not kept pace with the other elements of the system. The main reasons for this deficiency is discussed and factors that contribute towards improved modelling are pointed out.
