A Narrative Review of the Sociotechnical Landscape and Potential of Computer-Assisted Dynamic Assessment for Children with Communication Support Needs

This paper presents a narrative review of the current practices in assessing learners’ cognitive abilities and the limitations of traditional intelligence tests in capturing a comprehensive understanding of a child’s learning potential. Referencing prior research, it explores the concept of dynamic assessment (DA) as a promising yet underutilised alternative that focuses on a child’s responsiveness to learning opportunities. The paper highlights the potential of novel technologies, in particular tangible user interfaces (TUIs), in integrating computational science with DA to improve the access and accuracy of assessment results, especially for children with communication support needs (CSN), as a catalyst for abetting critical communicative competencies. However, existing research in this area has mainly focused on the automated mediation of DA, neglecting the human element that is crucial for effective solutions in special education. A framework is proposed to address these issues, combining pedagogical and sociocultural elements alongside adaptive information technology solutions in an assessment system informed by user-centred design principles to fully support teachers/facilitators and learners with CSN within the special education ecosystem.

Addressing health disparities through IT: A review of initiatives and outcomes

This paper provides a comprehensive review of information technology (IT) initiatives to address health disparities and evaluate their outcomes. Health disparities, defined as unequal health outcomes and access to healthcare across different population groups, are a persistent challenge globally. IT, including telehealth, electronic health records (EHRs), mobile health (mHealth) applications, and data analytics, presents innovative opportunities to mitigate these disparities. The review discusses the successes and challenges of these IT initiatives, highlighting their potential to enhance healthcare access, improve the quality of care, and promote health equity. Telehealth has been instrumental in bridging the gap for remote and underserved populations, while EHRs have improved care coordination. mHealth applications offer personalized health interventions, and data analytics is crucial in identifying and addressing health disparities. However, the effectiveness of these IT solutions is hindered by barriers such as the digital divide, lack of digital literacy, and privacy concerns. The paper calls for continued investment in accessible and equitable IT initiatives. It emphasizes the need for a multidisciplinary approach involving policymakers, healthcare providers, and IT professionals to implement effective solutions. Through this review, the paper aims to contribute to understanding how IT can be leveraged to combat health disparities, offering insights for future research and policy development.

The Emergency Medical Team Operating System — a vision for field hospital data management in following the concepts of predictive, preventive, and personalized medicine

AbstractIn times where sudden-onset disasters (SODs) present challenges to global health systems, the integration of predictive, preventive, and personalized medicine (PPPM / 3PM) into emergency medical responses has manifested as a critical necessity. We introduce a modern electronic patient record system designed specifically for emergency medical teams (EMTs), which will serve as a novel approach in how digital healthcare management can be optimized in crisis situations. This research is based on the principle that advanced information technology (IT) systems are key to transforming humanitarian aid by offering predictive insights, preventive strategies, and personalized care in disaster scenarios. We aim to address the critical gaps in current emergency medical response strategies, particularly in the context of SODs. Building upon a collaborative effort with European emergency medical teams, we have developed a comprehensive and scalable electronic patient record system. It not only enhances patient management during emergencies but also enables predictive analytics to anticipate patient needs, preventive guidelines to reduce the impact of potential health threats, and personalized treatment plans for the individual needs of patients. Furthermore, our study examines the possibilities of adopting PPPM-oriented IT solutions in disaster relief. By integrating predictive models for patient triage, preventive measures to mitigate health risks, and personalized care protocols, potential improvements to patient health or work efficiency could be established. This system was evaluated with clinical experts and shall be used to establish digital solutions and new forms of assistance for humanitarian aid in the future. In conclusion, to really achieve PPPM-related efforts more investment will need to be put into research and development of electronic patient records as the foundation as well as into the clinical processes along all pathways of stakeholders in disaster medicine.

Perancangan User Interface dan User Experience Aplikasi Klinik Gigi Menggunakan Metode Design Thinking

Klinik Gigi drg. Ema Medika so far still provides services to patients manually and keeps medical records using paper documents. This causes data invalidity and sometimes the confidentiality of patient data cannot be maintained properly. To increase efficiency, this research designed an application Prototype for Klinik Gigi drg. Ema Medika. The Design Thinking method is used as an approach in Prototype development, which consists of the stages of knowing user problems and needs, identifying user problems, determining solution ideas, creating a Prototype, and conducting testing. Through the designed Prototype, users can interact with the user interface and experience the user experience. Testing was carried out using User Acceptance Testing (UAT) and produced a value of 97.37. Thus, it can be concluded that the Prototype design of the Klinik Gigi drg. Ema Medika application can meet user needs very well. The expectation is that the outcomes of this study can play a role in the adoption of information technology solutions that are both effective and efficient within the dental clinic setting, leading to an enhancement in the level of service provided to patients.

Contextual factors influencing the equitable implementation of precision medicine in routine cancer care in Belgium.

Precision medicine represents a paradigm shift in health systems, moving from a one-size-fits-all approach to a more individualized form of care, spanning multiple scientific disciplines including drug discovery, genomics, and health communication. This study aims to explore the contextual factors influencing the equitable implementation of precision medicine in Belgium for incorporating precision medicine into routine cancer care within the Belgian health system. As part of a foresight study, our approach evaluates critical factors affecting the implementation of precision oncology. The study scrutinizes contextual, i.e. demographic, economic, societal, technological, environmental, and political/policy-related (DESTEP) factors, identified through a comprehensive literature review and validated by a multidisciplinary group at the Belgian Cancer Center, Sciensano. An expert survey further assesses the importance and likelihood of these factors, illuminating potential barriers and facilitators to implementation. Based on the expert survey, five key elements (rising cancer rates, dedicated healthcare reimbursement budgets, increasing healthcare expenditures, advanced information technology solutions for data transfer, and demand for high-quality data) are expected to influence the equitable implementation of precision medicine in routine cancer care in Belgium in the future. This work contributes to the knowledge base on precision medicine in Belgium and public health foresight, exploring the implementation challenges and suggesting solutions with an emphasis on the importance of comparative analyses of health systems, evaluation of health technology assessment methods, and the exploration of ethical issues in data privacy and equity.

Development of Web-Based Sindangmekar Information (SinFo) Application as an Effort to Build a Digital Village in Sindangmekar Village

The progression of information technology holds significant sway in augmenting the capacities and welfare of communities, particularly those in rural settings. Embracing this ethos, Sindangmekar Village has embarked on the development of a web-based application termed Sindangmekar Information (Sinfo), epitomizing its commitment to active participation in the digital realm. Sinfo stands as a pivotal instrument in the village's journey towards becoming a Digital Village. Designed as an information repository, it disseminates up-to-date news encompassing village activities, governmental frameworks, geographic particulars, public amenities, and the local economic prospects of Sindangmekar Village. The application's deployment is anticipated to catalyze several transformative outcomes, including bolstering the transparency of village governance, expediting the dissemination of crucial information, and fostering robust social and economic interactions at the grassroots level. The research findings derived from this endeavor not only seek to inspire but also serve as practical guidance for other villages contemplating the adoption of similar information technology solutions. Through shared insights and lessons learned, this research aims to pave the way for rural communities to harness the power of digital innovations, thereby propelling forward rural development initiatives in the dynamic landscape of the digital era.

Electronic Case Reporting Development, Implementation, and Expansion in the United States.

The COVID-19 pandemic highlighted the need for a nationwide health information technology solution that could improve upon manual case reporting and decrease the clinical and administrative burden on the US health care system. We describe the development, implementation, and nationwide expansion of electronic case reporting (eCR), including its effect on public health surveillance and pandemic readiness. Multidisciplinary teams developed and implemented a standards-based, shared, scalable, and interoperable eCR infrastructure during 2014-2020. From January 27, 2020, to January 7, 2023, the team conducted a nationwide scale-up effort and determined the number of eCR-capable electronic health record (EHR) products, the number of reportable conditions available within the infrastructure, and technical connections of health care organizations (HCOs) and jurisdictional public health agencies (PHAs) to the eCR infrastructure. The team also conducted data quality studies to determine whether HCOs were discontinuing manual case reporting and early results of eCR timeliness. During the study period, the number of eCR-capable EHR products developed or in development increased 11-fold (from 3 to 33), the number of reportable conditions available increased 28-fold (from 6 to 173), the number of HCOs connected to the eCR infrastructure increased 143-fold (from 153 to 22 000), and the number of jurisdictional PHAs connected to the eCR infrastructure increased 2.75-fold (from 24 to 66). Data quality reviews with PHAs resulted in select HCOs discontinuing manual case reporting and using eCR-exclusive case reporting in 13 PHA jurisdictions. The timeliness of eCR was <1 minute. The growth of eCR can revolutionize public health case surveillance by producing data that are more timely and complete than manual case reporting while reducing reporting burden.

Analysis and Performance Comparison of IoT Message Transfer Protocols Applying in Real Photovoltaic System

AbstractThe adoption of reliable and real-time communication technology is an absolute necessity for the advancement of Internet of Things (IoT) applications. Messaging protocols such as MQTT, AMQP, and HTTP are frequently used for communication with resource-constrained IoT devices. However, choosing a suitable and effective messaging protocol presents a daunting challenge for organizations, as it depends on the specific characteristics and messaging requirements of the IoT system. Therefore, it is crucial to have a comprehensive understanding of three established messaging protocols, such as the Hypertext Transfer Protocol (HTTP), the Message Queuing Telemetry Transport (MQTT), and the Advanced Message Queuing Protocol (AMQP), to appropriately apply them in practical projects. In this paper, information technology solutions are provided for a chain of solar farms to improve harvest productivity, facilitate warning notifications, and enable remote control. Subsequently, a detailed comparative analysis is performed, considering various interconnected criteria, to gain valuable insight into the strengths and limitations of these protocols. The results show that MQTT and AMQP play a role in enhancing overall efficiency and speed within the framework of our suggested photovoltaic system.

Development of ETS (E-Ticketing System) Module for Issue Management

This study proposes the integration of an Employee Tracking System (ETS) module within a logistics company's existing web application to streamline internal management processes. Focused on a one-month internship, the research aims to address the inefficiencies of conventional communication methods by facilitating real-time issue tracking and resolution. Through collaboration between academia and industry, the study explores the practical implementation of information technology solutions to enhance organizational communication and problem-solving. Results indicate improved communication efficiency and problem resolution within the organization, highlighting the potential of such systems to contribute to the evolution of information technology in the workplace. The Healing Power of Words: Examining the Effect of Communication Styles on Appreciation within the Hospital Setting

Nursing faces challenges such as high workload, low job satisfaction, and poor communication in high-stress environments with strict hierarchies. These factors contribute to increased errors and conflicts. Information technology solutions like clinical decision support systems and electronic health records can reduce workload, decrease errors, and improve patient care. However, effectively integrating these tools requires understanding communication dynamics within hospitals and between professions. Despite the known effects of poor communication on job satisfaction and care quality, there is a lack of research on nurse-physician communication from their respective perspectives. The paper aims to address this gap and focuses on research questions related to nurse-physician communication and appreciation.

Proactive Relocation Decision-Making in a Multinational Manufacturing Network

Recent years have been demanding for manufacturing companies with a global footprint – the constant need to evaluate and re-evaluate manufacturing networks and sourcing due to ongoing crises e.g., coronavirus shutdowns, changing customs tariffs, economic sanctions, inflation, availability issues, and war. A decade ago, everything was more stable in corporate manufacturing networks, and capacity allocation was merely based on cost consideration, competencies, and demand of different regions. Due to the changes mentioned, developed nation companies have started reshoring manufacturing operations increasingly back to developed countries; this is mostly due to hedging uncertainty and assuring availability and deliveries. This research analyses one steel industry case study of a corporate manufacturing network and shows what kind of factors their location decisions are based on in the current environment. The case also illustrates the ongoing process of manufacturing location and relocation with make or buy consideration. The process is implemented in stages, and if triggers are reached, the assessment is completed in a more comprehensive manner. In the end, we propose Information Technology (IT) advances and solutions for this environment, where the assessment period could have better responsivity, quality, and shorter lead time. Furthermore, we propose further changes and research on what decision factors should be included in the proactive relocation decision-making process.

Green ICT Methodology for Energy Consumption Calculation in ICT Architecture Components

As the usage of information and communication technology (ICT) solution have been exploded in the last decades, the research community exhibits a deficiency in terms of methodologies for accurately quantifying the energy consumption of individual ICT components. This paper presents a novel methodology aimed at addressing the existing research gap by offering a comprehensive analysis of energy consumption ranges for ICT components, measured in Watt. The methodology being proposed involves the classification of ICT components into distinct classes, namely sensors, gateways, servers-platforms, and databases, while these classes are further subdivided into sub-classes. The calculation of energy consumption places emphasis on particular components within each sub-class, encompassing CPUs, RAM, GPUs, hard drives, network switches, cooling systems, and communication units. Compared with existing green ICT standards where mainly focused on strategy-related recommendations, the methodology utilises manufacturers’ specifications for standard operational procedures in order to compute energy consumption. The objective of the methodology is to extend the current research and provide countable energy consumption attributes of various component types, that are used in the ICT architecture, supporting the decision-making process of architects regarding environmentally sustainable and high-performance device selection. This study concludes with the development of a tree diagram for calculating the energy consumption of an ICT system.

Medication Errors in Pediatric Emergency Departments: A Systematic Review and Recommendations for Enhancing Medication Safety.

This systematic review aims to investigate the prevalence, preventability, and severity of medication errors in pediatric emergency departments (P-EDs). It also aims to identify common types of medication errors, implicated medications, risk factors, and evaluate the effectiveness of interventions in preventing these errors. A systematic review analyzed 6 primary studies with sample sizes ranging from 96 to 5000 pediatric patients in P-EDs. The review followed Preferred Reporting Items for Systematic Review and Meta-Analysis (PRISMA) guidelines and included observational studies and randomized controlled trials involving patients aged 18 years and younger. Comprehensive searches in biomedical databases were conducted, and conflicts in record screening were resolved by a third reviewer using systematic review software. Medication errors in P-EDs are prevalent, ranging from 10% to 15%, with dosing errors being the most common, accounting for 39% to 49% of reported errors. These errors primarily stem from inaccurate weight estimations or dosage miscalculations. Inadequate dosing frequency and documentation also contribute significantly to medication errors. Commonly implicated medications include acetaminophen, analgesics, corticosteroids, antibiotics, bronchodilators, and intravenous fluids. Most errors are categorized as insignificant/mild (51.7% to 94.5%) or moderate (47.5%). Risk factors associated with medication errors in P-EDs include less experienced physicians, severely ill patients, and weekend/specific-hour ordering. Human factors such as noncompliance with procedures and communication failures further contribute to medication errors. Interventions such as health information technology solutions like ParentLink and electronic medical alert systems, as well as structured ordering systems, have shown promise in reducing these errors, although their effectiveness varies. Overall, this systematic review provides valuable insights into the complexity of medication errors in the P-ED, emphasizes the need for targeted interventions, and offers recommendations to enhance medication safety and reduce preventable errors in this critical health care setting.

EXPERT BIOINFORMATION SYSTEM FOR DIAGNOSING FORMS OF ACUTE LEUKEMIA BASED ON ANALYSIS OF BIOMEDICAL INFORMATION

The introductory chapter established the context for this paper by stressing the significance of leukemia in healthcare and the challenges associated with both diagnosis and therapy. The paper ultimate objective is to provide an information technology solution to these issues, thereby improving patient care and prognosis. A conceptual model of an expert system for the diagnosis of acute leukemia is proposed, which will reduce the ambiguity in the interpretation of research objects. Factors influencing the correct recognition of complex objects (images of blast and non-blast blood cells) using an expert system based on computer microscopy methods are considered.
