EFEKTIVITAS PENERAPAN SISTEM INFORMASI PEMERINTAHAN DAERAH (SIPD) DALAM PERENCANAAN PEMBANGUNAN DI KOTA TOMOHON

This research aims to analyze and determine the effectiveness of implementing the Regional Government Information System (SIPD) in development planning in Tomohon City. This research adopted a qualitative descriptive research method and was conducted at the Bappelitbangda office in Tomohon City, North Sulawesi. The data used in this research comes from primary and secondary data. The data analysis technique used interactive data analysis. The research results show the effectiveness of the Regional Government Information System (SIPD) application in development planning in Tomohon City, this application is considered innovative and able to increase the efficiency of planning preparation because it is electronic-based and integrated with the centre and regions. However, there are several obstacles that need to be taken into account, such as effectiveness indicators not yet being met due to frequently changing legal bases, lack of regular outreach and training for human resources, and limited infrastructure. Although this application is very helpful compared to manual methods, it still requires better adjustments and support in order to achieve optimal effectiveness according to Duncan's theory in Steers (2012).

UTAUT Model Mediated by Government Information System to the Intention to Use of Indonesian Local Government

Purpose – This study investigates the role of the unified theory of acceptance and use of technology (UTAUT) model on the intention to use mediated by the Government Information System. In the context of this study, the implementation of government information systems through the application of local government information systems (SIPD) in Regional Governments in Indonesia. Methodology/approach –The population in this study includes: Primary High Leadership Officials, Administrator Officers, Supervisory Officers, and SIPD Management ASNs in the Ministry of Home Affairs and local governments with a total sample of 358 respondents. This study uses a form of sampling in the form of purposive sampling and probability sampling, with the sampling technique used in the form of simple random. When viewed from the relationship between variables, this study is included in associative research. The data processing and analysis techniques used in this study were carried out through Descriptive Statistical Tests and Structural Equation Model (SEM). Findings – Based on the results of the study, it is known that Performance Expectancy, Effort Expectancy, Social Influence, and Facilitating Condition, either directly or indirectly through the Government Information System as the variable that mediates it, have had an influence on the Intention To use SIPD application. Novelty/value – The novelty of this study fills the research gap by involving the role of the government information system (SIPD) as a mediating factor between performance expectations, effort expectations, social influences, and conditions that facilitate intention to use which is limited only to age and experience as control variables. Thus, a more comprehensive picture of the results of how the influence of factors in UTAUT is mediated by the role of SIPD, and see the extent to which the implications of implementing SIPD in local government can affect the intention to use by civil servants in Indonesia and as recommendations for related parties in developing government information systems.

Governance of Technologies and Information Systems for the Higher Education: Systematic Mapping of Study

The pandemic has led to more attention to how technologies and information systems (T&IS) are governed in higher education institutions (HEI). However, many of the aspects are used to study them do not gather the expectations of those who benefit from these studies and the institutions are shocked as a result that major aspects of governance are not considered. This paper seeks to summarize the current knowledge that is available regarding the strategies adopted to know the state of governance of T&IS for the higher education between 2015 and 2021 years. A systematic mapping of studies was carried out to review the aspects that have been used by the researchers in the different studies. The results show that 30% of the works reviewed are broad and cover variables of operation, management, and government; they provide a renewed set of judgments, dimensions, and indicators to measure the level of institutional achievement, in addition COBIT v5 is the most widely used reference framework to measure capacities in governance of technology and information system for processes. The results obtained have made it possible to identify several opportunities in research such as creating a useful framework for HEI.

Payroll Accounting Information System and its Impact on Internal Control of Manpower and Transmigration Office in Central Lombok Regency

One of the roles of accounting information systems is for internal control procedures. Internal control is the process of controlling and motivating employees by management to achieve goals. This study aims to determine the implementation of the payroll accounting information system and its impact on internal control of Manpower and Transmigration Office in Central Lombok Regency. The type of research used is qualitative research through field research. Data is obtained through observation, interviews, and documentation. The results showed that the payroll cycle was implemented using Regional Government Information System (SIPD). The results also showed that the payroll accounting information system has been in accordance with the provisions. However, the internal control system of the payroll cycle was still not good. Therefore, it can be said that internal control was still not good in general.

The Influence of Perceived Usefulness and Perceived Ease of Use within The Regional Government Information System (SIPD) on Regional Financial Management System


 
 
 This research is motivated by one of the factors in realizing good governance as a system that has been published by the government, namely SPBE to utilize Information Technology as a means of realizing good governance. SIPD is part of SPBE which is designed as an internal local government system for financial management so that this information can provide effective benefits in decision making. The problem is that the system can run well if its users accept and understand it well. Factors that influence the increase in its use is the acceptance of each individual who becomes a user. This study aims to determine the effect of Perceived Usefulness and Perceived Ease of Use (perceived ease of use) of Regional Government Information Systems (SIPD) on the Application of Regional Financial Management Systems in North Minahasa Regency. The approach used is quantitative with this type of correlational research. Data collection using a questionnaire. Data analysis technique using multiple regression. The results of this study can be concluded that the Perceived Usefulness of SIPD has a positive and significant effect on the application of the regional financial management system in North Minahasa Regency with a coefficient of determination of 53.90%. Perceived Ease of Use (perceived ease of use) SIPD has a positive and significant effect on the application of regional financial management systems in North Minahasa Regency with a coefficient of determination of 18.60%.
 
 

Enhancing Financial Technology Operations: A Comprehensive Evaluation Using COBIT 2019 Framework

This research aims to enhance information technology (IT) governance in a financial technology company by focusing on peer-to-peer lending services. The main challenges faced by the company involve a lack of system design details, leading to post-implementation imperfections and negative impacts on business process performance, including unnecessary delays and adjustments. The lack of transparency in system evaluation is also a hindrance caused by incomplete recording of test results. Therefore, this research aims to address these challenges by utilizing the COBIT 2019 framework. The study employs a qualitative approach, utilizing data obtained through interviews and literature studies supported by the COBIT Tool Kit. The analysis is conducted on three main objectives: security management, solution identification, and IT change management, to identify disparities between the current status and desired targets. The analysis results highlight the need for improvements in specific aspects, including the lack of system design details, more precise information in the change process, and deficiencies in recording test results. Recommendations for improvement involve the development of more detailed guidelines for system design, enhanced documentation of changes, and improvements in testing instructions and result reporting. Additionally, recommendations focus on enhancing capabilities through proactive evaluation, refining security plans, developing more adaptive solution acquisition strategies, and improving testing practices. Thus, this research underscores the importance of strategic improvements within the IT and Information Systems governance framework to shape a more effective and transparent operational environment in Financial Technology companies.

Factors Influencing the Effectiveness of Information System Governance in Higher Education Institutions (HEIs) through a Partial Least Squares Structural Equation Modeling (PLS-SEM) Approach

This research aims to investigate the factors that influence the effectiveness of Information Systems (IS) Governance in Higher Education Institutions (IPT) using the Partial Least Squares Structural Equation Modeling (PLS-SEM) approach. The background of this research reflects the importance of IS in supporting operations, management and decision making in a higher education environment that is increasingly complex and dependent on technology.The PLS-SEM method analyzes the relationship between key variables that influence the effectiveness of IS governance at IPT. It is a powerful multivariate statistical approach that allows factor analysis and regression in a single framework, allowing researchers to holistically understand how factors relate to each other. The results of this research will likely provide valuable insight for decision-makers at IPT in improving IS management and utilization. Practical implications include the development of more effective policies, better management strategies, and improved IS infrastructure. In addition, this research is also expected to provide an essential contribution to academic literature in understanding the factors that influence the effectiveness of IS governance in the higher education context. By better understanding the factors that influence the effectiveness of IS governance, IPT can increase its competitiveness, improve the quality of educational services, and support the achievement of its strategic goals. This research is expected to significantly contribute to understanding how IS governance can be implemented and managed more effectively in higher education environments through the PLS-SEM approach.

The Application of COBIT Framework to Evaluate Information System Governance in National Business Technology Transformation Companies

The purpose of this study is to determine how to assess information technology governance by utilizing the COBIT 5 framework and the domains of APO01 (Manage the IT Management Framework), EDM04 (Ensure Resource Optimization), and APO04 (Manage Innovation). The COBIT 5 architecture is employed in this study. Both qualitative and quantitative research methodologies were used in this study. Through surveys, interviews, and observations, we gathered primary data. The secondary data came from various existing sources, including websites, literature reviews, and the findings of other investigations. This study's information technology governance data analysis approach complies with COBIT 5's Assessment Process Activities. According to the analysis, the current state's capability value in the EDM04 domain is 1.8. In the meantime, the capability value is 2.9 for the anticipated circumstance. The APO01 domain's recent state results in a capability value of 1.7. In the meantime, the capability value is 3.1 for the expected circumstance. In the APO04 domain, the current state has a capability value 1.6. Under ideal circumstances, the business receives a capacity value of 3. This implies that the business needs to fulfill the prerequisites for level 2 process capacity indicators, which are now unfulfilled. IMPLEMENTASI SISTEM INFORMASI PEMERINTAH DAERAH (SIPD) KABUPATEN PROBOLINGGO

The study will more clearly analyze the implementation of SIPD in Probolinggo District and identify the factors that become obstacles in planning SIPD in Probolinggo District which is carried out using a descriptive qualitative analysis approach. The results showed that the implementation of the Regional Government Information System (SIPD) platform in Probolinggo Regency was going well. Probolinggo Regency is carrying out a massive implementation of the SIPD platform accompanied by using companion applications and regional internal aplications; and the obstacles encountered include the SIPD application is still not able to meet the needs of information data collection so that it requires a companion application. The SIPD application does not yet provide a variety of data formats for printing reports, there are still gaps in data accuracy, and lack of outreach.

Financial Administration of Information Systems Regional Government at The Regional Secretariat of Minahasa Regency

This research aims to determine the Financial Administration of the Regional Government Information System at the Regional Secretariat of Minahasa Regency. This research uses a descriptive method with a qualitative approach. Data collection techniques include observation, interviews and documentation methods. Data processing techniques with stages of data reduction, data presentation and verification. This research highlights the Financial Administration of Regional Government Information Systems (SIPD) at the Regional Secretariat, both in the aspects of budget planning and budgeting. Planning is carried out using the Strategy Formulation, Work Control, and Monitoring Management processes, while budgeting is carried out based on the Work Guidelines, Coordination Tools, and Monitoring processes. so that there are obstacles in planning, namely planning efficiency, facilities and infrastructure, and readiness to use SIPD, as well as obstacles in budgeting, namely employee transfers, human resources, and the expenditure filing process which are factors inhibiting the SIPD financial administration process at the Regional Secretariat of Minahasa Regency. Based on the results of the research conducted, it can be concluded that the SIPD Financial Administration at the Regional Secretariat has been running well even though there are still many obstacles. It is recommended that the Regional Government increase the capacity of Human Resources, repair and increase supporting facilities and infrastructure, and for the Central Government to perfect the SIPD application.

The Regional Government Information System is an integrated application that is used to improve the effectiveness of the implementation of various regulations in the field of regional financial management. These regulations are based on the principles of efficiency, economy, effectiveness, transparency, accountability, and auditability. All Regional Apparatus Organizations in Indonesia must follow Minister of Home Affairs Regulation Number 70 of 2019 on Regional Government Information Systems. The purpose of this study is to explain and assess how financial management is implemented at the Malang Regency Education Office, as well as the elements that support and hinder its implementation. This study employs the qualitative descriptive approach of Edward III's theory (1992). Data was gathered through interviews, observations, and documentation, and then analyzed. According to the study's findings, financial management is being implemented successfully at the Malang Regency Education Service. However, there are impeding elements in the resources of facilities and infrastructure that remain. It still requires work. As a result, it requires improvement and simplification to make it faster and easier to send financial reports. Communication is key, and good governance principles are used to coordinate regional government information systems.

Building Design Mlatiharjo Urban Village PKK Administration Governance System East Semarang Sub-District

PKK as a partner of the lurah government is the closest community organization to the family and plays an important role in empowering and improving family welfare. PKK is divided into 4 working groups: Working Group (POKJA) 1 manages the Pancasila and Gotong Royong Program, Working Group 2 manages the Education and Skills Program and the Development of Cooperative Life, Working Group 3 manages food, clothing, housing and household management programs, Working Group 4 manages health programs, environmental sustainability and healthy planning. In order to support the duties of the TP PKK secretary to manage PKK administration and report and evaluate PKK work programs, according to Shinta Esabella et al (Esabella et al., 2022) in their research, it is necessary to design and build a Web-based Administrative Governance Information System. The governance of the PKK administration in Mlatiharjo Village, East Semarang District is still done manually, both for work programs, financial reports, annual reports and correspondence management. With this manual system, it will make it difficult for the PKK secretary to distribute work programs, collect data, manage documents, correspondence and make reports. With these problems, researchers conducted research with the aim of building a PKK administrative governance system for Mlatiharjo Village, East Semarang District. The research method is qualitative analysis, the system development method is RAD and uses UML tools. The research output is the design of the PKK administration governance system

Analysis of Threat Detection, Prevention Strategies, and Cyber Risk Management for Computer Network Security in Government Information Systems in Indonesia

This research investigates the landscape of threat detection, prevention strategies, and cyber risk management within Government Information Systems in Indonesia. A quantitative approach, employing Structural Equation Modeling - Partial Least Squares (SEM-PLS), was utilized to analyze data collected from 150 participants across diverse government institutions. The study assessed perceived cyber threats, the effectiveness of threat detection mechanisms, prevention strategy implementation, and cyber risk management practices. Findings revealed significant regional variations in threat perception and underscored the importance of both technological and human-centric approaches. The Structural Equation Model demonstrated satisfactory fit, with notable path coefficients indicating strong relationships among latent variables. The study contributes valuable insights to cybersecurity practices in the Indonesian government sector, informing policymakers and practitioners on strategies to enhance network security resilience.

In recent years, there has been a sharp increase in targeted computer attacks on the information resources of the Russian Federation and enterprises and individual organizations. In these conditions, the problem of protecting information processed in digital form in government information systems and personal data information systems is significantly updated. This problem accumulates the experience of mastering information technologies in developed countries, is interdisciplinary in nature and is therefore studied by technical, legal and other sciences. Based on open publications, the author summarizes information about the approach of the United States and other Western countries to the protection of unclassified controlled information. Using the analysis of official documents on information security, the article highlights a complex structured approach to the differentiation of protected unclassified information, its special labeling, which allows for «end-to-end» control over the circulation of information during its entire life cycle of existence. Studying the US experience in the field of information security in information systems allows us to deepen our understanding of the content and forms of confidential information, clarify the directions of development and adjust the methods of protecting official information of limited distribution.

THE IMPACT OF DIGITAL TECHNOLOGIES ON THE ORGANISATION OF PERFORMANCE AUDITS OF STATE PROGRAMMES

The paper examines the impact of digital technologies on the organisation of performance audits of government programmes. Digital technologies provide ample opportunities for transforming public administration, with each new stage of their development. The magnitude of changes associated with the transition to digital government has prompted many to think and think about «digital era public administration» as a core concept in public administration, evolving largely in a digital transformation.The purpose of the study is to examine new digital trends and the impact of digital technology on the organisation of performance audits of government programmes.Using general scientific methods of knowledge (analysis, synthesis, induction, deduction, method of comparison), the impact of digital technologies on the organisation of the audit of the effectiveness of the implementation of state programmes is considered.In the course of the study, the authors propose the use of «breakthrough» digital technologies that facilitate the implementation of results-based management principles, which will save budgetary resources, increase efficiency in their use, and broaden the list of strategic objectives pursued by the public authorities.The study determined that the introduction of digital technology could contribute to a significant reduction in the cost of maintaining apparatuses. With the active deployment of artificial intelligence and automated decision-making technologies, governments could expect between and 30 percent time savings within five to seven years. The results of the analysis show that the active use of digital technologies implies the expansion of methods for analysing and evaluating the implementation of government programmes, including as part of performance and efficiency audits of their implementation.It is concluded that the application of digital technologies can be an «engine» for further implementation of public administration by results. To this end, the development of new government information systems must consider the benefits of ‘breakthrough’ digital technologies as much as possible.

Web-Based Sukaraja Puskesmas Services Governance Information System

The Community Health Center is a functional health organization which is a center for community health development which also fosters community participation in addition to providing comprehensive services to the community in its working area in the form of main activities. Currently, at the Sukaraja Community Health Center, all data recording is still done manually using paper media. Because increasingly modern technology requires Puskesmas as one of the health service providers to always improve the quality of its services. The use of computers to process data is very necessary because it can provide benefits and convenience in patient care. In this case, community health centers are required to always improve the professionalism of their employees and improve their health facilities or facilities to provide satisfaction to the community using health services. The objectives to be achieved are: Designing a website-based health center management information system, Improving the conventional health center service system with a computerized system. And makes it easier to process patient data for outpatient, inpatient, pharmacy, counter registration, administration (printing certificates/referrals & health center reports) and general clinics using the waterfall method. The stages of the waterfall method are Requirements, design, implementation, integration, Maintenance. The website-based governance information system that has been produced in this design can process patient data from outpatient, inpatient, emergency health centers and pharmacy services. With this website-based community health center management information system application, data at the Sukaraja Community Health Center is now integrated through a database so that it can process data effectively and efficiently and help provide good services.

Optimalisasi Pengelolaan Data Administrasi Masyarakat melaluiAplikasi AppSIMDUK (Studi Kasus RT 2 RW 5 Kelurahan KotoLuar Pauh Padang)

Rukun Tetangga (RT) is the smallest unit of government structure in Indonesia which is at the sub-district or village level. RT is an organisation responsible for providing services to the community at the local level. Each RT has duties and functions in terms of administration and services to residents in the surrounding environment. This community service activity attempts to implement the Village Government, Business and Financial Information System (AppSIMDUK) application in RT 2 RW 5 Koto Luar Subdistrict, Pauh Padang District. This activity is an endeavour to improve the local administration of community administrative data. Implementation methods include preliminary studies to understand requirements, application development, training and simulation of application use, implementation in the field, as well as monitoring and evaluation of activities. The results of this activity show that respondents, notably RT heads and appointed officers, gave positive responses to the use of the application. However, there are recommendations to provide additional training sessions or manuals to increase the efficacy of using the application. In addition, a number of respondents suggested aesthetic enhancements and the addition of community-related elements. Thus, the implementation of AppSIMDUK has the potential to improve the effectiveness of local government administration

Integration is Success Model as an Evaluation Factor of Local Government Information Systems in Indonesia

The increasing development of information and communication technology has impacted changes in all fields including the government sector, marked by the implementation of new policies, namely Minister of Home Affairs Regulation Number 70 of 2019 concerning Regional Government Information Systems (SIPD). This research evaluates the success of implementing the Regional Government Information System (SIPD) application in the Metro City Regional Government through the IS Success Model. The Grand Theory used in this research is the Information Success Model. The variables in this research use the constructs of the IS Success Model, including information quality, system quality, service quality, and user satisfaction. The sampling technique in this research used Nonprobability Sampling which used Purposive Sampling with several respondent criteria so that a sample of 93 respondents was obtained. Data analysis in this study used SPSS version 26 with multiple line ar regression analysis testing. The research results show that system quality and service quality have a positive effect on SIPD user satisfaction, while information quality does not affect SIPD user satisfaction.
