The evolution of the phenomenon of bureaucracy in the context of decentralization of power

The article provides an analysis of the concept of “bureaucracy” from the point of view of its evolution, in the context of processes of decentralization of power. The article represents a theoretical study and sociological understanding of this phenomenon, as well as the processes that determine its development in the post-modern era. The authors analyzed existing theories and approaches to the study of bureaucracy; shows the prerequisites and conditions influencing the change in the appearance of the bureaucracy; the influence of the processes of decentralization of power on the evolution of approaches to its study is analyzed. Identification of the main prerequisites, causes and trends in the evolution of ideas is a necessary methodological basis. This allows us to build theoretical and practical mechanisms for introducing decentralized power practices in modern societies. Based on the analysis, the authors conclude the following: the modern appearance of bureaucracy in theoretical ideas is characterized by the presence of publicity, various platforms for interaction between society and government. It is also necessary to present a mechanism for the co-participation of citizens and other structures of society (local communities, business communities, non-profit organizations) in public administration. Taken together, communication theory and information society theories have led to the current state of bureaucracy theory in the course of its evolution.

Теоретико-методологическое обоснование феномена «исторический кванториум» в современном образовательном пространстве

The article introduces the concept of “historical quantorium” into scientific circulation. The work analyzes the theoretical and methodological foundations that allow to give it a status definition in scientific, in particular, so-cio-cultural and pedagogical knowledge. According to the article it is demonstrated that the use of this concept, on the one hand, is based on the theory of information society, and on the other hand – on the principles of interdisciplinarity, actively exploited in modern science. Besides, the article presents preliminary results of the academic research work on the problem of creation and functioning of the historical quantorium, carried out by the authors on the basis of the Lipetsk State Pedagogical University named after P.P. Semyonov-Tyan-Shansky under the state assignment. The results obtained show that the use of the potential of information technology in modern historical education allows us to significantly improve the quality of education, as well as successfully take into account modern sociocultural specifics in the educational space of the school.

Audiovisual Culture of Participation: The Role of Social Media

The purpose of the research is to determine the main features of participatory culture and the role of social media as a determinant of its generation in audiovisual culture. The research methodology involves the use of general scientific methods (analysis, synthesis, induction, deduction, generalisation of results, and others), as well as approaches integrated from cultural studies, social communications, and medieval studies. The basis of the methodology is also the theory of information society by M. Castells, the culture of participation by H. Jenkins, which made it possible to formulate an understanding of the main changes in modern culture. The scientific novelty lies in the conceptualisation of the findings regarding the influence of social media on the changes taking place in modern audiovisual culture, in particular in the context of the transition from the culture of consumption to the culture of participation. Conclusions. Audiovisual culture is changing significantly under the influence of social media, in particular, it is axquiring the characteristics of a participatory culture. The latter emphasises the importance of interaction, involvement and activity of social media users in the creation, distribution and interpretation of audiovisual content, and its characteristic features are: co-creation, interactivity, openness, active distribution and popularity of memes, virtual and augmented reality, crowdsourcing. Another feature of modern audiovisual culture is the ability to view, create, and distribute one's own cultural and artistic works by publishing them online: films, videos, podcasts, and the like. YouTube, Facebook or Twitter platforms not only encourage active interaction, commenting, likes and reposts, but also turn the user, who becomes more professional and expert through participation, into a producer. This has destroyed the expert hierarchy and even reformatted the usual "producer-consumer" relationship: the passive consumer has turned into the active creator. The passive user of social media actually no longer exists as such: he or she becomes not just a producer of content, but also a relayer of new socio-cultural meanings.

New Information Technologies in the Development of Digital (Electronic) Democracy in Russia

This study is aimed at solving such a fundamental task as the use of modern informationtechnologies in the development of electronic or digital democracy in Russia, as themain direction of the strategy for supporting democratic institutions and democraticprocesses and spreading democratic values. E-democracy is the basic foundation of theinformation society, accumulating a number of traditional and innovative tools that aresuccessfully used in the democratic institutions of the modern state in the regulation ofsocially significant relations. The development of modern democratic processes isbased not so much on public authorities, but on civil society, which is graduallytransforming into a digital society. For this reason, the issue of searching for andactively implementing mechanisms that contribute to the development of informationtechnology infrastructures, communication systems, and increasing the informationliteracy of the population seems to be relevant.

Репрезентация специальной военной операции в печатных СМИ в контексте консолидации российского общества

Introduction. Obtaining up-to-date sociological information about the specifics of the representation of the special military operation currently being carried out by the Russian Federation in the print media is actualized by the tasks of integration and consolidation of Russian society in a hybrid reality. Considering the media as the most important institution for the formation of public opinion, the authors rely on the theory of information society and communicative action, consider the informational and communicative sphere as determining in the construction of trends in the social and political process. Methods. The empirical study was conducted by the method of quantitative and qualitative content analysis and critical discourse analysis in the period from 08/21/2022 to 10/21/2022. The general totality is 484 articles, the sample is 105 articles. Results and its discussion. Based on the quantitative and qualitative analysis of publications, the authors identified 4 thematic clusters and their content characteristics: military reports (26%), events around the special military operation (SMO) (30%), partial mobilization (28%) and peaceful life under the SMO (16%). Using the method of critical discourse analysis, the dominant discourses replicated in the media (wars, victories, everyday life and normalization of the military situation, heroization of the SMO, sacrifice, struggle, unity), as well as the main strategies for the representation of the SMO were identified, the emotional load for each cluster was revealed. It is shown that the emotional tone of publications worsened before the announcement of partial mobilization in connection with the Ukrainian counteroffensive, became positively neutral after the announcement of partial mobilization and was further characterized by instability. On the basis of the discursive strategies identified, it is concluded that the dominant image of SMO as a just and liberating action, based on an appeal to the experience of the Great Patriotic War, determines the direction of integration of Russian society and its consolidation with the authorities. Possible risks of consolidation based on the restriction of the space of free discussion may be associated with a decrease in the level of trust in the authorities and an increase in the conflict of society in the future.

К вопросу о сетевизации политического имиджа современного лидера: результаты эмпирического анализа

The networkization of the modern field of public policy is studied in the paper. With the help of the information society theory and the image-role construct concept, the content of the image of the regional leader - the governor of the Nizhny Novgorod region G.S. Nikitin is analyzed in the research. A qualitative-quantitative type of content analysis was chosen as the main empirical method of research, and the information array of data was made up of news reports from the Website of the Nizhny Novgorod Region Government. According to the results of the study, the presence in the image of a political leader of a number of meaningful and semantic constructs was established, among which the most used were the following: «economic manager», «team player», «initiator», «leader looking to the future», «crisis manager», «a leader who is aware of the various details of current problems» and others. Based on a number of features of the symbolic and semantic content (polythematicity, heterarchy of themes, situationality and variability), the authors made a conclusion about the network nature of the political leader image.

Benefit–Risk Perceptions of FinTech Adoption for Sustainability from Bank Consumers’ Perspective: The Moderating Role of Fear of COVID-19

Industry 4.0 technologies, designed to optimize efficiencies, are indisputable change agents for sustainability. In the context of financial technology (FinTech), the burgeoning question concerns how to create FinTech natives from the COVID-19-pandemic-induced adoption and realize FinTech’s impact on sustainability? Thus, this study had the following purposes: (1) to examine whether perceived benefits and risks affect FinTech services adoption; (2) to test the role of fear of COVID-19 in FinTech adoption; and (3) to investigate whether FinTech adoption contributes to sustainability. The hypotheses derived from the net valence framework, sustainable information society theory, and protection motivation theory were tested using structural equation modeling (SEM). Our online survey of bank consumers in Malaysia between December 2021 and February 2022 yielded 1279 usable questionnaires, randomly selected to generate 400 respondents. The results revealed that: (1) the perceived benefits significantly influence FinTech adoption, whereas perceived risk does not; (2) fear of COVID-19 moderates the perceived benefits–FinTech adoption relationship and fully mediates the perceived risk–FinTech adoption relationship; and (3) FinTech adoption significantly affects sustainability. This study demonstrates that FinTech adoption models must exploit consumer sentiment (e.g., fear) to optimize FinTech’s benefits and risks, thereby creating FinTech natives to realize its impacts on economic, environmental, and social sustainability.

Utilization of Agricultural Information by Poultry Farmers in Enhancing Productivity: The Case of Menengai West, Nakuru County, Kenya

Agriculture in Kenya has been one of the backbones of economic development in the country. Poultry farmers play a bigger role in contributing to this development. Poultry farmers utilize information for various reasons including; poultry disease management, protection, shelter, production, feeding and nutrition, hatching, marketing, breeds and breeding, and competition with crops. In Menengai West Location, Rongai Sub County, Nakuru, underutilization of agricultural information is seen as the possible cause of low productivity in poultry farming. The aim of this research was to evaluate the utilization of agricultural information by poultry farmers with a view of establishing challenges faced and proposing ways of improving production. The specific objectives of the study were; to find out the uses of agricultural information by poultry farmers; to identify factors influencing the use of certain agricultural information; to find out the awareness level of existing agricultural information by poultry farmers; to determine the effectiveness of agricultural information on poultry production and to establish the challenges faced by farmers in utilizing agricultural information. The study will benefit poultry farmers in Menengai West by enhancing utilization of agricultural information hence increasing productivity. The target population was 517 poultry farmers and the sample size for this research was 217 poultry farmers derived from the Saunder’s table of sampling. Two extension officers were also targeted. A pilot study was conducted in Njoro Sub County. The study was based on Eugene’s information society theory of 1979. Questionnaires and structured interviews were used for data collection. Television, radio and mobile phones were the commonly used sources of agricultural information in provision of poultry information. Inadequate agricultural extension officers and inadequate funds were major challenges faced by poultry farmers in utilization of agricultural information. The study concludes that there are gaps that exist in utilization of agricultural information. The researcher therefore recommended that the county government should employ more extension officers within Menengai West in order to reach out to poultry farmers, Agricultural resource centers should be set up by Nakuru County Government in rural areas to enable farmers in the location access agricultural information easily and within reach, establish partnership with agricultural institutions and county government to disseminate agricultural information and access veterinary services and the government need to improve mobile network connectivity in the area.

DIGITALIZATION OF THE ECONOMY: FOREIGN EXPERIENCE AND OPPORTUNITIES FOR PROGRESS FOR KAZAKHSTAN

The purpose of the research is to create a general methodological approach and technology for system-targeted knowledge management and decision-making in the digital economy. The subject of the study is the main properties and patterns of development of the digital economy. Theoretical analysis. This study is devoted to the analysis of the essence of the definition of "digital economy", the study of the main trends of its development and the identification of the features of its formation in Kazakhstan, as well as the definition of the tasks of the development of the digital economy in our country in the medium term. The methodology of the theory of post-industrial and information society is used. The hypothesis is put forward that the digital economy is a new stage in the development of the economy and society.

THE GROWING ROLE OF HUMAN INTELLIGENCE IN THE CONTEXT OF TRANSITIVITY AND GLOBALIZATION OF UKRAINE'S ECONOMY

Introduction. The worldview system of society, the development of personal and the formation of collective intelligence are considered in terms of economics, as this system has an economic component, the elements of which have an impact on human lives. Problems of scientific research on the interaction of socio-economic phenomena and worldview, their impact on the intellectual development of the individual and society are on the agenda of modern science. The purpose of the article is to study the issues related to the influence of economic components on the formation of the modern society worldview. The topic is relevant due to the objectivity of the processes of interaction at the level of personal and collective intelligence, which generate it in the conditions of transitivity and globalization of the domestic economy. Results. An analysis of the definition of personal and collective intelligence was provided in the context of social theories of development and global economic processes. The properties of intelligence, the specifics of its functioning in a transitive society are determined. The main stages of socio-economic development of society are considered and their main features are determined. The knowledge economy is considered in detail as a modern trend of society, in which intangible resources become a major factor in the integration of science, education and entrepreneurship for further development of production, including intellectual business, and provide conditions for sustainable innovative economic growth. Conclusions. Based on the review of theories of post-industrialism, postmodernism and information society, the common features and tendencies of society development are outlined. Intensive development of the information society, the state program of introduction of new modern tendencies in education through realization of the concept of New Ukrainian school, participation in the international projects on sustainable development, decentralization of the power on places, realization of programs on media literacy and development of socially-oriented and intellectual intelligent business prove the transitivity of Ukrainian society, but also determine the diverse impact of global development trends in the context of globalization. Phenomena Systematization of Marketing Digitalization: Concept and Implementation

The article is devoted to the research and systematization of the current state and development of marketing digitalization phenomena. The methodological base includes system-wide methods of system analysis, categorization and classification, elements from theories of general marketing and information society. This work clarifies features of the term “digitalization”, formulates a general concept of systematizing marketing digitalization phenomena through the construction of multidimensional morphological box, and defines ontological models of marketing functionality and digital technologies in all main classification cross-sections of the multidimensional morphological box. It also proposes a variant of multidimen- sional morphological box, where structuring by components (analytical, creative-synthetic, communication and organizational-managerial) forms marketing dimension and where clas- sifications and ontologies of international and domestic analytical resources create its “digital” dimension. Based on this variant, current digital phenomena in marketing and related fields are systematized and passed transformation with different impact on separate components of the DIKW model is estimated.

An Underdeveloped Region: the Imperatives of Reindustrialization (on the example of the North caucasian Federal District)

Purpose: the purpose of the study is to develop a methodological toolkit for reindustrialization in the branches of the material sphere of lagging and underdeveloped regions based on the use of information, communication and digital technologies.Methods: the study is based on the use of the methodology of the systems approach, the methodological apparatus of the information society theory, the use of methods of economic and statistical analysis, scientific abstraction, analogies and scientific generalizations. In the course of developing the proposed topic, classical and modern works of domestic and foreign scientists, statistical and empirical material prepared in the process of field research were used.Results: regions with different levels of development function in the country's economy. The greatest problems are associated with underdeveloped and problem regions, which, given their certain potential, cannot yet cope with their difficulties. The situation in which such regions are located requires the search for new mechanisms that will allow us to overcome unfavorable circumstances and embark on the path of highly stable development. Many problems can be solved on the basis of reindustrialization. This requires a transition to continuous digitalization processes, the use of digital technologies and software products that can ensure the development of production systems in the direction of creating a new technological order.Conclusions and Relevance: issues of digital and programmatic reindustrialization of the economy are especially aggravated in lagging and underdeveloped regions, where, due to the poorly diversified sectoral structure of the industry, there is a weak reaction to the formation of investment demand for the production of competitive goods. Such regions, to which the North Caucasian Federal District (NCFD) belongs, can solve problems when using digital and information technologies. The implementation of the proposed measures will allow the region to leave the zone of problems and depression.

The use of personal data enables the individual to travel today with autonomy in theInformation Society. Whether in the identification, classification or authorization in platforms or systems, these elements replace the physical presence, for example, in the authentication of services. Over the years, the legal systems have tried to deliberate on the protection of personal data and, after four generations, have found a balance that supports holders in actions with data processing organizations. The RGPD, which protects natural persons in the EuropeanUnion, has, in its 173 recitalsand eleven chapters, legal mechanisms that support the holders in guaranteeing their privacy rights. In thisarticle, the impact of the RGPDon data preservation and the challenges facing the standard will be analyzed.

Problems and challenges of internet governance at the international level

The activities of the United Nations, as the most important international organization, as well as the efforts of certain regional and national organizations, are discussed in this article on the subject of Internet governance. The article pays special attention to the ?internet of things,? the increasing use of which causes the emergence of new, dangerous, and serious threats, further complicating the problem of Internet governance. The stated subject of the research is directly related to the aim of the paper, which is to present and analyse the activities of various entities, international, regional and national institutions and organizations, as well as leading states, primarily the United States and Russia, and documents that attempt to regulate activities in cyberspace. The basic hypothesis is that opposing national interests prevent international bodies, particularly the United Nations, from reaching a consensus on the fundamental principles of Internet governance, resulting in insecurity in the face of increasingly frequent, diverse, and serious threats to the Internet and cyberspace in general. Based on the arguments presented in the paper, there have been numerous attempts to regulate Internet governance that have not materialized in concrete decisions implemented in national legislation and practice. Due to the growing dependence on information and communication technologies, the problem of the non-existence of regulations in this area makes the information society even more vulnerable.

Guidelines of Nippon economic thinking in the period after the Second World War

After the Second World War, Japan knew significantly accelerated economic development. This process was influenced by a series of factors such as the economic system’s opening, the introduction of innovation and technology, the investment in equipment, or the democratization of economy and politics. The doctrine of Nipponism is based on certain fundamental pillars. We mention three of the main theories, whose essential elements are described within this paper: technocracy theory, central management theory, and information society theory. These theories are approached both from a historical point of view and through the leading promoters’ prism and the defining elements that compose the particular theory.

New communication and information technologies are becoming the main force of the “new industrial revolution, which multiplies the capabilities of human intelligence”. The idea of an information society was formulated in the late 1960s – early 1970s. The term “information society” was coined by Yuri Hayashi, professor at the Tokyo Institute of Technology. Researchers and developers of the information society theory are: M. Castells, F. Webster, E. Giddens, J. Habermas, D. Martin, D. Bell, G. Molitor, O. Toffler, Z. Brzezinski, A. King, D. Nesbit, A. Touraine, P. Drucker, M. McLuhan. The term “information society” reveals the objective process of society becoming gradually aware of the importance of information as some independent fundamental entity (along with energy and matter) and its transformation into a real productive force.

Постиндустриальное общество в условиях цифровизации

The paper aims to identify specificity of revolutionary technological transformations associated with digitalization processes. Scientific originality of the research lies in the fact that the author applies the categorial apparatus of modern social philosophy to study the dichotomy “industrial society” - “post-industrial society”. The research methodology includes sociocultural, systemic and structural-functional approaches. The research findings are as follows: analysing the information society theory and the knowledge society theory, the author identifies their conceptual-methodological features and reveals their differences. The article substantiates the provision that when approaching a social problem, first of all it’s necessary to clarify the definitions of the key notions constituting its theoretical basis. Accordingly, the author analyses terminological fields of the concepts under study with a view to clarify the definitions of the key notions and to discover their interrelations.

Стратегические ориентиры государственной коммуникационной политики в информационном обществе

The purpose of this article is to critically analyze the Strategy for the Development of the Information Society in the Russian Federation for 2017–2030. The theoretical basic of the analysis are the theory of information society and communicative theory of power. Having a rich explanatory potential and based on the large-scale empirical research, these theories comprehensively characterize the main elements of the existing socio-economic system in their relationship with political action. Thus they contribute to the development of practical recommendations for public authorities. Methodologically, this study is based on the structural and contextual analysis of the text, carried out with the help of MAXQDA (n=225) and allows to reveal the importance of key parameters of communication policy in the information society and their relations with each other. The results of the study show that the Strategy reflects all the key parameters of communication policy in the information society, like: the digitalization of individual, organizational and spatial development; the formation of legal and institutional foundations of the knowledge society at the international level; the introduction of artificial intelligence and big data based decision making in science, industry, business, and in governance; the transformations in administration and management and the formation of new competences in the information society’s stakeholders. However, the Strategy makes a very strong emphasis on security issues. This refers to the extensive elements of the development of communication policy of public authorities. Contemporary studies research shows, that the restrictive development is a critical element that prevents the formation of an effective communication policy of public authorities in the information society. The article substantiates the conclusion that it is expedient to change the connotation of the security concept, and to understand it in terms of sustainable development. Sustainable development should serve as a strategic reference point for the state communication policy in order to develop the information society in contemporary Russia.

Evaluation of digital development of administrative and territorial units of Dnipropetrovsk region

The article presents and analyzes the results of the May 2019 study of the digital developmentof districts, cities and territorial communities of Dnipropetrovsk region. It is through such researchthat we can identify critical territories, local digital development issues, and find ways to overcomethem. Meanwhile, in Ukraine, information development studies are conducted only at the nationallevel, bypassing the administrative-territorial units of regional subordination. Using the methodologyproposed at the Dnipropetrovsk Regional Institute of Public Administration of the National Academyof Public Administration, allows to carry out a comprehensive analysis of the use and development ofdigital technologies in these territories. The introduction of modern digital instruments into the practiceof regulating territorial development is conditioned by the priority of reforms of decentralization ofpower and public administration, the necessity of introducing new approaches, methods and meansof forming and implementing public policy and public administration in the conditions of theinformation society. The implementation of these tools should result in an efficient, transparent, openand flexible structure of local public administration, using the latest digital technologies aimed atsocial sustainable development and adequate response to internal and external challenges. The authorsdraw attention to the need to combine the efforts of different sectors of society within the frameworkof regional information programs, where the opportunities for cooperation between government,business and local authorities are much greater than at the national level. The paper notes the lackof a clear understanding and approval of plans for the digitization of public life, the implementationof e-governance and e-democracy tools in a number of administrative and territorial units, as well asthe lack of necessary and sufficient information on available best practices and mechanisms for theirimplementation. Proposals are given for the tasks of the Regional Electronic Dnepropetrovsk 2020Informatization Program and suggestions for improving the methods of digital development researchat the local level.
