The 1330 Korea Travel Helpline is a public service that provides tourists with customized travel information in order to promote tourism. 1330 Travel Helpline differs from other online tourism information platforms in that users can interact with certified tourism specialists throughout their journey. Furthermore, the service is run by the Korea Tourism Organization. Taking these distinguishing characteristics into account, the purpose of this study is to investigate the factors influencing the service user's information processing process and the tourist's destination visit intention. This study specifically employs the Elaboration Likelihood Model to examine the impact of information quality and source credibility on destination visit intention. Furthermore, using data collected from tourists who have used this service, this paper investigates whether the interaction quality with service representatives acts as a predictor of visit intention. The PLS-SEM approach reveals that interaction with service representatives gives users a social presence, which influences their information processing path positively. Information usefulness and visit intent are significantly influenced by information quality and source credibility. In addition, the research demonstrates that the interaction quality has a mediating effect on both of the central and the peripheral paths. The findings contribute to a better understanding of the live chat service in the context of the hospitality and tourism industries, as well as suggestions for future research.

Electronic information resources of libraries of technical universities of Ukraine: a comparative analysis

The purpose of the article is to identify and conduct a comparative analysis of electronic information resources to which technical university libraries provide remote access to users. The research methodology is based on the general scientific and special methods of cognition such us analysis, synthesis, logical method, monitoring, and the method of visualisation of research results. The scientific novelty of the work lies in the expansion of ideas about modern electronic information resources, with which the libraries of technical institutions of tertiary education of Ukraine serve their users in the conditions of a pandemic and martial law. Conclusions. In this study, a comparative analysis of information resources provided remotely to users of technical university libraries of Ukraine during quarantine and martial law was carried out. The research made it possible to identify two leaders: the scientific library of the Zaporizhia Polytechnic National University and the scientific library of the Chernihiv Polytechnic National University, which offer their users the most comprehensive list of information resources: electronic catalog, institutional repository, electronic libraries, their own electronic collections, recommended information resources available on the Internet in public access. The libraries conduct extensive information activities in social networks (Twitter, Instagram, and Facebook), as well as support YouTube channels. Another advantage in user information service is that library staff create thematic reviews of literature in the form of presentations using the Calameo web service and place them on the library website. Information service of users of libraries of technical institutions of higher education of Ukraine under quarantine conditions: comparative analysis

The purposes of the article are to define and compare the services that the libraries of technical universities of Ukraine have begun to provide in connection with the introduction of quarantine measures and martial law. The methodology of thw article consists in the application of general scientific research methods: analysis, synthesis, generalization, comparative analysis. The scientific novelty. The article examines current issues of library and information service for users, and conducts a comparative analysis of remote services, provided by nine libraries of technical institutions of higher education of Ukraine during quarantine and martial law.. Conclusions. The scientific and technical library named after G.I. Denisenko KPI named after Igor Sikorsky, because the library provides the widest list of remote services. It was determined that students and employees of the university are given the opportunity to use the service of electronic delivery of documents from the Springer Nature and ScienceDirect collections. It is possible to order through the online form the definition of the UDC index for an article, bachelor's, master's thesises, dissertation abstract. The library actively provides individual online consultations on a wide range of issues. The library provides students and employees of KPI named after Igor Sikorskyi, remote access to materials available only on the local network of the university. For scientists, online educational activities are offered to master and improve skills in using tools for conducting research activities. The virtual service «Online help» is functioning. Library specialists do a selection of information sources by topic. During the quarantine, users can receive information about news and contact the librarians of the scientific and technical library named after G.I. Denisenko through the online chat on the library's website. In addition, the library maintains its own Telegram channel. Keywords: library, website, remote services, quarantine, martial law.

Prospects of innovative changes in library activity: views of domestic scientists

The purpose of the article is to explain the interpretation of the concepts: «innovation», «library innovation», and «innovation» in the context of the study of domestic library professionals. Analyze the theoretical and methodological principles for the introduction of web technology in library practice for effective remote information service users. The research methodology consists is based on the use of general scientific approaches: socio-cultural, socio-communicative, systemic, as well as the use of general scientific methods (analysis, synthesis, generalization). Scientific novelty of the work lies in the in-depth analysis and comprehensive approach to studying the issue of quality satisfaction of the library user through the prism of the introduction of innovative forms and methods in library activities. Conclusions. From the conducted research we can state that domestic experts consider modern concepts of activity of leading libraries on questions of information service of users. In particular, they offer ways to implement innovative forms and methods, directions and ways of implementing innovative activities of social and communication institutions in accordance with the information and technological challenges posed by society in the XXI century. Thus, affirmatively positioning the prospects and achievements in the development and implementation in the library practice of Internet services by all possible innovative means. We will try to note that in the library information environment of customer service, traditional forms of work are preserved, which remains relevant and meets the needs of the information society as a whole. But this does not mean that information services should not be constantly in the dynamics, improve, and thus be competitive in the market. Therefore, the forms and methods of remote (information) service of network and local resources are becoming one of the leading activities of modern public library. Information Technology in Activities of the World’s Leading Libraries and Their Use under Modern Communications

The aim of the article is to highlight the main trends in the development and implementation of information and communication technology in the library service system of the world’s leading countries. The research methodology is based on the integrated use of general scientific and structural-functional methods. To clarify the evolution of information and communication strategies in library practice, there is a social communication approach, special historical methods. The scientific novelty of the study lies in the comprehensive generalisation of new information and library services used in multiple countries. Conclusions. Among the priority tasks of foreign libraries, there is the creation of their e-products, development of search information strategies, solving problems of digitisation of documents, and introduction of innovative means of information. Leadership in the development of communication technologies belongs to US libraries, which in the 1970s implemented the first projects to inform the library process, digitise holdings and create e-libraries. Among European countries, information and communication technology is being intensively implemented in libraries of Germany, Sweden and Denmark. The concept of the machinery of information flows has developed rapidly in the East, especially in libraries in China, Japan and Korea. Ukraine is actively using international electronic databases to build its strategy for library informatisation. At this stage, the task is to create integrated global information resources based on corporate activities of libraries for the accumulation, storage and dissemination of information flows, and development of effective search engines and information services for users.

Professional standard «Specialist in library and information activities»: structure, possible application

The issues of elaborating the professional standard «Specialist in library and information activities » as a normative and technological document regulating the processes of development and use of the personnel potential of the industry are considered. The article reveals the relevance of the document in the context of modern tasks facing the library and information sphere. Conceptual and methodological approaches to the development of the standard and the definition of its functional boundaries are analyzed.The features of the development of a line of professional standards for library and information activities based on the differentiated approach are considered. The expediency of the integrated approach as a more rational one in the current conditions of professional standardization of library and information activities is substantiated.The functional and logical structure of the professional standard and its correlation with the functional structure of the industry is presented.The semantic series underlying the document decomposition is given. The list of generalized labor functions is given with the rationale for the definition as the title – «Library and information services for users». The author also substantiates separation of library and information services for children, library and information services for persons with disabilities, formation and promotion of local history library and information resources as independent labor functions.The importance of representing labor actions and skills in the field of libraries information and analytical activities, in particular, checking for borrowings, conducting bibliometric analysis and monitoring, and working with open access resources, is emphasized. The significance of combining information technology and humanitarian components in the list of necessary knowledge for the modern librarian is pointed out. The names of new positions of library specialists, requirements for their education, training and work experience are given. In the conclusion, the role of the professional standard as the basis for the certification of library personnel, the development of their professional competencies and the level of qualifications is determined. It is substantiated that the professional standard is the tool for the rational use of library personnel, the improvement of all links in the system of continuous library and information education and the implementation of the state library personnel policy.

Intelligent Library Management System Based on Augmented Reality and RFID Technology

In the scenario of large library, the current information service system can only provide regional information in the aspect of book location, but it can not support the navigation for users. In recent years, Augmented Reality (AR) technology has become more and more active in people’s vision, providing new ideas for the development of indoor navigation. This paper designs and implements an AR based intelligent library system, which not only has the basic functions of library information service, but also can provide AR navigation, so that users have a better navigation experience. The prototype system uses AR navigation into to provide integrated information services for users. In addition, considering that the position of books often changes in the library, this paper implements the method of book location based on neural network and Radio Frequency Identification (RFID) technology to track the position of books.

INFORMATION SERVICE FOR USERS WITH SPECIAL EDUCATIONAL NEEDS

Purpose. The article is aimed at the analysis of the current problem of the higher educational institutions, namely the creation of favorable conditions for teaching students with special educational needs. Methodology. Benchmarking – study and analysis of the experience of university libraries and other organizations. Formation of requirements for support of this category. Result. Creation of comprehensive assistance in learning and conditions conducive to the successful adaptation of students, their psychological rehabilitation and personal development in society. Therefore, one of the priority areas of libraries’ work is adaptation to learning, library and information services for users with special needs, providing them with free access to information, exercising their rights to receive quality services. Conclusions. Creating a virtual information space, ensuring physical accessibility, staff training contributes to the effective implementation of the tasks and motivating this category of users to personal adaptation and learning.

RANCANG BANGUN SISTEM INFORMASI DOKUMEN KERJASAMA BERBASIS WEB (STUDI KASUS : STIKES BHAKTI HUSADA MULIA MADIUN)

A database-based information system is a supporting application program for a university to make it easier to provide information services for users and accelerate the implementation of tasks or jobs effectively and efficiently. Cooperation is one of the main keys to success for a university; this is related to the existence of points in the accreditation assessment, namely the number of collaborations carried out by universities with related parties. The existence of an information system that manages documents and archives related to cooperation can make it easier for users to access and retrieve data for decision-making. This information system also provides access as needed to leaders, campus management, and stakeholders related to data and information managed by the Public Relations Section of Stikes Bhakti Husada Mulia Madiun. This research produces an information system that can be accessed easily by related parties who need the document in the form of archived data in a web-based application. Access to the application is required and is a basis for role permissions so that users who enter using this application can be controlled so that data security is more guaranteed.

Integrated contact center HAI (Help, Answer, Improve) as information service innovation at the Ministry of Finance, Indonesia

Organizational change is unavoidable in the development of an organization. Responding to the dynamics of the environment that continues to change, it is necessary to have a form of innovation in all systems within the organization. Information services are important for the running of an organization. In public sector organizations, user information services are the main demands so that the service process can run well and by the wishes of users. This article aims to identify and describe the information service innovations that exist in the Ministry of Finance. Using qualitative methods with descriptive analysis, this study tries to describe and explain the existence of these policy innovations. this study conducted interviews with leaders connected to Contact Center HAI information service innovations and staff who run these innovation projects. Researchers also observe directly the process of change and innovation of information service systems that exist within the organization so that they can describe in detail the existing innovations. This article has the result of typologies of the information service innovation.  There are five types of innovation, namely process innovation, product innovation, method innovation, system innovation, and conceptual innovation. The five innovations provide each progress for improving service performance in Contact Center HAI. JEL classification: L88, O32, O38.

O assunto de obras literárias ficcionais: uma perspetiva de leitores portugueses

La determinación de la materia en las obras de ficción es una tarea difícil debido a las especificidades del texto literario. Sin embargo, tal como señalan varios estudios, esta tarea es necesaria y posible de realizar mediante una aproximación a la materia con categorías y teniendo en cuenta el contexto y los usuarios de los servicios de información. Considerando esto, el presente artículo tiene como objetivo investigar las posibles categorías que forman parte de la materia en la ficción, desde la perspectiva de los usuarios de bibliotecas, comparándolas con aquéllas indicadas en la literatura científica internacional. Con este fin, se realizó un estudio de caso exploratorio y cualitativo en una biblioteca pública portuguesa. Los resultados muestran que la aproximación a la materia por categorías también resultó de interés para los usuarios lectores que participaron en la investigación, aunque no todas las categorías señaladas en los estudios internacionales resultaron pertinentes. Sin embargo, parece plausible la existencia de otra (sub)categoría para la descripción de la materia en ficción.

Exploring the Need for Developing Impact-Based Forecasting in West Africa

While conventional weather forecasts focus on meteorological thresholds for extreme events, Impact-Based Forecasts (IBF) integrate information about the potential severity of weather impacts with their likelihood of occurrence. As IBF provides an indication of local risk, there is an increasing uptake of this approach globally. Despite the vulnerability of West Africa to severe weather, and the potential benefits of such a risk-based approach for informing disaster risk reduction, IBF remains rarely used in this region. To meet this need, three national workshops were held in Ghana, Nigeria and Senegal with forecasters, project researchers and users of Climate Information Services (CIS) from key sectors (e.g. agriculture, water resources, disaster risk reduction). In addition, a more localised district level workshop was held in Northern Ghana to explore needs at a subnational scale in Tamale District. The objectives of these workshops were to evaluate the current use of forecast products provided by National Meteorological and Hydrological Services (NMHSs) and to explore the potential for applying IBF. Findings indicate a recognition that the quality of forecast products provided by NMHSs in West Africa has substantially improved in recent years. However, challenges remain related to user understanding, clarity about forecast uncertainty, insufficient spatial and temporal resolution of forecasts leading to limited trust in forecasts. The workshops identified high demand for weather information related to storms, droughts and heatwaves in all the three countries. Dust storms were identified as having strong potential for IBF application in both Nigeria and Senegal. To increase the uptake of CIS by users in West Africa, NMHSs will need to develop and implement user-tailored IBF in their normal weather forecast approaches and improve communication channels with user communities. There is an urgent need for governments in West Africa to enhance the capacity of NMHSs to incorporate IBF as a routine forecast activity by first establishing a National Framework for Climate Services with user engagement as a key first pillar.

Library Jargon Creates Barriers for Potential Users of Health Library and Information Services.

This paper is based on Helen Kiely's Masters dissertation on MA in Library and Information Service Management, successfully completed at the University of Sheffield in 2018. The aim of the study was to explore the extent to which users of a health care library service understood common terminology used by clinical librarians/information professionals. A survey was developed based on the terminology used for common services and was distributed to staff and students at an acute NHS Foundation Trust. One hundred and eight people participated over a four week period and were asked to provide definitions to the terms. Analysis of the responses for accuracy and common themes indicates that jargon can be a barrier to user access and recommendations are made with respect to the need for outreach to users and the language used in this practice for creating better accessibility. The university library as a proactive system

The preparedness and ability to accept, understand and create innovations is a factor of efficient development of modern society. The modern libraries have to be information centers to concentrate the world information resources within. The libraries’ main task is to generate, preserve and systematize resources and make them accessible to the users. The library is examined as a system being influenced by external and internal factors. The library as an independent element in its turn impacts the information and education environment of the universities. The e-libraries offer the wide scope of services to support universities’ education and research activities. Therefore, the university educational strategy should facilitate the transfer to an innovative model. The priority development of education system has to prepare individuals for competing in the society of dominating intellectual resources and innovations. The libraries have to be proactive in generating their own strategic programs and the university strategies, too.The authors examine the university library as an integrated system comprising the elements of diverse characteristics and complexity influence of external and internal factors. The e-library services and possibilities being offered to users are analyzed. The concept of “active university library” is defined as the system of user information services provided in any format and with any media based on traditional and networked services as well as on query-leading basis. The e-library promotion through information selective dissemination is discussed. The principle of active e-library’s impact on the library’s proactivity is promoted.

Librarian 4.0 digital competency system

The article suggests the concept of the systematic approach to the formation of a list of the Bachelor's in Information, Library and Archives general and professional digital competencies. It grounds the model of their cross-platform (cross-platform) content's formation as well as the teaching methods formation of all library science graduate programs educational components. The study provides characteristics of the main types of the Library 4.0 digital technologies, identifies the modern trends of their development in the foreign practice of library and information services for users. The most developed among them are considered to be mobile library sites and other mobile applications, identification technologies, cloud and 3D technologies, augmented and virtual reality technologies, predictive analytics methods, the Internet of Things, robotics and cyber systems, artificial intelligence, Big Data, and paperless technologies. It is stated that in the conditions of the digital economy development, the criterion for the formation of a modern librarian digital competencies system is the “digital intelligence” to be the three basic components unity: "digital citizenship", "digital creativity", and "digital entrepreneurship". Regulated by the educational standard of Ukraine at the first (undergraduate / bachelor degree) level in specialty 029 "Information, Library and Archives", the digital competencies standard minimum is proved to be expanded and deepened in line with the international recommendations of the Organization for Economic Cooperation and Development, having developed the global competencies framework for the career to start in 2030.

Joint Multicast Beamforming and Relay Design for Maritime Communication Systems

With growing human maritime activities, supporting low-cost and high-speed information services for users at sea has become imperative. However, traditional means of maritime communications fail to provide high rate services due to their high cost and limited bandwidth. In this paper, considering a base station ashore and several offshore relay nodes, we propose a cooperative multicast communication scheme for maritime users relying on joint beamforming (BF) optimization and relay design. Specifically, we decompose our proposed joint optimization problem into two subproblems, which can be solved by the feasible point pursuit successive convex approximation approach. Furthermore, an alternating optimization algorithm is proposed, which imposes an exponentially increasing complexity as a function of the number of BF elements and the number of relays, when aiming for finding the globally optimal solution. In order to reduce this excessive computational complexity, a low-complexity distributed algorithm is also conceived and its closed-form solution is derived. Finally, the simulation results provided show that our proposed algorithm is beneficial in terms of increasing both the throughput as well as the energy efficiency.

The model of a dynamic university library based on the leading query services

The university libraries are analyzed as an integrated system of elements with various characteristics. Within any system, any structural changes will inevitably impact its every component. The authors describe the mechanism for leading query and corresponding services. They also define the term “dynamic university library” which is the traditional or networked user information services with any media based on the leading query services. The dynamic library services are classified by the library specialization (library, research and academic services) and by information delivery method (traditional, online traditional and the leading query services). The core collection structure comprises three equally-weighted elements: the basic, intermediary, and intellectual one. The scheme of useable library operation is revealed. Along with sources ordered, the libraries can offer a series of additional services: reviews, author’s bibliography, citation data, subject bibliographies, etc. Based on the suggested classification, the core structure and operation scheme, the model of a dynamic university library is designed.

Library and information holdings of the Russia National Public Library for Science and Technology: Principles of formation

Library collection development principles have been changing due to intensive introduction of digital resources. The authors examine the processes of library and information development and acquisition of printed and digital resources at of RNPLS&T which adds new possibilities for user information services. The increasing role of digital resources is determined by the appropriate services advancement. The use of licensed full-text digital resources is also discussed. The role of mandatory copy as a powerful, reliable and free source of collection development with domestic printed documents is revealed. The collection is also growing due to the remote access to national digital resources, and among them Russian State Library’s Theses Library holds a particular place. The high rank and importance of the centralized/national subscription are emphasized: RNPLS&T provides access to the leading foreign information resources. The significance of open resources for users information support is demonstrated.The main task in the collection development strategy is seen as balancing various types of documents and providing the possibly complete information demanded by users.

Community Information Services in Public Libraries: A Case Study of KNLS Nairobi County

Kenya National Library Services (KNLS) has been providing community information services based at the Community Area for a quite a long time. The services have benefitted all categories of the public. Despite this effort, no study has been carried out to establish the kind of information services and details about the people who use these services. In this regard, this study endeavored to investigate the provision of community information services by Kenya National Library Services (KNLS) in Nairobi County with a view of proposing strategies to improve its services. The objectives of the study were to: explore what information resources and services were available; establish the information needs of the users; identify the forms of community information services available; establish the users of community information services; examine the challenges faced in accessing and using need information; and to propose ways to improve the provision of community information services. The study used qualitative research method. The interview schedules were the main data collection instrument. The interviews were administered on 100 respondents Data was qualitatively analyzed by means of pie charts and tables. The study found that majority of the respondents use community information services, mobile services, children reading tents that provides relevant information that meets the needs of the community, libraries and other information centers where the users access the information which is relevant to the users were some of the Constitutes of community information services. Further, the study found that community information services improved the living standards of the rural people, it takes the information resources to those who do not have access to the libraries due to long distances, it saves the users time and enhance the reading culture among the communities, it educates the users on their way of living and improves the economic resources and it also promotes good governance. The study concludes that resources are available to support community information services at KNLS and at Nairobi County also Kenya National Library Service has laid down procedures of conducting community information services. The study recommends that library staffs who are not computer literate should take positive steps to remedy their deficiencies since Information and Communication Technology (ICT) have come to stay. Short computer training and retraining programs should be organized from time-to-time to assist Librarians who do not have knowledge and computer skills.

A Co-Citation and Cluster Analysis of Scientometrics of Geographic Information Ontology

Geographic information ontology represents an effective means of expressing geographic concepts and relationships between them. As an emerging field of study, it has drawn the attention of increasing numbers of scholars worldwide. In this study, both co-citation and cluster analysis methods of scientometrics are used to perform a comprehensive analysis of the papers on the topic of geographic information ontology indexed by the Web of Science (WoS) and published between 2001 and 2016. The results show that the history of the study of geographic information ontology can be divided roughly into three periods. Computer science and mathematics play important roles in this field of study. The International Journal of Geographical Information Science is an important periodical that provides knowledge resources for the study of geographic information ontology. The papers of Gruber TR and Guarino N are referenced most frequently, as well as that of Smith B., who formally introduced information ontology to the field of geographic information science. Providing personalized and intelligent geographic information services for users is an important focus of geographic information ontology.
