Information Management in Hospital Unit Daily Operations: A Descriptive Study With Nurses and Physicians.

Operations management of a hospital unit is a shared activity involving nursing and medical professionals, characterized by suddenly changing situations, constant interruptions, and ad hoc decision-making. Previous studies have explored the informational needs affecting decision-making, but only limited information has been collected regarding factors affecting information management related to the daily operations of hospital units. The aim of this study was to describe the experiences of nursing and medical professionals of information management in the daily operations of hospital units. This qualitative study consists of interviews following the critical incidence technique. Twenty-six nurses and eight physicians working in operational leadership roles in hospital units were interviewed, and the data were subjected to thematic analysis. The data analysis showed that strengths of current systems were organizational operational procedures, general instruments supporting information management, and a digital operations dashboard, whereas opportunities for improvement included the information architecture, quality of information, and technology use. The study findings highlight that despite several decades of efforts to provide solutions to support information management in hospital daily operations, further measures need to be taken in developing and implementing information systems with user-centered strategies and systematic approaches to better support healthcare professionals.

Проектирование интеллектуальной системы управления без-опасностью территорий

The conceptual stage of designing an intelligent territorial safety management system is presented. The article shows the problems of information support for management associated with the need to process a large volume of unformal-ized data and their low reliability. Existing descriptions of objects and processes are not constructive. The approval and decision-making processes are poorly algorithmized and there are no feedback mechanisms reflecting the quality of decisions. As an alternative, the article proposes the use of intelligent technologies that change the mechanisms for col-lecting, processing and using data. An ontological description of a multi-level management model is presented that formalizes the main tasks of ensuring the natural and technogenic security of territories. Management levels and ob-jects are highlighted, and their information support is shown. The model is based on assessments of territorial risks, rep-resenting a combination of comprehensive monitoring indicators. The novelty of the approach lies in the possibility of justifying the types and volumes of activities with the magnitude of risks, as well as linking management results with the necessary resources. The model is the basis of the intelligent system project. Using object-oriented programming methods, the transition from ontological description to structural and functional designing is shown. Representation of ontology elements in the form of sets allows the construction of multidimensional analytical models that reveal ways to solve management problems in specific conditions. This makes it possible to justify the composition of information and the requirements for its quality for each level of the territorial management hierarchy. Problem solving examples of ensuring territorial safety in accordance with the proposed classification are given. The model can be used as a scien-tific basis for management digitalization programs implemented in the constituent entities of the Russian Federation.

ИНФОРМАЦИОННЫЕ ТЕХНОЛОГИИ В ЗДРАВООХРАНЕНИИ НА ТЕРРИТОРИИ ВОЛГОГРАДСКОЙ ОБЛАСТИ

At the present stage, information technologies in healthcare allow medical institutions to use ample opportunities to automate processes for working with large amounts of data. Information and analytical support for healthcare management, management of the statistical reporting system in healthcare institutions helps optimize work. Medical information systems are used to carry out the function of controlling the costs of providing medical care, providing the necessary access to medical and statistical information of healthcare institutions for making management decisions by automating administrative and medical activities, personalized accounting of medical services provided to the population, providing cost analysis for the provision of medical services . The information provided on the page of the Internet resource "Volgograd Regional Medical Information and Analytical Center" is used to obtain current indicators on the activities of healthcare institutions, the state of public health and management of the statistical accounting and reporting system in medical organizations. The work analyzes data on the number of doctors and paramedics who prescribe medications to patients belonging to the categories of persons receiving preferential treatment for high-cost nosologies, as well as federal and regional preferential drug coverage. The analysis of data from an automated information system used to generate personalized information for healthcare institutions about potential recipients of social assistance showed an increase in the number of doctors and paramedics writing prescriptions to preferential categories of citizens for high-cost nosologies, in the federal and regional segments. It is shown that during the study period there was an increase in the number of medical specialists working with an automated information system.

Розвиток інформаційного забезпечення управління бізнесом у контексті цифрової економіки

The article presents the main directions of advance in information support for business management in the context of formation of the digital economy. The essence of information processes and their role in business management has been clarified. There have been specified trends in information support for business management: increase in data volumes; application of artificial intelligence for analytical work in business; development of analytical tools and platforms; creation of personalized offers and recommendations for loyal consumers by means of information systems; development and implementation of products and services to ensure data security; rise in remote work and virtual offices in business. On the basis of the carried out research, the relevant issues of advance in information support for business management which require solutions have been identified. Methodical approaches to solving these problematic issues have been proposed.

Experiences of using the MINDSET Self-Management mobile health app among Hispanic Patients:Results of a qualitative study

BackgroundInterventions focusing on epilepsy self-management (ESM) are vital for promoting the health of people living with epilepsy. E-technology and mobile health (mHealth) tools are becoming increasingly integrated into practice to promote self-management strategies for chronic diseases, enhance care delivery, and reduce health disparities. Management Information and Decision Support Epilepsy Tool (MINDSET), a bilingual decision support tool (available in English and Spanish), was found to be both feasible and effective in facilitating goal-based ESM in the clinic. PurposeTo assess the experience of using MINDSET as an ESM intervention among Hispanic patients with epilepsy to inform future interventional studies. MethodsThis study used a Qualitative Descriptive (QD) framework to provide a rich and straightforward description of patients’ subjective experiences using MINDSET. Participants were enrolled in the intervention group of a larger parent study (RCT) to assess the efficacy of MINDSET among Hispanic People with Epilepsy (PWE). The purposive, convenient, criterion-based sample for this qualitative analysis comprised of 42 patients who agreed to participate in a semi-structured interview at the end of the larger RCT. This RCT was conducted between August 2017 and January 2019. Spanish and English-speaking Hispanic adult patients (n = 94) with epilepsy in Arizona (n = 53) and Texas (n = 41) were randomly assigned within 6 neurology clinics to treatment (MINDSET plus Usual Care, hereafter referred to as MINDSET; n = 46) and comparison (Usual Care Only; n = 48) conditions. ResultsPatient demographics, epilepsy conditions, and ESM behavioral characteristics were representative of the intervention group. Study participants were Hispanic, mainly of Mexican descent (94 %), with a mean age of 39 years, mostly female (53 %), and most of the participants reported having had one or more seizures per month (54 %). The MINDSET intervention revealed five ESM themes: (1) Awareness and Realization of Epilepsy Self-Management, (2) Communication and Partnership with Health Care Providers HCP, (3) Epilepsy Self-Management and Quality of Life, (4) Seizure Control, and (5) Optimism and Agency. ConclusionThe participants who used MINDSET as a self-management intervention reported an overall positive experience. Qualitative data in this study show that MINDSET is a valuable ESM tool for Hispanic patients with epilepsy. Findings from this qualitative study were consistent with results from a larger parent study that recognized MINDSET as an effective platform for improving epilepsy self-management adherence.

Теоретико-методологический подход к информационному обеспечению управления зерновым производством

Abstract. The purpose of the research is to determine the role of participants involved in data preparation under controlled and uncontrolled conditions for the development of intelligent systems for phytosanitary monitoring diagnostics, as well as to propose an architecture for their interaction at different levels of grain production The methodological basis of the study was the process and system approaches. The scientific novelty lies in substantiating the rational interrelation of participants in the process of data collection and preparation under different conditions. Results. The correlation between the main monitoring tasks and machine learning models is presented. An architecture for the interaction of data preparation agents at the individual, regional, and national levels of grain production has been developed. The advantages and disadvantages of implementing the process at each level are listed. The creation of a unified national database is recommended, where information from regional repositories is consolidated to ensure effective monitoring of grain production and make scientifically grounded decisions regarding grain fields management. It is shown that the existence of a central database will allow for scaling of intelligent diagnostic systems and tracking phytosanitary risks in different parts of the country. A number of conceptual elements of the information support methodology for grain production management are proposed, including data collection methods, confidentiality regulations, accessibility standards, data format, quality, and security. The filling and continuous updating of the national information database require significant efforts from specialists and serve as an important element of effective monitoring and decision-making in grain production at the national level. The need for interaction and communication between specialists from different fields is emphasized, as well as the importance of having an information infrastructure to ensure reliability, scalability, security, and accessibility of data.

The purpose of the article is to consider the information and analytical support of the cash flows management at the enterprises. It is necessary to investigate the theoretical aspects of the information and analytical support of the cash flows management, taking into account the current conditions of the enterprises. The object of the research is the information and analytical support of the cash flows management at the enterprises. The methods of cognition, synthesis, generalization, systematization, visual methods are used. The concept of "information flow" is considered, which can be considered in three aspects: syntactic, semantic, and pragmatic. The term "information and analytical support" is disclosed from the point of view of scientific concepts of various researchers. It is determined the components of the information and analytical support of the cash flow management. These components include: information, analytical, software and technological support. The sources of the information component of the information and analytical support of the enterprise's cash flow management are determined. It has been proven that the quantity and quality of information determines the effectiveness of the entire management system of the enterprise as a whole and cash flow management, in particular. A systematization of stakeholders interested in receiving data on the company's cash flows is provided. Thus, a component of the cash flow management system is information and analytical support, the main components of which are informational, analytical, software and technological components. To carry out an effective analysis of cash flows, it is necessary to create an information base that includes external and internal information. When studying internal information, it is divided into accounting and non-accounting. The results of the study showed that the need of stakeholders for information about the state of cash flows of financial statements is growing every year, therefore it is important to provide stakeholders with reliable information. The expediency of distinguishing two groups of information users: external and internal has been established. The practical value of the conducted research lies in the further use of information and analytical support in the company's activities.

Information models for ensuring the sustainability of transport operations formation in the context of digitalization

The conditions for the formation of an information model for ensuring transport activities in the context of digitalization and the digital transformation of the transport industry are considered. It is shown that the development of information support will allow switching to transport from information systems that perform a passive function and information support for management, to active, predictive management systems based on increasing the degree of use of available information and its verification.

An RFID-Powered Multisensing Fusion Industrial IoT System for Food Quality Assessment and Sensing

The development in Internet of Things (IoT) have empowered revolution in almost all walks of life. Although substantial effort has been made to bring IoT in manufacturing, there is still technical challenges of providing solutions of real-time pervasive multi-sensing, quality evaluation and boundary-less information sharing, which put people at risk from deteriorated food products and food adulteration. This investigation presents an Industrial IoT-based system for food product quality assessment and prediction. This research completes the real-time food quality assessment via radio frequency identification-based multi-sensor fusion for the first time. Also, a novel concept of shelf-life prediction is proposed. The RFID-powered sensors provide a new idea for nondestructive food product and environment sensing. A five-layer architecture considering sensing, controlling, communication, interfaces, and data analysis is highlighted. A novel RFID metadata structure is first proposed to achieve multi-dimensional information traceability and global data sharing. Machine learning-based multi-sensor fusion is proposed to provide accurate quality assessment and prediction. The proposed system is implemented as a smart shelf system to demonstrate its feasibility and advantages. The system is of great significance in improving food safety, reducing food waste and providing powerful information support for food manufacturing line and supply chain management.

The war in Ukraine has become a dominant negative factor affecting the continuity of activity of almost every business entity, which actualizes the issue of improving management information support. The article aims to reveal the theoretical and methodical foundations of analytical support for business continuity management under uncertainty. It was substantiated that the primary condition for the ability of enterprises to continue their existence shortly is the financial ability to reproduce their value sustainably. It was determined that the main characteristics of the financial capacity of enterprises' business continuity are the financial condition, financial stability, and the potential of value reproduction. These characteristics are interrelated. The starting provisions for developing analytical support for business continuity management have been formed. A methodical approach to the comprehensive analysis of the financial capacity of continuity of activity was proposed, which is represented by three blocks: 1) preliminary analysis of internal and external factors; 2) comprehensive analysis of the potential of the enterprise's financial capacity; 3) modification of the results of a comprehensive analysis of the potential of financial capacity for making management decisions and developing financial forecasts of the enterprise's development. The results of an analytical assessment of the degree of influence of factors on the continuity of activity based on an expert survey serve as an information base for making management decisions to select priorities regarding the reproduction of value by business segments for the future. A comprehensive approach to the real assessment of the value of the enterprise is based on a combination of private estimates of the value of the enterprise by cost, income and market methods by calculating an integral indicator that takes into account the specific weight of each of the approaches. This approach allows the formation of information for making management decisions, developing forecasts regarding the potential for value reproduction, and preparing conclusions to ensure continuous activity in conditions of uncertainty.

Information Provision of Management in Conditions of Digitization

With the growing competition, the rapidly developing technologies and the unstable economic conditions, enterprises have to face the objective of effective monitoring and analysis of the business performance. The ability of adaptation to changes, quick response on risks and timely updating of the strategies is key to success. By creating the adequate information support enterprises are allowed to not only survive in unstable conditions, but actively develop and take leading positions on the market. The article elaborates on to the problems which solutions would allow to match the processes involved in the design of information support for management with the conditions of global digitalization of economy and society, using Data Analysis approach. The contemporary world is witnessing rapid technological change that triggered digitalization in all walks of life. This process shows in the transition from paper documentation to the digital format, uses of information technologies in management and business operation. Digitalization has been radically changing the mode of management in organizations. Information support of management in the context of digitalization requires introduction of advanced technologies and effective use of information to achieve strategic goals. For successful management in the contemporary world, it is necessary to focus on improving information processes and ensuring their security, which are key factors of success in the digital era. In order to implement digital transformation into practice, it is necessary, first of all, to consider the relevant concepts, methods and tools. The introduction of innovative information technologies is a key factor in increasing competitiveness by creating an effective information base for business management.

Information support for management of energy-saving economic development of enterprises

Purpose. Formation of theoretical and methodological approaches to structuring information provision and assessing its significance for achieving energy-saving economic development of enterprises. Methodology. In the research process, the following methods were used: economic-mathematical modeling, grouping, generalization, system analysis, etc. Findings. The conditions under which energy-saving economic development takes place at enterprises have been formalized. Methodological principles of quantitative and qualitative assessment of the level of such development are proposed. The array of information necessary for managing the energy-saving economic development of enterprises is structured. Based on a sample of 150 Ukrainian enterprises that consume natural gas, the level of energy-saving economic development is assessed. The importance of information management of this development is substantiated. Originality. The methods for grouping the types of economic development of the enterprise by highlighting a new classification characteristic, namely: the nature of the relationship between the change in the value of a certain financial and economic result of the enterprise’s activity and the change in its consumption of a certain type (types) of energy resources, have gained further development. Methodological principles for assessing the impact of the quality of information support on the performance of enterprises have been improved through the substantiation of the approach, which determines the impact of the completeness of information support for the management of energy-saving economic development of enterprises on its level. An approach to structuring an array of information for managing energy-saving economic development of enterprises is proposed, which, unlike the existing ones, involves taking into account the hierarchical nature of the array of data. Practical value. The obtained results can be used by enterprises when evaluating the dynamics of their economic results in comparison with changes in the amount of consumption of energy resources and when forming information support for the management of energy-saving economic development.

Methodological regulation and analytical- information support of potential management in the context of organizational development an enterprise

Ensuring the effectiveness of organizational changes is associated with the need to take into account risks and design actions to prevent the occurrence of conflict situations and overcome resistance to changes, the reasons for which may be the unnecessarily negative reflexive nature of the company's staff's perception of radical transformations. To assess the radicality of structural changes, it is proposed to use a methodical approach to positioning relevant projects in the space formed by integral assessments of the impact of the results of the implementation of such transformations on the organizational level of management, the level of the organization of the production process, and the level of the organization of personnel management. For the proposed scale for assessing the radicality of structural transformation projects, recommendations have been developed for the purposeful use of tools for countering resistance to organizational changes on the example of enterprises implementing construction projects.
 The main research hypothesis consists in the assumption that increasing the level of project management effectiveness depends on the effectiveness of cognitive mechanisms and is associated with the use of modern concepts of information modeling and integrated project implementation.
 The necessity of using a selective approach to the organization of planning structural changes has been proven, which is proposed to be carried out by selecting the following types of construction of the appropriate planning system: operational, focused mainly on optimizing relations and connections of units; design, which involves making changes in the principles of structural construction of the enterprise (in the range of choosing between the options of centralization or decentralization); autonomous, based on the support of strategic orientation and adaptive orientation of structural changes as an element of a constantly operating system of adaptation of the enterprise to changes in economic conditions.

FORMATION OF THE MANAGEMENT DECISION REGARDING THE CHOICE OF THE ENTERPRISE LOGISTICS STRATEGY

One of the most important management processes of logistics management is the process of development and implementation of management decisions regarding the choice of the enterprise logistics strategy, corresponding to market conditions, the state of the enterprise and its corporate strategy.
 Analysis of the latest research and publications on logistics management shows the presence of unresolved problems in the definition and calculation of indicators for assessing the state of the enterprise's logistics system from the standpoint of the process approach and the use of data available for the enterprise’s calculations. It was determined that the objects of assessing the state of the enterprise logistics system are: the subject of management (management personnel, organizational structure of management, technology and information support of management) and the object of management – the logistics system itself or logistics business processes (interaction with suppliers, warehousing, dispatching, transportation, forwarding operations and financial settlements).
 In the course of work on this scientific article, it was determined that the some issues require further research. Among them are assessing the state of the logistics system, the effectiveness of logistics costs in the enterprise as a whole and in terms of individual business processes, as well as clarification of the influence of the state of the enterprise's logistics system and the level of efficiency of logistics costs on efficiency management of the enterprise's logistics activities and the selection of appropriate logistics strategies.
 The article analyzes the existing main typologies of logistics strategies of enterprises and presents their analytical characteristics. A description of the main logistics business processes of road transport enterprises is also given, based on the specifics of the offer and provision of road transport services.
 A two-dimensional model of making a management decision regarding the choice of the enterprise's logistics strategy has been developed, depending on the state of the logistics system (by its object and subject components) and the level of efficiency of the enterprise's logistics costs (economy). To assess the state of the logistics system, it is suggested to use the methods of point assessment, expert survey and analysis of hierarchies. Estimating the effectiveness of logistics costs involves the use of an integral assessment and a taxonomic method.
 It is proposed to choose a specific logistics strategy based on the key factors on which the company's logistics management is oriented (costs, quality, time, logistics assets). A general indicator of the implementation of the selected logistics strategy quality has been developed: the relative change in the state of the logistics system must exceed the relative change in the efficiency of logistics costs. This will contribute to the fact that the costs of the main logistics tools for the period under study were effective.

SYSTEM OF STRATEGIC KNOWLEDGE MANAGEMENT AS A COMPETITIVE ADVANTAGE OF THE MODERN ORGANIZATION

The article focuses on modern theoretical and practical recommendations for knowledge management at the enterprise. Scientific research of the knowledge management problem have been studied. The main stages of monitoring for the construction of the knowledge management system of the enterprise are given. It was noted that the process of knowledge management should be governed, controlled, created from certain sequential interrelated actions, understandable for the recipient. The main tasks of knowledge management at enterprises are defined. It is proposed to use information technologies to facilitate knowledge management at enterprises. The main obstacles that arise during the implementation of the knowledge management system are identified.
 In order to minimize the effect of obstacles, it is proposed to use the approaches of such schools of strategic management as cognitive, learning and culture, since the cognitive school emphasizes the fact that it is necessary to change one of the main issues of strategy construction, namely: instead of what a strategist needs to know, it is necessary to ask what is the essence of their mental process, the school of learning tries to turn management into governance that influences through change and brings practical content to the study of the process of strategy formation, and the school of culture defines approaches to building a development strategy for organizations with a rich history and culture as well as brings an important collective dimension of the social process.
 The proposed knowledge management system at the enterprise, which includes three subsystems: human capital management; knowledge exchange management (information support); management of communication technologies. The main conditions for creating a knowledge management system can be the following competitive advantages: creation of conditions for stimulating and motivating further continuous development of personnel (through professional training and self-education of employees), which contributes to increasing the efficiency of professional training and development of employees; increasing the efficiency of the human capital use, which will ensure the improvement of the competitiveness of enterprises (through the creation of an environment for the sharing and dissemination of knowledge, the involvement of personnel in teamwork, etc.); creation of effective feedback with the subjects of the external environment; and others.

A national survey of physicians regarding protection of patient privacy in China

ObjectivesThe significance of safeguarding patient privacy at a population level within public medical institutions remains insufficiently acknowledged despite the potential to enhance the protection awareness of physicians and of hospital management in clinical practice. We herein devised a survey to investigate the current state of patient privacy breaches in China and to ascertain its underlying rationales. MethodsWe conducted a comprehensive nationwide survey of 928 physicians in seven geographic regions of China through convenience and snowball sampling, enrolled physicians defined in the Chinese Health Statistics Yearbook, and measured the incidence of medical data breaches. Physicians’ perceptions and behaviors with respect to patient privacy protection and their attitudes toward hospital management were accessed through descriptive statistics. Multiple logistic regression analysis was also conducted with different adjustments of covariates for each model. ResultsOf the 937 respondents, 928 physicians were eligible and validated for the analysis. We estimated that 52.2 % (95 %CI, 48.9–55.4) of the physicians reported that they had disclosed their patients’ privacy. Master's (OR, 0.63 [95 %CI, 0.43–0.92]) and Ph.D. (OR, 0.59 [95 %CI, 0.35–1.00]) educational levels, scores on the understanding of patient privacy protection (OR, 0.89 [95 %CI, 0.80–0.99]), the presence of colleagues who had experienced data disclosure (OR, 7.00 [95 %CI, 5.02–9.77]), full-time department supervision (OR, 1.60 [95 %CI, 1.02–2.53]) and corresponding regulations (OR, 0.56 [95 %CI, 0.33–0.97]) for patient privacy protection in the hospital, restricted external equipment for computers (OR, 1.76 [95 %CI, 1.10–2.83]), and access to medical records (OR, 0.62 [95 %CI, 0.41–0.94]) were all associated with privacy breaches by physicians. ConclusionsIn general, patient privacy research and awareness of patient privacy protection are relatively deficient in China, with a remarkably high occurrence of disclosure. We posit that the identification of the factors underlying our results will provide evidence for appropriate hospital management, and that these factors may then be generalizable to other clinical settings. Public interest summaryPatient privacy breaches seem to be rarely mentioned and addressed regardless of the country, potentially due to its high sensitivity, while this is significant in clinical practice. In this study, we meant to find out the answers to the questions, “What is the situation of privacy disclosure in China public medical institutions?”, “Why does it happen?”, and “Is patient privacy protected enough? If not, how can we do better?”. Through conducting a survey among physicians, their answers were collected for further analysis. Our results appear to provide guidance for physicians on patient privacy protection and support hospital and information management.

Introduction. The period of economic uncertainty has led to the globalization of fiscal risks, which is marked by a significant decline in budget revenues and the intensity of economic processes in general. The deterioration in the performance of state-owned enterprises played an important role in this. Problem Statement. The need to mitigate fiscal risks arises at the planning stage of business entities' activities, which requires reliable and relevant information support. Purpose. Assessment of the impact of state-owned enterprises on the planned indicators of the state budget and study of the information basis for the formation of a financial plan as a source of data for managing fiscal risks in the context of the COVID-19 pandemic. Methods. General scientific and special methods of cognition are used: analysis, synthesis, grouping, averages and relative values, coefficient analysis, comparison, modeling, generalization. Results. The most vulnerable type of state budget revenues to the effects of the COVID-19 pandemic was the receipt of part of the net profit of state-owned enterprises and dividends on the state share. It is determined that one of the key information bases for managing fiscal risks is the financial plan of state-owned enterprises. It is substantiated that retrospective and prospective information for the formation of the financial plan is produced in the accounting system, which ensures the identification and systematization of data on the types of taxes and the amount of payments incurred. The information is grouped by functional basis, which makes it possible to structure the sources of planning at the national and micro levels and will help to improve the quality of information support for fiscal risk management to offset the negative impact of the COVID-19 pandemic on the performance of budget revenues. Conclusions. The COVID-19 pandemic has had a significant negative impact on the planning process of state-owned enterprises and the stability of the state budget revenues. The key source of information for fiscal risk management at all stages of the budget process is reliable and valid accounting and reporting data and indicators.

Information on waste generated as a result of war: the issue of legal protection

The article is devoted to the analysis of the state of legal provision of access to information about waste generated as a result of war, the identification of problematic aspects in this area and the development of proposals for overcoming them.
 The relevance of the study is due to the need to develop a legal field that would take into account a new phenomenon for Ukraine - the treatment of waste generated as a result of war and allow to ensure the implementation of the constitutional right of everyone to access information about such waste in the context of access to environmental information as effectively as possible.
 The work analyzes the amendments to the legislation on environmental information. A conclusion was made about the expediency of the existing changes in terms of clarifying the meaningful content of the term «environmental information», including by supplementing it with «waste information» and its compliance with international acts. The updated legislation on waste management was studied. A conclusion was made about the beginning of the formation of special secondary legislation on the management of waste generated as a result of war.
 It was determined that even under martial law, environmental information, including waste information, cannot be restricted. Access to it may be difficult for objective reasons (due to technical reasons, in temporarily occupied territories, etc.). Public access to environmental information is one of the factors in the effective development of reconstruction plans (especially at the local level), ensuring proper control over the implementation of measures, preserving people’s lives and health.
 It is proposed to speed up the entry into force of the Law of Ukraine «On Amendments to Certain Legislative Acts of Ukraine Regarding the State System of Environmental Monitoring, Information on the State of the Environment (Environmental Information) and Information Support for Management in the Field of the Environment» without reference to the end of martial law as such, which will serve quality update of legislation on access to environmental information. The need to define and establish at the level of the Law of Ukraine «On Waste Management» the concept of «waste generated as a result of war», as well as the provision of this category in the National List of Waste, is substantiated. Inconsistency of the Regulation on data sets to be made public in the form of open data of the Law of Ukraine «On Waste Management» in the part of the list of such data on waste was established. The need to eliminate this shortcoming is argued.

Problems of Information Support of Regional and Municipal Strategic Management

The regional and municipal levels of government are characterized by insufficient preparedness for the transition to new forms of information support based on the digital economy, a lag in the development of information infrastructure, contradictions between the legislative framework and the financial and economic situation of regions and municipalities in the current management system, insufficient effectiveness and efficiency of information support management processes. The purpose of the study is to justify the necessary changes in the information support system of regional and municipal government, which ensures the development of strategic planning and forecast documents and their implementation in the digital economy. Based on the analysis of strategic planning documents in the field of digital transformation of public administration, trends in the introduction of information technologies in the activities of public and private sector organizations have been identified, and the current problems of digital transformation have been identified, taking into account the factor of diversification of the regional economy. Proposals have been formulated to improve the efficiency of information support for regional and municipal government, as well as directions for further research.
