Key Factors of Organizational Resilience in Prisons and Police Forces in French-Speaking Switzerland during COVID-19

During the COVID-19 crisis, organizations had to demonstrate organizational resilience (OR) to continue to carry out their missions. We conducted qualitative research to identify the factors that contributed to the OR of police and penitentiary institutions in French-speaking Switzerland, in terms of their operations and management. The modes of action and crisis responses of these emergency services, regularly confronted with crises and particularly impacted during the pandemic, are worthy of attention. To this end, we synthesized the OR factors that are frequently identified in both theoretical and empirical review articles and identified four theoretical conceptualizations: (a) resilience engineering, (b) ecological resilience (these two are the most widely used), (c) a third way situating resilience at an intermediate stage in a metamodel representing the evolution of organizations from a fragile to antifragile state, and (d) a conceptualization focusing on the temporal dimension of OR. Based on the results of 25 semi-structured interviews with executives from cantonal police forces and prisons, we present what we consider to be the key levers in a three-phase resilience process (upstream, during, and after the shock): anticipatory and proactive organizational culture, information management and communication, liminal leadership practices, social and environmental practices, agility-enhancing governance practices, and learning capabilities. Our results largely confirm that these parameters significantly contributed to the OR of the institutions in question. They also enable us to propose winning configurations of factors that can increase the potential for OR.

CRISES IN THE ENVIRONMENT OF BUSINESS ENTITIES AND CRISIS MANAGEMENT

In recent years, there have been many different crises such as the dotcom crisis in the late 1990s, the global financial crisis of 2007-2009, the pandemic economic crisis and the global economic recession of 2020, the rise in commodity prices and the increase in inflation from 2021, the out-break of war in Ukraine, the energy and food crisis that occurred in 2022 in many countries. In addition, the climate crisis is also increasingly developing, which is generated primarily by the still high level of civilization's greenhouse gas emissions and the accelerating process of global warm-ing. As the scale and frequency of various crises increase, more and more business entities and public institutions are taking various anti-crisis measures, creating and improving risk manage-ment systems, early warning systems and contingency plans, carrying out corrective and develop-mental restructuring processes, creating innovative solutions to flexibly adapt to the changing environment. As the climate crisis is likely to develop for many years to come, so the importance of achieving the goals of sustainable development and urgently carrying out a green transformation of the economy is growing. In the context of the issues outlined above, the importance of efficient organizational management, information management and crisis management is growing. The improvement of the management processes of economic entities, including crisis management, has been realized in recent years through the implementation of new ICT information technologies and technologies typical of the current fourth technological revolution, Industry 4.0, into information systems.

Efficiency and Effectiveness: Enterprise Architecture Strategies for Healthcare Service

In a globally evolving health landscape, attaining maximum efficiency and efficacy is of the utmost importance. The present study investigates the utilization of Enterprise Architecture tactics to enhance healthcare services, specifically by streamlining operations and boosting overall effectiveness. Through an examination of organizational processes, patient care, information management, and healthcare delivery, this study sheds light on the transformative potential of EA as a framework. This research investigates the strategic alignment of health systems through the application of EA principles to establish an infrastructure that is both harmonious and interoperable. The present study investigates the significance of digital transformation within the healthcare sector, with a particular focus on the ways in which EA strategies can enable the smooth incorporation of technological advancements to enhance patient outcomes. This study emphasizes the need for patient-specific health systems. It highlights the significance of a patient-centered approach in the context of EA. By conducting an exhaustive examination of the implementation of EA in the healthcare sector, this study intends to provide organizations with direction on how to enhance their service provision. Empirical evidence indicates that by utilizing EA to harmonize business objectives, technological progress, and patient-centric methodologies, significant enhancements in efficiency and efficacy can be achieved, thereby culminating in elevated benchmarks of healthcare provision. In conclusion, the study urges the extensive implementation of EA strategies within health systems, acknowledging its capacity to transform service frameworks and foster a health ecosystem that is more attentive to patients and proactive.

A digital sustainability approach for effective knowledge and information management in education specific non-profit organizations: Culture Intelligent IS Solutions

Information and knowledge management plays a crucial role in the sustainable development of educational organizations with significant impacts on academic communities ‘behavioral patterns. Leveraging digital technologies into academic processes have been considered as a promising way for effective management of information and knowledge. However, superficial or ungrounded adoption of information systems without consideration of the academic and information culture of a given organization may result in ineffective or useless operations that will subsequently burden staff with irrelevant actions. In this regard, this paper aims to provide an approach for sustainable growth of educational organizations with culturally savvy Information System solutions in information and knowledge management challenges. By this approach, enhanced value systems and a better cycle of information\knowledge among the academic community are intended to be achieved. Stakeholder analysis, objective sampling, and literature review were applied for data collection procedures, which provided ultimate identification of information and academic culture patterns and factors on information and knowledge management. By these patterns and factors, we found effective Information System (IS) solutions that match well with generic features of academic and information cultures in Uzbekistan such as data-driven systems, decision support systems, and discourse analysis. Finally, we have drawn implications for educational institutions to manage information effectively and develop a healthy organizational information environment. Additionally, future research directions will be identified in the digital sustainability domain of effective information and knowledge environment.

Optimal Design of an Information Management System for Government: A Bridge between Government and Citizens

The system of government information management can effectively integrate the government-related information and its catalogs that are scattered in various parts and implement the standardized management, so as to realize such as the optimization of information sharing and workflow. Therefore, in this paper, systematic design of an information management system for government is optimized. By using the B/S architecture, the system is divided into four functional modules: organization management, working platform, information management, and information statistics, where based on the design pattern of MVC, the system is divided into the web layer, service layer, and entity layer. Meanwhile, the object-oriented and inheritable programming language Java and the SSH framework are adopted to design the system code. The results show that the system successfully completes related functional operations, which is helpful to promote the formation of “Participatory Governance System”.

 Information disclosure is an opportunity and a challenge for libraries in managing information. Management of this information must be done quickly and precisely so that people can consume information according to their needs. Libraries take an important role in such conditions because the library as an information management organization has a strategic role so that the information circulating can be in accordance with the needs of the community. Up-to-date information is one way for the public to get appropriate information and this must be done by the library so that the existence and value of its benefits can be felt by the community. The community can take a role in supporting the updating of the information. One way to keep the information up to date is to adjust the collection of library materials by conducting it. The approach that is owned by the library is to monitor the process of procuring a collection of library materials carried out by the library. Librarians can build an information system design that can accommodate these activities. The research method used in this article is a research with a qualitative descriptive approach in the form of a case study. This article aims to offer an information system for the procurement of library material collections carried out by the Hayam Wuruk Perbanas University Surabaya Library. The result is a proposed information system for the procurement of a new collection of library materials with an open nature so that all stages or the process of procuring a collection of library materials can be monitored together and users can find out the up-to-date collection of library materials owned by the library.
 
 
 

Relating Sustainable Business Development Practices and Information Management in Promoting Digital Green Innovation: Evidence From China.

Digital green innovations are being implemented in manufacturing to help organizations achieve sustainability by adopting sustainable development practices (SDPC). However, little is known about the impact of the information management process (IMP) on organizations’ digital green innovation. To address this gap, we devised a multidimensional framework based on the resource-based view (RBV) theory that serves as a basis for sculpting how the IMP captured and sustained organizational digital green innovation via SDPCs. 533 respondents from big and medium-sized manufacturing businesses in China were surveyed, and data were analyzed using the structural equation modeling (SEM) approach. The study makes numerous significant findings. Firstly, the SDPC’s dimensions (environment, economic, and social) are considerably improved by the IMP’ dimensions (acquisition, dissemination, and application). Secondly, SDPC’s dimensions are critical for attaining organizations’ digital green innovation. Thirdly, SDPCs’ implementation mediates the linkage between the IMP and organizations’ digital green innovation. Our findings suggest that investing in and implementing cutting-edge technology and sustainable practices are critical for long-term success. Still, soft issues, such as organizational information management, are equally critical in today’s information-based economy. Finally, in light of the study findings, we present theoretical and managerial implications.

Managing enterprise information: meeting performance and conformance objectives in a changing information environment

This paper presents the findings of an in-depth survey to examine the current status of enterprise information management (EIM) in organizations. The survey explores five key areas: drivers and capabilities of EIM; current status of EIM strategies; EIM content and technologies; EIM and compliance; and the changing role of the information professional. The survey reveals that the drivers for EIM cannot be simply reduced to a series of technical or organizational needs and that EIM is a complex sociotechnical phenomenon. A fine balance is required to achieve business performance objectives whilst at the same time also meeting conformance requirements. To date, few organizations have implemented enterprise-wide EIM strategies; however those who do have them are better able to keep track of, and achieve, performance objectives. In terms of technologies and content the landscape is complex with organizations focusing their efforts into managing and reducing this complexity. Finally information management work is changing; the survey reveals EIM as a multi-stakeholder activity requiring the combination of a wide range of professional groups, skills and knowledge. The survey findings provide the basis for further research investigations in supporting organization in their EIM initiatives.

Where knowledge management and information management meet: Research directions

In this opinion paper, I consider research at the overlap between information management and knowledge management. Although there is much research that could fit into this area, the boundary of the overlap is poorly defined, and prior work specifically addressing the two topics is more likely to look at their differences than their similarities. Treating this lack of precision as an opportunity, I identify six aspects of the intersection of knowledge management and information management: people, processes, technology, culture, structure and performance/measuring outcomes. These inspire six proposed directions for future research: the extent to which apparently tacit knowledge can be made explicit; the usefulness of semi-formal or informal processes; how to discourage fake content; the implications of working from home; knowledge management and information management in project-based organisations; and how to measure the impact of knowledge management and information management. Suggestions about appropriate theories and approaches for each direction are offered.

Managing a Pan-European Consortium on Late Effects among Long-Term Survivors of Childhood and Adolescent Cancer-The PanCareLIFE Project.

PanCareLIFE brought together European partners and is the largest study to have evaluated the issues of fertility impairment, hearing loss, and health-related quality of life in survivors of childhood and adolescent cancer. Successful delivery of the project aims did not evolve solely from scientific qualities. Organizational structure and careful information management were key components for its successful completion and are retrospectively assessed in this paper. PanCareLIFE used cohort studies, case-control studies, clinical evaluation of hearing, and genetic testing to study 32,000 survivors from 25 data providers. A management team implemented the organizational structures, was the decision making body, developed and maintained a communication plan, and supervised deadlines, and made timely decisions. A biostatistics support group and an ethical advisory board were established. A publication committee ensured quality and accuracy of publications and is jointly responsible for the sustainability of the project. The chosen management structure of PanCareLIFE can serve as a blueprint for the management of complex international projects. Apart from the survivors themselves, various target audiences like oncology researchers, health care providers, and policy makers can derive benefits from the project. The results can also be used in oncological frontline therapy to reduce toxicity.

Text Mining for Supply Chain Risk Management in the Apparel Industry

Text mining tools are now widely used for the efficient management of information and resources in business, academic and research organizations. This paper provides a comprehensive overview of research articles on the application of text mining techniques in the field of Supply Chain Risk Management and the apparel industry. Research articles published between 2000 and 2020, were obtained from various journals through two online databases, i.e., SCOPUS and IEEE Xplore. Through a systematic approach following PRISMA guidelines, 370 research papers were screened, filtered and finally classified into three main areas: Supply Chain Risk Management and outsourcing in the apparel industry, application of text mining in Supply Chain Risk Management and application of text mining in the apparel industry. In this study, we have identified a comprehensive list of various available data sources for text mining, methodologies and risks associated with outsourcing in the apparel industry. We classify the gaps in expanding the application of text mining in the apparel industry’s Supply Chain Risk Management. Extracting useful information from online newspapers through text mining could vividly enhance the ability to monitor supply chain risks and provide the ability to link data to provide decision makers with the right information at the right time.

Abstract OT-07-01: Guardant360® related clinical outcomes in patients who share medical records-breast cancer (GRECO-B)

Abstract Background: Cell free circulating tumor DNA (ctDNA) is a proven viable alternative to tissue molecular profiling with high sensitivity, specificity, and positive predictive value. However, there is limited data on the overall outcomes of patients following ctDNA testing. Guardant360® Related Clinical Outcomes in Patients who Share Medical Records - Breast Cancer (GRECO-Breast) is a novel, patient-centric approach to evaluate clinical data and outcomes. This real-world prospective observational study intends to assess the health outcomes of patients with advanced breast cancer who have undergone Guardant360 ctDNA testing by consenting patients through siteless methodologies to share their medical records and imaging studies documenting their clinical history. Trial design: This is an observational study to be conducted in the United States. Patients with a diagnosis of breast cancer and a completed Guardant360 test will consent to share their medical records. Patients will be recruited by telephone or email to determine interest in the study. Should patients be interested in contributing to this study, they will be asked to consent via an electronic signature platform (e-signature) and electronic informed consent form (e-consent). Enrolled participants will be required to sign an electronic medical records release form for data review and verification by the study team. A healthcare information management organization will abstract participant demographics, cancer-related therapies, and clinical outcomes directly from source data for final analysis. Eligibility criteria: Prospective participants will be adults (age 18+) with a diagnosis of breast cancer with a completed Guardant360 test who consent to be enrolled in the study. Endpoints: Primary endpoint: To measure event free survival (EFS, composite endpoint of overall survival, progression events, and subjects lost to follow-up) stratified by treatment and genomic biomarker. Secondary endpoints: 1) Assess the rate of biomarker discovery compared to tissue genotyping results, when available; 2) Time to Next Treatment (TTNT); 3) Real-world Time to Tumor Progression (rwTTP); defined and documented either clinically or radiologically 4) Real-world Overall Survival (rwOS); defined as either clinically recorded death or secondary validated sources; 5) Record completeness of data and data quality. Statistical methods: Descriptive statistics will be used to characterize the patient population. These will include frequency distributions, cross tabulations, and summary measures such as means, standard deviations, and ranges. Graphical displays will be employed, where appropriate, such as box plots, scatter plots, and survival curves for time-to-event endpoints. THE EFFECTS OF CRM OVER SALESPERSONS’ SELLING INTENTION AND SALES PERFORMANCE: A RESEARCH IN TURKISH NON-LIFE INSURANCE MARKET

With the development of digital technologies and diversification of communication tools, customers demand similar experiences from all businesses independent of the industries. In the finance sector, insurance industry -with its intermediaries in both production and service stages- is lagging behind others in terms of improving customer experience and approach to the them. Intermediaries such as bancassurance, agents, and brokers have dominated nearly 80% of the sector. For this reason, insurance companies have started to invest in factors such as satisfaction of intermediaries, establishment of reward and target systems for intermediaries, and hence improving their performance. Although there are many research in the literature in order to measure and develop customer-oriented approaches, the wishes and needs of customers, and to establish healthier, long-term relationships between customers and businesses, companies in sectors that have intensive relations with intermediaries need to concentrate not only on their customers but also on intermediaries. Therefore, in this study, the effects of Customer Relations Management (CRM) applications on sales intention and sales performances of sales representatives working in the non-life insurance market have been tried to be measured. For this measurement, CRM applications were evaluated with four sub-dimensions: focus on key customers, CRM organizational structure, information management and technology-based CRM implementation. Data were collected from intermediaries in Turkish non-life insurance market and a total of 299 surveys were obtained. The results of the study suggests that effectively managed CRM practices have positive effects on both sales performances and sales intentions of sales representatives.

Public-Private Partnerships for Information Sharing in the Security Sector: What’s in It for Me?

There is little research on public-private information sharing partnerships within the security sector and the benefits it may bring to both sectors. This contribution uses insights from previous research on the benefits of public-private partnerships from organisational science, information management, innovation economics, and technology studies to examine whether they are also valid within the security sector. In a first phase, this analytical framework is used to screen insights from partners involved in triple-helix collaboration in the field of innovation, technology and security. In a second phase, in-depth interviews are conducted with public and private actors involved in setting up a pilot project where information exchange is central. The research results show that traditional benefits such as increased effectiveness, efficiency, improved relationships, creation of learning opportunities and obtaining a strategic, operational, and/or economic advantage that were found in other contexts are also confirmed in the security sector. In addition, Belgian security actors saw improved decision-making and service delivery, increased personnel safety and a more integrated security chain as potential benefits. Understanding these benefits may facilitate the design of future public-private partnerships in the security sector.

Comparative Analysis and Design of Cybersecurity Maturity Assessment Methodology Using NIST CSF, COBIT, ISO/IEC 27002 and PCI DSS

Data or Information security in today's digital era is crucial in every organization that needs to pay attention. Management of organizational information is one of the components in realizing Good Corporate Governance. The measure of an adequate level of protection is an indicator of the cybersecurity awareness aspects of an organization's business processes in the short, medium, and long term, especially in the field that deals with information and communication technology (ICT). To make this happen, it requires a security standard that is appropriate and follows its needs to help organizations know the maturity level of cybersecurity in protecting its information security. The ABC organization is one of the Government agencies that manage the critical infrastructure and Indonesian digital economies. The organization has currently implemented several international security standards through its planning, implementation, evaluation document, and ICT activities. However, based on the national information security readiness assessment, information security management readiness results are still not optimal. In this study, an analysis of the NIST, ISO 27002, COBIT, and PCI DSS security standards has been carried out, which are ABC organizational security standards in managing ICT by assigned tasks and functions. Furthermore, the analysis result is used as materials for drafting a cybersecurity maturity framework through the four standard approaches that have become the basis for ICT management. The proposed concept of twenty-one integrated cybersecurity categories is expected to be a capital in measure ICT management performance in ABC organizations.

Information cultures and strategies for coping with information overload: case of Estonian higher education institutions

PurposeThis paper focuses on the links between information culture and the perception of the information overload on the example of higher education institutions in Estonia. The aim of this study is to understand how different types of information culture affect coping with information overload.Design/methodology/approachTwo focus-group interviews with 14 participants and 17 semi-structured interviews with representatives of four HEIs were conducted. First, the questions on the values, norms and assumptions as well as information related practices were discussed to assess the dominant components of the information culture. Second, the perception of information overload was explored. Further, the strategies for coping with information overload were examined. Constant comparative analysis was used to analyse the interview data.FindingsThe results of the study suggest that the construct of information culture is valuable in understanding information environments and their relation to the perception of information overload. The participants representing the open information culture prefer informal information sharing and are more vulnerable to perceive information overload than the participants representing the integrated information culture. Organisational information management is the key to effective coping with information overload.Originality/valueThe current study sheds light on the perception of information overload in connection with information culture.

A gestão do conhecimento na Universidade Federal de Mato Grosso: um estudo de caso

Diante de um ambiente cada vez mais competitivo, globalizado e tecnológico, o surgimento da Internet e das tecnologias da informação fez com que a quantidade de dados disponíveis com suporte digital fosse ampliada e como consequência, o aumento da circulação das informações. As Instituições de Ensino Superior geram inúmeras informações, sejam para órgãos de controle, sejam para o Ministério da Educação, são informações armazenadas em seus bancos de dados, que se fossem coletadas, processadas e disseminadas, poderiam ser utilizadas para dar suporte ao planejamento estratégico, contribuindo assim, na tomada de decisão dos gestores. Neste sentido, é importante discutir a gestão da informação e do conhecimento nas organizações universitárias para que estas busquem a eficiência e eficácia. O objetivo deste trabalho é identificar as práticas de Gestão de Informação e do Conhecimento utilizadas pela gestão da Universidade Federal de Mato Grosso, através de um estudo de caso, realizado por meio de análise documental e de entrevistas com os Pró-reitores e Secretários. Como resultado, verificou-se que existem na instituição, iniciativas isoladas de gestão da informação, assim como não há uma estratégia explícita de gestão do conhecimento, sendo esta incipiente, uma vez que não se encontra disseminada na Instituição e por esta razão, é desconhecida da maioria dos servidores.

A gestão de contratos nas instituições federais de ensino superior do Rio Grande do Sul: uma análise sob a ótica do benchmarking

A administração pública brasileira tem enfrentado dificuldades para consolidar a cultura do sistema gerencial nas organizações, ocasionando lacunas entre a gestão pública gerencial e a implantação destas práticas nas organizações. Assim, com a finalidade de suprir algumas lacunas, utiliza-se neste estudo a perspectiva da ferramenta administrativa Benchmarking para identificar as melhores práticas de gestão atualmente utilizadas pelas Instituições Federais de Ensino Superior - IFES da zona sul do Rio Grande do Sul na gestão dos contratos. Utilizando abordagem descritivo-qualitativa, metodologia comparativa e técnicas de pesquisa documental e de entrevista, os dados foram analisados em quatro categorias distintas relacionadas aos temas: estrutura organizacional, gestão por competências, gestão de processos e gestão da informação. Os estudos comparativos destacaram práticas positivas relacionadas à redução de nível hierárquico e respectiva instituição de unidades para atividades específicas; à maior proximidade de algumas unidades; à amplitude de atuação dos fiscais; à transição integral de processos físicos para sistema eletrônico de tramitação de processos e, no mesmo sistema, à disponibilização de bases de conhecimento que detalham fases do processo administrativo com a respectiva demonstração em fluxograma. As análises baseadas no referencial teórico comprovaram a ausência de consolidação da gestão pública gerencial nos seguintes pontos: descrição das competências, mapeamento de processos, elaboração de manuais de orientações e atualizações/consolidações dos sistemas de informática.
