Noise Immunity of Binary Chirp Signals

The results of a study of the noise immunity of receiving signals with linear frequency modulation in telecommunication information transmission systems are considered. Analytical expressions for the synthesis of binary signals by linear frequency modulation with control parameters are obtained. The dependence of the structure of linear frequency modulation signals on the shaping parameters has been studied. The optimization problem of finding the maximum value of the Euclidean distance for linear frequency modulation signals of a binary structure has been solved by modeling. Differences have been established in the noise immunity of receiving linear frequency modulation signals in relation to the binary structures of opposite and orthogonal signals. Diagrams of time and spectral fragments of linear frequency modulation signals are presented, explaining the essence of the research results. Graphs are presented for comparative assessment of the noise immunity of receiving binary signals of various structures in terms of the bit error probability as a function of the signal-to-noise ratio in the channel. The essence of correlation processing of signals with a large base is revealed.

Performance management and policy evaluation of information and communication technology graduate program for developing countries

As an educational aid, the Korean government has developed and funded a graduate-level global information telecommunications technology program (ITTP) for ICT officers in developing countries. Questions have arisen about whether the program can achieve its goals and obtain mutual benefits between Korea and participating nations. Using a total quality management (TQM) framework as a unique case analysis, we evaluated ITTP’s resources and performance from 2006 to 2014. Our results show that ITTP has focused on the quantitative promotion of students and alums from various countries and their learning of Korea-centric ICT, policies, and culture. In particular, the Korean government’s lax evaluation of ITTP performance has led to weak responsibility, ambiguous task identity, missed opportunities for self-improvement, and low participation among students and stakeholders. These findings highlight the need for graduate programs and their stakeholders to reinforce internal and external evaluations of the program’s performance and provide feedback for reciprocal development.

Trends and problems of e-justice enforcement in Ukraine

The paper aims to explain the trends and problems of the electronic justice development in Ukraine. Within the research the tasks include an analysis of the regulatory documents and organizational features of the implementation the certain measures of court digitalization.
 The methodological basis of the study. The main scientific method used in the article is deductive. In the study conditions, a gradual transition is made from the general problems of e-justice implementation to the peculiarities of functioning of its individual subsystems. After that, several proposals are substantiated for its improvement in the future.
 The structure of the article is formed in accordance with theoretical and analytical tasks. It also reflects the use of certain methods of scientific research and scientific materials.
 The theoretical method is used during the study of the regulatory documents and problems of electronic justice implementation. The materials for the method application are legislative acts, regulations, strategy and scientific literature.
 The tabular, analytical and generalization methods were used to study the dynamics of applying the video conference mode for the trial and trials recording by technical tools. The materials for applying the method are data from the Ukrainian Judicial Authority Portal.
 Results. In the article, the legal norms of the Unified Judicial Information and Telecommunication System Modules’ functioning have been studied. The main reasons for the low number of applications submitted through the e-court were determined, and the participation of a third party (Center of the Provision of Administrative Services) was justified to increase the use of digital court services and their popularization. The necessity of clarifying the norm of the Regulation on the procedure of functioning the separate subsystems (modules) of the Unified Judicial Information Telecommunication System regarding the mandatory duplication the digital version of documents with a paper one for trial parties, if the other party does not use e-judicial methods, is substantiated. The dynamics video conferencing mode and technical tools use in the trial were carried out, and the reasons for the identified trends were substantiated. Specific features and problems of using electronic evidence in digital justice are outlined.
 Conclusions. Solving the organizational problems and eliminating legal inaccuracies will allow achieving the goal of implementing e-justice.

Assistive Technology Construction in Fulfilling the Rights of Telecommunication Information for Disabled People in Indonesia

The problem of accessibility to information and technology for people with disabilities in Indonesia is one of the state's responsibilities that must be implemented comprehensively. This study aims to determine the state's responsibility in fulfilling disability rights to information and telecommunications in Indonesia and aims to construct the ideal form of fulfillment of disability rights to information and telecommunications through assistive technology models. The research uses a normative-empirical method with a conceptual approach, a statutory approach, and a case approach. The results of the study show: First, the state's responsibility for protecting the rights of persons with disabilities to information and technology has been regulated in Article 28 F of the 1945 Constitution of the Republic of Indonesia and in Law Number 8 of 2016 concerning Persons with Disabilities as many as 13 (thirteen) articles. The regulation contains 8 (eight) substances for regulating the right to information for persons with disabilities. The implementation of these provisions has not run optimally because there are still services that are not friendly to persons with disabilities. Second, efforts to encourage the formation of assistive technology for people with disabilities in the country by referring to the needs of people with disabilities in Indonesia. This can be done by establishing two types of assistive technology for persons with disabilities of school age and above school age by adjusting features and services that are friendly to disabilities.

The Kelly Criterion: Optimizing Decision-Making in Risk Management

The Kelly capital growth investment criterion, or Kelly criterion, defines the fraction of wealth to invest in a favorable investment opportunity such that the exponential growth rate is maximized. Maximizing the exponential growth rate is equivalent to maximizing logarithmic utility.[1] It all began in the mid-20th century when John L. Kelly Jr., a researcher at Bell Labs, developed the criterion as a solution to a problem related to the efficient transmission of information in telecommunications. Kelly introduced the concept of the Kelly Criterion within his paper “A New Interpretation of Information Rate,” which he published in his early years. However, he did not refer to the Kelly Criterion by its now- known name. The Kelly Criterion initially gained recognition in academic and mathematical circles, primarily for its applications in information theory. Then, professional gamblers and investors started using the Kelly Criterion to manage their bankrolls and make more informed betting decisions. The financial industry also embraced the Kelly Criterion as an alternative approach to portfolio management and investment strategies. The Kelly Criterion gained further attention in investment circles, particularly in hedge funds and wealth management.

Assessing the Impact of Bank Liquidity on the Performance of Banks in Ghana

The ability of banks to perform their core role effectively depends largely on liquidity. In this study, the main objective is to examine the impact of bank liquidity on the performance of banks in Ghana. The study used both regression (pooled regression) and descriptive methods. The main findings indicate that liquidity has a positive impact on the performance of the bank. Further, interest income, efficiency of management staff as bank-specific factors promote liquidity of the banks. For macroeconomic variables, exchange rate volatility showed a significant inverse effect on the liquidity. As policy implication, management should adopt best liquidity management practices and a more efficient and advanced approaches to improve efficiency. This can be achieved by taking advantage of the revolution in Information Telecommunication (IT) and the mobile telecommunication industry. Also, the banks should reduce their concentration of loans and diversified to other less risky but attractive areas such as investment into government securities.

THE USE OF INFORMATION TECHNOLOGIES FOR TRAINING FUTURE DENTAL DOCTORS

The modern education system is focused on implementing the high potential of computer and telecommunication information technologies, which provide offering valuable opportunities for knowledge acquisition and practical skill development. This article aims to explore several information technologies that can be effectively utilized in the teaching of dental disciplines.
 One approach involves utilizing educational materials available on the department's website or computer labs as information technologies. During practical classes, instructors should introduce students to scientific advancements made by faculty members within the department and other relevant departments of the university, specifically related to the subject matter being taught. Students can also be assigned tasks to independently explore and locate such information on the Internet.
 To ensure the effectiveness of information technologies in acquiring practical skills during distance learning, several conditions can be implemented. These include establishing video communication between students and instructors, conducting online demonstrations of diagnostic and treatment procedures performed by highly skilled dentists, accompanied by instructional commentary from the instructor. Additionally, granting access to detailed descriptions of complex diagnostic cases and dental disease treatments can further enhance the learning experience. Furthermore, instructors can conduct virtual master classes by demonstrating practical skills on dental phantoms during online conferences.
 Students should be familiarized with various informational computer technologies employed in modern dentistry, such as CAD/CAM, computer tomography, and orthopantomography. Additionally, the utilization of different internet platforms for distance learning, which facilitate student engagement, can be considered as part of the information technology landscape.
 Consequently, information technologies are evolving in response to the demands of the current era and play a vital role in supporting the educational process in dental training. Exploring students' preferences regarding the benefits of different information technologies represents a promising avenue for future research in this field.

Identifying Fraudsters and Fraudulent Strategies in Mobile Social Network

Modern communication technologies have developed quickly, especially communications through (mobile) phones, which has greatly aided in the sharing of information and social connections between people. Nonetheless, the rise of telemarketing scams has the potential to seriously deplete communal and private wealth, slowing down or harming the economy. With an emphasis on exposing the "precise fraud" phenomena and the techniques employed by fraudsters to precisely choose targets, we propose to identify telemarketing scams in this study. We utilise a one-month comprehensive dataset of telecommunication information from Shanghai, which includes 698 million call logs and 54 million customers, to explore this issue. During our research, we have discovered that user information may have been substantially compromised, and that fraudsters prefer to target users who are younger and more active on mobile networks. To further separate fraudsters from non-fraudsters, we provide a unique semi-supervised learning approach. Our technique beats various cutting-edge algorithms in terms of accuracy of identifying fraudsters, according to experimental findings on real-world data. We think that our research may help governments and mobile service providers make better policy decisions.

ПРОБЛЕМЫ ПРОТИВОДЕЙСТВИЯ ПРЕСТУПЛЕНИЯМ ТЕРРОРИСТИЧЕСКОЙ НАПРАВЛЕННОСТИ В РОССИИ

This article provides statistical data showing a sharp increase in committed terrorist crimes in recent years, which leads to the intensification of measures aimed at countering terrorism and the development of new provisions, including for the prevention of such actions among civil society participants. An analysis of the concepts of «extremism» and «terrorism» was carried out, the result of which was the conclusion about the need to prevent the spread of radical extremist ideologies in information telecommunication networks as one of the reasons for the formation of terrorist groups and the recruitment of new participants among young people in the framework of countering terrorist crimes, and are often considered encountered problems of countering terrorism at the present stage of the development of society. Proposals have been formulated to amend the legislation of the Russian Federation both in terms of measures to counter terrorist crimes and terrorist activities, and expanding the range of illegal actions, for the commission of which there may be responsibility.

PENGARUH SALES PROMOTION DAN PERSONAL SELLING TERHADAP CUSTOMER RETENTION PENGGUNA INDIHOME DI PT TELKOM KANTOR CABANG UJUNG BERUNG BANDUNG

ABSTRACT
 Indihome (Indonesia Digital Home) is a triple play service from PT Telkom products in the form of an information telecommunications service package.Customer retention is a sales activity carried out by an organization in retaining customers. The purpose of this research was to determine how the effect of sales promotion and personal selling to customer retention of Indihome users at PT Telkom Ujung Berung Branch Office Bandung. The sample used in this research were 100 respondents with a non probability sampling technique. The data obtained were analyzed using SPSS version 20 and the techniques of data analysis used descriptive and verification method.The result of research concluded that both has a positive and significant effect in customer retention. Simultaneously sales promotion and personal selling significant influence the customer retention.

DEVELOPMENT OF E-GOVERNMENT UNDER CONDITIONS OF DIGITALIZATION

The article analyzes the scientific positions on the development of e-government in the context of digitalization. It is argued that e-government is an important factor in the activities of the modern state and increasingly absorbs into people's lives. Based on the analysis of theoretical approaches to understanding the concept of "e-government", it is determined that e-government is a form of public administration that promotes openness, efficiency and transparency of both public authorities and local governments through the use of information telecommunication technologies aimed at meeting the needs of citizens. Attention is paid to the essence of digitalization as a driving force of innovation management. It is concluded that e-government in digitalization provides an opportunity to change approaches to the nature of public authorities, make their activities more transparent and public, and proposed a number of measures to develop e-government in digitalization.

Analisis Pelaksanaan Telehealth di Rumah sakit selama pandemi covid-19 di Indonesia : Literature review

Telehealth is the provision of a variety of clinical and non-clinical services, and technology to people in remote locations using information telecommunication technology (ICT). Utilization of telehealth services can reduce the likelihood of transmission of severe acute respiratory syndrome coronavirus 2 (SARS-CoV-2). Health care professionals can take on more clinical and nonclinical tasks from home. Therefore, telehealth protects the health of patients and healthcare professionals 15. Telehealth also provides low-risk critical medical care to patients with non-COVID-19 conditions, and recognizes those who may require further clinical assessment and consultation. This review aims to analyze the implementation of telehealth in hospitals during the covid-19 pandemic in Indonesia. In the initial search stage, 22 articles were found, and 4 articles were found that matched. From the 4 articles, it was concluded that Telemedicine is much interested in and contributes positively to the world of health, can minimize the risk of transmission of COVID-19 so that it is a solution to prevent all forms of direct physical contact, provide continuous care to the community, and ultimately reduce morbidity and mortality from COVID-19 outbreak. However, the government's role is very large in the sustainability of digital telehealth in the world of health Dengue infection is the fastest-spreading viral infectious disease in the world. In recent years, there has been an increase in reported neurological findings associated with dengue infection. In dengue endemic areas, the most common neurological complication is dengue encephalopathy.

Cybersecurity and cyber defence strategies of Japan

Modern national security strategies of many states attempt at covering risks and threats rising in nontraditional domains of outer space, electromagnetic and cyberspaces. Cyberattacks aim at inflicting financial, psychological, technological and physical damage at various goals from individuals and corporations to states and international organisations. One of the specific features of a cyberattack is uncertainty of its source: it is sometimes impossible to identify the attacker. All these provide incentives for states to qualify cyberthreats as threats to their national security, thus pushing them towards establishing mechanisms of dealing with these threats. As a result, more states attempt at formulating their strategies of cyber security and cyber defence. Japan, as one of the developed countries, relies heavily on its information infrastructure and telecommunication networks, and the military realm is not an exception. Since the early 2000s, the Japanese government has been elaborating its cybersecurity and cyber defence strategies, steadily unfolding its strategic vision of the new security environment. Japan has come up with a complex strategy of information security, cybersecurity and cyber defence. A key approach of the cybersecurity strategy for Japan is acting in a proactive manner while enhancing its reactive capabilities, meaning containment and sustainability capabilities accordingly.

Experimental meteor radio communication network for sea ports of the northern sea route

Meteor communication on ultrashort waves is one of the most economically feasible and statistically stable telecommunications in the conditions of the North of Russia. To ensure the possibility of its potential capabilities, not only theoretical, but also practical comprehensively tested development of new innovative technologies is necessary. The article shows not only the potential capabilities of the faculty of the Admiral Makarov State University of Maritime and Inland Shipping (UMIS), but also shows his readiness for the development and practical implementation of the innovations developed by them in the technology of information telecommunications of seaports of the Northern Sea Route. To obtain the maximum possible return from the knowledge of scientists and practical skills of engineering and technical personnel, including graduate students and cadets of the UMIS, it is necessary to use the territorial distribution of various buildings of the UMIS and equip them with a modern scientific and engineering tool for researching information telecommunication technologies – an experimental meteor radio communication network, which can also be used as an existing model of a meteor radio communication network on ultra-short waves in seaports of the Northern Sea Route.

АНАЛІЗ МЕТОДІВ СТЕГАНОГРАФІЧНОЇ ПЕРЕДАЧІ ДАНИХ В ІНФОРМАЦІЙНИХ ТЕЛЕКОМУНІКАЦІЙНИХ МЕРЕЖАХ

Recently, network steganography methods based on the use of structural properties of OSI (Open System Interconnection) protocols have been widely used to mask the fact of information transmission in information and telecommunication networks. This allows to covertly transmit important data based on background traffic, without significantly reducing the data rate in the base (open) channel. With the correct choice of properties (groups of properties) of the protocol (protocols) of the OSI model, the methods of network steganography do not allow the steganoanalyst to detect the fact of hidden data transmission. In network steganography, the process of detecting hidden data transmission is based on the analysis of the protocol characteristics of the used protocols of the OSI model for compliance with standards. When using protocols of channel and network levels of the OSI model, as a technological basis for organizing a hidden data transmission channel, concealment is carried out by placing data, the fact of transmission of which must be hidden, in the visible fields of the headers of the corresponding protocols, i.e. in open form. Due to the fact that the IP encryption technology covers only the payload of network layer protocols, it is advisable to use transport layer protocols of the OSI model. At this level, the TCP protocol is the most common, and it is standardized and used by opposing parties, including the military. The paper analyzes the current state of hidden data transmission in public information telecommunications networks and methods of steganographic data transmission in information and telecommunications networks. The network protocols used in information telecommunication networks were also analyzed, the concept of "network steganography" was revealed, the main task of which is to hide the very fact of message transmission in data transmission channels.

Проблеми забезпечення гласності та відкритості судового процесу із використанням новітніх технологій в умовах сьогодення України

The article is devoted to identifying problems in providing publicity and openness of the court proceedings throguhthe use of new technologies and the preparation of proposals aimed at their elimination in today’s Ukraine.In modern world, the importance of information in the field of justice is significantly increasing, which is facilitatedby a new feature of information – its digital form and the development of IT, which provide instant speed of its dissemination.The use of IT has become an indispensable tool in the judicial systems of many countries. Long-term global experiencein the use of IT in the judiciary, especially in the EU, shows a significant improvement in the provision of judicial servicesto citizens.During the state of war, some national courts did not stop their work, some – carried it out remotely. There is a generaldecrease in appeals to the courts, which is explained, in particular, by the lack of real access to justice for a large part of the population of Ukraine, caused by problems of providing publicity and openness of the court proceedings. Amongthem are restrictions on obtaining court services using the lnew technologies, up to the deprivation of such an opportunityin general under the current difficult conditions.The use of the Unified Judiciary Information Telecommunication System (UJITS) in the state of war can ensure safeaccess to justice for human life and health, on the one hand, and the administration of justice by the national judiciary,on the other.Improving the interaction of judicial institutions with the public requires the improvement of procedural legislation,in particular, on notifying participants in court proceedings of changes in territorial jurisdiction, restoration of territorialjurisdiction (especially in state of war and emergency).

Vision systems as a type of information and telecommunications in matters of environmental monitoring water environment

To obtain high-quality video images characterizing the ecological condition of the underwater marine environment in real time, it is necessary to create modern automated systems for accumulating and processing video information, which are aggregated from autonomous underwater devices equipped with special technical means of control, in particular, television cameras. Technologies for environmental monitoring using these systems make it possible to study the seabed for the presence of unfavorable environmental factors and foreign objects, to identify them, as well as to map the seabed topography in order to provide the coordination center with a full volume of data on the bottom ecological situation. All this requires high-resolution video transmission from autonomous underwater devices. The traditional hydroacoustic underwater systems for accumulating and processing video information are being replaced by open systems for its optical transmission and reception, based on laser technologies. An obstacle for the wider use of hydroacoustic fields is the low speed of video information transmission to surface objects. The article substantiates the expediency of using open optical communication systems to create high-speed underwater information telecommunications, among which the most preferable are laser systems that have sufficient broadband, which is necessary to ensure a high video stream speed.

ЕЛЕКТРОННИ ПРАВИТЕЛСТВА В СТРАНИТЕ ОТ ЧЕРНОМОРСКИЯ РЕГИОН – ФАКТОР ЗА ПРОЗРАЧНОСТ И ОПТИМАЛНА КОМУНИКАЦИЯ

The progressive development of societies and economies is marked increasingly by the growing role of digital knowledge and information technologies. With the creation of a global information space, the digitization of society and the wider use of internet technologies through traditional and electronic media, the development of e-Government is becoming increasingly popular and functional. Nowadays, the organization of public administration on the basis of electronic means of processing, transmitting and disseminating information, providing services to public authorities, businesses and citizens electronically, the information interaction of public authorities and society using information telecommunications technologies, and ensuring free access for citizens to the relevant state information, are the main components of a comprehensive transformation of governance into the e-government format.

Development of a model and technology of access to documents in scientific and educational activities

The paper deals with general issues of organizing access to electronic documents in the framework of scientific and educational activities. Large volumes of already existing information, its continuous growth, the heterogeneous nature of storage and distribution, the lack of a unified way of working with it create many difficulties when using it. Awareness of these difficulties, qualitative changes in the field of information technology and telecommunications have led to the need to solve the problem of finding new approaches to the creation of repositories of information resources, their structure, and the development of tools necessary for users. Currently, such approaches are called “digital” or “electronic” libraries. According to the preliminary concept, an intelligent scientific and educational Internet resource will be an information system accessible via the Internet, providing systematization and integration of scientific knowledge, data, and information resources into a single information space, meaningful and effective access to them, as well as support for their use in solving various scientific and educational tasks. Another problem of the organization of effective information support for scientific and educational activities is that, due to its diversity and multidimensional nature, scientific and educational information resources are dispersed on remote pages of many sites and in distributed electronic libraries and archives. To solve this problem, it is necessary to solve the problem of bringing such resources related to one area of knowledge into a single information space, and also, no less important, to support their logical integrity. Without solving these two related tasks, it is impossible to solve the main task – to provide all participants of scientific and educational activities with meaningful access to integrated information resources and means of their analysis. The support of information systems in the field of scientific and educational activities is relevant, since the need for information always exists. In order to satisfy this need, it is necessary to organize access to various resources.
