Analysis of the current state and forecasts of the development of the residential real estate market of the Republic of Kazakhstan

Purpose of the study – describe the state of the Kazakhstan residential real estate market, identify the features and trends of its development. The authors of the study pay special attention to the analysis of the main indicators characterizing the residential real estate market, as well as the processes taking place in the mortgage lending market. Methodology – the study was conducted using methods of economic and statistical analysis, graphic method, method of description and generalization. The research sources were offi cial statistical materials of the National Bank of Kazakhstan, analytical reviews of consulting companies and fi nancial organizations, the «Krisha.kz» real estate platform and the «Kn.kz» real estate information portal, scientifi c research by Kazakh and foreign authors, as well as materials of scientifi c and practical conferences. Originality / value of the study – the authors carried out a detailed analysis of the state and problems of the residential real estate market of the Republic of Kazakhstan in recent years and gave forecasts for its future development. Findings. According to the results of research and analysis of the current state of the Kazakh residential real estate market in recent years, the authors identifi ed problems and identifi ed current trends in the development of the housing market, as well as forecasts of its future development. The results of the scientifi c article can be useful for real estate agencies, industry experts, as well as the scientifi c community involved in studying the real estate market.

Abstract — We propose to build a real estate portal that allows users to post property for sale as well as search sort property and contact its owner online. It also consists of an innovative feature that allows users to post reviews of the dealing process with a buyer after their deal. This allows the buyers to verify a sellers profile and view his past deal experiences from other user reviews on his profile. Every user on the portal has a profile that can be viewed by to check his past deals status. A user may post bad reviews about another user he has dealt with if any payment issues are encountered during the deal. So users may now verify that particular user before dealing with him. Users may look for property as per area, Bhk, Location as well as other amenities like lift, furnished, semi-furnished etc. The system sorts property and displays results list as desired by user. Users may also post a property for sale along with desired price, location and contact details. Dealers can advertise their new projects to the users with the permission of admin. New users can register with permission of admin. The product also provides also lists available loan strategies at present and directs user to the desired bank’s website. This article studies the importance of establishing a real estate information system in the real estate market. A web application and an Android mobile application allow different types of registered users to access the REMS. The mobile based application is proposed for collecting house and land data with geographical position at the real place. Meanwhile, the web application is created to handle the backend services, and provides all functions of the property management. The evaluation of user satisfaction shows that our proposed system is practically used and satisfied.

Smarter and resilient smart contracts applications for smart cities environment using blockchain technology

Our daily activities revolve around various technologies, the smart city technologies and the services they offer have all influenced modern living conditions. The purpose of a smart city is to enhance people's quality of life and provide possibilities to address social and environmental issues. As a developing technology, blockchain is beneficial for enhancing smart city services including food tracking, supply-demand matching, the security of connected cars, and regulatory compliance. We propose a new framework for describing how blockchain technology is used in smart contracts to improve security, dependability, and many other positive outcomes in a smart city environment. We propose smarter and resilient smart contracts using blockchain technology to manage real estate information. We propose a framework with tamperproof functionality to store the data and retrieve the data. Smart contract mathematical computations like overhead rate, execution time, mean computational cost, standard deviation, throughput, and resource utilization are evaluated and the results are compared. This paper focuses on real-world rental file management scenarios to demonstrate the benefits of blockchain technology and how it is used to address the issues that currently exist in developing smart contracts and services while exchanging real land and other properties in a smart city environment.

Fresh air in the city: the impact of air pollution on the pricing of real estate.

This study investigates the impact of ambient air pollution on housing prices in Warsaw, Poland, by examining spatial dependencies. The high concentration of particulate matter (PM10, PM2.5 and PM1) is expected to reduce real estate values. Using a hedonic model with approximately 15,000 observations and a spatial error model, we did not find evidence of this impact. Standard and premium housing submarkets differ in price determinants, but both are insensitive to environmental issues. This could be explained by the lack of comprehensive intra-urban historical information on air pollution, which limits investors' rationality and their ability to properly value real estate based on environmental issues. Additionally, measurement and aggregation issues, along with low pollution variability within the city, may contribute to the insignificance of this information in real estate sales prices. Our empirical research confirms a strong link between air pollution and weather conditions within the city, where low temperatures and low-speed southern winds worsen contamination levels, while high temperatures and westerly winds improve air quality. Furthermore, we find that incorporating pollution data using PM yearly mean concentration works better in modelling than the PCA-reduced air pollution index.

Currently, the use of information technology is becoming more widespread, especially in the field of real estate management, which plays an important role. Real estate management occupies an important place in the real estate industry, and it is especially important to strengthen the work on real estate management. As an important way to improve the level of real estate manage information technology not only reduces errors in meter readings, calculations, collection, billing, etc. but it also facilitates communication between different departments and improves the quality of real estate management services. Next, we will first understand the role of information technology in real estate management, then consider existing problems and solutions in real estate management, and finally discuss the application and implementation of real estate information management.

Simplification of real-estate contracts with the Land Administration System: a case study of Poland

This article examines the practicalities of Notaries Public using the Land Administration System for e-service transfer of property ownership. Herein, we use the example of the Polish Integrated Real Estate Information System (IREIS) in the activities of a Notary Public. Good governance and its genesis and IREIS developmental stages are initially assessed with emphasis on the functionality of the system and integration of the databases containing the information needed to prepare for notarial duties. The most important legal provisions applied to the conducting of professional duties by notaries are then discussed. These notably include the provisions of Notary Law and the Civil Code. Notarial tasks were then examined with regard to the possibility and admissibility of using the IREIS to accelerate their activities, decrease delays in essential formalities and minimize associated costs. Conclusions are drawn, and these include the forecast of future innovative solutions by e-service communication.

Thoughts on Some Issues of the Imposition of Real Estate Tax in China

Along with the full realization of the unified real estate registration in China, the preparation for the imposition of real estate tax goes one step further. This paper first analyzes the expected functions of real estate tax in China, including raising fiscal revenue, improving wealth distribution and regulating the housing market. Further, the paper indicates that the imposition of real estate tax needs to be based on a national real estate information registration and management platform, which should also enable the identification of households and real-time tracking of property values built upon the unified real estate registration. Finally, this paper discusses three specific issues on revenue attribution, pilot scope, and detailed deduction method for tax exemption for the imposition of real estate tax in China providing concrete suggestions on how to impose real estate tax in China.

Exploring the Potential of Metaverse Platforms in Real Estate Transactions

COVID-19 has posed significant challenges to face-to-face sales of apartments and requires innovative solutions. In order to solve this problem, this paper proposes a model of a metaverse apartment sales promotion system. The proposed system utilizes the Zep metaverse platform to provide customers with virtual model houses and comprehensive real estate information. It provides various views, including satellite maps and 360° video, allowing customers to remotely explore the location of their apartments. Customers can explore the interior of the apartment via avatar, access 2D drawings and immersive 360° 3D videos. In addition, detailed sales conditions can be conveniently checked through a YouTube link, and customer convenience has been enhanced through online consultation with a sales agent. The proposed system aims to enhance the apartment buying and selling process by providing an immersive and convenient metaverse experience.

In a data-driven economy, companies (esp. platform companies) with large amounts of data can use it to gain competitive advantages, such as product and service innovation and improvements. However, when big data is concentrated in the hands of a few companies, new entrants may find it difficult to enter the market or, if they do, to compete. It is legal for companies to collect significant amounts of data and to manage and control it. However, the issue of misuse of data to increase entry costs and extend market power is being debated in various countries around the world on the need for regulation at the competition law. This study will introduce the Canadian Competition Bureau's Intellectual Property Enforcement Guidelines (the “IP Guidelines”) and the case of the Toronto Real Estate Board's (the “TREB”) restrictions on the use of a real estate database in the Toronto area, which addressed whether the restrictions constituted an abuse of market power under Canadian competition law(the “Case”).
 The case has been a long-running legal battle that began in 2011 with an investigation by the Canadian Competition Bureau and concluded in 2018 with a decision by the Supreme Court of Canada. As such, it is considered to be a precedent-setting case in the context of determining abuses of market power in relation to database restrictions. Recently, the Korea Fair Trade Commission also imposed a corrective order and a fine on NAVER for the act of preventing a third party (a competitor such as Kakao) from providing real estate listing information provided by NAVER through a contract with a real estate information provider. The case contains many similar legal issues to the NAVER case and is worthy of comparison and analysis. This study draws implications for Korean competition law enforcement through foreign regulations and case studies on platform operators' data access restriction.

Optimistic Scenario of 0.50 m Mean Sea Level Rise and Possible Environmental Impacts, Resulting from Tidal Variations, in the City of Niterói, Rio de Janeiro—Brazil

As several researches indicate, since the 1950s one observed unprecedented warming of the atmosphere and oceans, resulting from greenhouse gas emissions and changes in land use and occupation, leading to sea level rise and impacts on coastal areas. In the municipality of Niterói—Rio de Janeiro, Brazil, where a large urban concentration in coastal areas is observed, a Climate Change Adaptation System was developed, through which mitigation and adaptation strategies are combined, in order to: reduce vulnerabilities; avoid losses and damages; build instruments to allow adaptation of natural, human, productive and infrastructure systems. In this context, this paper aims to measure possible impacts, in the biophysical and socioeconomic spheres, resulting from an eventual 0.50 m rise in mean sea level, which represents an optimistic scenario according to the National Oceanic and Atmospheric Administration. In contrast to similar studies, this work also considered daily and occasional water level variations, represented by the highest astronomical tide and the highest storm surge observed in the studied region. The following data were applied: digital elevation model, 2010 population census data, and real estate information. With the altimetry data, by means of GIS, the census sectors inserted in the affected areas were selected, to obtain data regarding population, number of households, and income. Specialized websites were applied to collect average property values. The simulations revealed that approximately 2950 households and more than 9000 residents could be directly affected, with losses that could exceed R$ 3.60 billion. The Oceanic Region is configured as the most exposed region, susceptible to losses of several ecosystems, economic losses in residential areas and possible destruction of urban infrastructure.

A Data Valuation Model to Estimate the Investment Value of Platform Companies: Based on Discounted Cash Flow

As both investment attraction and mergers and acquisitions targeting information technology and platform companies are becoming more important in the digital-centric economic environment, interest in valuing corporate data assets is increasing. Accordingly, among the income approaches used in business valuation, this study presents a data valuation model based on discounted cash flow. This model is expected to be useful for corporate investment decision-making. The assumptions used in this study for the estimation of data income include intangible asset value, exclude net asset value, and data attribution is centered on technology, human resources, and market factors. In particular, data attribution accounts comprise ordinary data research and development, data labor costs, and data advertising expenses. Data costs were divided into those incurred during collection, storage, curation, analysis, and utilization. Financial statements and related data from a real estate information platform operator over three years were collected and used to simulate the data valuation model. The simulation reveals that the operator possesses KRW 472.6 billion in data assets. Ultimately, the data valuation model developed in this study can contribute to strengthening platform operators’ investment attraction, guaranteeing financial sustainability, and transparency and data assetization.

Is it possible to create a unified urban greenery management system (UGMS) on a national scale? The concept for EU Member State of Poland

MotivesCurrently developed urban greenery management systems (UGMS) are limited in scope and profiled towards solving particular issues. Moreover, due to the lack of common standards and solutions, UGMS implementation requires considerable financial effort, which is only feasible for wealthy urban centres. There is a need for universal, cost-effective technological solutions which could constitute a common urban green infrastructure at all country administrative levels. AimThis research aims to present a technological architecture of a universal UGMS capable of data integration and analysis at both local and central administrative levels, and present its prospective data management functionality through a proof-of-concept implementation by the example of Olsztyn city, located in the EU Member State of Poland. MethodsEmpirical study has been conducted by means of qualitative assessment through state-of-the-art analysis of green information systems, national spatial data infrastructure (NSDI) including land administration system (called Integrated Real Estate Information System) and Geoportal, development and testing of a proof-of-concept solution through management, analysis and visualizations of green areas, objects and related phenomena; quantitative assessment has been performed through in-situ inventory of urban greenery in the City of Olsztyn, Poland. ResultsThe presented study resulted in a concept UGMS architecture based on existing NSDI. The projected functionality of the designed UGMS has been implemented and tested on a real-world urban greenery database. The research thesis, that open databases integrated with national SDI data are sufficient to create a uniform and complete nationwide UGMS was confirmed.

For this each user is provided a login account with login ID and password. It describes the design and implementation of a real estate management system that aims to improve the efficiency and effectiveness of managing real estate properties. The system is designed to automate various tasks such as property listings, tenant screening, lease management, maintenance tracking, and financial reporting. Research on the intelligent supervision and operation platform of railway real estate

Railway real estate is the fundamental element of railway transportation production and operation. Effective management and rational utilization of railway real estate is essential for railway asset operation. Based on the investigation of the requirements of railway real estate management and operation, combined with Beidou positioning, GIS (Geographic Information System), multi-source data fusion and other cutting-edge technologies, this paper puts forward the multi-dimensional dynamic statistical method of real estate information, the identification method of railway land occupation and the comprehensive evaluation method of real estate development and utilization potential, and build the railway real estate supervision and operation platform, design the function of the platform, so as to provide intelligent solutions for the railway real estate operation.

Selected sources of property information fundamental to property investment

Purpose: The aim of the publication was to present selected sources of information on real estate. Selected planning documents were presented, which are not only necessary when planning new developments in communes, but also help to estimate the value of real estate. Design/methodology/approach: An analysis of the legislation governing the meaning and use of planning documents was carried out. A literature analysis on the subject was also carried out. Findings: The range of data used for the real estate market should include the use of multiple sources of information, both mandatory and optional. Deficiencies in the use of real estate information, or the acquisition of poor quality information, may lead to inappropriate investment decisions by real estate market participants. Therefore, basic sources of information on real estate should be taken into account when making any decisions concerning the broadly understood management of real estate; in the case of investments, planning studies such as the local spatial development plan or the study of the conditions and directions of spatial development of a municipality should be taken into account in particular. Research limitations/implications: Planning documents are extremely important when planning new developments. These documents are not only an excellent source of information on existing land or built-up land, but also help to plan the development of vacant land on the urban fringe, among other things. Practical implications: The analysis of the planning documentation presented helps to understand the relevance of local spatial plans and development studies of municipalities for planned construction projects or land use change. Originality/value: To date, there has been very little analysis of planning documents as an important source of information in property management. Discovery of village resources in urban regeneration project based on big data analytics

In this study, we examined resources at the local level, conducted status research, and explored alternatives based on big data analytics to regenerate a village in a small area in an information communications technology-based urban regeneration project. In particular, we used big data analytics to analyze the current conditions of the local area and provided a case demonstrating how connecting with a local university for expertise could solve current local problems. The main results can be summarized in three dimensions. First, there is job creation in villages using woodworking. At the center of it, it is possible to link with youth entrepreneurship by using the clubs of the local university (Seangnori Research Institute). Quantitatively, it is possible to design offices and offline stores for the sale of developed products, and qualitatively, it can lead to company growth by increasing the business volume of pre-land transportation-type social enterprises and expansion of regional governance through regional exchanges. Second, in terms of providing new information and education, it is possible to provide the Chungnam Appropriate Technology Federation, a non-profit organization in the region, for smooth education and practice. In particular, it is possible to promote the growth of the council through continuous product development. It is possible to strengthen the cooperative system. Third, the effect of the influx of population within the region can be obtained. As publicity and awareness of the visionary workshop project have been expanded, the youth independent talent nurturing process is systematized, and from this, students graduating from local universities can lead to youth jobs in the local area without looking for jobs in other areas, forming a virtuous cycle system. To this end, we divided real estate big data into the categories of system, technology and data, law and policy, structured data of real estate information and unstructured data of social media, web log data, smart device, and real estate policy, development, appraisal, and local analysis to apply to the case area and suggest implications.

The legislation regulating the turnover of real estate and the state registration of both the real estate itself and its turnover is undergoing constant changes. The introduction of technological techniques and tools in real estate transactions and mortgage banking continues, which also requires legal qualification and systematization. Under these conditions, the verification of the validity and legality of real estate transactions and the authority to commit them, carried out in full with their notarization, continues to be important for all participants in these relations. Results. As a result of the discussion of the amendments introduced by the legislator, the norms on restricting access to real estate information, on the possibility of submitting some applications without an enhanced electronic digital signature, on expanding the functions of the cadastral engineer's personal account, on further total transition to the electronic form of document management and other changes. Conclusion. This article is of interest to the scientific community and practicing lawyers, since it forms and systematizes the theoretical basis for further research on the problems of legal regulation of real estate transactions, and also identifies the main risks that turnover participants may face in the conditions of amended legislation.
