Operational Technology resilience in the 2023 draft delegated act on cybersecurity for the power sector—An EU policy process analysis

The EU’s 2020 Cybersecurity Strategy promotes cybersecurity as essential for building a resilient, green, and digital Europe. Cleaner energy sources such as wind and solar are more volatile and thus need digital integration with Industrial Control Systems (ICS) for grid balancing. However, the digitization and the properties of cyberspace provide the ability to coordinate disruptive cyberattacks against power grid infrastructures. Digital weapons may be launched against ICS to start multiple cascading outages with a keystroke, causing large-scale blackouts we have never seen before. To reduce risk, the EU’s Strategy describes three objectives for ICS: Secure-by-design, resilient, and timely patched. In the strategy, the European Commission suggests a ”network code,” i.e. a delegated act for the electric power sector, setting rules for cybersecurity in cross-border electricity flows. The draft delegated act of November 2023 presents security requirements for Information and Communication Technology (ICT) and Network and Information Systems (NIS). Although ICS systems are used directly to manage electricity flows, ICS is only mentioned in one of the delegated act’s recitals as a subcategory of ICT products. Suppose Information Technology (IT) rather than Operational Technology (OT) is the focus of the delegated act. In that case, policymakers may not fulfill the EU cybersecurity strategy’s ICS objectives, thus failing to improve the resilience of power grid infrastructures and cross-border electricity flows. This study is a policy process analysis, and its contribution is threefold. First, a literature review is conducted to understand the extent to which the delegated act covers OT. Second, a framework condition analysis is applied to understand why the delegated act lacks OT-specific security requirements. Third, the analysis is extended to understand whether OT is sufficiently covered to achieve the EU strategy’s ICS objectives. In conclusion, our analysis shows a strong intention to include OT-specific security in the preparatory work of the delegated act, but that a stronger position of the IT communities forced OT onto the sideline. Further, the study shows weak fulfillment of general secure-by-design principles and security patch management. These results indicate that OT coverage in the delegated act is not in line with the expectations of the EU’s cybersecurity strategy and the delegated act’s early preparatory work. Therefore, we have suggested three measures to increase OT resilience focus in the act: (a) Define the expressions NIS, ICT services, ICT processes, and ICT in general as umbrella terms that include OT, (b) The foreseen minimum and advanced cybersecurity controls should require OT-specific measures, including holistic secure-by-design principles and patch management covering all patching phases, (c) Develop an OT implementation guide for the delegated act. Our work can be used by policymakers to optimize cybersecurity policy processes and by researchers studying socio-technical gaps in the cybersecurity domain.

Optimizing Information and Communication Technology for Students with Special Needs at India’s Higher Education Institutions

Every person is entitled to a fair and just education and to be recognized as a vital member of the educational community, irrespective of their gender, race, colour, ethnic or social background, genetic characteristics, language, religion or belief, political or other viewpoints, involvement in a national minority, wealth, birth, or disability. Teachers should possess knowledge of Information and Communication Technology (ICT) and its potential in Higher Education to effectively address learning obstacles, enhance student retention rates and academic performance, and foster student autonomy and motivation to study. This study emphasized the concept of ICT, different ICT products, ICT applications, and the benefits of ICT for students with special needs.

SUSTAINABLE DIGITAL TRANSFORMATION: THE NEXUS BETWEEN ICT AND GLOBAL GREEN ECONOMIC GROWTH

As a new engine to promote global economic and social development, information and communication technology (ICT) plays a key role in the field of modern economy. The aim of this paper is to investigate the nexus between ICT and green total factor productivity (GTFP) on a global scale. An extended data envelopment analysis model (DEA), named WINDOWS-US-SBM, was constructed for calculating the GTFP of 65 countries from 2007 to 2019. This paper empirically analyzes the spatial effect and the transmission mechanism of ICT development on GTFP in countries from different income groups. The results show a prominent imbalance between ICT development and GTFP in various countries. ICT can effectively improve GTFP and play a crucial role in lower middle-income countries. The development of ICT can improve GTFP through technological progress, energy intensity, and trade openness. This paper is helpful to provide policy guidance for the development of ICT and give a new perspective of global green development.

Impact of Information and Communication Technologies on Energy Consumption and Economic Growth: An Empirical Assessment for China

Regarding the association between information and communication technology (ICT) and economic growth and energy consumption, particularly in developing economies, there is a great deal of controversy and a lack of empirical study. This study applies Quantile Autoregressive Distributed Lag Model (QARDL) approach to empirically probe into the effect of ICT on energy consumption and economic growth in China. Two corresponding models for energy consumption and economic growth are formulated and the data of all of the variables spanning over 1995-2021 period is taken from different secondary sources. The findings of the study reveal significant and positive impact of ICT on economic growth at all quantiles in the short and long run. Similarly ICT has significant and positive impact on energy consumption also at all quantiles. The Quantile Granger Causality test provides evidence for bidirectional causality between ICT and economic growth and ICT and energy consumption. Wald test proved the presence of and symmetric and linear association between ICT and economic growth and ICT and energy consumption at quantiles in the long and short run both. In the light of these findings, the study recommends the Chinese government and investors to have more investment in energy efficient ICT products that consume less energy and help increase in economic growth in China.

Tensions between closure of the digital divide and acts of care in residential settings for persons with disabilities. A study of adopting customised information and communication technology

Purpose In contemporary society, being unable to take advantage of information and communication technology (ICT) can create barriers to maintaining social relations and, thus, can increase the risk of social exclusion and loneliness. Prior studies have revealed that, among persons with disabilities, customised ICT can contribute to the maintenance and improvement of personal social networks. Nevertheless, there is still a need for knowledge regarding the adaption of ICT of those involved when customized ICT are set up in the residents for persons with disabilities. Methods Through conducting interviews with four residents, as well as their relatives and members of staff this article explores how KOMP, a customised ICT product designed to enhance digital contact among people who are unable to use ICT independently, was applied in four different municipal residences in Norway. Collective qualitative analysis was utilised to perform this investigation. Results The analysis show that KOMP can help strengthen relationships, interferes with interactional practices, and underscores the institutionalised lives in the residences. These findings emphasise that applying customised ICT/KOMP in such settings highlights the underlying tensions regarding residents’ rights to self-determination and privacy. Conclusions This study provides insights into how formal and informal regulations developed by relatives and staff, with the purpose of both protecting residents and protecting oneself from digital exposure, impacts the residents’ ability to take advantage of customised ICT and overcome the digital disability divide.

The innovation challenge in Spain: A Delphi study

Public funding for information and communication technology (ICT) innovation in Spain appears to be slow, bureaucratic, highly restrictive, and not agile. Therefore, the innovation process is negatively affected. These restrictions could be attributed to inadequate trust from public funders toward executors and ontological problems regarding the definitions of ICT innovation (i.e., the I+D+i formula), affecting all Quadruple Helix stakeholders. In this study, a Delphi study was proposed to reach a consensus among 81 experts (i.e., innovation managers, public funders, and consultants) to validate this hypothesis. The study included 41 statements and 59 questions organized into the following five objectives: (1) concept of innovation, (2) public funding and its restrictions, (3) theoretical model of innovation, (4) public funders’ trust and executors’ freedom, (5) assessment of capabilities and maturity for innovation. The experts discussed, evaluated, and reached a consensus, after two rounds, on 52 of the 59 questions. The results revealed wide dispersion of the proposed ICT innovation questions. They demonstrated that the innovation management ecosystem in Spain’s ICT context is immature and the I+D+i formula did not represent the innovation process. The study reached a consensus on requirements for an Agile Innovation Funding Framework (AIFF) oriented toward obtaining an improved competitive advantage for ICT products or services based on trust, transparency, inspection, and adaptation principles. The results revealed that a joint framework involving public funders and executors based on organizational capability and maturity positively affects the innovation process. The capabilities of the executors should be standardized and measured, and public funders must move from supervisors to mentors to acquire new capabilities. Furthermore, innovation regulation and the various types of calls for proposals should be analyzed globally to change their fiscal and controlling nature restricting innovation.

Asymmetric impacts of ICT and energy intensity on agricultural productivity: Evidence from Asia‐Pacific region

AbstractIn the contemporary times of rising food insecurity and malnutrition, the agricultural sector needs more attention. This study aims to investigate the asymmetric impacts of information and communication technologies (ICTs), energy intensity, urbanization, and inequality on agricultural productivity for 20 Asia‐Pacific countries from 1990 to 2020. To investigate asymmetric impacts, the study employs the panel nonlinear autoregressive distributed lag (NARDL) model. The estimated results revealed that positive and negative shocks in ICT, energy intensity, and urbanization have asymmetric impacts on agricultural productivity in the long run, whereas symmetry is observed in short‐run impacts. It is found that a 1% increase (decrease) in ICT and urbanization increases (decreases) agricultural productivity by 0.292% (0.662%) and 2.717% (2.759%), respectively, whereas a 1% increase (decrease) in energy intensity decreases (increases) agricultural productivity by 0.252% (0.216%) in the long run. Furthermore, the results of the Dumitrescu‐Hurlin panel causality test point out the existence of bi‐directional causality between agricultural productivity and the independent variables (ICT, energy intensity, urbanization, and inequality). Based on the findings, the study suggests that the Asia‐Pacific countries should increase the application of ICT and use energy more efficiently in agriculture to boost agricultural productivity.

Exploring the relationship between information and communication technology (ICT) and productivity: Evidence from Australian farms

AbstractThe relationship between information and communication technology (ICT) and farm productivity remains unresolved and often debated with limited evidence. While ICT is generally accepted by many to be a positive driver of productivity, others question it. Realistically, truth is likely somewhere in between. Certain ICT investments are likely to facilitate productivity improvement, whereas others may offer some other benefits such as improved safety or reduced emissions. It is also undeniable that some ICT investments may fail or offer little more than a temporary novelty. Using a sample of Australian farm‐level data, analysis in this paper finds a positive relationship between ICT investment and productivity. Specifically, the use of precision agriculture and machinery infused with ICT (such as GPS autosteering tractors) is found to be statistically significant. Moreover, digital internet access or access to the National Broadband Network (NBN) is found to be beneficial—and conversely, farms that reported mobile and internet connectivity problems tended to achieve lower productivity.

Analysis on technical structure and competitiveness of ICT manufacturing industries

In order to analyze the technical structure and international comparative advantage of the information and communication technology (ICT) manufacturing industry, a complete set of ICT manufacturing product categories has been constructed by matching National Economical Industry Classification (GB/T4754-2017) with Harmonized System (HS) Codes, based on the relevant definitions in International Standard Industrial Classification (ISIC). The proposed definition overcomes inherent defects such as inaccurate scopes, lagging data and rough categories, which are characterized by commonly utilized product-level based classification approaches. Within the given framework, this paper has designed the technology content related indicators from the perspective of production distribution, and divided ICT product categories into high-end, medium-end and low-end manufacturing classifications according to respective global shares. Then, we have calculated international market shares (IMS), revealed comparative advantages (RCA), and market penetration rates (MPR) of ICT manufacturing exports for major economies from 2010 to 2021. Finally, development characterizations of ICT manufacturing industries for China's Mainland are analyzed, and several practical suggestions are provided.

Assessing the Readiness of Government and Semi-Government Institutions in Qatar for Inclusive and Sustainable ICT Accessibility: Introducing the MARSAD Tool

Information and Communication Technology (ICT) has revolutionized the lives of persons with disabilities globally through opportunities for improved social inclusion. Technology enables persons with disabilities to access information, media, education, employment, and ICT-related assistive technologies. Decision makers must clearly understand the current state of available ICT products and services, their compliance with international accessibility standards, and their usage within the country to propose effective inclusive policies and legislations. This paper presents an e-readiness assessment tool (called MARSAD) created and implemented from 2019 to 2021 to identify factors that influence the adoption of ICT accessibility for people with disabilities in Qatar. It aims to measure the national ICT accessibility adoption rate and develop key recommendations to improve digital access for persons with disabilities to access digital platforms of various Qatari government and semi-government institutions. The tool was administered to 14 institutions in the domains of education and culture. It was found that participating institutions had considerable gaps in their ICT infrastructure to offer an inclusive digital environment, which is in line with the principles of sustainability and SDG 11, to make cities and human settlements inclusive, safe, resilient, and sustainable. The participating institutions demonstrated a genuine willingness to invest in implementing the required changes based on the results acquired by conducting MARSAD. As a suggestion, the tool can be used as a foundation to conduct e-readiness assessment studies to offer accessible ICT products and services catering to the needs of persons with disabilities, women, children, and older persons.

Indirect Effect of Information and Communication Technology on Business Performance in Small and Medium Manufacturing Industries in Tanzania

This study investigated the indirect effects of information and communication technology (ICT) on business performance in Tanzania's small and medium manufacturing industries (SMMIs). This study was motivated by the poor research results that show the indirect application of ICT on product innovation and business performance in SMMIs in the country. Thus, the study was carried out to understand the extent to which the application of ICT enhances product innovation in SMMIs. The study was conducted in four regions namely; Dar es Salaam, Mwanza, Arusha, and Morogoro with a sample size of 474 SMMIs. The data were analyzed using IBM Amos version 26 and structural equation modeling (SEM). The analyzed data showed that the relationship between ICT use and product innovation techniques in Tanzanian SMMIs was highly significant. In the same sample size, the intensity and direction of the association between product innovation and business performance were the same. During the discussion of the findings, it became clear that ICT use and product innovation had increased among Tanzanian SMMIs. The results showed that the indirect effect of ICT use on business performance, when mediated by product innovation, was moderately significant for SMMIs in Tanzania once they were linked. These outcomes are comparable to those of companies in Mexico, Spain, and Italy. According to the findings, SMMIs in Tanzania should increase the application of ICT with a product innovation mindset to improve business performance. This strategy would help SMMIs in Tanzania to achieve their organizational objectives.

Forecasting Waste Mobile Phone (WMP) Quantity and Evaluating the Potential Contribution to the Circular Economy: A Case Study of Turkey

Information and communication technology (ICT)-based products have a significant effect on increasing levels of waste electrical and electronic equipment (WEEE) or electronic waste (e-waste) due to their shorter lifespan as a result of rapid technological changes. Mobile phones are the most popular ICT products, and their market share is increasing gradually. Therefore, effective management of waste mobile phones (WMP) is sought as their recovery brings enormous economic and regulatory benefits. Forecasting the quantities of WMP and their recoverable material content generates valuable data for the related stakeholders in the circular economy (CE) in the design and management of their supply chain networks. This paper presents an approach to determining the WMP quantity for Turkey considering the system from sales to end-of-life (EOL) stages and the years between 2001 and 2035. The proposed model includes two main parts: estimation and forecasting. Firstly, the generated WMP quantity is estimated based on dynamic lifespan and sales using the Distribution Delay (DD) Method considering the years from 2001 to 2020. To select the most suitable model for future projection, seven different time series methods (e.g., Simple Exponential Smoothing, Holt’s, Logistics, Gompertz, Logarithmic, Bass, and ARIMA models) are considered to estimate the generated WMP. For the given data, the Holt’s Method is determined to be the best method to forecast the WMP quantities for the years from 2021 to 2035. In addition, waste materials amount and revenue potentials are estimated for the years from 2001 to 2035. The WMP for Turkey is expected to be approximately 11.5 million units and has a 52 million US$ revenue potential in 2035. The present study contributes to the literature, as it is the first holistic forecasting study on the quantification of WMPs in Turkey. Moreover, since WMPs include remarkable recovery potential in terms of CE, the data and findings of this study may help policymakers, governments, producers, consumers, and all stakeholders to establish effective e-waste management approaches.

Capacity Building and Advocacy to Promote the Digital Accessibility Rights of Persons with Disabilities

Despite the progress that has taken place in the sector of technology, efforts of ensuring the inclusion of persons with disabilities remain limited. This is due to the limited opportunities of capacity building, weak awareness among engineers and industrialists, and the hindering of persons with disabilities’ voices in Information and Communication Technology (ICT) policy development and decision-making. Inspired by the disposition of the Convention on the Rights of Persons with disabilities regarding accessibility, the Global Initiative for Information and Communication Technologies have been playing a pivotal role in promoting the persons with disabilities’ right to inclusive ICTs. Benefiting from the results of its Digital Accessibility Right Evaluation Index, G3ICT has realized the increasing commitment of CRPD States Parties to issues of ICT Accessibility. Nevertheless, The DARE index data show the remaining challenges encountered by governments’ procurement capacity for offering actual support to inclusive ICT programs, products, and services. ICT accessibility continues to be absent from higher education and vocational training programs. Furthermore, advocacy efforts of persons with disabilities and their organizations remain limited within the realm of digital accessibility. This paper discusses G3ICT’s Digital Accessibility Right Education (DARE) Academy, and its role in tackling issues of digital divide through offering a platform of educational development and advocacy capacity enhancement for persons with disabilities around issues of ICT accessibility.

ASSIST: a reablement program for older adults in Sweden – a feasibility study

BackgroundWestern countries emphasise the provision of assistive home care by implementing reablement services. Reablement services are offered to a limited degree in Sweden, and systematic research regarding outcomes and how reablement can be tailored to maximize benefits for older adults has been lacking. This study aimed to evaluate the feasibility of a novel reablement program (ASSIST 1.0) regarding study design and outcome measures, as well as fidelity, adherence, and acceptability of the program in a Swedish context.MethodA non-randomised, quasi-experimental, mixed-method, pre/post-test design was applied with an intervention group receiving ASSIST 1.0 (n = 7) and a control group receiving regular home care (n = 10). ASSIST 1.0 was developed to empower older adults to increase their perceived performance and satisfaction of performing activities in everyday life as well as increase their perceived health, self-efficacy, and well-being. ASSIST 1.0 was founded on the concept of reablement and included three components: i) goal setting with The Canadian Occupational Performance Measure (COPM), ii) provided support to home care staff to enhance their provision of reablement, and iii) explored the incorporation and use of an information- and communication technology (ICT) to facilitate information transfer.ResultsUsing COPM for goal setting with older adults and providing support to the staff via workshops were valuable components in the delivery of ASSIST 1.0. The ICT product encountered several challenges and could not be evaluated. COPM and EQ-5D were deemed the most important instruments. Organisational and political barriers affected the feasibility. Although, the fidelity and adherence were complied the staff perceived the program to be acceptable.ConclusionThe ASSIST 1.0 program was feasible in regard of study design, delivering the intervention, and evaluating instruments that detected a change. A logical progression would be to conduct a full-scale trial. In addition, a usability study to evaluate the technological component is also recommended. With minor improvements, the ASSIST 1.0 program has the potential to contribute to the development of a home care organisation that could enhance older adults possibility to age in place at home.Trial registration numberNCT03505619

Development of cloud selection supporting model for green information and communication technology services

Purpose The purpose of the study is to develop a cloud supporting model for green computing. In today's contemporary world, information technology (IT) plays a significant role. Because of the rapid growth of the IT business and the high level of greenhouse gas emissions, salient data centers are increasingly considering green IT techniques to reduce their environmental impacts. Both developing and underdeveloped countries are widely adopting green infrastructure and services over the cloud because of its cost-effectiveness, scalability and guaranteed high uptime. Several studies have investigated the fact that cloud computing provides beyond green information and communication technology (ICT) services and solutions. Therefore, anything offered over clouds also needs to be green to reduce the adverse influence on the environment. Design/methodology/approach This paper examines the rationale for the use of green ICT in higher education and finds crucial success variables for the implementation of green ICT on the basis of an analysis of chosen educational organizations and interviews with key academic experts from the Universities of Ethiopia, in general, and BuleHora University, in particular. Findings Finally, this paper described the design and development of a green cloud selection supporting model for green ICTs in higher educational institutions that helps cloud service customers choose the most green cloud-based ICT products as well as services. Originality/value This study may be a significant source of new information for green ICT design and implementation in higher education institutions to preserve the environment and its impact on human life.

The role of information communication technologies on carbon emissions in OECD countries: new evidence from method of moments quantile approach.

This paper aims to investigate the effects of information and communication technologies (ICT) on carbon emissions (CO2) in the OECD area. For this purpose, a comprehensive panel data set is utilized covering the 1994-2018 period for 38 countries and a novel method of moments panel quantile regression model which allows to account for fixed effects and endogenous explanatory variables. Results suggest that the ICT, represented by the percentage of individuals using the Internet in the total population, contributes positively to CO2 emissions up to 0.40th quantile and has no effect after this level. The results imply that countries with relatively low per capita emissions are susceptible to the rebound effects, in which better energy efficiency results in increased demand for energy and ICT-related items, hence increasing carbon emissions. At this juncture, one policy idea would be to include a carbon tax into the per-unit purchase price of smartphones, tablets, smart gadgets, and any other relevant ICT items. Additionally, this legislation can assist decrease conspicuous consumption, which can be viewed as a trigger for the demand for ICT products. Additionally, these countries should encourage enterprises to invest in and employ energy-efficient technologies through tax incentives or subsidies.

The Decomposition of Information and Communication Technology Products Trading: A Case Study of China

Technology is recognised as one of the most important factors in world economic development, particularly contributing to the trade growth of information and communications technology (ICT) products. The decomposition of export growth has been a popular way to analyse how trade has been influenced since 2000. However, there is little investigation regarding the structure of ICT product trading of China, which is the de facto largest trader of ICT goods export and import. This paper contributes to the existing methods with a non-parametric model. The coefficient estimates which functions of their factors represent a dynamic analysis of the factors’ influence on decomposed trade growth. The empirical study shows that China’s strategy tends to be conservative, as the growth of trade to developed countries mostly came from the volume increase of existing trade lines instead of the increase of trade varieties. Suggestions include that the trade growth could benefit from resource reallocation in ICT industries and the procedure simplification of exporting ICT products. This paper also provides empirical evidence that the Belt and Road Initiative (BRI) increased the trading volume and frequency by completing the transportation chain and decreasing the variable trade costs. Furthermore, suggestions are provided on improving the impact on the globalisation of ICT.

Data Protection and Cybersecurity Certification Activities and Schemes in the Energy Sector

Cybersecurity concerns have been at the forefront of regulatory reform in the European Union (EU) recently. One of the outcomes of these reforms is the introduction of certification schemes for information and communication technology (ICT) products, services and processes, as well as for data processing operations concerning personal data. These schemes aim to provide an avenue for consumers to assess the compliance posture of organisations concerning the privacy and security of ICT products, services and processes. They also present manufacturers, providers and data controllers with the opportunity to demonstrate compliance with regulatory requirements through a verifiable third-party assessment. As these certification schemes are being developed, various sectors, including the electrical power and energy sector, will need to access the impact on their operations and plan towards successful implementation. Relying on a doctrinal method, this paper identifies relevant EU legal instruments on data protection and cybersecurity certification and their interpretation in order to examine their potential impact when applying certification schemes within the Electrical Power and Energy System (EPES) domain. The result suggests that the EPES domain employs different technologies and services from diverse areas, which can result in the application of several certification schemes within its environment, including horizontal, technological and sector-specific schemes. This has the potential for creating a complex constellation of implementation models and would require careful design to avoid proliferation and disincentivising of stakeholders.

Functionality‐based life cycle assessment framework: An information and communication technologies (ICT) product case study

AbstractLife cycle assessment (LCA) has been widely applied to assessing the environmental impacts of information and communication technologies (ICT) products throughout their lifetime. Building upon LCA methodology, this study proposes a user‐oriented, functionality‐based LCA (FLCA) framework that evaluates the environmental impact of multifunctional ICT products such as smartphones. Incorporating the quality function deployment and LCA literature, we develop an approach that highlights the linkages among user behavior, product functionalities, and product environmental footprints. We use matrix algebra to outline a computational method and a streamlined process to operationalize such analysis. FLCA analyzes the impact of materials in the context of how they are used. To illustrate the concept with a simple example, our first case study calculates the manufacturing GHG emissions of a well‐known multifunctional product, a Swiss Army knife. In the second case study, we estimate the functionality‐based GHG emissions of a hypothetical smartphone. We consider various scopes of impact, including at the levels of device, infrastructure, and supply chains. Extending from LCA methods, FLCA moves away from a general understanding of functionality to a more granular perspective to accommodate the complexity in modern ICT products. Our study advances a user‐oriented perspective to understand product sustainability impacts. Additionally, it offers a method to provide empirical evidence of the “hidden” impacts of industrial products during consumption, enabling more precise linkage of the production‐consumption relationship through LCA toward better design to uncover and address users' needs.

The Determinants of Vietnam’s Information and Communication Technologies Exports to the European Union

Vietnam is one of the top information and communication technologies (ICT) exporters globally, and the ICT products constitute nearly one-fifth of Vietnam’s total exports to the European Union (EU). This study empirically investigates the determinants of Vietnam’s ICT exports to the EU by applying the gravity model for trade with panel data from 2000 to 2019. Besides the traditional variables of the gravity model, we added gross capital formation, patent application and exchange rates as explanatory variables. The results show that among factors affecting Vietnam’s ICT export to the EU, market size, patent applications, and exchange rate are the most significant determinants. The article also suggests some policy implications for the development of ICT exports between the two parties. JEL Codes: F14, C2
