2.M. Scientific session: Economics of Mental Health in the interplay between health systems and public health

Abstract Mental health systems and services are essential components of the public health infrastructure, serving as frontline for prevention and intervention for health overall. Despite this, access to mental health services remains largely inadequate, with the OECD calculating that only about one in three people with mental health problems has access to quality treatment across 19 EU Member States. The economics of mental health play an important role in determining the allocation of resources, the accessibility of services and the overall effectiveness of interventions. Effective planning requires an understanding of population needs, service gaps and utilization patterns, in order to ensure equity and health improvement. In fact, the conceptualisation of the economic dimensions of mental health enables policymakers, practitioners, and stakeholders to make informed decisions that optimize resource utilization and maximize societal benefits. The proposed workshop will build on previous activities of the EUPHA Section on Public Health Economics at EPH, including the recent establishment of a working group on the economics of mental health. The aim of the meeting is to promote the adoption of best practices and methodologies in the conduct of economic studies on mental health. As such, the workshop will provide an opportunity to discuss the unique challenges of economic evaluation in this field and to present relevant ongoing activities by members of the Section and other invited experts. Key messages • Mental health, its distribution and at-risk populations influence resource allocation and policy decisions within mental health systems. • Tackling inequalities in mental health is essential for promoting health equity and social justice, requiring evidence-based interventions and policy initiatives to empower marginalized communities.

Prokaryotic morphological features and maintenance activities governed by seasonal productivity conditions.

Prokaryotic maintenance respiration and associated metabolic activities constitute a considerable proportion of the total respiration of carbon to CO2 in the ocean's mixed layer. However, seasonal influences on prokaryotic maintenance activities in terms of morphological and metabolic adaptations at low (winter) and high productivity (summer) are still unclear. To address this, we examined the natural prokaryotic communities at the mesocosm scale to analyse the differences in their morphological features and gene expression at low and high maintenance respiration, experimentally manipulated with the specific growth rate. Here, we showed that morphological features including membrane blebbing, membrane vesicles and cell‒cell connections occurred under high productivity. Metabolic adaptations associated with maintenance activities were observed under low productivity. Several Kyoto Encyclopedia of Genes and Genomes categories related to signal transduction, energy metabolism, and translational machinery supported maintenance activities under simulated winter conditions. Differential abundances of genes related to transporters, osmoregulation, nitrogen metabolism, ribosome biogenesis, and cold stress were observed. Our results demonstrate how specific growth rate in different seasons can influence resource allocation at the levels of morphological features and metabolic adaptations. This motivates further study of morphological features and their ecological role during high productivity, while investigations of metabolic adaptations during low productivity can advance our knowledge about maintenance activities.

The Effect of Carbon Trading Pilot Policy on Resource Allocation Efficiency: A Multiple Mediating Effect Model of Development, Innovation, and Investment

This study extends the existing research on carbon trading policies from the perspective of mediating effects. Based on the difference-in-differences method, this study helps to understand the relationship between China’s carbon trading policies and resource allocation efficiency. The study finds that carbon trading policy promotes the optimization of capital allocation efficiency but does not promote the optimization of labor allocation efficiency. This conclusion has passed a series of robustness tests. Moreover, our analysis shows that carbon trading policies can influence resource allocation efficiency through per capita GDP, foreign direct investment, and innovation levels using multiple mediating models. Factors such as market size, the number of emission entities, and the behavior of market participants affect the resource allocation efficiency in the carbon trading process. Finally, the spatial spillover effect of the carbon trading policy is verified. This paper provides empirical evidence and policy implications for achieving the dual carbon goal and sustainable development.

Vertical fiscal imbalances, environmental regulations and resource allocation — in the Chinese context

ABSTRACT Vertical fiscal imbalances (VFI) in China have created significant challenges for resource allocation and environmental governance. This study investigates the impact of VFI on resource allocation in Chinese cities. Results show that VFI intensifies resource misallocation, particularly at the provincial compared to the municipal level. And VFI influences resource allocation via informal and formal environmental regulations, with public and administrative regulations mitigating effects, while supervisory regulations exacerbate them. The negative impact of VFI is especially pronounced in declining cities, non-industrial hubs, and regions with severe resource misallocation. Additionally, VFI and resource misallocation demonstrate negative spatial spillover effects. Our findings provide valuable insights into the influence of VFI across different administrative levels in China, highlighting the need for policy reforms to address these fiscal disparities.

Weed Competition and Performance of Sorghum and Groundnut Intercrop as Influenced by Row Orientation and Arrangement

Background: Intercropping and row arrangement represent a dynamic frontier of research and practical application, influencing resource allocation, weed competition and overall crop productivity in a modern agro ecosystem. This study aimed to investigate the impact of row orientation and arrangement on weed competition and crop performance within the Sudan savannah ecology of Nigeria during the 2018 rainy season. Methods: A field experiment was conducted at BUK (Latitude 11°58'N and Longitude 8°25'E) and Minjibir (Latitude 12.14590N and Longitude 0.866'4850E), utilizing two orientations (East-West and North-South) and seven sorghum: groundnut row arrangements (1:1, 1:2, 2:1, 2:2, 3:3, 2:4 and 4:2). A randomized complete block design with three replications was used, with simultaneous cultivation of SAMSORG 40 sorghum and SAMNUT 24 groundnut varieties. Result: The 2:1 row arrangement exhibited the lowest weed density (23.2 and 31.1 m-2) and dry weight (408.6 and 438.2 kg ha-1). East-West orientation reduced weed density by 24.5% at BUK and 20.8% at Minjibir. North-South row orientation significantly increased sorghum grain yield by 17.7% and reduced groundnut kernel yield by 9.37%. Higher sorghum yield (699.6 and 773. 7 Kg ha-1) was observed with 2:1 whereas the 1:2 arrangement yielded more groundnut kernels (329.2 and 338.1 kg ha-1). East-West orientation and the 2:1 row arrangement suppressed weed growth and recorded higher yields.

Influence of IoT implementation on Resource management in construction

The desire to increase resource management efficacy in the construction sector is expanding because of measures to reduce costs, boost productivity, and minimize environmental impact. The Internet of Things (IoT) has the potential to alter resource management in the construction sector by delivering real-time data and insights that may assist decision-makers in optimizing resource allocation and usage. Incorporating Internet of Things (IoT) technology into the construction sector will be investigated in this study to discover how resource management is affected. The aim of the study is to identify the essential aspects that promote optimal IoT integration and to investigate how IoT may influence resource management. The relations between variables and their fundamental elements are investigated using structural equation modelling (SEM). In the context of building projects, the study analyses how IoT integration influences resource allocation and utilization, real-time monitoring, and proactive maintenance. The building sector in Malaysia provides concepts on IoT in resource management. Based on this research's outcomes, there is a distinct association between the utilization of IoT technology and effective resource management in the construction sector. IoT adoption is affected by a multiplicity of issues, including data analytics, data security and privacy, integration and interoperability, scalability, and flexibility. This study contributes to addressing considerable gaps in the corpus of information on IoT technology integration in the construction sector. It analyses how IoT may effect resource management, emphasizing how IoT technology may enhance the efficacy of human, mechanical, and material resources.

ECR Spotlight – Cristina Ottocento

ECR Spotlight is a series of interviews with early-career authors from a selection of papers published in Journal of Experimental Biology and aims to promote not only the diversity of early-career researchers (ECRs) working in experimental biology but also the huge variety of animals and physiological systems that are essential for the ‘comparative’ approach. Cristina Ottocento is an author on ‘ Diet influences resource allocation in chemical defence but not melanin synthesis in an aposematic moth’, published in JEB. Cristina conducted the research described in this article while a PhD Researcher in Johanna Mappes's lab at the University of Jyväskylä, Finland. She is now a Postdoctoral Researcher in the lab of Johanna Mappes at the University of Helsinki, Finland, investigating chemical ecology and chemical communication.

Diet influences resource allocation in chemical defence but not melanin synthesis in an aposematic moth.

For animals that synthesise their chemical compounds de novo, resources, particularly proteins, can influence investment in chemical defences and nitrogen-based wing colouration such as melanin. Competing for the same resources often leads to trade-offs in resource allocation. We manipulated protein availability in the larval diet of the wood tiger moth, Arctia plantaginis, to test how early life resource availability influences relevant life history traits, melanin production and chemical defences. We expected higher dietary protein to result in more effective chemical defences in adult moths and a higher amount of melanin in the wings. According to the resource allocation hypothesis, we also expected individuals with less melanin to have more resources to allocate to chemical defences. We found that protein-deprived moths had a slower larval development, and their chemical defences were less unpalatable for bird predators, but the expression of melanin in their wings did not differ from that of moths raised on a high-protein diet. The amount of melanin in the wings, however, unexpectedly correlated positively with chemical defences. Our findings demonstrate that the resources available in early life have an important role in the efficacy of chemical defences, but melanin-based warning colours are less sensitive to resource variability than other fitness-related traits.

Resource assignment optimization in design firms

Resource allocation is a critical aspect of business operations that can significantly affect efficiency, quality, and profitability. In the context of design firms, the importance of resource allocation cannot be overstated, as it directly impacts the core operations and reputation of the business. However, despite its importance, resource allocation in design firms has received relatively scant attention in the literature, the paper aims to address this gap in the literature by proposing a resource allocation model specifically designed for architecture design firms. The developed model utilizes a Greedy algorithm approach to optimally allocate resources for specific design tasks, taking into consideration the qualifications and expertise of team members. By selecting the most suitable team members for each task, the model aims to maximize profitability and efficiency while minimizing costs. The study emphasizes the crucial role of resource allocation in architecture design firms and introduces a practical and adaptable optimization model, employing a Greedy algorithm approach to strategically assigning tasks and significantly improving profitability compared to random allocation methods. The findings contribute to addressing a notable gap in the literature on resource allocation within design firms and offering valuable insights for firms seeking to enhance operations and establish sustainable practices. The study is specific to architecture design firms, and future research could explore the model's impact on employees’ job satisfaction and the role of architectural management in influencing resource allocation practices.

Institutions, Gender, and Net Nutrition during Economic Development: The United States from 1860s–1930s

Gender-based institutions influence resource allocation within the household and when other measures for economic welfare are scarce or unreliable, the use of biological measures are now standard in economics. This study uses late nineteenth and early twentieth century BMI, statures, and weight to assess how net nutrition accumulated to women and men during U.S. economic development. Throughout the late nineteenth and early twentieth centuries, female and male BMIs, statures, and weight remained constant over time. Unskilled laborers’ BMIs were higher, their statures were taller, and their weights heavier than workers in other occupations. Women and men from the Northeast and Middle Atlantic had higher BMIs and shorter statures, while their counterparts from the South were taller and had lower BMIs, indicating that it was superior Southern cumulative net nutrition associated with lower BMIs

A simulated heat wave—but not herbicide exposure—alters resource investment strategy in an insect

Animals are increasingly exposed to potential stressors related to environmental change, and multiple stressors may alter the dynamics by which animals acquire resources and invest those resources into important life-history traits. Stress may lead to the prioritization of current reproduction to maximize lifetime reproduction (i.e., terminal investment [TI]) or, in contrast, prioritize somatic investment over current reproduction to facilitate future reproductive opportunities (i.e., reproductive restraint [RR]). Tests of the TI and RR hypotheses typically use immune challenges as stressors, and have not been explicitly tested in the context of environmental change even though warming influences resource allocation patterns across taxa. Further, the multiple-stressor framework has been a useful construct to clarify the costs of complex environmental shifts to animals, but it has not been leveraged to understand such effects on investment strategy. Thus, we tested the TI and RR hypotheses by manipulating widespread features of environmental change—glyphosate-based herbicide (GBH; Roundup®) exposure and a simulated heat wave—in the variable field cricket (Gryllus lineaticeps). A simulated heat wave affected the life-history tradeoff between investment into reproduction and soma. Specifically, heat wave prioritized investment into ovary mass over non-reproductive tissue, even after accounting for food consumption, in support of the TI hypothesis. In contrast, GBH exposure did not affect any measured trait, and crickets did not discriminate between tap water and GBH solution during drinking. Therefore, some—but not all—aspects of environmental change may alter resource investment strategies in animals. We encourage continued integration of the multiple-stressor framework and life-history theory to better understand how animals respond to their rapidly changing environments.

The influence of temporal focus on individual intertemporal decision-making in life history strategy framework

Temporal factors have an important role in intertemporal decision-making. Temporal focus is the extent to which individuals characteristically direct their attention to the past, present, and/or future. Temporal focus can influence resource allocation. It was not known, however, whether temporal focus might affect intertemporal decision-making. The purpose of this study is to investigate how life history strategies and temporal focus together influence intertemporal decision-making. Study 1 used a questionnaire to preliminarily explore the relationship between temporal focus and intertemporal decision-making. Results showed that temporal focus was positively associated with individuals' intertemporal decision preferences, and the more individuals preferred future focus, the higher their rate of temporal discounting. Study 2 examined the joint effect of the temporal focus and life history strategy on intertemporal decision-making by manipulating the temporal focus of individuals with different life history strategies. The manipulation of temporal focus influenced intertemporal decision preferences of fast strategy individuals, that is, the short-term small reward in the future focus and the long-term large reward in the past focus, but has no effect on the intertemporal decision preference of slow strategy individuals. The entire study confirms life history theory and validates the role of perceptual time-based models in intertemporal decision-making.

A Comprehensive Survey on Resource Allocation Strategies in Fog/Cloud Environments.

The growing number of connected objects has allowed the development of new applications in different areas. In addition, the technologies that support these applications, such as cloud and fog computing, face challenges in providing the necessary resources to process information for different applications due to the highly dynamic nature of these networks and the many heterogeneous devices involved. This article reviews the existing literature on one of these challenges: resource allocation in the fog-cloud continuum, including approaches that consider different strategies and network characteristics. We also discuss the factors influencing resource allocation decisions, such as energy consumption, latency, monetary cost, or network usage. Finally, we identify the open research challenges and highlight potential future directions. This survey article aims to serve as a valuable reference for researchers and practitioners interested in the field of edge computing and resource allocation.

Why does gender matter for immunization?

Attention to gender-related issues in immunization programmes goes beyond focusing on coverage discrepancies between girls and boys. There are multiple ways in which gender roles, norms and relations influence resource allocation, decision making, access, and health outcomes, including for immunization programmes. Gender impacts immunization both on the demand side through people’s health seeking behaviours, and the supply side through provision of health services. To increase immunization coverage, and in particular to reach zero-dose children, it is necessary to understand and address the many ways in which gender interacts with additional socio-economic, geographic and cultural factors -- such as age, race/ethnicity, religion, marital status, education, wealth, sexual orientation and gender identity, HIV status, disability and migration status -- to influence access to and delivery of vaccines. The Immunization Agenda 2030 (IA2030) commits to addressing gender-related barriers to immunization and advancing gender equality and gender is an important cross-cutting consideration for all seven IA2030 strategic priorities. Gender-responsive strategies are particularly highlighted as an IA2030 key area of focus for Strategic Priority 3: Coverage & Equity. Gender-related barriers and gender inequality can prevent people, both male and female and those of diverse gender identities, from getting vaccinated. These operate at multiple levels from the individual and family/household to community and within institutions/systems and national policies/frameworks and are underpinned by power relations leading to different opportunities, limitations, challenges, needs and vulnerabilities, especially for women and girls. By applying knowledge about gender and taking action to design gender-responsive interventions, it is possible to implement more effective immunization programmes and increase coverage for all.

An epidemic context elicits more prosocial decision-making in an intergroup social dilemma

Societal challenges such as the COVID-19 pandemic have the quality of a social dilemma, in that they compel people to choose between acting in their own interests or the interests of a larger collective. Empirical evidence shows that the choices people make in a social dilemma are influenced by how this decision is framed. In four studies, we examined how context of an epidemic influences resource allocation decisions in a nested social dilemma task, where participants share resources between themselves, their subgroup, and a larger collective. Participants consistently allocated more resources to the collective in the context of the Ebola epidemic than in the context of a neighborhood improvement project, and these choices were strongly associated with prescriptive social norms. Together, the findings provide an experimental demonstration that the context of a quickly spreading disease encourages people to act more prosocially.

Evaluating the Inequality of Medical Resource Allocation Based on Spatial and Non-Spatial Accessibility: A Case Study of Wenzhou, China

Environmental and social factors influencing resource allocation in rural, developing regions are critical social determinants of health that necessitate cross-sector collaboration to improve health opportunities. Thus, we sought to evaluate the spatial distribution and accessibility of medical resources to assess existing disparities, identify best practices for resource allocation, and inform regional health planning policies. In this study, inequality in the frequency distribution of medical resources in Wenzhou, China, was measured using the Gini coefficient and agglomeration degree. We evaluated the spatial accessibility of medical institutions throughout the city using the modified hierarchical two-step floating catchment area (H2SFCA) method. Using the Spearman correlation analysis, we investigated the factors influencing accessibility differences. The results indicate that Wenzhou’s spatial distribution of medical resources is unbalanced and unequal. According to the population and geographic distribution, the distribution of medical resources in Wenzhou is unequal. Wenzhou’s overall spatial accessibility is poor. The east region is more accessible than the west region, and the accessibility of medical institutions at different levels varies greatly. The correlation between accessibility and the number of institutions, doctors, population density, road density, and GDP is positive. There is a need for policies and initiatives to enhance the geographical distribution of resources, construct interconnected road networks, and improve residents’ access to medical resources.

Detection of reproductive trade-offs is influenced by resource availability and maintenance: an experimental study in the burying beetle (Nicrophorus vespilloides)

Life-history theory predicts trade-offs between investment in current versus future reproduction. However, many studies find no or even positive correlations among these traits. The absence of the trade-off may result from resource availability, as it influences resource allocation to different traits. In addition, since large amounts of resources require additional effort in processing, resource maintenance may affect the detection of reproductive trade-offs. Here, we carried out two breeding attempts to assess the effects of resource availability and maintenance on reproductive trade-offs for both sexes in the burying beetle (Nicrophorus vespilloides). In the first breeding attempt, we simultaneously manipulated carcass size (small versus large) and carcass preparation (non-prepared versus prepared). In the second breeding attempt, we provided parents with same-sized, non-prepared carcasses. For both breeding attempts, we monitored the main and interactive effects of carcass size and carcass preparation on parental effort and reproductive outcome. In the first breeding attempt, males gained more weight and provided more care as carcass size increased, whereas females gained more weight but did not change their care. In addition, when breeding on non-prepared versus prepared carcasses, both parents provided more care and gained more weight. In the second breeding attempt, with increased investment for the first breeding, parents did not show decreased investment for the second brood, vice versa. In contrast, males breeding on large or non-prepared carcasses gained more weight during the first breeding attempt, then provided more care in subsequent reproduction. There were no differences in subsequent female care among different treatments.Significance statementResource availability and resource maintenance may affect the detection of reproductive trade-offs. Here, we simultaneously manipulated carcass size and carcass preparation to assess these effects. This is the first time that the effects of resource availability and resource maintenance on reproductive trade-offs have been separated in burying beetles. Our findings suggest that despite the increased costs of parental care and resource maintenance, parents breeding on large or non-prepared carcasses gained more benefits in terms of increased body weight by staying longer and feeding more from the carcasses. Such benefits gained during the first breeding attempt offset the costs of current reproduction to some degree and masked the reproductive trade-off between current and future reproduction in terms of parental care. These findings enhance the understanding of the effects of resource availability and maintenance on reproductive trade-offs.

Effectiveness of knowledge brokering and recommendation dissemination for influencing healthcare resource allocation decisions: A cluster randomised controlled implementation trial.

Implementing evidence into clinical practice is a key focus of healthcare improvements to reduce unwarranted variation. Dissemination of evidence-based recommendations and knowledge brokering have emerged as potential strategies to achieve evidence implementation by influencing resource allocation decisions. The aim of this study was to determine the effectiveness of these two research implementation strategies to facilitate evidence-informed healthcare management decisions for the provision of inpatient weekend allied health services. This multicentre, single-blinded (data collection and analysis), three-group parallel cluster randomised controlled trial with concealed allocation was conducted in Australian and New Zealand hospitals between February 2018 and January 2020. Clustering and randomisation took place at the organisation level where weekend allied health staffing decisions were made (e.g., network of hospitals or single hospital). Hospital wards were nested within these decision-making structures. Three conditions were compared over a 12-month period: (1) usual practice waitlist control; (2) dissemination of written evidence-based practice recommendations; and (3) access to a webinar-based knowledge broker in addition to the recommendations. The primary outcome was the alignment of weekend allied health provision with practice recommendations at the cluster and ward levels, addressing the adoption, penetration, and fidelity to the recommendations. The secondary outcome was mean hospital length of stay at the ward level. Outcomes were collected at baseline and 12 months later. A total of 45 clusters (n = 833 wards) were randomised to either control (n = 15), recommendation (n = 16), or knowledge broker (n = 14) conditions. Four (9%) did not provide follow-up data, and no adverse events were recorded. No significant effect was found with either implementation strategy for the primary outcome at the cluster level (recommendation versus control β 18.11 [95% CI -8,721.81 to 8,758.02] p = 0.997; knowledge broker versus control β 1.24 [95% CI -6,992.60 to 6,995.07] p = 1.000; recommendation versus knowledge broker β -9.12 [95% CI -3,878.39 to 3,860.16] p = 0.996) or ward level (recommendation versus control β 0.01 [95% CI 0.74 to 0.75] p = 0.983; knowledge broker versus control β -0.12 [95% CI -0.54 to 0.30] p = 0.581; recommendation versus knowledge broker β -0.19 [-1.04 to 0.65] p = 0.651). There was no significant effect between strategies for the secondary outcome at ward level (recommendation versus control β 2.19 [95% CI -1.36 to 5.74] p = 0.219; knowledge broker versus control β -0.55 [95% CI -1.16 to 0.06] p = 0.075; recommendation versus knowledge broker β -3.75 [95% CI -8.33 to 0.82] p = 0.102). None of the control or knowledge broker clusters transitioned to partial or full alignment with the recommendations. Three (20%) of the clusters who only received the written recommendations transitioned from nonalignment to partial alignment. Limitations include underpowering at the cluster level sample due to the grouping of multiple geographically distinct hospitals to avoid contamination. Owing to a lack of power at the cluster level, this trial was unable to identify a difference between the knowledge broker strategy and dissemination of recommendations compared with usual practice for the promotion of evidence-informed resource allocation to inpatient weekend allied health services. Future research is needed to determine the interactions between different implementation strategies and healthcare contexts when translating evidence into healthcare practice. Other sources of evidence were also included, such as non-participating observations, photographs and documents from the Minas Gerais State Health Secretariat and the Ministry of Health. Based on the content analysis, eight categories of phenomena that influence resource allocation in PHC were obtained, derived from daily interactions between the population and health professionals and managers. Our findings show that primary health care is in a process of institutional change, dependent on the validity of actors and institutions, at different institutional levels. Among the determining factors affecting resource allocation in PHC, the main ones are the agency of the actors involved, the health service flow, the private sector, the medical corporatism, the influence of politicians, the municipal management capability, the infrastructure and groups of specific individuals.
