Essential Elements for Information Security: Provisionsand Implementation Measures

In contemporary international relations, states place significant emphasis on the matters of modernization and the upkeep of information security mechanisms. It is important to highlight that with the increasing role and volume of information, the threats to information security have correspondingly grown. Consequently, safeguarding information has emerged as a foremost focal point within the domestic and foreign policies of numerous states. Analyzing various scientific works, I consider it necessary to emphasize that in the past, security was primarily associated with military aspects in both scientific and political contexts, today, there is a growing focus on the non-military dimensions of security. As a result, states and international organizations are now tasked with ensuring collective security across various domains, including politics, economics, society, ecology, and the military. Moreover, according to the nature of their regime, countries solve the problem in different ways. Some close the information field, banning even the use of social networks, others are looking for more liberal methods (Mkrtchyan, 2017). Advancements in information technology and telecom-munications have become an important tool for promoting their interests and goals in international exchanges, so states spare no effort in establishing professional “information armies” and secure information infrastructures. Recent global experience demonstrates that the influence of information flows can be a powerful weapon for states conducting actions against their adversaries. States lacking the capacity to counter this weapon may find themselves at a disadvantage. Starting from a political science perspective, it emphasizes the necessity of the private sector and state institutions to collaborate in countering various threats in the field of information security.

Hunger and satiety drive eating behaviours via changes in brain function. The hypothalamus is a central component of the brain networks that regulate food intake. Animal research parsed the roles of the lateral hypothalamus (LH) and medial hypothalamus (MH) in hunger and satiety, respectively. Here, we examined how hunger and satiety change information flow between human LH and MH brain networks, and how these interactions are influenced by body mass index (BMI). Forty participants (16 overweight/obese) underwent two resting-state functional MRI scans while being fasted and sated. The excitatory/inhibitory influence of information flow between the MH and LH was modelled using spectral dynamic causal modelling. Our results revealed two core networks interacting across homeostatic state and weight: subcortical bidirectional connections between the LH, MH and the substantia nigra pars compacta (prSN), and cortical top-down inhibition from fronto-parietal and temporal areas. During fasting, we found higher inhibition between the LH and prSN, whereas the prSN received greater top-down inhibition from across the cortex. Individuals with higher BMI showed that these network dynamics occur irrespective of homeostatic state. Our findings reveal fasting affects brain dynamics over a distributed hypothalamic-midbrain-cortical network. This network is less sensitive to state-related fluctuations among people with obesity.

Understanding of alternative models of the historical process and different variants of the development of events has become a sign of modern humanities including fiction. The article examines the post-apocalyptic works by D. Glukhovsky* and V. Martinovich, in which undesirable variants of the development of history are presented on the basis of extrapolation of negative trends of modernity into the future. The question is raised that both writers are united by their attention to the traditional topic for fantastic literature — namely of testing ideas, but in projection on the relevant for the 20th–21st centuries problem of language in its influence on the biological/anthropological nature of man. The relevance of this problem is due to the fact that modern civilization is experiencing a conflict of languages symbolically described in the biblical story about the construction of the Tower of Babylon — a conflict of heterogeneous philosophical, ideological, religious views and values, which is aggravated by information pressure. The purpose of the article — to identify similarities and differences in the approaches of writers to understanding this problem — determines the hypothesis and methodology of the study: the combination of genre analysis, hermeneutical and sociological approaches is designed to show the influence of national literary and cultural traditions on the understanding of modern problems. Based on the analysis of genre specifics and plot organization of novels, the possibility of their double reading is determined — as works of mass literature and as a reflection of the writers’ speculation on current philosophical concepts and negative scenarios of the development of history. It is shown that D. Glukhovsky* considers the problem of language as an inability to communicate with the future (“Metro 2033”), as a loss of subjectivity under the influence of information flows (“Twilight”) and the release of aggression (“Post”). V. Martinovich considers language as a code defining national identity and a condition for the existence of a nation (“Mova 墨瓦”), raises the question that the Internet era has formed a new anthropological variety — “an inactive person” who is unable to find a way out of any situation without prompting search engines on the Internet (“Night”).

STRATEGIES AND TACTICS OF MANIPULATIVE INFLUENCE IN TERMS OF POLITICAL DISCOURCE: ANALYSIS AND CLASSIFICATION

Objective. The objective of the present article is to investigate the problem of defining the «strategy» and «tactics» of manipulative influence in political discourse, to study the existing classifications of scientific communication strategies and tactics and to analyze their features. Methods. The main scientific results are obtained by applying a set of general and special research methods, namely: analysis, systematization and generalization of scientific literature, induction, deduction (to identify approaches to understanding the nature of tactics and strategies of manipulative influence and their characteristics and features). Results. Discourse is one of the most important communicative categories that reflects speech interaction. The subject of special scientific interest is political discourse. Manipulation and mechanisms for choosing appropriate tactics and language tools play a leading role in political discourse. The influence of information flow on consciousness is an obvious fact. Most often, the manipulation is carried out in such a way that it is difficult to identify what the authors of the message or what tools they use. The urgency of studying the essence of strategies and tactics of manipulative influence on public opinion is explained by a large number of studies on this issue. Manipulation is a complex phenomenon, its implementation is carried out through the use of certain strategies and tactics. Manipulation involves a special presentation of information, which is carried out in such ways as distortion of information (from open untruth to shift the concept in the semantic, semantic field), which allows you to adjust the degree of psychological influence, create your own image of reality; concealment of information; manipulation with the method of submission of material and time of submission of information; subthreshold supply of information (taking into account the peculiarities of unconscious perception of information); overloading the recipient with information selected for a certain parameter. As the main objective of political communication is to gain and retain power, the description of the manipulative process uses appropriate strategies, tactics and language tools that are aimed at convincing the recipient of the correctness of their position as opposed to the position of political opponents.

The article researches the impact of financial innovation on the yield of government bonds based on the models of ARCH family, it is proved that the introduction of financial innovations affects government bonds. It is determined that the dynamics of volatility of many financial variables is subordinated to stable regularities. The traditional pricing model for capital assets and its dynamic modification indicate a proportional relationship between the expected over-delivery of the market portfolio and its conditional standard deviation. The ARCH model is a natural instrument for studying this problem in a dynamic context where the conditional dispersion changes over time. The results confirm the influence of the exogenous factor of diffusion of financial innovations on the yield of government bonds of market participants in all cases. So, for the government bond yield curves, there is a significant possibility of forecasting. This is a very important issue in terms of active bond trading and taking into account the risk management of the loan portfolio. The influence of information flows and messages to financial markets regarding the behavior of the rates of two main foreign currencies, namely: the Euro and the US dollar, is researched. It is determined that there is a significant influence with the introduction of financial innovation along with information of market participants on exchange rates, which is expressed by the diffusion coefficient during the period of time chosen by diffusion. It is proved that the diffusion coefficient has a significant impact on market participants in terms of average profitability and historical volatility, it is also researched that the introduction of financial innovations reduces the displacement of model coefficients and volatility. The methodology presented in this publication can be used to compare different classes of assets, indices, and financial innovations.

ЧЕЛОВЕК ПОЛИТИЧЕСКИЙ В СЕТЯХ КОММУНИКАЦИЙ: ТЕОРЕТИЧЕСКИЕ И ПРИКЛАДНЫЕ АСПЕКТЫ ГРАЖДАНСКОГО УЧАСТИЯ

The purpose of the article is to study the concept of a political person in the context of the anthropo-humanistic turn, which is carried out in social and humanitarian knowledge. The political science perspective of studying a person in the political space of a network society presupposes an analysis of the features of his political participation, political behavior, political activity in the context of a new social reality. The main content of the article is the study of a number of approaches of the concept under consideration in political science and the identification of the main characteristics of a political person in a network society. The author is based on the methods of content analysis, discourse analysis, a systematic approach, the results of opinion polls about the attitude of citizens to politics, their trust in socio-political institutions. The analysis showed that in a network society there are changes in the forms and types of former political practices, the participation of a modern political person in them, where, under the influence of information flows, their consciousness and worldview change. At the same time, in the context of informatization, digitalization, network, humanization of society, the role of a person in the political process will also change.

Economic and Mathematical Model of Business Struggle with a Vertically Integrated Company in the Market

The paper contains an analysis of the market structure when the inferior process chain company supplies the superior company with input resources and at the same time is vertically integrated with one of the superior companies. The possible anticompetitive effects of such vertically integrated structures are analyzed as well as the influence of information flows between inferior and superior enterprises of the sector on drivers of innovation and national welfare. These issues are relevant, if important information, in particular, information technology, design and specific characteristics of the product is available to inferior and superior sector enterprises. This situation is typical for high-tech sectors in which the inferior and superior product information exchange needs ensuring compatibility of products and preventing the additional costs of adjustment and increased functionality. The problem of assessing the appropriateness of imposing a ban on various divisions of a vertically integrated company to exchange non-public information received by one of its divisions from external sources is important. In the case of such a restriction, the inferior organizational division of a vertically integrated company may use personal information of the superior competitor only within the powers of its supplier, and cannot make it public for its superior organizational division as an example. The aim of the research is to develop an economic and mathematical model of business struggle with a vertically integrated company in the market. The paper contains the hypotheses and supporting evidence.

Media space of the modern school

What should be the media of a modern education institution? How is the educational organization supposed to be represented in social media? What methods of increasing the level of media literacy of teachers and students should optimally use? As the purpose of this study the authors can see in the development and presentation of an optimal model of media space for modern educational institutions which will take into account not only the changes in the education process, but also the needs of the modern audience – teachers, students, parents, and educational partners. The resources of “Moscow e-school” become part of the educational media sphere of modern educational organizations. Resources and methods: resources of an educational institution, namely, social media, blogs and microblogs, users’ accounts, channels, educational platforms, which present the work of educators. The importance of analyzing media of the modern educational institution is that media-education serves as a pedagogical system, allowing the use of modern techniques and technologies through the development of critical thinking, which occurs under the influence of information flows. In this regard, there is a need for the comprehensive approach to the media organization in the modern school. An integral element of the complex approach is the creation of conditions for the development of media literacy for teachers and learners. The result of this research is the optimal model of media space for the modern school, which includes social networking profiles, microblogging, blogs, users’ accounts, and web resources, each of which has its own purpose and functional features. As a conclusion we can note that one of the core values of the media model is the development of creative and critical thinking, the acquisition of experience and tools of media, independent search, the ability to use information flows for the effective communication, solving educational and cognitive, other personal problems and tasks, i.e. the orientation is not so much on the knowledge as on the acquisition of positive experience of the independent work.

MUSEUM AS AN EDUCATIONAL RESOURCE: AN ANALYSIS OF THE DEVELOPMENT OF THE EDUCATIONAL SPACE FROM ANTIQUITY TO THE NEW TIME

The modern system of higher education is looking for new methods of teaching for students. Competence approach in education requires the graduate's ability to successfully operate on the basis of practical experience, skills and knowledge in solving professional problems, at the same time, the national doctrine of education requires high cultural competent. Thus, universities must graduate citizen, a culturally and professionally competent person. One of the characteristics of the Internet age is the expansion of the influence of information flow on the individual. In these conditions it is difficult to achieve the above-mentioned results of education through subject-object learning and passive perception of information in a traditional lecture. We want to highlight the relevance of the teaching in the cultural and educational space of the museum as one of the oldest forms of constructing the pedagogical process in the history of mankind. The article considers the main historical stages of the existence of the museum from the Antiquity to the New Time from the position of its development as an educational environment. The author of the article analyzes the historical study of the museum in the world culture of T.U. Yureneva [5], on the basis of the components of the educational environment identified by V.A. Yasvin [6, p. 6]. The data obtained the high pedagogical essence of the museum and the relevance of the use of the museum as one of the additional resources of the higher education system in the modern world.
