Kepentingan Perancangan Pembangunan Inklusif bagi Memastikan Kelestarian Sosial, Ekonomi dan Alam Sekitar: Kajian Kes Parlimen Kuala Langat

All Parties Parliamentary Group Malaysia - Sustainable Development Goals (APPGM-SDG) always advocates the principle of “Leave No One Behind”. APPGM-SDG conducted an issue mapping study in the Parliament of Kuala Langat in 2023, which revealed that inclusive development planning significantly contributes to social, economic, and environmental sustainability. This is evident when considering the level of awareness among the population in the Parliament of Kuala Langat regarding local government development plans, such as Local Plans and Proposed Development Reports, especially for industrial development planning and new development areas, which are given significant attention. The population wants to ensure that the proposed development plans are more inclusive by considering the views and impacts received from the local community. However, challenges such as limited knowledge about the development planning process among the local community, limitations in making development planning decisions, and insufficient two-way communication between government agencies have led to unsustainable current development activities. The method of public engagement in development planning needs to be re-examined to ensure more inclusive development planning outcomes involving all stakeholders. Concurrently, the Sustainable Development Goal 17 (SDG 17) can be successfully manifested to ensure that development is implemented in a more inclusive and sustainable manner for the well-being of all.

A comparative well-to-wheel analysis of renewable energy pathways for hydrogen and battery electric vehicles

Renewable hydrogen and batteries are pivotal not only for promoting renewable energy adoption but also for serving as key components in electric vehicles. While multiple hydrogen-based and battery-based pathways exist for linking renewable energy to automotive powertrains, comprehensive evaluations of them are lacking, especially in the context of long-distance energy transmission in China. This study aims to fill this gap by offering an in-depth well-to-wheel (WTW) analysis of costs and CO2 emissions across various pathways. The pathways involve two energy storage mediums - hydrogen and battery, five transport options, and three automotive powertrains - Internal Combustion Engine Vehicle (ICEV), Fuel Cell Electric Vehicle (FCEV), and Battery Electric Vehicle (BEV). How the electricity price, storage duration, and transport distance influence these pathways is also examined. The results show that the battery-based pathway offers the lowest WTW cost and CO2 emissions in BEV applications. Hydrogen-based pathways are not economically feasible for ICEVs. Importantly, the indirect use of hydrogen in BEVs - H2 for power generation - outperforms its direct use in FCEVs and ICEVs in both cost and emissions. The battery-based pathway is significantly affected by storage duration and becomes less feasible for durations exceeding one day. The most cost-efficient hydrogen transport methods are identified for different transport distances and electricity prices. This research may provide valuable insights for the planning of the hydrogen industry, automotive decarbonization and renewable energy development in China.

Stock market reaction to new energy vehicle industry development plan: an event study in China

ABSTRACT The targets of energy conservation, decarbonization, and industry reinvigoration have significantly influenced the design of China’s new energy vehicle (NEV) industrial policies and nationwide electrification. As a monumental policy framework for energy transition in transportation sector, the NEV industry development plan plays an influential role in promoting cleantech diffusion and enhancing NEV competitiveness. This study employs an event study method to investigate the stock market reaction to the NEV plan shocks. The NEV plan announced in 2020 receives a markedly positive stock price effect of 3.72% in the 6-day event window. Heterogeneity tests on subsamples indicate that state-backed entities exhibit a similar effect to the total sample, while the automotive manufacturing class and original equipment manufacturers see a significantly higher market value gain of 6.56% and 13.34%, respectively. However, battery manufacturers, as one of the key participants in the NEV value chain, experience an insignificant stock price effect. This study documents the financial consequences of clean energy policies specific to the emission-intensive automotive manufacturing sector, highlights the effectiveness of government-to-investor signalling in a cleantech diffusion context, and reveals the implications to other economies seeking to deploy clean transport and enhance environmental sustainability.

Coordination of the interests of the participants as a tool of successful industry strategizing (on the example of timber industry complex of Russia)

Strategic approach to the industry development planning is of crucial importance as it helps setting clear goals, determine trends, parameters and conditions for the industry growth. However, low effectiveness of individual industry strategies adopted, their constant adjustments unrelated to strategic orientation, development of “new” strategies duplicating previous documents without meaningful analysis, poor performance discipline on the realization are the evidence of in effectiveness of the methodological approaches used. To cope with the above-mentioned problems, it is essential to pay special attention to the issues of coordination of the interests of the parties which are directly or indirectly involved into industry strategizing. This will ensure finding a balance between the needs and objectives of different participants affecting the success of implementing industry strategies.The purpose of the study is to consider the peculiar features of industry strategies as the objects of strategizing of the “middle” level, and to identify the mechanisms of harmonization of the interests on the example of the timber industry complex of Russia.A strategy creates the common value for the parties involved into its development and implementation, including government agencies, industry representatives, sectoral associations, local authorities and public organizations, educational and research institutions. The article deals with the range of issues that are subject to agreement between the participants of “middle” strategies, reflect both the global agenda through state-level strategies, and take into account the interests of local communities. Recommendations suggested as a result of the study can be applied in the development of middle level strategies including sectoral and regional ones.

Integrative approach for landscape demography analysis of Plakad-Pa Pak-Tawan-Ok (Betta siamorientalis): Deciphering genetic and environmental factors in Eastern Thailand's conservation efforts

In recent decades, a global acceleration of urbanization has been observed, leading to significant habitat loss and fragmentation. Economic development in eastern Thailand has been promoted, but this has often coincided with unsustainable exploitation of natural resources. The expansion of urban and industrial areas in the region puts many organisms at risk of extinction owing to habitat loss. Plakad-Pa Pak-Tawan-Ok (Betta siamorientalis) is an endemic species found only in the eastern Thailand. In this study, the genetic diversity and population structure of 17 B. siamorientalis populations were analyzed using microsatellite genotyping. High genetic variability was observed. The STRUCTURE plot reveals large, distinct gene pools in the lower Prachin River and Phra Prong River Part 2. Migration analyses showed that the estimated gene flow between populations aligned with the dominant water flow in the flooding direction toward the mouth of the Bang Pakong River on the western side of eastern Thailand. Thus, this area must be considered a vital genetic resource. The pairwise fixation index values were statistically significant for all populations, including those within the same sub-watershed, indicating genetic differentiation among populations. This suggests relatively low gene flow between ecologically divergent populations. Mean annual total precipitation was also significantly correlated with genetic diversity. We propose the need for careful consideration and awareness of the planning and implementation of industrial development within eastern Thailand. Resource allocation in management efforts may be most effective when directed toward the preservation of habitat suitability, specifically in relation to precipitation and water resources, rather than prioritizing enhancements in landscape connectivity for B. siamorientalis.

Photovoltaic systems promote grassland restoration by coordinating water and nutrient uptake, transport and utilization

The extensive use of fossil fuels puts ecological and economic coordinated development at risk. Photovoltaic systems relieve the pressure of resource extraction and energy generation on climate change, and their installation and module operation affect vegetation productivity and grassland restoration by changing the microenvironment and ecosystem processes. However, it is still unclear whether plants adapt to these changes in photovoltaic systems to sustain their growth. Here, combined stable isotope techniques with plant traits, plant adaptations to photovoltaic systems at different scales were analyzed from the perspectives of water and nutrient sources, uptake, transport, and utilization. The results showed that photovoltaic systems increased water uptake by the dominant species Leymus chinensis from the top 10 cm of the soil and the aboveground biomass. This was associated with strong plasticity of roots and conduction tissues, which improved resource uptake from the fertile surface soil and transport within the plant, and promoted photosynthesis and leaf water loss by inducing stomatal opening. Different from fixed photovoltaic systems, tracking photovoltaic systems improved ecosystem water use efficiency and surface soil nutrient availability by reducing soil temperature. Tilting tracking photovoltaic systems especially promoted biomass accumulation and grassland restoration. The study suggested that photovoltaic systems promoted vegetation restoration of grassland ecosystem in semi-arid region through the water and nutrient coordination and the carbon-water coupling, and provides a solution for reasonable planning of photovoltaic industry and sustainable socio-economic development.

Environmentally adjusted technical efficiency and the impact of energy and transport taxes on the eco-efficiency index of Greek industry

This study aims to investigate the ecological efficiency of industry in Greece through a sector-wise framework using data envelopment analysis and considering three different types of environmental emissions. Through this quantification, it is possible to determine the degree of internalization of the environmental impact for each sector of the Greek economy. This fact supports the administrative decision-making process for the planning of sustainable industrial development. Subsequently, the effect of energy and transportation taxes on the eco-efficiency index is examined. It is shown that the revenues from the collection of environmental taxes in Greece have not been sufficiently used to improve eco-efficiency. This fact underlines the need to achieve long-term economic development that is compatible with environmental goals and social needs through appropriate strategic decisions and measures. It also highlights the need to create a well-designed tax system in order to reduce environmental pollution and improve environmental quality.

ОСОБЛИВОСТІ ФУНКЦІОНАЛЬНО-ІНСТИТУЦІЙНОЇ АРХІТЕКТУРИ СТРАТЕГІЧНОГО ПЛАНУВАННЯ ПРОМИСЛОВОГО РОЗВИТКУ

The article examines the essence of the institutional and functional architecture of industrial development strategic planning, which is an ordered system of relations between various institutions in course of designing the industrial strategy. The goal of the article is to identify the features of the functional and institutional architecture of strategic planning and to determine their impact on strategic decision-making processes in the field of industrial development. The main modules of strategic planning architecture are singled out. In particular, they include responsibility centers (which can be the Ministry of Economy of Ukraine or the Ministry of Strategic Industries of Ukraine) and stakeholders, as well as their roles and functions, legislation, and flows of information and analytical data. It was revealed that there are six main functions organizations perform during the strategic planning: framework goals of higher level; strategic goal setting; analysis of environment; strategic alternatives assessment; distinction of steering and planning functions; relationship between planning and budgeting. While the government has its own vision of strategic goals which depends on the political and technical performance of the responsible institution, it is important to engage various government and non-government institutions and business in strategic planning industry development. This idea was also supported within the models of strategic decision making – the model of strategic choice oriented on internal institutional capabilities and external control model which argues the external determinants highly contribute to the variation of the strategic alternatives assessment should be combined. In Ukraine main stakeholders can be represented by business associations and trade unions, R&D institutions and universities, think tanks and civil society organizations. Organizations providing statistical and analytical information also play an important role. There were determined several ways of stakeholders’ involvement in strategic planning of industry development – through participation in working group, through public discussion and through public inquiries preparing experts assessments. Ensuring transparency and efficiency of inter-institutional interaction, trust and support from key stakeholders is also an important component for stimulating systemic change. As a result of these findings the model of functional and institutional architecture of strategic planning of industrial development was elaborated in the study.

Research on the Development Path of Industrial Tourism in Quanzhou City

The development of industrial tourism can not only promote industrial integration and enhance the added value of industrial industries, but also drive the development of related service industries, create more employment opportunities, and help local economic prosperity. Many enterprises in Quanzhou belong to the traditional manufacturing industry, so the development of industrial tourism demonstration bases can promote the transformation and upgrading of the traditional manufacturing industry and the full utilization of resources. At the same time, industrial tourism also contributes to the protection and inheritance of industrial heritage, promotes industrial civilization and enriches tourism content. The article evaluates industrial tourism in Quanzhou from the aspects of industrial tourism resources, tourism source market, and government support, and discusses the development of industrial tourism, product development, spatial layout of resources, and marketing of industrial products in Quanzhou, which provides a referable basis for Quanzhou to formulate the industrial heritage protection and development planning.

Study of the Social Impact of Environmental Management: Farmers Perceptions of Takalar Industrial Area Development Planning

The establishment of the Takalar Integrated Industrial Park (KITA) is confirmed by Presidential Regulation no. 18 (2020), aligning with the 2020-2024 National Medium Term Development Plan, which outlines the development of 18 industrial areas. It is imperative that the development process synchronizes with human resource advancement to yield benefits for both the environment and the neighboring farming community. This study aims to gauge farmers' perspectives on the social aspects of managing their environment in light of industrial area development plans, focusing on demographic, socio-economic, and cultural factors. Employing a descriptive qualitative approach, the research conducted Focus Group Discussions (FGDs) involving six farmers and informants to assess their perceptions and expectations regarding KITA's development. Results indicate overall farmer approval of KITA's development, with a majority holding positive perceptions of the planning process. Demographically, farmers anticipate KITA's development as a primary avenue for increasing employment opportunities. They also foresee business prospects that could enhance their economic status, alongside anticipated improvements in infrastructure and the expected population growth. In terms of socio-cultural dynamics, concerns regarding potential clashes between local communities and newcomers are minimal, with farmers believing that cultural disparities will not disrupt traditional activities.

Research on the Development of Cold Chain Logistics in China and Countermeasures in the Post-Epidemic Era

Cold chain logistics has developed rapidly and the scale of the industry has been expanding. Go deep into the front line, the per capita cold chain resources in China’s cold chain logistics are low, there is a shortage of cold chain goods, blindly start construction in various places to expand storage and transportation capacity, the lack of top-level overall planning and design of industry development, repeated construction, uneven distribution of cold chain logistics service capabilities, lack of efficient and unified information sharing platform, imperfect information sharing mechanism, unsmooth flow of market information, insufficient support from industry authorities, poor stability of industry development and other prominent problems, and analyze their causes.

Design and Application of New Support and Power System of Residential Building Machine

In recent years, with the transformation and upgrading of national development and the acceleration of urbanization, the construction mode of high energy consumption, high pollution and high labor intensity in the construction industry can no longer meet the development needs. The State Council and the Ministry of Housing and Urban-Rural Development have successfully issued policies and initiatives to improve industrialization and intelligent construction. In 2021, the Ministry of Housing and Urban-Rural Development issued a building height limit order, and it has become a trend that aerial building machines have begun to diversify into ordinary high-rise residences. The "14th Five-Year Plan" construction industry development plan issued by the Ministry of Housing and Urban-Rural Development proposed accelerating the coordinated development of intelligent construction and new building industrialization and promoting digital design, intelligent production and intelligent construction. In response to the national policy guidance and leading the development of the industry, solve the inherent problems in the construction industry, learn from the application concept of super high-rise heavy-duty construction equipment integration, create a "factory-like" construction environment for ordinary high-rise through lightweight, standardization and intelligent and other innovative technologies, and explore a construction integration platform suitable for high-rise residences, called "high-rise building industrialization construction lightweight construction operation integration platform" (referred to as "building machine"). Based on the first generation of building construction machines, continuous improvement and replacement, the supporting power system has dramatically improved in support capacity and lightweight. The effective combination of a support column, hydraulic cylinder, and pump station has been realized, which is more convenient and faster, and the construction is more efficient.

Research on the Reconstruction Path of Rural Community in Ethnic Areas from the Perspective of the Rural Revitalization in China

Abstract The implementation of China’s rural revitalization strategy has accelerated the endogenous change of traditional villages, resulting in the restructuring of rural society in terms of geo-community, industrial community, and governance community, and the qualitative change of traditional villages in terms of culture, transportation, technology, and industry compared with the previous ones. The article focuses on a series of changes in the sense of community, which was originally built up by blood relations, as social change accelerates. This is reflected in the structural imbalance of social governance within the traditional villages, the decline of culture, the transformation of economic structure and the spatial reconstruction of the “three lives” of rural ecology and life. In terms of methodologies developed, this study has used survey, observation, and literature methods, as well as other research methods to analyze in detail the changes brought by social transformation to traditional villages, analyze the series of transformation of rural interpersonal relations, blood relations, value identity and so on in the context of social change, and analyze their causes, and at the same time put forward corresponding countermeasure suggestions. The rural revitalization strategy mainly starts from the sustainable development of the governance community, cultural community, industrial community, and spatial community of rural society, and formulates five development requirements in terms of specific measures: prosperous industry, civilized countryside, effective governance, affluent living, and pleasant ecological living. These specifics correspond to the transformation and development of communities in ethnic areas and propose more countermeasures for reconstructing them. By clarifying the connotation and logic of reconstructing the rural community in ethnic areas in China, the path of reconstructing the rural community in ethnic areas in China is constructed by starting from governance, culture, industry and space, stimulating the potential of rural cultural development while cultivating villagers’ spontaneous awareness of participating in rural governance, formulating rural industrial development plans in conjunction with the actual situation, and increasing people’s participation in rural governance in multiple forms and through multiple channels.

The Industrial Decision Analysis of Regional Coordinated Development Considering Information Distribution and Fairness Preference

Regional industry synergistic planning contributes to the achievement of Goal 11 of the United Nations’ Sustainable Development Goals. The reasonable layout of regional industries is an important measure for achieving sustainable development through distinguishing between different industries. Taking into account the competitive and cooperative relationships between regional cities, this study created a Stackelberg model considering information distribution and fairness preferences. It analyzed the industrial selection strategies and influencing factors under the requirements of output maximization and profit maximization between regions. The model discussions and numerical simulation results showed that regional industrial planning and adjustment should consider both internal and external behavioral factors. The impact of information distribution and fairness preferences on the selection of heterogeneous and homogeneous industries varies. Differentiated industrial selection should be conducted based on output maximization or profit maximization. Furthermore, following cities should take the initiative to integrate into the industrial development plans of nearby large cities, and leading cities should effectively layout and optimize regional productivity. Both industrial planning and choice require the establishment of regional coordination mechanisms. By enhancing the level of mutual trust and reciprocity among cities, reducing information asymmetry, and guiding fairness preferences, regional industrial synergy is promoted, and conditions are created for sustainable industrial development.

Technological sovereignty as an imperative of national industrial policy

The strategically significant task of achieving technological sovereignty is considered in relation to the general state of Russian industry. The main industrial trends of recent years are characterized. The ways of improving the domestic practice of state regulation of industry are formulated. Including: fuller use of the best world practice of industrial policy (China, USA, South Korea, Japan, India); adjustment of domestic legislation on this issue; improvement of the system of strategic planning of industrial development. The national Industrial Policy is considered as a strategic course of the state for the sustainable functioning and progressive development of the industrial sphere, meeting the national interests and national security of the country. The content of objects and subjects of industrial policy, as well as the vision of the system of strategic planning of the industrial sphere with an emphasis on the needs of the domestic market are clarified. The key provisions of the Concept of Technological Development of the country until 2030, approved by the Government of Russia, are outlined. The basic principles of improving the mechanism of import substitution and the directions of its implementation at the macro level are proposed. It is recommended to concentrate import substitution efforts on industrial goods and complex technical systems that are strategically important from the point of view of national security. Pay special attention to the final types of industrial products containing difficult-to-replace (the most complex) components. To modernize the composition and interaction of technological chains of organizations producing strategic replacement products. In general, a course is needed to increase the strategic flexibility of Russian industry and accelerate the diversification of its scientific and production potential.

An Assessment Framework for Human Health Risk from Heavy Metals in Coal Chemical Industry Soils in Northwest China

Coal chemical industry (CCI) sites are characterized by complex environmental media, combined heavy metal pollution, and diverse exposure routes. However, existing human health risk assessment (HHRA) methods have multiple drawbacks, such as their small scope of application, limited assessment factors, and insufficient case applications. After 128 soil samples were collected, the contents of Be, V, Ni, Cu, Zn, As, Cd and Hg in the soils were analyzed based on general risk assessment guideline of China. Then, risk levels were calculated based on oral ingestion, skin contact and inhalation as the main exposure routes to compare and screen priority heavy metals. Furthermore, control values were identified through a contribution rate calculation model when CR > 10−6 or HQ > 1. As reference values, risk thresholds were proposed for heavy metals, and then a soil HHRA framework for the CCI site was constructed. Under the three exposure routes, the total CR was As > 10−6, and the total HQ was 1 > As > Cd; the HHRs related to As and V via the oral ingestion, dermal contact, and inhalation pathways were 76.67%, 13.13%, and 10.18% and 1.66%, 0, and 98.34%, respectively. The risk control value of As was 1.59 mg/kg and that of V was 25.1 mg/kg. Based on these results, the threshold values for priority heavy metals should be based on comprehensive considerations of the elemental background of a specific area, the contaminant criteria in different areas, the regional industrial development plan, and the most important control criterion, as well as the control value. Through the development of an HHRA framework and case verification, the authors of this article aim to guide CCI managers in screening priority heavy metals, formulating protection measures, developing improved operational procedures and improving the HHRA system for polluted CCI sites.

Hygiene of planning and building of settlements: significant achievements and prospects

Annotation. The National Academy of Medical Sciences of Ukraine over its thirty-year history has made, without exaggeration, a tremendous contribution to the field of theoretical, clinical and preventive medicine both in Ukraine and abroad, which fundamentally changed the quality of human life in all spheres. The NAMS of Ukraine today has a powerful creative potential, a high reputation in Ukraine and abroad. The Laboratory of Hygiene of Planning and Development of Settlements of the SI “IPH NAMSU” has been developing preventive medicine and standing guard over public health for 90 years and strengthening the prestige of the NAMS of Ukraine in this field. This is the only laboratory of this profile both in the system of the National Academy of Medical Sciences of Ukraine and in the healthcare system of Ukraine. The purpose of the study is to reveal the formation and development of scientific research of the Laboratory of Hygiene Planning and Development of Settlements and to highlight scientific achievements to mark the 90th anniversary of the laboratory of the same name and the 30th anniversary of the National Academy of Medical Sciences of Ukraine. Research methods: the analytical method is used in the work (studying the results of the laboratory of hygiene planning and development of settlements); the method of hygienic substantiation of the reconstruction of settlements. Results: the article highlights the activities of the hygiene laboratory of planning and construction of settlements of the State University “IHZ NAMNU”, which is aimed at solving the most urgent sanitary and hygienic problems of urban and rural construction, regional planning and development of territories and industrial development, environmental protection of settlements, as well as issues ensuring favorable living conditions for the population to preserve and strengthen their health. So, the activities of the Laboratory of Hygiene of planning and construction of settlements of the State University “IGZ NAMNU” on its glorious 90th anniversary, its scientific achievements, which were reflected in sanitary and urban planning legislation and implemented in the public health system of Ukraine, bodies of the State Production and Consumer Service, divisions of the Ministry of Regions, have of particular importance for the further stable development of domestic production of independent Ukraine and the preservation of public health, and strengthens the prestige of the NAMS of Ukraine on its 30th anniversary from the day of its establishment.

Spatial evolution and decomposition of energy-related CO2 emissions in China's mining industry: from the perspective of regional heterogeneity.

To ensure China's energy security, the mining industry faces increasing emissions reduction and energy conservation pressures. This study combined index and production-theoretical decomposition analyses to decompose the energy-related CO2 emissions in mining industry (ERCEMI) influencing factors into seven major effects and adopted a gravity model to dynamically visualize the transfer path and gravity distribution from 2000 to 2015. As investment effects were introduced into the decomposition analysis, the results fully considered the regional heterogeneity and spatiotemporal dynamics. The main findings were as follows: (i) a typical heavy emissions trend along the Heihe-Tengchong line, with a concentration of large ERCEMI values; (ii) the gravity center of ERCEMI had shifted to the southwest, and the migration trends were divided into three stages; (iii) the ERCEMI had strong regional heterogeneity, with a diffusion trend from north to south and shrinking from east to west; (iv) the potential energy intensity and investment efficiency effects had significantly inhibited the ERCEMI, while the investment scale had boosted it. Implications for regional layouts, energy intensity reductions, and investment optimization are discussed. This research provides a comprehensive regional analysis for ERCEMI reductions and the sustainable development of the mining industry and provides a reference for local industrial development planning.

Analysis of the safety impact of mobile rail hydraulic spreader on residential building machines under the system of building machines

The construction industry in China is a labor-intensive industry, but the cheap labor force has begun to change in recent years, with labor costs rising. In some labor exporting provinces, there has even been a "battle for talent.". Based on this, the "14th Five Year Plan" construction industry development plan issued by the Ministry of Housing and Urban-Rural Development proposes to accelerate the coordinated development of intelligent construction and industrialization of new buildings, and promote digital design, intelligent production, and intelligent construction. With the continuous progress of science and technology, the construction industry has also made many technological innovations, and innovative changes have taken place in related technologies. The residential building machine has begun to replace the traditional climbing frame application. Through gradual improvement, the lightweight building machine applicable to this project is only 220T, and the combination of spreader and building machine makes the concrete pouring process more convenient and intelligent, significantly reducing the labor intensity of construction personnel. Based on this, the analysis of the impact of mobile rail hydraulic spreader on the safety of residential building machines is a key factor.
