Green innovation, industrial structure and urban eco-efficiency in Chinese cities

In the context of significant environmental changes, the urgency of adopting green innovation has become increasingly apparent as a central mechanism for adjusting industrial structures in China. This transition serves not only as a crucial way to address pressing environmental challenges, but also as a fundamental strategy to improve the ecological efficiency of urban areas. Existing research mainly keeps a close eye on the unidirectional relationship between variables such as technological innovation and environmental protection. There is less relevant literature that has researched the cointegration relationship among green innovation, industrial structure, and eco-efficiency of cities. The essential role of green innovation and industrial structure in reaching a higher eco-efficiency of city are discussed in this research and the relationship among these three variables are analyzed by the evidence from cities in China from 2011 to 2019. The fact that the variables are cointegrated in the long run is evidenced by the results for the full sample. The sub-sample results report that in the eastern region, green innovation, industrial structure upgrading, and industrial structure rationalization could improve urban eco-efficiency. However, in Midwest regions where economic development is relatively backward, green innovation's effect on urban eco-efficiency is not in a significant positive way. The results obtained in this paper have implications for different cities in China to formulate corresponding policies on green innovation, industrial structure, and urban eco-efficiency.

How do industrial land transfer modes impact carbon emissions? An intermediation perspective based on industrial structure.

Industrial land is currently the main carrier and important source of global carbon emissions, and as the world's largest developing country, China's large-scale and diversified industrial land supply has made it the world's largest carbon emitter. Therefore, researching the impact of different supply methods of industrial land on carbon emissions and its impact paths in China can help provide a reference for other countries to reduce carbon emissions from the perspective of urban industrial land management, which is of great significance for effectively promoting global carbon reduction. Based on this, this paper analyses the impact of different supply methods of industrial land on carbon emissions and its urban heterogeneity using the SYS-GMM and chain-mediated effects models for 285 cities in China from 2008 to 2020. The study found that, in general, the impact of different industrial land transfer modes on carbon emission has hysteresis and persistence. Agreement and listing transfer with government intervention can significantly exacerbate carbon emissions, while more market-based bidding and auction transfer can dampen carbon emissions. In terms of intermediary effects, the transfer of industrial land by agreement and listing will inhibit the rationalization and advancement of industrial structure, thus aggravating carbon emissions. The transfer of industrial land by bidding and auction will create barriers to entry and a crowding-out effect, promote the rationalization of industrial structure and the transformation and upgrading of industrial structure and moderate carbon emissions. In terms of city heterogeneity, there is urban heterogeneity in the impact of industrial land transfer on carbon emissions in cities with different economic types. Bidding and auction transfer for industrial land in both economically developed and less developed cities can promote carbon pollution. While the more developed urban economy makes the intermediary effect of industrial structure not significant. In the future, it is necessary to strictly control the scale of industrial land supply; the whole process supervision mechanism of industrial land allocation and differentiated industrial land supply strategies will provide useful experience for many developing countries in allocating industrial land to mitigate carbon emissions, generating effective contributions to global carbon emission reduction.

More Rational, More Attractive: Industrial Structure Rationalization and Migrant Workers’ Employment Choices in China

Industrial structure rationalization could affect not only the employment structure but also the micro-employment choices of the labor force. Using the national individual-level survey data, we examine how regional industrial structure rationalization influences the employment status and location choices of migrant workers respectively using a probit model. The results show that industrial structure rationalization can significantly increase the probability that migrant workers choose regular and cross-provincial employment and reduce the probability of intra-provincial labor mobility, self-employment, and temporary employment. Higher employee welfare and income are the main mechanisms underlying the effect on migrant workers’ employment choices. Furthermore, the effects of industrial structure rationalization on the employment status and location choices of migrant workers differ according to gender, family size, and industry. These findings deepen the understanding of the relationship between industrial structure rationalization and labor migration and offer references for governments to promote regional sustainable development.

Digital inclusive finance, industrial structure, and economic growth: An empirical analysis of Beijing-Tianjin-Hebei region in China.

As a product of combining digital technology and traditional finance, digital inclusive finance plays a vital role in economic growth. This paper deeply analyzes the impact of digital inclusive finance on economic growth and the specific transmission path. This research selects the municipal panel data of Beijing-Tianjin-Hebei from 2011 to 2020 and empirically studies the impact of digital inclusive finance on economic growth. From the perspectives of industrial structure transformation speed, industrial structure upgrading, and industrial structure rationalization, this study analyzes the role of industrial structure in the impact of digital inclusive finance on economic growth and tests the heterogeneity of the impact of digital inclusive finance on economic growth. The results show that digital inclusive finance has a significant role in promoting economic growth. The depth of use of digital inclusive finance has the most significant impact, followed by the breadth of coverage, and the degree of digitization is the smallest. The industrial structure transformation speed and the industrial structure rationalization play a significant intermediary role in the economic growth effect of digital inclusive finance, and the industrial structure upgrading has no significant impact on the economic growth effect of digital inclusive finance; the promotion effect of digital inclusive finance on economic growth is bigger in the economically developed group, the higher digital inclusive finance group and the technologically developed group, and the promotion effect is smaller in the economically underdeveloped group, the lower digital inclusive finance group and the technologically underdeveloped group. The results provide a strong reference for policy formulation to promote the development of digital inclusive finance and economic growth.

Evaluation of Chinese OFDI on Local Industrial Structure: A Case Study based on Countries along the “One Belt and One Road”

With the “One Belt and One Road Initiative” (BRI) initially launched in 2013, Chinese outward foreign direct investment (OFDI) has obtained a further growth, which has had an unavoidable effect on the local economic activities of recipient countries. In order to weigh the potential and long-term impact of Chinese OFDI on local economy, this paper determines to test the correlation between Chinese OFDI and changes on local industrial structure via establishing a series of indicator. Relying on the data from countries along BRI from 2013 to 2021, the paper obtain two conclusions: (1) Chinese OFDI affects and improve the industrial efficiency of countries along BRI. (2) There are not obvious evidences on the correlation between Chinese OFDI and the proportion of different industries and the rationalization of local industrial structure, which needs a extensive study.

The impact of industrial transformation on green economic efficiency: New evidence based on energy use

Developing a green economy is key to achieving the 2030 Sustainable Development Goals. This paper uses the SBM-GML index, which includes non-desired outputs, to measure the trend of regional green economic efficiency changes and analyze the impact mechanism and realization path of industrial transformation on green economic efficiency. The research results show that advanced industrial structure has a positive influence on green economic efficiency nationwide, while energy utilization structure and energy utilization efficiency have positive partial intermediary effects in the influence path; industrial structure rationalization is also significantly positively related to green economic efficiency nationwide, and the mediating effect of energy utilization is positive. The impact of industrial transformation on green economic efficiency has regional heterogeneity, and the mediating effect of energy use also differs. Among them, the impact effect in the eastern region is basically consistent with the national sample, but is negative in the central and western regions. This paper proposes countermeasures in terms of adjusting the industrial structure, improving energy efficiency, and perfecting industrial and energy policies, which can provide theoretical and practical references for promoting the transformation and upgrading of regional industrial structure, optimizing energy utilization, and advancing the efficiency of the national and regional green economy.

Environmental regulation, land use efficiency and industrial structure upgrading: Test analysis based on spatial durbin model and threshold effect

Environmental regulation promotes industrial structure change and regional economic transformation through land use adjustment, which gets a new way to explore the path of reforming traditional industrialization and urbanization. Based on the panel data of 128 prefecture-level cities in China 's Yangtze River Economic Belt from 2000 to 2020, this paper uses the spatial Dubin model to analyze the impact of environmental regulation and land use efficiency on the upgrading of industrial structure, and sets the panel threshold model to examine the impact of environmental regulation on the upgrading of industrial structure by affecting land use efficiency. The results show that formal environmental regulation has a significant positive spatial effect on the rationalization and upgrading of industrial structure, which are 0.1734 and 0.2854 respectively. Informal environmental regulation has a negative spillover effect on neighboring provinces but not significant. Heterogeneous environmental regulation has obvious “double threshold effect” on industrial upgrading by affecting land use efficiency. When the threshold of environmental regulation intensity is 0.0315–0.0886, environmental regulation still inhibits land use efficiency and industrial structure upgrading. When the threshold value is greater than 0.0886, environmental regulation has a positive impact on land use efficiency but not significant. With the intensity of environmental regulation from weak to strong, it will produce a double threshold effect of “strong inhibition-weak inhibition-interaction promotion” on the upgrading of manufacturing structure through the adjustment of land use efficiency.

The PM2.5 pollution rebound effect and industrial structure adjustment in China: The impact of heterogeneous technological progress and resource dependence

Adjusting industrial structure is the fundamental way of pollution control and environmental protection. Analyzing the PM2.5 pollution rebound effect of industrial structure adjustment based on heterogeneous technological progress and resource dependence is of great significance for in-depth and sustained pollution reduction. The results of combining the panel threshold regression model and the modified STIRPAT model on provincial panel data from 2008 to 2022 show that a 1% increase in structural upgrading results in a 0.4130% decrease in PM2.5 pollution; a 1% increase in structural rationalization results in a 0.0934% decrease in PM2.5 pollution. Resource dependence causes the PM2.5 pollution rebound effect of industrial structure adjustment; industrial structure upgrading with resource dependence has an insignificant increase effect on PM2.5 pollution, 1% increase of rationalization with resource dependence leads to a 2.8637% increase in PM2.5 pollution. As technology progresses, the increasing effect of industrial structure upgrading with resource dependence on pollution gradually weakens and finally transforms into a reduction effect; the reduction effect of industrial structure rationalization with resource dependence becomes an increasing effect causing the rebound to reappear and then turns to be a reduction effect again, show an invert “N.” Heterogeneous technological progress has the paradox impact mechanism on the pollution rebound; environmental protection technological progress can eliminate the pollution rebound, whereas energy-saving technological progress may cause a pollution rebound effect of industrial structure rationalization.

Unlocking the carbon emission efficiency improvement path of technological innovation: a perspective on industrial restructuring and R&D element flows.

Technological innovation is regarded as an important means to improve carbon efficiency. However, there is no consensus on this view. Meanwhile, few studies have considered how technological innovation affects carbon efficiency. To this end, this study investigates the influencing mechanism and effects of technological innovation on carbon emission efficiency from the perspectives of industrial restructuring and R&D element flow. It establishes the influencing and mechanism model and then deeply studies the impact and paths of technological innovation on carbon emission efficiency, using panel data from 30 provinces in 1999-2020. Results show that (1) technological innovation improves carbon emission efficiency. (2) Regional differences in the impact effects of technological innovation are evident, with a greater contribution to carbon emission efficiency in eastern region. (3) Innovation improves carbon efficiency through two paths: advanced industrial structure and industrial structure rationalization. (4) The moderating effect demonstrates that the technological innovation's influence is gradually enhanced with the interregional mobility of R&D personnel and capital. Hence, decision-makers should correctly guide the orderly flow of R&D factors and further improve the carbon emission reduction effect by increasing innovation support and helping optimize the industrial structure.

Low-carbon cities pilot and industrial structure upgrading: enabling or negative? Evidence from a quasi-natural experiment in China

The enhancement of industrial structural refinement stands as a pivotal approach to harmonize high-quality economic development and environmental preservation. In this study, we seek to assess the impact of low-carbon city pilot programs on the upgrading of industrial structure. Leveraging panel data encompassing 283 prefecture-level cities in China from 2006 to 2019, this study undertakes an empirical test employing the time-varying difference in difference (DID) methodology. We further delve into an examination of the specific mechanisms and heterogeneity of effects. The findings are summarized as follows: (1) the low-carbon cities pilot significantly promoted the supererogation of industrial structure, but did not promote the rationalization of industrial structure. This observation remains valid even after undergoing a battery of robustness tests. (2) The pilot propels the upgrading of industrial structure by fostering green technology innovation and diminishing resource dependence. Local government support positively moderates the effect of green technology innovation on industrial structure supererogation, while negatively moderating the effect of green technology innovation on industrial structure rationalization. Further tests reveal that local government support can positively moderate the mediating effect of green technology innovation. (3) The policy effect of the pilot is more conspicuous in the eastern region, which is mainly achieved via increasing the intensity of green technology innovation and reducing resource dependence. (4) The pilot exhibits a more pronounced driving effect on the industrial structure of high-level cities, primarily through the promotion of green technology innovation. These findings not only provide empirical evidence for the industry-driven effect of low-carbon cities, enriching the effect assessment research of low-carbon city pilot policies from the theoretical level, but also furnish policy reference for realizing the green and high-quality economic development of low-carbon cities from the practical perspective.

A green path towards sustainable development: The impact of carbon emissions trading system on urban green transformation development

This study aims to explore the direct and indirect impacts of the Carbon Emission Trading System (CETS) on the green transition development (GTD) of Chinese cities. This paper constructs a GTD evaluation system from the perspective of prevention and governance at the source, in terms of carbon reduction, pollution reduction, green expansion and growth, and measures the GTD performance of 281 cities based on the EW-TOPSIS model. It is found that the average increase in GTD of the sample cities from 2006 to 2020 is 3.40 %, the GTD progress of the 281 cities has a considerable positive spatial autocorrelation, with the GTD progress of the CETS pilot cities being significantly bigger than that of the non-pilot cities. Further this paper adopts the spatial difference model (S-DID) to scientifically identify the influence mechanism and heterogeneity of the direct and spatial effects of CETS on city GTD, and the results show that CETS has a positive effect on the GTD of both local and neighboring cities. Propensity score matching (PSM) is used to further corroborate these findings. The study also shows that CETS improves local GTD by promoting green innovation, rationalizing industrial structures, and enhancing energy efficiency in cities. Nevertheless, the ensuing siphon effect hinders nearby cities' levels of energy efficiency, industrial structure rationalization, and green innovation. The policy effects of CETS are more significant in large cities, eastern cities, old industrial areas, and non-resource-based cities. CETS can work in synergy with smart city construction, low-carbon city pilot policies, and emission trading policies to accelerate the process of GTD.

Can a new national system policy for science and technology promote industrial restructuring in China’s national innovation center cities?

AbstractWe establish two types of difference-in-difference (DID) models to study the effects of the policy shocks of the new national system of science and technology on the rationalization and advancedization of industrial structure of national innovation center (NIC) cities. Meanwhile, considering the differences in resource endowment between NIC cities and general cities, we use propensity matching analysis (PSM) to establish matching data on the basis of benchmark data to empirically demonstrate the effect of this policy shock on the industrial structure of NIC cities. The study shows that the policy shock has a promoting effect on the level of industrial structure rationalization in the NIC cities, but not significant effect on the industrial structure advancedization, the improvement of the financing environment can promote the development of industrial structure advancement, the growth of personal wealth has a promoting effect on the industrial structure rationalization, and the increase of the government investment is not conducive to the advancement of industrial structure, although it can promote the rationalization of the industrial structure in China’s NIC cities. Compared with the eastern NIC cities, this policy shock has a greater effect on the rationalization of industrial structure in the Central-western NIC cities of China. In addition, the financing environment and per capita income of NIC cities have a moderating effect on the rationalization of industrial structure under the policy shock. Therefore, NIC cities should actively promote the promotion effect of this policy on the rationalization of industrial structure.

Impact of financial development on innovation efficiency of high-tech industrial development zones in Chinese cities

Since 1988, China's high-tech industrial development zones (HIDZ) have achieved remarkable success in economic construction, playing a crucial role in both national and local economic growth. The development and innovation within HIDZ are intricately linked to external financial support. This study empirically examines the influence of financial development (FD) on the innovation efficiency of HIDZ (IEH) based on panel data from various Chinese cities spanning the years 2007–2020. The findings reveal the following: (1) Overall, enhancements in both financial scale (FS) and financial efficiency (FE) significantly contribute to the improvement of IEH. (2) The paper introduces industrial structure rationalization (ISR) as an intermediary variable and utilizes the Mediating Effect Model. The results show that the mediating effect of ISR on FS and FE is approximately 0.0164 and 0.0150, respectively. (3) Heterogeneity analysis of samples across different regions and periods indicates that the impact of FS on IEH follows a pattern of ‘western region > eastern region > central region’. Similarly, the impact of FE shows a trend of ‘central region > western region > eastern region’. Furthermore, the influence of FD during the period 2007–2012 is more pronounced than that of 2013–2020.

Impact of green finance on industrial structure upgrading: implications for environmental sustainability in Chinese regions.

Marking green finance to revolutionize industrial structure and achieve environmental sustainability is increasingly critical. We explore the impact of green finance (GF) on industrial structure advancement and industrial structure rationalization employing the panel data of 30 Chinese provinces from 2011 to 2020 in terms of technology inputs, environmental regulation, and green technology innovation. Results indicate that GF significantly stimulates China's industrial structure in both advanced and rationalization. The driving effect of GF on the industrial structure is mainly reflected in the advanced dimension of industrial structure in the eastern and economically developed area but mainly in the rationalization dimension of industrial structure in the economically less developed area. GF's role in facilitating industrial structure upgrading largely depends on technology inputs, environmental regulation, and green technology innovation.

Does the low carbon transition impact urban resilience? Evidence from China's pilot cities for carbon emission trading.

The low-carbon transition is a systemic economic and social change that will inevitably have an impact on many areas of the urban system. Has China's ongoing low-carbon transition impacted urban resilience (UR) systems while achieving urban energy saving and carbon emission reduction goals? This paper uses the implementation of the carbon emissions trading pilot policy (CETPP) as a "quasi-natural experiment." It evaluates the impact of the policy on UR using a difference-in-differences model based on the data of prefecture-level cities from 2008 to 2020. The study shows that pilot carbon trading policies favor UR, and the market mechanism of carbon emissions has a heterogeneous cause influence on UR. The impact of pilot carbon trading policies on UR varies according to the respective moderating effects of institutional factors, green technology innovation, industrial structure rationalization, and output effects.

Differentiated Paths of Regional Green Development Driven by Industrial Enterprise Innovation

A fundamental shift in the regional development pattern is crucial to achieving a comprehensive green transformation in China. Currently, innovation-driven green development is a significant strategic option for regional development. As the main body of innovation and the basic unit of regional composition, enterprises have a profound impact on the development of regional economy, society, ecology, and other aspects. However, considering China’s vast territory and significant regional differences in natural environment and industrial structure, it’s necessary to further explore the specific impact paths of regional green development driven by enterprise innovation. Therefore, taking industrial enterprises as an example, based on the panel data of 30 provinces in China from 2016 to 2020, this study verifies the impact of industrial enterprise innovation on the regional green development level by constructing a parallel multiple mediating effect model and dividing the economy into eastern, central, and western regions to discuss the specific impact paths. The results show that industrial enterprise innovation has a significant positive effect on regional green development level, via different influencing paths in each region: (1) The eastern region improves the regional green development level by narrowing the urban-rural income gap; (2) The central region improves the regional green development level by reducing resource dependence; and (3) The western region raises the regional green development level by improving the rationalization of industrial structure.

Local Government Environmental Attention and Urban Land Green Use Efficiency in China: The Intermediary Role of Industrial Restructuring

Local governments in China have decision-making authority over urban land use, and their level of environmental attention influences the green use of urban land. However, the impact of local government environmental attention on urban land green use efficiency and its mechanisms remain unclear. This study utilizes panel data from 284 cities from 2003 to 2020 in China and employs fixed effects models and mediation analysis to investigate the pathways through which local government environmental attention affects urban land green use efficiency. The main results are as follows: (1) Through a series of significance tests, local government environmental attention has a significant positive influence on urban land green use efficiency in cities. (2) Further research suggests that both the quantity and quality of industrial structure upgrading act as intermediaries between local government environmental attention and urban land green use efficiency, while the rationalization of industrial structure plays a partial masking role rather than acting as an intermediary. (3) Furthermore, a regional heterogeneity analysis indicates that the impact of local government environmental attention on urban land green use efficiency is significant in the central region but not in the eastern and western regions. Based on these research findings, this study provides valuable policy insights aimed at contributing to green land use and sustainable development in Chinese cities.

The Regionally Heterogeneous Impact of China’s Environmental Regulation on the Transformation and Upgrading of Its Industrial Structure

Approaches to promoting the transformation and upgrading of China’s industrial structure represent an important issue in high-quality economic development. The upgrading of industrial structures is beneficial not only for environmental protection but also for sustainable economic development. This article first tests the correlation between environmental regulation and the transformation and upgrading of industrial structure through an impulse response function and then uses provincial panel data to analyze the regionally heterogeneous impact of environmental regulation on industrial structure upgrading. The research results indicate that: (1) the presented impulse response graph indicates that environmental regulation shocks have a significant impact on the rationalization and upgrading of industrial structure, and subsequent variance decomposition indicates that environmental regulation has a strong explanatory power on the transformation and upgrading of industrial structure; (2) overall, strengthening the level of environmental regulation is not conducive to the rationalization of industrial structure (RIS), but a strong level of environmental regulation can significantly promote the upgrading of industrial structure (UIS); and (3) at the regional level, there is significant regional heterogeneity in the impact of environmental regulation on the transformation and upgrading of industrial structure in different regions. Environmental regulation can promote UIS in China’s eastern and western regions, but it is not conducive to RIS. Environmental regulation can promote RIS in China’s central region, but it has a negative impact on UIS. The conclusion of this article provides inspiration for sustainable economic development.

Can the digital economy accelerates China's export technology upgrading? Based on the perspective of export technology complexity

At present, the global division of labor system has entered a period of accelerated reconstruction. How to use the new generation of digital technology to achieve high-quality development of China's export trade has become the key to promoting the new development pattern of dual circulation at home and abroad. Based on the export technical complexity of 30 provinces in China from 2012 to 2020, this paper uses entropy weight TOPSIS to measure the development level of provincial digital economy, and deeply analyzes the impact and internal mechanism of digital economy on China's export technical complexity. The study found that the digital economy has significantly promoted the upgrading of China's export technology, and this improvement effect is most obvious in the eastern region. But the export quality of the western region has a negative inhibitory effect. From the perspective of the impact mechanism, the digital economy can achieve export technology upgrading by promoting knowledge spillover and accelerating the marketization process. From the perspective of industrial transformation and upgrading, the development of the digital economy accelerates the technological upgrading of export products through the upgrading of industrial structure, but it has no obvious impact on the rationalization of industrial structure. Further tests show that the effect of digital economy on the upgrading of export product quality is more prominent in low-tech industries. The conclusions of this paper provide data support and analysis perspective for exploring the innovative development of trade led by digital economy and enhancing the international competitiveness of China's foreign trade. It provides new ideas for improving the quality of China's high-quality external circulation development under the background of digital economy, and provides policy reference for the organic combination of digital economy development strategy and foreign power strategy.
