How the United States learned to commodify the transnational atom

ABSTRACT In consultation with The Department of State and the USAEC, and other state and non-state actors – including the Atomic Industrial Forum Inc. and the Fund for Peaceful Atomic Development – organized the first international missions to investigate if and how nuclear technologies could be mobilized as commodities and symbols of possible futures to the rest of the world, with a special focus on underdeveloped countries. Nevertheless, they soon realized that selling atomic development required a set of skills, tools, and knowledge not found in the usual and tested aid programs for agriculture and public health. Based on John Krige’s reflections on the co-production of knowledge and the writing of transnational history, we will explore how knowledge for nuclear development was co-produced in countries like Egypt, Turkey, Mexico, and the United States.

OP116 Building Alignment Between Industry, Academia, And Patients On Health Technology Assessment Methods

IntroductionWith the announcement of the health technology assessment (HTA) review in Australia, a HTA Summit was organized by ISPOR Australia in November 2022. The aim of the Summit was to provide a forum for industry, academia, and patients to share ideas and find common ground with respect to HTA policy, processes, and methods. Topics were determined by a Steering Committee and included: managing uncertainty; patient engagement; second order effects; genetics, genomics and precision medicines; conditional listing; and real-world evidence. Presentations on each topic were conducted by industry and non-industry experts. Breakout sessions led by facilitators were also held for each topic with members of the audience.MethodsDiscussions were recorded during the event and a thematic analysis was performed.ResultsThe following themes were identified from the event.•There was a strong sentiment that participants enjoyed the opportunity to discuss ideas and work toward solutions.•There was a consistent theme that many of the issues arising in HTA were due to a lack of communication between sponsors, evaluators, patients, and decision makers.•It was noted that HTA encompasses several technical terms that have different meanings among various stakeholders.•There was a clear consensus that patients should be involved in HTA earlier and throughout the process.•HTA reform can help drive better access to real-world evidence.•To improve the efficiency of the process, uncertainty could be reframed as risk management, which incorporates the effect of uncertainty in the funding decision.•HTA includes policies, processes, and methods and is used as a tool by decision makers to make informed funding decisions. It was noted on several occasions during the Summit that funding decisions have a political element that should be separated from the HTA process.ConclusionsIt is possible to achieve better collaboration between industry, academic, and patient groups with respect to HTA reform. To promote more collaborative work a consistent conflict of interest definition would be helpful.

360 8K Viewport-Independent VR

Over the past few years 360 virtual reality (VR) has been deployed using different techniques. Viewport-independent technology has been used on 4K content for delivery to 4K-capable head-mounted displays (HMDs) and smartphone devices, resulting in a disappointing experience. The alternative is using viewport-dependent technology with 8K content on 4K-capable HMDs and smartphones devices, which enables a good experience, but with complexities and limitations in terms of the integration into existing over-the-top (OTT) workflows. The 8K viewport-independent technology presented uses off-the-shelf encoding techniques to compress 8K 360 VR content as a single file and to distribute it in a common media application framework (CMAF) low-latency Dynamic Adaptive Streaming over HTTP (DASH) mode to 8K-capable devices such as the Oculus Quest 2 or Galaxy S20. This article presents an end-to-end 8K VR workflow, which is entirely cloud-based and capable of delivering high-quality 8K VR digital rights management (DRM)-protected content compared with 4K content on different devices. We present the initial results of the trial performed by the VR Study Group of the Streaming Video Alliance (SVA) in collaboration with the VR Industry Forum (VRIF), where 8K VR content was encoded and streamed on different very-high-speed (fiber and data over cable service interface specification (DOCSIS)) networks.

IX INTERNATIONAL INDUSTRIAL FORUM "TERRITORY NDT – 2022"

A brief overview of the events of the IX International Industrial Forum “NDT Territory. Non-destructive testing. Tests. Diagnostics” Within the framework of the forum, round tables were held on topical problems of non-destructive testing and technical diagnostics, a youth scientific and technical conference, the All-Russian competition of final qualification works “New Generation – 2022”, the final of the All-Russian competition on non-destructive testing “Defectoscopist 2022” and a National Prize in the field non-destructive testing and technical diagnostics. At the exhibition of instruments and equipment, modern means of NDT and TD were presented. The review briefly discusses the main achievements of companies in the field of creation and application of technical means intended for testing, measuring and non-destructive testing of modern structures and materials for various purposes. These are means of vibration diagnostics and non-destructive testing based on the use of various physical methods for the interaction of radiation and fields with the substance and the object of control. Brief information about the companies involved in solving these problems is given.

Promoting Indigenous‐led restoration: The Seed and Nursery Industry Forum for Aboriginal Organisations, Northam, Western Australia, September 2022

SummaryBilya Bilya Koort Boodja Centre for Nyoongar Culture and Environmental Knowledge in Northam, Western Australia, was the location for this event where legislators, practitioners, academics, Nyoongar Elders, and key representatives for Traditional Steward groups gathered to discuss the current issues and future trajectory of the emerging Indigenous nursery sector, specifically the activities of native seed and seedling supply chain. These activities are key components of the emerging Indigenous‐led restoration economy and indispensable for biodiverse restoration of degraded ecosystems at the landscape scale. Key outcomes included: improved awareness in participants about activities being undertaken across the restoration economy sector; the acknowledgement of a disjunction between academia and business practice, and the realisation that bridging the gap between knowledge and action is becoming increasingly urgent.

Nuclear energy policy and city planning in the early days of nuclear energy development: Analysis of the construction process of the atomic center in Tokai Village

AbstractTokai Village is a home to the first commercial nuclear power plant in Japan, and Nuclear Power Plants are directly adjacent to residential districts there. This study investigates the context of this situation by looking back around 1960 when the plants were built and clarifying the development project ideas and decision‐making processes that were involved in the planning. The main findings are the following: Japan Atomic Industrial Forum (JAIF) Inc. drafted the development plan for Tokai Village, founded Tokai Atomic Urban Development, acquired company sites. The Ibaraki Prefecture involved JAIF in making decisions on city planning of Tokai Village.
