Needs To Be in Port Accident Emergency System Construction and Assessment Technology Research

In this paper, the urgency and necessity of the research on the construction and evaluation technology of China’s port accident emergency response system are fully expounded and demonstrated from the level of the policies and documents of the administrative departments, the research level of experts and scholars, and the actual situation of the port industry emergency response work. Based on sorting out the problems existing in the construction and evaluation of China’s port accident emergency response system, the research ideas and main contents of the research on the construction and evaluation technology of port accident emergency response system are put forward.

Human factors in occupational health and safety 4.0: a cross-sectional correlation study of workload, stress and outcomes of an industrial emergency response

Industrial hazards and emergency response capability assessment studies are still poorly focusing on the impact of human factors on the response phase in the aftermath of an industrial accident. This study pushes for an increased attention on human factors, such as stress and perceived workload, in the occupational health and safety 4.0 and proposes an approach to analyse their effects with the ultimate aim to include them in the design of industrial safety protocols and regulations and in the assessment of hazards. The present paper answers the question whether and to what extent stress and the perceived workload are correlated to the capability of the emergency manager to coordinate and monitor the execution of all the actions intended to deal with an industrial accident and its effects. The findings of a cross-sectional regression of data collected from a series of training sessions carried out by means of virtual reality and serious games technologies show how a balanced workload and the ability to control emotivity are preconditions for mastering procedures and responding in the optimal way to an industrial emergency scenario.

Concern on the Sustainable Development of China Nuclear Power Emergency Treatment after the Japan Fukushima Nuclear Crisis

After the Japan nuclear power crisis in 2011, main nuclear power countries and international organizations reactions to nuclear emergency and security problem had become a hot topic. The global concern on power emergency problem after the Japan Fukushima nuclear crisis was reviewed comprehensively. The International Atomic Energy Agency (IAEA) investigation, the U. S. NRC Security Check, EU stress test, and France ASN complementary safety assessment results were stated in detail. As an important source of power, China’s altitude toward the sustainable nuclear power development and safety was also surveyed. The main nuclear power countries all claimed their position to insist on the development of nuclear power while taking lessons from Japan Fukushima nuclear crisis. Finally some comments and suggestions to improve China’s power industry emergency response and drills system to support the sustainable development of nuclear energy were proposed.

The Role of Experience in Operational Incident Commanders' Decision Making Expertise: Typical and Procedure-Based Decisions

This study set out to identify the basis of decision making expertise by the operational incident commander in an industrial emergency response organisation, involving domain-specific problem solving strategies and skills, and knowledge developed through normal operations and training. Perspectives from NDM, and the specialised working memory component view in cognitive psychology were integrated as Engineers (n = 16) from a high risk industrial environment participated in a dual-task paradigm involving a context-specific computer-based decision task combined with a secondary visuo-spatial distractor task. Response times, quality, and difficulty of decisions, categorised as typical/atypical and procedure/no procedure, were examined across duration of experience (high experience/low experience). Results provide evidence of fast, high quality, low difficulty schema-based decision making. However being covered by a procedure did not assist fast recall from LTM. Targeted experiential training to develop schemas in LTM is emphasised.

Development and evaluation of an advanced training technology course within a union-based industrial emergency response training program.

The Health and Safety Department of the United Automobile Workers recently introduced the use of Advanced Training Technologies (ATTs) into a previously successful Industrial Emergency Response (IER) program. The new curriculum attempted to incorporate web-based technology, while preserving the historical emphasis on the use of peer trainers and the Small Group Activity Method (SGAM) to promote team problem solving and worker empowerment. The University of Michigan evaluated the program by administering a survey combining open- and closed-ended questions to trainees. Of the 46 respondents, most rated the program very highly, found that the use of internet technology allowed faster access to current information, reported peer trainers as one of program aspects they liked best, and did not find working in groups of three per computer difficult. It is possible to enhance a workplace health and safety training program through the introduction of ATT without compromising participant-centered, group learning program philosophies.

In the summer of 1992, industry researchers hope to spill and set ablaze tens of thousands of gallons of crude oil in the ice-choked waters of the Beaufort Sea off Alaska's northern coast. The researchers want to determine how well federal or industrial emergency response teams can deal with a future accidental oil spill in Arctic waters and learn whether fire can serve as an effective cleanup tool. First, however, they must convince federal and state regulators to sanction the test, and that's proving difficult. One reason for concern is that the standard approach to oil cleanup may not work in this area. Special hazards - the rough weather that often batters the Beaufort Sea, the darkness that envelops the area during most of the winter, and the ice - make it virtually impossible to deploy booms and collectors of the kind used for spills in warmer waters. The planned spill in the Beaufort Sea is an attempt to test alternative cleanup technologies. It is being sponsored by Alaska Clean Seas (ACS), a nonprofit organization composed of the major oil and gas companies operating in Alaska.

The chemical industry has found mutual aid networks to provide emergency response to incidents involving their products to be very useful to provide quick and effective response. They have used this mechanism to provide emergency response along product lines and in selected geographical areas. They have also found it a cost-effective way to provide specialized equipment and supplies for emergency response. The mutual aid system does increase the liability of the members, but this is more than offset by the benefits of having a qualified team to go to the scene quickly. To expand the benefits of mutual aid, the Chemical Manufacturers Association (CMA) set up a new program called CHEMNET that provides emergency response advice and assistance to a wide variety of products. The program includes membership from companies too small to justify their own emergency response capabilities because they can use the service of other members or contractors.
