Examining the Influence of ICT Penetration on Gender Disparities: A Data Panel Econometric Analysis of the Seven Southeast Asian Developing Countries

The aim of the study is to analyze to which Information and Communications Technology (ICT) penetration affects gender disparities in seven Southeast Asia’s developing countries. ICT indicators are measured through the individuals using the internet, mobile phone subscriptions, and internet subscriptions. Aside, the seven Southeast Asia’s developing countries include Indonesia, Cambodia, Laos, Malaysia, Thailand, Philippines, and Vietnam. These countries are selected as they have comparable economic development stage from lower to upper-middle income economics on the basis 2022’s World Bank Country Income Classification. The data panel econometrics is carried out to measure the effect of the independent variables towards gender disparity. Gender disparity is represented by the Gender Inequality Index. The time series data is yearly from 2000 to 2022. The econometric assessment shows the individual internet ownership and subscription have a negative and significant effect to gender disparity. It means that more internet penetration can lower the gender disparity in those seven countries. The academic implication is to enhance economic consideration towards more internet penetration and access to reduce gender disparity. In the heart of policymaking, our research indicates more internet accessibility to reduce gender disparity. As in the common knowledge, the internet is a source of information and knowledge to society

Justifying the use of excessive force: A critical discourse analysis of Chinese police individual WeChat Subscription Accounts

AbstractThis article examines how individual police officers in China interpret and justify the use of excessive force on social media through their WeChat Subscription Accounts (WSAs). Existing research examines how the police department uses social media to justify deadly force, but overlooks individual officers’ online justifications. Adopting a critical discourse analysis approach, this study analyses 211 articles commenting on a prominent case of police violence in China. The findings shed light on the online voice of Chinese frontline officers, revealing an ideology that defends the use of excessive force. The articles published in WSAs displayed strong empathy towards the involved officer; contested the characterization of the incident as police brutality by police officials, the public, and the media; and employed various strategies to justify the officer’s actions. The discussion section expands on these findings by drawing comparisons to justifications in the United States, emphasizing the distinctive dynamic between individual officers’ online expression and official police discourse in China, and offering insights for scholars examining online expression and digital nationalism in the Chinese context.

Open(ing) Access: Top Health Publication Availability to Researchers in Low- and Middle-Income Countries.

Improving access to information for health professionals and researchers in low- and middle-income countries (LMICs) is under-prioritized. This study examines publication policies that affect authors and readers from LMICs. We used the SHERPA RoMEO database and publicly available publishing protocols to evaluate open access (OA) policies, article processing charges (APCs), subscription costs, and availability of health literature relevant to authors and readers in LMICs. Categorical variables were summarized using frequencies with percentages. Continuous variables were reported with median and interquartile range (IQR). Hypothesis testing procedures were performed using Wilcoxon rank sum tests, Wilcoxon rank sum exact tests, and Kruskal-Wallis test. A total of 55 journals were included; 6 (11%) were Gold OA (access to readers and large charge for authors), 2 (3.6%) were subscription (charge for readers and small/no charge for authors), 4 (7.3%) were delayed OA (reader access with no charge after embargo), and 43 (78%) were hybrid (author's choice). There was no significant difference between median APC for life sciences, medical, and surgical journals ($4,850 [$3,500-$8,900] vs. $4,592 [$3,500-$5,000] vs. $3,550 [$3,200-$3,860]; p = 0.054). The median US individual subscription costs (USD/Year) were significantly different for life sciences, medical, and surgical journals ($259 [$209-$282] vs. $365 [$212-$744] vs. $455 [$365-$573]; p = 0.038), and similar for international readers. A total of seventeen journals (42%) had a subscription price that was higher for international readers than for US readers. Most journals offer hybrid access services. Authors may be forced to choose between high cost with greater reach through OA and low cost with less reach publishing under the subscription model under current policies. International readers face higher costs. Such hindrances may be mitigated by a greater awareness and liberal utilization of OA policies.

Household access to the public electricity grid in Cameroon: Analysis of connection determinants

This article empirically examines the determinants of household access to the public electricity grid in Cameroon, using data from a survey conducted by NIS (2014) on a sample of 46560 households. The key findings reveal that social class, housing tenure, education level, area of dwelling, and distance to the electric pole all have a substantial (p 0.001) influence on public grid connection. According to multinomial logistic regression estimates, the main significant predictors of individual connection to the public grid are: residing in a villa (43.27%), higher education (34.91%), and home ownership (34.27%). Furthermore, the main significant predictors of connection without a personal subscription or through intermediaries are: residing in a concession area (42.44%), living in the western region (35.13%), and poverty (25.60%). Finally, the male gender (15.55%) and the home's distance from the electric pole of more than 8 m (9.24%) are the primary predictors of direct connections without a meter. Our findings suggest that increasing the household's access to its own housing and increasing educational attainment could raise formal demand for individual grid subscriptions. Increased investment in electricity distribution infrastructure, particularly in outlying areas, would also benefit public authorities.

H-Index, Journal Citation Indicator, and Other Impact Factors in Neurosurgical Publications: Is There a Cost Factor That Determines the Quality?

There has been an increase in number of Neurosurgical publications, including open access (OA), in recent years. We aimed to compare journals' performance and the relationship to submission fees incurred in publication. We identified 53 journals issuing neurosurgery-related work. Quantitative analysis from various search engines involved obtaining h-index, Journal Citation Indicator (JCI), and other metrics such as Immediacy Index and 5-year impact factor utilising Journal Citation Reports. OA fees and individual subscription fees were collected. Correlations were produced using Spearman rho (ρ) (P < 0.05). Median h-index for 53 journals was 54 (range: 0-292), with JCI median reported as 0.785 (range: 0-2.45). Median Immediacy Index was 0.797 (range: 0-4.076), and median for 5-year impact factor was 2.76 (range: 0-12.704). There was a very strong positive correlation between JCI and Immediacy Index, JCI and 5-year impact factor, and 5-year impact factor and Immediacy Index (ρ > 0.7, P < 0.05). It is unclear whether there was any correlation between the indices and the OA costs and subscription costs for personal usage (P > 0.05). Larger costs incurred for OA fees and subscription costs for personal use do not clearly reflect on the journals' performance, as quantified by using various indices. There appears to be a strong association with performance across the journals' metrics. It would be beneficial to include learning about bibliometric indices' impact for research publications in medical education training to maximize the quality of the scientific work produced and increase the visibility of the information produced. The potential full movement to exclusively OA journals would create a significant barrier for junior researchers, small institutions, and full time-trainee physicians with limited funding available. This study suggests the need for a robust measurement of journals' output and the quality of the work produced.

Predicting Health Insurance Policy Subscription Intention: An Empirical Study

ABSTRACT Though health insurance policies remain critical to eliminating healthcare access barriers, population-wide subscription in Ghana however remains unsatisfactory. Therefore, this study, while employing a questionnaire survey to elicit data (n= 312) analyzed via the structural equation modeling technique, investigates individual health insurance subscription underpinnings using the theory of planned behavior. The results of data analysis affirmed attitude, subjective norm and perceived behavior control as positively related to health insurance subscription. Similarly, results further revealed personal norm and descriptive norm as significantly related to intention, testifying to individuals’ subscription as not anchored on a single factor, but rather on a confluence of behavior-driven elements. The current study, in addition to affirming the TPB’s predictive potency, also enriches health insurance research, and underscores the much often-disregarded behavior constituents as imperative to health policy design and implementation. In view of the study results, implications for augmenting subscription, and suggestions for further research are subsequently delineated.

Changing Times: Assessment of Continuing Resources Due to Budget Cuts Necessitated by COVID-19

Due to COVID-19, a purchasing freeze was implemented, and budget cuts mandated by Eastern Washington University. This necessitated a review of all the library’s continuing resources with a short turnaround time for decision-making due to subscription renewal deadlines. Considering quantitative and qualitative factors, a collaborative effort from internal stakeholders ensued. A tiered collection assessment decision making approach was designed and implemented. Cancellations ensued, and 25 percent of the collections budget was cut. This project involved a systematic review of databases, individual journal subscriptions, and print standing orders. A project of this scale could not have been as efficient and effective without the cooperative effort between those in collection services, public services, faculty, and administration.

MODERNIZING PENSION FUND CONTRIBUTION

Purpose: The purpose of this research is to develop a pension model which uses mobile phone technology to facilitate contribution towards the user's pension scheme. Methodology: The entry age pension funding method, and annuity present value &amp; accumulations methods are used to come up with the contribution rate and the actuarial liability for the model. Findings: The model developed is independent of salary or any other income and only takes into consideration those legally registered to use mobile phone. Being a private pension plan, and the fact that it involves the member directly via and individual mobile phone subscription, wider coverage is anticipated. Unique contribution to theory, practice and policy: Contribution towards pension scheme by use of mobile phone technology in which contribution (which is fixed and independent of salary) is achieved by how frequently, the credit is loaded and used by the subscriber.

Elsevier Title Level Pricing: Dissecting the Bowl of Spaghetti

INTRODUCTION This study will explore the issue of pricing opacity associated with prices paid by academic libraries that have recently unbundled from the Elsevier Big Deal journal package. Additionally, this study will provide metrics for assessing the fair market value (FMV) of unbundled journal packages. The pricing metrics will assist academic libraries in negotiations of subscription and open access agreements. METHODS Pricing information was gathered from five academic libraries. The data was analyzed to arrive at two key metrics (adjustment from list price and the average cost per journal) for establishing comparables, i.e., prices paid by similarly sized institutions, to assess the collective FMVs for unbundled Elsevier journal packages. RESULTS &amp;amp; DISCUSSION The study results show that significant variations existed in the way institutions were charged for content. Additionally, the comparables show wide variations among institutions when measured by the overall adjustment from list price and the average cost per journal. CONCLUSION The pricing metrics developed in this study, adjustment from list price (ALP) and average cost per journal (ACJ), will help libraries assess their final net prices for individual journal subscriptions. The results will be useful to administrators, collection development personnel, and negotiating teams in understanding the prices paid by other institutions for unbundled journal packages to determine FMVs.

The Agency Myth: Persistence in Individual Explanations for Gender Inequality

AbstractWe leverage a unique longitudinal dataset—98 interviews with 30 college students—to investigate young people’s explanations for gender inequality over time and the implications of those explanations. Through five waves and four years of interviews, we show that young people struggled to internalize structural explanations, instead favoring explanations that conceptualized gender as an individual attribute. Individual perspectives were so intransigent because of respondents’ adherence to what we call the agency myth, the latent cultural idea that individuals, particularly women, have the power to overcome gender inequality through strategic behaviors. The agency myth offered young people a sense of self-efficacy, but prevented their imagining broader solutions for social change. Those who were able to think structurally did so only after rejecting the agency myth. This article shows how the durability of individualist perspectives contributes to persistent gender inequality by privileging individualized solutions over more effective structural ones. We discuss how individual subscription to the agency myth is structured by young people’s intersecting identities, and how the agency myth can be applied to other axes of inequality.

Brotéria and the Popularization of Science, Technology, and Medicine in Portugal, 1907–24

Brotéria was founded in 1902 as a taxonomy journal of a small Jesuit college in the interior of Portugal. Because the revenue from individual subscriptions was insufficient to cover the costs of publication, Joaquim da Silva Tavares decided to create a magazine in 1907 called Vulgarização científica, which became very popular. Especially designed to make a profit, the journal published more than 450 articles on agriculture, commerce, industry, chemistry, physics, medicine, and hygiene until 1924, and played a very significant role in disseminating knowledge of these subjects to a non-specialist Portuguese readership.

Building a Partnership at the Top:Introducing PCHP's New Co-Editor-in-Chief, Ann-Gel Palermo A. Hal Strelnick, MD There is no power for change greater than a community discovering what it cares about. Margaret J. Wheatley An academic journal about partnerships, such as Progress in Community Health Partnerships (PCHP), I believe, should practice what it preaches and seek to build sustainable and mutually beneficial partnerships with organizations, such as Community Campus Partnerships for Health (CCPH). The PCHP brochure on the Johns Hopkins University Press' website still includes the CCPH subscription discount, but the Internet has altered how our readers access the articles that we publish in the journal and now earns most of its income from downloads of individual articles rather than individual and institutional subscriptions. While we are pursuing more Open Access for PCHP, we can better ensure the "community voice" in the journal by having its leadership reflect the communities of color that we seek to serve. We are taking several steps in that direction in recruiting a community activist as Co-Editor-in-Chief supported by several more community-based and -oriented associate editors. Beginning in the fall of 2019, Ann-Gel Palermo joined PCHP as my Co-Editor-in-Chief. Because she has earned both an MPH from the University of Michigan and a DrPH from the City University of New York's School of Public Health at Hunter College and holds the titles of Associate Professor of Pediatrics and Medical Education and Associate Dean for Diversity and Inclusion at the Icahn School of Medicine at Mount Sinai, I want to assure our readers that Dr. Palermo has been both a longtime community leader in East Harlem and a community advocate at the national level. Her academic career seeks to educate physicians to better serve and partner with their patients and their patients' families and communities. On the local level, Ann-Gel has been a community health activist in East Harlem for the last twenty years. Since 1999, she has been a board member for the East Harlem Community Health Committee, Inc., and since 2003 served as the Chair of its Health Policy & Legislation Subcommittee. For a 3-year term (2004–2007) she was appointed by Mayor Michael Bloomberg to the HIV Health & Human Services Planning Council of New York, where she co-chaired its annual needs assessment. Then, from 2007 to 2011 Dr. Palermo served as a member of Manhattan's Community Board #11 in East Harlem. She also served as the community member from 2005 to 2008 on the New York Academy of Medicine's Institutional Review Board. More recently, Ann-Gel co-founded two organizations focused on emergency preparedness in East Harlem. First, in 2013, she co-founded the East Harlem Emergency Preparedness Collaborative, which is comprised of a cross-section of emergency management officials focused on neighborhood-based planning, readiness, and response efforts in East Harlem. After the March 12, 2014, natural gas explosion that killed 8 and injured more than 70 people, the East Harlem Community Organizations Active in Disasters was founded in 2015, a coalition of local organizations and businesses that work to prepare for, respond to, and recover from disasters that affect the lives of East Harlem residents. And this is only a very partial listing of Ann-Gel's community and civic leadership! [End Page 7] On the national stage, Dr. Palermo has also advocated for the community's role in public health, health care, and research. From 2006 to 2010 she served on the National Institute of Health's federal advisory committee, the Council of Public Representatives, and co-chaired their Role of the Public in Research Work Group, which successfully developed definitions and frameworks on community engagement for the National Institutes of Health, published in the American Journal of Public Health.1 (Our new Associate Editor Elmer R. Freeman, MSW, Executive Director of the Center for Community Health Education Research and Service, served an over-lapping term with Ann-Gel on the National Institutes of Health's Council of Public Representatives from 2007 to 2011.)
