The Clean Water Act and biosolids: A 45‐year chronological review of biosolids land application research in Colorado

The 1972 U.S. Clean Water Act set forth the generation of biosolids. In Colorado, biosolids land application research began in 1976 and continues today. Pastureland research suggested that sewage effluent could effectively be land applied to benefit aboveground plant growth and to polish water prior to reaching receiving waters. Forest wildfire-affected ecosystems can also benefit from biosolids applications; application rates of up to 80 Mg ha-1 can lead to greater plant establishment, soil microbial activity, and nutrient turnover and reduced nutrient and heavy metal concentrations in runoff below livestock and USEPA drinking water standards. Long-term (24-yr) observations in oil shale-mined lands showed that biosolids (up to 224 Mg ha-1 ) can have a positive effect on microbial-mediated nutrient cycling and, in turn, on aboveground plant community structure. Biosolids applications of up to 40 Mg ha-1 in high-elevation shrubland ecosystems, dominated by Mo-containing shale deposits, can aid in reducing imbalances between Mo and Cu in soils and plants; excessive plant Mo, when consumed by ruminants, can lead to molybdenosis. Biosolids and lime applications (both at 224 Mg ha-1 ) have been shown to improve long-term reclamation success on acid-generating, heavy metal-containing fluvial mine tailings. Thirty years of grazing land research, focused on soil and aboveground plant benefits, illustrate that soil health and plant productivity can be improved to the greatest extent at biosolids application rates close to 10 Mg ha-1 . Finally, 40 yr of dryland agroecosystem research (a) have helped identify biosolids N fertilizer equivalency (∼8kg N Mg-1 ) and thus dryland winter wheat application rates (e.g., 4.5-6.7 dry Mg ha-1 ); (b) have identified first-year mineralization rates of 25-32%; (c) dispute the "time bomb" theory by showing that plant metal uptake follows an exponential rise to a maximum; (d) showcase economic return to producers via increased wheat grain protein content; (e) suggest that biosolids-borne proteins and their degradation products are labile C and N sources; (f) have led to long-term tracking of micronutrients and heavy metals in soils and revealed that plants-soil concentrations will not lead to groundwater degradation and that plants are safe for human consumption; and (g) have shown that biosolids provide Zn, helping to overcome soil deficiencies and enhancing Zn biofortification in wheat grain. This latter point is important because ∼2 billion people globally suffer from Zn deficiencies. Forty-five years of research in Colorado have proven that biosolids can enhance environmental quality, improve soil health, and produce healthy food products.

Long-Term Biosolids Applications to Overgrazed Rangelands Improve Soil Health

Overgrazed rangelands can lead to soil degradation, yet long-term land application of organic amendments (i.e., biosolids) may play a pivotal role in improving degraded rangelands in terms of soil health. However, the long-term effects on soil health properties in response to single or repeated, low to excessive biosolids applications, on semi-arid, overgrazed grasslands have not been quantified. Using the Soil Management Assessment Framework (SMAF), soil physical, biological, chemical, nutrient, and overall soil health indices between biosolids applications (0, 2.5, 5, 10, 21, or 30 Mg ha−1) and application time (single: 1991, repeated: 2002) were determined. Results showed no significant changes in soil physical and nutrient health indices. However, the chemical soil health index was greater when biosolids were applied at rates <30 Mg ha−1 and within the single compared to repeated applications. The biological soil health index was positively affected by increasing biosolids application rates, was overall greater in the repeated as compared to the single application, and was maximized at 30 Mg ha−1. The overall soil health index was maximized at rates <30 Mg ha−1. When all indices were combined, and considering past plant community findings at this site, overall soil health appeared optimized at a biosolids application rate of ~10 Mg ha−1. The use of soil health tools can help determine a targeted organic amendment application rate to overgrazed rangelands so the material provides maximum benefits to soils, plants, animals, and the environment.

Long-term biosolids land application influences soil health

Soil health assessments associated with organic amendment applications have primarily focused attention on manure or composts. Yet, quantifying specific changes in soil health associated with biosolids land applications has yet to be determined. Our objectives were to evaluate the changes in various soil indicators, and utilizing the Soil Management Assessment Framework (SMAF), quantify changes in soil indicator scores and soil health indices as affected by either increasing inorganic N fertilizer (0 up to 112 kg N ha−1) or biosolids (0 up to 11.2 dry Mg ha−1) applied every other year over 22 years. Soils were sampled (0 to 20 cm depth) following 22 years of N fertilizer or biosolids inputs to a dryland wheat-fallow (Triticum aestivum L.) rotation, 11 soil health indicators were monitored under SMAF guidelines, and indicators, indicator scores, and soil health indices were analyzed statistically. In general, increasing N fertilizer application rates had little effect on soil indicators, SMAF indicator scores or soil health indices. Increasing biosolids application rates increased soil organic C (SOC) and potentially mineralizable N (PMN). The SMAF indicator scores showed upward trends for soil pH, SOC, PMN, and microbial biomass C (MBC) associated with increasing biosolids application rates; discussing trends are important as these indicator scores are combined to provide soil health indices. Indeed, increasing biosolids application rates increased soil chemical and biological health indices, leading to an improvement in the overall soil health index. When comparing the overall N fertilizer to biosolids effect, biosolids applications significantly improved the soil biological health index. Results indicate that long-term biosolids land application to semi-arid, dryland wheat fallow rotations, similar to those studied, improve various aspects of soil health. These findings suggest that biosolids may play a pivotal role in dryland agroecosystem sustainability.

Blended municipal compost and biosolids materials for mine reclamation: Long-term field studies to explore metal mobility, soil fertility and microbial communities

Application of stable soil amendments is often the key to successful phytostabilization and rehabilitation of mine tailings, and microbial guilds are primary drivers of many geochemical processes promoted by these amendments. Field studies were set up at a tailings management area near Sudbury, Ontario to examine performance of blends of lime stabilized municipal biosolids and compost at nine different rates over thick (1 m) municipal compost covers planted with agricultural crops. Based on biogeochemical variability of the substrates four and ten years after application of the initial compost cover, the experimental plots could be classified into three categories: “Low” rate (0–100 t ha−1 biosolids), “Medium” rate (200–800 t ha−1), and “High” rate (1600–3200 t ha−1) treatments. The addition of biosolids materials to the thick compost cover at rates higher than 100 t ha−1 significantly reduced C:N ratio of the substrates, available phosphorus, and some of the nutrient cations, while notably increasing inorganic carbon and the potential solubility of Ni and Cu. This suggests that increasing biosolids application rates may not equivalently ameliorate soil quality and geochemical stability. Correspondingly, microbial communities were altered by biosolids additions, further intensifying the negative impacts of biosolids on long-term efficiency of the initial compost cover. Abundance of cellulose, hemicellulose, and lignocellulose decomposers (as key drivers of mineralization and humification) was significantly reduced by “Medium” and “High” rate treatments. Most DNA sequences with high affinity to denitrifiers were detected in “High” rate treatments where geochemical conditions were optimal for higher microbial denitrification activities. These findings have implications for improving the long-term efficiency of reclamation and environmental management programs in mine tailings of northern temperate climates.

A Dual Isotope Protocol to Separate the Contributions to Phosphorus Content of Maize Shoots and Soil Phosphorus Fractions from Biosolids, Fertilizer and Soil

Separation of the phosphorus (P) contributions from soil, fertilizer and biosolids to plants has not been possible without the aid of radioisotopes. Dual labelling of soil with 32P and fertilizer with 33P isotopes has been used to partition the sources of P in maize (Zea mays) shoots and in soil P pools. Biosolids containing 4.1% P that had been prepared using Fe and Al were applied to a Kurosol soil from Goulburn, NSW, Australia. The biosolids were applied at five rates up to 60 dry t/ha with and without P fertilizer. Phosphorus derived from fertilizer was determined directly with33 P and that from soil by32 P reverse dilution. Phosphorus derived from biosolids was estimated as the difference between total P and that derived from the soil plus fertilizer calculated from isotope data. Yield and P content of maize shoots increased linearly with the rate of biosolidsapplication. The proportion of P in the plant derived from biosolids also increased with application rate up to 88% for the soil receiving biosolids at 60 dry t/ha with no fertilizer. The corresponding value with fertilizer applied at 80 kg P/ha was 69%. The proportion of P in the maize shoots derived from soil and fertilizer decreased as biosolids application rate increased. Soil total P, bicarbonate extractable P, Al-P, Fe-P and Ca-P increased with biosolids application rate. The increase in plant P uptake and in bicarbonate extractable P in the soil shows that biosolids P provides a readily available source of P. A decrease in uptake of fertilizer and soil P with increasing biosolids application is attributed to the decrease in the proportion of P from these sources in the total pool of available P, rather than to immobilization of P by Fe and Al in the biosolids.

Long term carbon sequestration potential of biosolids-amended copper and molybdenum mine tailings following mine site reclamation

Management and reclamation of industrial mine sites for carbon (C) sequestration is an emerging technique for offsetting anthropogenic C emissions. Land application of municipal biosolids is an effective method for amending closed tailings storage facilities and providing the nutrients to establish a vegetative cover. Biosolids applications can influence the C sequestration potential of tailings and other mine wastes at the onset of reclamation by initiating soil development processes and enhancing primary productivity, thereby leading to increased accumulation of soil organic carbon (SOC) over time. The short term ecological benefits of biosolids applications are well understood, but the long-term (>10 years) effects of biosolids on reclaimed mine soils are under-researched. The objective of this long-term study was to determine the effects of biosolids applied in 1998 at increasing rates (0, 150 and 250 dry Mg ha−1) on the C sequestration potential of a copper and molybdenum mine tailings site in the southern interior of British Columbia, Canada that is currently undergoing reclamation to a pasture-based ecosystem. We assessed changes in C pools, plant productivity and select soil physiochemical parameters at an established research site at the Bethlehem Tailings Storage Facility over a 13-year period spanning from 1998 to 2011. Tailings total C and N concentrations increased with time and were highest when biosolids were applied at 250 Mg ha−1. Carbon pools increased with increasing biosolids application and ranged from 23 to 155 Mg C ha−1 after 13 years of reclamation. The net SOC sequestration rates (i.e. the C sequestration potential) ranged from 0.72 to 6.3 Mg C ha −1 yr −1 and were highest at the 250 Mg ha−1 application rate. The C storage efficiency was higher in the 150 Mg ha−1 treatment (0.74 Mg C stored per Mg of biosolids applied), indicating that lower application rates of biosolids are more efficient at storing C than higher application rates. Aboveground plant biomass was substantially higher on biosolid-amended tailings (6 and 6.7 Mg ha−1 for B150 and B250, respectively) compared to the unamended tailings (0.39 Mg ha−1), which suggests that the increase in C pools was a direct result of organic matter inputs from enhanced plant productivity. The tailings were naturally high in Cu and Mo, and when amended with biosolids at a rate of 250 Mg ha−1, elevated levels of Zn (as compared to federal soil quality guidelines) were detected. The unamended tailings increased in alkalinity with time, whereas the pH of the biosolid-amended tailings remained stable around neutral. This study demonstrated that a single application of biosolids can facilitate plant production and the accumulation of SOC on mine tailings for more than a decade, and supports the use of biosolids for promoting long-term C sequestration on reclaimed mine sites in similar environments.

Triclocarban, triclosan, polybrominated diphenyl ethers, and 4‐nonylphenol in biosolids and in soil receiving 33‐year biosolids application

Land application of biosolids is a common practice throughout the world. However, concerns continue to be raised about the safety of this practice, because biosolids may contain trace levels of organic contaminants. The present study evaluated the levels of triclocarban (TCC), triclosan (TCS), 4-nonylphenol (4-NP), and polybrominated diphenyl ethers (PBDEs) in biosolids from 16 wastewater treatment plants and in soils from field plots receiving annual applications of biosolids for 33 years. All of the four contaminants evaluated were detected in most of the biosolids at concentrations ranging from hundreds of microg/kg to over 1,000 mg/kg (dry wt basis). They were detected at microg/kg levels in the biosolids-amended soil, but their concentrations decreased sharply with increasing soil depth for 4-NP, PBDEs, and TCC, indicating limited soil leaching of those compounds. However, potential leaching of TCS in the biosolids-amended soils was observed. The levels of all four compounds in the surface soil increased with increasing biosolids application rate. Compared with the estimated 33-year cumulative input to the soil during the 33-year consecutive biosolids application, most of the PBDEs and a small percentage of 4-NP, TCC, and TCS remained in the top 120-cm soil layer. These observations suggest slow degradation of PBDEs but rapid transformation of 4-NP, TCC, and TCS in the biosolids-amended soils.

Biosolids Impact Soil Phosphorus Accountability, Fractionation, and Potential Environmental Risk

Biosolids land application rates are typically based on crop N requirements but can lead to soil P accumulation. The Littleton/Englewood, Colorado, wastewater treatment facility has supported biosolids beneficial-use on a dryland wheat-fallow agroecosystem site since 1982, with observable soil P concentration increases as biyearly repeated biosolids applications increased from 0, 6.7, 13, 27, to 40 Mg ha(-1). The final study year was 2003, after which P accountability, fractionation, and potential environmental risk were assessed. Between 93 and 128% of biosolids-P added was accounted for when considering conventional tillage soil displacement, grain removal, and soil adsorption. The Fe-P fraction dominated all soil surface P fractions, likely due to an increase in amorphous Fe-oxide because Fe2(SO4)3 was added at the wastewater treatment facility inflow for digester H2S reduction. The Ca-P phase dominated all soil subsurface P fractions due to calcareous soil conditions. A combination of conventional tillage, drought from 1999 to 2003, and repeated and increasing biosolids application rates may have forced soil surface microorganism dormancy, reduction, or mortality; thus, biomass P reduction was evident. Subsurface biomass P was greater than surface biomass, possibly due to protection against environmental and anthropogenic variables or to increased dissolved organic carbon inputs. Even given years of biosolids application, the soil surface had the ability to sorb additional P as determined by shaking the soil in an excessive P solution. Biosolids-application regulations based on the Colorado Phosphorus Index would not impede current site practices. Proper monitoring, management, and addition of other best management practices are needed for continued assurance that P movement off-site does not become a major issue.

Biosolids Affect Soil Barium in a Dryland Wheat Agroecosystem

In December 2003, the USEPA released an amended list of 15 "candidate pollutants for exposure and hazard screening" with regard to biosolids land application, including Ba. Therefore, we decided to monitor soil Ba concentrations from a dryland wheat (Triticum aestivum L.)-fallow agroecosystem experiment. This experiment received 10 biennial biosolids applications (1982-2003) at rates from 0 to 26.8 dry Mg ha(-1) per application year. The study was conducted on a Platner loam (Aridic Paleustoll), approximately 30 km east of Brighton, CO. Total soil Ba, as measured by 4 M HNO(3), increased with increasing biosolids application rate. In the soil-extraction data from 1988 to 2003, however, we observed significant (P < 0.10) linear or exponential declines in ammonium bicarbonate-diethylenetriaminepentaacetic acid (AB-DTPA) extractable Ba concentrations as a function of increasing biosolids application rates. This was observed in 6 of 7 and 3 of 7 yr for the 0- to 20- and 20- to 60-cm soil depths, respectively. Results suggest that while total soil Ba increased as a result of biosolids application with time, the mineral form of Ba was present in forms not extractable with AB-DTPA. Scanning electron microscopy using energy dispersive spectroscopy verified soil Ba-S compounds in the soil surface, probably BaSO(4). Wet chemistry sequential extraction suggested BaCO(3) precipitation was increasing in the soil subsurface. Our research showed that biosolids application may increase total soil Ba, but soil Ba precipitates are insoluble and should not be an environmental concern in similar soils under similar climatic and management conditions.

Influence of Biosolids Rate on Chemical Properties of an Oxisol in São Paulo, Brazil

Organic residues may cause major health and environmental problems. This is the case in our study area, where more than 10 billion L per year of residential and industrial waste are produced. Land application of biosolids can be an economical solution by recycling waste and can provide valuable fertilizer if used correctly. The aim of this work was to study the effect of biosolids on the chemical properties of an Oxisol. The experiment was located at Ilha Solteira northwest of São Paulo State, Brazil. The soil was cropped to Sorghum bicolor. The field experimental design consisted of random blocks with six treatments and four replications of each treatment. Biosolids were surface applied to four treatments at rates of 5, 10, 20, and 40 Mg ha−1 on a dry matter basis; in addition, a treatment with mineral fertilizer and a control were included. One year after biosolids application, soil samples were taken at 0–10, 10–20, and 20–40 cm. Organic matter content (Walkley–Black) and pH (CaCl2) were routinely determined. Cation exchange capacity, exchangeable bases (Ca, Mg, K), and P were determined by exchange resin extraction. No significant differences in any of the analyzed properties were found below the 20‐cm depth. Extractable phosphorus (P) and potassium (K) increased with increasing biosolids rate in the top 20 cm, whereas calcium (Ca) and (Ma) magnesium content were not significantly influenced by biosolids. Soil pH decreased with increasing biosolids application. The sewage sludge application did not influence the sorghum production in the first year of culture, under unfavorable soil moisture conditions, but it influenced the dry matter.

Surface Biosolids Application: Effects on Infiltration, Erosion, and Soil Organic Carbon in Chihuahuan Desert Grasslands and Shrublands

Land application of biosolids is a beneficial-use practice whose ecological effects depend in part on hydrological effects. Biosolids were surface-applied to square 0.5-m2 plots at four rates (0, 7, 34, and 90 dry Mg ha(-1)) on each of three soil-cover combinations in Chihuahuan Desert grassland and shrubland. Infiltration and erosion were measured during two seasons for three biosolids post-application ages. Infiltration was measured during eight periods of a 30-min simulated rain. Biosolids application affected infiltration rate, cumulative infiltration, and erosion. Infiltration increased with increasing biosolids application rate. Application of biosolids at 90 dry Mg ha(-1) increased steady-state infiltration rate by 1.9 to 7.9 cm h(-1). Most of the measured differences in runoff among biosolids application rates were too large to be the result of interception losses and/or increased hydraulic gradient due to increased roughness. Soil erosion was reduced by the application of biosolids; however, the extent of reduction in erosion depended on the initial erodibility of the site. Typically, the greatest marginal reductions in erosion were achieved at the lower biosolids application rates (7 and 34 dry Mg ha(-1)); the difference in erosion between 34 and 90 dry Mg ha(-1) biosolids application rates was not significant. Surface application of biosolids has important hydrological consequences on runoff and soil erosion in desert grasslands that depend on the rate of biosolids applied, and the site and biosolids characteristics.

Plant and soil responses to biosolids application following forest fire.

Soil stability and revegetation is a great concern following forest wildfires. Biosolids application might enhance revegetation efforts and enhance soil stability. In May 1997, we applied Metro Wastewater Reclamation District (Denver, CO, USA) composted biosolids at rates of 0, 5, 10, 20, 40, and 80 Mg ha(-1) to a severely burned, previously forested site near Buffalo Creek, CO to improve soil C and N levels and help establish eight native, seeded grasses. The soils on the site belong to the Sphinx series (sandy-skeletal, mixed, frigid, shallow Typic Ustorthents). Vegetation and soils data were collected for four years following treatment. During the four years following treatment, total plant biomass ranged from approximately 50 to 230 g m(-2) and generally increased with increasing biosolids application. The percentage of bare ground ranged from 4 to 58% and generally decreased with increasing biosolids rate. Higher rates of biosolids application were associated with increased concentrations of N, P, and Zn in tissue of the dominant plant species, streambank wheatgrass [Elymus lanceolatus (Scribn. & J.G. Sm) Gould subsp. lanceolatus], relative to the unamended, unfertilized control. At two months following biosolids application (1997), total soil C and N at soil depths of 0 to 7.5, 7.5 to 15, and 15 to 30 cm showed significant (P < 0.05) linear increases (r2 > 0.88) as biosolids rate increased. The surface soil layer also showed this effect one year after application (1998). For Years 2 through 4 (1999-2001) following treatment, soil C and N levels declined but did not show consistent trends. The increase in productivity and cover resulting from the use of biosolids can aid in the rehabilitation of wildfire sites and reduce soil erosion in ecosystems similar to the Buffalo Creek area.

Application of biosolids in mineral sands mine rehabilitation: use of stockpiled topsoil decreases trace element uptake by plants

Mineral sands mining involves stripping topsoil to access heavy-mineral bearing deposits, which are then rehabilitated to their original state, commonly pasture in south-west Western Australia. Organic amendments such as biosolids (digested sewage sludge) can contribute organic carbon to the rehabilitating system and improve soil chemical fertility and physical conditions. Use of biosolids also introduces the risk of contamination of the soil–plant system with heavy metals, but may be a useful source of trace elements to plants if the concentrations of these elements are low in unamended soil. We expected that biosolids amendment of areas mined for mineral sands would result in increased concentrations of metals in soils and plants, and that metal uptake would be decreased by adding stockpiled topsoil or by liming. A glasshouse experiment growing a mixed annual ryegrass ( Lolium rigidum)-subterranean clover ( Trifolium subterraneum) sward was conducted using two soil materials (residue sand/clay and conserved topsoil) from a mineral sands mine amended with different rates of biosolids (0, 10, 20, 50 dry t/ha), and including a liming treatment (2 t/ha). Total concentrations of metals (As, Cd, Co, Cr, Cu, Ni, Pb and Zn) in soil increased with increasing rate of biosolids application. Metal uptake was generally lower where topsoil was present and was decreased by liming. With increasing biosolids application, plant metal concentrations increased for Cd, Ni and Zn but decreased or were erratic for other elements. In clover, biosolids application removed the Zn deficiency observed where biosolids were not applied. Plant uptake of all elements increased with increasing biosolids application, suggesting dilution by increased plant biomass was responsible for erratic metal concentration results. Despite the observed increases in uptake of metals by plants, metal concentrations in both species were low and below food standard thresholds. It is unlikely that a single application of biosolids in this system posed a threat from heavy metal contamination of soils or plants, and was beneficial in terms of Zn nutrition of T. subterraneum.

Comparison of Simulated Forest Responses to Biosolids Applications

AbstractOrganic matter and N are added to humus pools of the LINKAGES simulator of forest growth and N cycling at a range of application rates to investigate long‐term effects of biosolids (sewage sludge) on forest productivity. Two conifer plantations (Douglas‐fir [Pseudotsuga menziesii (Mirb.) Franco var. menziesii], loblolly pine [Pinus taeda L.]) and a northern hardwood forest located in contrasting climatic regions are investigated. Single applications of biosolids are given at 0, 5, 10, 20, and 40 Mg/ha, and multiple applications are given on seven occasions at 3‐yr intervals at rates of 5 and 10 Mg/ha. Highly significant increases in aboveground phytomass and net primary productivity of Douglas‐fir plantations are obtained in a 100‐yr simulation with increasing biosolids application rates. Results for loblolly pine from a 50‐yr simulation produced about half the growth response of Douglas‐fir. Long‐term simulations of northern hardwoods showed modest growth responses and small increases in NPP with added biosolids.. The phytomass of one overstory and three understory species in the hardwood forest changed in response to different biosolids applications and varying species sensitivity to N supply. Biosolids are a significant resource for enhancing forest productivity, particularly in conifer plantations. Estimates of N leaching losses from simulated forest sites combined with a literature review of leaching losses suggest that biosolids applications at 3‐yr intervals with rates less than 8.5 Mg/ha (0.4 Mg N/ha) during active forest growth may pose little offsite contamination risk to ground water or surface waters.
