State regulation of the processes of social and economic development functions first of all as an ordered system, therefore it is appropriate to consider the process of regulation of processes in the agro-food sector from the point of view of a systemic approach. In turn, the components of the specified system are the goals, tasks, principles, functions of state regulation, as well as subjects that use methods and tools to influence objects, taking into account external and internal factors and aiming at the appropriate result, namely : development of the national economy, positive movement of capital, increasing the sustainability of socio-economic development and growth of the welfare of the country's population. To ensure the socio-economic development of the agri-food sector of Ukraine, and to ensure the effective functioning of economic entities in this sphere, it is necessary to ensure the transition to the investment and innovation model of development. This model should contribute to the formation of a new effective structure of the agro-food sector, ensure its accelerated growth, strengthening of positions on international markets due to increased competitiveness and increasing the export of products that have a higher added value.Innovative activities and projects that ensure social transformations in agriculture should remain the priority areas of investment in the agri-food sector of Ukraine. Along with the modernization of the agro-food sector on an innovative basis, inclusive rural development must be ensured - both as a result and in parallel as a tool of rural socio-economic development, the main task of which is to improve the quality of life, in the process of which economic, social and political rights are realized , it is important to use the advantages of the local environment, which can support the development of the existing potential. The implementation of the process in this capacity ensures the growth of economic opportunities and allows to raise the standard of living in rural areas within the limits of all social groups, especially in relation to women, youth, small farmers, ethnic groups, marginalized strata in conditions of activation of innovative management.
