Evaluation of Aydın Koçarlı Plain Land Consolidation Project in Terms of Some Engineering Services

This study, which presents a general evaluation of the land consolidation project carried out in 14 settlements in the Koçarlı district of Aydın province, the 'Aydın Koçarlı Plain 1st Part Land Consolidation Project', completed by the Aydın Provincial Directorate of Agriculture in 2016, was examined. For this purpose, the consolidation rate, parcel reduction index, deduction rate, and changes in parcel size and parcel number values of the consolidation project carried out in Orhaniye, Madrandere, Çakırbeyli, Boydere, Cincin, Çakmar, Halilbeyli, Koçarlı, Büyükdere, Şahinciler, Sobuca, Dedeköy, Tekeli, and Güdüşlü neighborhoods were investigated. In the project area, the average deduction rate was 7%, the consolidation rate was 31%, and the parcel reduction index was 1.46. As an overall evaluation of agricultural enterprises, the average parcel size increased from 1.76 ha to 2.57 ha, while the number of parcels decreased from 0.93 to 0.64. Land consolidation projects have a high potential to increase agricultural productivity and promote sustainable farming practices. Therefore, the results obtained from the study can contribute to the planning and implementation of similar projects.

Impact of Physical Model Projects and Multidisciplinary Teams in Fluid Mechanics Education

Fluid mechanics, a required course in many undergraduate engineering disciplines, is often described as a challenging subject as it weaves together advanced mathematics and physics to solve conventional engineering problems. This study examines the effect of incorporating a physical model project via multidisciplinary teams into two theory-based fluid mechanics courses to address two general questions: Does the design and construction of the physical model aid in understanding fluid mechanics concepts? Does working with students of different engineering disciplines improve student experience and comprehension? The study was conducted in Spring 2023 with a cohort of 49 mechanical and civil engineering students; each project team had a mix of both disciplines. At the end of the semester, all projects were presented at a common venue, followed by an anonymous paper-based survey. The results indicate that around 83.7% of students felt the project had an overall positive impact on their learning experience. Despite initial student apprehension about multidisciplinary teams, 72% of students appreciated the opportunity to work with engineers from other disciplines, with qualitative inputs describing the value added from varied skill sets. In conclusion, this project enabled students to apply their in-class training to a real-world model while working in multidisciplinary teams. The results provide insight into the implementation of similar projects and the value of multidisciplinary teams.

MONITORING OF TECHNOLOGICAL APPROACHES TO IMPROVE THE RELIABILITY OF HYDRAULIC ENGINEERING FACILITIES

Modern industrial production is one of the main sources of environmental pollution, actively consuming natural resources. The construction industry, in turn, despite the significant impact on the envi- ronment, is not an exception to this trend. The authors analyze the theoretical aspects of research on the environmental problems of tailings management, review of regulatory and legal regulation, as well as the development of the project of accident elimination, on the example of a company "Kazzinc". In addition, the implementation of similar projects in real practice is analyzed. Thus, the scientific significance is expressed in the systematization of the study of theoretical and methodological aspects of risk management in case of accidents at tailings facilities. This is of key importance for improving environmental safety in the construction industry and effective implementation of technological solutions in this area.

Управление форумной проектной деятельностью в университете на основе современных подходов организации деятельности студентов

The article actualizes the issues of management of forum project activities at universities. The purpose of the research is to search and test modern forms of interaction between professionals, mentors and students directly during the forum (other similar events), which increase students' motivation, their activity and interest in the implementation of the forum program. Research method: experimental. Based on the implemented grant of Kostroma State University (based on the results of the competition of the Federal Agency for Youth Affairs), the paper shows traditional and innovative forms, the combination of which provided an emergent effect of the success of the forum. The main groups of activity forms of students' work organization that can be used in the implementation of similar projects are identified. The article shows the marketing and digital components that form the elements of innovation, influence the forms of interaction, the development of the competencies of the teaching staff.

Cost-benefit analysis for health project evaluation (example of a Russian outpatient clinics' project in the Novosibirsk region).

The development of social infrastructure projects in medicine corresponds to transforming public priorities toward social development in general and health care in particular. Therefore, there is a need to develop comprehensive quantitative methods for evaluating such projects. This paper uses a combination of two approaches: first, cost-benefit analysis taking into account the relationship between financial and economic efficiency; second, the study of the efficiency of participation in a public-private partnership concerning project efficiency. The model's financial bloc is focused on analyzing the return on investment in fixed and working capital, considering the terminal value. The economic bloc includes social and tax effects (along with environmental, price, indirect, and other specific public effects). We apply fixed effects regression models to calculate multipliers used to estimate the social effects. Multipliers are based on: public health expenditure, human development index, and life expectancy. The proposed methodology has been adapted for evaluating the Seven Polyclinics' project as a flagship project for developing social infrastructure in the Novosibirsk Region. The evaluation results revealed a deficient level of financial efficiency of the project characterized by negative net present value and low internal rate of return. Simultaneously, the efficiency of participation in the project for private investors using the public-private partnership mechanism is characterized by high rates of return on private investment. In the transition to the economic analysis, the results fundamentally change, taking into account social and tax effects and detecting an exceptionally high level of all economic indicators of the project. As the project's primary beneficiaries, the economic analysis identified polyclinic patients who received the opportunity to acquire new medical services. At the same time, within the financial analysis framework, the mechanisms for implementing the project were determined, ensuring the consistency of interests. The distribution of effects among the project participants was compared for various funding methods, including the public-private partnerships mechanism. It is shown that the project implementation leads to significant social effects and provides a noticeable improvement in population health. The proposed methodology can be used for decision making on the implementation of similar projects.

Frozen curtain characteristics during excavation of submerged shallow tunnel using Freeze-Sealing Pipe-Roof method

The Freeze-Sealing Pipe-Roof (FSPR) method, which has been applied for the first time in the Gongbei Tunnel of the Hong Kong-Zhuhai-Macao Bridge, is a new approach of tunnel pre-support that allows flexible adjustment of freeze tube arrangement and can be adapted to different environmental conditions. When the FSPR method is used to construct shallow burial submerged tunnels, the frozen wall to hold back groundwater during excavation will be weakened by air and water flows inside and outside the tunnel, and its waterproof performance needs to be further investigated. In this paper, a two-dimensional numerical model of the temperature field considering excavation and moving water boundary is established based on the preliminary design scheme and in-situ conditions and is used to analyze the variation in frozen curtain properties with various active freezing times during excavation. The results show that excavation has a weakening effect on both sides of the frozen wall, with a greater effect on the inner side, and a positive temperature appears in the local area inside the jacked pipe. The concrete fill in the jacked pipe obviously improves the freezing efficiency, and the tunnel excavation after 60 days of active freezing in the interval filling mode can ensure that the frozen soil thickness at the thinnest segment exceeds 2 m, i.e., the design requirement. In practice, the active freezing time can be extended appropriately to reduce the influence of river water flow above the tunnel. The study serves as a technical reference for the design and implementation of similar projects.

Development of the smart city on the example of aqkol project: concepts and main trends

The purpose of this research work is to analyze the concept of the “smart city” and its characteristics in literature, to assess the application of the concept in Kazakhstan using the example of the “Smart Aqkol” project in order to identify a number of advantages and disadvantages, problems and trends of innovative technologies in the cities of Kazakhstan. In the course of the research, the author carried out a literary review of the concept of “smart city” by domestic and foreign authors, and also considered the experience of implementing “Smart Aqkol” in Akkol. The methodology of the work is to systematize indicators and approaches to the analysis of smart cities projects using the example of “Smart Aqkol”. The author carried out a SWOT analysis to evaluate this project and form recommendations for future projects of smart cities in Kazakhstan. In conclusion of the study, conclusions were formulated about the feasibility of using the experience of “Smart Aqkol”, which can be used as an example for other cities of Kazakhstan in the implementation of similar projects. The study identified the advantages of the implemented experience based on “Smart Aqkol” and provided statistical evidence of the success of this project, which showed a clear example of the fact that in Kazakhstan there are prerequisites for the effective development of smart cities, similar to “Smart Aqkol”.

Brain stimulation in attention deficits after traumatic brain injury: a literature review and feasibility study

BackgroundAfter a traumatic brain injury, disturbances in the attentional processes have a direct negative effect on functional recovery and on return to complex activities. To date, there is no good attention remediation treatment available. The primary objective of this review and pilot study is to provide an overview of the research evidence and to evaluate the feasibility of implementing a tDCS protocol to improve attention disorders in patients with mild complicated to severe subacute TBI, hospitalized in an inpatient rehabilitation facility. Our secondary objective is to extract preliminary data and observational information on participants’ response to treatment.MethodsParticipants were recruited from a consecutive series of patients admitted to the TBI unit of a subspecialized regional rehabilitation center. They received a 20-min tDCS stimulation 3 times a week for 3 weeks. A neuropsychological evaluation was performed before and after the intervention. We collected participants’ sociodemographic and clinical characteristics as well as information about satisfaction, tolerability, and adverse effects.ResultsOne hundred sixty-four patients were admitted between September 2018 and January 2020. One hundred fifty-eight were excluded, and 6 patients with presumed attentional deficits were enrolled. None completed the protocol as intended. No major side effects occurred.ConclusionNon-invasive brain neurostimulation is promising to enhance attention deficits in patients with TBI. Implementation of a tDCS protocol to fulfill this purpose in an intensive inpatient rehabilitation center has its limitations. We made recommendations to facilitate the implementation of similar projects in the future.Trial registrationISRCTN, ISRCTN55243064. Registered 14 October 2020—retrospectively registered.

Promotion of Electric Mobility in the European Union—Overview of Project PROMETEUS from the Perspective of Cohesion through Synergistic Cooperation on the Example of the Catching-Up Region

This project report presents the rationale and the first results as regards the ongoing learning process of the PROMETEUS (PROMotion of EmobiliTy in EU regionS) project, co-financed by the Interreg Europe program, in the context of EU policies and programs dedicated to the promotion of sustainable mobility, and electric mobility in particular. Electric mobility, and in general low-carbon mobility, is one of the main targets of the European Union’s policies dedicated to a green transition. Despite continuous efforts, the number of electric cars in circulation remains low and the objectives of expanding the market for such vehicles by 2030 are still far from being fulfilled. Up until 2018, the share of electric vehicles was in fact only 1.5% of total car sales in the EU. Specifically, it has been noted that an increase in the uptake of electric vehicles in Europe is hampered by the presence of three main barriers: affordability, infrastructure availability, and lack of investments. In this context, project PROMETEUS has aimed at tackling the lacunae in the availability of infrastructures for a transition towards electric mobility in the partnership’s regions, namely, Carinthia in Austria, Castilla y León in Spain, Lazio in Italy, Malta, and Prešov in Slovakia, and at countering low awareness in the public through the improvement of policy instruments linked to structural funds. In order to approach and clarify the process of improvement of those policy instruments, we have summarized and presented the reference results and outputs from the Action Plans across the partners. Moreover, the report discusses in detail the output of the regional Action Plan of the one of project partners—the Prešov region, as the form of a model example—as the initial situation in terms of infrastructure development in the region posing as the biggest challenge for the project. Managerial as well as research summaries can be helpful in the implementation of similar projects; in the continuous improvement of policy instruments; and, last but not least, in the formulation of new challenges to improve awareness of sustainable forms of transport.

REVIEW OF THE INTERNATIONAL EXPERIENCE OF PPP MECHANISMS INTRODUCTION TO IMPLEMENT INFRASTRUCTURE PROJECTS

Public-private partnership (PPP) long ago became a worldwide mechanism for the implementation of big-scale state projects, which require significant financing. One of the most widespread areas of PPP application are the sustainable energy development programs, which when successfully carried out become a key to the energy security for any country. The implementation of similar projects at the national level require the detailed examination and systematization of the international experience, which may be used to elaborate the methodical and practical recommendations for its application in the Ukrainian context. This article analyzes the Asian countries’ experience and introduces the efficiency assessment mechanism for PPP project management by the public sector, based on the analysis made. European countries are well-known leaders in application of public-private partnership for big-scale projects implementation in various economic sectors. Their experience is a good example for Ukraine on its way to energy independence and economic stability. The establishment of partner liaisons with businesses will expand the State’s capacities and facilitate the private sector engagement to profitable and image-building projects for both stakeholders. Prior to elaboration of mechanisms and recommendation for PPP development, an analysis should be carried out to study the international experience of favorable basis establishment to incentivize PPP. The ontological approaches to classification of the national targeted programs were updated to reflect the essence of the targeted sustainable energy development programs. The study of the relevant international experience and domestic practices of clusterization and public-private partnerships has confirmed that for the energy-cluster-based PPPs to be successful the political will of the national government shall be supported by businesses, civil society organizations, research centers and think-tanks, and administrative centers providing assistance to authorities and territorial communities in preparation and implementation of the targeted programs.

Psychosocial approaches and discursive gaps in intersex healthcare: findings from an Israeli–German action research study

In the past several decades, conflicting discourses have coexisted in the field of intersex studies, including the pathologising discourse of the biomedical disciplines and the affirmative, subjective psychosocial discourse of people born with intersex bodies and their advocates. Intersex activists call for a positive discourse on intersex bodies and a humanistic healthcare approach that accepts and protects intersex bodily autonomy to replace continuing harmful, traumatic treatments aimed at normalising variations of sex characteristics (VSC). Our awareness of the biomedical discursive dominance prompted us to initiate Inter-Care and Awareness, an intercultural German–Israeli action research project. This paper introduces the project and explores intercultural approaches to psychosocial intersex care using an action research framework. We describe how the project’s goals, processes and outcomes created educational material on intersex which uses positive language, explores intersex in the Jewish tradition, improves the support offered to parents of intersex children, and examines cross-cultural differences that arose in the encounters between the Israeli and German participants. The analysis points to sociocultural themes that reflect intersex people’s current status in Israel and Germany. Implications regarding the implementation of similar projects in other countries are discussed.

Translating clinical experience into action: Developing an educational protocol to improve intimate partner violence screening by Emergency Department nurses

This article provides the reader with a thoughtful example of an emergency nurse-led intervention to improve emergency department patient screening for domestic violence. Chinese Infrastructure Projects in Sub-Saharan Africa: Credit Financing

Chinese companies are actively involved in building infrastructure facilities in sub-Saharan Africa (SSA), with a substantial part of the projects funded by Chinese banks. According to some estimates, more than 60% of all Chinese loans granted to the SSA countries from 2000 to 2015 were provided to this end. Vast majority of the projects are carried out by the state-owned enterprises (SOEs). Their main advantages are the opportunity to obtain concessionary financing for the project, a special Chinese model of financing, a government support of activities serving the national strategic goals and the expertise gained from the implementation of similar projects in China. Thiscombination of Chinese banks and companies is an effective tool for promoting China’s strategic economic and political interests. Meanwhile, it gives the SSA countries a unique opportunity to implement large-scale infrastructure projects necessary for further socio-economic development. China’s participation in infrastructure projects in the SSA countries began in the 1960s, and there has been a marked increase in the scale and number of projects since the first decade of the 21st century. In response to the launching “One belt, one road” initiative, the focus is shifting towards cross-border and transregional mega-projects. Chinese financing model profile described in the article comprise “tied” loans, no-political-strings-attached approach (except for the recognition of the “one China” principle), combined schemes to reduce the risk of non-repayment of loans and non-transparent transaction terms. The key areas of infrastructure development by Chinese companies in the SSA countries, i.e. energy, transport and telecommunications, are considered in detail. Particular attention is paid to the largest projects in each area. The problems arising during the implementation of Chinese infrastructure projects, as well as features of the project implementation environment on the African continent are analyzed.

Prospects of a solar-diesel-grid energy system for Silliman University, Dumaguete City, Philippines

ABSTRACTMany campuses have adopted the microgrid concept for decades now with backup systems that consist mostly of diesel generators. To help achieve energy sustainability and mitigate climate change, these microgrids are in the forefront in promoting renewables. This paper investigates the possibilities when integrating solar energy into the existing energy system of Silliman University in Dumaguete City, Philippines. The Philippines has abundant solar radiation most times of the year. This study looks at the components of an optimal solar-diesel-grid system along with anticipated costs and other details. The study can provide insights into the planning and implementation of similar projects as it not only highlights the most cost-effective system configuration but goes deeper into choosing a system beyond the cost of energy. The software used in the optimization is HOMER, a popular tool used in microgrid design optimization. With the minimum renewable fraction between 5% to 10%, the most cost-effective system is composed of 400 kW solar PV, three diesel generators, 200 kW converter, no batteries, and with a connection to the grid. At a minimum renewable energy fraction of 15%, the most cost-effective system is composed of 500 kW solar PV, three diesel generators, 300 kW converter, no batteries, also with a connection to the grid. Sensitivity analysis has been done to see the effect of diesel prices and the minimum renewable fraction.

The article details the methods and practices of introducing mentoring in the organization. The definition and distinction of such concepts as “mentoring”, “mentoring”, “coaching” is given. The approaches to the introduction of mentoring as a system and mentoring as an element of the company’s corporate culture have been worked out and described. The article presents detailed step-by-step method for creating and implementing personal development plans (PDPs) and mentor plans as key practical elements for the implementation of mentoring. Also, there is depicted vividly the main mistakes, pitfalls and ways to avoid them in the implementation of similar projects. This article should be interesting for practicing psychologists, HR, organizational development and internal communications specialists, as well as managers of different levels.

Impact of a biomedical research project on the human capital development of emerging researchers.

Various evaluative studies have been carried out to obtain the views of multiple stakeholders involved in community-based biomedical research projects. However, rarely have the viewpoints of postgraduate students and junior faculty involved in such initiatives been explored. Thus, the aim of this study was to examine the views of postgraduate students and junior faculty at a rural-based university on the effect of a longitudinal biomedical research project on their acquisition of relevant skills. In-depth interviews and a focus group discussion were conducted. The thematic content analysis technique was used to analyse the qualitative data. Both postgraduate student and junior faculty groups indicated that they had acquired considerable research skills and knowledge; gained experience; were exposed to practical reality; and strengthened their interpersonal skills and general personal development. However, some respondents highlighted that they still believed that training in data analysis and exposure to new laboratory techniques would have strengthened their individual capabilities to conduct cutting-edge research. The results of this study highlight the need for community-based biomedical researchers to equip members of their teams with the skills and knowledge that will help them achieve their academic and career goals.

FINANCIAL STUDY OF AN INVESTMENT PROJECT IN ALGERIA: CREATION OF A COMPANY WITHIN THE FRAMEWORK OF THE NATIONAL FUNDSUPPORT FOR YOUTH EMPLOYMENT (FNSEJ)

This article proposes a financial study of a project to create a commercial enterprise through the scheme proposed by the National Agency for Youth Employment Support (ANSEJ). The company is a testing and analysis laboratory. In this study we have prepared a complete financial package and we have budgeted this project over the entire amortization period of the investment credit in accordance with the timetable set by the support system for young entrepreneurs to set up a business in Algeria. This work provides factual information to young entrepreneurs to assist them in making decisions about the implementation of similar projects.

农田灌溉水有效利用系数测算和主要作物需水量试验方案设计与实施

开展农田灌溉水有效利用系数测算和主要作物需水量试验工作，是贯彻落实最严格水资源管理制度的实际需要，也是灌溉系统规划、农村水利工程设计的迫切要求。本文以普洱市为例，依据《灌溉水利用率测定技术导则》和《灌溉试验规范》的相关技术规定，收集了全市灌区资料并选址查勘，选定了样点灌区和典型田块，制定了合理可行的农田灌溉水有效利用系数测算和主要作物需水量试验实施方案。同时，项目的实施将填补普洱市农田灌溉水有效利用系数和主要作物需水量的空白，为推动农业节水管理提供科学依据，对提高普洱市农田灌溉用水效率、促进全市高原特色现代化农业发展具有重要意义。本项目的实施以期望为类似工程的设计与实施提供一些有益的参考。 The calculation of irrigation water effective use efficiency and main crop water demand are the practical needs of the implementation of the most stringent water resources management system. It is also an urgent requirement for irrigation system planning and rural water conservancy project designing. Based on the “irrigation water utilization technology guidelines” and “irrigation test specifications”, the relevant technical requirements, the city’s irrigation data and site were collected and surveyed; sample irrigation and typical plots were also selected. The effective calculation of the effective utilization coefficient of irrigation water and the implementation plan of the main crop water demand test were conducted. At the same time, the implementation of the project will fill the effective utilization coefficient of irrigation water and the main crop water demand in the Pu’er City, and provide scientific basis for promoting agricultural water saving management to improve the efficiency of irrigation water significance. The implementation of this project is expected to provide some useful reference for the design and implementation of similar projects.

Lean thinking in the luxury-fashion market

Purpose – The capability to overcome tradeoffs among costs, quality and time has become a must in high-margin businesses too. Lean thinking may be a solution, but applications in the luxury-fashion market are still rare. In order to shed light on this apparent contradiction, the purpose of this paper is to identify the key features of the luxury-fashion market that may act as barriers for the adoption of lean principles. Next, based on the results of this preliminary analysis, the paper tries to verify, if and how, lean principles can be properly reinterpreted, so as to properly fit the requirements of this market. Design/methodology/approach – Due to the operating nature of lean, an empiric approach was followed. From the evidences gathered during a lean project of a world-wide company, critical elements of the luxury-fashion market were identified and used as criteria to select, among lean tools, the most appropriate ones. Lastly, selected tools were integrated in a structured framework (for lean implementation) that was used to analyze and to improve many logistics and manufacturing processes. Findings – Developed solutions were implemented as pilot projects, with outstanding preliminary result. Results are case specific and trying to infer general considerations may be hazardous. Nonetheless, due to the relevant dimension of the project, they can be considered more than a clue concerning the robustness of the framework and, most of all, concerning the real potentialities of lean in the luxury-fashion market. Practical implications – The framework is extremely operational and, together with the proposed industrial cases, can be used as a guideline to support practitioners during the implementation of similar projects. Originality/value – Lean thinking is relatively new in the luxury-fashion market, where the focus on operational costs has been traditionally considered as a marginal issue. Thus, the application of lean principles in this market is the innovative element of the paper.

Design and implementation of a monitoring system applied to a long‐span prestressed concrete bridge

AbstractCurrently, long‐term monitoring systems are mandatory for major civil engineering structures such as bridges, tunnels and dams. Generally, they monitor a set of physical, chemical and mechanical parameters in critical sections of the structure by incorporating appropriate sensors. The set of data collected demonstrates great potential in the prevention of damage and contributes to more efficient maintenance of the structures monitored. This work presents the long‐term monitoring system installed on the new Lezíria Bridge over the River Tagus in Portugal. The system was developed to control some aspects of the construction process and to survey the service life of the structure. A set of structural, durability and environmental parameters defining the bridge condition are remotely assessed in real‐time via a fibreoptic network. Aspects such as architecture, installation and functionality of the monitoring system are discussed and the innovative aspects of the implementation are highlighted. In this context, the main goal of this work is to present the long‐term monitoring system of Lezíria Bridge, sharing the experiences, the solutions and the procedures adopted, given their potential usefulness in the implementation of similar projects.
