DEVELOPMENT OF AGRICULTURAL SCIENCE ON THE PLATFORM OF INNOVATIVE BIOECONOMY

Ukraine's economy is in a state of crisis caused by the war. The agricultural sector in extreme conditions is trying to fulfill its function of ensuring the food security of the state, supporting its export potential despite limited resources and logistical problems. Agrarian science in the conditions of budget funding deficit is trying to find ways to use the scientific and experimental base, developed varieties and technologies to promote the stabilization and revival of agro-industrial production in the industry and regions. Effective models of implementing the innovative potential of agrarian science on a business basis are necessary.The purpose of the study is to justify the platform of market adaptation of science to crisis conditions and the mobilization of scientific potential in the breakthrough directions of the development of the agrarian sphere on the basis of innovative bioeconomy and close cooperation between science and business.To realize the set goal, the work assessed the possibilities of integrating science and business on the platform of innovative bioeconomy in the crisis economic and legal conditions of Ukraine; the bio-ecosystem of the platform and its operational mechanism of the partnership of science and business for the implementation of joint innovation and investment projects are substantiated. For the introduction of a well-founded bioecosystem, a set of measures is proposed for the formation of a platform in the system of agrarian science on the basis of conducted tests and adopted organizational decisions based on the example of the National Academy of Agrarian Sciences of Ukraine. Cooperation between agricultural science and business on the basis of the proposed public-private partnership platform ensures the mobilization of scientific potential to solve pressing issues of innovative development of agricultural production, rural areas through the creation and transfer of breakthrough and supporting bioinnovations, the production of competitive innovative agro-food products.

FINANCING THE IMPLEMENTATION OF HR ENGINEERING IN MANUFACTURING ENTERPRISES IN THE CONTEXT OF THE COUNTRY'S DIGITAL ECONOMY FORMATION

The article is devoted to the study of possible prospects for financing the implementation of HR engineering at manufacturing enterprises in the conditions of the formation of a digital economy. In the process of research, the authors considered the possibilities of implementing HR engineering at production enterprises and focused attention on the main directions of implementation. The principles of financing enterprises that implement changes and transform are revealed. Approaches and strategies aimed at optimizing human capital management in the company are proposed. The authors noted the following main tools of HR engineering for the development and improvement of HR processes, which are key to building effective human capital management strategies in the organization and require funding: organizational management structure, strategic maps, creation of a portrait of personnel competencies, modelling of the human resources management process resources, development of a goal tree, increased flexibility of HR management processes, implementation of a balanced system of indicators. The authors' comprehensive analysis of the implementation of digital HR solutions by manufacturing enterprises in previous years made it possible to identify the most important obstacles to the successful implementation and financing of innovations and digital solutions, the main of which are: insufficient financial resources for the implementation of innovative projects; lack of sufficient financial assistance and stimulation from the state; large financial costs associated with changes in the infrastructure and introduction of new technologies; low interest of investors, which may limit access to external sources of financing; some innovations may require a long payback period, which becomes a challenge for companies; high interest rates on loans can make it difficult to finance innovative projects. Considering these financial factors, it is important to develop comprehensive strategies and tools to overcome obstacles and stimulate the innovative and digital development of manufacturing enterprises.

7.G. Round table: Primary prevention and management of NCDs – the added value of joint actions across Europe

Abstract Two ambitious European joint action projects, funded through the EU4Health programme, are ongoing to reduce the burden of non-communicable diseases (NCDs) and related risk factors in Europe, targeting both individual and societal levels. Together, these projects aim to scale up effective prevention and management strategies, strengthen public health policies and promote equitable and sustainable healthcare systems across Europe. The Joint Action on CARdiovascular Diseases and DIabetes (JACARDI), with 21 participating countries and a total budget of over €66 million, is focusing on enhancing the implementation of evidence-based innovative pilot projects across the entire patient journey. This includes efforts to improve prevention, early diagnosis, and proactive management of NCDs. The Joint Action Prevent Non-Communicable Diseases (JA PreventNCD), with 25 participating countries and a total budget of over €95 million, particularly aims to enhance joint capacities of countries for implementing, scaling up and evaluating prevention policies and actions at various levels. These projects represent complementary responses to calls for action in Europe’s Beating Cancer Plan and the Healthier Together - EU NCD Initiative, with JA PreventNCD emphasizing primary prevention and policy while JACARDI focuses on secondary prevention and health systems strengthening. Both projects will generate new policy-relevant evidence based on implementation, monitoring and scaling-up of best and innovative practices and policies across Europe. The projects share a focus on equity, diversity, scalability and sustainability, while avoiding fragmentation and duplication of actions. Under the EU4Health programme, launched to strengthen European health collaboration in the wake of the COVID-19 pandemic, the EU has recently invested over €200 million in public health initiatives, with additional investments from national authorities participating in the joint actions. With this new wave of funding, real population impact should be anticipated, but what can we realistically expect to be the outcomes and what are the criteria for success? In this round table discussion 1) these two joint action projects will be presented, highlighting their innovative aspects; 2) views on the added value and potential in cross-national collaborations for prevention and management of NCDs will be debated, and 3) how synergies will be leveraged for maximum impact will be explored. Panelists will share their perspectives on the projects’ potential to change the public health landscape in Europe. Workshop participants will subsequently be encouraged to engage in the discussion with the objective that views and experiences are exchanged, opportunities for collaboration and engagement are shared and energy is mobilized to harness the benefits of such large-scale policy-relevant collaborations. Key messages • Synergies and collaboration to drive policy development and foster increased capacity are the pillars to build a healthier Europe. • Two large-scale Joint Actions drive impact by highlighting innovative NCD prevention strategies and fostering collaborative engagement.

Introduction. Recent years have been a challenge for the Ukrainian economy. The full-scale war caused significant destruction, interrupted production chains and led to massive migration of the population. In such circumstances, the issues of economic recovery and increasing its competitiveness are particularly acute. The cluster approach, as a proven tool for economic development, can be an effective mechanism for overcoming the consequences of war and ensuring sustainable growth. In the developed countries of the world, there is an increase in cluster formations, where the organizational and functional structures do not change, but the process of joint interaction intensifies, which creates favorable conditions for the development of cluster partnerships based on integrated and quasi-integrated relationships and the economy of the territories where they are based. Problem Statement. The effectiveness of cluster partnerships has been proven theoretically by foreign scientists and confirmed by foreign examples. However, modern approaches to the development of cluster partnership systems of the national economy and the implementation of cluster policy in Ukraine do not consider military consequences, the specifics of the territories, the features of cluster partnership as a network interaction of integrated and quasi-integrated business structures, government and scientific institutions, synergistic links between them, regional, sectoral and other aspects. The purpose is to study the features and formulate directions for ensuring the innovative development of the national economy based on the realization of the economic interests of participants in cluster partnership systems in the face of new challenges. Methods. The study used general scientific and special methods, in particular, description, analysis, theoretical generalization, synthesis. Results. The directions of state support for the innovative development of the national economy based on the realization of the interests of participants in cluster partnership systems, which are implemented by intensifying the policy of cluster partnership in the innovation sector and are an alternative option for the formation and support of initiatives in the implementation of innovative projects. A characteristic of cluster partnership systems is the acquisition of forms of mutual assistance through cooperation in the regulatory policy of innovative development of the country's economy. The private sector is responsible for increasing the amount of funding for the innovation process, directly implements and ensures the commercialization of innovations. The state, first of all, provides legislative, financial, and informational support, and undertakes the training of highly qualified personnel. Conclusions. State support is the driving force behind the development of cluster partnership systems, which are implemented through the intensification of cluster partnership policy in the innovation sector and is the only alternative option for the formation and support of initiatives in the implementation of innovative projects for the development of the national economy in the post-war period.

THE IMPACT OF DIGITALIZATION ON THE DEVELOPMENT OF THE AGRO-FOOD SPHERE

The agro-food sphere is one of the key industries in the country's economy and plays a major role in ensuring food security. The development of the agro-food sphere requires the development and implementation of innovative projects in this field. The creation and implementation of such innovative projects require the availability of information support, which includes complete and up-to-date information about the objects and processes related to the project. It has been proven that the innovative development of the agro-food sphere is closely related to the digitalization process in this field. It is noted that digitalization in the management of agriculture and the agro-food sphere opens up new opportunities for increasing the efficiency, transparency, and sustainability of this industry. The main directions of implementing digitalization in the agro-food sphere have been studied, including the creation of electronic registers and databases, and the development of decision support systems. The integration of e-government services in the agro-food sphere offers significant opportunities for improving the efficiency of public administration, enhancing service delivery, improving interaction between public authorities and agricultural market entities, and ensuring sustainable agricultural development. The author has developed a methodology for the integral assessment of the level of e-government development in the country. The integral assessment is based on initial indicators, including those defined by the United Nations Department of Economic and Social Affairs. The method of the modified principal component was used to determine the weighting coefficients of these indicators in the integral assessment. Integral assessments of the components of the agro-food sphere have been determined: the food industry, retail trade in food products, and indicators related to the protection and preservation of the environment associated with the agro-food sphere. A significant correlation has been found between these integral assessments and the integral assessment of digitalization

Management of innovative projects to ensure innovative development of enterprises

The subject of the study is theoretical provisions, methodology of adaptive management of innovation projects and innovative development of enterprises, methodological basis, practical proposals for its research in modern conditions. The purpose of the article is to summarize generalization of the theoretical basis of the features of innovative projects, the expediency of using organizational structures for managing the processes of their formation and implementation, analysis of adaptive methodologies for managing innovative projects to ensure the employment of workers, their innovative development, and development of practical recommendations on these issues for a working enterprise. The purpose is revealed by solving the following tasks: generalize the features of innovative projects that determine the success of their implementation; determine the feasibility of using organizational structures of enterprise management for the formation and implementation of innovative projects to ensure innovative development; identify and propose the use of adaptive management methodologies for innovative projects to achieve successful innovative development of enterprises; develop a hybrid organizational structure for innovation management; the main directions of innovative personnel management of enterprises to promote their employment and management of innovative development are proposed. To solve the tasks, the following methods were used: theoretical generalization, analysis, synthesis, induction and deduction, structural and logical analysis, systemic and situational approaches, the method of working day photography, Agile adaptive management methodology, graphic method, and the authors' own practical experience. The conclusions and results of the article are as follows: it is proved that the management of innovation projects should take into account their features, be based on the use of project, matrix and hybrid organizational management structures and the application of adaptive methodologies for managing innovation development and the formation and implementation of innovation projects, such as Agile, Scrum, Kanban, Lean. For the operating enterprise Nebozvid LLC, using adaptive management methodologies, a hybrid organizational structure of the project department has been developed to ensure the innovative development of the enterprise through the implementation of innovative projects with the organization of small project teams. The main trends in innovative personnel management of enterprises are proposed, the use of which contributes to the success of innovative project management to ensure the innovative development of enterprises.

Competition in the vegetable market and challenges for the industry: a bibliometric analysis of dominant publications

Purpose. The purpose of this paper is to identify current and future directions of research using bibliometric analysis of publications indexed in Scopus and Web of Science databases on the problems of competition in the vegetable market and industry development, as well as dominant topics. Methodology / approach. A comprehensive review of 1246 publications indexed in the Scopus and Web of Science databases was carried out using the VOSviewer and Bibliometrix software packages. The analysis was carried out using Microsoft Excel, Canva, and Datawrapper programs, and after careful consideration, 67 works were selected for in-depth study. Results. The bibliometric analysis of the published publications revealed research trends; using software analysis, by periods, the main directions of research carried out in the last 60 years were evaluated; participation of countries in the process of scientific research was determined; research clusters were identified according to the countries and authors of dominant publications. The paper provides conclusions about current research problems in the publications on competition in the vegetable market and industry challenges, and offers recommendations for future research directions. It was determined that conducting a similar bibliometric research in developing countries such as Georgia is impossible at this stage due to the lack of a local scientific database, also they do not have enough abilities to publish a large number of articles indexed in Scopus and Web of Science. Impeding factors were identified and ways to solve the problem were determined. Originality / scientific novelty. Based on the bibliometric analysis, for the first time, investigation is conducted to examine the competition in the vegetable market and industry challenges. The bibliometric analysis revealed that the research field has been developing steadily and continuously over the years, with narrow and specialised topics being transformed in a multifaceted way in the wake of global issues. The research area is geographically unevenly concentrated in the countries of North America, Europe and Asia. Practical value / implications. The obtained results will help stakeholders, in particular: (і) researchers to identify current issues in the industry; (іі) the major players in the vegetable market in assessing the level of market competition; and (ііі) political actors in determining the characteristics of the industry for the implementation of innovative projects.

Technological innovations and sustainability: Shaping the future of smart cities in urban planning

Smart cities have surfaced as pioneers in new urban planning practices during this era of increased urbanization rates. These advanced technologies have been implemented to improve life and solve many problems we are facing nowadays. This study seeks to investigate smart cities that can be developed in their advantages and disadvantages, as well as opportunities and threats. The main goal is to make technology more evenly accessible and utilizable within different urban neighborhoods. Our approach to analysing smart cities is multidisciplinary, including several sectors like urban planning, green city programmes, innovative urban enterprises, and information and communication technology (ICT). The study introduces eight novel models and integrates them into a comprehensive framework to assess smart cities, offering several possible applications. Findings indicate that digital technology and the Internet of Things (IoT) can significantly transform urban dynamics, per the findings. Conversely, they emphasise significant security, privacy, and economic parity concerns. The success and widespread implementation of innovative city projects will depend on how these challenges are resolved. It is imperative to tackle these issues to ensure the ongoing feasibility of intelligent cities as a viable choice for urban development. This study emphasises the need for a well-rounded approach that maximises benefits and minimises risks to promote inclusive, safe, and equitable urban environments via smart city advancements.

Managing stakeholders for implementing innovations: The case of a flood protection project in Kenya

Innovative projects, such as those for flood protection in developing countries, are urgent, stakeholder intense, and need to be carried out even in contexts where sufficient governance frameworks are not in place. This research seeks to understand how innovative projects can be implemented in weak institutional contexts by focusing on managing stakeholders in the single in-depth case study of the implementation of the SLAMDAM innovative project in the Isiolo County in Kenya. Following the analysis of 12 semi-structured interviews with 27 different stakeholders and 7 observations of stakeholder interactions, we answer the following questions: 1) what are the challenges during implementation of the innovation projects in weak-institutional contexts? 2) how are these challenges addressed through strategies? 3) how can we theorize the relationship between challenges and strategies in weak institutional contexts? The challenges include community resistance, information fragmentation, disjoined efforts, and governance inefficiency. Theoretically, we highlight how ad-hoc workarounds are operationalized in weak-institutional contexts and how they can lead to lasting changes by building governance frameworks in the long term. Practically, this research offer valuable guidance for practitioners involved in innovative projects, particularly in developing countries with weak institutional frameworks.

The article demonstrates the complexity of implementing social projects and the problems of their dissemination. It explores the key elements of implementing innovative healthcare infrastructure projects (using the example of health-oriented advanced lighting in medical facilities). The methodology incorporates a comprehensive analysis of current lighting technologies in medical institutions and their impact on both staff and patients. The study explores the adoption of biodynamic lighting systems, which adapt to human circadian rhythms, thereby contributing to health and well-being. The methodology incorporates a comprehensive analysis of current lighting technologies in medical institutions and their impact on both staff and patients. The article discusses the project CHRONOlight, implemented in a central Hospital, aiming to develop and optimize a biodynamic lighting system. The project serves as a model for integrating innovative lighting solutions in healthcare facilities, showcasing the potential for significant improvements in patient care and worker productivity. The findings suggest that innovative lighting technologies are essential for advancing healthcare infrastructure towards more sustainable and effective practices. The emphasis is on the necessity of engaging stakeholders in the implementation process of innovations, and their characterization is described using the CHRONOlight project as an example. The need for using a project communication management model is highlighted, and a model for managing project communications for CHRONOlight is proposed. Innovative development of the AIC: problems and strategies for their solution

Currently, there are many unresolved problems in agricultural sectors: low level of production and processing of agricultural products, presence of significant number of small-scale farms, financial instability of agricultural entities, insufficient rates of improvement of market infrastructure, which hinders innovative renewal of agricultural sector, and digitalization processes. The goal is to substantiate the strategy for technological modernization of the republic's AIC. The methods are based on scientific research by domestic and foreign scientists, data from the Bureau of National Statistics, Agency for Strategic Planning and Reforming of the RK, scientific institutions, and information from official sources. Results - issues of innovative transformation and use of digital platforms to achieve high efficiency of agro-industrial production and its structural transformations, overcoming challenges and risks that pose threat to the country's agro-industrial complex were studied. Methodological approaches to managing innovation processes are considered, main reasons hindering the achievement of high results in the republic’s agriculture and building its potential are shown: low technical equipment, inefficient use of natural resources, in particular land and water, lack of the necessary system for storage, transportation and sale of products, unattractiveness of this area for investment. Conclusions - analysis of world practice shows that in the context of transition to innovative path of development of agricultural sector, regulatory role of the state, designed to ensure technological progress, increases and becomes a key factor responsible for developing a strategy for creating mechanisms for its implementation and financial support, and formation of a new type of economy. The systematic nature of implementation of innovative projects in agribusiness will help increase the number of jobs and specialists with new competencies.

РОЛЬ САМОМЕНЕДЖМЕНТУ В РОЗВИТКУ ІННОВАЦІЙНИХ ПРОЄКТІВ В ОРГАНІЗАЦІЇ

In the course of writing the article, a growing interest in the problems of self-management in Ukraine was identified, which is caused by political and economic instability, the intensification of hostilities, and a decrease in the production capacity of organizations. The shortage of management approaches was analyzed and the need for new management strategies and methods was revealed, as traditional approaches are becoming insufficiently effective in the face of modern challenges. The progressive approach of organizations to emphasizing the creative potential and initiative of each employee is systematized, which contributes to the development of individual approaches to management. Self-management is defined as an effective tool for performing tasks with minimal costs and optimizing organizational processes. Optimal self-management skills were formed in the context of the organization's innovative activities. A self-management system has been developed for the development of predefined skills of the innovation project team. The main problems and tasks of implementing self-management to ensure the success of innovative projects are characterized. Systematized the most effective modern tools for ensuring the effectiveness of self-management during the implementation of innovative projects, in particular, methods of structuring work processes and monitoring the performance of tasks and the latest tools for ensuring time management and quality communication. The role of self-management for achieving strategic goals and optimizing organizational productivity in the context of implementing innovative projects is summarized.

This article notes that in modern conditions, the increase in the frequency of natural anomalies is directly related to the rapidly developing industry. The need to take into account the environmental component when implementing innovative projects. Managers should pay close attention to environmental safety in the innovative activities of industrial enterprises. When managing the implementation of innovative projects, it is also necessary to control environmental factors, taking into account the requirements of the legislation of the Russian Federation to reduce the harmful effects of activities on the environment. It is noted that ensuring environmental safety of the environment is not only an important aspect of the development of favorable conditions for the life of society, but also a necessary measure for the successful development of the country's economy.

Search for innovative solutions to improve the energy system of Ukraine: World experience

This study analyses the global experience of introducing innovations in the energy sector to identify effective solutions that can be applied to improve the energy system of Ukraine. The research methods included a comparative analysis of international experience in the energy sector, an assessment of the possibilities of adapting innovative technologies to Ukrainian conditions, and an examination of technical and economic aspects of integrating new solutions. The study analysed the experience of countries such as Germany, Denmark, the United States, Finland, the Netherlands, Sweden, Japan, China, France, and South Korea, which have succeeded in implementing innovative solutions in the energy sector, in particular, in the integration of renewable energy sources (RES), the development of smart networks, energy decentralisation, energy storage technologies, and energy efficiency improvement. It is identified that the most efficient approaches include the integrated use of renewable energy sources in combination with energy storage, which ensures the stability of energy supply even in conditions of uneven electricity production. The importance of smart networks for optimising energy distribution and reducing losses is also emphasised. The decentralisation of energy and the development of energy cooperatives contribute to improving energy security and community engagement. The study also showed that the introduction of smart energy management systems at the consumer level helps to increase the flexibility of the energy system and effectively respond to fluctuations in demand. In addition, it is determined that the successful implementation of innovative projects in the energy sector requires state support through subsidies and regulatory incentives. Based on international experience, it is concluded that combining technical solutions with effective management and political initiatives is key to ensuring the sustainable development of the Ukrainian energy system

The article examines the essence of venture investments and their main features. The basis of venture investments is, first of all, innovative projects implemented by develop-ing companies; the form of investment should not be limited by any other condi-tions. The main problems of the Russian venture investment market are analyzed: small volume, legislative uncertainty, per-sonnel shortage, difficulties in attracting for-eign investment. For a solution, it is pro-posed: improvement of legislation, limited involvement of insurance companies and pension funds in venture investments, redis-tribution of state support for venture invest-ments, additional tools for a safe exit from venture investments for all interested parties. The implementation of innovation and investment projects through the purchase and integration into the internal processes of a large company, which was previously a strategic investor, also depends on solving the problems of the entire venture market as a whole, since at the moment the number of such transactions is insignificant.

INNOVATIVE ENTREPRENEURSHIP: CONTENT AND MAIN ASPECTS OF DEVELOPMENT

In the conditions of rapid technological changes and global competition, innovative entrepreneurship is gaining priority. It helps business entities to adapt to new challenges, reduce risks and find new niches for development. This is especially important for economies seeking to achieve a high level of technological independence and sustainability. At the same time, innovative entrepreneurship is a powerful tool for social change, because it contributes to the development of human capital, the creation of new jobs and the improvement of the quality of life of the population. The development of innovative entrepreneurship requires a comprehensive approach, which includes not only funding and support from the state, but also the development of appropriate infrastructure, educational programs, and stimulation of scientific research. Thus, innovative entrepreneurship becomes one of the key elements of economic policy, which determines the strategic priorities of the country's development and forms the basis for sustainable economic growth in the long term. The development of innovative entrepreneurship depends on many factors. The latter can both stimulate and restrain the process of introducing innovations. It is important for business entities to take these factors into account when developing innovative development strategies. As practice shows, the main factors that prevent the effective development of innovative activity in today's conditions are the lack of funding and the lack of effective incentives for its development, the high cost of the necessary resources, their partial or complete absence, a high degree of risk of failure in the implementation of innovative projects, political and economic instability, rapid technological changes. For the successful management of innovative entrepreneurship, it is important for business entities to take these factors into account in order to minimize their impact. This can be achieved by combining the efforts of the scientific community, business structures and the state.

РЕКОМЕНДАЦИИ ПО ОЦЕНКЕ ЭФФЕКТИВНОСТИ ИННОВАЦИОННЫХ ПРОЕКТОВ

Innovative projects involve a large amount of resources and time required to implement and achieve the required product parameters. Well-known methods of economic evaluation of the effectiveness of projects can provide an accurate analysis for the first few years, without taking into account all possible factors. Due to the importance of setting the effectiveness assessment as accurately as possible for the implementation of innovative projects, regardless of the duration, the methods currently used are insufficiently developed. The amount of resources required to create an innovative project can reach such levels of indicators, which will significantly affect the financial and economic performance of the enterprise. The proposed new method in the article, based on the calculation of the socio-physical potential of the project, takes into account both economic and non-economic factors, regardless of the duration of the project. It is stated that the effectiveness assessment should take into account diverse factors of a qualitative and quantitative nature. Based on the analysis of existing approaches, it is concluded that the reliability of the assessment is low. The inability to evaluate correctly leads to excessive costs that accompany the processes of product development and operation. Materials and methods. An efficiency assessment model based on the calculation of the socio-physical potential is presented. A model of the socio-physical potential is presented.
