A Study of the Remote Working Efficiency in IT Project Implementation during the COVID-19 Pandemic

Regarding the COVID-19 situation, the purpose of this study was to compare the efficiency and outcomes of information technology (IT) project implementation in the office versus in a remote environment with respect to factors such as productivity, effective teamwork, enjoyment of work, stress and pressure management, and opinions on working styles. The focus was mainly on the role of team members in the engineering mindset. Data was collected through a survey of IT project performance from team members. The questionnaire, which was developed for this study, included 105 respondents and was divided into three parts: 1) general information, 2) project performance results, and 3) engineering mindset concept. Quantitative data were analysed using descriptive statistics. The results of the study indicated that there are significant differences in outcomes between project managers and other team members (such as developers, business analysts, and quality assurance) in terms of the studied factors, Project managers who need to communicate and collaborate with various team members may face challenges or limitations when working remotely. On the other hand, other roles in the project team that can be completed independently and do not require frequent communication with the rest of the team may find remote work more convenient and flexible. Importantly, the survey results also demonstrated that a team member's engineering mindset is a critical factor in the success or failure of projects. Those with a strong engineering mindset tend to implement and deliver projects effectively. Therefore, IT projects are more likely to be successful when the team has a good engineering mindset.

Agro-industrial enterprises’ resource support transformation in the course of system integration

Currently, the Russian economy is undergoing active processes of digital transformation and system integration in all areas of production and economic activity. At the same time, the agro-industrial complex and agriculture lag behind the leading industries in terms of the level of digitalisation. This opens up large-scale prospects for the implementation of information technology projects, but also dictates the need to introduce additional measures to accelerate the development and implementation of digital technologies. The growing popularity of system integration is explained by a number of advantages: reducing the time for information exchange, decision-making and goods circulation, eliminating duplication of functions and the overall economic effect for each of the participants due to a wider and more comprehensive integration of computer systems. To support such initiatives, the study proposes a mechanism for the system integration of the resource subsystem of agricultural, processing and marketing enterprises in the region using a theoretical and methodological basis. Achieving the highest level of system integration is expected through the integration of information systems on a platform framework, as well as the addition of digital services of financial operators with the connection of economic entities of the agro-industrial complex. The developed mechanism reflects the algorithm of strategically significant events with a target orientation towards expanding the scale of system integration of enterprises in the agro-industrial complex. Its implementation will provide an opportunity for global planning in industries and provision of recommendations to market participants, including those based on artificial intelligence technologies.

Information technology governance practices and stakeholder management: A multinational organisational perspective

The purpose of this article is to explore the relationship of information technology (IT) governance practices and stakeholder management within global IT projects. Having IT governance in place is one thing, but practicability in the project is another challenge for project managers. While the practice of governance is still a challenge to implement, stakeholder management within the context of IT governance adds complexity to managing local and foreign stakeholders that span country borders. This article provides an understanding of how IT governance and stakeholder management are inseparable when implementing global IT projects. Interviews were used to determine the industry best practices for multinational organisations and project practitioners’ experience in the implementation of global IT projects. The results highlight the link between stakeholder management and specific IT governance practices for proactively implementing global IT projects. A relationship management approach for project managers and other key project players to link both IT governance and stakeholder engagement is required. From a practical standpoint, the study explored the practitioners’ experience and practices of IT governance implementation in line with stakeholder management in various global IT projects.

DEVELOPMENT OF MOBILE MARKETING IT PROJECTS: OPPORTUNITIES FOR MOLDOVA AND UKRAINE

This article describes the main problematic issues and modern approaches to managing and developing mobile marketing IT projects. In this study, the authors set the goal of the study – to analyze the features of IT project management in mobile marketing, to systematize the development models of modern web projects and to study the possibilities of using flexible applied methodologies that formalize the development and modification of web applications based on the use of effective methods for managing IT projects in mobile marketing. To achieve this research goal, the authors used theoretical and conceptual analysis, studied existent empirical databases for the mobile application market in the Republic of Moldova and Ukraine. The authors highlighted the critical problems of using agile methodologies in IT projects of mobile marketing. A comparative analysis of the feature’s applicability of IT project management methodologies and problems of their using in mobile marketing applications are presented. The logical and structural diagram of the stages of the Mobile App Design Timeline is proposed, which contributes to increasing the effectiveness of the implementation of information technology projects in general. To assess the applicability of the flexible methodologies of Kanban and Scrum, an IT project of mobile marketing was simulated. The significance of the results obtained is predetermined by the fact that they could form a theoretical base for improving the effectiveness of marketing activity under conditions of the informatization of society through the building a selforganizing team and use of agile methodologies in mobile marketing IT projects.

Investigating the Challenges of Project Governance Processes of IT Projects

This study investigates challenges of project governance processes of Information Technology (IT) projects in organisations. There is still a high prevalent failure rate in implementation of IT projects or initiatives. The failure can be attributed to various factors, which one of the factors could be the existence of Project Governance process of IT projects in organisations. The study is based on a case study of a media organisation in South Africa. A qualitative approach was used for this study where semi-structured interviews were conducted with several participants at various levels and involvement in IT projects implementation within the organisation. The study revealed that, it is vital to ensure that proper IT project governance processes and procedures are put in place, thus ensuring that the processes are properly defined, clearly communicated to the people involved in project execution. The research study uncovered that although IT project governance processes were defined, however, majority of the processes were not properly defined. Furthermore, the enforcement of the project governance processes as well as the effective application was lacking within the IT projects. The study contributes to the literature and the body of knowledge of project governance of IT projects in organisations.

A Journey through the Wilderness

Autoethnography has emerged as a relatively new methodological approach within the fields of project management, information technology, organizational behavioral studies, and more broadly within the social sciences. As a reflexive methodology it offers the beginning and experienced researcher a means of critically exploring the social forces that shapes ones involvement in the information technology project implementation process and subsequent the project management experience. In this article the authors discuss the significance of autoethnography as it was utilized to research the experiences of project managers in the enterprise resource planning systems implementation process. The process involved recollecting, writing and re-reading experiences in light of social capital and organizational theories that explore the socio-psychological and cultural aspects within the implementation period of an enterprise resources planning system. The autoethnographic approach used in this article contributes to the emergent methodological literature that embraces the textual or narrative turn within qualitative studies of information technology and project management.

InnoDiff: A project-based model for successful IT innovation diffusion

In spite of the importance of information technology (IT) for many organizations to help manage the enterprise daily transactions, IT project failure rates still remain high and are of great concern. This obliges continued exploration of new process models and organization structures to nurture strong project performance. This paper presents a new generic model for successful implementation of IT projects referred to as InnoDiff. The model uses Enterprise Resource Planning (ERP) as a test bed. Furthermore, the paper also presents a case study that demonstrates the detailed application of InnoDiff during the course of executing the Human Resource Management System (HRMS) within the Wide Access Network (WAN) at the National Guard Health Affairs (NGHA) in Saudi Arabia.

PENGUKURAN RISIKO PROYEK PADA PERUSAHAAN TEKNOLOGI INFORMASI DI INDONESIA

The success rate of information technology (IT) projects is still low. Based on one survey done in 1990s, only about 10% of software development project could be finished according to its planned budget and schedule. Another study in 1995 found that only 16.2% IT project succeed, and at the same time more than 31% IT projects were cancelled before finished. It has been found a lot of IT projects had been implemented with swelling budget. Although it is still debatable, one of the reasons of IT project implementation failure is because risk management in some IT projects is not implemented by the IT providers. The objectives of this research are to get knowledge and assess risks in implementing IT projects. This research also gives recommendations in mitigating IT project risks. In two projects that were used as sample of this research, it has been found some risks that could be happened in IT projects. That risks were then assessed based on the probability and its impact, and finally produced the recommendation for risk mitigation. All risks are described in the Risk Priority, moreover risk probability and impact is described in the probability-impact matrix from all of 4 levels. This research could improve the awareness of IT providers in Indonesia about the important of implementing IT risk management so that more IT projects in Indonesia could be run successfully.Keywords: Risk assessment, information technology project, impact, frequency

To explore managerial issues and their implications on e-Government deployment in the public sector: Lessons from Taiwan's Bureau of Foreign Trade

The objective of this article is to explore the experience of reconciling the strategic information system (IS) management with the radical transition of the Information Technology (IT) infrastructure in Taiwan's Bureau of Foreign Trade (BOFT) between 1998 and 2003. This investigation will be beneficial for the implementation of IT projects, as well as the comprehension of the organizational and managerial issues related to the discontinuity of IT development in office automation. This paper conducts an interpretative approach by means of qualitative methods – namely through participatory observation and in-depth interviews with fourteen informants – to reveal the managerial issues and their implications on the adoption of electronic government (e-Government). Through the method of content analysis, this study reviews the process of decision making, implementation, and other issues emerging as a result of the adoption of new technologies in public authorities, such as the cognition of the employee toward the benefits and effectiveness of IS in public authorities. Learning from this case, this article identifies key lessons and provides suggestions regarding the managerial issues related to the discontinuity of technologies in the workplace. These goals are achieved through reflexive exploration of the sense-making process among civil servants . In addition, this study shares the experience and suggestions with a government CIO through the proposition of a framework of SPECISM approaches to cope with the challenges from the appropriation of new IT in a public authority.

IT capacity building in developing countries: A model of the Maldivian tourism sector

Lack of information technology (IT) skills and human capital remain a significant obstacle to the successful implementation of IT projects in developing countries. The model discussed in this article draws on theories of knowledge management and social and human capital, and it has been developed for research in the tourism sector in the Maldives. It is also the first model of IT capacity building, to our knowledge, to be directed at private sector organizations in a developing country. We ground the model in some preliminary findings from our study of the Maldivian tourism sector and draw some initial conclusions about the role of the national context, social capital, knowledge sharing, and geographical isolation when considering IT capacity building for that sector. The model also makes a wider contribution in focusing on an under-researched issue, IT capacity building in developing countries, and by bringing some useful theoretical perspectives to bear on the problem. © 2007 Wiley Periodicals, Inc.

Perspectives on the use of information technology at third party logistics service providers in Singapore

The use of information technology (IT) in the logistics area is growing all over the world and so is the number of third party logistics providers. In this article a specific case of interrelation between the uses of IT at the third party logistics service providers (3PLs) in Singapore is highlighted. Information collected through a randomly selected sample of 3PLs indicates that more and more service providers are either planning to incorporate IT in their operations or are benefiting from their use. Towards this end, the providers are acquiring new knowledge, skills and technologies. The survey results showed that respondents are also concerned about their investments in IT as they feel that with rapidly changing technology, their equipment, skill and processes could become obsolete before any tangible benefits could be derived from them. The providers indicate that financial justification is another key barrier to full‐scale IT implementation. These constraints hinder the implementation of strategic IT projects, which require significant investments. Therefore, a package program for skill development and equipment incentive could be initiated for 3PLs in Singapore.

IT projects: evaluation, outcomes and impediments

Aims to identify the motivational factors for investing in information technology (IT), the impediments to IT investments and the outcomes of the planning and implementation of IT projects by chartered accountants in Australia. The results indicate that firms are motivated to invest in IT primarily for five reasons. IT investments face a number of challenges, the most prominent being the need to keep up with technology, which is likely to worsen as the technology cycles continue to shorten. Identifies resource procurement, lack of appropriate development tools, lack of proper planning or project management and user resistance to change as the four main problems encountered in implementation of IT projects. Many IT projects were undertaken for the purpose of improving efficiency within the organisation and reducing costs, rather than more strategic usage such as providing a flexible IT infrastructure or aligning IT with corporate strategy. The results suggest that firms have largely only utilised IT in their internal operations, rather than for strategic reasons.

IT project implementation strategies for effective changes: a critical review

Information technology (IT) project implementation is still a grey area. There are differences of opinion among educators and practitioners on strategic emphasis and implementation methods. Implementation of IT projects, especially large IT projects, is synonymous to management of changes in an organisation, be it for altering the work culture or gaining competitive advantages. When formulating effective change management strategies to support the introduction of IT, it may be useful to integrate and use concepts and practices drawn from disciplines such as traditional project management, organisational/product innovation, and change management theory and practices. This paper examines project management and product innovation literature to identify change management concepts and practices.

Guidelines for managing change: A study of their effects on the implementation of new information technology projects in organisations

The implementation of information technology (IT) projects constitutes a major change for any organisation. The actual implementation appears to be very heavily biased toward the technological aspects, while paying little attention to managing the ensuing changes in process, structure and culture. This study employs statistical tests to show that nine established change management guidelines were particularly significant where the successful implementation of IT projects was concerned. Of the nine, however, two were primarily responsible for the success or failure of IT projects.

The implementation of information technology projects in Polish research and academic libraries in the early 1990s: questions of scope and effectiveness

Reports the results of an inquiry directed at Polish academic, research and scientific libraries. An appraisal of the current IT infrastructure, degree of advances in automation in libraries, and utilization of the electronic sources has been carried out, based on the completed questionnaires received from the libraries in question. It has been recognized that the best developed IT infrastructure is to be found in the academic libraries and that they are well prepared for automation. The situation is much worse in the special libraries of the research and scientific institutes. Half of the libraries in the latter group are not engaged in any preparation for automation, mainly owing to a lack of financial resources. Also, they do not provide readers with access to sources in an electronic format. Points out that a relevant consistent programme for the implementation and utilization of IT in Polish libraries has not yet been prepared.
