Rural Libraries as Providers of Life-long Learning Opportunities: An Appraisal of Information Services and Facilities in West Bengal

Abstract The purpose of this study is to examine the services and facilities provided by rural public libraries in West Bengal, India. In addition, the study aims to evaluate the perceptions of librarians regarding the implementation of Information Communication Technology (ICT) applications in these libraries. The study employed a mixed-methods approach, incorporating both quantitative and qualitative methods to gather data. The primary method of data collection was a survey using a structured questionnaire, which was administered to a total of 102 rural libraries. Furthermore, interviews were conducted with the respective librarians to bring more objectivity to the results. The findings revealed that rural libraries possess a moderate collection of printed books, newspapers, and magazines. The results indicate that these rural libraries offer a diverse range of services and facilities that benefit their respective communities. However, findings of the study indicated an acute shortage of staff in almost all the surveyed libraries, with this factor, consequently, affecting services. One significant challenge faced by these libraries is the lack of ICT applications. Nevertheless, most librarians expressed positive attitudes towards the implementation of ICT in rural libraries, recognizing their potential to enhance library services and reach out to a wider audience. Based on the findings of the study, it is recommended that the government should provide the necessary ICT tools in order to provide ICT-based library services. The results of this study can contribute to the upgrading and restructuring of rural library collections, infrastructure, services, and facilities in developing countries.

Implementation of Information Communication Technology in Enhancing Early Childhood Language Development

This study aims to determine the effect of using Information Communication and Technology in improving language development in early childhood. The research method used is true experimental research. The subjects of this study were children aged 4-6 years in grades B1 and B2, the number of group B1 was 17 children and the number of group B2 was 17 children. The data collection tool used is in the form of observation sheets for the language development of children aged 4-6 years after being treated with ICT-based learning media. The results of the t-test show that the asymp. Significant (2-tailed) of 0.012 with a significant value <0.06. The hypothesis is accepted, meaning that ICT-based learning media can improve the language development of children aged 4-6 years for the better. Therefore, researchers provide suggestions that educators can use internet media, computers and technology as an alternative in learning activities, especially in early childhood language development.

Exploring the role of ICT in pharmaceutical supply chain practices and operational performance in Ethiopia: a structural equation modeling approach

BackgroundA well-coordinated supply chain ensures the sustainable availability of life-saving medicines that improve public health outcomes. Information Communication Technology (ICT) is one of the strategies for optimizing supply chain coordination. However, there is a paucity of data on how it affects supply chain practice and performance at the Ethiopian Pharmaceutical Supply Agency (EPSA).ObjectiveThis study aimed to explore the relationships between information and communication technology, supply chain practice, and pharmaceutical supply chain operational performance using a structural equation modeling approach.MethodsWe conducted an analytical cross-sectional study between April and June 2021. Three hundred twenty EPSA employees participated in the survey. We used a pretested, self-administered five-point Likert scale questionnaire to collect the intended data. A structural equation modeling confirmed the relationship between the constructs (information communication technology, supply chain practices, and performance). Thus, the measurement models were first validated using exploratory and confirmatory factor analysis in SPSS/AMOS software. A p-value of less than 5% indicated statistical significance.ResultsOf the 320 questionnaires distributed, 300 participants (202 males and 98 females) duly responded. In this survey, supply chain practices (mainly customer relationship management and information sharing) and ICT had significant positive direct effects on operational performance with standardized regression weights (β) of 0.65 (p < .001) and 0.29 (p < .001), respectively. On the other hand, 73% of the variations in operational performance were explained by ICT and supply chain practices, wherein ICT played moderate mediation effects between supply chain practice and performance (VAF = 0.24, p < .001). Despite the significant positive influence of ICT, the agency still faced data visibility problems with customers and other supply chain partners.ConclusionThe findings revealed that supply chain practices and ICT implementation impacted the agency’s supply chain performance positively and significantly. The ICT implementation practice in the agency posited a significant positive partial mediating role between supply chain practice and operational performance. Thus, if the agency focuses on the automation and integration of customer relationship management and the practice of information exchange, the essential supply chain practices, it can further improve operational performance.

Assessment of the Teachers’ Attitude towards ICT and Learners’ Academic Achievement in Geography in Nyamira County, Kenya

The study looked at the influence of teachers’ attitudes towards information communication technology (ICT), on learners’ academic achievement in geography in public secondary schools in Nyamira county, Kenya. The major aim was to assess the teachers’ attitudes towards ICT usage. The study used three questionnaires and one interview schedule to collect data from 190 public secondary schools and 6 education quality assurance officers. The data was collected and coded by using statistical package for social sciences (SPSS) for analysis, use of mixed method approach was used, where descriptive and inferential statistics were analyzed and presented in form of tables. The main issues faced by teachers might have contributed to the limited use of ICT in teaching and learning process, hence affecting learners’ academic achievements in geography. Teachers’ attitudes will be solved when; pre –training, workshops for capacity building and in-service courses for ICT will be enhanced in all learning institutions. The study therefore recommends that teachers get trained for the implementation of ICT in teaching and learning to be enhanced and improvement of infrastructure.

Implementation of Information Communication Technology (ICT) as a Teaching Aid for Children with Special Needs

This study aims to identify the advantages and challenges in the use of ICT in teaching children with special needs in East Java, as well as evaluate the success of ICT implementation and its relationship with the learning achievement of children with special needs. The research methods used are descriptive analysis and regression analysis. The results showed that the use of ICT as a teaching aid for children with special needs in East Java has various advantages, such as increasing children's interest in learning, motivation, and participation, as well as helping teachers in providing more interactive and fun learning. However, the research also identified various challenges in ICT implementation, such as lack of access to adequate tools and infrastructure, as well as the need for training and technical support for teachers and school staff. The evaluation of ICT implementation showed positive results, with the majority of respondents stating that the use of ICT has improved the learning achievement of children with special needs. Regression analysis showed a positive relationship between ICT use and learning achievement of children with special needs.

ICT Policy Implementation as Correlate for Achieving Educational Sustainability: Approaching Development in Multi ICT Dimensions

The advancement in the national policy with regard to Information Communication Technologies (ICTs) in education has been updated by the demand for consistent and corresponding implementation of national policy on ICT for tertiary education in Nigeria. The policy identified the criticality of ICTs in the fulfillment of the national technology aspirations in the perspective of attaining sustainable development goals. The current research surveyed the level of ICT deployment in Hussaini Adamu Federal Polytechnic in relation to core ICT policy implementation framework and provided justification for the adoption of top ICT infrastructure in the digital-centric academic environment. The survey adopted quantitative research methodology to obtain information from four hundred and twenty respondents randomly selected from four units in the institution. The result of the research indicated that ICTs implementation within the educational management is fundamental to students’ academic accomplishment, job satisfaction, productivity, and globalization, becoming unmistakably obligatory for governments, teachers, and management of institutions in the contemporary time to prioritize ICTs and incorporate electronic changes for opportunities in the digital age.

WHERE ARE WE IN SPACE: EXAMINING TEACHERS’ ICT COMPETENCY IN TEACHING LEARNERS IN SPECIAL SCHOOLS IN KENYA

&lt;p&gt;Information Communication Technology (ICT) plays a central role in facilitating education in the 21st century. For successful integration of ICT in teaching and learning teachers play a key role. As such, there is a need for competent teachers in applying ICT skills to teach and facilitate learning. This study sought to examine teachers’ ICT competency in implementing Digital Literacy Programme (DLP) in public primary special schools in Nairobi County ii Kenya. The study used a semi-structured questionnaire tool to collect data from 99 teachers and 41 head teachers from public primary special schools in Nairobi County. Mixed-Methods Research (MMR) where both Statistical Methods and thematic analysis approaches were used to analyse the data. Statistical Methods used include descriptive analysis such as frequencies and percentages and bivariate analysis approaches including Chi-square tests of hypothesis regarding the relationship between teacher’s ICT competency and implementation of DLP. The study found that the role played by DLP in building teacher ICT skill capacity is 28.4% lower in special schools compared to regular schools. As a result, teachers of children with disabilities and special educational needs have limited relevant ICT skills such as assistive technology to support teaching and learning. The study also found that whilst there may be a significant proportion of teachers skilled with ICT skills, lack of access to digital devices and internet connectivity makes it difficult for them to demonstrate their competency and apply the same to the teaching of children with disabilities. ICT Adoption Implications for SME Innovation and Augmentation

The adoption of information communication technology (ICT) by small and medium enterprises (SMEs) plays a critical role in their development, growth, and expansion. To achieve a competitive advantage, an enterprise needs to have the resources and capabilities to operate efficiently. The fast improvement of ICT is rapidly shifting the conventional way of performance in all facets of SMEs. Today, all kinds of establishments are accepting the implementation and usage of ICT to advance administrative efficiency, outputs, and improved communication for strengthening their competitiveness. SMEs need to opt speedily for the adoption of ICT to support their strategy, performance, and development. Adopting a mixed research approach, with an exploratory sequential mixed design, the study focus is on the factors influencing ICT acceptance and adoption implications for SME augmentation. Findings reveal that SMEs face challenges in ICT adoption due to a lack of resources. Hence, there is a need for investing in advanced technology to augment SME innovation and growth through ICT adoption.

The Survey on Deployment of E-Resources in District Central Public Libraries in Andhra Pradesh: The User’s Perspective

The Future Public Libraries are filled with Electronic resources. All the public libraries in India need to improve the e-resource to meet the user information needs. Implementation of Information Communication Technology in the district central public libraries have to instruct their subordinate public libraries in the district., The utilization of the Internet, and conduction of the Digitization process in the district central public libraries in the state. The Community has to give their support to the implementation of information communication technologies and develop the electronic resource in the Central Coastal district public libraries in Andhra Pradesh. Sometime in the future, a public library is a room with a bookshelf and a computer terminal per person. The shelves are mostly bare of books and instead stuffed with old conventional documents. The Indian government had initiated to development of the public library system. Chadavadam makistam (We Love Reading) concept was initiated by the government of Andhra Pradesh, to improve the reading habitation in school level children.

ICT Supported Urban Sustainability by Example of Silesian Metropolis

The implementation of sustainability in urban spaces has been studied for many years in different countries. Sustainability means maintaining a certain ecological status enabling longevity and durability. However, in the case of smart cities, sustainability is supported by information communication technology (ICT) adoption and implementation. In this paper, authors focus on metropolis architecture modeling and recommend positive experiences gathered by municipalities in different countries. The collected experiences and good practices concern ICT implementation for sustainable metropolis management. Authors formulated an original Model of Metropolis Ecosystem Architecture in the ArchiMate language. This model preparation required literature review and studies on ICT implementation opportunities for urban governance. The Metropolis Ecosystem Architecture Model (MEAM) is to support strategic planning and ICT eco-innovation management in the Silesian Metropolis. This significant model emphasized the metropolis stakeholders’ interests combined with ICT solutions.

The Information Communication Technology Implementation in English Teaching During The Covid-19 Pandemic

Online learning has become a requirement during the COVID-19 pandemic. The Ministry of Education asks the teachers and students to use online classes during the pandemic. Teaching English using ICT is a challenging condition for teachers. Not all teachers are familiar with ICT. This paper aims to describe the ICT Role and implementation in Teaching English during the COVID-19 pandemic. Method: this is a literature review. Literature was searched in Science Direct and Google Scholar databases. Keywords were COVID-19, English Teaching, ICT, implementation, role. Results revealed that ICT in English Teaching is started from CALL (Computer Assisted Language Learning), TELL (Technology-Enhanced Language Learners), LMS (Learning Management System), and blended learning. YouTube and WhatsApp are preferred to be done because it is practical. Performance-based assessment is important during teaching English subject because students can learn how to perform, speaking, and debating during the performance. In conclusion, there are many systems available for teaching English using ICT. The systems are CALL, TELL, LMS, blended, WhatsApp, YouTube, and Performance-Based Assessment. The main goal is students’ understanding of the English subjects. The choice depends on study goal, teachers’ and students’ preference also feasibilities.&#x0D;

The Concept and Application of ICT on SMEs performance in Nigeria: Limitation and Challenges

Small and Medium Enterprises (SMEs) play a vital role in growing and building developing nations' national economy. This study investigates a deep understanding of the influence of Information Communication Technology (ICT) on SMEs' performance in Nigeria. The study found out that most SME owners engage in local business practices in nature of the operation, and marketing strategies are limited within the country. Hence, this is a growing concern, the need to broaden the field of doing business through global integration with ICT aid, which would improve the country's economic growth at large. Based on the literature reviewed, this research work helps to identify the underlying causes, limited ICT readiness, its effectiveness and the need for ICT implementation into business processes, and the knowledge of its potential benefit. Therefore, this paper examines the role of ICT in small businesses' performance; this is estimated to enhance firm productivity and increase profitability, improving overall SMEs’ performance. The study recommends that provision be made for more ICT training facilities, and SMEs need to embrace information and communication technology in terms of resources, networks, and consumer skills. Entrepreneurs are to be enlightened and educated on how ICT can be used to boost operating efficiency. The government should create an enabling environment by offering ICT infrastructure that will promote its growth and implementation in SMEs. USING TECHNOLOGY AS A STRATEGY FOR INSTRUCTIONAL METHOD IN HIGHER EDUCATION FOR POST COVID- 19 INNIGERIA

This study examines the role of technology-based instructional method to achieve the goals of higher education in the face of COVID-19 pandemic. This paper aimed at investigating the effectiveness of instructional technology in higher education institutions in relation to the role and usage of Information Communication Technology (ICT), its effectiveness in faculty teaching and its impact on student learning in universities in the post- COVID-19 in Nigeria. This study applied the Need Assessment Approach (NAA). A self-designed questionnaire, that employed benchmarks from similar studies conducted in the West, was used to collect data for this study. One hundred and twenty-five (n = 125) respondents participated in the study. The results suggest that there are significant relationships between the impact of instructional technology, the usage of instructional technology and students’ academic achievement. An absence of ICT instructional materials, ineffective policy implementation and a lack of other resources (infrastructures) to aid teaching and learning are responsible for short comings in the effective implementation of ICT in education in the post- COVID-19. Even though technology presents higher education with challenges - ranging from planning of technological enhancements to educational programmes as technology changes so quickly and unpredictably; and especially for a nation like Nigeria that will be venturing into the use of technology for education newly; and also, the challenge of funding of technologies for educational applications for higher institutions of learning in the post- COVID-19. The paper concluded that the inability of government tertiary institutions to teach students remotely during the pandemic will have effects that will take some time to eradicate. The study recommended that the government need to increase funding for higher education in the post- COVID-19. Management of higher education need to glean insights from other climes to be able to develop a suitable technological tool for teaching and learning in the nation’s higher education system such that our higher education could once again become a springboard for achieving an effective system that will produce employable graduates.

“A STUDY ON AN IMPACT OF ICT (INFORMATION COMMUNICATION TECHNOLOGY) ON SERVICE QUALITY OF LIBRARY MANAGEMENT: A QUALITATIVE APPROACH”.

Today’s world is the era of information overloads. In Colleges and schools, libraries are mesh-up with databases. To maintain databases emerged as a big concern for Librarian. In library science, where now online journals, research papers and articles playing a major role in comparison to offline hardbound book, journals etc., It’s a challenge to Librarian to deal with and to maintain a smooth handling of online database, its record keeping, Account maintenance, etc. Emergence of ICT (Information Communication Technology) in library science is working like a game changer in first look. But, through this research, an in-depth study was carried out to study an impact of ICT on various service quality dimensions of library science. Objective: To study an impact of ICT implementation on service quality of the Library management. Research methodology: Qualitative study. Data collection method: In-depth Interview. Sample unit: Librarian of Arts and Commerce College affiliated with Hemchandracharya North-Gujarat University. Sample Size: 5 Librarians. Conclusion: ICT has significant impact over all five dimensions of service quality. Due to implementation of ICT, task handlings and work efficiencies of Librarians has significantly improved. Librarians were highly satisfied with the usage of ICT software’s. Managerial implication: Findings of this research paper may enlighten the usage of new technologies in the field of Library science. Further scope: The findings of this research can be useful to improve service quality of Library Science Management.

Morocco e-Readiness Assessment: University Contribution

The main purpose of this study is to explore the critical issues that impede an effective implementation of information communication technology (ICT) as related to higher education (HE) in Morocco. An e-readiness survey based on Harvard e-readiness assessment framework is administered in order to check the role of university in getting Morocco e-ready. First, a diagnosis is done at the level of preparedness of Moroccan institutions in networked areas of access, society, economy and policy. The data was collected from the annual reports of Moroccan Telecommunications regulations agency (ANRT), reports from the International Telecommunication Union (ITU), Global Information Technology Report (NRI), quantitative and qualitative surveys from previous research studies, and statistical websites. The findings reveal that Morocco has, apart from networked economy and local digital content, a fairly advanced e-readiness status in other indicators in the model of Harvard Centre of International Development. Ironically, such findings show that it is the Moroccan university that needs to catch up with society.

Correlation underwriter, auditors, profitability and company sizes on stock underprizing by Information Communication Technology (ICT) based learning

The purpose of this research are two-fold, first to analyse correlation of underwriter, auditor, profitability and company size on stock underprizing and second, also to know the student learning outcomes through the implementation of ICT based learning in the subjects of stock underprizing. The method used is quantitative research, the follow up data analysis used is multiple regression. The results showed that the three independent variables consisting of underwriter reputation (X1), auditor reputation (X2) and profitability (X3) had a negative effect and only company size (X4) had a positive effect towards the dependent variable namely stock underprizing (Y) with the regression equation Y = 29.760 – 10.011X1 – 11.812X2 – 0.512X3 + 0.366X4 + e and sig value X1 = 0.040, X2 = 0.103, X3 = 0.088 and X4 = 0.750. Thus, its mean that only underwriter has influence toward stock underprizing and a good performance of underwriter can decrease the stock underprizing. This research is Classroom Action Research (CAR) was conducted in two cycles of learning with the stages in each cycle includes planning, action, observation and evaluation, and reflection. Student response data collected through questionnaires/questionnaires. Collected data was then analysed descriptively. The results showed average student learning outcomes before the action amounted to 68.81, after the first and second cycle outcomes increased to 88.70 and 88.00.

An Investigation in to the Status of Kenya’s Information Communication Technology (ICT) Policy in the Education System

While it is apparent that the information revolution has changed the way the world learns, conducts business or governs, there is a compelling divide between the digital ‘Haves’ and the ‘Have nots’. Despite the many initiatives taking place in our educational institutions, there is no uniformity in the adoption and implementation of ICTs in our secondary schools. The central problem of this study was the vexed question of the status of the Kenya National ICT Policy on Education and Training. The study adopted a descriptive research design which involved collecting data in order to determine the status of ICT Policy in Education and Training in Kenya. Out of a target population of five ICT experts in the Ministry of Education Science and Technology, six from Kenya Institute of Curriculum Development, seven from Teachers’ Service Commission and eight from Computer for Schools Kenya, all the respondents were purposively sampled giving a total of 26 respondents. The sample responded to items in the research instruments which were administered by the researcher. The instruments were Questionnaires and Interview Schedules for TSC ICT Department, Ministry of Education ICT Department, Kenya Institute of Curriculum Development Media Department and Computer for Schools Kenya officials. The researcher visited all the three sections of the Ministry of Education and the Computer for Schools Kenya offices and administered the instruments. The vast field of collected data was condensed and summarized before being analyzed using statistical methods such as the mean, percentages, frequency tables and graphs. The findings of the study have shown that Kenya adopted her ICT Policy on Education and Training in the year 2006. It further emerged that the Ministry of Education developed ICT curriculum for secondary schools in 1996. The study noted that computer studies are optional and most public secondary schools lacked the facilities needed for the subject. This means that computer curriculum could not be implemented in most secondary schools and the objective of making all secondary schools graduates computer literate is far from being achieved. Most teachers were found to be computer illiterate thus hindering the use of computers in secondary schools as an instructional tool. For effective implementation of the National ICT Policy on Education and Training, the study noted that the government re-look into the ICT policy on education and training and come up with clear-cut implementation strategies and policies. The government should ensure that computer studies are made a core unit in secondary schools and in all teacher training programs. It was also noted that the government should fast track the digitization of the curriculum and provision of e-books to all secondary schools for equitable access. This would ensure uniformity in the ICT policy on education and training implementation process and help the government to achieve her objective of making all secondary schools graduates computer literate.
