Training Taxonomists for the Digital World: Are we prepared?

Digital knowledge and skills are rapidly becoming integral part of the work of the modern taxonomist. Their importance is further increased with the recent recognition of DiSSCo (Distributed System of Scientific Collections, https://dissco.eu). This new pan-European research infrastructure envisions placing European natural science collections at the centre of data-intensive scientific excellence and innovation for taxonomic and environmental research, food security, health and the bioeconomy. The mission of this ambitious project is to mobilise, unify and deliver bio- and geo-diversity information at the scale, form and precision required by scientific communities as well as to transform a fragmented landscape into a coherent and responsive research infrastructure. An important step in improving the capacity of the research community underpinning DiSSCo is the COST Action MOBILISE (Mobilising Data, Policies and Experts in Scientific Collections, https://www.mobilise-action.eu). One of major capacity-building objectives is to facilitate implementation of common standards and newly-developed techniques by training and education. Its achievement is envisaged by standardised training modules such as training courses, workshops, webinars, online tutorials and short-term visits to other research units. The first impression from surveying interests of candidates to be included into training events, demonstrates an uneven distribution of digital knowledge and skills across countries, institutions and generations. We advocate that a massive coordinated training programme may result in more efficient establishment of common standards and, consequently, better implementation of the forthcoming joint efforts in the development of the new pan-European research infrastricture.

The role of standards in the policy debate on the EU-US trade agreement

In the context of the public policy debate, we explore firm-level characteristics that influence firms’ preferences related to alternatives to harmonize standards within the Transatlantic Trade and Investment Partnership (TTIP). The options are the implementation of common standards, developed internationally or bilaterally, and mutual recognition. The empirical analysis is based on data from the German Standardization Panel. We identify three dimensions that determine firms’ preferences regarding the various harmonization solutions: (1) company-specific factors, such as size, industry and motives to apply standards, (2) the competitive environment, i.e. the position vis-à-vis other market participants, and (3) the technological environment, i.e. the dynamics of the market the company operates in.

Diabetic foot syndrome: farfetched or real threat?

Actuality of the problem. Mortality from diabetes is higher than the mortality rate from AIDS, tuberculosis and malaria combined, however, in the International Classification of Diseases such a difficult and life-threatening complication of diabetes as diabetic foot syndrome (DFS) is absent. Status of the problem in Ukraine. Absence of diabetic foot service, in and of itself, in Ukraine. No verified statistics about the prevalence of diabetes mellitus and its complications (cardiovascular, neuropathic, related amputations – high or low). The absence of the level-divided aid management. We have not also the national standards for prevention and treatment schemes. Instead, a different subordination of existing DF clinics, departments takes place, thus there is no clear plan for examinations and treatment schemes and sometimes questionable methods and tactics of treatment being used. The training centers for podologists and podiatrists (nurses) are lacking. Also we have to notice an anarchy and disorder of scientific and research programs and studies, which often repeat each other and the foreign investigations. Ways of solving the problems. 1. Implementation of common standards and criteria for classification, diagnosis, prevention and treatment of DFS based on international consensus documents, foremost by IWGDF. As a result, official protocols due to be published and approved by the Ministry of Health. 2. Establishing of regional "anchor" hospitals for treatment of DFS on the basis of regional hospitals headed by the responsible person (responsible for the statistics of DFS too). We need the implementation of a unified system of medical and preventive care at three levels (the local clinics, regional hospitals and expert hospitals) with well-defined functionality, as recommended by IWGDF and IDF. 3. Ministry of Health and NGOs must to define strategy and tactics of the state supply of treatment of patients according to the newly-established national protocol based on international consensus documents (on the principles of evidence-based medicine) with expertise approach to regular changes and updates. Together with postgraduate universities we have to develop and implement a system of podiatrists-training and approve range of paramedical personnel - podiatric nurse. It is necessary to streamline the scientific work in different specialties (endocrinology, surgery, orthopedics, vascular surgery, neurology, etc.) for the optimization and systematization.

The Heterogeneity of the Eurozone Populations in Deposits’ Possession and Its Implications for Credit Institutions’ Funding Stability

AbstractThe European Union single liquidity standards - Liquidity Coverage Ratio and Net Stable Funding Ratio – point out household deposits as preferred, stable funding for credit institutions, under normal and stress conditions. The introduction of standards affects not only funding stability of entities, but also their future development opportunities. In countries with populations of low propensity to hold deposits this impact is expected to be negative.The implementation of common standards in a group of diverse countries of the Eurozone seems to be a task of compromised effectiveness. During the last financial and economic crises individual populations were unequally capable to place deposits with credit institutions, leading to significant differences in their average levels per capita in the member states.The aim of this paper is to identify the determinants of the Eurozone’s geographic disparities in the populations’ ability to provide deposits to domestic credit institutions, in selected years: 2006, 2008 and 2012. The indicated periods refer to significantly different macroeconomic background.The results of empirical analysis demonstrate the priority impact of precise variables, referred to the financial market and national economies on the formation of the levels of household deposits per capita in the Euro area. The variables representing household features appear as less important for the considered problem.
