This research aims to find out how bureaucratic reform is implemented in developing human resources for the apparatus at the Dharmasraya Regency Small and Medium Enterprises Cooperatives and Trade Service. Researchers conducted qualitative research using descriptive methods. The research was conducted at the Dharmasraya Regency Small and Medium Enterprises Cooperatives and Trade Service. To select informants using purposive sampling. The data sources for this research are primary and secondary data, which were collected through interviews and documentation. However, triangulation of methods and sources is used to test the validity of the data. Data analysis consists of four stages: data collection, data reduction, data delivery and conclusions. The research results show that the implementation of bureaucratic reform in the development of human resources for the apparatus has gone well, although not optimally. employee skills are still lacking, thus explaining the importance of providing training to State Civil Servants who need it. The Dharmasraya Regency Small and Medium Enterprises Cooperatives and Trade Service has implemented bureaucratic reform in the aspect of human resource development. There are three indicators in human resource development according to Lijan Poltak Sinambela (2016), namely (1) Training and development of human resources such as training for civil servants (Laksa), career advancement training, (2) Compensation (3) Career development. Meanwhile, in the Regulation of the Minister of State Apparatus Empowerment and Bureaucratic Reform of the Republic of Indonesia Number 18 of 2021 concerning the Road Map for Bureaucratic Reform of the Ministry of State Apparatus Empowerment and Bureaucratic Reform for 2020-2024, there are seven indicators of success in developing human resources, namely (1) Planning employee needs (2 ) Employee recruitment (3) Employee development (4) Promotion, transfer and rotation of employees (5) Implementation of employee performance assessments (6) Enforcement of employee code of ethics (7) Developing a personnel information system. However, in implementing bureaucratic reform, the Dharmasraya Regency Cooperatives, Small and Medium Enterprises and Trade Service experienced obstacles, such as a lack of infrastructure, a lack of budget, and a lack of training provision for ASN. The implementation of bureaucratic reform in government is accelerated by the implementation of e-government technology. Sekretariat Direktorat Jenderal Bina Upaya Kesehatan (Setditjen BUK) uses a manual office administration system. It requires a lot of office stationery supplies, time, and energy to process documents to distribute. Another problem is that searching for documents is difficult. The research objective is to build an incoming mail and outgoing mail data processing system that can convey information in detail, briefly and clearly, easy to understand with an attractive appearance. The data collection methodology used is observation by looking directly at the workings of the sections related to recording the results of activities, and also seeing firsthand the system that works in e-office data processing. In addition, the interview method is used to find out the problems that arise or are experienced by research sources. The result is the design of incoming and outgoing mail data processing applications with complete information delivery according to user needs.

Violence against women and children is one of the issues that is of concern to the government. There is a trend of increasing cases of violence against women and children. The increase in incidents of violence has provided a solid basis for the government and stakeholders to accelerate progress on reducing violence against women and children.Protection of women and children as part of public services carried out by the government in the implementation of bureaucratic reform is carried out according to applicable regulations, to optimize the function of services for protecting women and children, it is necessary to optimize the role of service implementers, implementing human resources who have competence, collaboration of all relevant stakeholders, preparing tools which will serve as a guideline and carry out monitoring and evaluation functions.

One of the policies that is often carried out is discretion, with the aim of filling the regulatory vacuum and not stopping innovating in carrying out policies because of the regulatory vacuum. This study was conducted to analyze the formulation of discretion in the implementation of bureaucratic reform. This research was conducted with a qualitative approach. Results of the study: 1) discretion is carried out by taking into account the objectives, causes and conditions for using discretion; 2) discretion that is contrary to the objectives, procedures and conditions can be canceled; 3) it is necessary to build an accountability system in the implementation of discretion so that it does not lead to corrupt behavior. Conclusion: discretion is an innovation that can be accounted for by the government and society

Government bureaucracy plays a crucial role in supporting the national administrative system as it is responsible for performing public service functions, empowering communities, and contributing to national development. The bureaucracy in Indonesia currently faces several issues, such as administrative personnel not being entirely clean and accountable, administrative inefficiency, poor quality public services, and quantity falling short of expectations. The objective of this research is to identify and analyze the implementation of the policy on developing integrity zones towards corruption-free areas and clean-serving bureaucracies in the Manokwari District Court. This study utilizes a qualitative method with a descriptive approach. Data collection methods include observation, interviews, and documentation. Data analysis techniques involve data reduction, data presentation, and drawing conclusions. The theory used in this research is Edward III's policy implementation model, consisting of four variables: communication, resources, disposition, and bureaucratic structure. The research findings indicate that the development of integrity zones has been implemented in the Manokwari District Court but has not yet received the predicates of a Clean and Serving Bureaucracy (WBK/WBBM). This is due to several obstacles, such as bureaucratic culture and mindset, insufficient human resources, budget limitations, and facilities. Based on these findings, it is recommended that all employees participate in the implementation of bureaucratic reform towards WBK/WBBM and integrity zones in the Manokwari District Court. This effort should be continually maximized, not only to obtain the WBK/WBBM predicates but also as a means to enhance services to justice seekers and eliminate corrupt behavior.

Dynamics of the Implementation of the Papua Province Bureaucratic Reform Agenda

This study aims to look at the implementation of bureaucratic reform in Papua Province in the context of realizing good governance. As part of this type of qualitative research, this research uses library research. Data were obtained from various library sources that are relevant to the topic being discussed. Data analysis was carried out through data reduction, data presentation, and drawing final conclusions. The results of this study indicate that the Provincial Government of Papua has attempted to realize better Governance, through continuous improvement marked by an increase in value on the fulfillment and reform aspects, and followed by an increase in value on the total component results.

KEBIJAKAN PENYELENGGARAAN REFORMASI BIROKRASI PADA PEMERINTAH KABUPATEN BEKASI

In the development of the Indonesian government, bureaucratic reform has lagged behind reforms in the political, economic, and legal fields. The first wave of government bureaucratic reform was gradually implemented in 2004 and the second phase in 2010. In 2025, Indonesia is expected to be in a phase that is truly moving towards a developed country and the strength of a professional and high-integrity government bureaucracy. Efforts to achieve the goals of bureaucratic reform are carried out through the stipulation of Presidential Regulation no. 81 of 2010 concerning the Grand Design of Bureaucratic Reform 2010-2025, it is very necessary to be supported by the provincial and district/city governments. This study describes the results of research on the implementation of bureaucratic reform in the Bekasi Regency Government. The results of the study indicate that it is important for the Bekasi Regency Government to formulate and establish the Grand Design for Bureaucratic Reform as the master plan that contains the policy direction for implementing bureaucratic reform within the Bekasi district government. As an operational medium in the medium term, the Bureaucratic Reform Road Map needs to be drawn up and carried out every 5 (five) years and is a detailed plan for bureaucratic reform from one stage to the next for five years with clear annual targets. Bureaucratic reform in Bekasi Regency needs to revise and develop various regulations, modernize various government management policies and practices, and adapt the tasks of regional work unit functions to new paradigms and roles.

Implementation of Bureaucratic Reform to Improve Public Services

This study aims to describe the implementation model of bureaucratic reform that has been carried out, both in Indonesia and several other countries. Provide a comprehensive understanding of the importance of bureaucratic reform. The research method used is the library research method from various sources related to bureaucratic reform. The results of this literature review illustrate that the bureaucratic reforms that have been carried out in several countries are generally related to two dimensions, namely the organizational dimension and the dimension of apparatus human resources. In the context of carrying out the implementation of bureaucratic reform at Provincial Bawaslu and Regency/City Bawaslu, what needs to be done immediately is the making and stipulation of a Bureaucratic Reform Team Decision Letter, making and stipulating a Role Model Decree and Bureaucratic Reform Change Agent covering 8 areas of change, preparing an implementation action plan bureaucratic reform, filling out bureaucratic reform evaluation worksheets, monitoring and evaluating the implementation of bureaucratic reform every month.

Electronic Design of Indramayu Surveillance System (e-SIPENYU) Website-Based SMART Method

The Inspectorate is an internal government supervisory element led by the Inspector, responsible for fostering and supervising the implementation of government affairs which fall under regional authority. The evaluation is carried out by reviewing the assessment of the Integrity Zone Evaluation Worksheet and Bureaucratic Reform inputted by the Regional Work Unit or Work Unit in Indramayu Regency, which consists of 28 Regional Apparatus. The Inspectorate of Indramayu Regency has an important role in conducting examinations, supervision and control of the implementation of local government duties and functions, and ensuring that their implementation is in accordance with applicable laws and regulations. So an electronic-based system is needed that can assist the Indramayu Regency Inspectorate in supervising the Regional Work Unit and conducting independent assessments or evaluations effectively and efficiently. Website-Based E-SIPENYU with the SMART Method is a website-based electronic system that makes it easier for the Indramayu Regency Inspectorate to access information and recap the Integrity Zone Evaluation Worksheet and Bureaucratic Reform online. This research produces an electronic system design that assists the Indramayu Inspectorate in carrying out its self-evaluation supervisory function in the implementation of Bureaucratic Reform and the Integrity Zone Towards WBK within the Indramayu Regency Government.

Implementation of Government Regulation Number 53 of 2010 concerning Dicipline of Civil Servants: Case of Higher Education Institution in Semarang

Cases of violations of ASN discipline are like an iceberg phenomenon, the number of cases that appear on the surface/reported doesn't seem that many, but of course there are still many uninformed cases, this is a concern in itself. Even though the rules contained in Government Regulation Number 53 of 2010 have been implemented concerning PNS/ASN Discipline, cases of disciplinary violations still occur. One of the reasons for the stipulation of PP No. 53 of 2010 concerning Discipline for Civil Servants as a substitute for PP no. 30 of 1980 concerning the discipline of Civil Servants due to the demands of society for improving the performance and service of civil servants in line with the implementation of bureaucratic reforms. In addition to PP No. 53 of 2010, the State Civil Service Agency (BKN) has also prepared a replacement for PP no. 10 of 1979 concerning the evaluation of the implementation of the work of civil servants, which so far is known as DP3, namely PP No. 46 of 2014.

Implementation of Bureaucratic Reform in Population Administration Services in the Digital Era

The key to improving public services, specifically for service provider agencies, is to apply bureaucratic reform. This research aims to: 1) determine the application of bureaucratic reform from the aspect of bureaucratic behaviour in population administration services at the Department of Population and Civil Registration, Minahasa Regency, 2) determine the supporting and inhibiting factors in implementing bureaucratic reform from the aspect of bureaucratic behaviour in population administration services at the Department of Population and Civil Registration, Minahasa Regency. This research is descriptive qualitative research and the data are collected through observation, interviews and documentation. Furthermore, the informants of this research are the Head of Service, Head of Population Registration Services, and Head of Civil Registration Services, as well as the people who make use of the services of Population Administration. Generally, the results of this research are: 1) The application of bureaucratic reform from the aspect of bureaucratic behaviour in population administration services at the Department of Population and Civil Registration, Minahasa Regency, is still low. This is found according to the following data: (a) The Department of Population and Civil Registration of Minahasa Regency is not punctual and is considered slow in publishing population administration, (b) The Department of Population and Civil Registration of Minahasa Regency is deemed unfriendly and the employees still discriminate in providing services, (c) The employees do not have good communication skills with the community, therefore the socialization and counselling cannot run optimally. 2) There are 3 (three) supporting factors, which are: (a) Availability of "legal shelter" (b) Community support and c) External parties' support. Meanwhile, the inhibiting factors are: a) the Limited number of employees, b) The level of supervision related to the service is still weak, and c) The SOP (Standard Operating Procedure) has not been applied yet.

Implementasi Reformasi Birokrasi, Kepemimpinan Transformasional, Pelatihan Dan Kompetensi Pegawai Terhadap Kinerja Pelayanan Di KPPBC Tipe Madya Bea Cukai Kediri

The purpose of this study was to determine the factors that influence service performance at KPPBC Type Madya Excise Kediri, measured by the variables of Bureaucratic Reform Implementation, Transformational Leadership, Training and Employee Competence on Service Performance.
 Data collection was carried out through distributing questionnaires to employees of the Kediri Excise Office of Intermediate Type KPPBC, either directly or indirectly. The sample used was 84 respondents. Data analysis in this study used multiple regression analysis with the help of SPSS version 20. The results of this analysis indicate that the variables, Transformational Leadership, Training and Competence of Employees have a positive and significant effect on Service Performance at KPPBC Intermediate Types of Excise, Kediri, Implementation of Bureaucratic Reform has no positive and significant effect on Service Performance at KPPBC Type Madya Excise Kediri.

Reformasi Birokrasi dalam Peningkatan Kualitas Pelayanan Publik pada Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu (DPM-PTSP) Kabupaten Karo

Bureaucratic Reform in public services aims to improve the quality of public services in accordance with the needs and expectations of the community. The purpose of this study is to analyze how the process of implementing bureaucratic reform in improving the quality of public services and how to achieve bureaucratic reform in improving the quality of public services at the Investment and One-Stop Integrated Service Service (DPM-PTSP) of Karo Regency. This research uses qualitative research methods with a descriptive approach, and primary data collection techniques (observations, interviews) and secondary data (documentation studies). Based on the results of the study, it can be concluded, after the bureaucratic reforms were implemented, the aspects that support public services at DPM-PTSP experienced changes and improvements in both organizational structure, human resources, simplification of deregulation, the use of technology that makes it easier to issue permits, and even business actors have been able to issue permits independently without face-to-face with DPM-PTSP officers. The implementation of bureaucratic reforms has increased the quality of public services and supports the acceleration of business in Karo Regency.

Reformasi Birokrasi Di Badan Pusat Statistik Kota Palembang

This research is a policy study that discusses the efforts of the Central Statistics Agency for the City of Palembang in implementing bureaucratic reform. Based on the results of this study, the results of research and discussion show that this study aims to analyze the implementation of Presidential Regulation Number 81 of 2010 concerning Bureaucratic Reform at the Palembang City BPS Office, and to gain an understanding of the meaning of Bureaucratic Reform for Palembang City BPS office employees. This research method is qualitative. Primary data were collected through observation and interviews, while secondary data were obtained from documentation and literature studies that were relevant to the research object. The parameters measured are based on the implementation model of bureaucratic reform from aspects that include aspects of the institution (organization), management and human resources of the apparatus. In its implementation, it still encounters various kinds of obstacles, the main obstacles are the coordination of the Palembang City BPS Technical Team is still not at the Palembang City BPS itself but is in other agencies. The process of bureaucratic reform is certainly still far from what is expected by the community. BPS Palembang City is expected to be able to solve the problems that have caused the creation of an effective and efficient government. In the end, this research shows that the implementation of bureaucratic reform at BPS Palembang City requires a more effective and efficient control and incentive system.

The Implementation of Bureaucratic Reform by the Local Government of Pinrang Regency

Bureaucratic reform is obligatory for all government institutions, in central or local government. The eight change areas that are the focus point of bureaucratic reform are: change management, legislation improvement, organizational arrangement and strengthening, management arrangement, apparatus management system improvement, supervision strengthening, performance accountability strengthening, and quality of public services improvement. This research attempted to provide an overview of how the Pinrang Regency Government implemented the 2015–2019 Bureaucratic Reform Roadmap, and the obstacles faced in this implementation, so as to be able to provide recommendations to the Pinrang Regency Government. This research applied the policy program implementation process theory which analyzes the stimulus of a policy, the policy, the programs and the implementation. Through this analysis, some implementation gaps were identified such as: local agencies’ lack of awareness of the urgency of bureaucratic reform; differences of perception about what bureaucratic reform is, why it needs to be accomplished, and how to reform; and incorrect assumptions about bureaucratic reform. To solve these existing problems, it is recommended that the local government of Pinrang Regency conducts a thorough evaluation on the implementation of bureaucratic reform.

Personnel Reform: Perspectives on Civil Servants Promotion in Indonesia

This study aims to identify problems in the implementation of bureaucratic reform in the field of employment, especially civil servants’ promotion. This study is carried out using a qualitative approach with the case study method. The data collection technique is done using observation, documentation study, and interviews with two key informants. The data is then analyzed in several stages, namely data reduction, data display, and conclusion drawing. The findings indicate that there is an injustice and non-transparent phenomenon in civil servants’ promotion, especially in the initial promotion, promotion by extraordinary work performance, and promotion by graduation certificate. This condition has the potential to cause corruption, collusion, and nepotism, and might reduce employee performance in providing public service.

Intelligence Reform Model as A Bridge to The Inflexibility of Bureaucracy Reforms Implementation in The State Intelligence Agency

Every state intelligence organization is faced with the same problem in maintaining a balance between demands for accountability and openness with the confidentiality principle possessed by intelligence. The bureaucratic reform policy that forces all government agencies to apply the same standards, some of which are considered too rigid if implemented in the state intelligence agency.. Several criteria for assessing bureaucratic reform actually contradict the need for intelligence reform at the State Intelligence Agency (BIN), which is slowly tending to erode intelligence professionalism and secrecy to become more open, and have an impact on the weakening of the intelligence work system. This research will bridge the implementation of bureaucratic reform policies with the intelligence reform model so that the two can go hand in hand and strengthen each other. The method used in this research is the Systematic Literature Review (SLR) of journal articles published in the 2014-2019 period. Intelligence reform modeling is compiled based on the Research Question (RQ) related to policy objectives and intelligence typology. The results obtained from this study indicate that reform in intelligence organizations cannot be fully assessed using an evaluation worksheet of the implementation of bureaucratic reform, but rather prioritizes the ideal intelligence structure, intelligence secrecy, special surveillance, intelligence coordination, and effectiveness of intelligence operations. This research needs to be interpreted as merely a form of commitment and seriousness of researchers to participate in efforts to build a more professional intelligence community following the principles of democracy, upholding law, and human rights.

Strengthening Supervision Government Internal Control System (SPIP) at The General Election Commission East Kalimantan Province

The purpose of this research is to know and understand specifically about the implementation of bureaucratic reform through the Grand Design 8 Bureaucratic Road Map, one of which will be examined, namely Strengthening Supervision through a form of system application called the Government Internal Control System ( SPIP) with its implementation at the Provincial General Electi on Commission Secretariat. East Kalimantan. This research was conducted to determine the extent to which this control system was successfully implemented at the General Election Commission of East Kalimantan Province with the technical implementation by the Government Internal Control System Task Force Team with a comprehensive assessment covering Gratification, Public Complaints, Conflicts of Interest, Integrity Zones, and SPIP itself. Research Methodology in the form of Qualitative Creswell using Phenom enological Data Analysis in the form of an understanding of experience about phenomena, the existence of philosophy and sociology, and interviewing informants as the owner of research sources who will provide statements, meanings, and general descriptions of experiences. The number of informants in the study was 14 (fourteen) people consisting of 13 (thirteen) people from the General Election Commission of East Kalimantan Province and 1 (one) person from the Inspectorate General of the General Elections Commission of the Republic of Indonesia.

Bureaucracy Reform In Purworejo District Attorney

Bureaucratic reform is needed to make the government more efficient and effective. Purworejo District Attorney has implemented this bureaucratic reform since 2008. This study aims to describe the process of implementing Bureaucratic Reform at the Purworejo District Attorney in five aspects, institutional and organizational effectiveness, management, human resources, accountability and service. The method used is descriptive research with a qualitative approach. Interview data through interviews. The implementation of Bureaucratic Reform at the Purworejo District Prosecutor's Office was carried out in several stages, namely Phase I (2008-2009), Phase II (2010-2014), Phase III (2015-2019) and current conditions. Bureaucratic Reform at the Purworejo District Attorney has implemented the Integrity Zone to restore public trust, empower functional prosecutors to improve law enforcement, provide contact for public complaints, implement one stop sevices, use Information Technology to support their duties and functions. However, there are still some weaknesses, namely organizational organizations, organizations consisting of a combination of control functions and functions, responsible organization, and unsuitable employee placement.
