Impact of Conditional Economic Transfers on Poverty: The case of Equator

This paper analyzes the impact of conditional cash transfers on poverty in the canton of Milagro, Ecuador. Several dimensions were postulated as possible factors influencing poverty rates and their reduction through the allocation of resources to beneficiaries, whose purpose is to improve their quality of life. The dimensions are framed within the scope of coverage, budget allocation, investment, economic characterization, poverty indices, level of improvement in the quality of life and allocation of the items received. The analysis is based on a review of the impact on the poverty of citizens, by conducting a focus group with personnel who work directly with beneficiary families. The study had a mixed approach and a descriptive-diagnostic and non-experimental cross-sectional or sectional design, since the data collection was determined in the period two thousand twenty-two. The findings found in the analysis suggest that poverty rates in the canton of Milagro have no relationship between access to the human development bond and the improvement in the quality of life of the beneficiaries.

How is the Bolsa Família program associated with the test scores performance of economically disadvantaged pupils in Brazil?

This paper investigates whether the Conditional Cash Transfer (CCT) Bolsa Família improves test scores performance of beneficiary pupils compared to similar disadvantaged pupils who are non-beneficiaries of the program. Prova Brasil (Brazil Exam), Censo Escolar (School Census), and the Attendance System (Sistema Presença) of 2011 are used to answer this question in a Propensity Score Matching design. We find a significant positive association of the Bolsa Família program on test scores in language and mathematics, but the effect is very small: between 2 and 3 of a standard deviation. We also find small heterogeneous effects by region as beneficiary pupils from the richer regions of southeast and south perform, on average, 1 of a standard deviation higher than beneficiary pupils from the poorer north and northeast. This paper extends the scarce literature on the impact of CCTs on test scores performance in the developing world.

Impact of conditional cash transfer on health outcome of expectant mothers in Bangladesh

PurposeConditional Cash Transfer (CCT) aims to assist expectant mothers in low-income households. It might address the insufficient prenatal and postnatal healthcare services in rural areas of low-income nations, including Bangladesh. However, the effectiveness of such intervention is rarely investigated in rural Bangladesh. The study aims to explore the impact of CCT on certain health outcomes of expectant mothers in southwestern rural Bangladesh.Design/methodology/approachThe study applied the quasi-experimental Propensity Score Matching method to assess the effectiveness of CCT in health outcomes of expectant mothers. The authors also deployed logistic regression to explore the predictors of three health issues – blood pressure, hemoglobin adequacy and morning sickness.FindingsThe Average Treatment Effect shows that the CCT program significantly improves maternal health by lowering the extent of blood pressure and morning sickness and enhancing the hemoglobin adequacy of the CCT recipient women compared to the non-recipient. The result reveals that CCT beneficiary status as well as the education and immunization are positively and significantly associated with normal blood pressure and hemoglobin adequacy. CCT is also a negative predictor of morning sickness. The study recommends to expand the coverage of the CCT program and also emphasize on the improvement of education, training and immunization for rural pregnant women.Originality/valueTo assist in scaling purchasing power and nutritious food for poor pregnant and lactating mothers in low-income households, “Nobojatra” project initiated the CCTs in the southwest region of Bangladesh. Yet, the impact of such cash transfers on their health outcomes is rarely explored in the context of Bangladesh. Estimating the economic and social impact of conditional cash transfers from the Prospera Program in Mexico

This research analyses the Prospera program's impact on poverty and income distribution through a computable general equilibrium model. It concludes that transfers to households have a positive impact on the Mexican economy but hide the real problem—the low wage share—that, in the long term, prevents poverty from worsening but does not reduce the population in poverty or inequality. In a scenario without transfers, neither the population in poverty nor the Gini Index decreases significantly.The results obtained lead to an understanding of some of the causes of the high rates of poverty and inequality in Mexico, which in turn have been perpetuated since the economic crisis of 1995. This allows the design of public policies in line with the structural needs of the economy, which combat the problem from the root that generates it, in order to contribute to the reduction of inequality in accordance with the UN Sustainable Development Goal 10.

The Impact of Conditional Cash Transfers on Poverty, Inequality, and Employment During COVID-19: A Case Study from Brazil.

The policy responses to the COVID-19 pandemic varied widely between countries. Understanding how effective these responses were is important to improve preparedness for future crises. This paper investigates how one of largest scale conditional cash transfer COVID relief policies in the world-the Brazilian Emergency Aid (EA)-impacted poverty, inequality, andthe labor market amidst the public health crisis. We use fixed-effects estimators to analyze the impact of the EA on labor force participation, unemployment, poverty, and income at the household level. We find that inequality, measured by per capita household income, reduced to a historical low and was accompanied by substantial poverty declines-even ascompared to pre-pandemic levels. Furthermore, our results suggest that the policy has effectively targeted those in most need-temporarily reducing historical racial inequalities-while not incentivizing reductions in labor force participation. Absent the policy, adverse shocks would have been significant and are likely tooccur once the transfer is interrupted. We also observe that the policy was not enough to curb the spread of the virus, suggesting that cash transfers alone are insufficient to protect citizens.

Impact of Conditional Cash Transfer on Human Capital Investment in Sumbawanga Municipality, Tanzania

The purpose of this paper was to assess the effect of Conditional Cash Transfers (CCT) on human capital development especially in access to health services and education in Sumbawanga Municipality, Tanzania. The study adopted a cross-sectional research design whereby data used were collected through household survey with a sample of 450 poor households. Data were analyzed by using Propensity Score Matching in STATA 14. The study findings show that on average conditional cash transfer programme improves human capital investment by increasing access to health services by 70 percent and increasing school attendance by 32 days in a year. Cash given was used to pay for medical care and buy school requirements for their children hence improving school attendance and the health status of members of the household. The CCT programme is crucial for human capital development for the poor households and the government and other stakeholders should work together with the CCT programme to continue to improve education and access to health services. In Tanzania, evaluation of CCT programme has been largely used descriptive statistics and OLS regressions ending with biased results. The paper applied PSM to handle biasness of research results to confirm the impact of CCT on human capital development, the approach which was not applied before.

The impact of conditional cash transfers for HIV prevention on peer relationships: perspectives from female recipients and non-recipients in HPTN 068

CCTs are currently being explored for HIV prevention among adolescent girls and young women (AGYW) in Southern Africa. However, little is known about how CCT geared towards adolescents’ influence peer relationships, despite evidence that peer relationships form a critical part of development in adolescence. This article presents findings from a qualitative study that explored CCT recipients’ and non-recipients’ perspectives on the impact of CCTs paid to AGYW on peer relationships.HPTN 068 was a randomised controlled trial that assessed whether providing CCT to AGYW and their households reduces AGYW’s risk of acquiring HIV. As part of this trial, we conducted interviews and focus group discussions with sub-samples of AGYW (n = 39), who were both cash recipients and non-recipients. Through content analysis, we explored ways in which the CCT positively or negatively impacted on peer relationships.From the recipients’ viewpoint, the CCT improved their social standing within their peer groups. It facilitated peer identity and promoted social connectedness among AGYW receiving the CCT. Receipt of the CCT enabled AGYW to resemble and behave like their peers who had money, allowing their poverty to become “invisible”. The CCT facilitated social interactions, information sharing, and instrumental social support among AGYW. CCT recipients experienced an increase in their social capital, evident in their ability to network, share, and reciprocate with others. However, the CCT also evoked negative emotions such as jealousy, anxiety, and resentment among non-recipients and led to a deterioration of personal relationships.CCTs have enormous benefits for AGYW, but they may also have a negative impact on peer relationships. The implementation of HIV prevention interventions focused on structural drivers needs to be conscious of these dynamics and ensure that the negative consequences do not outweigh benefits.

Program Keluarga Harapan: a conditional cash transfer to increase prenatal visits and birth weight.

Conditional Cash Transfer, known as Program Keluarga Harapan (PKH) in Indonesia, is a program that aims to increase maternal and child health. Women benefit directly from the improved obstetrical and reproductive health care and health information that form an integral part of the program. Many studies show the positive impact of conditional cash transfer on improving prenatal visits and birth weight. The objective of the research was to document the impact of Indonesia's conditional cash transfers (PKH) on prenatal visits and birth weight. We carried out a retrospective cohort study to assess the number of prenatal visits and birth weights among PKH beneficiaries. The data were collected through the KIA books belonging to 184 participants who gave birth between 2012-2017. The results indicate that the mean birth weight among PKH beneficiaries was slightly lower (23.7 g) compared to non-beneficiaries. The PKH program improved prenatal visits for women, but both beneficiaries and non-beneficiaries mostly had already made 8-9 times prenatal visits during their pregnancy. In other words, women in this community were already aware of the importance of prenatal visits even before the program. Incomplete data was the main obstacle to comparing the 6, 12, and 24-month-old babies' weights. This finding is irrelevant to other conditional cash transfer programs implemented which showed a significant effect of CCT on birth weight.

The impact of non-contributory cash transfers on poverty in Latin America

This article assesses the impact of conditional cash transfers, social pensions and other non-contributory transfers on different indicators of poverty and extreme poverty in Latin America, based on an analysis of household surveys from 15 countries in the region between 2014 and 2017. It is found that in 2017, the combined effect of non-contributory social protection programmes reduced simple regional averages for poverty by 2.0 percentage points and for extreme poverty by 1.7 percentage points, equivalent to relative decreases of 11.8% and 25.9%, respectively. It is also observed that surveys tend to capture fewer recipients of non-contributory transfers than administrative records. This undercapturing, as calculated for Brazil, may lead to underestimation of the impact of programmes, especially on indicators of severity and depth of poverty.

Impact of conditional cash transfers on enrolment in community-based health insurance among female-headed households in south Gondar zone, Amhara region, Ethiopia

Ethiopia has been implementing its flagship social protection programme, Productive Safety Net Programme (PSNP), since 2005, mainly in drought prone and chronically food insecure woredas. In 2011, the country also launched Community-Based Health Insurance (CBHI). However, the two large-scale social protection programmes are not integrated well. This study examines the impact of participation in the conditional cash transfer (CCT) component of the PSNP (Public Works or PW) on enrolment in the CBHI among female-headed households in Amhara region.Data for the study generated through a cross-sectional survey collected from 365 PW-participating and non-participating female-headed households in south Gondar zone, Ebinat woreda (district). Inverse-probability-weighted regression adjustment (IPWRA) estimator is used to evaluate the impact of participating in PW component on CBHI enrolment decisions.Enrolment in CBHI among female-headed households is 63.6%. Data also show that 61.2% of insured and 27.1% of non-insured households receive CCTs. The study finds that participating in PSNP's CCT component increases the probability of CBHI enrolment among female-headed households by 16.3 percentage points. The finding informs efforts in integrating social protection programmes among most vulnerable households in rural Ethiopia. It also gives useful insights on the role of PSNP's CCT component to achieving universal health coverage through increasing insurance enrolment among most vulnerable households in Ethiopia.

Minimizing sensitivity to model misspecification

We propose a framework for estimation and inference when the model may be misspecified. We rely on a local asymptotic approach where the degree of misspecification is indexed by the sample size. We construct estimators whose mean squared error is minimax in a neighborhood of the reference model, based on one‐step adjustments. In addition, we provide confidence intervals that contain the true parameter under local misspecification. As a tool to interpret the degree of misspecification, we map it to the local power of a specification test of the reference model. Our approach allows for systematic sensitivity analysis when the parameter of interest may be partially or irregularly identified. As illustrations, we study three applications: an empirical analysis of the impact of conditional cash transfers in Mexico where misspecification stems from the presence of stigma effects of the program, a cross‐sectional binary choice model where the error distribution is misspecified, and a dynamic panel data binary choice model where the number of time periods is small and the distribution of individual effects is misspecified.

Effectiveness of conditional cash transfers for uptake and retention in HIV prevention of mother-to-child transmission services in low- and middle-income countries: a systematic review protocol.

This systematic review will identify and synthesize evidence on the effectiveness of conditional cash transfers for the uptake and retention in prevention of mother-to-child transmission services in pregnant and/or breastfeeding women with HIV infection in low- and middle-income countries. Regardless of the effectiveness of prevention of mother-to-child transmission services, uptake and retention in such services remains poor in low- and middle-income countries. This review intends to evaluate the effectiveness of conditional cash transfers in improving uptake and retention in such services for pregnant and/or breastfeeding women with HIV infection. This review will consider studies that evaluate the impact of conditional cash transfers on uptake and retention in prevention of mother-to-child transmission services in pregnant and/or breastfeeding women with HIV. Studies will compare conditional cash transfers with no intervention or other interventions. Only studies carried out in low- and middle-income countries will be eligible for inclusion. Eight databases will be searched. Publication status will not be considered as a criterion for inclusion. Studies published in English since 2000 will be considered, because prevention of mother-to-child transmission services were first introduced in that year. Following the search, two independent reviewers will screen titles and abstracts against the inclusion criteria, critically appraise eligible studies for methodological quality using JBI critical appraisal tools, and extract data from included studies using a standardized data extraction tool. Where possible, quantitative data will be pooled using statistical meta-analysis. PROSPERO CRD42021236729.

Anti-poverty transfers and school attendance: Panama's Red de Oportunidades

PurposeThe purpose of this paper seeks to gauge the impact of the Red de Oportunidades programme on the school attendance of children from households that participate in the programme.Design/methodology/approachIn order to measure the impact of the programme, the authors apply propensity score matching, a quasi-experimental technique that allows us to find an appropriate control group to compare with the treatment group.FindingsResults show that the programme does not always manage to bring into line school attendance of children from families involved in the programme with that of children from families who are not. Nevertheless, differences are still evident in terms of age, gender and geographical area.Practical implicationsConditional cash transfer programmes should be designed carefully, taking into account a great variety of factors such as geographical characteristics, educational resources and infrastructure, not only to replicate programmes that have proved to be effective in other countries. In this sense, it seems that the impact of cash transfers on primary school attendance can be wholly attributed to the programme, implying that it is better to allocate more resources to groups in terms of age and gender where education is still not universal.Originality/valueTo the best of the authors' knowledge, this is the first time the impact of conditional cash transfers on school attendance has been examined in a country that still displays major geographical differences in terms of poverty, namely, Panama. The Red de Oportunidades programme has barely been studied.

The Conditional Cash Transfer (CCT) is a conditional social cash transfer program that provides assistance to Very Poor Households (RTSM) appointed as participants in the Conditional Cash Transfer program which is related to improving the quality of human life through education and health. This study aims to analyze the impact of Conditional Cash Transfers on ex-families who receive of Conditional Cash Transfers who go out independently in Pagelaran District with indicators of changes in economic conditions, changes in health quality, and changes in the quality of education. In evaluating the impact of this program, the researcher used the impact evaluation theory using The Most Significant Change technique (MSC) which is a participatory monitoring and evaluation technique that aims to obtain information about the most important changes in family life resulting from participation in poverty programs. The results of this study indicate that the Conditional Cash Transfer in Pagelaran District has a changing impact on the Former Beneficiary Family both positive and negative. Seen from the positive impact, the Former Beneficiary Family have experienced changes for the better, especially in the fields of economy and education. However, there has been change in the health sector because the informant of the Former Beneficiary Family in Pagelaran District was the recipient of assistance in the education sector. However, the negative side is the lack of compliance of former recipient families when they become participants in education.

Conditional cash transfers to retain rural Kenyan women in the continuum of care during pregnancy, birth and the postnatal period: protocol for a cluster randomized controlled trial

BackgroundAntenatal care (ANC), facility delivery and postnatal care (PNC) are proven to reduce maternal and child mortality and morbidity in high-burden settings. However, few pregnant rural women use these services sufficiently. This study aims to assess the impact, cost-effectiveness and scalability of conditional cash transfers to promote increased contact between pregnant women or women who have recently given birth and the formal healthcare system in Kenya.MethodsThe intervention tested is a conditional cash transfer to women for ANC health visits, a facility birth and PNC visits until their newborn baby reaches 1 year of age. The study is a cluster randomized controlled trial in Siaya County, Kenya. The trial clusters are 48 randomly selected public primary health facilities, 24 of which are in the intervention arm of the study and 24 in the control arm. The unit of randomization is the health facility. A target sample of 7200 study participants comprises pregnant women identified and recruited at their first ANC visit over a 12-month recruitment period and their subsequent newborns. All pregnant women attending one of the selected trial facilities for their first ANC visit during the recruitment period are eligible for the trial and invited to participate. Enrolled mothers are followed up at all health visits during their pregnancy, at facility delivery and for a number of visits after delivery. They are also contacted at three additional time points after enrolling in the study: 5–10days after enrolment, 6 months after the expected delivery date and 12 27 months after birth. If they have not delivered in a facility, there is an additional follow-up 2 wees after the expected due date. The impact of the conditional cash transfers on maternal healthcare services and utilization will be measured by the trial’s primary outcomes: the proportion of all eligible ANC visits made during pregnancy, delivery at a health facility, the proportion of all eligible PNC visits attended, the proportion of referrals attended during the pregnancy and the postnatal period, and the proportion of eligible child immunization appointments attended. Secondary outcomes include; health screening and infection control, live birth, maternal and child survival 48 h after delivery, exclusive breastfeeding, post-partum contraceptive use and maternal and newborn morbidity. Data sources for the measurement of outcomes include routine health records, an electronic card-reader system and telephone surveys and focus group discussions. A full economic evaluation will be conducted to assess the cost of delivery and cost effectiveness of the intervention and the benefit incidence and equity impact of trial activities and outcomes.DiscussionThis trial will contribute to evidence on the effectiveness and cost-effectiveness of conditional cash transfers in facilitating health visits and promoting maternal and child health in rural Kenya and in other comparable contexts.Trial registrationClinicalTrials.gov, NCT03021070. The impact of conditional cash transfers on nutrition outcomes: Experimental evidence from Mexico

In this paper, we study the effect of Progresa, a conditional cash transfer program in Mexico, on the micronutrient and macronutrient consumption levels of program participants. Overall, we find that Progresa has a complicated effect on nutrition outcomes. We find that treatment households increase their vitamin consumption by 15 percent and mineral consumption by 7 percent. Our results indicate that conditional cash transfers may have important positive effects on vitamin A, iron, and possibly calcium, which are under-consumed by a vast majority of the Mexican population. We also find that Progresa increases consumption of processed carbohydrates by 23 percent and saturated fat by about 5 percent. These findings suggest that Progresa has a dual effect on the nutrition outcomes of Progresa eligible households, likely improving macro- and micronutrient consumption levels, but also increasing the consumption of food categories that likely lead to increased prevalence of overweight and obesity.

The article aims to explore the impact of Conditional Cash Transfer (CCT) on the socio-economic of poor families in Linggo Sari Baganti district, Pesisir Selatan regency. Data were collected from interviews, observations, and documentation by referring to descriptive research method with a qualitative approach. Research findings evaluate the provision of Conditional Cash Transfers. It has not been effective in improving the socio-economic life of poor families in Linggo Sari Baganti district, Pesisir Selatan regency.
