Oral reading fluency as a screening tool with English learners: A systematic review

AbstractStudents learning to read in more than one language are a growing population in schools. Early screening and identification of reading difficulties may lead to better outcomes for all students. Oral reading fluency (ORF) is one tool shown to be both a reliable measure of reading and an accurate method to identify students at risk for poor reading outcomes. This study synthesized available validity evidence for ORF with biliterates. All included studies (n = 31) were conducted with English language learners in grades K–8. Results suggested that although ORF is correlated with reading outcomes, the accuracy of ORF to identify English learners at risk of poor reading outcomes does not meet criteria. The strength of validity evidence differed by language proficiency of participants. Finally, the quality of the reviewed studies was low in critical areas.

Comparison of language skills of students with and without reading difficulties

The aim of this study was to examine the language skills of students with and without reading difficulties (RD) comparatively. For this purpose, a comparative descriptive research methodology was utilised with a participant group comprised of 52 elementary school 3 rd grade students with and without RD. The results of this study revealed that students with difficulties in reading fluency were less successful in phonological processing than their peers with no difficulty in reading fluency. Also, students who had difficulties in reading comprehension were less successful than their peers with no difficulties in oral language assessments. In summary, it was recognised that students who experienced difficulties in reading also possessed difficulties in language skills. As a result, the assessment of both reading skills and language skills is critical for the identification of RD as well as for conducting appropriate intervention programs to address these difficulties.

Identification of Reading Difficulties by a Digital Game-Based Assessment Technology

Computerized game-based assessment (GBA) system for screening reading difficulties may provide substantial time and cost benefits over traditional paper-and-pencil assessment while providing means also to individually adapt learning content in educational games. To study the reliability and validity of a GBA system to identify struggling readers performing below a standard deviation from mean in paper-and-pencil test either in raw scores and grade-normative scores, a large-scale study with first to fourth grade students ( N = 723) was conducted, where GBA was administrated as a group test by tablet devices. Overall, the results indicated that the GBA can be successfully used to identify students with reading difficulties with acceptable reliability. Although the reliability of the results were at a very good level overall, the identification was even better in the reading fluency than in reading accuracy and in terms of raw scores than in grade-normative scores. These findings are the first to demonstrate the promise of GBA in assessing reading skills reliably and in a cost-efficient manner in classrooms. Furthermore, the developed GBA is directly applicable to an educational game for successfully supporting reading development of learners with varying levels of reading skill.

Longitudinal Stability of Reading Difficulties: Examining the Effects of Measurement Error, Cut-Offs, and Buffer Zones in Identification.

This study examined the stability of reading difficulties (RD) from grades 2 to 6 and focused on the effects of measurement error and cut-off selection in the identification of RD and its stability with the use of simulations. It addressed methodological limitations of prior studies by (a) applying a model-based simulation analysis to examine the effects of measurement error and cut-offs in the identification of RD, (b) analyzing a non-English and larger sample, and (c) examining RD in both reading fluency and reading comprehension. Reading fluency and reading comprehension of 1,432 Finnish-speaking children were assessed in grades 2 and 6. In addition to the use of single cut-off points on observed data, we used a simulation approach based on an estimated structural equation model (SEM) in order to examine the effect of measurement error on RD identification stability. We also examined the effect of single cut-offs by using a simulation-based buffer zone. Our results showed that measurement error affects the identification of RD over time. The use of a simulation-based buffer zone could control both the effects of measurement error and the arbitrariness of single cut-offs and lead to more accurate classification into RD groups, especially for those with scores close to the cut-offs. However, even after controlling for measurement error and using buffer zones, RD was not stable over time for all children, but both resolving and late-emerging groups existed. The findings suggest that reading development needs to be followed closely beyond the early grades and that reading instruction should be planned according to individual needs at specific time points. There is a clear need for further consideration of the mechanisms underlying the stability and instability of RD.

Early identification or broken promises? A comparison of literacy assessment performance in 112 Swedish third graders

The national standardised literacy assessment (NSLA) for Swedish Language was introduced in 2009 as a grade-three compulsory assessment and includes the assessment of reading ability. It was introduced as a measure of relatively early identification of reading difficulties among nine-years old students. The primary objective of this study was to examine whether the NSLA is able to identify students with word decoding problems from a sample of third graders (N = 112; n = 57 girls; n = 55 boys) attending six schools in a Swedish municipality. Eleven students (10%) performed below the cut-off value for word decoding ability in students of this age group. Only three of these students were identified as not achieving the goals posed by the NSLA. In contrast, eight students with low word decoding ability managed to meet the NSLA requirements. Gender differences were observed, since all of the students who passed the NSLA, notwithstanding having low performance in WD, were boys. Although the NSLA was specifically introduced at this level to identify weakness in reading at an early stage, the results of this study indicate that approximately three quarters of students with poor word decoding ability may remain unidentified by the NSLA. These findings call into question the validity of the NSLA in recognising pupils in need of additional support in reading.

Predicting reading outcomes in the classroom using a computer-based phonological awareness screening and monitoring assessment (Com-PASMA)

The screening and monitoring of phonological awareness (PA) in the classroom is of great importance to the early identification and prevention of reading disorder. This study investigated whether a time-efficient computer-based PA screening and monitoring assessment (Com-PASMA) could accurately predict end-of-year reading outcomes for 5-year-old children in the first year of schooling. A longitudinal design was employed where the Com-PASMA was used to measure the PA ability of 95 5-year-old children at the start, middle, and end of the first year of school. Of this group, 21 children presented with spoken language impairment. Reading outcomes were formally measured after 1 year of schooling. School-entry measures of PA using the Com-PASMA (p < .001), in conjunction with language ability (p = .004), accounted for 68.9% of the variance in end-of-year word decoding ability. Sensitivity and specificity calculations demonstrated that the Com-PASMA was 92% accurate at school-entry, and 94% accurate by the middle of the school year in predicting reading outcomes at 6-years of age. Results suggest that a time-efficient computer-based method of screening and monitoring PA can support the early identification of reading difficulties in the first year of schooling.

The relationship between inhibition and working memory in predicting children's reading difficulties

The study evaluated the role of working memory and inhibition in predicting children's word reading difficulties. Twenty‐one participants with word reading difficulties were individually matched to two other participants to form the chronological‐age‐matched and the reading‐level‐matched group. All participants were administered measures of performance IQ, inhibition and working memory. Multinomial logistic regression revealed that tasks of working memory and a composite measure of inhibition discriminated between the groups above the impact of performance IQ when the working memory task was verbally based, but only inhibition discriminated when a nonverbal working memory task was used. This suggests domain‐specific deficits on tasks of working memory, independent of the influence of inhibition on reading difficulties. The implications for theory and assessment practice are discussed.Practitioner pointsWhat is already known about this topic Children with reading difficulties show impairments with some executive function tasks. Discrepant findings reported in the literature may be related to task modality (e.g. verbal or nonverbal response).What this paper adds Tasks of inhibition and working memory, which required a verbal response discriminated children with reading difficulties from both chronological‐age‐matched and reading‐level‐matched control groups. However, when working memory tasks that placed fewer demands on participants' language skills were used, they did not successfully discriminate between the groups. Executive function task performance was more predictive of reading group membership than general performance measures of cognitive abilities (IQ). Results suggest a deficit with inhibition and verbal working memory, which was not due to slower developing language skills.Implications for practice and/or policy Educational and School Psychologists, Special Educational Needs Advisers and Coordinators, and others engaged in the identification of reading difficulties should consider including tests of inhibition in assessments of executive function.

Relationship between L1 and L2 word‐level reading and phonological processing in adults learning English as a second language

Word‐level reading and phonological processing measures were administered in English and Chinese to adult ESL students whose first language (L1) was Mandarin and whose second language (L2) was English. Instructors also identified students who may be at risk for L2 reading difficulties based on specific identification criteria. L2 phonological processing measures were related to L2 word‐level reading and there was a cross‐linguistic relationship between L1 and L2 phonological processing measures. Students considered at risk for L2 reading difficulties also differed significantly from those students not at risk on one L1 and several L2 phonological processing measures. Results are discussed in relation to contemporary theory on the assessment and identification of reading difficulties in English language learners.

How reliable are informal reading inventories?

Informal Reading Inventories (IRI) are often recommended as instructionally relevant measures of reading. However, they have also been criticized for inattention to technical quality. Examination of reliability evidence in nine recently revised IRIs revealed that fewer than half report reliability. Several appear to have sufficient reliability for lower stakes decisions such as selection of classroom reading materials, but not for higher stakes purposes such as identification of reading difficulties. This article provides recommendations for improving IRI reliability and addresses the need for expanded guidelines for evaluating reliability, particularly for measures of score agreement. © 2005 Wiley Periodicals, Inc.
