The aim of this study is to analyse the historical processes and institutional features of European space policy governance in order to understand its unique governance characteristics, which are designed to ensure that horizontal cooperation at the European level between the ESA and the EU and vertical cooperation between the ESA and Member States' national space agencies are complementary. To this end, this study first examines the historical process of the development of European space policy from the perspective of the history of European integration and the history of legal institutions, in order to understand the nature of the parallel development of European space policy centred on ESA, independent of the evolution of European integration from the ECSC to the EU. On this basis, it will analyse the multi-layered governance of European space policy today, focusing on the two characteristics of 'hybridity' and 'integrity' in order to contribute to a more accurate understanding of European space policy.

Voluntary association, not state consent: why the EU’s stance on secession rests on the wrong concept of legitimacy

ABSTRACT The EU’s Prodi doctrine stipulates that a new state formed through secession from an EU member state will be treated as a third party vis-à-vis the Union. This article engages with debates on secessionism, self-determination, and democracy in the EU to discuss what the doctrine entails for the democratic legitimacy of the EU. We argue that the doctrine is only compatible with one source of political legitimacy that the EU partly depends on, the state consent model. However, it is not compatible with the voluntary association model which is a moral basis that is increasingly relevant for a supranational union of democratic states. The prevalent practice of organizing referendums on EU accession shows that securing popular support is today an important feature of the politics of legitimacy in the EU. We illustrate our argument with the case of Catalonia and contrast it with cases from the history of European integration.

Catholicism and pan-European identity from Schuman to Orbán

The aim of this article is to examine the role of Catholic political thought in relation to the history of European integration and show how the shift away from this communitarian tradition by mainstream social democratic and conservative parties can help explain the rise of populism. The idea of Europe as a unified entity has always been grounded in its Christian character, and this was the basis of the Christian Democratic pan-European project of the EU’s ‘founding fathers’ in the mid-twentieth century. The rise of both social and economic liberalism in the ensuing years led to a disconnect between the political establishment – who remain largely supportive of the project – and growing numbers of disaffected citizens. A refocusing of the political narrative in relation to European integration on the continent’s communitarian and Christian (and Social) Democratic traditions could halt the advance of populist-nationalism and Eurosceptic parties.

Key models of classical European university and their impact on the development of National higher education: historical background

The new vectors of European integration of Ukrainian higher education, which have emerged in modern conditions and are rapidly developing, have fundamentally returned the interest of scientists to the history of European integration in education. First of all, it is about attempts to find out not only the influence of classical models of European universities on the national one, but also to find out the historical origins of the differences that exist between modern practices of university functioning.
 The well-known classical models of European universities were formed at the turn of the XIX – XX centuries and absorbed the peculiarities of political systems and socio-economic situation of European countries. Humboldt’s (German), responding to the needs of the state and society, was more focused on the development of science and practical training, while Napoleon’s (French) – on the specialists’ education, free choice of educational programs. Newman’s (English) model was focused on creating conditions for the formation of the student's personality, his/her comprehensive development.
 Of course, over time the models have been transformed, but retained their historical orientation and emphasis.
 The modern model of the national university has a fundamentally different history of formation, because it was born under a different scenario, and the basis for development was different from Western European schools.
 The Ukrainian model was developed much later and was able to absorb the best from its predecessors, especially from the Humboldt model. Over time, a kind of mix was formed, but the national model and approaches to the organization of university life were influenced by the peculiarities of the historical development of the country. Today everything is reflected in the practice of university functioning, approaches to teaching methods, teachers and students’ behavioral models, relations between them.

European Integration through the Eyes of its Treaties’ Preambles

Can the history of European integration be told on the basis of the textual development of the preambles to the European treaties? This is the fundamental question of this text which looks at European integration through the eyes of its treaties’ preambles. In a first step, possible forms, content and functions of preambles are introduced. This provides the analytical framework for the following part that explores the European treaties’ preambles and layers of integration. It focusses on three central hypotheses: Beginning with thoughts on the speaking entity of the preambles, i.e. their subjects, the text examines directions and reasons of European integration. Starting point to this is the “ever closer union among the European peoples” and the discussion on values.

Teaching European Integration in Italian Upper Secondary School

An extensive study of the representations of Europe in history textbooks has been conducted with regards to Italian lower secondary school (Pingel 1994, 2000, 2003a, 2003b; Cajani 2003). These studies have included considerations upon the history of European integration, although this was not their exclusive topic. To date, however, few pieces of research have addressed how the history of European integration is dealt with in Italian textbooks for upper secondary school (Accardo, Baldocchi 2004; Challand 2009). The present paper examines how curricula and textbooks portray the integration process in upper secondary school. It focuses on the position they attribute to Italy in different phases and the extent to which they use recent findings of historiography.

The latence of the European colonial past

AbstractThe history of European integration, even if yet a rather minor sub-field, has seen a good deal of developments in the last two decades. New scholars have joined the field and new topics of research have been considered. Megan Brown’s The Seventh Member State is an impressive contribution to the literature. The book does not only demonstrate that a main goal of the European Economic Community was to rescue the imperial nation-state, but illustrates the point by means of considering the complex relationship between France and Algeria, also marked by Algeria becoming part of the territory of the European Economic Community. As Brown shows, this had lasting effects, especially after Algeria’s independence. Doubts, however, can be raised regarding the extent to which the title of the book is not a trifle exaggerated. Not least because Algeria was never offered the status of member state, but remained subordinated to France. If its territory was part of the EEC, it was indeed as a result of the peculiar status assigned to Algeria under French law. In addition, it could be argued that the conclusions of the book would have been strengthened if a wider set of archives and literature would have been consulted (Dutch and German, and above all Algerian literature).

In 1957, the six ECSC(European Coal ans Steel Community) members agreed to include the “Black Africa” in the European Economic Community (EEC) through the Treaty of Rome. The Article 131 of the Treaty of Rome identified the “Association of Overseas Countries and Territories (OCT)”. The Treaty of Rome first institutionalized the issue of European-African cooperation at the European Community level. The problem of including the overseas colonial territories in the European Integration Organization clearly shows the contradictions and uncertainties left by European colonial history. The colonial problem in the European integration has created ‘Europeans’ far away from geographical Europe, and extended the boundary of Europe to the Africa. As a result, this made Europe an ambiguous and fluid geopolitical entity with uncertain borders. It can be seen that the shadow of the past colonial era was still hanging in the process of European integration in the 1950s. Relations between Europe and Africa were often glorified by modifiers such as solidarity, complementarity, or interdependence, but the reality of the relationship has been constantly disproportionate. This study deals with the theme of European integration and colonization, which has been neglected in research on the history of European integration. This topic will reveal a side of the uncomfortable truth of European integration, which has not abandoned colonialism while talking about European integration.

Legal and criminal prosecution of disinformation in Spain in the context of the European Union

Disinformation poses a very important and growing risk to our society, either alone or in association with other hybrid threats, which is being addressed at both the international and European Union (EU) as well as national level. Within the EU, a multidisciplinary and cooperative approach has been advocated between all the actors involved, in contrast to the strong regulatory perspective traditionally adopted in the history of European integration within the EU framework. For this reason, together with the inherent limitations imposed by the nature of the right to freedom of expression and information on any possible administrative censorship or criminal punishment, Spain has adopted only one recent regulation (Decree PCM/1030/2020) to establish the Spanish procedure to combat disinformation as required by European directive. Moreover, although fake news cannot be prosecuted directly in Spain outside the scope of crimes against the market and consumers, fake news can include very different types of criminal offence depending on the content and the intention with which it is disseminated. We illustrate these possibilities through some recent judicial decisions on this matter and declarations by the Office of the Attorney-General. It remains to be seen whether this soft approach to combating disinformation will be sufficient to combat this new plague on our contemporary society effectively.

The Origins of Euratom's Research on Controlled Thermonuclear Fusion: Cold War Politics and European Integration, 1958–1968

The article traces the origins and early developments of European fusion research in the framework of Euratom and of postwar nuclear international institutionalism, and as an episode of both the technoscientific Cold War and the interaction between big science and politics in the history of European integration. Based on original Italian, French and European Union archival sources, the article deals with four main passages of Euratom's fusion history: the Euratom treaty and Euratom's first five-year programme (1958–62); the early attempts to establish a Euratom ‒ CERN Joint Study Group for Fusion Research (1958‒9); the launching of Euratom's first fusion programme; and the contribution of Euratom's ‘fusion association contracts’ with the member states to the creation and training of a European transnational epistemic community of fusion scientists and technocrats. The Merger Treaty of 1965, the ‘crisis’ of Euratom and the prospect of British entry in the Community, as well as the ‘tokamak revolution’ of the late 1960s, would contribute to substantially redefine the European fusion programme.

Brexit: What Role did Process Play?

AbstractThe outcome of the UK referendum on 23 June 2016 was a major political event in the history of European integration. A member state voted for exit over voice and was on a journey to third country status. The objective of this article is twofold. First, it analyses the EU’s response to Brexit, including the role of process, up to the departure of the UK from the Union on 31 January 2020. Second, it explains why the EU adopted the approach that it did. The analytical lens builds on Kooiman's three governing orders, all of which were deployed in managing Brexit.

AbstractMichael Wilkinson’s Authoritarian Liberalism puts forward a challenging and controversial claim: the history of European integration and the trajectory of the constitutional orders of the founding Member States have always been driven by authoritarian liberalism. This comment focuses on a certain slack, in Wilkinson’s analysis, between the material constitution of European states and authoritarian liberalism as a form of government. More specifically, the comment highlights the need to retrieve a more conflictual relation between, on one hand, the material constitution of the welfare state and its industrial involvement, and on the other hand, the constitutional forms adopted by authoritarian liberalism.

Contextual analysis of European integration sentiments in post-communist countries: Trends, changing rhetoric, and sequence of practical steps (1991-2021)

The relevance of the study is conditioned by the fact that since the end of the 1980s, as a result of the “Velvet Revolution”, the expansion of the European Union to the East has become an urgent task for the entire European continent. It has been a long time since the European Union entered a new stage of development, which is considered the most difficult in the history of European integration. Countries that got rid of the totalitarian regime expressed a desire to build a democratic society. However, states that had just gotten rid of communist sentiment did not meet any criteria that would allow them to be European Union members. The main purpose of this study is to investigate the transformation processes in such states of Central and Eastern Europe as the Republic of Bulgaria, the Republic of Poland, The Republic of Hungary, the Slovak and Czech Republics, and Ukraine. To determine how the process of European integration took place in the above-mentioned countries, to analyse the correlation between reforms and integration processes in these countries, and to consider the consequences of the introduction of European norms on socio-economic development. The following scientific methods were used when preparing the paper: structural and functional, dialectical, logical analysis, synthesis, comparative analysis, analysis of scientific literature, and generalisation. The main result is theoretical and practical changes in the Central and Eastern Europe countries during transformations and European integration processes, analysis of the political theory of European integration and its main provisions, which are still being discussed in scientific communities. The study also aims to investigate problematic issues of integration processes that require a comprehensive analysis. This study is of particular importance from the standpoint of practice, since a comprehensive analysis of the problems that arise during European integration processes in the future would allow avoiding them, which is positive for both European Union members and candidate countries. In the course of the study, statistical data, scientific investigations, political and scientific sources were analysed, and practice in these republics was considered. At this stage, the topic of transformation processes in post-socialist countries during the process of European integration requires special attention and more detailed analysis

Centre Stage: Ken Collins, the European Parliament, and Environmental Policy, 1979-1989

Environmental policies and politics are an important component of European integration history, yet they remain underexplored. They were sources of conflict, contestation, and alternative visions and had a profound impact on the history of European integration. This article offers an analysis of the role played by key individuals at a time when the European Parliament’s power was increasing. It also uses the experiences of Ken Collins, the first Chair of the directly elected Environment Committee, as a lens through which to view the increasing importance attached to environmental issues at the Community level.

The European Union is at a crossroads

This study presents the history of European unity in the contemporary period and how the European federation project was being presented for the constitution of the United States of Europe. Then the way to a European Union with one voice, in the history of European integration, in a sovereignty shared by the States, not always uniting all the members, in the same integration, posing the question of a Europe at different speeds. At European crossroads, it is not always possible to reach an understanding among all nations, on how to achieve this European Union. It is here that the question arises of a Europe at various speeds, in which some states agree to further deepen, and others, or due to the lack of possibility of convergence, for economic reasons, as in the case of the Euro, are left out of certain integration policies. However, what we want to reflect on is that the process of European construction maintains its unity around its fundamental values, although policies can adjust to concrete situations, which do not invalidate their essential nature, ends and objectives, or that is, despite these different “speeds”, depending on the situation and the will of the states, the project itself always maintains the European Union as a whole.

CONSISTENCY AND COHERENCE IN ADJUDICATING THE ECB'S UNCONVENTIONAL MONETARY POLICY

AbstractFew court cases in the history of European integration have been more controversial than the decisions of the Court of Justice of the EU and the German Federal Constitutional Court on the European Central Bank's public sector asset purchase programmes. This article regards consistency and coherence in the case law as uncontroversial minimum conditions that have to be satisfied for the decisions to gain legitimacy. It assesses the case law against this benchmark and determines the limits of asset purchase programmes under a consistent and coherent application of the legal tests developed by the courts.

Rebordering Europe: external boundaries and integration in the European Union

ABSTRACT The crises of the European Union and the geopolitical shifts in its international environment have generated a backlash against the post-Cold War ‘debordering’ of European integration. Whereas integration theories focus almost exclusively on the EU’s internal boundaries and developments, this framework paper conceptualizes and theorizes integration as a process of internal debordering and external rebordering. It sketches the history of European integration in a bordering perspective and proposes general assumptions about the EU’s bordering process. Accordingly, rebordering pressures result from widening boundary gaps at the EU’s external borders, exogenous shocks to cross-border transactions, growing community deficits of debordering, and their politicization. Whether external rebordering succeeds and how it interacts with internal boundary formation, depends on EU-level boundary negotiations and the relative costs and benefits of external vs. internal rebordering.

Una Unione divisiva. Una prospettiva centro-periferia della crisi europea

La storia dell’integrazione europea resta ancora oggi, a sessantatré anni dalla fondazione della Comunità Economica Europea, uno dei temi fondamentali per comprendere l’Unione e i suoi sviluppi politici. Molti dei conflitti, delle tensioni, dei problemi strutturali e delle inefficienze che si riconducono all’Unione Europea, così come anche molti dei successi e delle fortune, sono realmente comprensibili soltanto con una conoscenza della storia delle istituzioni europee e della progressiva integrazione degli Stati Membri.
