Research on the coordinated development of underdeveloped regional economy and regional high-tech industrial clusters based on the CRITIC model

This paper selects the order parameters of 11 regional economic subsystems that reflect economic structure, economic aggregate and economic benefits from the perspective of system analysis, and reflects development level and economic strength. And the order parameters of the 12 regional high-tech industrial cluster subsystems of innovation ability, and the method of measuring the order parameters of the system synergy degree is applied. Based on the Criteria Importance Through Intercriteria Correlation (CRITIC) fixed-weight model, a synergy evaluation system of regional economy and regional high-tech industrial clusters is constructed, and finally, an empirical analysis is carried out with Jilin Province, China. The results show that the overall change trend of the synergy degree of the composite system of the regional economy and regional high-tech industrial clusters in Jilin Province can be divided into four stages, and presents an M-shaped development trend of alternating increase and decrease. The development of enterprises in the high-tech zone is not obvious, but the feedback effect of enterprises in the high-tech zone on the regional economy is not obvious. This paper not only fills the research gap on the coordinated development of regional economy and regional high-tech industrial clusters in China's underdeveloped regions in terms of content, but also selects the CRITIC weighting method in terms of methods to accurately define the weights of each indicator.

Evolutionary Game Analysis on Impacts of Organization Distance on Open Innovation Mode Selection of High-Tech Industrial Clusters

Based on the evolutionary game theory, this study aimed to explore the decision-making behavior of the enterprise when it adopted the open innovation model from the perspective of organizational distance. The evolutionary game theory is an important method to study the enterprise’ decision-making under bounded rationality. It applies to describe the trend of decision-making based on the enterprises’ open innovation choices in industrial clusters. This paper employs open innovation and institutional theory, utilizes industrial clusters as the research object, and measures the geographical proximity of enterprises in high-tech industrial clusters employing organizational distance. Within the analytical framework of the duopoly model, the impact of organizational distance and patent licensing fees on the innovative performance of a high-tech industrial cluster is studied. The findings indicate that the export-oriented open innovation model is more appropriate for the innovation of high-tech industry clusters. There is a significant relationship between organizational distance and the R&D spillovers of businesses. Increased patent fees can encourage industry clusters to adopt an open innovation model with an outward orientation if they are located in close proximity to each other. Further research analyzed the effect of organizational distance on the selection of an open innovation mode employing an evolutionary game model and indicated that geographical proximity would encourage enterprises to adopt open innovation export strategies. The conclusion of this study has both theoretical and practical ramifications for the independent innovation of high-tech industry clusters.

How is Innovation Performance Under the Restriction of Industry Cluster: Evidence from a Survey on High-Tech Firms

Under-development of high-tech industry cluster hampers the strategy of innovation-driven for less developed regions. While prior studies has demonstrated innovation difference among regions, little attention has been paid to innovation heterogeneity at firm-level. An conceptual model is adopted to evaluate innovative activities of high-tech firms in under-development regions. Using unique firm survey, an investigation was thoroughly conducted on high-tech firms. Based on survey data of 142 high-tech firms, some interesting results emerge. Lack of support from industry cluster, depression effect of technological innovation is not obvious. SMEs have more inclination to innovate, asymmetry exist between occupation of innovative resources and innovation ability, and weak innovation agglomeration effect shows in two development zones. Further analysis on input-output efficiency of innovation indicate that, input-output efficiency of R&D funding is relatively good, but R&D personnel and innovation management are insufficient, which lead to low effective conversion effect.

Evaluation of Sustainable Development in Six Transformation Fields of the Central Taiwan Science Park

By the establishment of science parks, Taiwan has achieved the ability to form high-tech industrial clusters and provided an environment for sustainable industrial development. This study analyzes the sustainable development strategy of the Central Taiwan Science Park (hereafter CTSP). The questions addressed here include: (1) What is the concept of sustainable development in the CTSP? and (2) How does the research respond to the debate on the significance of the CTSP? The research data have been collected using interviews and observation. According to the literature, eight criteria are identified and set up as a framework to code and analyze the data: “natural resources, accessibility regulatory regime, market demand, development level, proximity condition, parcel conditions, and financial compensation”. The framework is then used for evaluating the sustainability of science parks in the light of 17 core goals proposed by the United Nations as Sustainable Development Goals/SDGs for the world. Evaluation of these core goals in the CTSP development revealed the successful transformation of Taiwan’s political and economic structure. In this study, the analysis of the sustainable development generated by the science parks indicates Taiwan’s transition from state leadership (strong state, weak society) to state guidance (strong state, strong society). However, despite its contribution to the long-term development of Taiwan’s economy, the CTSP development has been accompanied by environmental downsides, risking the sustainability goals. In conclusion, the state’s role in making CTSP successful and sustainable, the determining role of regulatory regimes, and moving from state leadership to state guidance are emphasized.

Research on Knowledge Transfer Effect of Innovation Cluster of High-tech Industry Based on GERT Network

The GERT network model based on the knowledge transfer process of high-tech industrial innovation cluster is constructed, and the knowledge transfer measurement coefficient is put forward, and the influence parameters are introduced to analyze the influence of parameters on the knowledge transfer measurement coefficient Furthermore, combined with examples and using numerical simulation, this paper explores the changing characteristics of knowledge transfer performance of high-tech industrial innovation clusters. The results show that enhancing R&D incentives and enterprises' absorptive capacity can improve the knowledge transfer performance in the process of knowledge transfer in high-tech industrial innovation clusters. The coefficient of knowledge transfer measure has a threshold value, and when it reaches the threshold value, the incentive and absorption ability is the best. The research conclusions can provide decision-making reference for improving the knowledge transfer performance of high-tech industrial innovation clusters.

E-procurement Facilitates Adversariality – Trustworthiness Signaled in Procurement in an Industrial High-Tech Cluster

Technologically advanced environments normally use electronic procurement systems, and this paper explores their role in customer-supplier relationships in a Norwegian high-tech industrial cluster. This paper focuses on “trustworthiness”, about which research has suggested some identifiable characteristics. Using how trustworthiness is signaled as a sensitizing lens, procurement practices and the utilization of ERP systems and other ICT artifacts are explored in a Norwegian high-tech industrial cluster. The findings show that in dealing with strategic suppliers, personal and informal ways of negotiating terms and requirements are dominant, while the procurement of less strategic parts and commodities is conducted via electronic procurement systems. The study finds trustworthiness-building characteristics in the ways in which buyers and strategic suppliers interact. At the same time, signals sent using e-procurement in the case of less critical procurements are generally more suited to building adversariality than trust.

The role of MNEs in the genesis and growth of a resilient entrepreneurial ecosystem

ABSTRACT This article reports on a longitudinal process study of the critical role of anchor MNEs in the metamorphosis of a high-tech industrial cluster into a local entrepreneurial ecosystem. It draws on entrepreneurial ecosystem and international business literatures to frame the study of the genesis and evolutionary processes of an entrepreneurial ecosystem that emerged from two MNE subsidiaries, both of which had evolved into advanced R&D centres of excellence around a technology specialism. It shows how multiple new venture spinouts by former MNE employees introduced technological heterogeneity that catalysed into a resilient entrepreneurial ecosystem. The theoretical and policy implications that can be drawn from this case study emphasize the existence of both technology specialism and heterogeneity for resilience in an entrepreneurial ecosystem, and that reaching such a position is evolutionary in nature.

Research on regional differences and influencing factors of green technology innovation efficiency of China’s high-tech industry

Through the K-means clustering analysis, it divides the regions of China into four clusters according to the differences in high-tech industry development level between 2008 and 2016. Considering ”environmental pollution” and ”innovation failure”, an improved SBM-DEA efficiency measurement model was constructed to measure the green technology innovation efficiency of China’s high-tech industry clusters. Lasso regression was used to screen out the factors affecting the green technology innovation efficiency of high-tech industry in each cluster area. On this basis, quantile regression method is used to study the influence degree and regional differences of various influencing factors on green innovation efficiency of high-tech industry at different quantile. Meanwhile, DEA-tobit model is used for robustness test. The research shows that in each cluster area, the factors that significantly affect the green innovation efficiency of high-tech industry are different, and the degree of influence of each factor on the innovation efficiency at different quantile is also different. Combining the empirical results with the reality of high-tech industries in various regions, the corresponding policy recommendations are put forward.

High-tech Industry Cluster and Urban Economic Growth

The role of high-tech industries in promoting urban economic development has become increasingly prominent. On the basis of measuring specialized agglomeration and diversified agglomeration of high-tech industries, this paper selects variables such as total factor productivity, human capital, marketization level, fixed capital investment and foreign direct investment to construct a high-tech industrial agglomeration and urban economic growth model. The regression results show that the level of high-tech industry agglomeration, total factor productivity, human capital, market-oriented, fixed asset investment, foreign direct investment and so on play a catalytic role in China's urban economy. In developing high-tech industries, cities should play their respective strengths and avoid weaknesses in order to ensure a stable development of high-tech industries.

Knowledge spillover and high-tech industry cluster: A literature review

Knowledge spillover is one of the incentive forces for companies using more expenditure on R&D to shape cluster. This paper summarizes and reviews academic research literature from three aspects, of which contain the connotation of knowledge spillover in high-tech industry cluster, conduction mode of knowledge spillover effect in high-tech industry and explain factors of knowledge spillover effect. This paper devotes by assembling anterior divergent tributaries of works to assist in illuminating on this prosperous research area, based on previous research, and finally it notes that future research needs to pay attention to several aspects.

The shrinking professional realm of the industrial buyer - a transaction cost view on organisational and infrastructural changes in a Norwegian high-tech industrial cluster

Based on a qualitative case study in a Norwegian industrial cluster dominated by firms manufacturing technologically highly advanced products, the research can report that several procurement managers believe their buyers are seeing their suppliers too seldom, while buyers report that their negotiations with suppliers are often hampered by design engineers who have promised the supplier the contract beforehand. A transaction cost analysis provides an explanation why, in the case of high-tech industrial procurements, design engineers are taking over parts of the buyers' responsibilities and why the buyers tend to have looser personal contact with the suppliers. Seen as an information infrastructure (II), the electronic data systems and office tools as a whole, contribute to the transformation of the buyers' responsibilities in the direction of mercantile deskwork.

Entrepreneurship and path dependency in regional development

This paper describes a case study of path-dependent industrial development in a specialized medium-sized region characterized by a specialized high-tech industry cluster, located near Norway's capital, Oslo. The case study examines the path-dependent process of new industry arising from technology-related industries through three main branching mechanisms: entrepreneurship, mobility, and social networks. More particularly, the study explores the extent to which regional branching mechanisms relate to different path-dependent processes of path extension, path renewal, or path creation. The case study of industrial development in a medium-sized region that critically examines the concepts of path dependence, and argues that specialized medium-sized regions follow different path processes from core regions due to regional branching that does not happen automatically but instead may require policy action and external investment to avoid stagnation or negative lock-in.

Job Satisfaction as a Mediator in the Relationship Between Performance Appraisal and Voice Behavior

We explored the mediating effect of job satisfaction in the relationship between employees' performance appraisal and their voice behavior. A questionnaire was administered to 864 employees at enterprises representing high-tech industrial clusters from 5 cities in China. Developmental performance appraisal was found to have a more positive influence on employees' voice behavior than evaluative performance appraisal did. Compared with prohibitive voice behavior, both developmental and evaluative types of performance appraisal had a more positive impact on promotive voice behavior, and job satisfaction was found to play a mediating role in the relationship between these variables.

Recovery Following Disruption to an Ecosystem

Using data on all organizations operating in California from 1993 to 2006, this article explores the evolution of industries and communities before and after a disruption to the region (the dot-com bust). Our results indicate that an association with the Silicon Valley’s high-tech industry clusters explains more of the variance in organizational foundings in communities located in California after the disruption as compared with the predisruption time period. In contrast, the benefits of a Silicon Valley location for nascent organizations erode postdisruption. The findings also demonstrate that, pre and post the dot-com bust, organizational foundings are explained more by an organization’s high-tech industry affiliation than by its Silicon Valley location.

Relations among Clusters in Six Chinese City Regions

Despite the considerable number of papers that have discussed industrial clusters, it is surprising that there is little research evidence on relations among clusters. This article collects longitudinal data on three low-tech and two high-tech industrial clusters in six cities in the dynamic Pearl River Delta of the People's Republic of China. The findings provide empirical support to both the Marshall–Arrow–Romer model, which argues for the importance of homogeneous (specialized) clusters and the Jacobs model, which argues for the importance of heterogeneous (diversified) clusters. Both homogeneous and heterogeneous clusters in the same region influence one another's cluster size and economic output.

Building virtual network for high-tech industry clusters: lessons from China

Extending current theories about industry clusters, we set up a theoretical framework to explore the developing drivers in the emerging context from the virtual network perspective. By summarising previous studies, we find that clusters originate from two forces policy-driving or local environment. Taking Zhangjiang High-tech Park of China as an in-depth case study, we find out that policy-driving plays a more significant role at the knowledge-intense clusters in China. We conclude that the dynamics for virtual networking in high-tech industry cluster are mainly the industry environment, policy-driving, supporting infrastructure, network attributes, and the relative linkage. The contribution of this paper is to enrich the existing theory and identify the drivers to build virtual network for high-tech industry clusters in emerging countries like China.

Towards continuous innovation for regional high-tech industrial clusters

This paper explores the inherent evolutionary mechanism of continuous innovation of high-tech industrial clusters based on an S-curve model. Moreover, the relationship between life cycle of continuous innovation and high-tech industrial cluster is examined to explore the evolutionary mechanism of each development stage of high-tech clusters. The paper finds that the life cycle of continuous innovation of clusters lags behind the life cycle of clusters. The findings reveal that the evolution of continuous innovation is driven by different factors. Therefore, policies should be made based on different driving factors of clusters, and varied according to the different evolutionary stages of clusters.
