It’s great pleasure to introduce the proceedings of 2024 7th International Conference on Circuits, Systems and Simulation (ICCSS 2024) which was held successfully during May 17-19, 2024 in Serdang, Malaysia with virtual style ICCSS 2024 is co-organized by Universiti Putra Malaysia, Malaysia and Southeast University, China, hosted by Department of Electrical and Electronic Engineering, sponsored by IEEE CAS Society Malaysia chapter, supported by Hamad Bin Khalifa University, Qatar and University of Rennes 1, France, etc. The conference delightfully welcomes all the researchers and developers to share their experiences and ideas through research talks and presentations from diverse fields in circuits, systems and simulation. This event offers a platform in bringing together a forum for students, postdocs and established scientists to exchange their ideas and contributing an integrative approach to Circuits, Systems and Simulation. This year, ICCSS received submissions from members of universities, research institutes and industries. On the Seventh All-Russian scientific and practical conference with international participation “December readings in forensic medicine at Peoples’ Friendship University of Russia: the main issues of forensic medicine and medical criminology”

The Seventh All-Russian scientific and practical conference with international participation “December Readings in Forensic Medicine at Peoples’ Friendship University of Russia: The Main Issues of Forensic Medicine and Medical Criminology” took place on December 22, 2023. The conference was held at the Department of Forensic Medicine of the Medical Institute of the Peoples’ Friendship University of Russia named after Patrice Lumumba. The conference traditionally covers a wide range of topics related to organizational and procedural, theoretical, and practical issues of forensic medicine, medical criminology, and medical law. It was participated by Russian and foreign specialists, postgraduate students, residents, and students. Participants and guests of the conference noted the high scientific and methodological level of the event and wished for new scientific meetings for specialists and young scientists at the Peoples’ Friendship University of Russia named after Patrice Lumumba.

The textbook “Outpatient Therapy,” prepared by a team of authors under the guidance of professors O.Yu. Kuznetsova and E.V. Frolova, allows you to implement a competent approach to training the future primary health care doctors. The textbook complies with the Federal State Educational Standard of Higher Education. The book is written at a high scientific and methodological level, it is distinguished by a holistic approach to the coverage of the training material and the focus on the formation of both universal and general professional, and specialized professional competencies in the future doctor. The textbook is intended for students of medical faculties and can be used as the main educational literature in the discipline “Outpatient Therapy”.

Сучасний стан законодавчого регулювання вмісту транс-ізомерів жирних кислот у харчових продуктах в Україні та світі (огляд літератури)

Abstract. The influence of fats and oils on human health is in constant attention of leading experts in the field of public health, of both national and international institutions. This is especially true concerning industrially obtained trans fats and their regulation. Currently, in Ukraine, the requirements for the content of trans fatty acids in food products are regulated by documents of two levels. Firstly, the requirements for the content of trans fatty acids in certain types of oil and fat products are set out in the national standards (DSTU), which are do not cover the entire range of fat-containing products. Secondly, a norm on limiting the amount of trans fatty acids in food products was adopted in Section V of the Order of the Ministry of Health of Ukraine dated July 16, 2020 No. 1613 “On Approval of the Rules for Adding Vitamins, Mineral Substances and Certain Other Substances to Food Products”, which is harmonized with European legislation, but this norm will be valid only three years after the entry of this order into force in 2023. Aim. To review the scientific literature on the effects of trans fats on human health. To study and generalize the approaches to limiting the consumption of trans fatty acids in different countries of Europe and world. To compare international and Ukrainian legislation on the regulation of trans fatty acids in food products. Materials and Methods. The article uses information based on the materials of FAO/WHO experts, on legislation regulating trans fatty acids in food products, as well as on publications of foreign and Ukrainian scientists. The results of our own studies of the content of trans fats in some foods were compared with data obtained in other countries. Results and Conclusions. Summarizing the results of numerous studies convincingly prove the relationship between the consumption of industrial trans fats with the risk of occurrence or exacerbation of existing nutritional diseases. Best practice policies to eliminate industrially produced trans fatty acids from national food stocks have been introduced in more than forty countries around the world. In Ukraine, food restrictions on the amount of trans fatty acids, which are not trans fatty acids naturally found in fats of animal origin, at a level of no more than 2 %, came into force in September 2023. In this regard, we consider it necessary to apply large-scale educational campaigns of a high scientific level in the media regarding the harmful effects of trans fats on the biological systems of the human body. In addition, we recommend the introduction of state programs in the field of dietary regulation into the practice of general educational institutions, contributing to a conscious and responsible approach to the transition to a healthy diet, which will contribute to a gradual increase in the life expectancy of the population of our country. Practical training of highly qualified personnel is one of the main components of scientifi c support for animal husbandry of Russia

The purpose of the work was to provide an analysis of the practical training of highly qualifi ed personnel as one of the main components of scientific support for animal husbandry in Russia. Some issues of increasing the efficiency of scientific support for the agro-industrial complex of our country, especially animal husbandry have been discussed in the article. The authors note that the productive force of the livestock economy of the Russian Federation is highly qualified personnel selected for training in secondary specialized and higher educational institutions due to their interest in obtaining qualifications in the field of livestock husbandry from school and further improving their practical training in colleges and universities. The main unresolved problem of the present time to improve the quality of training of students to acquire practical skills in working with animals is the lack of educational and experimental farms staff ed with groups of all types and breeds of animals with elements of feed production, feed making, feeding, mechanization, as well as processing of the resulting products. Educational and training farms of universities and experimental farms of research institutes are one of the effective and efficient opportunities not only for practical training of personnel, but also for scientists to carry out experimental research at a high scientific and methodological level. Thus, the targeted selection of future students to colleges and universities from school, under the order of heads of various categories of farms and tireless monitoring of the process of their education, especially practical training and retraining in educational institutions of universities and colleges, timely testing of residual knowledge in the disciplines necessary for further professional the graduate’s activities will contribute to the production of highly professional personnel and their effective work in production, in the educational or research process, as well as the acceleration of scientific support for animal husbandry in the Russian Federation.

Review of the textbook “Oncology 2.0” edited by D. Sci. (Med.), Professor Sh.Kh. Gantsev

The textbook “Oncology 2.0”, prepared by a team of authors under the guidance of Professor Sh.Kh. Gantsev, is a comprehensive presentation of modern approaches and methods in oncology, aimed at training specialized personnel in this field. The textbook uses an integration approach that combines clinical and morphological aspects of oncology. The textbook material complies with the Federal State Educational Standard of Higher Education. Analysis of spatial characteristics and influencing factors of the flow network of highly educated talents from national and local perspective

Based on dynamic monitoring data on China’s population, by using complex networks, spatial analysis and mathematical measurement, this study reveals the spatial characteristics and influencing factors of the network of flows of highly educated talents in the Yangtze River Delta region from the national and local perspectives. In the two perspectives, the network has strong isomorphism and certain differences. The in-flow of highly educated talents from cities with high administrative levels and more developed economies to Shanghai constitutes the core of the entire network. From a national perspective, highly educated talents tend to converge to the Yangtze River Delta region. From a local perspective, it was found that these talents cluster towards a limited number of cities in the region. From both perspectives, the flow network has developed into a “core-periphery” progressive hierarchical structure, with Shanghai becoming the sole core city. There is little difference in the influencing factors of talent mobility from both macro and meso perspectives. Highly educated talents would frequently flow between cities with strong economic development levels, and cities with high education level, scientific and technological level, complete infrastructure, and good aesthetics. However, geographical distance still plays a hindering role in the flow of highly educated talents, and factors such as cultural identity, institutional, and social modality differences among regions also have a certain effect on the flow of these talents.

About the Kyiv school mathematicians contribution to the extrema of functions of many variables theory

The subject of this article is the study of Kyiv school mathematicians’ contribution to the many variable extrema function theory. The purpose of this article is to study the work of Kyiv mathematician Professor M. Ye. Vashchenko-Zakharchenko. Task: for the first time, to carry out a detailed analysis of the results obtained in the article by M. Ye. Vashchenko-Zakharchenko «Signs of the highest and lowest value of functions». The research method is a historical and scientific analysis of the original source, which allows the scientific results obtained in the late 19th and early 20th centuries to be estimated from the viewpoint of modern mathematical analysis. The following results were obtained. Thanks to the analysis of this article, it was found out that here M. Ye. Vashchenko-Zakharchenko first used the methods of linear algebra and applied D. Sylvester’s criterion of positive (negative) definiteness of quadratic form to obtain sufficient conditions for the existence of an extremum of functions of many variables. The problem is considered in general for functions of many variables and for special cases of functions of two and three variables. Conclusions. Comparing the results obtained from the Kyiv mathematician, Professor M. Ye. Vashchenko-Zakharchenko with the presentation of this topic in modern textbooks on higher mathematics and mathematical analysis, we can conclude that they are included in these textbooks in virtually the same form. This is what determines the relevance of this topic: methods for solving problems for the extremum of functions of many variables, obtained at the turn of the 19th and 20th centuries, are used in modern optimization problems. The breadth of the scientific erudition of M. Ye. Vashchenko-Zakharchenko allowed him to immediately perceive new methods obtained by foreign scientists and immediately find their application to obtain sufficient conditions for the existence of an extremum of functions of many variables. This shows the high scientific level of the state of mathematics at Kyiv University in the second half of the 19th century. Further research should focus on the contribution of other mathematicians of the Kyiv school to the development of the theory of extrema of functions of many variables.

The extreme upper tail of Japan’s citation distribution reveals its research success

A number of indications, such as the number of Nobel Prize winners, show Japan to be a scientifically advanced country. However, standard bibliometric indicators place Japan as a scientifically developing country. The present study is based on the conjecture that Japan is an extreme case of a general pattern in highly industrialized countries. In these countries, scientific publications come from two types of studies: some pursue the advancement of science and produce highly cited publications, while others pursue incremental progress and their publications have a very low probability of being highly cited. Although these two categories of papers cannot be easily identified and separated, the scientific level of Japan can be tested by studying the extreme upper tail of the citation distribution of all scientific articles. In contrast to standard bibliometric indicators, which are calculated from the total number of papers or from sets of papers in which the two categories of papers are mixed, in the extreme upper tail, only papers that are addressed to the advance of science will be present. Based on the extreme upper tail, Japan belongs to the group of scientifically advanced countries and is significantly different from countries with a low scientific level. The number of Clarivate Citation laureates also supports our hypothesis that some citation-based metrics do not reveal the high scientific level of Japan. Our findings suggest that Japan is an extreme case of inaccuracy of some citation metrics; the same drawback might affect other countries, although to a lesser degree.

Thinking What No One Else Has Thought: Investigating the Scientific Creativity of Primary School Students in a Science Class

For the advancement of humanity, scientific creativity is a crucial skill for coming up with innovations, addressing existing issues and interpreting particular scientific phenomena. The present study aimed to determine the scientific creativity level of 23 primary school students. In a single cross-sectional study, a descriptive survey questionnaire modelled on the Scientific Structure Creativity Model (SSCM) incorporated a seven-item scientific creativity test specifically designed to align with the backgrounds of primary school students. The results show that the students have a balance between a low or intermediate scientific creativity level. Of the 23 respondents, 8 have a low scientific creativity level, 8 have an intermediate scientific creativity level and 7 have a high scientific creativity level. The respondents are the most scientifically creative in creative science problem solving. The researchers recommend an intervention such as integrating the arts into the STEM curriculum to help develop students’ scientific creativity.

Konstantin Grigorievich Grigoriev — the last professor of fundamental theology at the Kazan Theological Academy

The article is devoted to studying the theological heritage of the professor, the last teacher of fundamental theology at the Kazan Theological Academy, Konstantin Grigorievich Grigoriev (1875–1933). The work uses previously unpublished archival materials. The program of K. G. Grigoriev’s lecture course on fundamental theology, preserved in the State Archives of the Republic of Tatarstan, as well as some of his journal publications on the same topic, are analyzed, with special attention paid to his methodology of teaching fundamental theology and the basic section of the discipline — proofs of the main religious truths (existence of God and immortality of soul). It is revealed that in teaching fundamental theology, K. G. Grigoriev largely adhered to the method and subject structure developed by bishop Mikhail (Gribanovsky). It is demonstrated that this method had also been previously supported and developed by the Kazan Theological Academy professors V. A. Snegirev and V. I. Nesmelov. The results obtained in the course of the study allow us to speak of K. G. Grigoriev’s rather high scientific and apologetic potential, which, at the same time, did not remain fully realized. The Kazan professor’s main merit is that he managed to accumulate the best achievements of his predecessors in the field of fundamental theology. K. G. Grigoriev, contrary to the liberal trends in contemporary theological science, managed to maintain the teaching of fundamental theology not only at a high scientific level, but also in accordance with the Orthodox worldview.

The monograph under review is devoted to the socio-political history of the Daur people in the 20th century. The scientist wrote the work at a high scientific level. The author analyzed the role of Daurian figures in significant political and revolutionary events in Hulun Buir and in adjacent territories (Mongolia, Russia, and other regions of China). The monograph followed a chronological principle and had a large source base. The work consistently studied the history of the Daurian people during the periods of the Qing Empire, the Republic of China, Manchukuo, the Republic of China, and the People's Republic of China. The researcher also paid special attention to aspects of Daurian culture and education.

Неизданная статья историка-медиевиста В.Т. Сиротенко о Гоголе

Based on an authorized archival copy, an article about Gogol by medievalist historian Vasily Trofimovich Sirotenko (1915–2006), a professor at Perm, Dnepropetrovsk and Armavir universities, is being published. The article by V.T. Sirotenko, “The Early Middle Ages in the light of N.V. Gogol,” was written in 1978 and deposited in 1990 but is currently inaccessible to the reader. A professional historian notes Gogol’s extensive knowledge of the history of the European Middle Ages and evaluates the writer’s significant contribution to the study of world history. The article is a continuation of the works of numerous researchers and historians, F.A. Vitberg, S.A. Vengerov, G.P. Georgievsky, S.I. Mashinsky, M.P. Alekseev, V.F. Semenov and others, who noted, despite the cartoonish reviews of Gogol by some of his students at St. Petersburg University (in 1834–1835), the writer’s thorough historical erudition, the high scientific level of his university lectures, as well as works of art from world and national history. The publication contributes to the return into scientific circulation of an article by Professor V.T. Sirotenko, unknown to modern researchers, and can serve as a supplement to our article “The Unknown Book of N.V. Gogol 1834: Plan, Context, Reminiscences,” published in the first issue of the journal “Literary Fact” for 2022.

Investigation of Views and Experiences of Medical Interns on the Facilitating and Inhibiting Factors Affecting the Quality of Education in the Clinical Education System

Introduction: Clinical education is the most important part of medical education that provides a golden opportunity for medical students to combine their theoretical mix with the clinical environment, and this is important in the countries of the style of the arena of medicine Special attention is paid. Therefore, this study was conducted to examine the views and experiences of medical students as facilitators and inhibitors of clinical education quality.
 Methods: This is qualitative research and a phenomenological approach was used. The study population consisted of medical students of Kerman University of Medical Sciences. Target-based sampling was performed on 40 medical students. The method for collecting information was a deep interview with the participants. The data were analyzed by the Colaizzi method.
 Results: Two initial codes were extracted in the form of two main themes (facilitating and inhibiting factors) and 10 sub-themes including providing motivational patterns and creating interest in interns, the high scientific and educational level of attending professors, use of technology, authorizing more responsibility, inappropriate treatment, inappropriate educational planning, inappropriate evaluation method, low-quality mornings, lack of facilities, and overwhelming of some wards were classified.
 Conclusion: Considering these factors, it is possible to raise the quality of clinical education to the highest possible level and educate responsible and responsible physicians for generations.

Behavioral addictions in the ICD-11: Animportant debate that is anticipated tocontinue for some time.

The Journal of Behavioral Addictions featured a debate on the topic of "behavioral addictions in ICD-11" in 2022. Three main debate papers were published and a total of eleven commentaries. One main topic of considerations in the three debate papers and in the majority of commentaries was compulsive sexualbehavior disorder. The debate was balanced, collegial and conducted at a high scientific level. Although there are some disagreements regarding specific details, all authors consider more research on behavioral addictions as important. This scientific debate has been and continues to be enormously important to behavioral addiction research and clinical practice.

Third Tehran Conference of IARLL <i>Russian Language and Literature in the Modern World: Problems and Prospects</i>

Russian Language and Literature in the Modern World: Problems and Prospects, the 3d International Forum of the Iranian Association of Russian Language and Literature (IARLL) took place in Tehran on February, 25-26, 2023. It was timed to the 10th anniversary of the foundation of the Association, as well as to the Year of the Russian Language. Despite the difficult international situation, philologists from Iran, Russia, Belarus, Kazakhstan, Tajikistan, Tunisia, Georgia, Ukraine, China, Bulgaria took part in the conference. Representatives of Russian universities and research centers from Moscow, St. Petersburg, Minsk together with scientists from 10 Iranian universities formed the core of the conference. Russian scientists are attracted by the high scientific level of the forum, the interest of Iranian colleagues in Russian culture, the success of students in learning the Russian language, a cultural program that allows to get acquainted with the cultural treasures of ancient Persia and, most importantly, the tradition of Russian-Iranian cooperation. The expanding ties between Iran and Russia have made the Russian language significant in university teaching in Iran. It has been conducted for 90 years, since the foundation of the University of Tehran in 1934. Today, Russian language and literature departments have been established in 15 Iranian universities, where about 270 students begin their studies every year. The Russian Language and Literature Association was established in 2012 on the initiative of professors of the Tehran University Janolah Karimi-Motakhhar and Marzieh Yahyapur. Its activities enjoy great respect and full support among Russian scientists: 28 literary scholars and 72 linguists are represented in the collection of abstracts of scientific reports published by the Tehran University by the beginning of the conference. The reports delivered at the conference focused primarily on the topical problems of learning the Russian language in Iran and a selection of the reports will be published in The Research Journal of Russian Language and Literature published by IARLL, is an only scientific peer–reviewed journal in Russian in Iran.

Refractory Pityriasis rubra pilaris treated with Adalimumab: a case report

Pityriasis Rubra Pilaris (PRP) is a rare inflammatory dermatosis, clinically presenting as a keratinization disorder, with follicular and palmoplantar hyperkeratosis, in addition to orange-red scaly plaques, accompanied by characteristic islands of healthy skin. Sometimes, conventional treatment proves to be ineffective, and this work aims to present a case of a patient with failed first and second lines treatment options, responding well to adalimumab. Despite of all options available, more qualified and specific studies are needed to establish a standardized treatment based on evidence of a high scientific level, thus raising the degree of efficacy and therapeutic safety in PRP.
