Background: The theory of planned behavior (TPB) is a derivation of the theory of rational behavior, which acts as a theoretical framework for studying human intention to conduct a specific behavior from the perspective of psychological factors. On the basis of TPB, the intention to improve training Young Nursing Talents, the quality of personal life and work performance with Employee assistance programs (EAP) in Hospital, so that employees and organizations can benefit from it. We aimed to explore a new model for the training and management of nursing talents. Methods: Based on the theory, the party nursing department, committee office, science, and nursing department have jointly developed the Excellent Nursing Talents training program. To start with organizational culture, enhance team cohesion, and use tutor system as the whole process of guiding mode, which is similar to graduate management. After three years of organization and implementation, under the guidance of the instructor, the “Youqing” group has been trained. Implement the excellent support program and root the scientific research awareness into clinical practice. It also promotes the scientific research innovation and the practice of Youqing example in all the departments, and has achieved very significant results. At the end of the training period, the “Youqing” nursing team's innovative ability was investigated and the output of scientific research was evaluated. Conclusion: The scores of “Youqing” innovation behavior and organizational innovation atmosphere were higher than those of other nurses (p<0.05), and the scores of innovation behavior and organizational innovation atmosphere in the departments with “Youqing” teams were higher than those of other departments (p<0.05). Besides, the research results and scientific research influence of the nursing team were significantly higher than those before the implementation of the training program. Interpretation: Using TPB as a guide, the top-level design of nursing talent management will improving. It is conducive to improving the innovative ability of nurses and improving their nursing ability. At the same time, it also promotes the innovation ability and scientific research ability of nurses in the hospital.
