International Disaster Response Law: Treaties, Principles, Regulations and Remaining Gaps

This article gives an overview of the development of the disaster relief law within the international society. Attached to the article is a copy of a report from the United Nation of the Secretary-General of 1984 with draft to a Convention on expediting the delivery of emergency assistance, which draft is based on suggestions made by the author while Director of the Henry Dunant Institute (International Red Cross Research and Training Center, Geneva, Switzerland).

Commission on the Red Cross, Red Crescent and Peace

The Commission on the Red Cross, Red Crescent and Peace, set up by the Council of Delegates in 1977, met twice in 1990 (30 April and 16 October) in Geneva under the chairmanship of Mr. Alexandre Hay.It is composed of representatives of the League, the ICRC, the Henry Dunant Institute and 14 National Societies. During its meetings the Commission was informed of the initial work carried out by the Ad hoc Group which it had set up to reactivate the Plan of Action against Racism and Racial Discrimination (see below).

Henry Dunant Institute

The ICRC, the League and the Swiss Red Cross are members of the Henry Dunant Institute and take it in turns to supply a Chairman for the Institute for a twoyear term of office. Since October 1989, the Chairman has been Mr. Hubert Bucher, Secretary General of the Swiss Red Cross.

Henry Dunant Institute: From disaster relief to development

The links between disasters and development have been extensively discussed in recent years among international organizations. It was primarily the African famine during the first half of the 1980s that initiated this discussion. Famine was no longer perceived as the inevitable consequence of drought. Instead, many saw the African disaster as the symptom of serious development failures. Had there been better foresight in earlier development, stronger efforts to reduce vulnerability in the populations, and a better preparedness to meet the crisis, it was observed, the devastating effects of the drought could have been prevented. Eventually, a similar perception began to embrace most disasters affecting developing countries. It led to the conclusion that disaster prevention, and the reduction of human vulnerability in particular, must be among the primary goals of development.

Resolution of the Council of Delegates

The Council of Delegates,having considered the report of the Henry Dunant Institute on its activities since the XXIIIrd International Conference of the Red Cross (Bucharest, October 1977),1. expresses its appreciation of the positive results which it achieved and encourages it:— to continue its action in the service of the Red Cross movement in the fields of research, training and publications,— to reinforce its contribution to the efforts of the ICRC in disseminating international humanitarian law,— to continue to support the action of the ICRC and of the League in the dissemination of the principles and ideals of the Red Cross;

Appointments at the Henry Dunant Institute

At its meeting on the 20th December 1978, the General Assembly of the Henry Dunant Institute appointed Mr. Jacques Meurant, Special Adviser to the Secretary-General of the League of Red Cross Societies, in charge of statutory matters, as Director of the Institute. He succeeds Mr. Jean Pictet, Vice-President of the International Committee of the Red Cross, who has reached retirement age.

Mr. Jean Pictet honoured

The Torstein Dale Prize, founded by the Norwegian Red Cross in 1975 in memory of its former President, for persons who have made a conspicuous contribution to the humanitarian work and fundamental ideas of the Red Cross, was awarded to Mr. Jean Pictet, Vice-President of the ICRC and Director of the Henry Dunant Institute. The distinction, a bronze dove, was presented to Mr. Pictet by the Norwegian Red Cross President, Mr. Hans Hoegh, at a ceremony which took place last May in Oslo.

A recently found daguerreotype of Henry Dunant

There are very few extant photographs of Henry Dunant. In an article printed in 1959, Bernard Gagnebin gave a list of seven portraits, while Daisy Mercanton in 1971 found there were eleven, plus one painting on enamel by Charles Dunant. Most of them portray Henry Dunant in the last years of his life at Heiden; three on 12 August 1895, two in 1901, and the last in 1908. In fact there are now only five known pictures of Dunant as a young man in the days of his prosperity. Apart from the portrait recently discovered by the Henry Dunant Institute, there are the two photographs taken at the time when the Red Cross was founded, two others in 1855 when Dunant was 27 years old, and only one around 1850, showing Dunant in the company of Jean-Gabriel Eynard and his wife.
