상호문화주의 관점에 기초한 건강가정·다문화가족지원센터의 사업 분석

본 연구는 사회통합을 추진하고 있는 건강가정·다문화가족지원센터의 사업을 상호 문화주의적 관점에서 분석함으로써, 통합센터의 바람직한 운영 방향을 제시하는데 그 목적이 있다. 이러한 목적을 달성하기 위해 춘천시 가족센터를 사례로 선정하고, 7개의 상호문화교육적 요소(의사소통, 상호작용, 다양성, 공감, 인권 존중, 협력, 공동체의식) 를 설정하여 2021년에 운영되었던 63개의 사업을 조사하여 분석하였다. 분석 결과, 전체 사업에서 ‘의사소통’, ‘공동체의식’, ‘상호작용’ 요소가 상대적으로 많 이 반영되어 있으며, 기본사업의 ‘가족과 함께하는 지역공동체’와 ‘가족관계’ 영역이 상 호문화교육적 요소를 많이 반영하고 있는 것으로 나타났다. 그러나 이러한 반영은 통 합가족을 대상으로 하는 사업보다 다문화가족만을 대상으로 하는 사업에서 많이 나타 났으며, 지역 특성화 사업은 기본사업과의 중복이 많으며, 춘천 지역의 가족 특성을 반 영한 사업은 없는 것으로 나타났다. 이에 개선 방안으로 통합가족을 대상으로 하는 사업의 확대 운영과 ‘다양성’과 ‘인권 존중’ 요소를 반영할 수 있는 다양한 프로그램의 운영, 춘천 지역의 가족 특성을 반영한 사업 개발의 필요성 등을 제안하였다.

Finding ways to vitalize the Healthy Family and Multicultural Family Support Center

본 연구에서는 송파지역 주민을 대상으로 건강가정·다문화가족지원센터의 사업참여 및 경험유무에 따른 만족도, 위드코로나 시대의 대면 및 비대면 사업의 만족도, 프로그램별 만족도를 조사하였다. 본 연구에서 나타난 결과는 다음과 같다. 첫째, 센터사업에 참여한 주민들의 만족도는 높은 것으로 나타났고, 이용회수는 한 두 번 혹은 1년 미만인 것으로 나타났다. 둘째, 비대면 프로그램에 대한 만족도가 높았으며, 불편함을 적게 인식하는 것으로 나타났다. 셋째, 센터에서 진행하는 프로그램의 필요성 및 만족도가 높은 것으로 나타났다. 특히, 양육 및 자녀교육과 관련한 프로그램에 대한 요구도와 만족도가 높은 것으로 나타났다. 이러한 결과를 통해 다음과 같이 제언하고자 한다. 먼저, 센터사업에 참여한 주민들의 만족도가 높았음에도 불구하고, 센터사업 이용회수가 한 두번이거나 이용기간이 1년 미만에 그친 경우가 있었으므로 프로그램의 중복참여 및 지속참여를 이끌어낼 수 있는 방안과 홍보가 요구된다. 둘째, 코로나 19로 인해 비대면 프로그램을 추가하거나 기존의 프로그램을 비대면으로 전환하여 진행하였음에도 불구하고 지역주민들은 불편함을 낮게 인식하였고, 만족도는 높은 것으로 나타났다. 추후에도 위드(with)코로나 시대에 적합한 프로그램의 다각화 및 다양화를 시도하여 센터를 지속적으로 이용하는 고객이 증가할 수 있도록 해야 할 것이다. 셋째, 건강가정·다문화가족지원센터에서 운영하는 사업 중 양육, 자녀교육, 가족 중심 프로그램 등에 대한 요구도 및 만족도가 높으므로 이를 보다 확장하고 세분화하여 운영할 필요가 있다.In this study, satisfaction with participation and experience of healthy family/multicultural family support center, satisfaction with face-to-face and non-face-to-face projects in the era of With Corona, and satisfaction with each program were investigated for Songpa residents. The results of this study are as follows. First, the satisfaction of the residents who participated in the center project was high, and the frequency of use was found to be once or twice or less than a year. Second, the satisfaction with the non-face-to-face program was high, and it was found that they perceived less discomfort. Third, the necessity and satisfaction of the programs conducted by the center were found to be high. In particular, it was found that the demand and satisfaction for programs related to child rearing and children s education were high. Based on these results, I would like to suggest the following. First, despite the high satisfaction of the residents who participated in the center project, there were cases where the number of use of the center project was once or twice or the period of use was less than one year. publicity is required. Second, despite adding a non-face-to-face program or converting an existing program to a non-face-to-face program due to COVID-19, local residents perceived the inconvenience as low and satisfaction was high. In the future, it will be necessary to diversify and diversify programs suitable for the era of with Corona so that the number of customers who use the center continuously increases. Third, among the projects operated by the Center for Healthy Families and Multicultural Families, there is a high demand and satisfaction for child rearing, child education, and family-oriented programs, so it is necessary to expand and subdivide them.

The Impact of Job Demands and Organizational Culture on Work Performance, Burnout, and Job Satisfaction in Healthy Family and Multicultural Family Support Centers during the Covid-19 Pandemic

This study examined the impact of job demand and organizational culture on new task difficulties, burnout, and job satisfaction using a survey data of 145 family specialists in Healthy Family and Multicultural Family Support during the COVID-19 pandemic. We used the job demand-resources model and the competing values model to categorize the four dimensions of organizational culture as a conceptual framework for this study. We found that the mean of work overload was higher than the means of job conflict and job ambiguity. Our latent profile analysis proposed four profiles of organizational culture: cultural absence type, authoritative culture type, middle cultural balance type, and high cultural balance type. The results of multiple regression analyses showed that work overload was positively associated with difficulties in new task performance and burnout, job ambiguity was positively related to burnout, and job conflict and ambiguity were negatively related to job satisfaction. These findings imply that the higher the job demands reported by family specialists, the higher the level of burnout and the lower the job satisfaction. In addition, organizational culture was a unique predictor of burnout and lower level of job satisfaction. Family specialists in the groups with a high cultural balance were Family specialists in the groups with a high cultural balance were more likely to have lower levels of burnout than those in the culture absence and in the middle culture balance, and higher job satisfaction than the other groups. The results suggest that management strategies to build a creative workplace culture can prevent burnout and improve job satisfaction.

This study focuses on the leisure activities of young, single-person households. Data collection involved selecting and interviewing eight cases. The results are as follows: 1. The leisure activities of young, single people are divided between weekdays and weekends. 2. Important factors affecting these leisure activities are time, money, and cognition. 3. Respondents maintain their work-life balance by focusing on weekdays and weekends, they work and study intensively on weekdays and spend their time and money on leisure and rest on weekends. 4. Young people want a chance to meet and share their experiences with others. This point must be central to planning the Healthy Family Support Center program.

건강가정다문화가족지원센터의 아버지참여 프로그램 효과 분석

본 연구는 건강가정다문화가족지원센터에서 진행하고 있는 아버지참여 프로그램의 현황과 프로그램 참여 전후 아버지들의 변화를 통해서 프로그램 효과를 분석한 것이다. 자료수집을 위해 전국 건강가정다문화가족지원센터 중 4개 센터 5개 프로그램을 선정하여 사전사후조사를 실시하였고, 대구대학교 생명윤리위원회 연구윤리심의를 받았다. 먼저 아버지참여 프로그램의 전반적인 효과는 자녀와의 관계 개선 측면에서 가장 높았고, 그 다음으로 아버지 정체성 측면에서 효과가 있었다. 둘째, 사전사후조사를 통해 부모자녀간 개방적 의사소통, 가족응집적응력, 부모효능감, 배우자지지도를 측정하고 이를 paired t-test로 분석하여 프로그램의 효과를 검증해 본 결과, 부모효능감이 통계적으로 유의한 수준에서 프로그램 참여 이후 높아졌다. 특히 7-8회기로 진행된 프로그램의 경우 효과가 두드러져, 7회기 이상 다회기로 운영하는 프로그램이 아버지역할지원을 통한 부모효능감 향상에 효과가 있음을 알 수 있다. 본 연구는 정부주도로 이루어지는 아버지프로그램의 현황과 효과를 분석하여, 아버지참여 프로그램 개발의 시사점을 도출했다는 점에서 증거기반정책의 기초자료로써 의미가 있다.

한국 가족서비스 전달체계의 지속가능한 통합을 위한 제언: 통합운영되고 있는 건강가정다문화가족지원센터 종사자들의 목소리를 중심으로

The family service delivery system, which has been divided and operated as a healthy family support center and the multi-cultural family support center, is being reorganized to promote the integration of two centers under the spirit of social integration by the drive of the South Korean government. However, the integrated center called the 'Healthy Family and Multi-cultural Family Support Center' is currently carrying out family welfare projects based on the existing Healthy Family Support Basic Act and the Multi-cultural Family Support Act, even though the legal system has not yet been established. Field staff of the local centers face many difficulties because the center integration is being promoted in advance without the business direction of the administrative system and the legal system being unified. Therefore, listening to the voices of the field staff conducting the integrated family projects is essential for the government-led integration strategy to be effective. This study was performed to suggest sustainable integration of the Korean Family Service Delivery Systems focusing on the voices of the field staff of the support centers for healthy families and multi-cultural families. The study was conducted by in-depth interviews with those who run integrated family projects. The study offers suggestions based on the analysis of the collected data. Therefore we hopes to subdivide this study into cognitive, administrative, organizational, legal, institutional, naming, business, and human resources aspects and to reflect these aspects in the policy of the Korean family service delivery system. Then, the integrated family support service centers will be reformed as sustainable service centers.

부부 결혼검진: 부부의 관계건강을 위한 새로운 접근

Objectives: It is well-established in the public health literature that marriage relationship health is a powerful predictor of physical and mental health. Inspired by the annual health checkup model in public health, marriage relationship health checkup was developed by Cordova et al.(2001). The present study applied the marriage checkup at one of the Healthy Family and Multicultural Family Support Centers which are nationwide community-based institutions delivering Korean Healthy Family Policy to the community. Method: Sixteen married couples participated in the marriage checkup. They attended the assessment session where survey, observation of problem-solving discussion, and short interview were conducted. Then, the couples participated in the feedback session two weeks later which provided results of the checkup and some recommendations for the relationship. Results: It was found that the marriage checkup couples differentiated from the couples who sought couple therapy in their level of marital adjustment and other characteristics, such as, mental health. The marriage checkup significantly improved the couples’ understanding of relationship, knowing how to improve relationship, and self-efficacy. Participants reported high level of satisfaction with the marriage checkup at the posttest. Conclusions: This study shows that the marriage checkup is a promising program for attracting new families to the center and improving their relationship health. To fit the context of Korean Healthy Family Policy, a new operation system, ‘Family Relationship Health Management System’ in which the marriage checkup plays a pivotal role of attracting and assessing couples/families is proposed.

The Marital Interaction Coding System-Global(MICS-G): A Validation Study

Few studies have utilized observational methods in the field of couple research even though using self-report questionnaires is prone to the subjective biases of the reporter. This study validates the Marital Interaction Coding System-Global (MICS-G), a global version of the well-established microanalytic observational coding system, Marital Interaction Coding System (MICS). Participants in the study consisted of 30 married couples with varied levels of marital adjustment who visited one of the Healthy Family and Multicultural Family Support Centers in Seoul, either for couple therapy or the “Marriage Checkup”program. Ten-minute problem-solving discussions were rated by two undergraduate student raters who were trained for 10 hours. Interobserver agreement based on percentage agreement and intraclass correlation coefficients showed a high level of agreement between raters in establishing interrater reliability. Convergent validity was established by: correlations among marital adjustment, psychological aggression, mental health, and MICS-G categories of conflicts, validation, invalidation, facilitation, and withdrawal. MICS-G categories also were successful in discriminating between distressed and nondistressed couples, which provides evidence of discriminant validity for MICS-G. This study showed that MICS-G is a promising method for researchers to observe couple interactions in a more cost-effective way. Methodological issues and practical applications are also discussed.

다문화가족 한국 남성 배우자의 부부관계 증진에 관한 연구

As the number of centers integrating Healthy Family Support Centers and Multicultural Family Support Centers increases, providing professional family services that meet the characteristics of multicultural families has increasingly been emphasized. The purpose of this research was to examine the behaviors and attitudes of Korean male spouses in multicultural families who are attempting to improve the quality of their marital relationships. It is also to provide suggestions for marital education programs for Korean male spouses. Focus group interviews were conducted with 12 Korean male spouses of multicultural families who participated in Multicultural Family Support Center programs. Themes related to the participants’ behaviors and attitudes were as follows: “responding flexibly to marital conflict;” “taking a neutral attitude toward conflicts between the mother-in-law and daughter-in-law;” “supporting families’ bilingual use;” “understanding the wife’s native culture;” “building trust by giving family economic rights to the wife and preparing for economic security after retirement;” “ agreeing on support for the wife’s family of origin;” “supporting the wife’s growth;” and “taking full advantage of the Multicultral Family Support Center and self-help groups.” Based on the results, marital education programs for Korean male spouses need to include four topics: family relations, multicultural understanding, family finances, and social support.

건강가정ㆍ다문화가족지원센터의 아버지참여 프로그램 현황 및 만족도 분석

The demand and supply of programs of parenthood programs for fathers are increasing with changes in the image of male parents. Under this backdrop, a necessary requirement is to analyze the current status of father programs that are spearheaded by governments and the satisfaction with them to determine if they actually meet the needs of fathers. This study conducted such an examination for the fatherhood programs that were provided as a mandatory public service by the Healthy Family & Multicultural Family Support Center in 2017. To this end, the research analyzed performance and satisfaction data on 776 projects, including 1293 programs that were required for provision in 101 integrated centers nationwide. The results showed that satisfaction with fatherhood programs differed according to the project area, the location of a center, the period of implementation, the methods of proceeding, the participation unit (whether an entire family or an individual family member), the number of participants, and the number of sessions. Overall, the level of satisfaction was higher in ʻʻfathers meetingsʼʼ (under the community domain) than ʻʻsupport for the father roleʼʼ (under the family relationship domain). In relation to implementation period, satisfaction with the programs was high in the 4th quarter of implementation. Satisfaction with the programs was also higher for culturally based initiatives than education-oriented programs. Satisfaction was higher when the participation unit was the family than when such unit was the individual. The smaller the number of participants, the higher the satisfaction level. Finally, the number of sessions was deemed satisfactory when it was completed in more than four sessions. This study is meaningful in that it provides the basis of effective use of the government budget by analyzing the status and satisfaction of the fatherhood programs, which have been implemented since the integration of the Healthy Families & Multicultural Family Support Center.

Certified healthy family specialists’ experiences of work and job satisfaction in seoul

The purpose of this study was to examine the Certified Healthy Family Specialists’ (CHFSs) work experiences and job satisfaction in the Seoul Metropolitan Local Healthy Family Support Centers (HFSCs). A total of 107 HFSC staff were recruited through 25 local HFSCs in Seoul. Descriptive statistics and multiple regression was performed to identify the work experience of CHFSs and factors that were associated with their job satisfaction. In terms of the CHFSs’ work experiences, the participants’ work hours were similar to the average Korean working hours, but they often worked on weekends or holidays. Their work flexibility and job satisfaction was a moderate level. CHFSs, however, experienced higher levels of job stress and emotional labor. Of the job satisfaction subcategories, satisfaction with their salary was the lowest, whereas they were the most satisfied with support from their colleagues and supervisors. Regarding factors related to the CHFSs’ job satisfaction, the participants’ socio-demographic characteristics including age and gender and their work-related variables such as work flexibility and job stress were significantly associated with their job satisfaction. This research reveals that a flexible work environment is extremely important for CHFSs in increasing job satisfaction. In addition, HFSCs need to provide employee support programs for CHFSs to reduce their job stress and burden of emotional labor. Increasing the work flexibility for CHFSs would help increase their job satisfaction considering their frequent weekend and holiday work. These findings also suggest that expansion of the organization and employee support system is warranted to help CHFSs remain in HFSCs and to provide quality services to families.
