Peran PERAN DINAS SOSIAL KABUPATEN PANDEGLANG DALAM PEMBERDAYAAN MASYARAKAT MELALUI PKH (PROGRAM KELUARGA HARAPAN) DI KELURAHAN KADUMERAK TAHUN 2022

Overty is a phenomenon and social problem and it is continuously studied and concern to the central government and regional governments. This study aims to find out the activities of the Pandeglang Regency Social Service in community empowerment through PKH (Program Keluarga Harapan) and to find out what efforts have been made by the Pandeglang Regency Social Service through PKH (Program Keluarga Harapan) in Kadumerak Village in 2022. Research methods used is a qualitative descriptive research method. The source of data in this qualitative research is to dig up information directly from sources of information that are considered related to community empowerment through PKH (Program keluarga harapan) in Kadumerak Village in 2022. As for the informant in this study is the Head of Social Protection and Security, Head of Social Welfare Section, PKH Facilitator, and KPM PKH Participant. The results of this study indicate that the implementation of PKH and the role of the Pandeglang District Social Service through PKH (Family Hope Program) in Kadumerak Village in 2022 is in accordance with its objectives, namely to provide health services, education and improve social welfare to very poor groups of people. The Pandeglang district social service experienced several obstacles, including data that was out of sync between KPM PKH participants and the original situation on the ground, and the length of time for updating data made it difficult for the Pandeglang District Social Service to enter data on new PKH participant candidates. Then there is a lack of public understanding regarding the PKH program. The efforts of the Pandeglang Regency Social Service in empowering the community through PKH (Family Hope Program) in 2022 are to improve the quality of information center services regarding PKH complaints and socialization by taking an outreach approach with the community regarding PKH (Family Hope Program). Quality of Work Life and Change Management

The concept of Quality of Work life (QWL) means having a work-environment where an employee’s activities become more important by implementing procedures or policies that make the work less routine and more rewarding for the employee. Results of high QWL are low absenteeism, high performance, and higher morale. To apply a new philosophical foundation in the organization, change management is needed. The objective of this study is to apply the QWL concept in a steel company located in East Java. Change management is needed to start the change process. The construct of QWL used are from the European Foundation for the Improvement of Living and Working Condition (EWON, 2002). The respondents are 24 people as the head of division and head of section. This study uses action research design conducted in a company, by applying the concept of change management from Lewin, which includes the stages unfreeze, move, and freeze. The given program is unfreeze program in a form of training with the aim to establish a self-awareness of employees to deal with change. The results obtained indicate that the program can unfreeze done to raise awareness of employees to change.

Effectiveness of Literacy and Numeracy Drive Application An Analytical Study Based on Teachers’ Perceptions and Students’ Learning Achievements in Punjab

The study’s objective was to discover head teachers’ and teachers’ perceptions about the role and students’ achievement trends in Literacy and Numeracy Drive (LND) data in mathematics and English except Urdu. LND as an application was a step taken by the Government of Punjab, Pakistan, which started in 2015 and continues in the government primary section schools for grade three students of the province. The population comprised all primary section heads and teachers in 53 boy’s public schools, consisting of 390 head teachers and teachers using a stratified sampling technique. The study’s nature was quantitative and involved a survey method for data collection. The achievements of students’ trends were analysed. The data collected were analysed using Mean as statistics with the help of the Statistical Package for Social Sciences (SPSS). The data revealed that head teachers and teachers have positive perceptions of English and mathematics, with high perceptions of mathematics. The students’ trends were also more positive in mathematics. It was recommended that mathematics in LND is more favourable than English. A study may be conducted for boys and girls separately by considering all three subjects of LND in Punjab province.

Using Analytical Hierarchy Process (AHP) for Developing a Performance Evaluation Model for A Human Resources Department in Private Sector in Saudi Arabia

Evaluating human resource departments discovers weak areas and supports performance measurements and continuous quality improvement. However, most research concentrates on the development of models that primarily assess the performance of individual human resources rather than focusing on the evaluation of the entire department. This study aims to formulate a model for evaluating the performance of human resource departments in Saudi Arabia's private sector. The proposed model studies HR standards using five well-known quality awards excellence models. Exploratory Factor Analysis (EFA) was then used to discover the factor structure of this model and examine its internal reliability to identify the underlying relationships between the assessment model criteria (factors). A questionnaire was designed and distributed to middle and high management levels, such as section head positions and above, in different organizations in the private sector in Jeddah. The analytic hierarchy process (AHP) was used to quantify the weights of the assessment factors and subfactors. Human resource experts estimated the relative magnitudes of the factors and sub-factors through pairwise comparisons. The results identified six main factors and seventy-eight subfactors for evaluating human resources department performance in any private sector. The findings indicated that the most substantial weight, constituting nearly 50 of the entire modules, was assigned to Factor 2, denoting "Justice and Human Development" (44.746%). This was followed by Factor 5, related to "Job Performance Management" (18.945%), and Factor 6, about "Occupational Safety" (12.554%). The factor with the lowest weight was Factor 1, representing "Career Guidance and Counseling" (7.601%).

The accuracy of Eclipse AXB and AAA dose algorithms with dental amalgam.

High-density materials used for dental restorations are poorly defined in CT imaging due to scanner limitations. Studies have established that Eclipse offers poor agreement with delivered dose in situations involving high-density material. Defining the accuracy of dose algorithms in situations involving high-density overrides would improve clinical outcomes both for target coverage and OAR sparing. Dental amalgam was placed within a solid water phantom and measurements were taken at 1cm increments beneath the amalgam down to a depth of 6cm. Exposed film was compared with Eclipse Treatment Planning system (TPS) calculations on a CT of the experimental setup. The amalgam was overridden with a range of HU values and material selections for dose calculation. AXB performs poorly at describing depth dose downstream of Amalgam, regardless of the override material selected. Query ID="Q2" Text="Please confirm the section headings are correctly identified." Applying the known mass density with the Anisotropic Analytical Algorithm (AAA) predicts an average of 1.8% and 2.8% for 6 MV and 10 MV beams. The closest agreement achieved using the Acuros XB (AXB) was overriding with stainless steel, which predicted approximately 1.1% and 1.8% above measured dose for 6 MV and 10 MV respectively. Without overriding the density of amalgam, AAA and AXB return depth dose predictions of 7.3% and 5.8% above film measurement for a 6 MV and 7.6% and 6.5% for 10 MV static beams. Applying override options to a clinical case using an anthropomorphic phantom showed using AXB with Stainless Steel as amalgam override returns the same results as AAA with mass density applied for amalgam. Both of these were in close agreement to the TPS.

Pengaruh Identitas Profesional, Locus of Commitment, Bystander Effect, dan Self Efficacy terhadap Niat Melakukan Whistleblowing

The aim of this research was to investigate how professional identity, locus of commitment, the bystander effect, and self-efficacy influence the intention to whistleblowing. This study builds on Taylor and Curtis (2010) application of the Theory of Planned Behavior (TPB) as its theoretical foundation. It employs a purposive sampling method, targeting respondents employed within regional working units (SKPD) in Sawahlunto City. Respondents consisted of employees who served as the Budget User Authorizations, Budget Makers, Budget Section Head, Commitment Making Officers, Pay Order Signing Officers, Head of Finance, Financial Administration Officers, Activity Technical Implementation Officers, Expenditures Treasurer, Treasurer of Goods, and Finance Staff. The data for this research was gathered through primary methods, using structured questionnaires distributed to 26 regional working units in Sawahlunto City. Hypothesis testing was conducted using IBM SPSS Statistics 25 software. The findings of the study reveal that: (1) Professional Identity not significant influence whistleblowing intention; (2) Locus of commitment positively significant influence whistleblowing intention; (3) Bystander effect not significant influence whistleblowing intention; (4) Self efficacy positively significant influence whistleblowing intention.

The Implementation of Legal Protection Against Economic Exploitation of Street Children in Yogyakarta City

This research investigated the initiatives undertaken by the Yogyakarta City government to legally protect street children from economic exploitation. It focused on the roles of key institutions such as the Department of Social Affairs, Labors, and Transmigration in the city of Yogyakarta along with the local Children Protection Commissioner. The research explored the challenges these bodies faced in executing their duties. Utilizing empirical methods, interviews were conducted with relevant stakeholders including the head of the rehabilitation section of the Department of Social Affairs, the chairperson of the Indonesian Children Protection Commissioner in the district of Yogyakarta, and their team members. The findings revealed that despite numerous programs and regulations implemented by the Yogyakarta city government to protect the rights of street children, economic exploitation persisted primarily due to poverty. This research highlighted the gap between policy implementation and its effectiveness, suggesting a need for a review of existing measures and potentially the development of new strategies to address the economic exploitation of street children in Yogyakarta.

Do educators get it? Examining understanding of compulsory civic education for learners in Zambian secondary schools

This study explores educators' understanding of the rationale for Civic Education to be taught as a compulsory subject to learners in secondary schools in Zambia, as enshrined in the national policy on education. The study was conducted in all secondary schools of Kabwe district, guided by the Advocacy Coalition Framework Theory (ACF). Using a mixed-method approach within a pragmatic research paradigm, data were collected from 239 participants. Quantitative insights were derived from 215 respondents across 32 selected schools, including head teachers, heads of Social Science departments, heads of Civic Education sections, and Civic Education teachers who completed an online questionnaire. Qualitative data involved interviews with 24 educators and 2 Ministry of Education officials, supplemented by document analysis of national policy and curriculum frameworks. Findings underscore a robust awareness among educators of Civic Education's role in fostering informed citizenship and preparing learners for democratic engagement, focusing on four themes: (1) cultivating informed learners, (2) promoting good citizenship and social cohesion, (3) preparing learners for political engagement, and (4) enhancing critical thinking skills. Additionally, findings may inform policy and practice. Recommendations include enhancing professional development through targeted training programs, ensuring curriculum alignment with national policy frameworks, promoting interdisciplinary collaboration among departments, and establishing mechanisms for ongoing program evaluation to ensure effectiveness and continuous improvement. These recommendations aim to strengthen compulsory Civic Education implementation in Kabwe District, Zambia, fostering a knowledgeable and engaged citizenry capable of contributing positively to society.

Implementasi Prinsip Good Governance Dalam Pelayanan Pembuatan E-KTP Pada Kecamatan Sepatan Timur Kabupaten Tangerang

This research aims to gain a deeper understanding of the East Sepatan District's efforts in realizing excellent service in issuing E-KTP, which is based on the principles of good governance. Using a descriptive and qualitative approach, data was collected through field observations through interviews with informants consisting of Heads of Sections, Secretaries and Employees in East Sepatan District, as well as notes. Next, the data obtained was analyzed from the data reduction process, data presentation, and drawing conclusions. E-KTP services in East Sepatan District must meet the principles of good governance standards, namely including the principles of professionalism, transparency, supervision, responsiveness, democracy and participation, efficiency and effectiveness, foresight, and law enforcement, all of which comply with good governance standards. is trying to improve all these aspects and can be said to be almost on the verge of being good, but there are still several shortcomings and weaknesses in its implementation. The results of interviews and observations show that the e-KTP making service in East Sepatan District meets all the specified indicators. Solution So that good governance can be implemented optimally, governance principles such as legal regulations and justice need to always be considered and evaluated.

Analisis Evaluasi Pelaksanaan Tugas Dinas Koperasi, Usaha Kecil Menengah, Perindustrian Dan Perdagangan Kabupaten Pelalawan

The aim of this research is to determine the evaluation of the implementation of the duties of the Department of Cooperatives, Small and Medium Enterprises, Industry and Trade of Pelalawan Regency in developing the Bono batik industry. This research was carried out by looking at the evaluation of the implementation of tasks in the development of the Bono batik industry from several points of view, namely coaching, facilitating facilities and infrastructure, and supervision. In its implementation the researcher carried out data analysis using a descriptive survey where the researcher described the actual situation of what happened. during research by collecting data, classifying and analyzing so that an analytical formulation of the problems faced can be obtained and then a conclusion can be drawn. The type of data used is primary data obtained directly from respondents, namely the Head of the Industrial Development Section and all batik craftsmen at Rumah Batik Andalan. Meanwhile, secondary data is in the form of books, official government documentation obtained from the Industrial Development Section and Rumah Batik Andalan. To collect data, researchers used questionnaires, interviews and observations. Based on the results of research conducted by researchers regarding the Evaluation of the Implementation of the Duties of the Pelalawan Regency Cooperatives, Small and Medium Enterprises, Industry and Trade Department in Industrial Development (Batik Bono Industrial Study), it can be concluded that the implementation is in the score range of 195 in the Poorly Implemented category. Which means it hasn't been implemented well.

Analisis Program Magang Jepang Dalam Penciptaan Lapangan Kerja Baru (Studi Pada Dinas Tenaga Kerja dan Transmigrasi Provinsi Jawa Timur)

Qualitative research which aims to answer questions about how the Japanese internship program is implemented at the East Java Province Manpower and Transmigration Service and how effective the Japanese internship program is in creating new jobs.The research method used is a descriptive qualitative approach with a type of research study on objects. Data collection was carried out by interviews with informants in this research, namely the head of the management development section of the East Java Provincial Manpower and Transmigration Service, the selection committee for the Japanese internship program, Japanese post-internships.The results of this research conclude that the implementation of the Japanese internship program can be said to be effective because it is in accordance with existing regulations but there are few obstacles when conducting outreach to each district or city with regional autonomy. Regarding the effectiveness of the Japanese internship program in creating new jobs when they return to Indonesia, based on research results, Japanese internship activities can have a positive impact, namely being able to create independent entrepreneurs in both business and service sectors and having employees, and providing more effective work opportunities by utilizing certificates. to apply for jobs in Indonesia, both private and public.

Independence and objectivity of internal auditors within provincial governance systems

The study addresses the dearth of research on internal audit activity independence (IAAI) and internal auditors' objectivity within South Africa's (SA) provincial governance systems, despite their crucial role in government department performance. A mixed research approach was employed, using 260 purposely selected participants. Questionnaires, telephone interviews, and focus group discussions were used as data collection instruments. A triangulation of descriptive statistics and thematic analysis was applied to report the findings. The study found that management is not taking timely corrective action based on audit findings and recommendations. Internal auditors have friendship relationships with auditee employees, sectional heads are not cooperating with the internal audit function (IAF), and management has a negative perception of the IAF, viewing it more as a fault-finder than as adding value to the organization. Furthermore, the study's insights offer practical implications for improving internal audit practices within provincial governance systems, thereby facilitating better governance and operational efficiency.

Ibn Ḥabīb’s Book of Scrupulosity

ʿAbd al-Malik ibn Ḥabīb (d. Cordova, 238/853?), Kitāb al-Waraʿ, is a series of about 350 quotations, topically organized. Most section headings name things to avoid, waraʿ referring to scrupulosity, meaning to keep away from the forbidden by avoiding even the doubtful. Quotations go back to persons of all generations, from earlier prophets to Ibn Ḥabīb himself. Particularly notable is a section on trade, in which the Prophet calls traders and cultivators the worst of his community. It presumably reflects local, Andalusian concern with assimilation to the subject population. Ibn Ḥabīb, al-Waraʿ, cites the Prophet much more often than other collections on waraʿ. Altogether, scarcely one item in six in Ibn Ḥabīb’s collection lacks a parallel in other extant collections of pious sayings. Relatively numerous quotations of Asad b. Mūsā (d. 212/827) not found in his Kitāb al-Zuhd tend to confirm that the extant text is only a fragment of the original. However, the chief significance of Ibn Ḥabīb, al-Waraʿ, may be to confirm that other works at our disposal reliably represent the larger literature of piety in the ninth century CE.

Fenye by the Numbers: A Quantitative Analysis of Astrological Contents in Chinese Local Gazetteers

Abstract Fenye (分野, lit., “field allocation”), is a traditional Chinese astrological system that associated celestial phenomena with regions on earth since ancient times. During middle and late imperial China, many literati writings criticized this system as illogical. Yet in the local gazetteers that were compiled in late imperial China to document local data within each administrative region, compilers continued to use fenye as the canonical way to identify their regions within the vast empire. The Jesuit introduction of Western sciences to China, in particular the technology that could precisely locate any place or region with latitude and longitude, appeared to render fenye obsolete, which fueled even more literati criticism. Modern scholars consider the public criticism from the Qianlong emperor and the resulting removal of fenye from the 1781 Rehe Gazetteer the end of fenye in imperial orthodoxy. However, by quantitatively analyzing a collection of 4,410 titles of local gazetteers and their section headings, this paper reveals many examples of local literati who resisted removing fenye entirely from their local history, well into the late Republican period.

CEGAH MALADMINISTRASI: Fungsi Pengawasan Ombudsman Sulawesi Tenggara di Pelabuhan Feri Kendari-Langara

The aim of this research is to determine the supervisory function of the Ombudsman of the Republic of Indonesia Representative of Southeast Sulawesi in preventing maladministration and improving services at the Kendari-Langara Ferry Port. Using qualitative descriptive research methods. The informants in this research were 2 Heads of Representatives and Prevention Assistants for the Republic of Indonesia Ombudsman for Southeast Sulawesi Province as well as the Head of the Operations Section and UPTD Levy Collection Officer Pel. There were 2 people on the Kendari-Langara Ferry and 2 people from the public/passengers who were determined using a purposive sampling technique. Data collection techniques through in-depth interviews and documentation studies. Interactive data analysis technique according to Milles Humerman and Saldana (2014). The results of the research show that the implementation of supervision by the Indonesian Ombudsman Representative for Southeast Sulawesi on services at the Kendari-Langara Ferry Port has gone well, however, the effectiveness of supervision of services carried out by the Kendari-Langara Ferry Port UPTD, Southeast Sulawesi Province is not good enough as seen from one of the Tangibles indicators. (touchable) has not been met, while the 4 indicators of Reliability, Responsiveness, Assurance and Empathy have been running well in providing services at the Kendari-Langara Ferry Port.

Implementasi Kebijakan BLT Berdasarkan Analisis Van Meter Dan Van Horn (Magang Kerja Di Desa Sidomulyo Kecamatan Batu Kota Batu)

Direct Cash Assistance (BLT) is direct assistance in the form of a certain amount of cash for households that really need it, namely households that are included in the very poor category. This program was launched by the government as social protection for the poor to reduce the negative impact of The policy of adjusting compensation to reduce fuel subsidies is to help poor people meet their basic needs. The objectives of this research are (1) to find out the implementation of the Direct Cash Assistance program policy in the Sidomulyo Village area, Batu District, Batu City. (2) to find out what are the supporting and inhibiting factors from the government of the village government in implementing the Direct Cash Assistance policy in Sidomulyo area, Batu District, Batu City. The type of research used by researchers is descriptive research with a qualitative research approach, the focus of the research is (1) Implementation of public policy (2) Direct Cash Assistance Program in Sidomulyo Village (3) Analysis of Van Meter and Van Horn so that the informants in this research are (1 )Head of Sidomulyo Village, as general person in charge of the area. (2) Village Secretary as person in charge of administration (3) Head of the People's Welfare Section as person in charge of the Direct Cash Assistance Program in Sidomulyo Village.

Barriers to Implementing Civic Education as a Compulsory Subject in Kabwe District Secondary Schools, Zambia

Civic education stands as a cornerstone in shaping active citizenship and fostering democratic values within the educational systems. However, the Zambia national education policy provides that the subject should be taught to all learners at the senior secondary school level. Nonetheless, this study investigated the barriers to implementing civic education as a compulsory subject at the senior secondary school level in Zambia, with a focus on Kabwe District secondary schools. Employing a mixed-methods approach under the convergent parallel design, quantitative and qualitative data was simultaneously collected from 319 participants comprising head teachers, heads of department social sciences, teachers of civic education, section heads, grade 12 learners and key informants from the Ministry of Education. An online questionnaire was employed to collect quantitative data presented on charts, while qualitative data was gathered through interviews, focus group discussions and document review was presented thematically. Findings reveal high value attributed to civic education by offering the subject to all learners, ensuring adequate-skilled teachers, encouraging active civic engagement opportunities and adequate allocation of material and resources. Barriers identified included the optional status of civic education in the 2013 curriculum framework, lack of clear guidelines, insufficient planning, and inadequate support from authorities. The study contributes valuable insights for policy makers, educators and researchers, informing decision-making processes, curriculum development, and policy adjustments. The study recommends policy reforms by the government to maintain the status of civic education as a compulsory subject in the curriculum framework by lobbying for clear guidelines and emphasising its value.

Pengaruh Pendidikan dan Pelatihan (Diklat) dan Motivasi Kerja Terhadap Kinerja Pegawai Pada RSUD Pandega Pangandaran

Employee performance is not optimal, this can be seen from the level of punctuality which gets the lowest score. Based on the results of an interview with the head of the civil service section at Pandega Pangandaran Regional Hospital, punctuality has decreased because there are still employees coming and going home not according to the specified schedule. The level of quality (quality) is not yet optimal, this is because employees are not doing their work on time according to the predetermined targets. Employee performance is influenced by training and work motivation. Overall, it can be concluded that the training at Pandega Hospital, Pangandaran Regency has not been fully effective. Employee responses to the implementation of training education in 2023 show that there is a lack of achievement. This is because the training materials and techniques are not appropriate to the objectives and cannot be understood by participants. Overall motivation at Pandega Hospital, Pangandaran Regency can be said to be mediocre. This can be seen from the employee's response to the existence indicator which is the lowest indicator. The monthly salary provided is not enough to meet the daily needs of employees, while the health insurance offered by the company functions as a motivating factor for employees. This research uses a descriptive and case study approach, with a quantitative design. The data analysis techniques used include testing instruments to assess validity and reliability, testing research models using the coefficient of determination, and testing hypotheses through t tests and F tests. The results of the research show that (1) Training has a positive and significant effect on employee performance at RSUD Pandega Pangandaran. This means that if training is improved, the performance of employees at Pandega Pangandaran Regional Hospital will also increase. (2) Work motivation has a positive and significant effect on employee performance at Pandega Pangandaran Regional Hospital. This means that if work motivation is increased, the performance of employees at Pandega Pangandaran Regional Hospital will also increase. (3) Training and work motivation have a positive and significant effect on employee performance at Pandega Pangandaran Regional Hospital. This means that if training and work motivation are improved, the performance of employees at Pandega Pangandaran Regional Hospital will also increase.

Measuring Blue Ocean Leadership activities in public organizations: field research in the Ministry of Communications

This study aims to identify the level of application of blue ocean leadership activities in public organizations and to build a conceptual and cognitive framework around this concept. The study adopted a descriptive-analytical approach, and the research sample consisted of (95) individuals from the senior management working at the center of the Iraqi Ministry of Communications (director general, department manager, section head). The data analysis technique used is structural equation modeling (SEM) and the Statistical Package for the Social Sciences (SPSS). The results indicate that the senior management in the Ministry of Communications is working to adopt the blue ocean leadership style through its activities, but not to the level that highlights the role of this leadership style and its importance in achieving gains and leadership goals, by coordinating the efforts of employees and extracting the best of their ideas and innovative solutions that add value to the services provided by the ministry. This study differs from previous studies in that it was studied at the level of the public sector, and it examines the level of availability of blue ocean leadership activities in public organizations.

Perancangan Sistem Monitoring Perjalanan Dinas Pada Komisi Pemilihan Umum Provinsi Sumatera Utara Berbasis Web

<p><em>In general, official travel is travel undertaken by employees in a company that is related to official work duties. The official duties of the North Sumatra Province General Election Commission still use manual methods by recording documents in the official travel system. And they do not yet have an effective monitoring system designed to facilitate their activities, so that the official travel system does not run according to its development. The method used is waterfall because it has a design flow to find out directly the needs of the secretary, head of section, head of sub-section, treasurer to meet clear needs. With the design of this monitoring system, North Sumatra provincial KPU employees can search for official travel data easily and quickly.
