Literature Review on the Construction of Service-Oriented Government in China from the Perspective of Network Governance

In the context of globalization, informatization and knowledge economy era, the social elements are moving towards multi direction, with the gradual rise of civil society and the emergence of non-governmental organizations, great changes have occurred in the social governance structure, the public affairs governance environment is more complex. The fast and diverse change of the social environment, resulting in a separation of powers, blurred boundaries between organizations, but also producing many "networks" across the variety of different areas. In the face of the complex network, the traditional hierarchical government model has been unable to meet the needs of the times. The bureaucratic system, which is linked by control, command, rigid work restrictions, and inward organizational culture, is no longer suitable for dealing with complex issues that often go beyond organizational boundaries. While network governance is to realize and promote the public interest as the core value, advocating government departments, social organizations, and many other subjects cooperate to share public power in an interdependent environment. Compared to the traditional management system, network governance can more effectively coordinate and manage the cooperation network between the different levels of governments and the various departments.

Freedom, civil society legalism, pluralism, useful, constructive and healthy competition in society, political participation, elections, a comprehensive constitution, and the growth of non-governmental organizations, fundamental freedoms and the provision of civil and political rights are the most important components of political development are. New movements are also mainly social and cultural in nature and emerged with the aim of reviving identity, deepening and developing political participation in Islamic and Arab societies. Some affiliated Arab regimes, such as the government of Al-Saud and the military regime of al-Sisi in Egypt, consider democracy to be a great and serious threat to the survival of their regime. Findings show that political culture, diplomatic support and guarantees, economic aid and foreign intervention are important obstacles to political development in the Arab world, and Arab regimes deliberately and sometimes inadvertently engineer polarization methods in society to prevent this. By the way, their authoritarian methods seem to be the last obstacle to the total collapse of their countries. Such conditions are certainly crucial to the survival of the Arab world governments and the Arab coup military regimes in the Middle East and North Africa. The method used in this research is qualitative (descriptive-analytical) and the method of collecting information is the use of library resources.

Role of nongovernmental organizations in community mental health

This article focuses on the work done by nongovernmental Organizations (NGOs) in mental health (MH) in India and will illustrate in broad strokes the growth of NGOs in the MH sector. It describes the evolution of MH services over the years with specific emphasis on community MH activities undertaken by NGOs. The role of the MH NGO in bridging the MH gap and the activities that have been undertaken ranging from primary prevention work to tertiary care is discussed. The inherent strengths that the NGOs have in working with communities and their ability to provide holistic care and services beyond the medical model by involving a wide array of workers ranging from MH professionals to peer support providers is examined. The need for private–public partnership in MH is emphasized as the way forward along with leveraging digital technologies that has now come into sharp focus following the COVID pandemic.

Over the years, we have seen the growth of Non-governmental Organizations (NGOs)' activities in Bangladesh and their massive influence on its development process. This article looks at the field-workers employed by local NGOs in Bangladesh. This paper's main objective is to find out funding pattern, project continuation, and their effects on field workers' careers. A total of 50 respondents were randomly selected from 10 local NGOs of the Rajshahi City Corporation Area (in the north-western part of Bangladesh). It was found that NGOs' foreign funding declined in Bangladesh due to its transformation to a middle-income economy. A large number of field-based workers lost their jobs from local NGOs due to fund crisis. Current development workers were worried about their job. Their lives and livelihoods were at risk. Almost every aspect of Bangladesh's socio-economic development has had local NGOs' input, including women's development, microfinance, education, and health. Entrepreneurial opportunity discovery dimensions and growth of non-governmental organizations in Kenya

Non-Governmental Organizations (NGOs) play a critical role in addressing social ills like poverty, employment, and food insecurity; therefore, their growth prospects enhance their ability to address these social ills. Discovery of entrepreneurial opportunities amongst the agro-based NGOs has not got the desired attention, and it is the least researched area in social entrepreneurship. This study investigated the relationship between Entrepreneurial Opportunity Discovery Dimensions and Growth of Non-Governmental Organizations in Kenya. It employed correlation design and was anchored on the Kirznerian Entrepreneurship Theory. The target population was 135 agro-based NGOs in Kenya. A mixed-method approach was used, combined qualitative and quantitative techniques. Statistical Package for Social Sciences (SPSS) version 21 and Analysis of Moment Structures (AMOS graphic-25) aided in the analysis. Structural Equation Modeling (SEM) using AMOS and Simple linear regression analysis were the primary analysis techniques used to evaluate the relationship between entrepreneurial opportunity discovery dimensions and the growth of NGOs. The results indicated that alertness0.372, p=0.033)and prior knowledge (0.163, p=0.031) have a significant favorable influence on growth, while social networks 0.047, p=0.713) showed an insignificant effect on the growth of NGOs. Investing in acquiring alert individuals and helping them gain relevant knowledge in the 21sttechnologies and emerging issues can lead to increased NGO ability to continue serving the community effectively and be engines of development for the general good of Kenya.

The emergence of non-governmental organizations (NGOs) were actively empowering women can supplement the lack of implementation of the programme of empowerment from the Government. In spite of all its shortcomings, a previous Study demonstrated that NGOs are more effective in carrying out the empowerment programs with a variety of models and strategies. Mother’s best friend Foundation (YSI) undertook to actively empower women in Yogyakarta and mengooptasi way to implement Islamic values not only in theoretical level but also practical. This paper discusses how YSI implement Islamic values and the implications for how the process of empowerment. This research uses qualitative approach method of verstehen to interpret the subject’s understanding of research on Islamic-based empowerment. Data collection techniques using participatory observation and indepth interview against informants chosen by purposive. The results showed that the application of the values of Islam is more of an approach at once an instrument of women’s empowerment. Islamic practices are applied in the empowerment of such a contract, pledge, pengajian, infaq is able to push the lancarnya the process of empowerment. The subject of research looked at that program of empowerment is the obligation to family and
 God. Nevertheless there are several members resigned because the program prove incriminating. On the one handthe implementation of Islamic values become the driving force of empowerment, on the other hand give rise to a difference of views among the participants and facilitator so that it becomes counterproductive.

Between \u2018Pioneers\u2019 of the Cardiovascular Revolution and Its \u2018Late Followers\u2019: Mortality Changes in the Czech Republic and Poland Since 1968

After several decades of stagnation, mortality in most Central European countries started to decrease after 1989. The Czech Republic and Poland were the first former Communist countries in this region to experience a rapid and sustained increase in life expectancy. This study focuses on the trends in cause-of-death mortality that have contributed to the recent progress in these two countries. The analysis is based on the cause-of-death time series (1968–2013) reconstructed in accordance with the 10th ICD revision, which makes the data fully comparable over the full period under study. Actual trends in cause-specific mortality are presented, and age, sex and causes of death components of life expectancy changes are disentangled. In both countries, the reduction in cardiovascular mortality at adult and old ages was crucial for the increase in life expectancy after 1991. Results are discussed in the context of institutional changes that occurred after the fall of Communism, such as the reorientation of health policies and the emergence of non-governmental organizations. Changes in health-related attitudes and behaviours as well as structural changes in societies, notably the rising share of persons with tertiary education, are also discussed.

Embodying the Modern: Neoliberalism, NGOs, and the Culture of Human Rights Practices in Nigeria

IntroductionThis article is my attempt to unravel the growing influence of NGOs (nongovernmental organizations) in Nigeria. There are two important elements in mapping NGOs in Nigeria today. First, the culture of NGO is emblematic of the ways in which neoliberal economic and political reforms in Africa, and particularly in Nigeria, change the face of the state, thereby creating a new space that prioritizes NGOs as a better alternative to the state. Second, by creating new spaces for NGOs to thrive, neoliberalism incorporates NGO leaders into the class of elitism. Politics is and continues to be considered the domain of elite politicians who have been in control of the political process in postcolonial Africa. NGO leaders have historically seen these politicians as standing in the way of economic and political development of Africa and Nigeria. Unfortunately, this disdain for political leaders has led NGO practitioners, who are now a part of the new elite class, to present themselves as non-political and non-partisan. This decision leaves political participation and contests for elections in the hands of the elite politicians NGO leaders oppose. Such decisions by NGO leaders ignore the possibility of using their new elite status as a mechanism for real change.The combination of these two elements has continually produced outcomes such as economic and political deprivation for many citizens in ways that have promoted NGOs and CSOs (civil society organizations) to the status of rescue organizations. One such outcome is that NGOs have become one of the fastest growing industries in Nigeria. They cater to the needs of thousands of unemployed youths by employing them in such as periodic election monitoring or regular reporting of human rights violations to the transnational networks of human rights organizations in the global north.Illustrative of these are the activities of CLEEN Foundation (formerly known as Center for Law Enforcement Education in Nigeria), and CISLAC (Civil Society Legislative Advocacy Center). Both CLEEN and CISLAC emerged in Nigeria as a result of promotion of neoliberal economic and political in the post-Cold War era by international financial institutions (e.g., the International Monetary Fund, the World Bank, the Paris and London Clubs). While these two organizations are not alone in promoting this particular set of practices, mapping the political trajectory of its leaders provides a clear understanding of how neoliberalism promotes apolitical CSOs in ways that create new sites of power.This article also examines the emergence of NGOs in Nigeria through the location of their proliferation within a transnational economy shaped by the dominant international capitalist system. This system privileges the idea that a free market economy is deductively inscribed in the freedom of citizens, but the citizens' ability to actively participate in the affairs of the nation-state is inhibited by state (such as the violation of human rights, illegal detention, and the denial of access to land, livelihood, and resources) that negate neoliberal practices. This idea further suggests that private ownership of capital should trump the public good. Central to this idea is the notion that the state-already seen as oppressive and a locus of rights violations-does not have the capacity to mold citizens. In contrast, CSOs and NGOs are considered to be important in the construction of a new society that embodies modern ideas about participation, respect for human rights, and the molding of good citizenship. I examine what I call the rearticulation of praxis and reordering of practices by looking at the changing meaning of CSOs and NGOs in most academic literature, and suggest that there is a need to focus on how the particularities of Nigeria dictate how CSOs and NGOs shape practices.Finally, I look at the work of CLEEN and CISLAC to show how they have reshaped national discourses about power and social inequalities in ways that feed into neoliberal discourses of power and social structures. …

Chinese non-governmental organizations involved in HIV/AIDS prevention and control: Intra-organizational social capital as a new analytical perspective.

HIV/AIDS is a major public health and social problem worldwide, and non-governmental organizations (NGOs) have played an irreplaceable role in HIV/AIDS prevention and control. At the present time, however, NGOs have not fully participated in HIV/AIDS prevention and control in China. As an emerging focus on international academic inquiry, social capital can provide a new perspective from which to promote the growth of NGOs. The Joint United Nations Program on HIV/AIDS (UNAIDS) recommends creating regional policies tailored to multiple and varying epidemics of HIV/AIDS. In order to provide evidence to policymakers, this paper described the basic information on NGOs and their shortage of social capital. This paper also compared the actual NGOs to "government-organized non-governmental organizations" (GONGOs). Results indicated that i) Chinese NGOs working on HIV/AIDS are short of funding and core members. GONGOs received more funding, had more core members, and built more capacity building than actual NGOs; ii) Almost half of the NGOs had a low level of trust and lacked a shared vision, networks, and support. The staff of GONGOs received more support from their organization than the staff of actual NGOs. Existing intra-organizational social capital among the staff of NGOs should be increased. Capacity building and policymaking should differentiate between actual NGOs and GONGOs. The relationship between social capital and organizational performance is a topic for further study.

NGOs and Legitimacy in International Development

The end of the Cold War melted the bipolar world that arranged most every international policy in terms of West and East. Once freed from this aspic, nongovernmental organizations (NGOs) emerged on the world stage with new power and stature to shape agendas in international development. These changes have altered the face of international development assistance and presented new challenges for the design of new international development institutions and the continued relevance of the old. This Article takes up those challenges and, in doing so, fills a gap in two distinct but related bodies of scholarship. The post-Cold War growth of NGOs and their proper role in public international affairs has been the subject of a robust literature in legal scholarship. The impact of globalization on international development is also extensively discussed in scholarship on development economics and global justice.

Genesis and growth of the NGOs: Issues in Bangladesh perspective

NGOs (Non-governmental organizations) activities have virtually grown into a movement in Bangladesh and eventually playing a very significant role in the nation’s development process scene. NGOs have not been evolved over time. The NGOs throughout the world have evolved in the specific context of the society. The context of the developed countries and developing countries are certainly different. The last three decades, enormous growth of NGOs in Bangladesh. Bangladesh has been regarded as the land of NGOs. This paper highlights common assumptions about the growth and genesis of the NGOs in Bangladesh. This study is mostly based on secondary information. The paper is based on the content analysis of different secondary sources of data and information. Observations are also drawn from several interview sessions. Blurring Boundaries: The Integration of NGOs into Governance in Kenya

This article examines the impact of the proliferation of nongovernmental organizations (NGOs) on governance in Kenya. Looking specifically at service provision, it analyzes how the growth of NGOs has begun to change the way decisions are made and policy is formulated. In so doing, the article explores shifting NGO–government relations over time. The governance of service provision has become a complex, intertwined affair in which NGOs sit on national policymaking committees, government integrates NGO plans and budgets into national policy, and government actors learn from and copy NGOs' participatory, accountable approach. Through (1) the integration of former NGO leaders in government, (2) increasing the variety of voices heard in government decision making, (3) lobbying by NGOs, and (4) mimicry of NGOs by government, governance of Kenyan service provision has begun to become more democratic. Through such changes, developing countries are witnessing a blurring of the line between public and private.

Oil Can Make A Difference: Collaborating With NGOs In Azerbaijan

This study reports the findings from a 2006-2007 research project of non-governmental organizations (NGOs) in Azerbaijan. There is reason to believe that the changes in Azerbaijan's economy because of oil in the Caspian Sea will spur added growth of NGOs and be a catalyst for an expanded civil society, if only because of the international attention that such development brings. As an integral part of the development of a civil society, NGOs serve a special mediating role between the government and the population and they can be important forces for change. They can fill service and program gaps and meet local needs when government is unwilling or unable to do so. Using principles for the development of civil societies, the NGOs in Azerbaijan are slowly making progress. Current practices were documented through interviews conducted by the author, literature reviews, correspondence and record review. There are serious concerns that international businesses must be aware of when doing business in Azerbaijan and forming mutually beneficial partnerships with NGOs.

Non-governmental organizations service quality for development of basic education in Pakistan

In this paper, the authors discuss the role of education in the upliftment of the society and the provision of educational opportunities to masses by government and Non-Governmental Organizations (NGOs). The major purpose of the present study was to observe the emergence of NGOs in the development of basic education in Pakistan. This study was a survey type used to identify the areas of working, general organizational structure and the achievements and services provided at basic education schools/centres established by NGOs. A stratified sample of twenty two NGOs was selected among the NGOs enlisted in the directory of NGOs (Punjab, Pakistan) with their identified areas of educational activities. Interview schedule was used to gather data from concerned personnel and further official records were also observed to validate perceptual assessment. Tentative conclusions were drawn regarding the general structure, areas of operation, services, enrolment and facilities at centres by NGOs along with their future plans. What’s New in Brazil’s “New Social Movements”?

The concept of “new social movements,” characterized by a focus on identity, cannot readily be transferred to a Latin American context. Latin America never experienced the postmaterialist turn that led some to call certain European social movements “new.” In addition, as the case of black organizing in Brazil demonstrates, identity-based Latin American social movements are much older than the literature suggests. What was indeed a Latin American novelty of the 1980s was the massive emergence of nongovernmental organizations (NGOs). In the case of Brazil, these organizations emerged in response to new financial opportunities provided by international donors and the coercive and paternalistic actions of states, a reality that the concept of new social movements is unable to capture. Both the long history of identity-based organizing and the emergence of NGOs can be explained by focusing on political opportunities and changing protest repertoires.

Ahoy There! Toward Greater Congruence and Synergy Between International Business and Business Ethics Theory and Research

ABSTRACT:The literatures of business ethics and international business have generally had little influence on each other. Nevertheless, the decline in the power of nation states, the emergence of non-governmental organizations, the proliferation of self-regulatory bodies, and the changing responsibilities, roles, and structure of multinational corporations make constructive engagement between these two disciplines imperative. This changing institutional landscape creates many areas of common concern. In this article, we describe the changing institutional context of global business and suggest ways in which both business ethics and international business may inform each other more fruitfully.

The development and institutionalization of Romani representation and administration. Part 3c: religious, governmental, and non-governmental institutions (1945–1970)

This article is the fifth and final in a Nationalities Papers series providing an overview of the development of Romani political group representation and administration, from the arrival of Roma to Europe up to 1971, the landmark year of modern transnational Romani politics. The article concentrates on the period between the Second World War and 1970 and the emergence of the following phenomena which distinguish this period from those covered in the previous articles: some limited Romani participation in non-Romani mainstream political or administrative structures, an international Romani evangelical movement, reconciliation between Romani political representation and the Catholic Church, national institutions created by various governments to aid the administration of policies on Roma and rapid growth of non-governmental organizations addressing Romani issues.
