Analysis on Green Building and Sustainable Development of Urban Economy

Worldwide, with the acceleration of urbanization and the increasing pressure on resources and environment, the waste of resources and the destruction of environment caused by the traditional building mode have become an important problem faced by urban development. Therefore, as a resource-saving and environment-friendly new building form, green building has been highly concerned by the government, enterprises and all sectors of society. Green building, with its environmental protection, resource saving and energy efficient characteristics, has a positive impact on the sustainable growth of urban economy. This paper will discuss the close relationship between green building and urban economy, and analyze the mechanism of their mutual promotion. The advantages of green buildings in reducing energy consumption, reducing carbon emissions and improving indoor air quality not only help to improve the quality of life of residents, but also minimize the impact on the ecological environment. This paper aims to discuss the relationship between green building and sustainable development of urban economy and its significance to urban development by analyzing the way and ability of green building to save energy and resources.

The impact of producer services agglomeration on green economic development: Evidence from 278 Chinese cities

Driven by market and government forces, China's producer services industries have shown a trend of agglomeration. However, whether this trend can further promote the development of a green economy remains to be explored. Using the panel data of 278 Chinese cities from 2004 to 2017, this study empirically investigates the impact of China's producer services agglomeration on green economic development and examines the moderating effects of relevant industrial and environmental regulation policies. The results show that: (1) Producer services agglomeration promotes China's green economic development, which is obtained by promoting industrial structure upgrading and green technology innovation. (2) The development zone upgrading policy and command-and-control carbon emissions reduction policy can strengthen the positive impact of producer services agglomeration on the green urban economy. (3) The carbon trading policy, as a market-based carbon reduction tool, does not affect the green economic effect of the producer services agglomeration during the sample period.

Environmental institutional supply that shapes a green economy: Evidence from Chinese cities

In the toolbox for environmental governance under urban governments, is environmental institutional supply an effective tool to advance the improvement of economic growth quality? This study used data mining and text analysis to obtain the institutional data of 278 cities in China on environmental pollution management and assesses the quality of urban economic growth from the perspective of pollution reduction and total factor productivity improvement. Regression analysis with the temperature inversion in cities as the instrument confirms that environmental institution supply has significantly reduced the PM2.5 emission concentration in China's urban economic growth. Increasing environmental institutional supply has a more salient effect on green transformation in inland cities relative to coastal cities. In a more in-depth discussion, we combined productivity analysis that considering resource and environmental constraints and panel quantile regression and found that, while having a positive effect on cities in the lower quantile of total factor productivity, environmental institutional supply has a negative effect on cities in the higher quantile. Promoting green technological innovation and increasing employment in the field of environmental protection are important channels for environmental institutional supply that shapes a green urban economy.

Practical approach to the sustainable development in cities

The concept of sustainable development increasingly affects cities and the challenges they face. At the present stage of sustainability awareness it is desired that the discussion about the city development combines the financial aspects and harmonious social relationships with the natural environment. The role of local authorities in implementation processes is undeniable. The objective of the paper is to verify theoretical assumptions regarding sustainable development governance in cities. A special attention is paid to transport and logistics solutions as supported measures but also as barriers of implementation. The detailed questionnaire in the form of the survey was chosen to examine how local governments practice the concept of the green urban economy to strengthen the sustainable development in different cities. Results prove that Scandinavian cities, in comparison to other European and some North American cities, are indisputable leaders in the development and implementation of sustainability strategies. They extensively involve stakeholders and facilitate open dialogue approach, create public-private partnerships and stimulate more sustainable behaviour through variety of financial incentives.

Green urban economy – normative modelling approach for planning and implementation

The objective of this paper is to present the concept of a normative model for planning and implementation of the green urban economy to supplement the city governments in the methodologies required for practical application of sustainable development. The theoretical approach is accompanied by functional verification of the model assumptions based on surveys and interviews in selected cities. Empirical studies were aimed to prepare the preliminary version of the model on the base of mind mapping approach, the review of literature and in-depth observations and analysis, and then to conduct a research testbed through the questionnaire survey (including multidimensional approach) in 18 cities in Europe and America and extended interviews with selected city representatives. It can be stated that the implementation of sustainable development demands clear and unequivocal priorities followed by the future strategies. The comprehensive model requires consideration of city governance in the context of planning and implementation process. The research validates all of the dimensions of the normative model and also provides the opportunity for experiential learning from the quoted examples from Scandinavian and Central European and countries in comparison to the USA cities.

SUSTAINABLE MOBILITY AS A PART OF AN OVERALL STRATEGY TOWARDS GREEN URBAN ECONOMY

This article creates a link between the general term of green urban economy and sectoral exemplification of sustainability in transport. The objective is to prove that a green city cannot exist without sustainable mobility and complex actions at different decision-making levels are needed. The authors start from discussing the terms of green economy, green urban economy, and sectoral sustainability. The genesis and development of the green urban economy concept including the sustainable transport in cities are analysed through literature reviews and critical assessment of policy documents, and both these issues are treated as interconnected and interdependent. Special emphasis is placed on determining the roles of policy makers at different levels (international, national, regional and local) equipped with appropriate policy instruments. As a case study at the local level, the development of electric cars (EV) in Norway is presented. The article argues that transport solutions can be recognised as essential elements at each level of interaction in urban policy and sustainable mobility solutions can determine the implementation efficiency of a whole green city package.
