Research on the Development of Public Administration in Lithuania

<div><table cellspacing="0" cellpadding="0" align="left"><tbody><tr><td align="left" valign="top"><p class="AbstractText">Research conducted on public administration in Lithuania covers various subjects related to different fields and activities within the public sector. However, most research focuses only on challenges associated with the civil service and local self-government in Lithuania. This research aims to define public administration research and improve understanding of the progress and trajectory of contemporary public sector research in Lithuania. The research methods include document analysis, qualitative descriptive approaches, and historical data analysis. Moreover, the triangulation method verifies research results by integrating data and observations from many sources. The research results found that in the development of public law in Lithuania, researchers in the field of Lithuanian public administration focused on the goals of government reform, civil service modernization, creative solutions, and trends and reforms in central and regional administration. They also concentrate on social policy procedures, improving public governance, and intelligent examination of public administration. Lithuanian authors also focus on improving public governance through the use of the concepts of cooperation, participation, and teamwork. The study of Lithuanian public administration is closely related to the evolution of traditional public administration, focusing on evaluating new public management practices and implementing various public management innovations in government sector organizations since the start of state restoration. Future directions of public administration research in Lithuania will focus on addressing the challenges faced by the public sector and society in other countries. These challenges include sustainable development, climate change, gender equality, and other contemporary issues that directly or indirectly impact the public sector.</p></td></tr></tbody></table></div>

Factors Affecting Job Satisfaction of Employees in Government Sector Organizations

Job may be defined as a specific task done as part of the routine of one's occupation or for an agreed price. Job is a social expectation and social reality to which people seem to confirm for maintaining their livelihood. It not only provides status and psychological satisfaction to the individuals but also binds them to the society. Job satisfaction is a person’s attitude towards the job. Job satisfaction means measurement of excellence to which an employee feels contended and happy about his work and the conditions in which it has to be done.
 The main purpose of the study is to investigate the determinants like encouragement, management, working condition and training as the various facets of employee job satisfaction which plays a major role for employee performance. A quantitative approach is used in this study. A Pearson correlation research design and survey method is used to collect data. A research model and four hypotheses were developed. Regression analysis was used to test the hypotheses.
 The study found the implementation of independent variables like encouragement, management, working condition and training by public sectors enterprises. for maintaining the job satisfaction of employees in the organization. All of the predictor variables were significantly related to the success of employee performance.

Personality and Humbleness: The Role of the HEXACO Model of Personality in Development of Humble Leaders

Individual differences can be found in every aspect of emotion, thinking, and behaving. The discovery of basic personality structure models was a watershed for highlighting the importance of individual differences and their outcomes. Different individuals have differences depending upon their personality; these personality dimensions are described in terms of other personality traits in a concise but complete manner. Following the intentions and outcomes of the study, two of them were conducted where; in the first one was carried out to find how the HEXACO model of personality traits will impact Humble Leadership? While the second study intended to explain the impact of Humble Leadership on employee engagement through the mediating role of felt obligations. Two hundred sixteen respondents (leaders and workers) of government sector organizations participated in the study. Results of our research indicated/suggested that Honesty–Humility, Agreeableness, Emotionality, and Conscientiousness significantly contribute to the development of Humble Leadership; however, extroverts and Openness have an insignificant and negative impact on developing a Humble Leader. The outcome of study 2 suggested that Humble Leadership and Employee Engagement significantly impact each other while Felt Obligation plays a significant mediating role in this relationship.

Mungkinkah untuk menerapkan Activity Based Costing/Management pada Organisasi Pemerintah? Sebuah Tinjauan Pustaka

As one of the management tools in private sector organizations, Activity Based Costing/Management (ABC/M) provides information and knowledge to make decisions. This study aims to propose an idea of the possibility of implementing ABC/M in government organizations. The research was conducted using a Systematic Literature Review approach. The author collects various articles from reputable journals and proceedings using the Google Scholar database. The selection of articles was adjusted to predetermined inclusion and exclusion criteria. A total of 30 selected articles were analyzed and synthesized. The findings show that the ABC/M system is very likely to be applied to government sector organizations. Reflecting on the successful implementation of the ABC/M method in the public sector, the authors found that the implementation process was not easy. This is supported by the findings of various challenges and obstacles faced by public sector organizations. This research contributes to convincing policy makers that the ABC/M method can be implemented and theoretically contributes to enriching the ABC/M theoretical literature in the public sector, especially in the government sector.

Impact of Reward System on Employee’s Performance: A Case Study of Government Sector Organizations in Pakistan

Purpose: Modern globalization has changed the scenario of government organization in the government sector in third-world countries, especially in south Asia in terms of human resource management. It is now much more difficult to maintain the quality performance of employees in government organizations. So, the basic aim of this study is to check the impact level of a better reward system on employee performance. Design/Methodology/Approach: For the objective, this study distributed 100 questionnaires among the various employees of government department organizations through random sampling. 80 questionnaires were considered valid and the data was processed through SPSS. Various tests were conducted. Findings: The findings clearly explained that the handsome reward system always impacts employees’ performance. Implications. If government organizations want to maintain better performance as compared to the private sector, they need to address a better reward system.

EFFECTIVENESS IN KNOWLEDGE SHARING PRACTICES IN GOVERNMENTAL SERVICE FIRMS: The Effect of Organizational Characteristics on Interdepartmental Knowledge Sharing

Purpose: Government sector organizations are mainly knowledge-intensive organizations, and to exploit their knowledge, effective knowledge sharing among the different departments is required. We focus on specific characteristics of government sector organizations that increase or limit interdepartmental knowledge sharing. Three types of organization-specific coordination mechanisms directly influence knowledge sharing between departments. Organizations are also characterized by members’ social identification and trust, which in the absence of power games are assumed to create a knowledge-sharing context.
 Methodology: Data are collected by a questionnaire survey in the government sector. The sample consists of 358 cooperative episodes between departments in more than 90 different government sector organizations. Structural equation modeling reveals the importance of lateral coordination and trust.
 Results: The combination of power games and informal coordination seems to be remarkably beneficial for knowledge sharing. Furthermore, compared with other government sector organizations, government institutions have organizational characteristics that are less beneficial for knowledge sharing.

Uticaj tehnološke revizije na tehnološke sposobnosti u pakistanskim institutima za obuku

In recent times, there has been an increasing trend by organizations to focus on audits which help to find out their shortcomings and identify hidden opportunities. Technology audit is one significant example of audits being conducted in Pakistan. In this research, the benefits of the technology audit in the training institutes of Pakistan and its relationship with various technology capabilities are examined. The literature review developed a framework and revealed the positive and significant relationship of technology audit with specific technology capabilities. The top government sector organizations, such as WAPDA Engineering Academy, Faisalabad, and Regional Training Centre (Lahore & Faisalabad) were approached for responses to the questionnaire. For this study, a survey research methodology was adopted in the form of a questionnaire. 205 valid responses were used to analyse the data using Reliability analysis, Normality Tests, Correlation Matrix and Regression Analysis. The results revealed the potential benefits of technology audit, such as a better technology environment; improved knowledge about competitors; improved innovation; better quality and research; and improved technology creation, acquisition, exploitation, and protection. The tested and verified model filled to void in the literature of demonstrating the benefits of technology audit, and how this would allow the training institutes to identify the technical shortcomings in their organization leading to better technology capabilities. Moreover, as a practical contribution, macro and micro-level recommendations are made, supporting training institutes to improve overall organisation technology capabilities.

The Impact of Team Management on the Organizational Performance in Bahrain Government Sector

Bahrain government sector organizations have started to realize the significance of team management and how it can be managed effectively and efficiently to ensure enhancing the organization's performance. The use of team management to enhance organizational performance in the Bahrain government sector has become a serious situation for the government in the Kingdom of Bahrain. However, in spite of the increasing number of studies relating to team management in developed countries, few studies have been made in the same context within gulf countries. The aim of this study is to determine how the factors of team management can affect the performance of government organizations in the Kingdom of Bahrain. The study adopted a quantitative method approach for the purpose of the study. The sample size of the study is selected from Bahrain government sector organizations, data were collected from 150 respondents, and the sample was selected based of those who were working for the government and semi-government organizations from the employees who are representing the basics of the organization to the managers who are the responsible persons of team’s formation. The generated data from the government and semi-government organizations were analyzed using many statistical tools, we used the Correlation analysis to test the relationship between our variables and Linear Regression was to test the hypothesis of the study. The results showed that only team decision has a significant positive influence on organizational performance in Bahrain government sector. However, the study result showed that there is no influence on organizational performance in the Bahrain government sector from team trust, team motivation, team cohesiveness, and job satisfaction. Finally, the study recommended the need for Bahrain government sector organizations to give full attention to team management in those organizations in which this will reflect the organizational performance positively.

The Impact of Strategic Planning on the Performance of Governmental Organizations: An Empirical Study on Oman’s Five-Year Plan (2011-2015)

The current study concentrates on investigating the impact of strategic planning including the “existing of strategic base, strategy comprehensiveness, extent of planning, strategy effectiveness and ongoing evaluation" on the performance of governmental organizations in the Sultanate of Oman through an empirical study on the five-year plan (2011-2015) of the state. The population of the study include all managers, heads and members who work in planning departments at eight selected governmental ministries of civil service representing the government sector organizations in the sultanate of Oman. The population of the study estimated at 425 employees, using Yamane’s (1967) formula and the sample size estimated by 207 employees covering employees from all the eight selected ministries representing 56.4% of the total population. By analyzing Spearman's Correlation Coefficients between independent variables and dependent variable the results indicate that the overall strategic planning significantly correlated with the outcome variable which is the performance of government organizations. Consequently, the current study proves that the performance of government organizations positively influenced by strategic planning factors expressed by the “extent of planning, comprehensiveness of strategy, the effectiveness of the strategy, existing of strategic base and ongoing evaluation”. As well as, study findings confirm that strategic planning is essential for governmental organizations, that because it provides a sense of direction and outlines measurable objectives. Thus, strategic planning uses for guiding day-to-day decisions, evaluating the progress of the organization and changing approaches when moving forward. In the aim to make the most of strategic planning the organization must give careful thought to the strategic objectives it outlines, and then back up these objectives with realistic, thoroughly researched, quantifiable benchmarks for evaluating results. In the end, the results of the current study contribute to persuading the government of the Sultanate of Oman about the importance of applying strategic planning in all its governmental agencies.

The Effects of Organizational Socialization Tactics on Newcomer Job Satisfaction and Engagement: Does Core Self-Evaluation Important?

One hundred and fifty-nine new workers in the government sector in Aceh Besar District were sampled to investigate whether their job satisfaction and engagement was influenced by organizational socialization tactics. Core self-evaluation is considered an important factor for newcomers who interact between organizational socialization tactics towards the outputs who were investigated in this study. Primary research data obtained from the results of questionnaires distributed to respondents who previously we have set. Structural Equation Modeling (SEM) supported by the AMOS 24 program is used to produce an accurate analysis of the primary data of this study. Based on the results of the analyzed data it was found that job satisfaction and work engagement of newcomers within the government sector organization in Aceh Besar District were influenced by factors of organizational socialization tactics in the organization itself. In addition, the results of the investigation data analysis also found that the core self-evaluation factor is important to be taken into account by newcomers when entering the organization that is now observed. Whether the results of this investigation in other places experienced the same thing, also discussed.

CPEC and Food Security: Empirical Evidence From Pakistan

Among the various major issues, food insecurity is one with which Pakistan has to encounter with. According to a report by WFP (2017), about sixty percent of the population in Pakistan is food insecure, access to food is limited or uneven, and malnutrition is widespread. Having an emerging geopolitical prestige, it is expected that through CPEC, Pakistan can get a better foundation of infrastructural -and agricultural economic zones in collaboration with Chinese counterparts which may further support to perk up the food security. Accordingly, the study tries to examine the impact of various CPEC initiatives on food security of Pakistan. The data is randomly collected from stakeholders working in various government sector organizations of Pakistan. The results show that CPEC initiatives would tend to improve the food security status in Pakistan. The research may suggest that developing countries like Pakistan may use economic corridors such as CPEC as a strategic tool to improve the food security situation.

Sustaining innovation and change in government sector organizations

PurposeThe purpose of this paper is to provide an examination of the processes involved in institutionalizing change in government organizations. Following the lens of organizational learning, the authors seek to delineate strategies for fashioning long-lasting change in government settings.Design/methodology/approachDrawing from a large body of literature in organizational studies and public administration, this paper presents arguments and propositions about how organizational politics can enhance learning in government. The paper integrates the concept of power into the organizational learning framework, taking the 4I learning framework as a point of departure.FindingsThe paper formulates insights into how specific power mechanisms can be combined to facilitate the development of flows of learning in government organizations that are in change management process, and concludes that government settings represent a good example of organizations where pathological patterns of learning will be preeminent.Practical implicationsThe paper provides an extension to discussions of the political dynamics of organizational learning. In doing so, the paper highlights the importance of the often over-looked feedback process in organizational learning. It also brings to the fore the importance of strategic leadership in change management processes in government sector organizations.Originality/valueThe paper serves to add impetus to change management discourse in the public sector by presenting a framework for institutionalizing learning in government settings. The paper also sheds light on how different forms of power may be balanced at each stage of the learning process in order to enhance institutionalization.

An Empirical Study on the Improvement of R&D Competition Policy for the National R&D Programme

Despite the increase in government spending on R&D in South Korea (hereafter Korea), there have been limits in enhancing the impact and commercialisation of research outcomes. A new approach to the current mode of R&D is considered necessary to tackle this problem. In 2014, Korea implemented a new competition policy on national R&D by designating six R&D programmes from four different government departments as Competition-type R&D. The purpose of this study is to examine the actual conditions for adoption and to further promote early establishment and wide implementation of the new competition policy on national R&D, and identify the ways for improvement. In this study, we have approached the case with a life-cycle perspective of plan–management–evaluation of R&D. Multiple sources of data collection included documents, surveys and unstandardised interviews with the staff members in the government sector organisations and agencies responsible for the national R&D management. Based on the results of the analysis, we bring suggestions on three areas of improvement: (a) materialising suitable projects to enrol in the R&D competition programme; (b) suggesting competition models for each stage of R&D life cycle; and (c) establishing the institutional basis upon which the policy may be widely adopted. Finally, we discuss possible improvements and the limits of this study.

Success of Information Systems Usage in Government Organizations in the North Central Province in Sri Lanka

Information systems play a vital role in today’s business world. Literature reveals that information systems are not success in every context due to various reasons. Although several conceptual and empirical studies have addressed these issues, their findings are inconclusive. Studies that have investigated the use of success of information systems in Sri Lankan context are rare and very limited. Therefore, this study aims to identify the factors that effect on success of information system usage in the government sector organizations in Sri Lanka. A sample of 96 information system users in government organizations in the North Central Province of Sri Lanka was selected using purposive/random sampling. A questionnaire survey was administered in the data collection. Data analysis consists of descriptive statistics, correlation analysis and multiple linear regression analysis. The results reveal that information quality, system quality and user quality have significance effects to the effective use of information systems. The study stresses the necessity of improving the quality of information in the information systems to enhance the ease of use, reliability and security. Moreover, government should employ well qualified staff and trained them regularly to ensure the quality of service provided through the information systems.

Influence of Emotional Intelligence on Conflict Management Styles of Employees: A Study of the Indian Railways

Most employees experience conflict at workplace with their colleagues as a usual or normal part of their job. Some individuals handle it better, while some of them may need intervention. The area of work conflict has rapidly grown over the last two decades. High conflicts and bad ways of managing them cause extreme job stress and low engagement at work. This study investigates the influence of Emotional Intelligence (EI)on the conflict management style of employees in government sector organizations. The study comprised of a sample 73 employees, both from management and non-management cadre of Indian Railways. The results obtained through quantitative analysis demonstrate a clear and definite relationship between the emotional intelligence of an employee and his/her conflict resolution technique.

Rhetorics and realities of management practices in Pakistan: Colonial, post-colonial and post-9/11 influences

This study explores how colonial laws and administrative practices shaped the evolution of employment management in Pakistan. It identifies important mechanisms used by the British Raj (the period of British rule of the subcontinent) to institutionalise legal and administrative frameworks: the legacies of these structures continue to influence contemporary management practices in government sector organisations. This article investigates the legacy of the Raj's ‘quota system’ in the civil services and the doctrine of the ‘martial race’ in military services, both of which offered enduring structural advantages in the labour market to designated groups. It further considers the implications of the study's findings for international HRM in particular, but also management theory, comparative HRM and comparative management in post-colonial societies.

A kidney transplantation model in a low-resource country: an experience from Pakistan

Pakistan is a low-resource country with a population of 185 million where expenditure on health is 1.3% of the gross national product. The estimated incidence of end-stage renal disease (ESRD) is 100 per million of the population. The paucity and high costs of renal replacement therapy render more than 90% of the ESRD population disenfranchised from replacement therapy. Our center, which is a government sector organization, established as an integrated dialysis and living related renal transplant program in the 1980s, where all services were provided free of cost to all patients with life-long follow-up care including medications. The model was based on a concept of community/government partnership where the contributions to funds vary between 40% and 60% for each partner. The model has been self sustaining for 25 years, with an annual budget of $28 million in 2010. Presently, over 600 patients are dialyzed each day and each week, 7–10 patients have received live related transplants. The overall 1- and 5-year graft survival rate of 3150 transplants is 92% and 85%, respectively. Free dialysis and transplantation established our institute as a focus of transplantation in the country. This model therefore allowed the institute to have a vital role in the campaign against transplant tourism and in the promulgation of the transplant law. It shows that in low-resource countries, specialized centers in the government sector can, with community support, provide high-quality ESRD care to the disenfranchised population.

OD OR NOT AN OD - A CASE STUDY ANALYSIS OF ORGANIZATIONAL DEVELOPMENT PRACTICES IN GOVERNMENT SECTOR ORGANIZATIONS IN PAKISTAN

Purpose-Purpose of this case study and its analysis is to highlight the structural and functional changes in the government sector organizations in Pakistan undertaken under the name of organization development. Whereas, in fact, there is a great mismatch between the theory and practice of organizational development as far as the government sector organizations in developing countries like Pakistan go. Methodology-The study is based on comprehensive literature reviewed critically and the diverse factors affecting these two activities as tools of employee development identified including their prerequisites and possible barriers in the way of their introduction and application. Findings-In theory and practice both, Organizational development is aimed at improving an organization's performance and individual development of its employees. It focuses on the health of an entire organization rather than a particular group or certain individuals. This process requires the organization be viewed as a consistent system composed of many subsystems, the human resources being the most important one. Involvement of the people in the process of organizational development is hallmark of this process. Practical Implications-Findings of the case study have professional implications for the OD practitioners. They, perhaps, may not follow the OD good practices in certain OD interventions that are context specific like team-building, participatory management style, MBO, job enrichment, reward administration etc. similarly, nor can they suggest long term OD interventions keeping in view the ad hoc nature culture and system of such departments.
