Holistic maintenance management for higher learning institution buildings in Tanzania

PurposeThere have been claims of inadequate maintenance practice in Tanzania’s higher learning institutions (HLIs), primarily due to the traditional conventional approach where maintenance is only addressed during the usage stage. This study aimed to investigate whether universities and colleges are adopting a holistic approach to maintenance, where it is considered from the inception stage.Design/methodology/approachStructured questionnaires and semi-structured interviews were employed to gather quantitative and qualitative data, respectively. Through purposive sampling, 11 estate managers were selected, with eight of them responding to questionnaires. A comprehensive literature review was also conducted. Quantitative data were analyzed using the Statistical Package for Social Sciences (IBM SPSSTM) Version 20.0, while qualitative data were examined using Nvivo 12 Plus and in-depth analysis.FindingsThe study revealed that, maintenance in HLIs is only marginally considered in a holistic manner. In cases where it is “considered,” this is often by default rather than by design. This has led to maintenance challenges, such as the accelerated deterioration of components, the incompatibility of new maintenance materials with the old ones and difficulties in adapting spaces to meet emerging user requirements. The most frequently occurring words in the word cloud, “considered” and “maintenance”, underscore the necessity of adopting a holistic approach to maintenance management.Research limitations/implicationsThe study was confined to HLIs in the Dar es Salaam region.Practical implicationsThe findings from this study offer valuable insights for maintenance experts implementing holistic approaches in Tanzanian universities and colleges. Top management should focus on proper planning (including maintenance plans and budgets) and decision-making regarding maintenance management. Additionally, the Government of Tanzania may consider implementing policies requiring designing teams to adopt a holistic approach to maintenance before approving building permits.Originality/valueTo the best of the authors’ knowledge, this is the first study to examine whether universities and colleges consider maintenance from a holistic perspective.

Psychological wellbeing among carers of children and adolescents with physical disabilities in North-Eastern Tanzania-a cross-sectional survey study.

Caring for physically disabled children, particularly in contexts where resources are often insufficient or absent, exposes primary carers to significant psychological strain. The lack of structured mechanisms to address this psychological burden poses a considerable threat to the wellbeing of both carers and the children with disabilities under their care. However, research on the psychological wellbeing of carers in Tanzania is scarce. This study aimed to evaluate the psychological wellbeing and symptoms of anxiety and depression, along with associated factors, of carers of children, and adolescents with physical disabilities in the Kilimanjaro region. A cross-sectional survey was conducted from November 2020 to June 2021 in the Kilimanjaro region, involving 212 carers. The Swahili versions of the WHO-5 Wellbeing Index and Hopkins Symptoms Check List-25 were used to assess psychological wellbeing and symptoms of anxiety and depression. Data were analysed using IBM SPSS Statistics V.28. Multivariable linear and binary logistic regression were used to assess the associations. More than four fifths (81%) of the carers were parents, and most of these parents were mothers (92%). Of the 212 carers, more than half (51%) exhibited poor psychological wellbeing, 42% had symptoms of anxiety, and 38% symptoms of depression. Notably, poor psychological wellbeing was significantly associated with symptoms of anxiety and depression. Results of a multivariable regression analysis indicated that extended family support was associated with better psychological wellbeing and lower odds of symptoms of anxiety and depression. A higher estimated monthly income was associated with better psychological wellbeing, and lower odds of symptoms of depression. Access to rehabilitation for the child was associated with improved psychological wellbeing and decreased likelihood of symptoms of anxiety. Many carers of children, and adolescents with physical disabilities in Tanzania are at high risk of having poor psychological wellbeing, and symptoms of anxiety and depression. Support from extended-family networks is crucial in promoting good psychological wellbeing. The government in Tanzania should improve rehabilitation services, especially in disadvantaged rural areas, and integrate mental-health screening for carers in both rehabilitation programmes and primary healthcare.

Assessing the Challenges in Managing School Funds for Heads of Secondary Schools in Kilolo District, Tanzania

This study sought to identify the “Challenges in Managing School Funds for Heads of Secondary Schools in Kilolo District, Tanzania” through a mixed approach with the population of one District educational officer, six heads of schools, six school bursars and sixty-three secondary school teachers who obtained through purposive sampling and simple random techniques. Questionnaires and interviews used to collect data. Data analysed through thematic analysis and descriptive statistics with the aid of the Statistical Package for Social Sciences (SPSS) computer software. The findings found that heads of secondary schools faced numerous challenges such as inadequate funds from the government, inconsistencies disbursement of money from the government and bureaucracy. In addition, distance (remoteness of the schools), transport cost and time consumer when heads of schools needs procurement budgets approved from the District Educational Officer, poor support from the parents and some staff as well as denying school management training on financial management issues were among the challenges. Lastly, the findings found that training, workshops, provision of seminars will enhancing the heads of schools’ financial management literacy. Moreover, heads of schools should involve other staff members, school management team (SMT), and the use of educational financial guidelines as a source of knowledge and skills to manage schools’ fiscal resources. It also recommended that the heads of schools should adhere to the proper practices of financial management through monetary auditing. Likewise, Tanzania government should provide managerial training, workshops and seminars as the best strategies to diminish financial management challenges as well as introducing financial management courses in teachers’ colleges and universities prepare experts in the schools’ financial management activities.

UN Assistance to African countries in building climate-resilient agriculture

Relevance. Africa is the mirror and quintessence of modern international processes. The continent faces a gigantic number of challenges, some of an existential nature. But at the same time, there is an active search for ways to solve them.The purpose is to consider the experience of forming climate-resilient agriculture on the example of individual African countries and the role of the UN in this process.Objectives: to characterize the conditions and reasons for the formation of climate-resilient agriculture in the African region; assess the policies of the governments of Kenya, Tanzania, Ethiopia, and Rwanda on the development of climate-resilient agriculture.Methodology. The comparative research method was used in the study of agricultural development programs in African countries. Chronological and historical methods of studying legal documents, programs of the United Nations, FAO, NEPAD, Kenya, Tanzania, Ethiopia, Rwanda aimed at the formation of climate-resilient agriculture. A statistical research method for operating with data from the statistical databases of Globaleconomy and the World Health Organization.Results. The introduction of new technologies in agriculture is a condition for saving the environment, which is under pressure from two sides: global climate change and unprecedented growth in the population and its needs. One of the most important areas is to increase the productivity of agriculture, the solution of this urgent task will depend on the introduction of new technologies: seeds, fertilizers, irrigation, plant protection, etc.Conclusions. The introduction of programs and technologies for the formation of climate-resilient agriculture in African countries requires significant funding and institutional and legal preparation.

Development and feasibility of the peer and nurse-led HIV Self-Testing Education and Promotion (STEP) intervention among social networks of men in Dar es Salaam, Tanzania: application of the ADAPT-ITT model

BackgroundAccording to the 2016–2017 Tanzania HIV Impact Survey, only 45% of men living with HIV (MLWH) were aware of their HIV status. In an effort to increase HIV testing in Tanzania, including among men, the Government of Tanzania passed a law in December 2019 allowing HIV self-testing (HIVST) to be included in the national testing strategies. The objective of this paper is to describe the development and pilot feasibility assessment of the Self-Testing Education and Promotion (STEP) intervention, which includes male peer education and demand creation for HIVST, and nurse-led distribution of HIVST kits in a community setting.MethodsThe development and piloting processes were guided by the ADAPT-ITT model and informed by a national PEPFAR/USAID-funded HIV implementation science project called Sauti.The adapted STEP intervention included the following two components: 1) peer-based HIVST promotion; and 2) nurse-led HIVST distribution. For the feasibility assessment, 25 men were selected and trained as peer educators in 2019 to promote HIVST among their peers before recruiting 253 men who received instructions and an HIVST kit from a nurse at a community-based study tent site.ResultsOf the 236 participants who completed the 1-month follow-up survey, 98.3% reported using the kit. The majority (92.4%) of participants reported a negative HIVST result while 4.2% (n = 10) received a positive result. Most (70%, n = 7) of the participants with a positive result sought follow-up services at a healthcare facility while 40.3% (n = 95) of the participants with a negative self-test result visited the community-based project site. Most of the men (53%, n = 129) did not visit a healthcare facility or the study site.ConclusionThe findings demonstrate that the combined peer-based promotion and nurse-led distribution of HIVST intervention was acceptable and feasible, though seeking follow-up services at healthcare facilities remained low. Future research should evaluate the effectiveness of offering nurse-led community-based clinical follow-up services in addition to HIVST rather than referral to facilities.

A Philosophical Analysis of the Legitimacy of Political Power in Tanzania from a Lockean Perspective

This article conducts a philosophical analysis of the legitimacy of political power in Tanzania using John Locke’s political theory as a framework. It evolved from researcher’s observation and empirical studies that concerned political legitimacy in Tanzania. The lack of philosophical approach opened away for philosophical investigations and the necessity of involving philosophical views like that of the John Locke, in addressing of the shaking political legitimacy in Tanzania. The factors such as; allegations of corruption, restricted freedom of expression and limited access to justice, stimulated the author into philosophical inquiring, in accordance to John Locke’s political philosophy on the theory of legitimacy of political power. The Article examines how Locke’s principles of consent, protection of individual rights, and limited government apply within Tanzania’s socio-political context. The study highlights significant challenges to political legitimacy, including allegations of electoral manipulation, constraints on political freedoms, and governance issues such as corruption and lack of transparency. Recommendations are proposed to enhance democratic governance and accountability in Tanzania, emphasizing the critical need to strengthen electoral integrity, protect fundamental rights such as freedom of expression and assembly, and bolster institutional frameworks for transparency and judicial independence. By applying Locke’s principles, this analysis aims to contribute insights into the dynamics of political authority in Tanzania and suggest pathways for fostering a more inclusive, accountable, and legitimate governance framework aligned with the aspirations of its citizens.

Use of Maternal and Reproductive Health Services During and After Donor Funding in Nzega District, Tanzania

One of the United Nations’ Sustainable Development Goals (SDG) is to ensure healthy lives and promote well-being for all at all ages. Therefore, maintenance of the application of maternal and reproductive health practices to Women of Reproductive Age (WRA) is crucial throughout women’s lifetime. To find out whether this was happening, the study on which this paper is based examined the socio-demographic characteristics of women who had received maternal and reproductive health services in public health facilities and the extent of application of the maternal and reproductive health practices. A clinic-based descriptive cross-sectional study was conducted on women attending reproductive and child health clinics. Data were collected in 2023 from 121 respondents, mainly using a questionnaire that included a 54-point index summated scale to determine the extent of application of various maternal and reproductive health practices during and after donor funding. The points scored on the scale were expressed as per cents and compared using a paired samples t-test. The results showed an increase in the application of maternal and reproductive health practices after donor funding (49.1% during donor funding and 52.7% after donor funding), but the extents did not differ significantly (p = 0.308; effect size, r = 0.093). Among other things, the results were influenced by the women’s socio-demographic characteristics. The increase shows that the application of the practices is likely to increase. Based on the findings and conclusion, it is recommended that the Government of Tanzania and other relevant stakeholders at all levels should take necessary measures to intervene with respect to various socio-demographic characteristics including age, gender, and marital roles, so that they cannot compromise the application of maternal and reproductive health practices in the research area

An Analysis of the Law Governing Enforceability of the Reports of the Controller and Auditor General in Tanzania

Abstract Auditing public entities is crucial in ensuring that accountability, and transparency in the management of public resources. The paper examines whether there are any weaknesses in the laws weakening the implementation and enforceability of the CAG’s Reports in Tanzania. The findings indicate that the Government of Tanzania has consistently demonstrated a lack of effectiveness in implementing the reports given by CAG, leading to repeated mismanagement of public monies and other resources inside public entities. It is submitted that the amendment of the law regulating the functioning of the CAG is inevitable in order to enhance the enforcement of the Controller and Auditor General ‘s Reports. This paper argues that if the Annual General Report on the audit of Public Authorities, which highlights inefficiencies in the management of public institutions as reported by the Controller and Auditor General, is not implemented and enforced, the audit reports remain meaningless.

Exploring the impact of maternal marital status on child health: insights from the 2022 Tanzanian Demographic and Health Survey.

The SDG 2.2 targets the end of all forms of malnutrition by 2030. Despite the efforts by the Tanzania government to attain this goal, over 30 percent of children under-five are stunted. This study explored the relationship between maternal marital status and child health outcomes in Tanzania using the Tanzania Demographic and Health Survey data set of 2022. A multiple logistic regression was conducted with the binary outcome variable "Stunted," using predictors such as the mother's age and education level, the child's birth size, birth order, and gender, as well as other household characteristics. The study findings highlight a significant association between maternal marital status and child stuntedness. The mothers in a marriage relationship are 30% less likely to have stunted children (OR=0.70, 95%CI, 0.56-0.86) compared to the mothers outside the marriage relationship. Mothers with primary and secondary education or higher, show a lower likelihood of having stunted children (OR=0.90, 95%CI 0.70-1.17) and (OR=0.68, 95%CI 0.44- 1.03) respectively compared to their uneducated counterparts. In other words, a mother being married or educated reduces the odds of her children being stunted. The probability of child stuntedness reduces as the wealth quintile of the household increases. This study contributes to the understanding of the factors influencing child health outcomes in Tanzania especially the role of marriage.

An Anatomy of Participation of Pastoralists in Land Governance

Literature on participation of pastoralists in governance lacks in-depth qualitative information on the quality of their participation and the dynamics behind it. This article mends the gap by qualitatively investigating the dynamics of participation of Maasai pastoralists in land governance in Tanzania. The study involved 72 interviews with pastoralists, two (2) key informant interviews, and two Focus group discussions that included 16 participants. A desk review and observations triangulated interviews and key informant interviews. The data garnered in this study underwent content analysis and was descriptively discussed. Findings fundamentally suggest that participation of the Maasai pastoralists in land governance is low in terms of active participation in meetings, holding leadership positions, and influencing land-related decisions. Such a situation is attributed to Maasai cultural norms and values, power relations, and incentives which restrict and/or compel most of them to have limited participation in governance. As such, understanding participation of pastoralists in land governance, and devising means to improve the quality of their participation require an eclectic approach that takes on board the substantive and descriptive forces surrounding participation of pastoralists in land governance.

Empowerment Setbacks and Coping Strategies in the COVID-19 Crisis of Female Food Vendors in Tanzania

The Government of Tanzania has established a conducive environment for gender equity, as reflected in the Millennium Development Goals(MDGs). Female food vendors operating in Tanzania's urban settings face multifaceted socio-economic and cultural challenges, with these factors significantly influencing how they are perceived and treated within their communities. This, in turn, can impact their ability to negotiate and make decisions in business settings, particularly during epidemics. However, the Covid-19 pandemic exacerbated the challenges. This study delved into the effects of COVID-19 on food vending businesses and coping mechanisms amidst its raging consequences. The study sequentially employed qualitative and quantitative approaches to gather data from female food vendors using in-depth interviews and questionnaires. Of all the collected questionnaires, 304 were sufficient for descriptive and paired t-test analyses. Thematic analysis was applied to qualitative data. The findings underscore the significant adverse impact of the COVID-19 pandemic on the business performance of female food vendors. Indicators such as the number of employees, average daily sales, average daily profit, and daily working capital exhibited statistically significant declines during the pandemic compared to pre-pandemic levels. Coping strategies employed by female food vendors included strict adherence to COVID-19 protocols, workforce reductions, trimming daily allowances for assistants, cutting down on working capital, streamlining food items on the menu, and avoiding expensive menu options. The study highlights the negative impact of the pandemic on business performance, emphasizing the need for government intervention through subsidies, especially during pandemics. Additionally, the study recommends business formalization to access subsidies and micro-credits better. Following the analysis, the study offered detailed policy recommendations to address specific issues identified during the research. Additionally, suggestions for further studies are presented, indicating potential avenues for future research to deepen the understanding of the subject matter.

Effects of Food Crops Commercialization on Smallholders’ Food Security in Southern Tanzania

Commercialization of smallholders farming is fronted as a panacea for both rural poverty and food insecurity. Through the use various policies and strategies such as the National Trade Policy (2003); National Strategy for Growth and Reduction of Poverty (2010); Agricultural Marketing Policy (2008); National Agriculture Policy (2013); and the National Five-Year Development Plan (2021/22 to 2025/26, the government of Tanzania have consistently promoted commercialization of agriculture. This has led to increasing commercialization of food crops for over two decades now. However, emerging evidences show that commercialization of foods crops has negative effect on smallholder’s food security. This paper assessed circumstances under which commercialization of food crops could lead to household food insecurity among smallholders. Purposive sampling was used to obtain 120 households from a highly food crop commercialized district of Iringa in Southern Tanzania. Results shows that three scenarios could lead to food insecurity among smallholders namely; low productivity of commercialized food crops, shifting away from traditional food crops such as cassava, wheat and sorghum, sweet and round potatoes that used to enhance food security, and specialization which exposes smallholders to shocks and uncertainties. It recommends that commercialization of food crops should go hand in hand with enhanced productivity and diversification.

Linkage between Teacher Autonomy and Public Primary School Pupils’ Academic Performance in Tanzania Local Government Authorities

Tanzania government has implemented many initiatives to promote pupils’ academic performance in primary schools for more than a decade. However, many school pupils in public primary schools still achieve low academic performance. The specific objective of this study was to examine the linkage between teacher autonomy and pupils’ academic performance. A survey was conducted in four Local Government Authorities (LGAs) which included Ngara, Kibondo, Tanga City and Mafinga Town. Sample size of the study was 354 teachers selected from ninety-five (95) public primary schools. Multi-stage with stratified simple random sampling was used to select the sample size while purposive sampling procedure was used to select 16 key informants including eight (8) head teachers and eight (8) standard seven pupils. Methods of data collection consisted of questionnaires, interviews and documentary review. Quantitative data were analysed using binary logistic regression while qualitative data were analysed thematically. Major findings showed that teacher autonomy model explained the variance on pupils’ academic performance by (0.09) which was too small while leaving 91% of variance to other factors outside teacher autonomy model. Furthermore, teacher autonomy had small odd ratio = (.51) and was significant (p < .001); which indicated that the odds of high teacher autonomy were (0.5) times more likely to achieve pupils’ academic performance compared to low teacher autonomy. Further findings also showed that teacher autonomy marginal effects were negative implying that one-unit change in teacher autonomy reduced the probability on pupils’ academic performance by (9%) and was significant (p < .001). Based on key informants, high autonomy made teachers to behave in a manner that affected the outcome variable. Thus, it was concluded that teacher autonomy affected pupils’ academic performance. The study recommended that educational stakeholders needed to implement teacher autonomy at minimum level.

Work Environment and Job Performance: The Mediating Role of Office Ergonomics

This study aimed to address the influence of the Work Environment on employees’ health and safety, comfort, and task accomplishment by investigating office ergonomics as the possible underlying mechanism. The study was conducted in Dodoma City Council, specifically in the ward and Mitaa offices. Data were collected from 79 respondents through a questionnaire. Data were analyzed quantitatively using the Pearson correlation coefficient and regression analysis, and the Sobel test was performed to assess if the mediator variable was significant enough to mediate the relationship between variables. The study has found that work environment and ergonomics have a linear and positive relationship (r = 0.5433, p < .0001). The results have also indicated that ergonomics is related to employee health and safety, comfort, and task accomplishment. The study revealed that most offices in lower local government authorities in Dodoma City Council need ergonomically designed chairs and tables, adequate quality air, and lighting. Inadequacy of these elements risks the office bearers' health and safety, comfort, and performance. Therefore, ergonomics should be a strategic aspect in enhancing work efficiency and productivity in lower local government in Tanzania.

Employees’ Motivation and Local Governments Performance in Tanzania: A Case Mvomero District Council

Employee motivation is a universal concept that is accepted by human resource practitioners as a tool to improve organizational performance. This study sought to examine the effects of employee motivation in improving performance in local governments in Tanzania. The study aims at examining the contribution of employee motivation to local governments in Tanzania. This paper adopted a research case design whereby Mvomero District Council was the case study. A sample size of 78 respondents was taken for the study. The study adopted a mixed approach whereby qualitative and quantitative approaches in the data collection process. The data was collected through key informant interviews and questionnaires. The findings revealed that the majority of the respondents were negative about the employee motivation provided in Mvomero District Council, especially at ward and village levels. The findings also, found that there is a positive relationship between employees’ motivation and employees’ performance. The higher the employee’s motivation the higher the employee’s performance. The study indicated that employees are motivated by financial motivation rather than non-financial motivation. The study concluded that there is a greater relationship between employee performance and employee motivation and employees in rural settings are less motivated compared to their counterparts in an urban setting. The study recommended that the government incentives policies should be reversed not only to motivate top management levels and consider middle and lower levels employees. The study also, recommended for the Mvomero District Council to improve the working conditions of the employees who are working in remote areas

Emerging Issues on the Performance of Ward Executive Officers in Tanzania

For effective and speedy service delivery the Local Government (Urban Authorities) Act, 1982 established the ward system in urban areas. Wards Executive Officers (WEO) supervise all government activities and Ward Development Programs at the ward level. Despite the efforts made by the Government of Tanzania to ensure that the communities in the wards have access to quality services, wards still experience poor service delivery. This study aimed to investigate emerging issues affecting the performance of Ward Executive Officers in delivering services in the wards. The study was conducted at Morogoro Municipal Council and employed the qualitative technique. The data collection methods were in-depth interviews and documentary reviews. Qualitative data were analyzed using qualitative content analysis. Data were collected from 29 wards of Morogoro Municipal Council. Findings from the study indicated that inadequate human resources, financial resources, lack of career development, lack of training, and a poor working environment mostly influenced the performance of Ward Executive officers. The study recommends strengthening the availability of resources and a conducive environment for the effective performance of Ward Executive Officers.

COVID-19 vaccine hesitancy and associated factors among medical students in Tanzania: evidence from the Catholic University of Health and Allied Science, Mwanza region

Background: Since the outbreak of COVID-19, the government of Tanzania has made efforts and initiatives to protect its citizens. These efforts and control measures are lined with WHO guidelines and the National response plan for controlling the COVID-19 outbreak. Unlike other control measures, the Vaccine remained a promised solution to end the COVID-19 pandemic. Therefore, this study aims to determine the COVID-19 hesitancy level and associated factors among medical students. Furthermore, it aims to provide valuable insights and information that can be applied in future immunization campaigns/strategies to improve vaccination rates among this particular group of future medical professionals during the pandemic. Methods: This is an analytical cross-sectional survey conducted to assess the COVID-19 vaccine hesitancy and associated factors among 580 undergraduate medical students at the Catholic University of Health and Allied Science (CUHAS) in Mwanza region, Tanzania. Data was collected through a questionnaire and analyzed using STATA version 18.0 to extract descriptive and inferential statistics to determine the factors influencing COVID-19 vaccine hesitancy in this particular group of future medical professionals. All the statistics were obtained at a 5% significant level. Results: The vaccine hesitancy was 75.6% (95% CI, 71.9%-79.2%). Thus, more than half of the medical student 54.3% do not trust the efficacy of the COVID-19 vaccine with AOR 2.96 (95% CI, 1.80-4.86, p-value<0.001); likewise, the safety of Vaccine AOR 0.1.89 (95% CI, 1.11-3.21, p-value=0.019). Further, students who do not prefer free riding (i.e., letting others get the vaccine and believing to get the beneficial effect of herd immunity without being vaccinated) were less likely to deny the Vaccine than those who prefer free riding AOR 0.31 (95% CI, 0.31, 0.13-0.75, p-value=0.009). Despite insignificant odds, too much politics behind the COVID-19 vaccine influences vaccine hesitancy with AOR 1.14 (95% CI, 0.61-2.15, p-value=0.676). Conclusion: The study concludes that despite the efforts to communicate public health information to encourage people to overcome vaccine hesitancy and receive Vaccines, the reluctance to get vaccinated against COVID-19 remains higher than the acceptance rate among medical students.

Influence of water access for livestock on pastoralists household income in semi-arid areas of Monduli district in Tanzania

Access to water is arguably the most crucial, yet underappreciated determinant of household income for pastoralist households in semiarid regions. This study examined the influence of water access for livestock on pastoralists’ household income in the semi-arid areas of Monduli District in Tanzania. The study employed a cross-sectional research design, in which primary data were collected using a semi-structured questionnaire from 367 randomly selected households. Quantitative data were analysed using the Statistical Package for Social Sciences (SPSS) version 20, whereby both descriptive statistics (frequencies and percentages) were determined. A multinomial logistic regression model was applied to examine the influence of water access to livestock on the household income of pastoralists. The findings indicate that household size (p=0.001) and levels of water access for livestock, namely medium (p=0.000) and high (p=0.006), influenced pastoralists’ household income, while maintaining a low level of water access for livestock as the reference category. The study concluded that the higher the level of water access for livestock, the higher is the household income. This study recommends that the Government of Tanzania and the Monduli District Council establish programs to boost pastoralist income by improving communal access to livestock water sources.

Implication of 4th Industrial Revolution on Tax Revenue Collection in Tanzania: A Case of Manufacturing Industries

The study assessed the implication of the Fourth Industrial Revolution (4IR) on tax revenue collection in Tanzania. Specifically, the study set out to establish the causality of investment in 4IR technologies, on manufacturing industries’ Value Added Tax (VAT); determine the influence of investment in 4IR technologies on manufacturing industries’ Corporate Tax and examine the effects of investment in 4IR technologies on manufacturing industries’ Employment Tax (PAYE). To achieve the research objectives, the study used a quantitative descriptive design to generate the required data. Moreover, the study used structured questionnaires for cross-sectional survey, administered with 225 production managers of manufacturing industries in Tanzania. It used probability sampling in the form of cluster sampling. Additionally, the study used the Least Square method to analyse the objectives of the study in addition to testing the hypotheses. The study found a positive and statistically significant causal effect between investment in modern technology, VAT, Corporate tax and Employment Tax (PAYE) of manufacturing firms in Tanzania, for the period under study. Implicitly, the emergence of 4IR does not necessarily occasion a decline in tax revenue collections (VAT, PAYE, and Corporate Tax) on the part of manufacturing firms in developing countries endowed with resources, like Tanzania, but rather complements and accelerates its growth. Thus, the study calls on the Tanzania Government to review and improve its Sustainable Industrial Development Policy of 2020 and the Integrated Industrial Development Strategy of 2025 to embrace, promote and support not only resource-based industries, but also technological based industries, to speed up industrialization within the country and ultimately improve and increase tax revenue collection. The government should also improve its investment policies and align them with technological changes brought by 4IR, to attract more foreign direct investments, importation and adaptation of 4IR technologies from developed countries that enhance productivity, turnover and tax revenue collections from the manufacturing sector.

Water Governance in Tanzania – A Synthesis of Legal and Institutional Frameworks for Groundwater Management in the Upper Great Ruaha River Catchment

The importance of groundwater resources in buffering the effects of climate change on water scarcity and security is highly acknowledged worldwide. However, groundwater development and use can only be sustainable with a more robust policy and institutional arrangements related to water governance. The purpose of this study was to analyse the legal framework of water resource development and management in order to contribute in identifying policy constraints to sustainable groundwater resource development and management in Tanzania. The paper used information from literature reviews and data collected through qualitative methods using a case study of Usangu Plains in the Upper Great Ruaha River Catchment in Tanzania. The findings reveal that water governance institutional frameworks are well structured to provide guidelines on how water as a basic human resource can be utilised and properly managed, but most importantly, these institutional arrangements place disproportionate emphasis on groundwater. Attaining sustainable groundwater development and use requires new disclosures and narratives in water policy and law, integrating both surface and groundwater resources.
