Implementation of the District Integrated Administrative Services Policy

The new service paradigm emphasizes community satisfaction, especially in the millennial era who are critical of government administration. This research aims to evaluate the effectiveness of this thesis program entitled Implementation of the District Integrated Administrative Services Policy in Lilirilau District, Soppeng Regency, which is motivated by the government's desire to bring closer, simplify and speed up licensing/non-licensing administration services at the sub-district level. The data collection technique is to use observation, interview and documentation techniques. Meanwhile, data analysis techniques use data reduction, data presentation and drawing conclusions. Based on the results of the analysis, it can be concluded that there are three District Integrated Administrative Services policies in Lilirilau District that have been implemented well and there are three that have not been implemented well and provide benefits to the community, especially regarding administrative services. The implementation of PATEN in Lilirilau sub-district is also in accordance with applicable provisions as mandated by Minister of Home Affairs Regulation Number 04 of 2010 concerning Guidelines for District Integrated Administrative Services. Even though in its implementation there are several shortcomings that need attention, such as standards & policies, resources and disposition, basically these three indicators are important factors in the implementation of PATEN which cause obstacles to the service process at the Lilirilau sub-district office. This research will not only provide an academic contribution, but can also be a basis for local governments to formulate strategies for improving public services that are more effective and responsive to community needs.

Comparison of open science portals of India: web accessibility study

PurposeThe purpose of this paper is to compare ten Open Science Portals in India. The comparison is made using the three primary parameters of accessibility, search engine optimization (SEO) and performance. This study aims to investigate whether the ten selected web portals efficiently meet the web accessibility requirements of the large population at an acceptable rate.Design/methodology/approachThis study was performed by using the Siteimprove web tool to collect information about Web Content Accessibility Guidelines (WCAG) 2.0. The online accessibility tools provided by Siteimprove make it simple to comply with and follow the global WCAG at all compliance levels. This study selected ten web portals taking into account the open accessibility and the web portals offered by the Indian Government to promote research and innovation.FindingsThe findings of this research will be beneficial for the government website designers, managers and administrators to assess their website’s level of compliance with accepted accessibility standards so they can make tactical choices to increase accessibility.Originality/valueThis study highlights the portals’ robust characteristic features and downsides, where improvement may be required. It also focused on how these portals help in promoting citizen science and public understanding of science nationwide.

Accountability and oversight in the Dutch intelligence and security domains in the digital age

Accountability is considered a cornerstone of public administration and good governance. This study characterizes the relationship between the Dutch Intelligence and Secret Service (“AIVD”) and citizens (represented by parliament, courts, and oversight boards) as a complex actor-forum relationship. We utilize different accountability principles of public administration found in international and Dutch instruments and academic literature to propose workable principles of accountability for the AIVD. These proposed principles of accountability can be summarized as acting within duty, explainability, necessity, proportionality, reporting and record keeping, redress, and continuous independent oversight. Similarly, there are some conditions to support the workability of accountability principles. These conditions may be characterized as productive actor-forum relationships, cooperation, flexibility, value alignment, and learning and improving opportunities.

In the presidential system of government, there are prerogative rights that are only owned by the head of state as the leader of the country. Clemency is regulated under Law Number 5 of 2010 on Clemency on the amendement of Law Number 22 of 2022 on Clemency. One of the uses of prerogative rights is to provide relief to several convicts by granting clemency. The granting of clemency by the President is based on humanity and without any interference from other parties or other state institutions. Although the granting of clemency is in the hands of the President due to the ownership of the prerogative, the consideration of granting clemency must be considered by the Supremen Court, the Prosecutor, and the Minister of Law and Human Rights so that there is cooperation between the relevant legal institutions. Clemency is utilized by several convicts, especially death row convicts, to cut the sentence imposed on them so that the executive of the sentence becomes shorter from the first time the decision is read out by the judge at the first level court.

Appointment of Members of the Indonesian National Army as Acting Regional Heads in the Face of Simultaneous Regional Elections in 2024

The simultaneous Regional Head Elections in 2024 result in vacancies in the positions of Governor, Regent and Mayor who expire their terms because they have to wait for definitive officials from the results of the 2024 Regional Head Elections. This study aims to analyze the arrangement for the appointment of members of the Indonesian National Army as Acting Regional Heads and analyze the limits of authority possessed by Acting Regional Heads in implementing regional government. The type of research used is juridical-normative with a statutory approach, The results of the research are, first, the appointment of members of the Indonesian National Army as Acting Regional Heads is contrary to the provisions of Article 201 Paragraph (11) of Law Number 10 of 2016 concerning Regional Head Elections, and Article 19 Paragraph (1) of Law Number 5 of 2014 concerning State Civil Apparatus, besides that there are also other conflicts in Article 47 Paragraph (1) of Law Number 34 of 2004 concerning the Indonesian National Army. Second, the authority of the Acting Regional Head is limited by four things, namely prohibiting employee mutations, canceling licenses that have been issued by previous officials and/or issuing licenses that are contrary to those issued by previous officials, making policies on regional expansion that conflict with the policies of previous officials, and making policies that are contrary to government administration policies and official development programs previously. The limitation of such authority may be waived with the written approval of the Minister of Home Affairs. However, the provisions for obtaining written approval from the Minister of Home Affairs are not regulated in the applicable laws and regulations.

Determinants of sports performance of athletes in Nigeria National School Sports Festival

The study assessed the determinants of sports performance by athletes in the Nigeria National Sports Festival. To achieve this purpose, the ex-post facto research design was used. The sample size of 400 athletes was randomly selected from the population of 14,000 athletes. The instrument for data collection is a structured questionnaire developed by the researcher. The instrument was validated by experts from Ahmadu Bello University's Department of Human Kinetics and Health Education in Zaria and pilot-tested with athletes in schools in Zaria, Nigeria. The instrument has a Cronbach Alpha reliability rating of 0.889, which is considered reliable for the study. The research questions were answered using mean and standard deviation. The null hypotheses were analyzed using inferential statistics of chi-square at 0.05 level of significance using Statistical Package for Social Sciences (SPSS). The result revealed that: training significantly determines the sports performance of athletes in Nigeria National Sports Festival (χ2 = 127.34, p = 0.000), and facilities significantly determine the sports performance of athletes in Nigeria National Sports Festival (χ2 = 108.10, p = 0.000). Based on the findings, the study concluded that training and facilities are determinants of sports performance by athletes in the Nigeria National Sports Festival. Based on the conclusion, the study recommended the need for qualitative training programs for the athletes to update them on the current developments in sports and the need for the government and school administrators to ensure that sports facilities are provided in adequate quantity and continuously maintained to enhance athlete's performance in the Nigeria National School Sports Festival.

THE IMPACT OF IMPROVEMENT THE DEGREE OF DIGITIZATION OF FINANCIAL AND BUSINESS ACTIVITIES ON SOCIO-ECONOMIC STRUCTURES IN ROMANIA

This research paper proposes to analyze the impact of the digitization process on the socio-economic structures in Romania. Digitization is an essential factor in terms of controlling the gross domestic product indicator, of investments channelled through public policies, so that their economic efficiency is maximized, and of increasing consumption in the current economic context, taking into account the current geopolitical challenges. As it is known, the Covid 19 Pandemic had an important role in accelerating the digitization process in all fields. In this state, a number of companies with a high digitalization index have been identified, but in addition to the effects of digitalization, there are also recent events that have caused negative effects in the digitalization process, specifically in the banking field. The main objective of the works proposes to highlight the fact that in countries where there is a qualified, healthy workforce and able to adapt to new technologies and the demands of the global market, the digitalization phenomenon contributes to the development of investments, of human capital, which is essential for economic growth and long-term stability. In order to achieve the main objective, that of identifying and highlighting the impact on the e-government development activity that has the effect of increasing the efficiency of the government administration, two stages were considered: one stage refers to the formation of clusters subject to further analysis and the algorithm k -means, and the second involves identifying the public impact that the digitization of services has on increasing the efficiency of governments

This research was conducted with the aim of determining the influence of leadership style and organizational support on organizational commitment and employee performance at the Gresik Regency Tourism and Creative Economy, Culture, Youth and Sports Department.

The Urgency of Expanding the Position and Functions of the Vice President in a Presidential System: A Study on Article 4 of the 1945 Constitution

This research highlights the role and position of the Vice President within Indonesia's presidential system, which remains ambiguous compared to the clearly defined role and authority of the President. The lack of clarity in the division of duties and the poorly defined role often lead to overlaps or gaps in the responsibilities that the Vice President should fulfill. This can result in uncertainty in decision-making and the implementation of government programs. The presence of a Vice President should ideally add an extra layer of accountability within the government. However, if their role is unclear, the public may find it difficult to assess their performance and to hold them accountable for their actions or decisions. When compared to other countries' constitutions, such as the United States and the Philippines, the role of the Vice President is more defined, but the role of the Indonesian Vice President appears to be more dependent on the President's policies. In the 1945 Constitution of Indonesia, the role of the Vice President is only broadly outlined in Article 4 paragraph (2) and Article 8. This ambiguity causes the Vice President's authority to depend on the President's policies. This research utilizes legal regulation, conceptual, and comparative approaches to understand the Vice President's position and powers. The research findings indicate that the Vice President's role is intended to assist the President and has a primary role in assuming the President's position in accordance with Article 8 of the 1945 Constitution. However, the Vice President's role does not have absolute authority as their power depends on the President's policies and preferences. This creates a complex dynamic between the President and the Vice President, with the Vice President's authority merely shadowing the President's power. Upon examining Article 4 of the 1945 Constitution, the Vice President's role should emulate that of the Vice President of the United States. According to this provision, the Vice President, with support from the Ministers, has the authority to declare the President's incapacity to exercise power and presidential duties, and conversely, the President can make statements contrary to the Vice President's statements, complementing each other.

Digital Transformation in Marriage Administration: Analysis of The Implementation of the ELSIMIL Application in Marriage Registration

The development of information technology has changed many aspects of life, including government administration, for example, the application "elektronik siap nikah dan hamil" (ELSIMIL) as a marriage registration process at the Office of Religious Affairs (KUA), which is used to simplify the marriage administration process. This article aims to understand how this application works and identify the efficiency and accuracy of marriage registration, as well as public response to the use of technology in marriage registration administration. KUA Purworejo, Pasuruan is used as a research location, the research methods include empirical juridical data collection, data processing, and drawing descriptive-analytical conclusions. The findings of this study show that the ELSIMIL certificate as a mandatory requirement for registering as a bride-to-be at KUA has been implemented well. These benefits are in the form of better accessibility and availability of KUA services for the community, both through online services and offline services when people visit the KUA office. It also enhances cooperation among institutions, civil society organizations, or other religious institutions, which automatically helps KUA expand the range of services and resources available to the community. ELSIMIL certificate as a condition for holding a marriage, can treat brides-to-be who have health risks that are not ideal for pregnancy preparation.

The Influence Of Regional Financial Performance On Economic Growth In Central Java Province

The phenomenon occurring in regional government administration, especially the large budgets in regional financial management, has not yet been able to drive economic growth. Central Java Province, which is one of the provinces with the largest regional budget (APBD) in Indonesia, experiences the same situation with economic growth that is not significantly better compared to other provinces in Indonesia. Therefore, the aim of this research is to analyze the extent of the influence of regional financial performance on economic growth in Central Java Province. This study employs a mixed-method approach, with quantitative research conducted initially followed by qualitative research across 35 regencies/cities in Central Java and the province itself. The results of this study indicate that the influence of regional financial performance on economic growth in Central Java during the period 2017-2022 was 0.021285 or 2.1285%, for the period 2017-2019 before the COVID-19 pandemic it was 0.021300 or 2.13%, and for the period 2020-2022 during the COVID-19 pandemic it was 0.089764 or 8.9764%.

IMPLEMENTASI SRIKANDI PADA BAGIAN UMUM SEKRETARIAT DAERAH KABUPATEN JOMBANG

Jombang Regency is one of the regencies in East Java Province which is also committed to accelerating digitalization. SPBE has been made a regional development priority for Jombang Regency in 2022 as stated in Jombang Regency Regional Regulation Number 08 of 2021 concerning Amendments to Regional Regulation Number 1 of 2019 concerning the Regional Medium Term Development Plan (RPJMD) of Jombang Regency for 2018-2023 which includes the objectives of achieving SPBE index until 2023 with a very good target. On this basis, the General Section of the Jombang Regional Secretariat as one of the OPDs within the Jombang Regency Government is realizing SPBE in carrying out government administration services in the field of correspondence and archives through the SRIKANDI Application. This research was conducted to find out how SRIKANDI is implemented in the General Section of the Jombang Regency Regional Secretariat. This application will be implemented in 2022 to make it easier to create and distribute letters and archives electronically. The method in this research is descriptive qualitative with data collection techniques through interviews, observation, literature and bibliography, and documentation. Informants were taken using the purposive sampling method. The focus of this research consists of four aspects: 1) Communication; 2) Resources; 3) Disposition; 4) Bureaucratic Structure. The research results show that the implementation of SRIKANDI in the General Section as a whole can be said to be successful even though there are obstacles both internal and external that need to be corrected so that its use can be maximized. РАЗВИТИЕ СИСТЕМЫ ВЛАСТИ И УПРАВЛЕНИЯ г. ДИВНОГОРСКА В 1962–1980 гг.

The paper, based on materials from the state archive of the Krasnoyarsk Region, analyzes the development of the system of power and governance in Divnogorsk in the period from 1962 to 1980. Divnogorsk appeared in the Krasnoyarsk Region as a settlement serving the needs and requirements of the Krasnoyarsk hydroelectric power station under construction. In the first years, as a settlement for hydraulic construction workers, it was subordinate to the Kirovsky district of Krasnoyarsk. With the acquisition of city status, the need arose to develop its own administrative governance system. According to the authors, the created administrative governance system generally coincided with that adopted in the country, but with minor features. Thus, the leadership of the city in the Soviet period included the governing bodies of the Krasnoyarsk Hydroelectric Power Station, the city Council of Workers' Deputies (Council of People's Deputies), and the City Committee of the Communist Party. An active role in the life of the city was played by the Komsomol organization, trade unions, bodies of people's control, as well as a wide range of the public, involved in resolving various issues. The most important issues for the city during the period under review were issues of housing and communal services of the city, its improvement, issues of social security of the population, cultural and educational development. Since the city was built primarily to service the construction of a hydroelectric power station, the main task of the authorities and governance was to manage the economic activities of the construction site.

The aim of this paper is to engage in a meticulous examination of Federalism as it manifests in the concrete socio-political landscapes of the United States, Brazil, and Germany, juxtaposed against its theoretical conceptual framework. To embark on such an ambitious endeavor, it is incumbent upon us to elucidate Federalism's etiological roots, multifaceted complexities, and operational mechanisms. In the course of this scrutiny, we shall assert that Federalism, despite the empirical heterogeneities that inherently characterize it, emerges as an indispensable paradigm for contemplating issues of pluralism, the devolution of authority, and the nurturing of regional identities. The corpus of this work is structured into five distinct segments: the first section is an exposition on the historical genesis of Federalism in the United States; the subsequent segment turns its focus to the conceptual underpinnings and philosophical provenance of Federalism; the third segment encompasses a detailed survey of Brazilian Federalism, sketching a historical trajectory that spans from the proclamation of the Republic to the post-military regime redemocratization; the fourth segment is consecrated to an analysis of the German model of Federalism. In our concluding remarks, we shall accentuate the intrinsic virtues of Federalism, extolling its capacity to expedite localized policy-making and administrative governance, safeguard regional and minority identities, and stymie the ascent of autocratic and dictatorial regimes. The first, third, and fourth sections engage in a jus-historical and philosophical inquiry, while the second and the ultimate sections tackle the normative-conceptual dimension and our interpretative exegeses, respectively.

Beginning with a brief historical context, the study provides essential insights into the evolution of the presidential system in El Salvador, establishing a foundation for comprehending historical and legal trends. The analysis meticulously dissects relevant constitutional clauses shaping the presidential system, paving the way for a nuanced examination. Focused on the interpretative milestones set by CCSCJ rulings, particularly those critical decisions, the paper navigates the intricate legal landscape surrounding presidential re-election in El Salvador. In its conclusion, the article addresses the question: Is presidential re-election really allowed in El Salvador? Beyond a simple answer, the study offers insightful reflections on the broader political-legal implications, contributing to a deeper understanding of El Salvador’s evolving governance dynamics.

Improving The Quality Of Catchment Area Model Public Services Based On Governance 4.0

This research is to examine Public Service Improvement using the Cathcment Area model based on governance 4.0. The implementation of e-government has experienced challenges since the growth of the industrial era 4.0. The development of technology is so rapid and unstoppable. Digitalisation is starting to enter the cracks of our daily lives. The Catchment Area perspective in this study is an important factor to see the efficiency and effectiveness of services to the community in local government administration based on governance 4.0. The research locus is Sidoarjo Regency. This research uses a qualitative approach. Research focus (1). Identifying factors that affect service quality. Research Results: factors that can affect the catchment area include the function of the region on the condition of the regional economy and also the national economy which is unique in nature, tax sources that can be explored potentially and in real terms to be able to achieve balance between various regions, the efficiency and effectiveness of services to the community in an area that is seen based on the optimal area for the service itself, participation that can be achieved effectively and mutual supervision between citizens and local bureaucracy.

Environmental Control and Management Continuation Through the Ruling of the State Administrative Court

Changes in environmental law provisions that have the potential to cause inconsistencies in these decisions must be harmonized with the legal system. Without consistency in decisions regarding environmental public administration disputes, it will be difficult for the government to make decisions and guideline for determining policies related to environmental protection and management. The aim of this research is to determine the consistency of environmental administration dispute decisions in state administrative courts. The writing method uses a normative juridical approach with statutory regulations, the legal sources used are primary and secondary legal sources relating to state administrative law and those relating to environmental regulations, apart from that the author uses a case study approach. The results of the research show that the implementation of regulations related to state administrative decisions in the environmental sector is still inconsistent, with the government placing more emphasis on remedial (retroactive) efforts in environmental problems which are manifested in the form of government intervention to restore environmental conditions after pollution and/or damage occurs. environment. Considering that the majority of environmental law enforcement is in the field of government administration, inconsistencies in environmental state administration decisions must be resolved immediately to realize good environmental protection and management. In fact, the decision of the state administrative court judge is not only intended to resolve a dispute but will also serve as a guideline for government agencies/officials in realizing sustainable environmental protection and management.
