Análise do grau de governança pública dos municípios do Cariri cearense

Due to the growing need for discussions about governance in public administration, this paper aims to verify the level of public governance in the municipalities of Cariri cearense, given the current scenario that demands management centered on accountability for society, committed to the quality, ethics and efficiency of services. Considering this, the present work sought to answer the following question: what is the level of public governance in the municipalities of Cariri cearense? Thus, for its fulfillment and development, a quantitative approach to the problem was used, using the public governance measurement model developed by Oliveira and Pisa (2015) and adapted by Aquino et al. (2021), in addition to descriptive analysis techniques. The results showed that most municipalities in Cariri presented average degrees (32,14%) and low (46,43%) levels of governance. Furthermore, it was evident that, on average, the equity and participation dimensions presented the best indexes among the five dimensions, while the dimension of the legality-ethics-integrity indexes presented the worst average, followed by transparency and effectiveness respectively.

Integrative Digital Governance: The Role of Public Administration in Promoting Sustainable Development amid Post-Pandemic Technological Innovations

Abstract Our study intends to find out how integrative digital governance in public administration can support sustainable development. The Covid-19 pandemic’s effects and current technology developments presented the chance. Mainly qualitative analysis, which included case study analysis and a review of the specialized literature, made up the research approach. Using this approach, we want to find potential approaches to include digital transformation into public administration. Our initial assumption was that the digitalization of public administration might make it easier to accomplish goals related to global development. Based on the findings of our study, we can declare that digitisation of public administration has a great potential to boost effectiveness, openness and civic engagement. Technologies would make participation easier and guarantee equal access for all citizens. All the same, our study emphasizes how complicated digitalization is. This covers the possible hazards connected to digital technology included into systems of public administration. We underline as recommendations the need of implementing a cooperation strategy that includes several activity sectors and degrees of digital governance. Our study has certain limitations mostly because we chose a limited number of case studies. This reality, we think, may affect the general applicability of the obtained results. We advise considering these restrictions in case our study is replicated. Furthermore, we think that the rate at which technology is developing now calls for a constant assessment of the outcomes that are attained by incorporating post-pandemic technological advancements into digital governance. Our study adds value by advancing our understanding of sustainable development in the digital era and by drawing attention to the challenges public administration has in embracing and leveraging digital developments.

Emerging Issues in People Management Governance in Public Administration:

Este estudo teve como objetivo explorar as principais questões e tendências relacionadas à governança da gestão de pessoas na administração pública, com um foco particular na capacitação e motivação do pessoal. Para isso, realizamos uma Revisão Sistemática Integrativa (RSI) de artigos publicados entre setembro de 2012 e dezembro de 2022. Utilizamos critérios de elegibilidade rigorosos para selecionar dezoito artigos relevantes das bases de dados ISI Web of Science (Thomson Reuters Scientific), (Scopus Elsevier) e Periódicos Capes. Os resultados indicam que a gestão de pessoas é vista como um fator chave para o desempenho organizacional e a qualidade dos serviços públicos, sendo uma ferramenta para aumentar a eficiência e eficácia do setor público. No entanto, o estudo também revelou desafios e lacunas, incluindo a necessidade de uma gestão mais eficaz da diversidade e inclusão, e a coordenação e responsabilidade dos servidores públicos.

Community Participation in the Public Decision Process: Realizing Better Governance in Public Administration

Citizen participation in public decision-making processes has become a key element in efforts to achieve better governance in public administration. This journal article explains the importance of community participation in forming policies and managing public resources. By involving the public in the decision-making process, the government can produce more effective and sustainable policies. Community participation takes various forms, from public consultation to deeper collaboration in policy formation. In the context of public administration, public participation can increase government legitimacy and accountability. This article also describes the challenges and barriers that may arise in enabling effective community participation, including issues related to access, transparency, and lack of community skills or knowledge. In addition, this article highlights the concrete benefits of public participation, such as improving the quality of policies, reducing social conflict, and increasing the efficiency of using public resources. Through case study examples and empirical evidence, this article illustrates how public participation has succeeded in improving government performance in various sectors, including education, health, environment and infrastructure. In conclusion, public participation is an important element in improving governance in public administration. Effective participation allows the government to make policies that are wiser and adapt to the needs of society. By paying attention to existing challenges, the government can create an environment that supports broader public participation, which will ultimately result in better and more responsive government.

The Role of Agile Values in Enhancing Good Governance in Public Administration during the COVID-19 Crisis: An International Survey

This study aimed to analyse the impact of digitalisation on good governance with respect to selected local public administrations during the COVID-19 lockdown in the spring of 2020. The overriding assumption made is that agile values mediate the relationship between digitalisation and good governance on this level of public administration. Data were obtained through a web-based survey conducted between June and August 2020. The empirical analysis was facilitated by applying partial least squares structural equation modelling (PLS-SEM) on a sample of 761 public managers from five Central European countries (Czech Republic, Germany, Poland, Romania, Slovenia). The results show that digitalisation acted as an essential driver of good governance during the COVID-19 pandemic. Three out of four agile values—“employees and internal relationships”, “working public services”, and “change management”—were also shown to help make digitalisation more effective and thereby facilitate good governance. Despite some limitations (e.g., respondents’ subjective evaluations, the study only being performed during the first wave of the COVID-19 pandemic in the observed countries with different situations and consequent measures in response, and differences in the broader environment and local administration systems in the studied countries), the findings of the study are important given the lack of similar empirical studies. Public administrations should be digitalised and reformed in a way that ensures that they effectively and efficiently design, implement, measure, and continuously improve their strategies, tactics, and services, which can all be accomplished by being agile. The paper offers insights into: (1) the lessons learnt about the nature of digitalised public services/processes and agile management approaches in response to the COVID-19 pandemic and their impact on good governance; and (2) proposals for policymakers and managers in public administrations with regard to operating in extreme VUCA circumstances in any next wave of COVID-19 pandemic or in a new pandemic/public health disaster.

Unveiling the drivers of digital governance adoption in public administration

The purpose of this paper is to investigate the factors, both internal and external, that impact the adoption of digital governance in public administration. The quantitative data were collected through online questionnaires from 556 public servants, all of whom were enrolled in a Master of Public Administration program, representing a variety of public organizations, in a non-random way. The study draws from a comprehensive literature review and leverages structural equation modeling (SEM) analysis to derive empirical insights. The empirical analysis revealed positive relationships between digital governance, service quality, safety, trust, and transparency within public services. Contrary to previous results, internal factors such as leadership, organizational culture, and skillsets do not exhibit significant impacts. Overall, the study supports the idea that improving the quality of digital services and embracing innovative technologies are key drivers of digital governance in public administration, leading to increased transparency and public trust. These findings can guide policymakers and administrators in implementing effective digital governance strategies tailored to the specific context of each public organization.

CO2 emissions from service sectors in Ecuador: an analysis using input–output subsystems

AbstractEcuador is one of the most megadiverse countries in the world and a pioneer in establishing some regulations to take care of its environment. Despite this, its levels of pollution and environmental deterioration are higher than those of neighboring countries. A better understanding of the pollution channels of a subsystem such as services, which increasingly occupies a more relevant place in the economy and many of its activities tend to go unnoticed as a source of pollution, allows the development of mitigation strategies that could be analyzed and adopted for similar contexts. We estimated direct and indirect emissions for the 71 economic activities of Ecuador and applied an input–output subsystem analysis, breaking down the generation of total CO2 emissions (direct and indirect) of the 18 activities that make up the services subsystem into 6 sources. Total emissions of the services subsystem were a third of the emissions for the year 2018. Although it is known that transport is a well-known relevant actor in overall CO2 emissions, our decomposition provides a clearer view of the direct and indirect pollution channels of other relevant service sectors. We detect several service sectors with an insignificant level of direct CO2 emissions and a high level of total emissions. This is the case of trade services, real estate services, services provided by professionals, telecommunications or the government public administration. These sectors induce the generation of emissions from other sectors inside and outside the services subsystem. The results inform the design of policies to mitigate CO2 emissions in Ecuador.

Analyzing technology acceptance model for collaborative governance in public administration: Empirical evidence of digital governance and perceived ease of use

This research was conducted with the primary aim to investigate digital governance by examining empirical evidence regarding the application of Technology Acceptance Model (TAM) in public administration. The antecedents of TAM were explored to estimate behavioral intention and actual use in electronic public service in public administration in Indonesia. The research was conducted in Semarang, Central Java, Indonesia by employing simple random sampling techniques to collect a total of 182 respondents. By using Structural Equation Modeling–Partial Least Square (PLS-SEM), the results showed significant effects on perceived usefulness and attitude toward use. The variable of perceived usefulness was also empirically proven to have a significant effect on attitude toward use and behavioral intention. The findings found that attitude toward use had a significant effect on behavioral intention, and then behavioral intention was empirically proven to have an effect on actual use. Mediating analysis from the variables of perceived usefulness, attitude toward use and behavioral intention also found the mediating roles. Theoretically, these findings contribute to the digital governance framework by providing empirical evidence strengthening the relevance and affirming the application of the Technology Acceptance Model (TAM) in the context of public administration. Practically, these findings have managerial implications that the application of TAM in the public administration sector is relevant to be explored with a professional management model and a user-based approach in the development of digital applications and websites.

Public awareness of public administration governance and legal awareness regarding anti-corruption measures

This study focuses on the extent of the influence of the level of legal awareness in society of the corruption problem, because of the importance of finding the cause of corruption persistence in Riau, Indonesia. By mapping the knowledge and understanding of the community, this research can identify what preventive steps need to be taken by local and central governments as well as law enforcement officials to prevent corruption (Marzuki et al., 2022; Arifin et al., 2015). This is an applied research, where the sample data are taken from three districts in Riau Province, Indonesia. Hopefully, in the future, the government and law enforcement will be able to identify concrete steps so that they can suppress the occurrence of corruption in Riau Province. The results of the study conclude that the people of Riau are quite tolerant of understanding corruption because of differences in views about disgraceful values in society if it has anything to do with non-corruption. The model of eradicating corruption in the community must be improved by increasing public understanding of corruption and improving the administrative system of the regional and central governments

Managerialismi ja legitiimi auktoriteetti: Weberiläinen näkökulma legitiimin hallintavallan koherenssiin

Managerialism and legitimate authority: A Weberian perspective on the coherence of legitimate rulership Managerialism is one of the most prominent doctrines that have challenged the traditional model of governance in public administration in recent years. This article presents an alternative frame of reference for making sense of the socio-political implications of managerialism, based on the theory of types of authority articulated by Weber (2019) as part of his investigation into the structures and processes of legitimate rulership. It is argued that central to the study of legitimate authority is a consideration of the internal coherence among the elements of the emergent type of rulership. Emphasizing the congruence helps better understand why some ways of legitimization succeed in achieving an orderly state of power, and why others fail at achieving authority. The approach is illustrated by a case study of processes related to the constitution of legitimate rulership in a government

Going Nordic—Can the Nordic model tackle grand challenges and be a beacon to follow?

AbstractNordic countries are known for having extensive welfare services, a highly compressed wage structure owing to strong social partners, as well as effective regulation and governance in public administration. Various typologies capture aspects of the institutional features of families of nations across various policy areas, showing that there is a specific Nordic variant of political economy. While there is an extensive literature focusing on socio‐economic outcomes in the Nordic countries, there is less scholarly focus on the linkages between the regulatory processes, and their policy output, in response to various challenges. This volume examines how exogenous challenges (market liberalization promoted by EU integration and the gig economy, as well as the COVID‐19 pandemic) and endogenous challenges in the welfare state (regulation of child‐care quality and retirement ages) are tackled in a selection of Nordic countries. After a bibliometric analysis on the state of the literature, features of the Nordic model are presented. Then, the contributions of the articles to the special issue are summarized, after which lessons for other models of political economy are pinpointed. We find that although there is high variation within the Nordics in the studies of the special issue, there is a trend whereby, over time, a broader range of actors involved in the policy and regulatory process. Although not perfect, challenges are solved incrementally and often at an early stage. In other words, the Nordic regulatory model is highly adaptable to different challenges. Thus, the Nordic model does present crucial lessons for other types of political economy.

Towards Knowledge Governance in Public Administration

Today´s public administration is increasingly dealing with wicked problems, involving high levels of complexity and uncertainty. Wicked problems, such as combating climate change, ask for multistakeholder approaches and the interweaving of diverse types of knowledge. Currently, however, public administration mainly works with Knowledge Management (KM): effectively using and producing in-house knowledge and developing organizational competences. To improve governmental responses to wicked problems, this paper proposes a shift in the public sector towards Knowledge Governance (KG), thereby expanding the practices of KM. The transdisciplinary field of KG focuses on structures and techniques that influence the processes of sharing and creating knowledge and the implications of types of knowledge on policy. A KG approach has proven to be more effective for addressing wicked problems through multilevel governance and system innovation. The objective of this paper is threefold. First, to summarize the state-of-the-art scholarship on KM and KG in a comparative perspective. Second, to showcase boundary organizations in public administration as an example of KG. And third, to discuss three critical factors for successful KG in public administration: 1. Establishing an institutional culture focused on system thinking and knowledge creation; 2. Reconceptualizing the concept of knowledge and address its inherit power imbalances; and 3. Enhancing active and meaningful multi-actor participation in public decision-making processes. In conclusion, we recommend boundary organizations, working on the knowledge-policy interface, for dealing with wicked problems and enhancing a paradigm shift towards KG.

A Model for a Process Approach in the Governance System for Sustainable Development

The paper refers to the governance of “sustainable development (SD)” and aims to describe a new way of addressing it consisting of a process-based approach. In accordance with this objective, the paper presents three distinct sections: basic concepts on SD and public administration governance; an overview of publications on the SD governance framework; schematic presentation and description of the key SD governance processes, with reference to the “United Nations (UN)” governance system for SD. Applying the process approach to the UN governance for SD is a novelty, and results in a model that reflects its global picture and links with other governance levels. The proposed model is important for decision makers in multilevel governance for SD, helping to better coordinate the changes needed to build inclusive and effective governance systems. It also addresses academics and researchers, creating the framework for the future studies on SD governance processes and ways to improve them.

New Pythias of public administration: ambiguity and choice in AI systems as challenges for governance

As public administrations adopt artificial intelligence (AI), we see this transition has the potential to transform public service and public policies, by offering a rapid turnaround on decision making and service delivery. However, a recent series of criticisms have pointed to problematic aspects of mainstreaming AI systems in public administration, noting troubled outcomes in terms of justice and values. The argument supplied here is that any public administration adopting AI systems must consider and address ambiguities and uncertainties surrounding two key dimensions: the algorithms’ results, and how public managers make decisions for and about AI systems’ design. The article is based on bibliographic research in institutional theory perspective that relates the design of AI systems and relevant literature on the decision-making process in public policy. The main finding is to explain why autonomous decision systems continue to reproduce ambiguities and uncertainties when applied in public administration and propose a reflection on AI governance in public administration. This article points to the need for design institutions that immerse themselves in understanding the nuances, details, and potential outcomes of AI governance for public administration. Such institutions would reconcile consequentialist logic with a logic of appropriateness to help navigate and mediate ambiguities and uncertainties.

Принципи правового регулювання митних режимів в Україні

У науковій публікації досліджуються принципи правового регулювання митних режимів в Україні як міжгалузевого інституту митного права.
 Зазначається, що митний режим є комплексом взаємопов'язаних правових норм, що відповідно до заявленої мети переміщення товарів через митний кордон України визначають митну процедуру щодо цих товарів, їхній правовий статус, умови оподаткування і зумовлюють їх використання після митного оформлення.
 Формулюється висновок про те, що роль принципів права в регулюванні митних режимів є визначальною, враховуючи євроінтеграційні прагнення України та зумовлену ними необхідність дотримання принципів верховенства права, правової визначеності та належного урядування органами публічної адміністрації.
 До принципів правового регулювання митних режимів слід віднести загально-правові (верховенства права, законності, правової визначеності, рівності всіх перед законом, гласності тощо), а також спеціальні принципи, серед яких: принцип сприяння розвитку міжнародної торгівлі; принцип захисту національних інтересів та безпеки у сфері зовнішньоекономічної діяльності; принцип диспозитивності вибору митного режиму суб'єктом зовнішньоекономічної діяльності, принцип доступності адміністративних послуг, які надаються органами публічної адміністрації (реалізація принципу «єдиного вікна» в роботі органів та посадових осіб Державної митної служби України) тощо.
 Зазначається, що зважаючи на мету національної держави набути повноправного членства в Європейському Союзі, наближення національних митних правил та процедур до стандартів та принципів ЄС є ключовим завданням публічної адміністрації в Україні.
 Формулюється висновок про те, що дослідження принципів правового регулювання митних режимів в Україні є основою для подальшого вдосконалення чинного національного законодавства та юридичної практики, розроблення перспективного законодавства у сфері правового регулювання митних режимів.

MENINGKATKAN KEMAMPUAN PEMERINTAH DAERAH DALAM TATA KELOLA LAYANAN PUBLIK MELALUI PEMANFAATAN MODAL SOSIAL

Over the last few decades governance has moved towards decentralization. Local governments are given broader authority in regulating their own regions. However, each region varies widely in their capacity to implement governance. For this reason, it is necessary to increase the capacity of each region in carrying out governance. This form of ability can be done by utilizing the social capital that the area has. Thus this study aims to discuss local capacities in public administration governance through the use of social capital highlighting ways in which local governments can contribute positively to social capital formation by opening up their political opportunity structures and engaging non-profit organizations and community groups in partnership-based arrangements trust. This research is a qualitative research using literature review method in analyzing the object under study.

Principles of integrity and good management in public administration

Problem setting. At the present stage of building a democratic, law-governed state in Ukraine, the importance of taking into account the principles of integrity and the European concept of good governance in management practice and lawmaking, which were formed in Western legal opinion on the basis of the fundamental idea of the rule of law, is gaining importance. Analysis of recent researches and publications. Currently, national scientists have taken the first steps in analyzing certain aspects of the principles of integrity and good governance, among which are Averyanov V.B., Grytsyak I.A., Pukhtetskaya A.A. and others. Target of research is to analyze the understanding of the principles of integrity and good governance in public administration and the urgent need for their application in Ukraine. Article’s main body. The principles of law can be treated in different ways: as ideas, the basics, the provisions or the requirements, but the main thing in any definition is that they are fundamental. The integrity of state power is the most important socio-moral requirement and need, and therefore plays a great social significance. The concept of good governance was formed in the European legal doctrine based on and subject to the fundamental principles of the structure of the legal system - democracy and the rule of law. These principles include: openness, participation, responsibility, effectiveness, compliance. The principles of integrity and good governance, considered in the article, are fundamental principles of public administration, failure to fulfill (as requirements) or non-compliance of which can lead to negative processes in public administration. Conclusions and prospects for the development. The fundamental principles of integrity and individual European standards of good governance discussed in this article indicate the need to deepen administrative reform in order to accelerate the process of adaptation of the domestic system of legislation to European principles and standards, which, in turn, would be a significant policy confirmation.

Principal-Agent Relation and Contracting-out for Employment Case Management to Enable Third-Country Nationals’ Transition to Work

Abstract This paper analyzes the role of public and private employment-service agencies in contracting-out for employment case management under principal-agency relation to understand young third-country immigrants’ transition to work in Czechia, Poland, and Hungary. Existing research pointed to contracting-out as a major trend in public-service reforms when the government (principal) hires private employment agencies (agents) to perform service delivery, but overall the control of standards and the accountability to the public remains with the authority. Although the principal-agency relation shows human beings as rational and opportunist in corporate governance, there is still little research in CEE countries explaining the role of public and private employment agencies under principal-agency relation in contracting-out for case management to understand young third-country immigrants’ transition to work. Based on a qualitative cross-national case-oriented research approach with fewer-country comparison, documents and scholastic texts are collected and analyzed by means of a document and content analysis technique to fill in this gap. The findings show that open information, regulation, and monitoring administrative devices are a major perceived influence in principal-agency relational governance with a lack of cooperation that may impair the quality and service when looking at issues such as employment-related transition of young third-country immigrants and socio-economically disadvantaged groups in a contracting-out setting. The study demonstrated certain decentralized new public administration governance similarities but dissimilarities from the country’s institutional context. The outcome points to regulatory administrative devices to target agencies’ behavior and young vulnerable people’s need for paid work. This is relevant to performance monitoring in contemporary fluid society targeting benefits and scarce resources that may not only constrain ethnic minorities’ upward mobility, but the economy and the social cohesion process.

Disaster risk reduction is not ‘everyone's business’: Evidence from three countries

Reflecting the shift from government to governance in public administration, disaster risk reduction (DRR) is typically framed as ‘everyone's business’, a multi-stakeholder activity involving many different local, national, and international organizations. However, it is not clear which types of organizations actually participate in DRR and how they work together. In this article, I use a social network analysis to compare the DRR networks in three countries, Kenya, Bangladesh, and Sierra Leone. Results provide a better understanding of the types of organizations engaged in DRR. I find that while the number of organizations involved in DRR differs across these countries, local, national, and international governmental, nongovernmental, and private sector organizations are all involved in DRR. This breadth of organizations suggests that DRR is indeed a multi-stakeholder endeavor. However, engagement is limited in other respects: community influence is low, private sector involvement is minimal, and local governmental participation is varied. Such limitations mean that DRR is not actually ‘everyone's business’, but rather the business of a select few. While these limitations may compromise DRR activities, further research is needed to understand the effect that the absence of different types of stakeholders has on the ways that risks are managed.

GOOD GOVERNANCE IN MUNICIPAL AND RURAL MUNICIPAL OFFICES OF LOCAL ADMINISTRATION IN POLAND

Public governance constitutes an answer to the limitations regarding the possibilities of reforming public administration in the stream of new public management. One of the detailed concepts of public governance was originally formulated by the World Bank. Its use in practice is limited to operationalization through formulating a variety of indices which are usually dedicated to countries and regions. Scientific discourse lacks studies indicating the possibility of using good governance in public administration at the level of its smaller exponents such as the units of local self-government. Equally, there are no available results of research regarding the influence of the functioning of units of public administration according to the principles of good governance on their perception on the part of citizens. This study aims at operationalizing the concept of good governance through the formulation of a model of activity of local government administration according to the principles of good governance, as well as proposes a tool for evaluating  the level of maturity of management solutions based on the concept of good governance. The research results regarding the level of compatibility of these offices with the rules of good governance are compared with the results of surveys examining opinions and levels of satisfaction among inhabitants of selected boroughs.  The aim of this comparison was to find the answer to the question of dependence between the activities of local administration in accordance with good governance and satisfaction on the part of local inhabitants.The publication was the outcome of the project entitled ”Adaptation of the management system of local government office to the good governance concept” which was financed by The National Science Centre, based on the decision no.
