Empowering the Online Media System: The Innovative Route of Effective Digital Government Response in China

Studies on the Chinese government’s online response present diverse voices and perspectives, but consensus cannot be reached. The literature has constantly ignored the construction of an online media mechanism, which includes professional positions and standardized procedures that were designed inside the online media to process information and facilitate an effective government response. Does the reconstruction of an online media mechanism benefit the effectiveness of government response? If so, how? From the perspective of the media mechanism, what are the influential factors for the effectiveness of government response and how do they work to exert this impact? Engaging with the media system dependence theory, I conducted semi-structured, in-depth interviews with the editor at the Beijing Municipal Government Website and official document drafters at prestigious research institutions. In conversation with the political system theory, multinomial logistic regression was used to analyze the daily government response data covering the period from 2019 to 2020. This article argues that the innovations in the mechanism inside the online media system can outsource some information management functions from the political system to the online media system. These innovations also assist in partial power transfer from the political system to the media system to achieve an effective government response. The political system faces dual pressure, including content pressure and time pressure, regarding its online response.

A revised central dogma for the 21st century: All biology is cognitive information processing

Crick's Central Dogma has been a foundational aspect of 20th century biology, describing an implicit relationship governing the flow of information in biological systems in biomolecular terms. Accumulating scientific discoveries support the need for a revised Central Dogma to buttress evolutionary biology's still-fledgling migration from a Neodarwinian canon. A reformulated Central Dogma to meet contemporary biology is proposed: all biology is cognitive information processing. Central to this contention is the recognition that life is the self-referential state, instantiated within the cellular form. Self-referential cells act to sustain themselves and to do so, cells must be in consistent harmony with their environment. That consonance is achieved by the continuous assimilation of environmental cues and stresses as information to self-referential observers. All received cellular information must be analyzed to be deployed as cellular problem-solving to maintain homeorhetic equipoise. However, the effective implementation of information is definitively a function of orderly information management. Consequently, effective cellular problem-solving is information processing and management. The epicenter of that cellular information processing is its self-referential internal measurement. All further biological self-organization initiates from this obligate activity. As the internal measurement by cells of information is self-referential by definition, self-reference is biological self-organization, underpinning 21st century Cognition-Based Biology.

Design and Implementation of a Resource Sharing Platform based on Cloud Computing

Entering the era of big data, while the amount of resource information is increasing exponentially, it has greatly increased the difficulty of people's resource sharing and searching. The design goal of this resource sharing platform is to gather the power of a large number of netizens to collect and integrate a large amount of resources, so that users can enrich the resource library as resource sharers while searching for resources. This system is an online multi-person resource sharing platform designed based on the Springboot and Vue2.0 framework, which implements functions such as user registration and login, data sharing, search, and comments. It also implements resource and user information management functions in the administrator module, as well as AI image audit image function based on Yolo. This system adopts cloud computing cloud database technology and cloud computing host technology to reduce system operating costs, and uses Sa Token plugin to ensure system security. While providing a resource sharing platform for netizens, it also adds corresponding resource audit functions such as image auditing.

Development of Electric Power Networks Inspection Information Management System Based on MapWorld API

According to the management requirements of a large number of spatial data and attribute data generated by daily inspection of power system, the power inspection information management system is developed by using WebGIS (Web Geographic Information System) technology. Firstly, the user layer of the whole system is developed by using HTML and CSS as tools, and then the basic data is managed by using sky map API and JavaScript as tools, combined with the relevant functions of sky map API, the functional modules of the system are developed to realize the functions of visual information management and two-way query. The system can provide corresponding solutions for the management of Power Patrol information.

Analysis of Substation Joint Safety Control System and Model Based on Multi-Source Heterogeneous Data Fusion

As the number of substations continues to increase globally and the market demand continues to rise, the current workload of maintenance and daily operation of substations in power grids cannot meet the current demand if only relying on manual work, and the design and implementation of intelligent safety control solutions for substations is imperative. Therefore, this paper proposes a joint safety control system and model analysis for substations based on multi-source heterogeneous data fusion. Firstly, a three-dimensional visualization substation efficient interactive operation platform is realized, which realizes the functions of substation scene roaming, system login, information management, equipment parameters, status viewing and operation ticket pushing; after that, a variety of intelligent hardware devices for data collection, such as multi-dimensional terminal sensors, intelligent wearable devices, intelligent pre-built positioning installation measure rod, and substation intelligent inspection robots are designed to greatly improve the substation inspection efficiency and realize real-time monitoring and data interaction in the inspection process. Finally, we propose an Attention-LSTM-based prediction model for substation multidimensional data, which can predict power equipment spatio-temporal data in the short term, and the prediction results can be combined with intelligent devices for joint diagnosis. The Attention-LSTM prediction model is well-trained in transformer oil temperature experiments, and the experimental results show that this model can provide early warning for the abnormal state of substation power equipment. In summary, this thesis describes a set of complete and practically feasible intelligent safety control methods for substations. The joint safety control system and model analysis of the substation based on multi-source heterogeneous data fusion designed in this paper is mainly oriented to the substation as an electric power workplace, which has quite a vast application prospect for energy equipment.

Design and Implementation of the Heartful Education System Platform Based on PHP

With the rapid development of Internet technology, the education industry increasingly relies on information technology to improve teaching quality and management efficiency. This article designs and implements a heartful education system based on the PHP programming language to meet the needs of educational managers in student management, teacher management, course management, etc. Through database design and front-end code development, the system provides convenient user login, registration and personal information management functions, and achieves effective management of educational resources through operations such as adding, modifying, deleting, and querying courses. Additionally, this article describes interface design and security considerations. The front-end technology uses HTML5+CSS3+Bootstrap4.0, and the back-end technology uses ThinkPHP6 enterprise-level framework+MySQL database to ensure that the system has a good user experience and data security. After actual testing, the Heartful Education System has certain applicability and value in the education industry. It can help education management departments improve education quality and efficiency while also saving costs (avoiding the high cost of purchasing an LMS platform).

Research on Remote Fault Diagnosis System of Harvester

The structure of combined harvester is complex, and its operation process includes many processes. There is material transportation between each process, so blocking faults often occur. The blockage fault of combined harvester will seriously affect the efficiency of working and harvest quality, so this paper designs a remote diagnosis system of blockage fault of combined harvester. The system can carry out remote monitoring, fault diagnosis and fault alarm for the operation status of the combine, and also provide information management and other functions, which can effectively carry out remote maintenance services. This paper presents an IPSO-BP fault diagnosis model, which is tested by simulation test. The results show that the accuracy of fault prediction by this method is 97.78%. Compared with BP neural network model and PSO-BP model, the accuracy of fault prediction is improved by 5.28% and 13.45%, meeting the fault diagnosis requirements of combined harvester.

RESEARCH ON EMERGENCY RESPONSE SYSTEM OF DANGEROUS GOODS TRANSPORTATION VEHICLES

Abstract. Due to the flammable, explosive, corrosive, radioactive and other characteristics of dangerous goods, if a traffic accident or leakage accident occurs during transportation, it will seriously endanger public safety and the safety of people's lives and property. It is of great significance for urban safety and stability to establish a risk early warning mechanism, ensure the safe transportation of dangerous goods, and formulate emergency rescue measures. In view of the problems that may occur during the transportation of dangerous goods, such as weak supervision, low efficiency in obtaining accident information, and difficulty in emergency treatment, this paper constructed a comprehensive perception and collaborative integration of urban emergency response system by integrating vehicle target intelligent monitoring platform and decision support platform. Under the support of target detection and tracking technology, PyQt5 is used to build an intelligent vehicle target monitoring platform based on satellite video data, which realizes the real-time tracking, monitoring and early warning functions for dangerous goods transport vehicles, and can quickly complete the location of emergencies and the statistics of environmental road information after an accident. With the support of database technology and ArcGIS Engine embedded component library, a decision support platform integrating statistics and spatial analysis is constructed. GIS technology is used to realize the spatial analysis of emergency points and basic information management functions. At the same time, the platform is based on the two basic starting points of fast response to emergency events and high scheduling efficiency, which realizes the rapid determination of the accident impact area and the planning of emergency rescue routes. Taking Chengdu as an example, the emergency response system constructed in this paper can monitor dangerous goods transport vehicles in the urban area in real time, and formulate emergency response measures in seconds. The system is conducive to reducing the damage and loss caused by emergencies and improving the informatization level of emergency related departments.

Proactive management in the field of education was analyzed, what it means, what is focused on. The main objectives of controlling in the system of strategic management of the educational sector were listed. The basic task of controlling in the system of strategic management of the educational sector was determined. A Systematic Review of the Extent to Which BIM Is Integrated into Operation and Maintenance

Although a considerable amount of research has addressed the use of building information modelling (BIM) in facilities management (FM) within the past years, there is limited systematic review on investigating the potentials of BIM within the operation and maintenance (O&M) life cycle phase. Yet, this phase could account for approximately 60% of the total life cycle costs of assets. The purpose of this paper is to conduct a systematic literature review on the application of BIM in the O&M phase to identify current research trends, research gaps and future directions. This study achieves the aforementioned purpose by adopting the preferred reporting items for systematic review and meta-analysis protocols (PRISMA-P). It employs qualitative and quantitative techniques to analyse the articles from a combination of three multi-disciplinary research databases, namely—Scopus, Web of Science and Engineering Village, which also comprises Compendex, InSpec, GeoRef and GeoBase sub-databases. After an in-depth review of 196 selected journal articles, this study systemically presents: (1) bibliometric analyses of the literature in BIM and O&M; (2) research patterns and trends; (3) drivers and barriers to BIM–O&M integration; and (4) research gaps mapped into a standard project management lifecycle to guide future research directions. The content analysis reveals that BIM has mainly been integrated under seven functions: information management (IM), advanced technology (AT), maintenance and asset management (MAM), indoor management (IM), performance assessment (PA), visualisation (V), and lean management (LM). Findings of the study reveal that the UK, USA and China are the top ranked countries with regards to research outputs on BIM–O&M integrations. The majority of BIM integrations within O&M falls under the information management function, whereas the least research output was recorded under lean management. In addition, the majority of studies focused on institutional and infrastructure facility types, but residential, industrial and commercial buildings were underrepresented, despite their disproportionate physical dominance within most societies. Findings also show that potential drivers and barriers for BIM integrations within O&M can be classified into three main categories—technical, organisational, and legal/contractual. It is then concluded that the application of BIM within O&M is still emerging, which further emphasises the need for more studies that address value realization in the context of BIM in O&M, with particular focus on the specific O&M principles for different building types.

The Scope and Functions of Health Information Management in e-Health

e-Health adoption in health care leads to a clinical transformation, affecting the scope of health data, work processes, roles, interactions, and above all, the culture of the global health system as a whole. Advancements in the application of health information technology (HIT) have certainly reformed the health care landscape and how health data are being documented, processed, and disseminated This review paper aims to explore the expanding scope and functions of health information management in e-health. The study also intends to identify the evolving functions of health information management for the meaningful use and transmission of health data in e-health environment. The study reveals the challenges of transmitting health data in the e-health systems and the areas of e-health where meticulous health information management is required.

Functions of Russian verb-derived discourse markers slušaj and smotri from the perspective of information management and interpersonal regulation

While a significant amount of research related to discourse markers in the Russian language has been devoted to particles, very few scholars have focused on verb-derived discourse markers such as slušaj (‘listen’), smotri (‘look’), znaeš’ (‘y'know’), ponimaeš’ (‘d'you understand’), and vidiš’ (‘d'you see’). In this paper, I focus on slušaj and smotri, exploring their functions of information management and interpersonal regulation in talk-in-interaction. Based on data collected from YouTube interview videos, I examine the features of slušaj and smotri in terms of speaker roles, position in utterances, utterance structure, and lexical co-occurrence. A qualitative analysis supported by quantitative results shows how slušaj and smotri perform their information management and interpersonal functions in requesting/providing information, reformulating utterances, establishing contact, and indicating empathy. Considering the similarities and differences observed from the analysis, the results of this study suggest that slušaj is likely to be an interpersonal marker typical of response utterances, while smotri is an information-oriented marker leading a hearer to understand an utterance.

Research on open source platform of digital power grid based on CEPH open source distributed storage technology

In order to ensure the operational quality of open source platform and improve the security of power grid information management, a research method of digital power grid open source platform based on CEPH open source distributed storage technology is proposed. The open source platform structure of digital power grid is optimized by using the operation of object to block mapping and human-computer interaction function of CEPH platform. CEPH open source distributed storage is used to optimize the information management function of digital grid open source platform and improve the effect of grid data and information sharing. An adaptive quantization strategy is designed to dynamically determine the load factor weightthe weighty of load factor of the digital grid open source platform and improve the resource storage performance of the platform. The test results show that the digital grid open source platform based on CEPH open source distributed storage technology has low memory occupancy, data processing of high efficiency and good system load balancing ability, which meets the needs of information security and data processing of the digital grid open source platform.

In this thesis the author takes the title Function of Information Management and Documentation Officials (PPID) in providing Public Information Services in the Special Region of Yogyakarta. This study discusses how the main PPID is in providing information services in the Special Region of Yogyakarta based on the provisions of the applicable legislation. By using normative research methods and approaches to legislation and conceptual and qualitative data processing, it is concluded that the main PPID in the Department of Communications and Information Technology DIY has implemented Law Number 14 of 2008 concerning Public Information Disclosure. However, there are several factors that influence PPID in carrying out its function in realizing public information services in DIY including Juridical factors, Structural factors, Apparatus factors / Service Officers. Some of these factors are also obstacles faced by PPID in implementing Law No. 14 of 2008 concerning Openness of Public Information, namely, the low commitment of the leadership of public agencies, limited Personnel / Human Resources (HR) who specifically handle the provision and management of public information. information services in several OPDs within the DIY Regional Government, including an understanding of the duties and functions of some OPDs regarding the provision of a Public Information List and a list of excluded information and related to inadequate budgets

An implementation framework of blockchain-based hazardous waste transfer management system.

The rapid increase in volume and types of hazardous waste (HW) due to China's continuous economic growth makes it significant to conduct HW safety management. However, due to the information asymmetry between the regulators and regulated institutions, problems such as illegal dumping and statistical fraud are common in hazardous waste transfer (HWT) activities. Moreover, there is a severe problem of information isolated island among waste production, transportation, and treatment companies in the HW market. Promoting the information monitoring and tracking of the whole process of HWT is the main challenge for HW management. Blockchain provides an ideal solution to overcome the above challenges. This study developed a framework for the blockchain-based HWT management system, which could support government regulators to obtain relevant information in HWT and improve the efficiency of HWT. The HWT management system was introduced in detail from different perspectives, including infrastructure, blockchain service, functions, and users, emphasizing six information management functions. Finally, the positive impact and various challenges encountered in implementing blockchain in HWT management were discussed. This study applies blockchain to the research field of HWT management, which expands the application of blockchain in the field of solid waste management with great theoretical and practical significance.

취약성 통합평가 및 해안가 농업지역특성 분석

Recently, climate change is a threat to a wide range of areas such as water resources, ecosystems, forests, agriculture, industry and energy. In particular, in the case of agriculture with high climate dependence, the actual level of damage is serious due to the increased risk of disasters as the occurrence of extreme weather such as drought, heavy rain, typhoon and heat waves increases.BR Therefore, in this study, the concept of evaluating climate exposure, sensitivity, and adaptive capacity was established for the evaluation of vulnerability to climate change in the agricultural sector of Korea.BR In addition, in order to Integrated Assessment the vulnerability of climate change in the whole agricultural regions of Korea, which is classified and managed by sector, climate influencing factors such as drought and heavy rain were selected. And evaluation groups for agricultural sectors such as crops, livestock, and rural water were selected. Based on this, a total of 27 integrated assessment index were developed for the integrated assessment of climate change vulnerability in the agricultural sectors.BR Also, the evaluation was performed by applying the integrated evaluation index, and in particular, the characteristics of climate change in the coastal area were analyzed.BR The most important significance of this study established an integrated assessment methodology for climate change vulnerability in the whole agricultural regions of Korea, which has not yet been established amid the climate change crisis. And based on this, an indicator to comprehensively evaluate climate change vulnerability was developed and presented. In addition, an integrated information management platform with information accumulation, management, and monitoring functions was established for adaptation to climate change. This is significant in establishing a framework for adaptation to climate change in the Whole agricultural sectors.

Design and Implementation of Intelligent Educational Administration System Using Fuzzy Clustering Algorithm

The present work aims to solve the problems that the traditional educational administration management system has, such as low efficiency in analyzing big data, and the analysis results have low value, which is based on manual rules definition in big data analysis and processing. The work proposes a student achievement prediction model FCM-CF based on Fuzzy C-means (FCM) and Collaborative Filtering (CF). The work also introduces it into the research of educational administration management to construct an intelligent educational administration management system. At the beginning, the FCM-CF model is described in detail. Then, the system requirements and specific design methods are described in detail. Eventually, with the students’ performance prediction as an example, the performance of the system is tested by designed simulation experiments. The result shows that the students’ achievement in study is closely related to their daily study performance such as preparation before class, classroom performance, attendance, extracurricular study, and homework completion. Generally, the examination scores of students are significant to their daily performances. Under the same experimental conditions, the prediction error of the FCM-CF model proposed here is less than 10.8% of that of other algorithms. The model has better prediction performance and is more suitable for the prediction of middle school students’ examination scores in educational administration management system. The innovation of intelligent educational administration management system is that, in addition to the basic information management function, it also has two other functions: students’ performance prediction analysis and teacher evaluation prediction. It can provide data support for improving teaching quality. The research purpose is to provide important technical support for more intelligent educational administration and reduce the loss of human resources in educational administration.

Differential innovation in 2nd person pronouns and agreement indexation in Trans-Himalayan languages

Abstract Tibeto-Burman languages show a drastic difference in the stability of independent and bound 2nd person forms. The 2nd person pronoun *naŋ is the most stable form in the Proto-Trans-Himalayan paradigm, preserved in almost every low-level clade, while 1st person is sometimes replaced. But 2nd person indexation in the verb is highly unstable. There were two distinct forms already in PTH, a suffix #-na, belonging to the original paradigm, and an innovative prefix #tV-, as well as an irrealis form which could be used with 2nd person reference. In daughter languages across the family we find further innovations in this category. These facts pose two questions. The first – why is 2nd person indexation so unstable? – can be interpreted in terms of politeness and face management. But this raises another question – if 2nd person indexation is inherently unstable, why is 2nd person independent pronominal reference not? The difference in stability reflects a difference in function. In Tibeto-Burman languages, with or without argument indexation, independent pronouns are always ‘optional’, i.e. carry some information management function such as contrast. Thus when pronominal reference to the addressee might be awkward, it can always be avoided, so there is no need to innovate face-saving substitutes for it. In contrast, in languages with argument indexation, the verbal index is obligatory, so any desire to avoid direct reference to one’s interlocutor requires adopting an alternative construction which then, over time, may grammaticalize into a new 2nd person index.
