Approaches to assessing the scientific potential of the region from the point of view of ensuring economic security

Aim. To assess the state of the scientific potential of the Magadan Oblast from the point of view of its influence on the formation of economic security of the region.Objectives. To define the concept of “scientific potential of the region” and reveal its structure; to consider the existing approaches to assessing the scientific potential of the region; to conduct a comparative analysis of the scientific potential of the Magadan Oblast and the Far Eastern Federal District (FEFD).Methods. The scientific potential of the region is considered in the plane and component aspects from the position of three components: technological, innovative, educational. The assessment of each component is based on three interrelated planes: formation, development and utilization.Results. The tendency to decrease the scientific potential of the Magadan Oblast in all three components both in absolute terms and in comparison with the indicators of the Far Eastern Federal District has been revealed. The greatest reduction of indicators is revealed in the sphere of scientific and technological potential.Conclusions. There is a growing threat to the economic security of the region due to the lag of the Magadan Oblast from other regions of the Far Eastern Federal District both on the level of innovation and technological development and on the formation of scientific personnel for the needs of the regional economy. It is recommended to concentrate efforts in the sphere of development of scientific and educational potential, since it is the sphere that determines the strategic development of the region and long-term economic security.

Scientific-methodical approach to the formation of economic security of an enterprise

Methods. The research is based on the use of a systemic approach, which is applied in the construction of the conceptual model of the adaptation of economic security management of an enterprise in the conditions of neo-technological reproduction. Results. The article outlines the need for the formation of an analytical base and diagnostic tools for assessing the quality of business processes, taking into account the economic security system of the enterprise, neo-technologies and neo-ideas, which open up opportunities to ensure the successful functioning of the enterprise in the conditions of neo-technological reproduction. The key differences of the adaptive system of economic security of the enterprise are highlighted, namely: its ability to take into account in the general system of enterprise management its branch specifics and the scale of its activity, stages of the life cycle of operation, the presence or absence of international activity, on the one hand, and its resistance to potentially possible threats, maintaining market stability and liquidity at a sufficient level, on the other hand. Novelty. The conceptual model of the adaptation of the management of economic security of the enterprise in the conditions of neo-technological reproduction has been created, which is based on institutional conditions and specifics of its functioning, as well as factors influencing economic security and system-providing components. Practical value of the research lies in the possibility of using its results to create a system of economic security of the enterprise in the conditions of neo-technological reproduction.

CONCEPTUAL MODEL OF ECONOMIC SECURITY FORMATION AND THE PLACE OF THE SECURITY PROCESS IN THIS MODEL

Military operations, the crisis in the country's economy, and other factors have negatively affected the economic security of all business entities in Ukraine and the country as a whole. This state of affairs requires a modernized approach to the formation of economic security. The purpose of the article is to develop a conceptual model of economic security formation and to distinguish the place of the security process in this model. The study applies general scientific theoretical methods – generalization, explanation, grouping – to analyzing economists’ and practitioners’ ideas about the object of the research and formulating conclusions of content analysis of primary sources, analysis and synthesis – to substan-tiating a new scientific approach to ensuring economic security. Based on a critical review of professional sources, the article differentiates three approaches to the formation of economic security. It is shown that the author adheres to the approach according to which the formation and ensuring of economic security are not identical. A three-component model of economic security formation is developed. The elements of the model are the decomposition of economic security, its provision and the creation of a special security unit. It is shown that at the country level such a unit should be included in the Ministry of Economy of Ukraine. An integrated approach to ensuring economic security has been improved. It is based on bringing the current parameters of the enterprise's activity into line with the future parameters of the internal and external environment. This takes into account three groups of processes: resource provision, interaction with stakeholders and value added. Each group of processes is contrasted with appropriate means of influence and security actions, which together help to ensure that the current parameters of activity are consistent with the forecasted changes in the environment. The peculiarity of this approach is its versatility: the possibility of using it to ensure the economic security of an individual business entity and the economic security of the State.

System formation of economic security at the enterprise in the conditions of digitalization of business relations

The study considers the relevance of the problem of forming the economic security system at the enterprise in the conditions of digital transformation of the economy. The purpose of the research is the identification of risks and threats, as well as the justification of the means of forming the system of economic security at the enterprise in the conditions of digitalization of business relations. The study revealed the relevance of the problem of forming the economic security system of the enterprise in the conditions of digital transformation of the economy. The level and volumes of global electronic commerce are characterized. Data on the number of users and the dynamics of the time spent by the average Internet user on the Internet daily in 2015–2020 are presented. Forecast estimates of the growth of the global virtual reality market in individual sectors and industries until 2027 have been made. The results of an expert survey of top managers of enterprises regarding the use of digital communication tools during business development strategizing are given. The results of the factor analysis regarding the influence of the factors of digitization of business relations on the key parameters of the development of enterprises are reflected and characterized. Risks and threats to the components of the economic security of enterprises caused by the digitalization of business relations have been identified. The directions and tools for improving the economic security system of enterprises in the conditions of digitalization of business relations are defined and substantiated. Теоретические аспекты содержания экономической безопасности государства в современных условиях

The change in the general consciousness of society predetermines new approaches to ensuring security, deepens its content and the most important components. At the present stage, the role of economic science in working out the conceptual foundations of economic security is noticeably increasing. The problems of manifestations and identification of existing threats, the search for effective tools and methods for neutralizing or eliminating them come to the fore in the field of economic security from the point of view of its scientific justification. Ensuring the economic security of the state is a guarantee of its independence, a condition for sustainable development, as well as a prerequisite for improving the welfare of all sectors of society. This thesis is confirmed by the experience of European countries in the formation of economic security. Given this, the protection of economic interests is included in the list of the most important national priorities [2]. In this regard, the article analyzes the content of economic security and its subsystems, considers the classification of internal and external threats, methodological approaches to solving the problem of determining indicators of the state of macroeconomic security. Considering the definitions of "economic security" in the interpretation of Western experts, the authors propose their own classification of this category. The establishment of basic standards and indicators of economic security plays an important role, therefore, in the study, the authors of the article develop criteria for determining the level of ensuring the country's economic security.

The impact of financial digitalization on ensuring the economic security of a country at war: New measurement vectors

The military actions in Ukraine have actualized the transformation and revision of existing approaches to assessing the country’s economic security. Financial security, which is considered in this paper through its standard components such as financial sector security, stock market security, debt and budget security, has a significant effect on the formation of economic security. At the same time, digitalization in the financial sector was identified as a new component that provides access to financial resources even in the context of the deployment of hostilities in Ukraine. Therefore, this study assessed the effect of the state of financial security, taking into account the importance of financial digitalization for the economic security of Ukraine. Based on quarterly data for the period 2015–2021, 42 indicators were analyzed, which were grouped according to the relevant components of financial security, and their integral indicators were determined using the Harrington method. A factor analysis of the formation of economic security was carried out using the principal components analysis, and an integral indicator of a country’s economic security was calculated based on the Kinney multiplicative convolution. The integral indicator of economic security for 2025–2021 doubled and amounted to 0.63 units, which was due to the increased influence of financial digitalization processes, all other components either slowly decreased or were stable. Thus, the reserve of economic security that was formed during this period, including due to the intensive digitalization of the financial sector, allowed Ukraine to survive the first weeks of the war and ensure the functioning of the financial system. Theoretical and legal principles of liability for violation of customs rules

The article examines the legal nature of the concepts of "offense" and "liability" in the context of ensuring compliance with customs legislation, as customs security is the main task of customs authorities of each state, within which they must ensure the receipt of customs duties and other customs payments, to protect the national producer, to prevent the import of banned and dangerous products, to ensure compliance with the law.
 In the conditions of insufficient functional capacity of state institutions, high level of corruption and development of criminogenic formations the risks and threats of destabilization of economic security of the state amplify. This leads to aggravation of the socio-economic situation in society, deterioration of the quality of life and the emergence of disparities in spatial and regional development. Strengthening the impact of destabilizing trends on the formation of economic security of the state requires the development of priority areas for its strengthening.
 Combating violations of customs rules is a significant, not fully operational, tool to increase the level of economic security of the state. Issues related to the organizational and legal framework for combating violations of customs rules, in particular, the legislative consolidation of responsibility for their commission, are extremely relevant, which led to the research topic. The article counteracts the violation of customs rules is revealed through the essence of administrative and criminal liability for offenses. And it is the scientific study of the legal nature of the concepts of "responsibility" and "offense" using the method of comparing and comparing the definitions of different theorists makes it possible to consider these phenomena with the fullest study of their application to crimes committed in the customs sphere.
 The formation and current state of the institution of responsibility for economic crimes is directly related to the formation and development of customs legislation. However, it retains its autonomy in this area, as it clearly defines the law enforcement focus, closely related to those areas of legislation that contain rules whose sanctions should protect legal relations in all spheres and areas of public life, ie. criminal, administrative legislation.

Intellectual Capital as a Factor Forming Economic Security of Enterprises in Society 5.0

The article shows that in Society 5. 0 intellectual capital is a key factor forming economic security of enterprises. The priority of structural components of intellectual capital as a factor of enterprise economic security formation is determined. Features of mining and beneficiation enterprises operation are considered while structuring intellectual capital. The resulting criteria for assessing efficiency of the intellectual capital use during economic security formation are established. Three key groups of competences of personnel necessary for economic security formation are identified. It is substantiated that organic connection of intellectual capital structural elements will enable forming economic security of the enterprise during the current period and providing economic security parameters in the long term. Based on the data obtained from mining and beneficiation enterprises, it is demonstrated that this will be possible due to growth of an innovative level of technological processes which will contribute to product quality enhancement that, in turn, will expand the client base.

MERGERS AND ACQUISITIONS AS A COMPONENT OF MANAGEMENT OF ECONOMIC SECURITY IN THE CONDITIONS OF INSTABILITY OF GEOPOLITICAL SITUATION

Introduction Today there is a new trend in geopolitical architecture: on the one hand there are some trends in the introduction of protectionism and / or even isolationism in global processes, on the other hand global trends continue to increasingly influence economic and social activity of communities around the world. Security issues are becoming increasingly important over time and this is important not only in terms of politics and defense but also the economy. That is why it is necessary to consider new markets, especially during their formation and even unattractive from an investment point of view. This is exactly the Ukrainian market and one of the elements of improving its investment attractiveness is the intensification of mergers and acquisitions. Purpose The purpose of this article is to study the Ukrainian trends in the management of mergers and acquisitions in the context of national economic security. The task of the article is to study the theoretical aspects of management and planning of mergers and acquisitions and their positive impact on the economic security of the country; analyze the strategies used by enterprises in concluding such agreements; develop solutions to improve the country's economic security management system. Method (methodology) The following general scientific methods were used in the research process: analysis and synthesis, grouping and systematization of identifying the essence of economic security and mergers and acquisitions, their structure, principles of formation, development of the concept of diagnosing the effectiveness of investor attraction systems and control; inductions and deductions - to generalize the theoretical aspects of the peculiarities of the formation of economic security; statistical and economic - to assess the effectiveness of mergers and acquisitions.

Сучасні наукові підходи до визначення сутності поняття «економічна безпека підприємства»

The article examines topical issues of formation of economic security of enterprises in the current economic context, which is characterized by a dynamically changing environment and an increase in the number and quality of threats. The implementation of stable activities requires strengthening of measures to ensure the economic security of enterprises in the strategic and tactical horizons to increase the competitiveness. A critical analysis of the exitant approaches to the definition of «economic security» using the system approach is carried out and the following types of approaches are identified: process (or activity); static (security as a state); integral (combining static and activity approaches); system (security as a system). It is proved that, depending on the stage of economic development, available productive forces and production relations, a certain sufficient level of economic security of enterprises, along with its sustainability and competitiveness in selected markets, is formed. Implementing a balanced effective management makes it possible to monitor the impact of negative factors on the enterprise’s activities, to develop preventive measures to eliminate and obviate their impact on economic security, and to ensure manageability of achieving the goals. The carried out study generalizes the characteristics of «economic security of enterprise». Its formation should be divided into short- and long-term perspectives, since economic security is an important component to fully provide the activities of an enterprise and optimize the use of available resources, and is the basis for ensuring future-oriented economic stability.

Виклики, загрози та ризики формування національної економічної безпеки: глобальний та національний рівень

The article analyzes the modern approaches of scientists to defining the essence of such categories as “challenge”, “threat”, “risk” in the context of the national economic security formation. The author built the plane of interaction of a complex network of events in the security environment based on the relationships formed in the global environment. Global risks were analyzed from the point of view of their main characteristics (by levels of occurrence and spread, by groups, by probability of occurrence; by duration of existence; by degree of prevention and/or overcoming of negative consequences). The analysis shows that in recent years environmental risks, such as extreme weather fluctuations, environmental and natural disasters, and the risk of biodiversity loss, have become the most probable in terms of occurrence, level of impact, and difficulty to prevent. At the same time, it should be emphasized that for a long time the world community considered the most influential risks that depended directly on humanity (economic and geopolitical crises), recently, those that humanity cannot control (climate, natural elements, nature) are considered the most important. Among the significant short- and medium-term threats are also technological risks, including “digital inequality” and cybersecurity issues. At the same time, the likelihood of an aggravation of economic confrontation and internal political polarization remains, and due to the weakening of economic growth and the growth of financial inequality, the risk of economic stagnation increases. The author substantiates that the challenges, threats and risks of economic security are interconnected, mutually determining components of the national security environment, which under the conditions of all-encompassing globalization are difficult to divide by levels (global or national), they are rather complex in nature. Despite the non-local nature of the emergence of challenges, threats and risks, they cannot be considered by state governments in isolation and in many cases require close international cooperation.

Economic Security of the European Union in the Context of the Dynamics of Development of Globalized World Economy

The European Union is currently one of the most sophisticated and comprehensively developed examples of regional economic integration. The analysis of selected strategic documents adopted and implemented on the territory of the European Union primarily focused on the economic dimension of further development of this complex and economically interconnected transnational economic complex shows, that one of the main, strategic goals are oriented on the higher economic convergence and cohesion within its internal space, as well as the full range of objectives aimed at maintaining and improving its position in the world economy. Changes in the internal and external economic environment of the European Union, often associated with a certain degree of unpredictability of their effects, determine the dynamics of economic development of the European Union and the degree of economic security achieved. The presented contribution focuses on the study of the formation of a specific model of economic security forming in the environment of the European integration area. In the context of the indicated starting points of the research, the main attention is focused on selected aspects and factors based on the possibility to identify development trends in the processes of shaping economic security within the European integration area. In the process of elaboration of the submitted professional contribution, its authors focused on the following basic research questions: How does the European Union approach the formation of economic security in its internal economic environment formed on the basis of specific national economic complexes of individual member states? Which selected factors need to be examined in the context of monitoring the development of economic security within the European integration area and to follow their development direction? Based on monitoring and predicting the possible future development of selected factors supporting the formation of economic security to deduce how the level of economic security is currently achieved by the European Union and what are the possible future trends in this area? Several methods and procedures were used in the process of processing the submitted paper. The frequency of use of individual methods and procedures was different in individual parts of the presented text. In the process of processing the outputs of the research into a comprehensive text of the submitted paper, the analysis, comparison, as well as the synthesis of collected knowledge, data and information and comprehensive and logically arranged units were most significantly used. Different types of data and data which were the result of the application of various mathematical-statistical methods and procedures, were also used in the process of processing the submitted paper. The outputs of the research of the subject of the paper can be summarised as follows. The European Union currently has the appropriate starting conditions for shaping a comprehensive model of economic security. Inwards, as well as innovations, it acts in the context of economic security as a stable economic actor with a well-developed and well-established economic environment. The economic security of the European Union, as well as other geoeconomic actors, is determined by the dynamics of the development of the global and regional economic environment. In view of the indicated dynamics of development, it will be necessary in the future for the European Union to have created economic structures capable of responding flexibly to these influences and subsequently adapting to them effectively.

INNOVATIVE DEVELOPMENT AS A TOOL OF ECONOMIC SECURITY

The article considers the modern direction of management decision-making - ensuring economic security. The current situation has radically changed the managers' approach to this issue, and on the basis of developed scientific and informational sources, we outline the shift of the discussion from the discussion of the feasibility of ensuring economic security to specific decisions on its provision. The main purpose of this research is to consider economic security at various institutional levels, to determine the main factors of its formation and to study the impact on this process of innovative development. It has been established that economic security is the key to long-term development and security, and therefore its support and formation is an urgent task for research. It is considered at different levels of management: state, regional and enterprise level. The main signs of economic security of the enterprise are determined: economic Innovations in the system of strategic management of the security of the national economy in conditions of risks and uncertainties of globalization essence of the economic security of the region was studied and it was stated that it is not possible to standardize the approach to the formation of the economic security of the regions, because each of them is unique and requires an individual approach in view of the geographical location, specialization, resource potential and economic opportunities. The comparison of the main elements of the economic security in the country and regions is presented in the following areas: economic independence/autonomy, sustainability and stability of the national economy, the ability for self-development and progress. The essence of innovative activity is considered, taking into account the approved definitions in the regulatory and legislative acts of Ukraine. It was determined that it is impossible to activate innovative development without studying the foreign experience of innovative activity, namely the analysis of models of innovative development of the economy of the leading countries in the world, and based on the study of this direction, tools for activating innovative development in foreign countries were systematized. Prospects for further scientific research, in particular, innovative development as the basis of the formation of economic security, and the mutual influence on the formation of economic security of three levels: the state, regions, business structures requires further research, were identified. Entrepreneurship development management in the context of economic security

The article investigates theoretical and methodological approaches and practical aspects of functioning and management of socio-economic systems in modern economic conditions, develops an economic and mathematical model of economic security of business entities in conditions of risk and uncertainty, substantiates the development of Ukrainian entrepreneurship in the context of European integration challenges. The main objectives of this study are: to identify factors influencing the management of business development and the formation of economic security; study of the essence of economic security based on systematization of threats on various classification signs and definition of characteristic signs of its achievement for the realization of the further scientific developments in this direction. The problem of ensuring the development of entrepreneurship in the context of a sufficient level of economic security and the formation of favorable conditions for innovative development of enterprises today requires an adequate and timely solution and is extremely relevant. The author's definition of economic security of the enterprise is formulated, which means such a level of development of its capacities and potential that allows achieving a state of protection from internal and external economic threats in conditions of instability of the national economy. The main functional components of economic security at the level of management of a modern enterprise are highlighted. Attention is paid to the main problems of business development management in the context of economic security. The factors of development influencing economic security in the conditions of competition are formed.

THEORETICAL BASIS OF THE MECHANISM FORMATION FOR ENSURING ECONOMIC SAFETY OF INDUSTRIAL ENTERPRISES BASED ON USING INSTRUMENTS AND TOOLS

The article describes the theoretical foundations of the mechanism formation of economic security of industrial enterprises with in-depth use of flexible management tools. The features of using the concept of threat intensity to ensure the economic security of an industrial enterprise and considering the intensity of threat development in the enterprise are presented. It is determined that the scientific basis of the process of a mechanism ensuring for economic security with using flexible tools should be the concept of flexible management and the position of Agile Methodology, as a system of views accounting on the organization of flexible management, its essential characteristics and holistic theoretical basis. The ensuring the economic security of industrial enterprises using flexible management tools is a management decision-making process that allows to consider changes in the external environment quickly and adjust management decisions to ensure economic security of industrial enterprises in accordance with existing external and internal threats. The use of flexible management tools involves a multivariate situational nature, which allows a preliminary assessment of appropriate actions for possible condition changes in both external and internal environment of the industrial enterprise. The concept of flexible management is based on clear principles, methods, tools and involves the use of situational theory, which focuses on the coordination of protective functions of the enterprise in terms of individual economic spheres, situational measures of protective nature, appropriate protection tools, methods of protection, threats. Quality evaluation for recommendations of the antitrust regulator in the development of the legal system of Ukraine

The formation of a competitive system in a country’s economy is always determined by the possibilities of using tools that stimulate development and form an independent picture for the external environment. In this regard, the study determines the efficiency of antimonopoly regulatory authorities in establishing the criteria and limits of regulation. At the same time, there are cases when antitrust regulation is understood primarily as a form of economic pressure on business entities. The novelty of the study lies in a new consideration of the limits of antitrust regulation. The authors demonstrate that antitrust regulation in its current capacity constitutes a form of limiting the growth of the company and is aimed primarily at reducing the dependence of the market on one stakeholder. The paper identifies the possibilities of additional consideration of the criteria for limiting antitrust regulation in the context of the formation of economic security of a business entity. The paper covers the aspects of determining the limits of state support of economic security of business entities. The practical significance of the study is determined by the need for a more practical harmonization of the legislation of the country with global business standards and a decrease in the level of regulation of the business environment, coupled with its protection from hostile takeovers. Economic Security Formation of Enterprise Under the Conditions of Steady Development

The most relevant aspects of achieving economic security of enterprises are determined in the article. The assessment of the level of economic security was conducted using the method of analysis of the functioning environment. The focal points of the assessment are interests, threats and resources. The possibility of economic security strengthening of business entities is traced using analysis of economic activity of mechanical engineering companies of Vinnytsia region of Ukraine as an example. At the same time, businesses that cannot cover the cost of resources with the income from goods sale in the current year were singled out. Businesses entities positioning in the functioning environment in the context of economic security motivation (interests - increase in enterprise income, threats - growth of current and long-term liabilities, resources - use of fixed assets and employees), allowed to find opportunities to increase the efficiency of enterprises that to the greater extent are related to the manufacturing of machinery and equipment.

FORMATION AND ENSURING ECONOMIC SECURITY OF CORPORATE STRUCTURES IN AN UNSTABLE ENVIRONMENT

Purpose. The aim of the article is the consideration of theoretical and organizational aspects of forming an effective system of economic security of corporate structures. Methodology of research. A dialectical method of cognition of economic laws, a systematic approach to the study of economic phenomena, as well as a monographic, abstraction, abstract and logical methods were used to achieve this goal. The methodological basis of the study was theoretical developments of scientists in the analysis of the essence and economic content of the category “economic security”. The monographic method was used in the study of literature on economic security, system and analytical – in processing the information. Findings. The meaning of the concept “economic security of the enterprise” and “economic security of the corporation” is defined. The priority directions in ensuring security and the principles on which the system of ensuring economic security of the corporation is based are highlighted. The mechanism of formation of economic security of the corporation which is based on various approaches and indicators for prevention and levelling of their dangerous displays is offered. Originality. Approaches to the interpretation of scientific definitions of “corporation”, “economic security of the enterprise” are generalized, which allowed to define the concept of “economic security of the corporation”, to form a methodological basis for corporate security of companies; outline the priorities, goals and key objectives of ensuring the economic security of corporations while identifying external and internal threats to the security of corporate structures. Practical value. The obtained results of the study will help increase the efficiency of formation and development of economic security of corporations and will serve as a basis for further research in this area. ЗАБЕЗПЕЧЕННЯ ЕКОНОМІЧНОЇ БЕЗПЕКИ СТРАТЕГІЧНОГО РОЗВИТКУ CУБ’ЄКТА ГОСПОДАРЮВАННЯ

The article considers the views of various authors on the concept of economic security of the organization and formulates a general definition of this economic category. One of the main results of the study is an algorithm for constructing a definition of economic security, which allows you to model and refine the definition based on the original categories, taking into account the economic context. The methodological approach to the formation of economic security of the enterprise has been improved, which, in contrast to the existing ones, allows to take into account both the state and the direction of development of the enterprise under study. The article considers some aspects of strategic planning to increase the level of economic security of the enterprise in conditions of uncertainty of the external and internal environment. Approaches to the development of economic security strategy as part of the overall strategy of the enterprise, which is based on the use of four types of strategies for safe development of the entity. The development and implementation of these strategies is carried out in the functional areas of economic security, which depend on a number of factors, including the scope of the enterprise. Approaches to the development of economic security strategy as part of the overall strategy of the enterprise are considered. In the context of socio-political and economic crisis, the implementation period of any strategy should be reduced to three (or even one) years, which excludes the very understanding of the strategy, reducing it to operational and tactical management. In such a short period of strategy implementation it is impossible to achieve synchronization of management policy in certain aspects of the enterprise (which is one of the most important advantages of strategy development) and determine the effectiveness and feasibility of its application. the safety of business processes is offered on the basis of development of strategy of development of the enterprise, its constituent elements, object and subject are investigated that allows to consider influence of each of elements of system at all its levels.
