The Foreign Policy Beliefs of Women in Leadership Positions

FEW PREDICTIONS ABOUT SOCIAL CHANGE seem as safe as the proposition that women will play an increasingly important role in leadership positions. However one may judge the pace of change in this respect, there can be little disagreement about the trend.' If that premise is valid, how will this development affect politics? Will it bring a higher standard of probity to the political process? A more humane set of concerns into the establishment of political agendas? In the realm of external affairs, will it give rise to more serious concern and a higher priority for undertakings that often fall outside the purview of those espousing or practicing realpolitik diplomacy? These questions imply that women may bring to the political process a set of beliefs or worldviews that differ systematically from those of their male counterparts.

The Americans’ Retreat from World Power

When Vice-President Lyndon Johnson returned from the first meeting of the Kennedy cabinet in January 1961, he was deeply impressed by the intellectual capacity of that group of men drawn from the worlds of government, business, finance, and academia. After he exclaimed about these qualities to Speaker of the House Rayburn, Mr. Sam replied skeptically, Well Lyndon, you may be right and they may be every bit as intelligent as you say, but I'd feel a whole lot better about them if just one of them had for sheriff once.1 Too many recommendations for United States foreign policy read as though they had been written by someone who had never even run for sheriff once. Concerned with the balance of power, or America's responsibilities in the world, or meeting alleged threats to vital interests, they seem to imagine that all the important variables affecting the country's foreign policy emanate from the international system itself. When pressed, of course, most commentators will acknowledge the limitations of such a view, but still may not take sufficient account of the constraints imposed by domestic politics.
