The impact of local taxes and fees on the financial sustainability of territorial communities in times of war

The paper analyses the impact of local taxes and fees on the financial sustainability of territorial communities. The concept of financial sustainability is considered in relation to financial management, investment planning and debt control. It is noted that in the context of finance, the concept of ‘financial sustainability’ is identified with stability, security and flexibility. The author also analyses the share of local taxes and fees in the tax and total revenues of local budgets of Ukraine for the period 2021-2023. In turn, this allowed us to highlight changes in the structure of local budget revenues, in particular, changes in tax revenues and their relative contribution to total revenues. The calculated coefficients were used to highlight the role of local taxes and fees in ensuring financial sustainability on the example of the budget of the Lviv territorial community. The values of key financial indicators that characterise the level of financial sustainability of the budget of the Lviv city territorial community for the period 2021-2023 are also investigated. Using tables, the author analysed the coefficients such as the coefficient of independence, budget coverage, tax independence, budget security, subsidy and withdrawal of funds to the state budget. Fluctuations in these indicators over three years and their impact on the financial sustainability of local budgets in times of war were studied, i.e., the current state of the system of local taxes and fees was demonstrated. An important aspect of the study was the impact of the military conflict on the local taxation system in Ukraine, as in the context of the war in the country, it was necessary to consider not only the threat to security and stability, but also the economic consequences that significantly affect the financial support of local communities. Particular attention was paid to the efficient allocation of financial resources and the creation of reserve funds to ensure financial stability in unforeseen circumstances. The importance of local taxes as a key mechanism for strengthening the financial base and stability of territorial communities is highlighted, as this aspect contributes to their development and improves the quality of life of residents.

Financial Literacy in Promoting Financial Investment Planning: A College Level Study

 – The practical implications are about giving information about the financial curriculum framing for the college students which might have impact on financial investments
 Originality/value: After initiating primary data collection using questionnaire with measuring and ranking scales the variables such as financial knowledge, risk perception, cost of investment was found out.

Generation Y’s Intention to Invest in Retirement Planning

Investing in retirement planning is vital to prepare for life after the retirement period when there is no active income. This is because relying solely on saving or pension fund is not enough to sustain future retirement period due to an increment of life expectancy, inflation, and living costs. This paper aims to help Generation Y and parties involved understand the behavioral trait and psychological biases taking a role in influencing their intention to invest for retirement in Malaysia. The study also helps Generation Y to recognize the importance of early retirement preparation. The paper is written according to the knowledge of financial planning, retirement planning, and investment planning. 500 survey questionnaires were distributed both physically and online, and only 240 responses collected. After data pre-screening, 232 responses were valid to use for further analysis. Findings revealed that subjective norms, attitude, pension knowledge, and trust towards online financial service have a positive impact on the intention of Generation Y to actively invest for retirement. Subjective norm was the most important factor, whereas trust was the least important factor. Overall, an individual's behavioral traits play a huge role in positively influencing Generation Y's intention to invest in Malaysia's retirement fund. Generalizations of these findings are expectedly limited Gen Y in Klang Valley; it does limit the generalizability of the results for all people in Malaysia. Despite limitations, the results can provide some theoretically and practically implications whereby financial companies and the policymaker should focus on promoting the investment in retirement planning for all people in Malaysia but not limited to Gen Y.

OPTIMIZING PREDICTIVE ACCURACY WITH GRADIENT BOOSTED TREES IN FINANCIAL FORECASTING

Financial forecasting is indispensable for various financial sectors' strategic decision-making, risk management, and investment planning. Traditional statistical methods, though valuable, frequently struggle to capture the intricate, non-linear patterns embedded within financial data. In response to these limitations, Gradient Boosted Trees (GBTs) have emerged as a formidable ensemble learning technique renowned for enhancing predictive accuracy. This comprehensive review paper delves into applying GBTs in financial forecasting, scrutinizing their methodological underpinnings, distinct advantages, and comparative performance against other machine learning approaches. GBTs, with their real-world applications in financial forecasting, operate by sequentially combining multiple weak learners, typically decision trees, to iteratively refine predictions by focusing on residual errors. This iterative approach enables GBTs to effectively model complex relationships and interactions in financial datasets, outperforming traditional models like ARIMA and linear regression in many scenarios. Moreover, the paper addresses critical implementation challenges associated with GBTs, such as hyperparameter tuning and computational complexity, which are pivotal for achieving optimal performance. The review identifies promising avenues for future research, including integrating GBTs with deep learning techniques and advancements in real-time forecasting capabilities. By elucidating these aspects, this paper aims to provide insights that enhance the application and efficacy of GBTs in financial forecasting contexts.

Measuring economic complexity of countries and products: which metric to use?

Evaluating the economies of countries and their relations with products in the global market is a central problem in economics, with far-reaching implications to our theoretical understanding of the international trade as well as to practical applications, such as policy making and financial investment planning. The recent Economic Complexity approach aims to quantify the competitiveness of countries and the quality of the exported products based on the empirical observation that the most competitive countries have diversified exports, whereas developing countries only export few low quality products -- typically those exported by many other countries. Two different metrics, Fitness-Complexity and the Method of Reflections, have been proposed to measure country and product score in the Economic Complexity framework. We use international trade data and a recent ranking evaluation measure to quantitatively compare the ability of the two metrics to rank countries and products according to their importance in the network. The results show that the Fitness-Complexity metric outperforms the Method of Reflections in both the ranking of products and the ranking of countries. We also investigate a Generalization of the Fitness-Complexity metric and show that it can produce improved rankings provided that the input data are reliable.

Implementation of the system of financial support of investment projects in the holding managing company

The paper deals with theoretical approaches to the development of a system to ensure investment projects in the managing company. Based on the chosen model of financing and lending of business and investment activities the recommendations for improving investment planning in business units of the holding are given. Considered are necessary measures to mobilize resources for the financial support of investment projects, a model is creates how to organize investment budgets holding business units. The paper applies methodological approaches to optimize the capital structure using evaluation reporting system in the field of investment activity. The technique of attracting borrowed funds is described , which allows to determine directions of development of the investment projects financial support , and to develop a model of investment budgets of the business units. The results obtained can be used in the organization of financial investment planning and construction of the accounting system in the field of investment activity in the holding.

Being lack and ignorant of family financial management knowledge generally is due to being lack of investment and planning for the welfare of the family. The lack of such knowledge can lead to financial decisions every day. Therefore, experience in managing finance is neces- sary. Individual experiences is a learning process in managing financial and investment planning so that in making financial decisions every day can be focused and wiser. This study focuses on financial knowledge and experience as a measure of literacy that influences the attitudes and behavior of family financial investment planning in Surabaya. This study used questionnaires which were distributed to 380 respondents. The sampling method was pur- posive sampling, based on family income with a minimum income of Rp 2,000,000 per month. The results showed that knowledge in finance and financial experience affect the investment behavior of family financial planning, financial management attitudes moderating influence and strengthen the financial knowledge and experience does not moderate influence on the behavior of financial investment planning family finances.

Modelling financial investment planning from agent perspectives

Multi-agent Systems (MASs) offer strong models for representing complex and dynamic real-world environments. Taking financial investment planning as an example, this paper describes how to model complex systems from agent perspectives. Different agents and their behaviours are identified for financial investment planning. These agents are put together as an agent-based system. The experimental results show that all agents in the system can work cooperatively to provide reasonable investment advice. The system is very flexible and robust. The success of the system indicates that (MASs) can significantly facilitate the modelling of complex systems.

The public health informatics infrastructure: anticipating its role in cancer

Cancer information and surveillance, historically conducted with manual data collection and submission, are viewed increasingly as inherently dependent on the effective application of information science. One challenge is to use information technology (IT) in a manner that improves cancer-related decision-making and ultimately the quality of care that is offered to patients with cancer. In this article we begin by envisioning a future view of IT-supported surveillance and care that can be made available for application in cancer and its management. We then ask what barriers need to be overcome and what forces are at work that may help us in our efforts to effect the necessary changes. Our future vision for surveillance and information, although appealing and widely shared, requires major cultural change, financial investment, and logistical planning. Competition in the medical marketplace, coupled with fiscal pressures affecting providers and health systems, suggests that leadership for regional and national coordination will need to come from elsewhere-and likely from governments.
