Modern Fundraising in Libraries of Foreign Countries

The aim of the article іs to find out the specifics of fundraising in libraries of foreign countries, and determine prospects for further implementation of such activities in Ukraine.
 Research methods combine a set of general scientific methods of studying problems. In the process of studying professional and profile literatureі and determining the theoretical basis of scientific research, the survey-analytical method was applied. With help of the systematic method, single foreign practices of library fundraising were analyzed. The use of the induction method made it possible to generalize the studied material and draw conclusions about the implementation of experience of other countries in Ukrainian library institutions. The scientific article is based on the principles of objectivity and integrity.
 Scientific novelty consists in defining the main forms and means of modern fundraising interaction in the field of library activity.
 Main conclusions. A significant role in fundraising cooperation in the library field is played by well-established ties in the sphere of international culture, as mutual support and fundraising financing strengthen the national base of any state in another country. Various events holding, such as conferences, seminars, concerts and meetings, as well as active involvement of social networks, creation of separate web pages on library websites, effectively contribute to charity. The EU provides many direct and indirect financial opportunities for the development of book collections on its territory. ESIF are the most important source of European indirect funding. In modern Ukraine, the domestic content of book collections is actively integrated into the European space, which, in particular, proves the fundraising activity of “Ukrainian book without borders” and “Librarians of Ukraine and Germany – together to Victory” projects.
 We hope that the existing examples of international cooperation in the library industry serve as a model for the implementation of further similar projects on the domestic base, and, at the same time, for the popularization of Ukrainian books abroad. In general, international fundraising in library activities in modern world is a promising investment in future spirituality.

Hydrogen Energy: Legal Support and International Cooperation

The legal support and existing and potential contours and examples of international cooperation in the field of hydrogen energy are discussed. Based on study and analysis of international “hydrogen” initiatives and international organizations the activities of which partly extend to hydrogen, as well as interactions in the field of hydrogen energy within the framework of regional integration associations (BRICS, Eurasian Economic Union, Shanghai Cooperation Organization, Association of Southeast Asian Nations, Regional Comprehensive Economic Partnership, and the European Union) and individual regions, the authors note the lack of clearly defined strategies and plans, which does not contribute to the achievement of visible effects from cooperation, hinders the stability of international energy markets, and raises questions about the need to develop new rules at the international level, which should be enshrined in relevant international agreements in this area and on the creation of an international organization that would become a world center for cooperation in the field of hydrogen.

We’re all in this together: Post COVID-19 Opportunities for International Library Cooperation

The Covid-19 pandemic of 2020-2022 brought worldwide disruption and suffering. It also made us realize “We’re all in this together”- among all humanity, internationally— as the virus so easily crossed borders worldwide. Amid this global tragedy, examples of international cooperation also arose: distribution of vaccines, coordination of travel safety protocols, cooperation in humanitarian aid, etc. In this same spirit of international cooperation, libraries can consider opportunities for international library cooperation. These include international library associations and conferences, sister-library programs, collaborative partnering, and cross-cultural outreach efforts. This article will highlight these opportunities, noting how such cooperation brings us closer—not only as library professionals, but among all humanity.

Problems of underwater cultural heritage research in the context of the Baltic Sea drainage basin ecology

The article considers key issues of the underwater cultural heritage and the ways to reveal investigate and preserve it. Due to the lack of knowledge of the problem, the authors have developed a method that allows detecting the potential of the object in order to obtain the status of underwater cultural heritage in the future. These eventual objects are based on the UNESCO World Heritage List. The Baltic Drainage Sea is on the top of this List by the total number of these sites. The authors paid great attention to mark the wreck influence on ecological condition of the sea and they noticed the need of environmental monitoring. As a solution of some issues of preserving underwater cultural heritage. The term “ecology of underwater heritage” was proposed, as well as examples of international cooperation on the integration of environmental and archaeological underwater research.

Trypanosoma cruzi Genome 15 Years Later: What Has Been Accomplished?

On 15 July 2020 was the 15th anniversary of the Science Magazine issue that reported three trypanosomatid genomes, namely Leishmania major, Trypanosoma brucei, and Trypanosoma cruzi. That publication was a milestone for the research community working with trypanosomatids, even more so, when considering that the first draft of the human genome was published only four years earlier after 15 years of research. Although nowadays, genome sequencing has become commonplace, the work done by researchers before that publication represented a huge challenge and a good example of international cooperation. Research in neglected diseases often faces obstacles, not only because of the unique characteristics of each biological model but also due to the lower funds the research projects receive. In the case of Trypanosoma cruzi the etiologic agent of Chagas disease, the first genome draft published in 2005 was not complete, and even after the implementation of more advanced sequencing strategies, to this date no final chromosomal map is available. However, the first genome draft enabled researchers to pick genes a la carte, produce proteins in vitro for immunological studies, and predict drug targets for the treatment of the disease or to be used in PCR diagnostic protocols. Besides, the analysis of the T. cruzi genome is revealing unique features about its organization and dynamics. In this work, I briefly summarize the actions of Latin American researchers that contributed to the first publication of the T. cruzi genome and discuss some features of the genome that may help to understand the parasite’s robustness and adaptive capabilities.

Features in scientific and technical cooperation in the field of non-conventional renewable energy

This article discusses the prospects for the development of the implementation of scientific and technical cooperation. On the example of international cooperation between Ukraine and Chile, there are approaches to improving the procedure for developing cooperation priorities. The current state of these relations does not reflect real trends in the development of international economic relations in the vector of strengthening the scientific and technical component. Based on the analysis of analytical materials, one of the priority areas of the joint development of scientific and technical issues may be the use of non-traditional renewable energy technologies. Both in Ukraine and in Chile there are objective factors (natural, resource, socio-economic, environmental-technological) for their development. For Ukraine, it is interesting the experience of the scientific and production implementation of these technologies and the organizational and economic support of these priorities in the context of state and regional policy. All these aspects, including through the exchange of intellectual products, will make it possible to increase the effectiveness of support policies, the innovative susceptibility of subjects of production and business activities of Ukraine and the corresponding development of producers and consumers' motivation to non-conventional renewable energy technology.

ARCTIC AND THE DEVELOPMENT OF THE NORTHERN SEA ROUT IN THE INSTITUTIONAL MODERNIZATION OF RUSSIAN ECONOMY

Interest to the territory of the Arctic can be explained due to its great natural resources — water, energy, mineral and the prospects for the mastering of these resources and the development of the Northern Sea Route (NSR), the transformation of this infrastructure project into a convenient global transport artery with a competitive potential. Although the division of the Arctic into sectors was accepted by the world community in 1926, the latest discoveries of the largest oil and gas fields radically changed the situation — a fierce struggle began for the recognition of the legal rights of certain individual circumpolar states, including Russia, over these stocks. Environmental problems are particularly acute, since the natural environment is the basis of life for the indigenous peoples of the North. A number of specialized international organizations were created with the aim to protect the unique natural landscape of the arctic northern polar zone. Special attention is paid to the origins and the present situation with the icebreaker fleet, organizational and legal problems, constraining transits and regional transportation along the Northern Sea Route and its subsequent fate. As a positive example of international cooperation, the paper indicates to the commissioning of the «Yamal SPG» liquefied gas production plant and to the construction of the Sabetta seaport. Now the bottleneck of the infrastructure of the NSR is the shortage of ports, capable of accept high-capacity vessels and equipped with large container terminals.

Cooperation in space: An international comparison for the benefit of emerging space agencies

This paper provides a comparison of models for international cooperation by space states. By analysing the successes and failures of these models, recommendations about international cooperation have been presented for the benefit of emerging space agencies, for example, the Australian Space Agency. As international cooperation in space is very wide-ranging in nature, this paper also researches and analyses a number of specific topics intended to provide valuable insights for emerging space agencies. The paper draws upon the learnings of emerging space nations and established space actors. Reasons for international cooperation are examined, along with the legal frameworks used to support it. Examples of international cooperation in space projects are reviewed along with international committees promoting cooperation. The use of international cooperation in helping solve a major ‘space challenge’ facing the world is examined and a framework for evaluating potential cooperative initiatives is proposed. This report emerged from the research conducted in Space Ready: The Launchpad For Emerging Agencies which provided policy recommendations for new space states from a comparative analysis of the aims, structure, funding, and activities over 14 different space agencies. The report was written during the 2018 International Space University's Southern Hemisphere Space Studies Program, in which students from 15 countries with diverse academic backgrounds were able to provide insider perspectives on the space agency of their countries.

INTERNATIONAL ORGANISATIONS FOR AID AND DISASTER RELIEF

Natural disasters have shown humanity in the past and continue to prove the devastating strength of the Earth itself. However, in order to relieve their effects, numerous organisations which cooperate on local, national, and international levels have been appointed. The aim of the article is to outline contemporary international organisations for aid and disaster. Starting with the base structure characteristics, this article will reveal the core mission of international organisations for aid. The analysis will be supported with examples of international cooperation and specific achievements of the organisations including the perspective of the past 8 years. In the conclusions, the author argues that educational and informative actions are necessary to enhance cooperation among different organisations and their stakeholders.

Industrial upgrading based on global innovation chains: A case study of Huawei technologies Co., Ltd. Shenzhen

Although China is a global trade power, it has low value-added trade, which lies at the bottom of the global value chain. Therefore, there is an urgent need to change the unfavorable position of the international division of labor in China. The global innovation chain is a new development of innovation through which China can implement open innovation and utilize the world's advanced knowledge, technology, information, and other resources to enhance its innovation capabilities, promote industrial upgrading, and improve the status of its global value chains. This paper takes Huawei as an example of international cooperation and innovation, aspects that have allowed the company to rapidly improve its position and prestige in the industry. The case study of Huawei suggests that China should introduce talent, increase investment abroad, attract foreign investment, expand intellectual property trade, develop outsourcing and international strategic research and development alliances, build a global innovation chain, and promote industrial upgrading to elevate the status of its international division of labor.

Food Engineering in Ibero-America: the Contribution of the CYTED Program (1986–2005)

Between 1986 and 2005, the CYTED Sub-program on Food Preservation (CYTED-SFP) involved the collaboration of 11 Ibero-American countries, more than 60 multidisciplinary research groups and over 300 researchers. During this period, CYTED-SFP allowed the establishment of a thriving food engineering community through several international research projects and thematic cooperation networks. Scientifically, CYTED-SFP made important contributions in the areas of water management of foods and its practical applications as intermediate moisture foods, the preservation of foods by combined methods technologies, and minimally processed fruits and vegetables. CYTED-SFP played an important role in establishing food engineering as an academic sub-discipline in Latin America by the formation of advanced human capital (i.e., PhDs), training of technical personnel and students, initiation of academic programs in food engineering, and the generation of research articles, topical books, and educational material. Another legacy of the CYTED-SFP are the Congreso Iberoamericano de Ingenieria de Alimentos (CIBIA) congresses established in 1994, the last one (CIBIA-XI) celebrated recently in Valparaiso, Chile. CYTED-SFP is a unique example of international cooperation in the areas of food engineering and food technology.

Financing sustainable development with enhanced domestic resource mobilization: Transitional role of international cooperation

The Sustainable Development Goals are very comprehensive, reflecting the increased diversification and complication involved with the development challenges the world is facing in the post-2015 period. Also taking place is a dramatic change in the global landscape of development finance, in which domestic public revenues have risen rapidly to become the largest source of finance. Official development assistance (ODA) for domestic resource mobilization (DRM) will remain essential to accelerate economic growth and lift people from extreme poverty, particularly in the low-income countries. The combination of technical assistance and increased financing for capacity-building can play a vital role in strengthening DRM and lead to more effective and efficient use of public expenditure. The present report first reviews the latest literature on the rationale for this path and the emphasis on public domestic resource mobilization. It then looks at the two-decade experience of the Japan International Cooperation Agency (JICA) with the Mongolian tax authority as an example of international cooperation that supports enhanced DRM. After reviewing the events chronologically from the mid-1990s to the 2010s, key takeaways from JICA are given with a focus on capacity development. Finally, the report discusses the transitional role of international cooperation in this regard. It points out that to effectively carry out capacity development, a long-term commitment and joint concerted efforts from the global community are needed. This, in turn, requires a change in mindset from being oriented towards results management at the individual project level to applying programme-based management, which entails combining different types of operations to meet the national development goals and strategy. In addition, it must go hand-in-hand with strong country ownership to come up with indigenous solutions. In the case involving JICA and the Mongolian tax authority, implementing quick-impact projects and showing the impacts at each stage has convinced the latter of the need for a long-term commitment to the results. The long-term commitment of traditional donors from the North could facilitate the participation of emerging donors in a concerted manner. It could scale up capacity development efforts by facilitating triangular cooperation to promote DRM in many countries.

Today the Internet has become an effective environment for conducting joint research and exchange of experience in smaller and larger international teams.This article presents some contemporary trends and overview a several Internet services, such as ResearchGates, Google Scholar, LinkedIn, Viadeo, which are gaining more and more popularity among scientists; furthermore, several factors contributing to this development are discussed. International research network IRNet is one of the good example of international cooperation, exchange of experience and joint collaboration and research, which effectiveness supported by Internet network services. The Montreal Protocol is generally credited as a successful example of international cooperation in response to a global environmental problem. As a result, the production and consumption of ozone-depleting substances has declined rapidly, and it is expected that atmospheric ozone concentrations will return to their normal ranges toward the end of this century. This paper applies the social-ecological system framework and common-pool resource theory to explore the congruence between successful resolution of small-scale appropriation problems and ozone regulation, a large-scale pollution problem. The results of our analysis correspond closely to past studies of the Protocol that highlight the importance of attributes such as a limited number of major industrial producers, advances in scientific knowledge, and the availability of technological substitutes. However, in contrast to previous theoretical accounts that focus on one or a few variables, our analysis suggests that its success may have been the result of interactions between a wider range of SES attributes, many of which are associated with successful small-scale environmental governance. Although carefully noting the limitations of drawing conclusions from the analysis of a single case, our analysis reveals the potential for fruitful interplay between common-pool resource theory and large-scale pollution problems.
