Proposed Detection Limits for Radioactivity Concentrations in Water in the Decommissioning and Dismantling of Nuclear Facilities

The Dismantling and Decommissioning (D&D) of nuclear facilities poses several challenges for radioactivity measurement laboratories involved in environmental radiation monitoring plans. One of them is the definition of the detection limits to be achieved for the radionuclides analysis in different samples. The detection limits should be set in such a way that the obtained concentration values for each radionuclide are easily discriminated from certain maximum activity concentration levels. These maximum activity concentration levels are usually set in view of the respective dose contributions from each radionuclide. There are some national legislations that settle detection limits for drinking water. However, there is no regulation containing detection limits for groundwater or surface water. In this way, different institutions or companies require very different detection limits for radioactivity concentration assessment in those types of water associated with D&D activities. In this work, we focus on the detection limits required for the D&D activities in rainwater, surface water and groundwater. We propose detection limits obtained by applying the WHO methodology for maximum activity concentration levels and compare with those requested by radioactive waste management agencies and regulatory bodies. Some real cases where our proposal allows identification of events are analysed and conclusions are extracted.

Cumulative Effects of Watershed Disturbances and Run-of-river Dams on Mercury Cycling: Case Study and Recommendations for Environmental Managers.

Run-of-river power plants (ROR) represent the majority of hydroelectric plants worldwide. Their environmental impacts are not well documented and are believed to be limited, particularly regarding the contamination of food webs by methylmercury (MeHg), a neurotoxin. RORs are typically installed in small rivers where combined effects of watershed disturbances with dam construction can complicate environmental management. We report a multi-year case study on the Saint-Maurice River (Canada) where an unpredicted temporary increase in MeHg accumulation in predator fish was observed after the construction of two ROR plants. The associated pondages acted as sedimentation basins for mercury (Hg) and organic matter from a watershed disturbed by a forest fire and by logging. This fresh organic carbon likely fueled microbial MeHg production. Hg methylation was more associated with environmental conditions than to the presence of Hg, and main methylating microbial groups were identified. A constructed wetland was a site of significant Hg methylation but was not the main source of the fish Hg increase. Organic carbon degradation was the main driver of MeHg accumulation at the base of the food chain whereas trophic levels explained the variations at the top of the food chain. Overall, carbon cycling was a key driver of Hg dynamics in this system, and ROR plants can cause temporary (ca. 12 years) Hg increase in food webs when developed in disturbed watersheds, although this increase is smaller than for large reservoirs. Recommendations for future ROR construction are to establish a good environmental monitoring plan with initial high temporal resolution and to consider recent and potential watershed disturbances in the plan.

Assessment of genetically modified maize MON 94804 (application GMFF-2022-10651).

Genetically modified (GM) maize MON 94804 was developed to achieve a reduction in plant height by introducing the GA20ox_SUP suppression cassette. The molecular characterisation and bioinformatic analyses do not identify issues requiring food/feed safety assessment. None of the agronomic/phenotypic and compositional differences identified between maize MON 94804 and its conventional counterpart needs further assessment, except for ear height, plant height and levels of carbohydrates in forage, which do not raise safety or nutritional concerns. The Panel on Genetically Modified Organisms (GMO Panel) does not identify safety concerns regarding the toxicity and allergenicity of the GA20ox_SUP precursor-miRNA and derived mature miRNA as expressed in maize MON 94804 and finds no evidence that the genetic modification would change the overall allergenicity of maize MON 94804. In the context of this application, the consumption of food and feed from maize MON 94804 does not represent a nutritional concern in humans and animals. The GMO Panel concludes that maize MON 94804 is as safe as the conventional counterpart and non-GM maize varieties tested, and no post-market monitoring of food/feed is considered necessary. In the case of accidental release of viable maize MON 94804 grains into the environment, this would not raise environmental safety concerns. The post-market environmental monitoring plan and reporting intervals are in line with the intended uses of maize MON 94804. The GMO Panel concludes that maize MON 94804 is as safe as its conventional counterpart and the tested non-GM maize varieties with respect to potential effects on human and animal health and the environment.

Assessment of genetically modified maize DP202216 for food and feed uses, under Regulation (EC) No 1829/2003 (application EFSA-GMO-NL-2019-159).

Genetically modified maize DP202216 was developed to confer tolerance to glufosinate-ammonium-containing herbicides and to provide an opportunity for yield enhancement under field conditions. These properties were achieved by introducing the mo-pat and zmm28 expression cassettes. The molecular characterisation data and bioinformatic analyses do not identify issues requiring food/feed safety assessment. None of the identified differences in the agronomic/phenotypic and compositional characteristics tested between maize DP202216 and its comparator needs further assessment, except for the levels of stearic acid (C18:0), which do not raise nutritional and safety concerns. The GMO Panel does not identify safety concerns regarding the toxicity and allergenicity of the PAT and ZMM28 proteins as expressed in maize DP202216, and finds no evidence that the genetic modification would change the overall allergenicity of maize DP202216. In the context of this application, the consumption of food and feed from maize DP202216 does not represent a nutritional concern in humans and animals. The GMO Panel concludes that maize DP202216 is as safe as the comparator and non-GM reference varieties tested, and no post-market monitoring of food/feed is considered necessary. In the case of accidental release of viable maize DP202216 grains into the environment, this would not raise environmental safety concerns. The post-market environmental monitoring plan and reporting intervals are in line with the intended uses of maize DP202216. The GMO Panel concludes that maize DP202216 is as safe as its comparator and the tested non-GM reference varieties with respect to potential effects on human and animal health and the environment.

Physicochemical characterization of urban dust in Southern Tamaulipas using X-ray fluorescence

Urban dust is composed mostly of particles emitted by anthropogenic processes such as industry, vehicular, and maritime transport, so it may contain heavy metals and PM10 and PM2.5 particles, which affect human health, so its characterization should be taken into account in an environmental monitoring plan. Regarding UD, there are studies about heavy metal contamination conducted in Mexico City (CdMx) and the suburbs of the State of Mexico, but to date, there are none for the Tampico, Ciudad Madero, and Altamira. The manuscript describe the elemental distribution found in urban dust and the possible relationship of the detected elements with emission sources according to the meteorological parameters of the area. The study presents the elemental composition of dust particles from 17 samples collected in the January-April 2023 period, at determined points in the Tampico-Madero-Altamira metropolitan area (TMA). The samples were collected in polyethylene bags and analyzed by X-ray fluorescence in air at an energy of 50 kV. There were 21 elements identified in the TMA. Through the Mexican regulation Pollutant Release and Transfer Register (RETC), it was possible to identify and relate some of the detected elements to some elements reported by local companies such as nickel, lead, and chromium. The most frequently detected metals were Ca, Mn, Zr, Sr, Pb, and V. These results indicate that more extensive work is needed to quantify elements such as Ni, Cr, Pb, and V due to the health problems they may cause. Funded by CONAHCYT 2022-321595.

Assessment of genetically modified maize DP23211 for food and feed uses, under Regulation (EC) No 1829/2003 (application EFSA-GMO-NL-2019-163).

Genetically modified maize DP23211 was developed to confer control of certain coleopteran pests and tolerance to glufosinate-containing herbicide. These properties were achieved by introducing the pmi, mo-pat, ipd072Aa and DvSSJ1 expression cassettes. The molecular characterisation data and bioinformatic analyses do not identify issues requiring food/feed safety assessment. None of the identified differences in the agronomic/phenotypic and compositional characteristics tested between maize DP23211 and its conventional counterpart needs further assessment, except for those in levels of histidine, phenylalanine, magnesium, phosphorus and folic acid in grain, which do not raise safety and nutritional concerns. The GMO Panel does not identify safety concerns regarding the toxicity and allergenicity of the IPD072Aa, PAT and PMI proteins and the DvSSJ1 dsRNA and derived siRNAs newly expressed in maize DP23211, and finds no evidence that the genetic modification impacts the overall safety of maize DP23211. In the context of this application, the consumption of food and feed from maize DP23211 does not represent a nutritional concern in humans and animals. Therefore, no post-market monitoring of food/feed is considered necessary. In the case of accidental release of viable maize DP23211 grains into the environment, this would not raise environmental safety concerns. The post-market environmental monitoring plan and reporting intervals are in line with the intended uses of maize DP23211. The GMO Panel concludes that maize DP23211 is as safe as its conventional counterpart and the tested non-GM reference varieties with respect to potential effects on human and animal health and the environment.

Assessment of genetically modified maize DP915635 for food and feed uses, under regulation (EC) No 1829/2003 (application EFSA-GMO-NL-2020-172).

Genetically modified maize DP915635 was developed to confer tolerance to glufosinate herbicide and resistance to corn rootworm pests. These properties were achieved by introducing the ipd079Ea, mo-pat and pmi expression cassettes. The molecular characterisation data and bioinformatic analyses do not identify issues requiring food/feed safety assessment. None of the identified differences in the agronomic/phenotypic and compositional characteristics tested between maize DP915635 and its conventional counterpart needs further assessment, except for the levels of crude protein in forage, which does not raise nutritional and safety concerns. The GMO Panel does not identify safety concerns regarding the toxicity and allergenicity of the IPD079Ea, PAT and PMI proteins expressed in maize DP915635. The GMO Panel finds no evidence that the genetic modification impacts the overall safety of maize DP915635. In the context of this application, the consumption of food and feed from maize DP915635 does not represent a nutritional concern in humans and animals. The GMO Panel concludes that maize DP915635 is as safe as the conventional counterpart and non-GM maize varieties tested, and no post-market monitoring of food/feed is considered necessary. Long range acoustic detection of gas bubbles in a shallow water coastal environment

As the world economy moves to net zero carbon dioxide (CO2) emissions, carbon capture and storage (CCS) is recognised a mitigation mechanism in the suite of technology options. Liquified CO2 injection into offshore subsea reservoirs will be one of the CCS strategies used. Despite being improbable, CO2 leaks could occur and impact the effectiveness of this CO2 mitigation option and undermine confidence in its use as part of the suite of tools to combat climate change. To satisfy public safety expectations and environmental regulatory requirements, long-term measurement, monitoring, and verification (MM&V) plans that are affordable will be needed as part of any commercial CCS operation. Active acoustic methods are a well-suited technique as they can detect gas bubbles in the water column at extremely low flow rates. A bespoke detection system, the Echosounder Detection of Gas Events (EDGE) was developed with the goals of long-duration monitoring and detection of low flow gas bubble releases at long ranges; the literature suggests flow rates of <2 L min−1 will be readily detectable using active acoustics, well below the upper limits of a release of 1 % of stored CO2 over a 1000 year timeframe proposed by IPCC (2005). The EDGE system was housed on a seafloor lander with a battery powered scientific echosounder connected to a narrow-beam horizontally orientated transducer mounted on a turret that rotates through 360 deg. The effectiveness of the EDGE system was tested in a range of weather conditions during two six-month deployments in ∼ 20 m depth at a proposed CCS storage site, CarbonNet, situated off the coast of Victoria, Australia. Separate experiments with controlled gas releases were conducted at a local site at Hobart, Australia to establish the detection capability at range for low flow rates. These experiments found very small gas-releases (< 2 L min−1) could be detected at ranges of up to 378 m. The ability of long-term deployment of the EDGE at the proposed CCS site and the local experiments establishing range-detection ability have demonstrated that active acoustic systems can meet the dual objectives of sustained and wide-area monitoring as a key part of an aquatic based MM&V framework.

Threatened aquatic Andean frogs and mining activity in the Lithium Triangle of South America: Can both coexist?

Abstract The aquatic Andean frogs of genus Telmatobius are one of the most threatened amphibian taxa, with many species having suffered drastic declines and even possible extinction. The Laguna de los Pozuelos' rusted frog Telmatobius rubigo is a fully aquatic species that inhabits lotic systems in the Argentinean vertex of the Lithium Triangle of South America. This study estimated the environmental suitability of an area and geographical distribution of T. rubigo through an ecological niche model. This study also aimed to assess the possible extent of impacts related to mining operations on this threatened species. The ecological niche model of T. rubigo was obtained using specific freshwater habitat variables and the MaxEnt algorithm. The possible extent of impacts related to mining operations was evaluated by overlaying the mining tenure and the estimated distribution of T. rubigo resulting from the model. According to the ecological niche models, T. rubigo could occupy 2,001 km2 in four Argentine basins and three hydrographical units of southern Bolivia and is unlikely to occur in northern Chile. Five environmental variables had the highest contribution to the best selected model: shrub coverture, soil pH, soil organic carbon, and two variables related to the upstream air temperature. The suitable area for T. rubigo overlaps with mining operations by 61.8%. We advise the local communities, governmental environmental agencies, mining companies, and environmental assessors to consider the presence of threatened Telmatobius species in areas subject to mining to protect them and their environment. We encourage incorporating the aquatic Andean frogs as key species into management, environmental monitoring, and remediation plans.

The Public Perception of the Existence of Coal Mines in South Kalimantan Province, Indonesia

Background and Objectives: The coal mining business is a source of foreign exchange for the country, but it is also thought to have a negative impact on the environment, therefore its continued existence can lead to a variety of public perceptions, both positive and negative. The purpose of this study is to ascertain public perceptions of the coal mining industry's existence and operational implications.&#x0D; Methods: The survey approach was used in this study to obtain information from respondents. Questions were posed using interviews, questionnaires, and secondary data.&#x0D; Results: The community leadership structure in the study area is that 35 respondents (48%) follow non-formal leadership, while 38 respondents (52%) follow formal leadership. Most community conflicts are usually triggered by land boundary disputes (38%), and complaints are not responded to (38%), and are resolved by consensus deliberation. Community responses to the impact of coal transportation are health problems (52%), the impact of the presence of coal mines is an increase in the economy (54%), disruption to public roads (66%), noise (66%), and air quality (72%). Coal hauling activities also have an impact on improving business prospects, namely 10% of respondents stated significant (high), 66% moderate, and 24% none. while for the criteria for increasing income, 16% of respondents stated an increase of 62%, a small increase, and 22% did not report. The environmental disturbance parameter stated that 60% of respondents felt disturbed and 40% did not. Environmental management activities on the impact of coal mining operations are 20% of respondents stating good, 34% abstaining and 22% not good.&#x0D; Conclusion: Community development and empowerment programs around the mine site must be implemented properly, and mine exploration permit holders must strictly adhere to the environmental impact analysis document and environmental management monitoring plan approved by the Ministry of Environment and Forestry.

ITSASDRONE, an autonomous marine surface drone for fish monitoring around wave energy devices

The ocean energy development is one of the main pillars of the EU Blue Growth strategy. However, while the technological development of devices is growing fast, their potential environmental effects are not well-known. The nascent status of the Marine Renewable Energy (MRE) sector and Wave Energy (WE) in particular, yields many unknowns about its potential environmental pressures and impacts, some of them still far from being completely understood. Wave Energy Converters’ (WECs) operation in the marine environment is still perceived by regulators and stakeholders as a risky activity, particularly for some groups of species and habitats. The SafeWAVE project aims to improve the knowledge on these impacts trough an Environmental Research Demonstration Strategy based on the collection, processing, modelling, analysis and sharing of environmental data collected in WE sites from different European countries where WECs are currently operating (Mutriku power plant and BIMEP in Spain, Aguçadoura in Portugal and SEMREV in France) representing different types of technology, different types of locations and different types of project scales, therefore, different types and/or magnitudes of environmental impacts. As part of SafeWAVE project, environmental monitoring plans relative to electromagnetic fields, acoustics (noise), seafloor integrity and fish communities need to be put in place. In the case of fish communities, generally speaking, any artefact located in the sea may cause an attraction effect on fish communities, especially if it is floating. In the case of Marine Renewable Energy Devices, during the operation phase, in general, the placement of any artefact in the sea can result in an attracting effect on fish communities, especially if it is floating. In order to study this possible effect, fish communities monitoring around the Penguin WEC-2 of WELLO-Oy localized in BiMEP test site with the ITSASDRONE surface drone developed by AZTI was planned. The study was designed to carry out the tunning and conditioning of the ITSASDRONE and to discover the associations between WECs and fish aggregations. Penguin WEC-2 of WELLO was removed from BiMEP test site due to an alarm of leakage. Consequently, we decided to carry out the monitoring work around the HarshLab, a floating laboratory device constructed by Tecnalia and localized also in BiMEP test site. The study allows us to validate the ITSASDRONE as a viable autonomous vehicle for fish school monitoring. It still needs some technological improvement related to navigation system, but in general, the ITSADRONE meets the objectives for which it was conceived and could be an excellent monitoring technique due to its capacity to work remotely and in near shore areas. Schools of unidentified small pelagic fish were observed distributed throughout the water column, predominantly near the bottom in the device area. But, future studies are needed to further explore the association between WECs and fish aggregations. The aim of this communication is to show the work done by an autonomous marine surface drone, ITSASDRONE, in relation to fish monitoring in BiMEP area.

The Urgency of Social Aspects in Environmental Assessment: A Case Study of a Sustainable Geothermal Power Plant Development in Banyumas, Indonesia

For every large-scale development with the potential to have a significant and essential impact, there must be an environmental assessment first. Geothermal Power Plant Development (GPPD) in Banyumas is classified as a large-scale project. Therefore, an environmental assessment was also carried out before the project started. The initiator has owned the Environmental Management Effort (EM) and Environmental Monitoring Effort (EME) since 2011. Due to a change in planning, the EM and EME were updated again in 2016. Even though the GPPD has the environmental management and monitoring plans, it faces an ongoing resistance from the community during the implementation of the exploration stage. This action may disrupt the exploration process. The purpose of this paper is to find out why there is social upheaval or rejection and demonstrations from society. This study was designed as qualitative research that is descriptive and analytic. Descriptive analysis was based on data, documents resulting from interviews and discussions with various stakeholders who know about cases of community demonstrations against GPPD exploration. The results of the study show that social environmental aspects receive less attention to the affected communities so that when environmental pollution occurs, the community overreacts to the GPPD construction implementers and the government. Supposedly, if the social environment aspect is carried out proportionally, then there will be no resistance from the community. In this case, the executors of the development have been bothered and even disrupted the development process itself. The social aspects that are less proportional are limited socialization, inaccurate ecological delineation, late recruitment of local workers, and insufficient involvement of NGOs.

A Case Study on Environmental Impact Assessment of Mumbai–Ahmadabad High-Speed Rail Corridor

This case study highlights some notable features of the Environmental Impact Assessment (EIA) and Environmental Management and Monitoring Plan of Mumbai–Ahmedabad High-Speed Rail Corridor, India. The study reflects benefits, alternatives and probable impacts of the project. Also, suggestions and recommendations to apply as mitigation measures are discussed here. The study is based on a joint study conducted by the Ministry of Railways, Government of India and Japan International Cooperation Agency (JICA).

Assessment of genetically modified cotton COT102 for food and feed uses, under Regulation (EC) No 1829/2003 (application EFSA-GMO-DE-2017-141).

Genetically modified cotton COT102 was developed to confer resistance against several lepidopteran species. The molecular characterisation data and bioinformatic analyses do not identify issues requiring food/feed safety assessment. None of the differences in the agronomic-phenotypic and compositional characteristics between cotton COT102 and its non-GM comparator needs further assessment, except for levels of acid detergent fibre, which do not raise safety or nutritional concerns. The GMO Panel does not identify safety concerns regarding the toxicity and allergenicity of the Vip3Aa19 and APH4 proteins as expressed in cotton COT102 and finds no evidence that the genetic modification would change the overall allergenicity of cotton COT102. In the context of this application, the consumption of food and feed from cotton COT102 does not represent a nutritional concern for humans and animals. The GMO Panel concludes that cotton COT102 is as safe as the non-GM comparator and non-GM cotton varieties tested, and no post-market monitoring of food/feed is considered necessary. In the case of accidental release of viable cotton COT102 seeds into the environment, this would not raise environmental safety concerns. The post-market environmental monitoring plan and reporting intervals are in line with the intended uses of cotton COT102. The GMO Panel concludes that cotton COT102 is as safe as its non-GM comparator and the tested non-GM cotton varieties with respect to potential effects on human and animal health and the environment.

Estimating atmospheric radon deviation using statistical coefficients: Sulaymaniyah city, Iraq, as a case of study

ABSTRACT The authors studied the atmospheric radon concentration with associated meteorological parameters variation during the dust events from July to November 2017. We obtained the meteorological parameters data in weather station of Sulaymaniyah city, Iraq. In the environmental monitoring plan, the atmospheric radon fluctuated from 15 to 48 Bq m–3 around the mean value of 31.5 ± 7 Bq m–3 within the summer. In autumn, varied from 22 to 46 Bq m–3 with a mean value of 34 ± 12 Bq m–3. We employed this to determine the radon level anomalously. Using the modified statistical coefficients, such as the residual deviation (RD), residual fluctuation ratio (RFR), F-test, and p-value coefficients. Among the atmospheric radon fluctuation values, particularly one anomalous (42 Bq m–3) on 25 July was determined because the excessive value of the RD was 1.9 σ, and the RFR value was 66 %. Corresponding to our coefficients criteria, the minimum level of atmospheric radon (22 Bq m–3) does not consider anomalous because of increasing wind speed. Based on this, our method for determining the atmospheric radon anomalies that are influenced by the missed factors beyond the mentioned meteorological parameters is accurate.

Kajian Rencana Pengelolaan dan Pemantauan Lingkungan Hidup Gedung Balai Pendidikan “X” DIY

Progressive development in D.I. Yogyakarta has an impact on environmental problems. This indicates that some of the past developments still do not meet environmental sustainability aspects. Through government regulations related to businesses and/or activities that do not yet have environmental documents but have business licenses and have been operating, they are required to make DELH/DPLH as an instrument for environmental management and monitoring. The purpose of this study are: (1) to identify the activities that have been running in the Education Building “X” in DIY, (2) to identify the potential impact on the environment as a result of the Education Building “X” in DIY operation. The method used in this study is a descriptive approach method. The Environmental Management and Monitoring Plan for the Education Building “X” in DIY were prepared to complement the Environmental Evaluation Document (DELH) which is guided by the Regulation of the Minister of Environment and Forestry of the Republic of Indonesia No. P.102/2016 concerning Guidelines for Preparing Environmental Documents for Businesses and /or Activities That Have Business and/or Activity Permits but Do Not Have Environmental Documents. This study is a source of information on geophysical-chemical, social, cultural, and economic problems that may arise in the future and methods of prevention and management as a result of these operational activities.

Groundwater Vulnerability Assessment to Cemeteries Pollution through GIS-Based DRASTIC Index

Deposition of corpses in the ground is the most common burial practice, which can allow interactions between polluting compounds and the soil, groundwater, and surface water, which may afterwards lead to negative environmental impacts and risks to public health. The risk of cemeteries contaminating groundwater is related to their location, the quantity of clothes, metals and adornments buried, and geographical, geological, hydrogeological, and climatic factors. Using the DRASTIC index and geographical information system (GIS) tools, the potential for groundwater contamination was investigated in eight cemeteries located in the Figueira da Foz region (Portugal), which are the main anthropogenic pollution sources in the area. Aquifer vulnerability was assessed through the development of thirteen site characteristic maps, seven thematic maps, and a DRASTIC index vulnerability map, using GIS operation tools. No studies were found on the development of vulnerability maps with this method and digital tools. Cemeteries UC2, UC4, UC5, UC6, UC7, and UC8 are located within the zones susceptible to recharge, with an average recharge rate of 254 mm/year. Cemeteries UC5, UC7, and UC8 are expected to develop a greater water-holding capacity. The water table depth is more vulnerable at UC6, varying between 9.1 m and 15.2 m. However, results show only a high vulnerability associated with the UC4 cemetery with the contributions T,C &gt; R,S &gt; I &gt; A &gt; D, which should be under an environmental monitoring program. The area surrounding UC4 is characterized by a water table depth ranging between 15.2 m to 22.9 m, mainly fine-grained sands in both the vadose zone and the aquifer media, Gleyic Solonchaks at the topsoil, very unfavorable slope (0–2%), and high hydraulic conductivity (&gt;81.5 m/day). The sensitivity analysis shows that the topography, soil media, and aquifer media weights were the most effective in the vulnerability assessment. However, the highest contributions to index variation were made by hydraulic conductivity, net recharge, and soil media. This type of approach not only makes it possible to assess the vulnerability of groundwater to contamination from cemeteries but also allows the definition of environmental monitoring plans as well as provides the entities responsible for its management and surveillance with a methodology and tools for its continuous monitoring.

Criteria for Enhanced Monitoring and Control Plans for a Waste Gasification Plant

Abstract The Environmental Monitoring Plan (EMP) and the Monitoring and Control Plan (MCP) are key documents required respectively in Environmental Impact Assessment (EIA) procedures and in the Integrated Environmental Authorization (IEA) for activities subjected to this procedure. Both documents aim at preventing impacts on the environment and human health and/or quickly taking actions if anomalous levels of pollutants are found in the environment. Trentino is an Italian region located in the Alps characterized by high population density in its valleys, complex terrain and, thus, a low level of dispersion of the atmospheric pollutants. The research carried out in Trentino in the last two decades has allowed identifying innovative monitoring approaches to point out issues that conventional methodologies could not detect. The present paper provides the key elements of an EMP that must be included in the EIA of a waste gasification plant. The paper proposes unconventional monitoring campaigns to guarantee a more efficient control of the areas influenced by the plant before, during and after its construction. The paper also discusses key aspects of an MCP for plants that are subjected to IEA. The final aim is to make this paper a reference document to 1) evaluate new projects of waste combustion plants, 2) suggest alternative monitoring methodologies to investigate the role of specific pollutants in peculiar contexts, and 3) prescribe a specific surveillance plan in the case of a plant that is subjected to IEA. Considerations on differences with conventional plants were also included.

Assessment of genetically modified maize MON 87419 for food and feed uses, under Regulation (EC) No 1829/2003 (application EFSA‐GMO‐NL‐2017‐140)

Genetically modified maize MON 87419 was developed to confer tolerance to dicamba- and glufosinate-based herbicides. These properties were achieved by introducing the dmo and pat expression cassettes. The molecular characterisation data and bioinformatic analyses do not identify issues requiring food/feed safety assessment. None of the identified differences in the agronomic/phenotypic and compositional characteristics tested between maize MON 87419 and its conventional counterpart needed further assessment, except for the levels of arginine and protein in grains which did not raise safety and nutritional concerns. The GMO Paneldoes not identify safety concerns regarding the toxicity and allergenicity of the dicamba mono-oxygenase (DMO) and phosphinothricin N-acetyltransferase (PAT) proteins as expressed in maize MON 87419. The GMO Panelfinds no evidence that the genetic modification impacts the overall safety of maize MON 87419. In the context of this application, the consumption of food and feed from maize MON 87419 does not represent a nutritional concern in humans and animals. The GMO Panelconcludes that maize MON 87419 is as safe as the conventional counterpart and non-GM maize varieties tested, and no post-market monitoring of food/feed is considered necessary. In the case of accidental release of viable maize MON 87419 grains into the environment, this would not raise environmental safety concerns. The post-market environmental monitoring plan and reporting intervals are in line with the intended uses of maize MON 87419. The GMO Panelconcludes that maize MON 87419 is as safe as its conventional counterpart and the tested non-GM maize varieties with respect to potential effects on human and animal health and the environment.

Assessment of genetically modified maize GA21×T25 for food and feed uses, under Regulation (EC) No 1829/2003 (application EFSA-GMO-DE-2016-137).

Genetically modified maize GA21 × T25 was developed by crossing to combine two single events: GA21 and T25. The GMO Panelpreviously assessed the two single maize events and did not identify safety concerns. No new data on the single maize events were identified that could lead to modification of the original conclusions on their safety. The molecular characterisation, comparative analysis (agronomic, phenotypic and compositional characteristics) and the outcome of the toxicological, allergenicity and nutritional assessment indicate that the combination of the single maize events and of the newly expressed proteins in maize GA21 × T25 does not give rise to food and feed safety and nutritional concerns. The GMO Panelconcludes that maize GA21 × T25, as described in this application, is as safe as its conventional counterpart and the non-GM reference varieties tested, and no post-market monitoring of food and feed is considered necessary. In the case of accidental release of viable maize GA21 × T25 grains into the environment, this would not raise environmental safety concerns.
